Next budget deficit: School District 72 KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
School District 72 must cut $122,000 in order to balance its 2012/2013 budget. Peter Neale, secretary-treasurer for the school district, said based on discussions with the Budget Function Committee (comprised of the teachers’ association, CUPE, Campbell River principals and vice-principals, parents and senior management) the focus will be on minor reductions. “Conversations would indicate a reluctance of stakeholders to recommend a complete elimination of services in specific areas,” said Neale, in a memo to the board of education. “Proposals for reductions will be exhaustive in all areas. “Where possible, (informationon) impacts to student learning and operations will be provided.” The board of education was considering reducing staffing levels, as well as cutting one of the seven school trustee positions, at a special board meeting Tuesday night after the Mirror went to press. Reducing the number of trustees, as well as board costs, could save the district $15,000, according to Neale. The school district is also considering cuts to full-time equivalent educational assistant positions. Neale said the full-time equivalent is based on 35 hours per week, when in reality educational assistants work less than 35 hours per week to coincide with the school day and range from 20-28 hours per week. Terry Kratzmann reaches Mile Zero after running 605 kilometres to raise money for the John Howard Society’s KidStart program.
Terry’s Island run rolls into Victoria Campbell Riverite Terry Kratzmann, 65, arrived at Mile Zero in Victoria on Saturday after running for one month and 605 kilometres, tip to tip along Vancouver Island. Kratzmann did the run to raise funds and get the word out about the KidStart Mentoring Program. Kratzmann doubled his original
goal by raising approximately $18,000 for KidStart, which relies on donations, grants and gaming funds to connect vulnerable children with mentors. When asked how it felt to run the equivalent of 15 marathons in one month, Terry smiled and said, “Like I’ve said before, if we can save one young person from
falling through the cracks… 600k wasn’t that far to go.” There are more than 80 children (ages 6-18) in Campbell River currently waiting for volunteer mentors to spend three hours a week with them (some waiting since 2009). Near-perfect hospital solution School board: Cuts makes board chair smile to staffing considered PAUL RUDAN CAMPBELL RIVER MIRROR
There never was going to be a perfect solution, admitted Claire Moglove, the chair of the ComoxStrathcona Regional Hospital District. But with a new hospital on the way for Campbell River, Moglove was able to say this with a smile. “This is incredibly great,” said Moglove, who also serves a Campbell River city councillor. Moglove was joined by a hundred or so other smiling faces last Thursday at the old hospital to hear the announcement of $266 million in funding to build a new hospital on the same site. Earlier that day in Courtenay, Premier Christy Clark announced $334 million in funding to build a new hospital beside the North Island College campus. “Our government is proud to invest in these two new hospitals to ensure North Vancou-

ver Island families have the best medical care when they need it and where they need it, in their communities,” she told the gathering of regional politicians and hospital medical staff. The province is ponying up 60 per cent of the cost of the new hospitals, while the regional health district will make up the remaining 40 per cent through borrowing and taxation. The district already paid $3 million to prepare a comprehensive
business plan to build two hospitals. The plan impressed the premier and, more importantly, treasury staff who gave the go-ahead to approve funding from the cash-strapped government. Finances are tight, Clark acknowledged, but she’s encouraged by the economic development the construction projects will bring: an estimated 1,900 direct jobs and 1,400 indirect jobs in industries supplying construction goods and services. The premier gave a
lot of credit to Comox Va l l e y M L A D o n McRae, a Liberal, who lobbied for the two-hospital model. For mer Campbell River Mayor Charlie Cor nfield was also singled out for his ongoing lobby for two hospitals.
Continued from A1 “The number of actual positions (cut) would depend on if the reductions were in part-time positions or a general reduction in all hours for staff,” Neale said. “So... the reduction may be in full positions, part-time positions, or in the number of hours EA’s (educational assistants) will work in the day.” That option would see the district use the current year, or 2011/2012 methodology for staffing educational assistants. Neale said since that approach would cost about $300,000, half ($150,000) of that is being considered to “balance other priorities.” The board will also look at reducing clerical staff by two-and-a-half full-time equivalent positions for a savings of $115,000. “This option would see us reduce our staffing to our formula for clerical staffing and provide a cap to staffing at Timberline to 105 hours per week, maintaining 2011/2012 staffing,” Neale said. The final piece to be considered is removing the GPS system in school buses – a savings of $5,000

