MP says review panel has no credibility By Alan S. Hale The Northern View Skeena-Bulkley Valley MP Nathan Cullen says that the Conservative’s plan to give themselves final say on the fate of the Enbridge Northern Gateway pipeline has confirmed the fears of pipeline opponents: The joint review panel process is a sham. “The process was always threatened. A lot of people suspected that Stephen Harper wouldn’t take ‘no’ for an answer when it comes to this pipeline. Now that has been made explicit.” Besides imposing an 18 month time limit on all environmental reviews done by the National Energy Board, the Tories have made one small, but significant change. Until now, only if the panel approved a project did that decision have to be submitted to the federal cabinet for final approval. The new rules say that even if the decision is to reject the project, the cabinet will have to approve that as well, essentially giving them the power to force the National Energy Board
to reconsider their decision. This change has been all but hidden during the rolling out of the Environmental Review process overhaul this past week. It was only referenced in a single bullet point on a list of goals for making reviews more timely, located on a website for the Conservatives’ Economic Action plan. It reads: “Establish clearer accountability for decisions on major pipeline projects in the national interest by giving government authority to make the “go/no go” decisions, based on the recommendations of the National Energy Board.” Cullen says that by giving themselves the final say, the Conservatives have made the Panel hearings inconsequential. “They will retroactively apply these new rules and it will become a purely political decision, and the Prime Minister – with all of his wisdom about pipelines – is going to make the final decision. This totally undermines the process we are in...The credibility of the Joint Review Panel has been totally destroyed.”
According to Cullen it’s time for the Provincial Government to get involved. The Liberal Government have steered clear of stating an opinion on the Northern Gateway pipeline saying that it was prudent to let the hearing process run its course before making a decision. Cullen argues that now that Conservatives have unilaterally changed that process in this way, that excuse will no longer fly. The Joint Review Panel hearings are going ahead, with the next ones in Prince Rupert scheduled for May 24, 25, 26, 28, 29 at the North Coast Convention Centre. Cullen says that he doesn’t want to dissuade people from participating, saying that it’s still an opportunity for people to go and have their say. He says that he still plans to go and participate. “I’ll have a question for [the Joint Review Panel]: Did you know this was coming, and now that it’s happened, do you still think you are still credible? Do you still exist if your mandate has been ripped away from you?”

Cruise Task Force discusses importance of May 4 call By Shaun Thomas The Northern View Members of the Prince Rupert Cruise Task Force were guests of the Chamber of Commerce on Wednesday, and spoke of the importance of the coming cruise season. The first cruise ship of the season will arrive on May 4 as Holland America returns to Prince Rupert for the first time in five years. Holland America is part of a much larger cruise company, Carnival Corporation, and panel member Andrew Hamilton of the Prince Rupert Port Authority said that makes the May 4 visit that much more important. “This is a significant opportunity to not only secure Holland America, but also Princess Cruise and other Carnival Corp. lines,” he said, noting that increased fuel prices and Seattle’s emergence as a launching point for the Alaskan cruise theatre bode well for Prince Rupert’s cruise future. But, said panelist John Farrell, it is going to take a
community effort to make Prince Rupert the Canadian cruise port of choice along the west coast. Last year the task force undertook a program aimed at the passengers who don’t take shore excursion tours, a program that included buskers, carvers, an enhanced ambassador program and projects like a touch tank and a children’s fishing derby to keep passengers busy. “Did it work? Yes it did. Cruise line CEOs are very intrigued that we were the only stop on the Alaska cruise theatre that had that level of community involvement,” he said, while

Prince Rupert needs to prove to the cruise line CEOs that this collaborative effort is worth investing in,” said Jason Scherr, president of the Prince Rupert and District Chamber of Commerce. Passengers ranked Prince Rupert higher than other BC ports of call in terms of food and beverage, and spent more on excursions in Prince Rupert than at other BC ports. However, Farrell noted that the group is working on identifying potential new excursions as business opportunities for people in the community. “The CEOs said ‘great, you have the community involvement, now beef up your excursions’. The 12 that we have are great experiences, but we’re looking to incubate more business as part of the excursion opportunities in Prince Rupert,” he said, with panelist Derek Baker adding that a lot of what is developed for cruise benefits residents. “If you look at the amount of energy that went into Cow Bay and the waterfront area, a lot of the improvements were done using cruise as a catalyst. Now we enjoy those improvements, so this is not just for cruise.”

