Staying informed about upcoming electoral boundary changes Submitted Every 10 years, Canada’s electoral boundaries are reviewed and redrawn to account for movement and growth in the population. That time has come. Ten independent commissions have been established to propose new electoral boundaries to better reÀect population shifts and growth in each of the 10 provinces. As Nunavut, the Northwest Territories and the Yukon constitute one electoral district each, they
don’t require federal electoral boundaries commissions. The Federal Electoral Boundaries Commission for British Columbia is dedicated to ensuring that the new electoral boundaries are fair to the people of the province. The Commission will draft a proposal of the new boundaries while taking into consideration various factors, such as population ¿gures, communities of identity or interest, historical patterns, and geographical factors.
Your electoral district, which is where you live and vote for your member of Parliament, may be altered as a result of the redistribution process. After the Commission has drafted its proposal, the new electoral map is published and members of the public are invited to comment and make their own suggestions. Public hearings are held, and everyone is invited to attend and provide input. After the views from the public are considered, the Commission
will submit a report to the House of Commons, where members of Parliament will provide feedback that will then be reviewed by a parliamentary committee. The Commission will consider the feedback from members of Parliament and decide whether to make any Âżnal changes to its report, which is then submitted to the Chief Electoral OfÂżcer of Canada for preparation of a document called a “representation orderâ€?. This Âżnal step allows
the new electoral map of Canada to be of¿cially implemented. The new map will be used at the ¿rst general election called at least seven months after the representation order becomes law – likely the 2015 general election. To learn more about the redistribution of British Columbia’s federal electoral districts, visit www.federal-redistribution.ca.

As the weather is getting warmer and our days longer, many of our plants may have to be watered twice a day. Any yard requires upkeep and maintenance, from weeding to raking to planting and even watering. I say leave the watering to us! A drip system is a great feature to have in your yard. These low pressure systems are easy to install and will save you many hours of watering over the summer months. A drip system consist of a main line, a pressure regulator, an in-line ďŹ lter and emitters. Drip systems can be tied into an existing underground irrigation system or even a garden tap and in some situations a gravity feed supply is used. These systems are designed to run 20-30 psi, which means a pressure regulator must be installed before the water reaches any emitters to prevent them popping off or becoming disconnected. As the oriďŹ ce is relatively small you will require a small ďŹ lter to be installed before the pressure regulator. This will prevent debris from entering the system, which could potentially plug up the emitters. There are many different types of drip emitters on the market today. There are emitters with certain ows, and even some that can be adjusted to suit your watering needs. Be sure to speak with a Top Crop associate on choosing the right emitter for your situation. If properly designed and installed, drip irrigation may help with water consumption by reducing evaporation and assists in getting the water to the root. Drip may eliminate diseases by reducing the water contact with the foliage, which over time has shown effect on plants. Drip irrigation has the advantage of watering irregular shapes, as the pipe is exible and the emitter can be placed wherever needed. If using a fertilizer injector, a drip system is a great way to manage your fertilizer ensuring each plant gets the same amount of fertilizer and limiting the waste. Many gardeners prefer to surface water when watering their plants. Drip can be laid on the surface and does not need to be buried, this allows a quick installation and allows the gardener to roll up the pipe and still have access to rotate the soil with machine or by hand. Drip irrigation is a great way to keep plants alive while on vacation through the summer months. A timer can be installed onto a drip system and allow several watering start times throughout the day. You can now have the peace of mind that your plants will look healthy as ever after you return from a hot summer vacation. In conclusion, there are many advantages to using a drip irrigation system. If you need a hand in designing a drip system that will work for you, bring down a scale drawing to Top Crop Garden, Farm & Pet, and one of the irrigation associates will be happy to assist you. We will also be hosting a drip irrigation workshop at the Cranbrook store on Saturday, April 21, at 10 am where we will give you some hands-on demonstrations. So leave the watering to us, and enjoy your water system for many years to come. Till next time... happy gardening. Submitted by Ryan

with the Mayor on a weekend. I’ve decided to instead take City Hall out to the people in local coffee shops, and Sherry and Troy were kind enough to offer up Hot Shots as the ¿rst venue. So what’s on people’s minds? Q. What happens in an in-camera meeting of Council and why isn’t all of Council’s business conducted publicly? Why aren’t we told about law suits that the City may be involved in? A. The Community Charter states that matters relating to labour relations, land, legal
issues and items prohibited from disclosure under the Freedom of Information and Protection of Privacy Act must be discussed via a closed meeting so that Council can consider con¿dential information. All other Council business should be conducted in an open meeting. Q. Where has the drinking fountain originally erected by the Imperial Order Daughters of the Empire in 1925 in Rotary Park gone and will it be resurrected like the Fink Fountain in front of Gerrick Sports? A. The fountain is ap-