– and discontinuing the software licensing fees for the GPS system. However, Neale said the system has proved its worth. “Currently, the system is used to communicate to parents and management the location of our students and acts as a measure for efficiencies in the school district and safety for our students, particularly in the event of an emergency,” Neale said. “Considering annual costs, the benefits we are receiving are significant.” School district stakeholders also brainstormed further savings that included: ■ A bus review (consider working with the city for transportation). ■ Small school closures. ■ Consolidation of facilities. ■ Investigation into abuse of employee benefits such as sick and/or bereavement leave. ■ A review of shared field agreements with the city. The budget is expected to be finalized and adopted at the board of education’s public meeting May 15 at the school board office.

Council’s 13.6 per cent tax hike expected to pass KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
A budget opposed by almost half of city council and protested
by hundreds of Campbell Riverites was expected to be adopted by council Tuesday night. Despite Mayor Walter
Jakeway’s call for a tax revolt, a public protest outside city hall, and twenty-six delegations condemning a 13.6 per cent tax increase, the
budget likely passed all three readings at last week’s council meeting, after the Mirror went to press (see www. campbellrivermirror.

com for the latest). The budget was slated for adoption, making a 13.6 per cent residential tax hike official, despite pleas from the
public to take another look at the budget. “I’m asking you to go back and re-assess what you’re doing. I’m worried about all of
you, what you’re getting into,” said Michele Murphy during a delegation April 17. “If you have to do a tax increase – don’t make it 13.6. That’s ridiculous. Work with us.” O t h e r d e l e g at e s, including Ray Green and Mark Sullivan, who ran for city council in November’s election, also asked council to go back and re-consider the budget. Council has been divided on the tax increase since it was carried at a finance meeting March 27. The vote narrowly passed by a 4-3 margin with councillors Ryan Mennie, Claire Moglove, Larry Samson and Mary Storry one one side, with the mayor and councillors Andy Adams and Ron Kerr on the other. Adams said the budget carried a “significant” increase, an “unprecedented” draw on reserves and not enough cuts. “No one likes to cut services or adversely impact on people’s jobs but we’re entrusted to look at all avenues, and leave no stone unturned,” Adams said at last week’s council meeting. “Unfortunately, I do not believe we’ve done that.” The most significant cuts to the budget include: reduction of council travel ($18,500); elimination of a bylaw enforcement officer ($68,718); contracting out cemetery maintenance ($16,700); 50 per cent reduction in grass trimming and manual m ow i n g ( $ 1 4 , 0 0 0 ) ; twenty-five per cent reduction in horticulture ($49,000); decrease of $90,000 in maintenance and repairs on city facilities; not participating in Communities in Bloom ($24,000); eliminating skate park hosts ($18,976); not filling a maternity leave position ($69,815); and eliminating a vacant admin assistant ($35,467). Jakeway has also maintained council did not go far enough and said earlier this month “the public is being screwed.” That prompted Campbell River taxpayers to band together via Facebook and organize a march before the April 3 council meeting. Jakeway said this year’s budget will put Campbell River’s recovery back a year.

City digging debris out from boat ramps Restoring areas damaged by winter storms The city began clearing winter storm debris from the Big Rock and Ken Forde boat ramps Monday and will use the gravel and driftwood for beach restoration. An estimated 60 truck loads (12 yards per load) of material will be removed from the boat ramps to restore approximately 200 metres of beach between the new lift station on Highway 19A and Rockland Road. “This shoreline area had been filled in and fronted by rip rap, and it sustained extensive damage during the storms in November 2011 and March 2012,” says Ross Milnthorp, the city’s g eneral

In contrast, the foreshore area directly south has a natural, un-altered beach, and it sustained no damage in this year’s significant winter stor ms. The restored beach at Ellis Park also stood up well to the powerful wind and waves.”

Gas Tax) Fund, rather than local taxation. An environmental monitor will supervise the foreshore work, and all equipment working in the vicinity of the foreshore will be equipped with spill kits and use biodiesel / environmentally friendly products. The City continues to work with the Department of Fisheries and Oceans to develop a Memorandum of Understanding to streamline the beach restoration process and enable the City to keep Ken Forde boat ramp open on an ongoing basis. “Until the Memorandum with DFO is completed the City will not be able to stockpile debris from Ken Forde boat ramp and consequently will only be able to clean out the boat ramp once per year,” Milnthorp says.