Cullen says House Leader appointment brings influence By Alan S. Hale The Northern View Skeena - Bulkley Valley got a big promotion this week when the NDP’s new leader Thomas Mulcair appointed him as the Opposition House Leader. Until now, Cullen’s only other role other than being a Member of Parliament was to chair of the Parliamentary Ethics Committee. Now he has considerably more on his plate. Being the Official Opposition’s House Leader means that Cullen will be a front-bench MP now; in charge of guiding his party through the veritable sea of bills, behindthe-scenes negotiations, debates and procedures that are a

fact of life on Parliament Hill. “The House Leader’s job is many things, but two primary things: one is to stop the worst things from happening like bad legislation coming through. The second thing is trying to find ways to work with government to get good things through. It’s challenging in a majority context, but I’m up for the challenge,” says Cullen. Cullen will have fingers in many different pies as he’ll be required to keep tabs on the portfolios of all the NDP critics as well as all the upcoming house business being put forward by the Conservatives. He says he hopes to parlay his new office into greater influence for Northwest BC and it’s concerns. “It’s one of the more powerful positions in Parliament. So my ability to speak more directly to Government and other MPs has increased...My mandate has always been to increase the visibility and profile of the Northwest in Canada’s conversation, and I think this is very helpful,” says Cullen. This is the second shadow cabinet shuffle in a row where Cullen has not received a appointment to a critic position.
Ocean Fish announces plans to close plant By Shaun Thomas The Northern View The Ocean’s Fish plant in Prince Rupert will be closing down. Staff at the plant received notice of the planned closure on Tuesday, but what that means for those at the plant remains unclear. “What we have done is told the workforce that we will be consolidating our operations into the Oceanside and Seal Cove plants. We will be looking to relocate workers at the plant to one of the other two operations,” explained Canfisco VP Rob Morley, noting that he can’t say at this point if any jobs will be lost as
a result of the move. “We have to sit down with the union and discuss what the time frame is. We have to give at least 60 days notice, but there is no firm time-frame at this point,” he said. As for the future of the Oceans Fish plant buildings, Morley said it isn’t likely to be kept. “The structure is older and becoming expensive to maintain. I think if we want to remain viable and employ as many people as possible in Prince Rupert we have to work with the plants that are in better condition.” Canfisco and Ocean’s Fish moved to a single management structure last summer.

have to look at the bigger picture and the longer term,” said BCTF president Susan Lambert in a statement. “This vote sends a powerful message to government that they must rethink Bill 22, listen to the concerns of teachers, respect our rights, and invest in services to students. Teachers are united in opposition to this terrible piece of legislation, the twentieth bill passed by the BC Liberals since 2001 targeting teachers’ professional and labour rights. We simply have to take a strong stand.” In Prince Rupert, superintendent Lynn Hauptman says the withdrawal of service will impact both students and parents.
“There are some community members who have stepped forward to help out where they can in terms of extra curricular activities, and grad have to be carried on by administration and parents. It means what used to be collaborative effort with lots and lots of staff, they will no longer be involved and it will fall on the parents and administration,” said Hauptman, who added that it will also impact what sports move forward as they require a school district sponsor. “In BC School Sports, rugby, track and field, golf, tennis, badminton and girls soccer are the sports being affected. For many students, that is the sport where they excel and they may not
have that opportunity this year... The sports need sponsors and the only sponsors available are administrators. They can only be so many places and still have to do their job, and as sponsor they would be expected to be at all practices and games.” That being said, Hauptman did say they understand that all the extracurricular activities teachers do are voluntary, with teachers giving their own time to help out. “I really hope we have some conclusion to this strife that we have within the system. As well as withdrawing volunteer services, the BCTF says there is the possibility of a vote to withdraw all of its services.