parently in safe keeping and we will likely hear more on it in the future from some interested citizens. Q. The two tiered system of charging nonresidents of Cranbrook more for the swimming pool and other recreation services is wrong. A. This is a long standing and complicated issue but it is on my list to review. Q. Is it illegal to feed ducks in Cranbrook? If people continue to feed them we will have the same “problem” with an overabundance of Mallard ducks as we do with deer. A. Our current bylaw only prohibits the feeding of deer. Provincial Wildlife Regulations only prohibit intentionally feeding or attracting dangerous wildlife. What do you think – should the bylaw be changed to include ducks? Q. Is it still okay to hug the Mayor? A. Absolutely, so long as my wife Audrey says it’s okay! Q. The roads are “sinking” in a new subdivision in the eastern part of town – who is responsible to ¿x them? Doesn’t the city have someone to check and approve road and related infrastructure prior to them being paved over? A. The developer is responsible to ¿x any de¿ciencies for a minimum of a one year period after the city agrees to accept
the infrastructure and the city holds a security deposit to make sure that repairs happen. In the case of this subdivision the city doesn’t yet own the roads. Council just approved the hiring of a new position in our Engineering Department, whose primary responsibility is to check and approve all infrastructure, including road base, prior to paving. Q. The city used to pick up yard and garden waste twice a year, spring and fall, but now they don’t do it at all. Since many seniors don’t own a truck and may not drive, what are they supposed to do particularly given Council has approved moving to a maximum 2 bag/ week garbage pick-up? A. A good question for Council to discuss as this service stopped when the city transfer station was built. Options include permitting more than two bags twice a year, encouraging volunteers to provide the service for seniors similar to the Snow Angels shovelling program in winter, or relying on the private sector that offer their truck and labour at an hourly rate. The good news is that the next Coffee with the Mayor is Saturday, May 12 from 1 to 4 p.m. at McDonald’s restaurant. Bad news is that you do have to buy your own coffee!

3 Facts You Need To Know About... BC’s Triple-A Credit Rating 1.
2.
3.
Credit agencies, Standard & Poor’s and Moody’s Investors Services, just re-affirmed BC’s AAA credit rating, the highest possible rating and only 1 of 2 provinces to earn that status. That matters to you because BC’s triple-A credit rating saves taxpayers millions of dollars a year in interest costs. Every dollar we don’t pay in interest is one we can invest in public services or in paying down debt. The rating agencies cited BC’s record of fiscal discipline, coupled with one of the most competitive tax rates for residents and businesses in Canada, and the province’s shifting trade mix toward Asia, as strengths of BC’s fiscal and economic performance. BC earned its triple-A Credit rating through 11 years of hard work, doing what any BC family would for its own finances; reduced spending, paid down debt and kept investment in BC. We’ve moved from one of the least competitive provinces a decade ago, with high taxes and poor fiscal management, to a province that stands out with a record of exceeding our budget targets in 10 out of 11 years. And we remain committed to that performance with a balanced provincial budget in 2013-2014.

Encorp Pacific’s recycling system is a British Columbia success story Encorp Paci¿c (Canada) is one of North America’s leading product stewardship corporations. With over 175 depots and mobile collectors across BC, the Return-It™ system is a British Columbia success story. Thanks to BC residents, 80 per cent of the beverage containers
sold in the province are recovered and recycled into something new. That’s over one billion containers kept out of our land¿lls. Encorp Paci¿c runs the Return-It system. As one of BC’s largest product stewardship corporations, Encorp’s mandate is to develop and manage a consumer
friendly and cost-effective system to recover end-of-life consumer products and packaging for recycling. Encorp monitors and estimates greenhouse gas emissions associated with its recycling activities. This helps reduce their carbon footprint and maximize their net bene¿t to the
planet. The numbers speak louder than words. In 2010, more than one billion containers were recycled. That’s approximately 365 million aluminum cans, 355 million plastic bottles, 215 million glass bottles, 82 million drink boxes and cartons, and 10 million other containers of

adds Encorp’s President and CEO, Neil Hastie. “Imagine if our land¿lls had to accommodate that in addition to everything else that’s
thrown out.” Encorp is 100 per cent industry operated and receives no government funding.

Submitted Cranbrook’s biggest annual event, Sam Steele Days, is a celebration of the city’s history and culture, recognizing important ¿gures in the region’s development such as Canadian hero Superintendent Sam Steele and Colonel James Baker. This year, the event, which runs June 14-17, will celebrate events of the more recent past with a musical hero from the 1980s. The ’80s were a decade of big ideas, big hair and big guitar riffs— usually in the same band. Lou Gramm, the voice of power rockers Foreigner, might know a little something about that, as would all of us who grew up listening to the singer. Gramm’s 40-year musical career began in the ’70s, when he played in a number of New York-based rock bands that enjoyed local success but never managed to make the big time until he met future band mate, Mick Jones. Gramm and Jones became friends and musical compatriots and formed the band Foreigner, one of the seminal bands of the decade, and created a sound that would be emulated by up-andcomers. Songs such as Hot Blooded, Urgent, Cold as Ice, Waiting
for a Girl Like You, and I Want to Know What Love Is were emblematic of the band’s sound, and Gramm’s distinctive voice kept Foreigner’s songs in the Billboard Top 100 for several years. Gramm went solo in 1987 and released a number of hit singles, including Midnight Blue. He has also enjoyed success as the vocalist of the Lou Gramm Band (LGB), which includes his brother Ben in the line-up.
Gramm headlines at the Cranbrook RecPlex on the evening of June 16th, and though the concert will undoubtedly be the biggest event of the weekend, there will be no shortage of other activities. The annual Sam Steele parade brings participants from all over Western Canada and the Inland Northwest U.S. The bocce ball and baseball tournaments are hugely popular, as are the downtown events
such as the Strongman Competition, Taste of Cranbrook, bike rally and more. Event organizers are anticipating that this will be one of the biggest and best Sam Steele Days in the city’s history. Tickets for Lou Gramm are $45 and $55, and can be purchased by calling 1-800-2226174. For more information on the concert or other Sam Steele Days events, visit www. samsteeledays.org.