Alexa’s Team targets Island’s drunk drivers PAUL RUDAN CAMPBELL RIVER MIRROR
Stephen Moyse considered himself a pretty good driver as well as a well-spoken history buff who lectured visitors as he drove a Victoria tour bus. But last December the 61-year-old’s nearperfect driving record as well as his reputation took huge hits when he was pulled over for impaired driving in Campbell River. “I am so embarrassed about putting my society through this,” Moyse told Judge Peter Doherty on Monday in Campbell River provincial court. Around the province, Moyse was just one of 12,923 impaired drivers who were stopped last year by members of Alexa’s Team. From the Campbell River RCMP detachment, 10 officers were recognized last Thursday for making it to Alexa’s Team. Named in the memory of Alexa Mid-
delaer, a four-and-ahalf-year-old who was killed by an impaired driver in 2008, Alexa’s Team has grown from 26 members to 355 officers from all corners B.C. To be nominated for Alexa’s Team, officers must have removed at least 12 impaired drivers from the road in the previous calendar year. In Campbell River, including North Island Traffic Services, the members of Alexa’s Team include constables Ross Polsky, Jason Jewkes, Dave Dormuth, Mark Blacklock, Glenn Price, Jeff Campbell, Nor m Weihs, Steve Wells, Travis Draper and Bill McSeveney. In the case of Moyse, he was spotted heavily intoxicated at a local restaurant and then seen getting into his vehicle and driving away. A call to 911 altered Mounties who found him behind the wheel and parked at Discovery Harbour Mall. An open bottle of white wine was found

in the vehicle and Moyse admitted to the officer he had, “drank too much.” Moyse was arrested, taken into custody, his vehicle towed and impounded. At the RCMP detachment, he provided two breath samples, both reading .240 – more than three times over the legal limit. “You need to sit down and take a good look at yourself, sir,” said Judge Doherty after hearing the case. The veteran judge, who’s heard just about every drunk driving story, said he’s a lw ay s c o n c e r n e d when impaired motorists provide such high
blood-alcohol readings. It’s usually a sign, he indicated, of greater alcohol troubles. Moyse explained he started drinking heavily in 2008 following a personal tragedy and after he was no longer able to drive a tour bus after suffering heart attacks. He now lives

and has also expressed concer n about his drinking. In addition to the mandatory one-year
driving prohibition and $1,000 fine for an impaired conviction, the judge also placed Moyse on one year of probation. He did so because the blood-alcohol reading was so high and probation would provide other opportunities for Moyse to get help and counselling. But Moyse was just one of 257 drivers pulled over last year in Campbell River for impaired driving or blowing a “warn” on a roadside screening device.

Development. In France, Finland, Austria, Norway, Belgium, Italy, Sweden and Denmark, taxes add up to 42 to 48 per cent of their economies. Sure, Americans pay less tax than Canadians, but we don’t have to pull out our credit cards every time we visit the doctor or get an X-ray at the hospital. The people of Greece, Portugal, Spain and Ireland also pay less tax, but given the financial crises crippling their economies, that’s unlikely to last. So as you await your refund, or the cheque you had to write to clear, consider it the price we pay for living in a stable, reliable country. – Black Press