Cemetery Day By Martina Perry The Northern View Almost 100 years ago, Ernest TG Tremayne was laid to rest in Prince Rupert’s Fairview Cemetery, which has became the laying spot for countless others over the past one hundred years. To celebrate the lives of those buried at Fairview, two groups in town have joined together to host an event on Cemetery Day. Last year, the Prince Rupert Cemetery Advisory Committee, a group that aims to get the community more involved in ongoing work to improve the cemetery, requested to have the City name May 1 as Cemetery Day in Prince Rupert. Council agreed to the request, and proclaimed it as a day to remember and honour the memories of former family and community members last year. Like last year, the Cemetery Advisory Committee and the Prince Rupert Genealogy Club will join together in celebration of the day, and host an event at the Fairview Cemetery, this

MY VIEW…
A look at the new House Leader... This week it was announced that Skeena - Bulkley Valley MP Nathan Cullen would be the new House Leader for the NDP. Getting a promotion within the caucus was something most saw coming after Cullen’s impressive third place finish in the NDP leadership campaign. I have to say I saw a critic role in the works, most likely environment given Nathan’s history when the party was a fourth-string one in the House, but House Leader is certainly a step above that. Being the House Leader is, for all intents and purposes in the view of many, being one of the right-hand men for the leader of the party. It’s a prominent position both literally (front bench) and figuratively in the House of Commons and will only serve to increase awareness of the issues and conditions here in the northwest. As House Leader, our MP will be getting more face time on national media and more face time with the higher-ups in the Conservative government. Let’s face it, saying the Skeena - Bulkley Valley MP has an issue with something doesn’t carry nearly as much weight as saying the House Leader of the Official Opposition has an issue with something. It essentially cements our representative as a person of power within the system of Canadian government, and that can do nothing but help the people here in the region. And that is probably a good thing, for as much as there is opportunity with all of the developments planned for the area, there are also some valid concerns that many people have with all the development to come. Now when people
take those concerns to the MP, they are also taking them to the House Leader of the Official Opposition. That being said, there is also somewhat of a fine line that needs to be walked with this new position. Cullen will have to represent the people of the riding, but in the eyes of many across the country he will be someone who speaks on behalf of the NDP party I’ve spoken before about the downfalls of
politicians who tow the party line instead of more thoroughly representing the people who elected them, and as one of the power players in the party the need to tow the party line becomes that much more emphasized. I’m happy for Nathan and his new role. It’s a new role that brings increased responsibility and scrutiny, but one that can only help the riding.

Highway repaving set to start this May By Shaun Thomas The Northern View The BC Government this morning announced a major investment in northwest highways, including a significant project on the road leading to Prince Rupert. The largest of the $25.8 million investment in regional roads is the resurfacing of approximately 34
kilometres of Highway 16 between Khyex River and Kasiks River, west of Terrace. A $7.75-million contract has been awarded to Peter’s Bros. Construction, with work scheduled to begin this May. According to Transportation and Infrastructure Minister Blair Lekstrom, part of the reason for this investment is improving access to the
port of Prince Rupert. “The Northwest plays an important role in the province’s economic well-being, and investing in our transportation network is a vital part of ensuring that continues,” he said in a statement. “We want to ensure the region has safe, reliable infrastructure to move products to market and support jobs and economic growth.”

CHSS Grad Fashion Show 2012 By Martina Perry The Northern View On Thursday, April 19, over 30 grade 12 students from Charles Hays Secondary School put on the school’s first annual Grad Fashion Show, “CHSS Goes Viral”. The performance, which use to be a Prince Rupert Secondary School tradition, included skits, singing and dancing, as well as students modeling apparel from various local stores including Farwest Sports, Udder Bags, Seasport, Slickers, the Salvation Army, Fashion Tailoring, Anna’s Couture, Loaded Sports, Athlete’s World and Oceanside Sports. Among the skits were teacher boxing matches, the Bachelor, recalling a rough night, little people dancing and a performance by Twisted Gauntlet.

