by Matthew Hoekstra Staff Reporter Xiamen is now officially Richmond’s third sister city. Mayor Malcolm Brodie formally signed an agreement with Mayor Liu Kequing in the Chinese city last Friday. The Xiamen Philharmonic Orchestra marked the occasion with a concert hours earlier in a 700-seat concert hall at Xiamen International Conference Centre. At the signing ceremony, Brodie was flanked by Richmond school trustees Debbie Tablotney and Grace Tsang and six Richmond councillors: Richmond councillors Chak Au, Derek Dang, Ken Johnston, Bill McNulty, Linda McPhail and Harold Steves. According to officials at Richmond City Hall, the relationship is aimed at further promoting and developing exchanges and co-operation in culture, education, tourism, science, technology, business and trade. A former mutual fund salesperson who was fined $100,000 by the B.C. Securities Commission for allegedly using $11,050 from an investor to pay down his own debts, has now been criminally charged in Richmond provincial court. Ajit Singh Basi, 25, is accused of theft by person required to account, and made his first court appearance this week. It is not clear whether the current charge is connected to the allegations made to the securities commission, although both offence dates are in 2010. Last December, the securities commission held a hearing involving allegations that Basi defrauded
an investor. Basi did not appear at the hearing, made no submissions and entered no evidence. Basi allegedly told an investor from Alberta in December of 2010 that he could buy shares of MGM at a price below the stock was trading. Basi met the female investor on the Internet in 2009, and corresponded with her for several months. The investor sent him $15,500, and before she sent the money, Basi confirmed to her by text message that he had sold her shares at $14.64, a figure within the trading range of those shares on the New York Stock Exchange. But according to the commission, Basi did not use her money to buy MGM shares, and instead deposited the money into an intermediary entity that he controlled. He then used $11,050 to pay
down personal indebtedness and for other personal uses. The investor was left with only $4,445, which she eventually recovered. The commission has, among other things, permanently banned Basi from purchasing securities or exchange contracts. He’s been ordered to resign any position he holds, and is banned from becoming or acting as a director of officer of any issuer, registrant or investment fund manager. He is permanently prohibited from becoming or acting as a registrant, investment fund manager or promoter. He’s been ordered to pay the commission $11,055, and to pay an administrative penalty of $100,000.

Doors to open in Richmond this weekend Annual event allows visitors to tour arts, culture and heritage sites

by Matthew Hoekstra Staff Reporter Doors will open this weekend around Richmond for an annual two-day event that makes arts, culture and heritage sites accessible to all. Among the 38 sites in Doors Open Richmond are places of worship, art galleries and studios, heritage and green spaces and family-friendly attractions. This is the fifth year for the event, and organizer Peter Harris said he’s heard nothing but positive comments, as sites collectively saw an estimated 20,000 visitors. “The enthusiasm for it continues,” said Harris, who is exhibit and program co-ordinator at Richmond Museum. “It’s just been one of those things from both the volunteer perspective and the visitor that leaves everybody feeling very proud of the community.” Some sites, like Minoru Chapel, are normally open only during private or ticketed events. Others, like Gulf of Georgia Cannery, usually charge admission fees. But during Doors Open May 5 and 6, most sites will be open from 10 a.m. to 4 p.m. and admission to all is free. Harris said the concept originated in Scotland in the ‘90s. Communities in eastern Canada soon copied the event before Richmond held its own Doors Open in

New trial ordered in 2009 killing of Ben Warland Joshua Berner will stand trial again, Court of Appeal rules by Martin van den Hemel Staff Reporter The B.C. Court of Appeal has ordered that the man convicted of killing a young Richmond father three years ago will stand trial again. Joshua David Berner was convicted in October of 2010 of the second-degree murder of Benjamin Warland, who was just 23 at the time of his death. Berner and his lawyer appealed the conviction, and on Monday, the Court of Appeal of B.C. unanimously agreed with the argument put forward by Berner’s lawyer that trial judge Justice Sandra Ballance erred in her instruction to the jury. Specifically, the error relates to how the jury was instructed to interpret Berner’s postoffence conduct on the night of the incident on Jan. 31, 2009. “On the facts of this case, I would think it a
near certainty that the jury would be moved to take quite a censorious view of the lies told by the appellant to the police near the scene of the struggle,” Justice John E. Hall wrote. “This course of action by the appellant foreclosed any hope of saving the life of the deceased...In my respectful opinion, the judge committed a significant legal error in failing to instruct the jury that Berner’s postoffence conduct had no bearing on the issue of intent. On the particular facts of this case, such failure could have tipped the scales in favour of a guilty-as-charged verdict.” On the night of Warland’s death, Berner and his friend, Christian Olegario, had been drinking and watching hockey at a sports bar. They left the bar around 11 p.m. and took a bus to Berner’s home. During that bus trip, Olegario and Warland got into a “somewhat acrimonious discussion.” “The three men exited from the bus at a stop near the intersection of Cambie and Bargen Drive, a location a few blocks from the residence of the appellant. Olegario was planning to go to Berner’s house to ‘hang out for a bit.’ “Olegario testified that as he and Berner were at the intersection waiting for the light

to change, he was punched in the face and rendered unconscious,” Justice Hall wrote. Berner described a violent struggle between him and Warland after Olegario was knocked out, in the front yard of a residence. “Curiously, the residence was a short distance from the bus stop but in a direction away from the course of travel the appellant would have taken to return home,” Hall wrote. “The appellant testified that after punching Olegario, the deceased advanced on him brandishing what was described as a pocket
knife. No weapon was ever recovered by investigators. Berner described a violent and confusing struggle for the possession of the knife. He said he eventually gained control of the weapon and used it to defend himself from an assault by the deceased.” Berner and Olegario were walking home following the altercation when they were stopped by police officers responding to a call by a householder who heard the noises of the altercation between Warland and the two men. “When the appellant was asked by the police about blood on his person, he said he attempted to break up a fight earlier at the pub. This of course was an untruth as the source of the blood was his violent struggle with Warland.” As the police were talking with Berner, his landlady happened to pass the scene, and offered to bring him home. It was then discovered that Berner had a serious injury to his leg, and he went to St. Paul’s Hospital. About an hour later, a passerby discovered Warland at the scene of the struggle, and he was “gasping for air” and unable to speak. Warland was pronounced dead soon after arriving at hospital.