Outright disdain shocking What is it going to take to get City Council working as a team to respect and support the expectations of the majority of the Campbell River electorate? The outcry of a large majority of Campbell River taxpayers against the proposed tax increase is resoundingly clear, unambiguous, and firm yet certain councillors refuse to listen and have the outfight arrogance to ignore the voice of the people and stand their ground on their personal aspirations and agendas. More specifically, the “Group of Four” city councillors refuse to respect the clear message from the electorate that a tax increase is not acceptable. Furthermore, it seems that senior City staff are encouraged by the actions of the “Group of Four” and consistently refuse to respond to the demands of taxpayers to find ways to present a balanced budget without tax increases or further dipping into City (emergency) reserves. After the clear message against a tax increase that was presented at the April 17 council meeting (25 speaking against, 1 speaking for), I am shocked by the outright disdain of the “Group of Four” councillors for dismissing the demands of the electorate. British Columbia Forest jobs won’t wait for 2013
Tom Fletcher B.C. Views
Sawmill tragedies in Prince George and Burns Lake have brought overdue attention to the larger crisis, as the end of B.C.’s latest pine beetle infestation continues to transform the Interior forest industry. The urgency of the timber supply situation was set out in a couple of high-level documents that were leaked from the forests ministry in recent days. These leaks show several things, one of which is that this is a government in trouble. Someone on the inside forced the unpopular options into the public arena. Cabinet ministers have tried to dismiss the documents as early drafts, but no one has disputed their numbers.
A report on mid-term timber supply looks at the four most beetleaffected areas: Prince George, Lakes (west of Prince George around Burns Lake), Quesnel and Williams Lake. In recent years B.C.’s chief forester has increased the annual allowable cut of all these timber supply areas substantially to harvest dead trees. In Lakes, the pre-beetle annual allowable cut was 1.5 million cubic metres. Currently it is up to two million, but once the beetle wood is unusable, it drops to 500,000. Even if visual quality rules are relaxed to release more timber, forest employment in the area would go from 1,572 jobs before the beetle epidemic to 521.
Prince George’s much larger harvest total is expected to drop by almost half. And around Quesnel, producers say an economic supply of dead pine will be there for only another year and a half. This document and a subsequent proposal to cabinet set out the options. They include relaxing visual quality areas, old-growth management zones and wildlife connectivity corridors. This is not as drastic as it sounds, given that the first areas to be opened up would be those where many of the trees are already dead. Most beetle-affected areas have a substantial proportion of live trees. If decade-old dead trees were subsidized for biofuel use, this would sup-
port harvest and hauling of healthy sawlogs along with them. The government is also considering swapping some existing cutting licences to increase wood supply for the Lakes district, to provide enough long-term supply for reconstruction of the destroyed Burns Lake sawmill. There is also the prospect of awarding unassigned timber to “a single representative of the six First Nations in the Lakes TSA.” Speaking to forest scientists who work in B.C., a couple of things become clear. This pine beetle epidemic may be the largest on record, but it is far from the first. And despite many assertions by former premier Continuedon onA9 A9 Continued

Tax hike: How big of an explosion will it take to wake you up Continued from A1
It is absolutely confounding that after the enor mous backlash to the proposed tax increase that Councillor Ryan Mennie had the audacity to say that “While I appreciate them coming forward and giving their perspective, my perspective hasn’t changed,” ...”I still think I represent a large part of the community with my perspective.” Well hello councillor Mennie, but “thinking” that you represent a “large part of the community” simply isn’t
good enough. Being absolutely certain that your “thinking” represents the majority of the community is the only position that cuts it. I can absolutely assure Coun. Mennie that if a proposed change to the program format at the radio station where he works (a Pattison Group company) were opposed by its listeners by a ratio of 25 to 1, the proposed changes would die a quick death and any employees that were not happy with that would be out on their ear. Smart, successful
businesses listen to their customers. Smart elected officials not only listen to the electorate if they want to be re-elected, but they have an obligation to listen and act accordingly regardless of their personal views. Similarly, councillors Storry and Samson said that they would only change her minds if new information were to come forward. Well wake up and smell the coffee councillors! The “new information” has arrived big time in the form of community outrage. In case you
haven’t noticed, for the past several weeks the local papers have been full of letters from irate citizens, the Council Gallery has been full of angry taxpayers, and petitions against tax increases are being signed around town in copious volumes. How big of an explosion next to your ears will it take to wake you up and have you realize that the “new information” you need has arrived in indisputable and irrefutable quantities? And, to round out the “Group of Four,” Coun.

Moglove says that the budget is “a balance of everything everyone on council has come to the table with.” Well I’m sorry Ms. Molgove but to me that comment only serves to express how hopelessly out of touch you and the rest of the “Group of Four” councillors are with the electorate. Fletcher: Government has to make tough decisions Continued from A8 Gordon Campbell, it is not certain if this one is the result of a broader climate trend or just a string of warmer winters after decades of fire suppression kept older stands around. Lodgepole pine forests are fire-propa-
gated. The term “old g rowth” has little meaning in a cycle of natural fires that doesn’t occur in wetter zones. But none of this will matter much in the urban political debate that is about to ensue. “Old growth” is now a
quasi-religious notion. International environmental groups have convinced most people that logging is the primary cause of forest loss. In fact, the UN’s “State of the World’s Forests” reports have shown that 95 per cent
of global forest loss is due to agriculture. Forest cover is increasing in industrialized countries, which use farmland more efficiently. The B.C. Liberal government needs to make some tough decisions quickly, before next year’s election. The
premier’s vow to “create and defend” jobs is about to be tested like never before. Tom Fletcher is legislative reporter and columnist for Black Press and BCLocalnews.com tfletcher@blackpress. ca