Lax Kw’alaams now owns an engineering company By Shaun Thomas The Northern View The Lax Kw’alaams First Nation now owns an engineering company. The formation of Embark Engineering was announced on Wednesday at the National Aboriginal Business Opportunities Conference in Prince Rupert, and the company is an undertaking of both the Lax Kw’alaams Band and established engineering firm Kerr Wood Leidal Associates Ltd. “We’ve had a long-standing working relationship with Lax Kw’alaams, and this evolved from
discussions that we had while attending the conference last year,” said Frank Belfry of Kerr Wood Leidal, who will be taking on the role of general manager for Embark Engineering. “We’ve been working with Kerr Wood Leidal for 30 years. They’ve done great work and we saw this as an opportunity for a partnership... It’s in the early stages right now, but we want to get things moving as quickly as we can,” said Lax Kw’alaams mayor Garry Reece. The company will have its head office in Lax Kw’alaams, with an office in Prince Rupert possibly in the future, and band manager
Wayne Drury will be CEO while Reece will be chairman of the company. Embark Engineering will introduce academic programs and scholarship in the future to help create engineering careers for the people of Lax Kw’alaams. “We will identify individuals who want to follow through with engineering careers, get them the right skills and training and go from there,” said Belfry. “We have someone working for us now compiling the list of jobs that will need filling, not just in the engineering side of the

Although Prince Rupert’s Overwaitea Foods has been involved with the local Relay for Life event for years, this year employees are taking fundraising for the Canadian Cancer Society to the next level by holding pre-relay activities at Overwaitea on Saturday, May 5 and Sunday, May 6. “The whole idea is to generate as much funds as humanly possible for cancer research, because we’ve all been affected by cancer,” said Overwaitea store manager Dan Hansen.

Overwaitea to hold activities to benefit cancer research The activities will start on May 5 with Spin the Wheel. Choosing the right motor oil when you do your change Choosing the right oil for your car engine can influence its durability and its fuel economy. While many car owners like to maintain their own vehicle and change the engine oil themselves, a lot of them do not pay enough attention to the oil weight recommended by their car’s manufacturer. Have a quick look in your owner’s manual, and you will see that nowadays, with more modern engines, lighter oil is now recommended. There was a time when people thought that in summer, a heavier engine oil better protected a motor’s innards. They would use heavier engine oils, with a 20W-50 rating, or even thicker. But today’s engines run with much closer tolerances between moving parts, and this means they require much lighter, or thinner, oil. If you look in the manual of a modern car, you will see that all that is needed is an oil with 5W-30 and even 5W20 ratings. An engine that works

Check your summer tires before they go back on the car Spring is here and it’s the time of the year to inspect your tires again.
Those of us in cooler climates will have to get the winter tires changed out and stored. Before
you put them away, check to see how the tread has worn. If there is uneven wear, or a visible wearing all over, plan a budget to buy another set in the fall. If you drive on all-weather tires, this is still the time to check the wear on them. If they seem worn, even if they don’t seem completely worn out, have them inspected by a professional. Radiators need attention too Granted, most recent cars and trucks require less maintenance than before. But, with time, they too age. Although the vehicle might still look very good, there are some components that do wear out and require replacement. And remember: it’s not necessarily ample mileage that wears out a car. Dirt and oxidation will also do their part of the damage. Take the radiator, for instance. If you own an older car or truck, chances are its radiator will be partially made of copper. Waterline issue causes parking lot damage By Shaun Thomas The Northern View An issue with one of the waterlines in the downtown core resulted in significant damage to one of the parking lots along 2nd Avenue West. “What happened was the Ocean Centre Mall had made arrangements to have the water shut off so they could repair their fire line because the main valve wasn’t working right. At midnight on Tuesday they shut down the line, the repairs were made and when the line was reloaded, a cap broke off the line that runs under that vacant lot and flooded the property,” explained director of public works Bill Horne. “Because the lot is just below the sidewalk level it didn’t really get noticed until the line was fully recharged, and that caused a lot of the gravel to be washed away. In this case the gravel that was washed away was under the parking lot and that is what caused the damage.” The parking lot, located between the Casey Medical Clinic and the building that houses IJ Rugman Floor Coverings and Good Times Games, has been blocked off from the rest of the sidewalk. There is no estimate of damage, and Horne says the City is still working with insurance companies on the matter.