All five senses on our equine friends are always working overtime In everyday life, the horse, like most forms of animal life, will use its five senses-vision, hearing, touch, smell and taste- to interpret
each new stimulus and react accordingly. Because its senses of hearing, touch and smell are extremely acute, it can perform exploits
that defy human credulity and has given rise to many theories about extrasensory perception and other extraordinary feats.

being so close to the centre of the face so it is important to slowly pat a horse touching the chin or neck and not placing a hand on the forehead, as the animal will pull away. The eyes also provide a 320Û view, so when the horse is grazing in a nosedown position, it can see part of the space behind and on both sides. It can see its food, its territory, dreaded predators, friends or foes. It sees what must be seen for survival. The auditory powers of a horse are very superior to human as they hear a broader spectrum and are many times more acute. They can detect approaching storms, a whistle, footsteps and a stir in a bush. The entire body of a horse is a sound receiver, capturing air sounds through the ears and earth sounds that vibrate through the feet up the legs to the inner ear. Horses need to stay constantly in tune with their environment, so any diseases or ills that may affect this perception can be quite trau-

A horse’s senses are so acute they are often considered amazingly intuitive. into those of another horse. Humans that know this will use it by softly blowing into the horse’s nostril. If the horse is well disposed, it will reciprocate and will then hold this person in high esteem. Taste is the last sense a horse will use when exploring something new. It is a medium of identification and is a more a sense of gratification as horses are wild about sweets. If they love grass and grains, they are crazy about molasses, fruits and other sweet treats. Some love beer, others coffee and, like some humans, can be quite obsessive in their search for their favourite indulgence.

matic for them, since their inability to hear properly is usually more distressing than the disease itself. Touch is the most extraordinary horse sense. A well-schooled horse will respond to a light pressure, a slight shift and can perform intricate movements without any apparent prompting from its rider. This apparent synchronicity between rider and horse is not miraculous. It is simply that the horse understands subtle signals from its rider even before the rider realizes the message has been given. This is why a nervous and inexperienced rider will transmit disturbing messages to the horse and often will result in an unpleasant, nerve-raking and potentially dangerous ride. Superior to human’s, smell is the way horses recognize other horses, humans or objects. When someone or something new is introduced, the horse will scrutinize through a whole ceremony of smelling and will remember months, even years later. It is also the way horses great each other: they leave their calling card by exhaling through their nostrils

type of service. That way they can enjoy their favourite activity on their own and at their own pace. Other horseback riding fanatics opt for the English style of riding, which can eventually lead to jumping competitions. These contests involve jumping over obstacles as quickly as possible without your horse touching them. This sport requires exceptional horseback riding skills and a keen ability to communicate effectively with the horse. Naturally, you don’t have to enter competitions to enjoy this challenging sport, but it can be a fun and
thrilling experience. Regardless of which type of horseback riding appeals to you, it is always a wise idea to start off with a few lessons to first master the basic techniques. Before signing up for any riding class, first visit a few riding stables and see how the horses are treated, as well as their general condition and the cleanliness of the stables. With time, you will get to know your horse, as well as how to properly communicate and command it. And don’t be surprised if this new activity quickly becomes a passion.
Cranbrook Pro Rodeo this August 17th to 19th Cranbrook Pro Rodeo has been a stop on the Canadian Professional Rodeo Association roster for over twenty years. 2011 was as exciting as ever with three action-packed performances featuring top cowboys and cowgirls from all over North America. Vold Ro-
deo Ltd. provided the rough stock and Trevor Purdy the timed event cattle. Fans enjoyed Wes Cummings as the Cranbrook Rodeo Announcer and Trick Riders Cassie Horner and Shelby Cummings as part of the arena action. Boys Steer Riding was on the roster of rodeo
events in 2011. Cranbrook Rodeo is part of both the Duane Daines Saddle Bronc Series and the Kenton Randle Bareback Series. The Cranbrook Pro Rodeo looks forward to seeing you the third weekend in August, 2012!

For many fans, horseback riding is a weekend activity that normally takes place at a horseback riding stable where western style of riding is practiced. Accompanied by a guide who leads them along forested trails, these weekend cowboys get to enjoy a special contact with these remarkable animals as well as with nature. Those who want to take this activity to the next level can even buy their own horse and keep it at a stable that offers this