Suspect in grow-op ripoff attempt is well-known to police Body armour and guns seized during arrest PAUL RUDAN CAMPBELL RIVER MIRROR
A man well-known to police in Campbell River has been arrested in connection with a potentially violent robbery of a medical marijuana grow-op in Langford. Justin Upton, 26, was arrested April 24, along with two other young men by a special police tactical unit.
West Shore RCMP and officers from the Combined Forces Special Enforcement Unit of B.C. had the trio under surveillance, and watched them enter and leave an undisclosed Langford property in semi-rural residential neighbourhood. Unifor med RCMP officers stopped the vehicle, arrested the suspects and seized
body armour, a Browning 9mm Luger, a Smith and Wesson revolver, a sledgehammer, duct tape and masks. Police say the property has a heavily-fortified outbuilding which houses a licenced medical marijuana growing operation. No residents were home at the time of the attempted robbery. Police spokesperson Sgt. Bill Whalen said the suspects came away from the property empty-handed. In the past two weeks, West Shore RCMP and
the Victoria branch of special enforcement unit joined forces due to a number of recent, violent home invasions that targeted people involved in the drug trade on the West Shore. Whalen wouldn’ t say how these suspects were located and targeted, other than, “information on individuals involved in violent home invasions was uncovered.” West Shore RCMP Cpl. Kathy Rochlitz said police are also investigating if the

three suspects have any connection to the recent home invasion in Colwood. On April 19, around 1 a.m., two men forced their way into an apartment and robbed two people in a home invasion police say targeted the wrong residence. So far, the three men under arrest are facing charges related just to the April 24 incident. “For us, anybody carrying this equipment – body armour, hand guns, duct tape and masks – are obviously up to no good,” Rochlitz said. “We are happy to get them into custody before anyone was harmed.” Upton, Cody Fred Smith, 20, and Jake Cappello, 19, are all charged with using a firearm during a robbery, break and enter to commit an indictable offence and two counts of unauthorized possession of a firearm. Upton and Cappello are also each charged with wearing a disguise with intent to commit an offence, while Smith is facing additional charges of
resisting arrest and using a false name. On Monday, in Western Communities provincial court, Cappello was released on bail. According to court records, he is expected to enter a plea to the charges on May 17. A bail hearing for Upton and Smith is scheduled for Thursday. Justin Upton Upton is well-known to investigators and court staff in Campbell River. He last appeared in Campbell River provincial court on June 30, 2009, on charges of failing to attend court and resisting arrest. At the time of his arrest, he was on bail for similar convictions, along with using a stolen credit card in December 2008. And in 2007, in Surrey, Upton received 18 months probation for possession of stolen property. His court appearance in February 2009 was rather memorable when Judge William Jack tried to impart
Jedi wisdom on Upton, who was then 23 years old. “Don’t try, just do,” said Judge Jack, now retired, doing his best impression of Yoda from the Star Wars films. Upton replied that his trouble stemmed from when he “was younger and partying.” “I used to do stupid things...and I’ve only missed two probation appointments in the last year,” he told the court. Upton was orphaned at a young age after his father died and his mother, Corrine Upton, was murdered along with another woman in a remote location between Campbell River and Courtenay. One of her killers was then gunned down in his home before the case went to trial, while the other killer was convicted of first degree murder and sentenced to life in prison. Upton is also the father of a young daughter. – With files from Black Press

Mom and son planned a little Seniors driving licence drinking outside courthouse rules slammed at forum KRISTEN DOUGLAS PAUL RUDAN CAMPBELL RIVER MIRROR
Family night’s a little different for Joseph Galligos and his mom Maria Rufus. Both are well-known to authorities, primarily for their drinking problems, and that’s what led police to spoiling another family outing on March 11. It was at 8:55 p.m., when Galligos, Rufus and Nadine Charlie were seen on surveillance video entering the Coast Discovery Inn Cold Beer and Wine Store. They weren’t there for long and when they left Galligos had taken a two-litre bottle of grapefruit-flavoured cider without paying. Store staff weren’t fooled and called RCMP who found the trio outside the Campbell River Courthouse, near the sheltered entrance that is used regularly during the nights by
hard-core alcoholics, some who sleep on the concrete wheelchair ramp. Earlier that evening both Rufus and Charlie were evicted from the nearby Lighthouse Shelter for being intoxicated. When RCMP arrived outside the cour thouse, an officer began to quesiton the three when the unopened bottle of grapefruit cider fell out of Charlie’s jacket. Galligos, 23, was arrested for the theft while the two women were so intoxicated that police held them overnight at the RCMP detachment for their own safety. All three were released from custody the next morning and Galligos was later placed on a bail order that included a no-alcohol provision. However, on March 30, around 2:50 a.m., police were attending
the Campbell River Hospital emergency ward on an unrelated matter when they came across Galligos. He was there because he had drank some “bad wine” with friends and was being treated for stomach problems. After medical staff were done with him, Galligos was arrested for breaching terms of his bail. He’s been behind bars since then and on Monday he appeared in provincial court, by video, from cells in Victoria. He pleaded guilty to theft under $5,000 and the breach. Galligos was handed a 105-day jail sentence by Judge Peter Doherty, less 31 days for time already served. He is also bound by one year of probation. Mainly as a result of his alcoholism, Galligos has almost 20 convictions for breaching court orders. However, through his lawyer, he

indicated he wants to get help after a decade of drinking. Following his release from jail, Galligos intends to enter a 28-day residential rehab program, to be followed by counselling and attending Alcoholics Anonymous meetings. Judge Doherty urged Galligos to seek help, otherwise he’ ll be spending far more time behind bars. “Mr. Galligos, you’re doing life in prison on the installment plan… I hope you get some assistance.”

The way in which the B.C. government determines if seniors are allowed to remain on the road is “unfair” and intimidating, says NDP MLA Nicholas Simons. The Powell River-Sunshine Coast MLA spoke to about 60 seniors about DriveABLE, a program that tests seniors’ cognitive abilities. Those with a valid driver’s licence when they turn 80 receive a letter from the Superintendent of Motor Vehicles requesting they visit their doctor within 30 days and provide the government with a medical report indicating whether they are still fit to drive. office saying the entire process is unfair,” Simons told the large crowd gathered at the Campbell River Seniors Centre Friday afternoon. “Then I found out the test the government is making us use was never independently assessed. Nobody checked to make sure it was accurate.” The test involves a 45-minute touch screen exam which tests seniors’ cognitive functions like memory, attention span and spatial reasoning that decline with age. Many seniors have complained that they have failed the test because they’re not familiar with computers and don’t know how to work the touch screen, said Simons. In March, the Liberals announced changes to the program that now Continued on A12

Seniors driving: Test designed to reveal errors due to cognitive decline Continued from A1 allow seniors who fail the computerized portion of the test, to proceed with a road test that is designed to reveal errors due to cognitive decline. Minor handling errors or bad habits are not part of the scoring system.
Simons said the changes don’t go far enough. He says there are not enough centres that administer the test, which is forcing seniors in some cases to drive hours away from home. Many are also afraid of having to use a computer.
“I think the government should be capable of applying policy that’s fair, that’s not intimidating,” Simons said. “I don’t think scaring people, making them use computers they’re not familiar with, making them use a car they’re not familiar with, on roads
they’re not familiar with is a good measure of whether people are able to drive.” One woman spoke of her husband’s experience with DriveABLE. She said he failed the road test because he had to take it in Victoria. “He’s not used to
driving in the big cities, he drives in Campbell River,” she said. “Not in Victoria, not in Vancouver. The test should be done in their own community.” For seniors living in Campbell River, the closest testing centre is now in Courtenay. Simons encouraged
seniors to write to Justice Minister Shirley Bond. “I think seniors will support a driver testing system that’s fair, that’s not tricky and not so expensive.” Although the government will pay for both the road and computer test, if a senior fails
they must pay $350 to take the test a second time. “This is about fairness,” Simons said. “I think this is a good opportunity to write to the government and ask for fairness.” For more information on the program go to driveable.com

Community Futures moves all its operations to Campbell River Community Futures Stratchcona makes a strategic move this spring. The organization will be moving its entire operating base to one location in Campbell River to realign operations and better serve its region stretching from Fanny Bay to Sayward and west to Gold River and Tahsis. Up to March of this y e a r, C o m m u n i t y Futures Strathcona (CFS) had locations in both the Comox Valley and Campbell River. CFS General Manager, Marc Crane says,
“The decision to maintain one centre effectively galvanizes our strengths and consolidates services which stretch to a broad geographic region. “Over the years, advancing technology reduced the need for two locations. Focusing on services, rather than on maintaining infrastructure, is a win-win situation for CFS and for making services more accessible to emerging businesses and community projects in the region.” Crane went on to say
that generating development and growth of entrepreneurship and community projects continues to be the mandate of CFS which has, since its inception, provided over 900 loans to businesses in the region that have created and maintained over 3,000 jobs. As well, CFS has been instrumental in the growth of major non-profit initiatives in arts and culture as well as in other sectors in the region. CFS is a registered corporation governed by a volunteer board
of directors and is part of a network of Community Futures offices across Canada established in 1985 to provide communities with services ranging from business development loans, technical support, training and information, strategic planning processes and support of a diverse range of community economic development projects. For more infor mation about Community Futures Stratchcona visit http://www.cfstrathcona.ca or contact the office--250-830-0999.

Eliminating gluten Used to be that one in every 131 people was gluten intolerant. This number is changing as more people are eliminating gluten from
their diet, be it a diet choice, illness or intolerance. Island-born and raised author Bev Smit’s book A New Kind of Normal Back To The Basics, is a comprehensive guide to all the basic information
you will need for your diet restrictions. Smit will be at the Campbell River Save On Foods on May 5 from 10 a.m. to noon to sign books and answer questions about a gluten-free det.

Suitcases full of clothes are really seeds of hope PAUL RUDAN
CAMPBELL RIVER MIRROR
Chris and Sheila Janicki plant seeds of hope, especially for children. Their “seeds” come in a suitcase, but they’re not really seeds. The used suitcases are full of gently-used donated clothing which is given away to the poor children of Puerto Vallarta, Mexico. “We just love kids,” says Sheila, taking a breather from running 123 ABC Daycare. “We take these things to people who are less fortunate. For kids to have nice clothes, it makes a big difference.” By providing nice clothes and good shoes to children and teens, families have a little more money for food, education and health care. So, in a way, the clothing giveaway is like
Sheila Janicki is planting the seed of hope in these Mexican children with suitcases full of donated clothing she and her husband Chris collected.
planting seeds of hope that provide the children with opportunity. “Especially the girls,” says Sheila. “Women seem to be the last ones taken care of.” Sheila, 51, and Chris, 55, have been married five years and have a mixed family of six children. All but one of the kids are out of
the home, but they also sponsor two children overseas; one in Uganda and the other in the Dominican Republic. When the couple started vacationing in Mexico, they first started looking for a project they could help with. “Mixing vacation
with a mission,” says Sheila. That’s when they came across Children of the Dump, a program to provide education and assistance for the poor. It is now known as the Volcanes Community Education Project and for the last three years the Janickis have been bring-
ing suitcases full of donated clothes. But this Easter, for the first time, Chris and Sheila were there when 19 suitcases were distributed to more than 125 children. “It was amazing to see,” Sheila recalls. “Some of the homes they live in are in worse shape than our back shed.” The Janickis acquire the clothes through friends and by going to garage sales yearround. Some of their f avo u r i t e h e l p e r s include Anne Brown, Burt and Jane Campbell, Mike and Rona Pollock, and Sherrie. They also have a big friend in WestJet which takes on the extra suitcases for free as a humanitarian gesture. Sheila says they take the clothes because it makes them feel good, it helps people who
really need the help, and it’s one small way to share their own good fortune. “Just a way of giving back,” she says. And what makes them feel really good is receiving a message back from the families of Volcanes: “Chris and Sheila, thank (sic) for your very generous gift of clothing and shoes for
our families, especially the children. The clothing was very nice and looked brand new to us.” The Janickis hope to speak at a future Rotary meeting to encourage Campbell River Rotarians to help out. For more information, e-mail sheilachrisjanicki@gmail.com or visit www.kids. romamexico.com

Toby is one funny guy While many comedians rely on shock humour, gags, props, and cursing – although he does admit to cursing, from time to time – Toby Hargrave relies on the truth: “...an exaggeration is still technically the truth.” He’s convinced that the truth is the funniest thing of all. A skilled storyteller, Hargrave has a wonderful gift for making
the audience feel right at home (but not too comfortable) with his comically-universal appeal. In a world of overly abrasive comedians, Hargrave is charming and humble. One might even say he is chumble. Hargrave has performed at the Vancouver Comedy Festival, Whistler Comedy Festival, Atomic Comedy Festival in Washington State and The Just
for Laughs Festival in Montreal and has appeared at such notable comedy clubs across North America as Yuk Yuks, The Laugh Shop, the Comedy Mix, The Improv, The Ice House, Hermosa Comedy Magic Club, The Comedy Store, Jon Lovitz Comedy Club, The Laugh Factory and the Comedy Underground! Double-double start Dick’s Fish ‘n Chips Novice Ravens began the 2012 box lacrosse season with four games last weekend. On Saturday, the Ravens played host to the Nanaimo Timbermen #1 for a doubleheader exhibition match at Strathcona Gardens. it up on a goal by Jake Wilson. The second period saw the Ravens take control with two unanswered goals. Taylor Arbeau scored on a breakaway, followed by a short-handed marker by Ethan Blacklock. There was a tense moment when Campbell River netminder Erik Forbes faced a barrage of five consecutive shots, but he kept the Timbermen at bay. In the third period,
the Ravens added three more goals. Arbeau earned his hattrick, scoring twice in a minute, and then added a fourth for good measure with the teams playing four-on-four, for a 6-4 victory. Forbes faced 17 shots and made some quality saves. Game two was more evenly matched. The Timber men started things off taking a 2-0 Continued on Page 31

Three wrestlers place top 5 at nationals Double: Ravens Continued from Page 30
This has been one of the best seasons for Campbell River wrestlers since the 1990s and it couldn’t have ended any better than with three top five finishers at the 2012 Cadet/Juvenile Canadian National Wrestling Championships held in Fredericton, New Brunswick, April 13-14. This event is of significant importance for all the up-and-coming wrestlers who will attempt to crack future Olympic teams and participate in national team programs. Wr e s t l e r s f r o m every province were in attendance in every different weight class for both the Juvenile category (17-18 years old) and the Cadet category (15-16 years old). In total, there are 28 weight categories combined for men and women in the each age group.
Friday’s preliminary rounds saw Brett Nelson opening strong by pinning his opponents in his first two matches. This placed him in semi-finals on Saturday. He went on to pin his third opponent in semis, but lost in a tight final match to earn a silver medal. Nelson also wrestled on Sunday in a bid to win a spot on Team Canada and was only one match away from making the team. Mike Herman placed fifth in his weight category beating out his long-time Port Alberni rival. Ashley Osachuk had a tough start to her weekend success with a loss in her first match. Staying strong though, she focussed in on one match at a time and finished fourth in her weight category. Osachuk also tried out for Team Canada.
lead before the Raven went on the attack. Blacklock and Michael Shields-Brown scored to tie the match with Finley Goodliffe picking up an assist. The second period saw Michael ShieldsBrown scoring with an assist to Forbes, and goals by Goodliffe and Arbeau. In the final frame, the Ravens were fighting to get back on top with a goal by Arbeau, but they were unable to get the win. Final score was 8-6 for the Timbermen. Ravens’ netminder Emily Forbes faced 18 shots. On Sunday, the Ravens headed off to Nanaimo to play Timbermen #2. With a hard-fought effort, the Ravens registered goals by Michael Shields-Brown, Jake Wilson, Goodliffe and Blacklock. Forbes faced 18 shots. Final score was 7-5 for the Timbermen. In game two, the Ravens continued their struggle and dropped the second match to the Timbermen. Ravens’ goal scorers were Goodliffe, Wilson, Wellard and Shields-Brown. The novice Ravens play another doubleheader on Saturday at Strathcona Gardens when they face Timbermen #2, and then head back to Nanaimo on Sunday to face the Timbermen #3 for yet another double-header. Campbell River’s Brett Nelson (second fron the left) pinned the first three competitions he saw and then lost a close decision in the gold medal match at the Canadian Cadet/Juvenile Wrestling Championships in New Brunswick on April 13-14. Nelson also just missed out on making the Canadian team.