Tourism Richmond sets sights on China Education tourism an area of opportunity by Martin van den Hemel Staff Reporter It’s not just the City of Richmond that sees the potential fruits of investing in the fortiďŹ cation of relationships in China. Tourism Richmond has long identiďŹ ed China as a major player in the economic fortunes of Lulu Island. “When we were in China in March, we had a number of opportunities to meet with tour operators and the media and one of the comments that came out loud and clear was the opportunity for education tourism,â€? Tourism Richmond CEO Tracy Lakeman said. Education tourism involves families visiting a region to check out universities and educational institutions for their children, she said. Sometimes, during these visits, visitors will purchase real estate, or a parent may stay in the country while the child is studying .
But families from Asia are “absolutely looking at Lower Mainland and Eastern Canada for university opportunities.� Parents and students have come to the realization that in order to study in Canada, they need to upgrade their English skills, and it’s here where local schools, such as Kwantlen Polytechnic and the Richmond Board of Education, can address a need. “We see a very, very clear opportunity for Richmond for the preparations courses.� When visitors come to Richmond, they contribute directly, Lakeman said, to the local, provincial and federal economies through their taxes. “That’s the direct link between tourism and the local economy,� Lakeman said, noting that in 2011, tourism contributed an estimated $14 million to the local government. In hopes of luring visitors here, tour operators in China are working with Tourism Richmond to put together packages for them to check out our education system, Lakeman said. Those packages are being developed in cooperation with Kwantlen and the Richmond board of education. “We’re in the relationship busi-
ness. We go to our customers.â€? Last week, Tourism Richmond signed an oath of mutual tourism assistance with Xiamen’s tourism organization. Xiamen and Richmond were long friendship cities, and that relationship was last week elevated to sister city. “Tourism Richmond is very excited and honoured by our tourism partnership with Xiamen and moving forward, we will strive to deepen that relationship and the understanding between our cities in an effort to grow travel trade relations to our mutual beneďŹ t,â€? said Tourism Richmond sales director Gayle Morris. Lakeman visited Beijing and Shanghai to develop relationships with key Chinese travel inuencers, partners and to explore opportunities for further collaboration. “China is not only Canada’s fastest growing tourism market, but also Richmond’s, and it is a priority for us,â€? Lakeman said in March. “As the gateway to British Columbia and Canada, and as a destination that offers all the comforts of home to the Chinese visitor, Richmond is well positioned as a place to travel and explore, purchase real estate and conduct business for China.â€?

EDITORIAL: Teachers love for job shows every day
I
f you have a child fortunate enough to be in a classroom led by a passionate teacher who loves his or her job, you know the job the teaching profession does is priceless in shaping our future leaders. Recent examples of great teachers doing wonderful work abound at Henry Anderson, Maple Lane and William Bridge elementaries, all of whom invited The Richmond Review in recent weeks to see their students marvelous successes. From fundraisers to exhibits, all of the stuff that was on display was undoubtedly praiseworthy. And what a great way to celebrate the accomplishments of these children than having their
works showcased in the local paper. There’s nothing to suggest that these schools called up The Review looking for positive publicity to counteract the negative stuff that’s come from the dispute between Victoria and the B.C. Teachers Federation. What’s come to pass is truly unfortunate, but as children are somehow amazingly able to do, they’ve overcome some adversities and forged ahead, learning and succeeding in spite of everything. While the remainder of the year is filled with questions about how the teachers job action will affect classrooms, and seeming differences between how districts are handling things, parents should remember that there is a difference between the teachers and the B.C. Teachers Federation.
The federation represents the interests of its members as a whole, and not all teachers are on side with the federation’s strategies to fight back against the province’s back-to-work Bill 22. Those who are in the teaching profession don’t do it for the wages. Yes, they receive a good salary and benefits. But for the vast majority of them, they love teaching, whether it’s leading sports teams or guiding grad night planning. Working long hours grading projects and tests, and volunteering for various school functions, is something many teachers willingly accept as part of the job. And it’s this steadfast dedication that needs to be remembered, not this temporary inconvenience.

t’s claimed that the Inuit have a hundred words for snow. I suspect that West Coasters must have at least 50 or so different kinds of rain. With the opening of yet another sushi restaurant in Steveston, I’m going to claim that Richmond has at least 15 types of sushi as well. I love pretty much any kind of sushi but I clearly understand the myriad differences in quality and purpose. Sushi to Richmondites has become a staple meal that in most cases has long left its Japanese forbears behind for North American consumption. Here in Richmond, there are many styles of sushi. places, the food is exquisite and you are guaranteed an authentic culinary experience. The farewell “Arigato!” is hollered out by people who actually speak Japanese. There are also touristy places with cute tatami rooms, Japanese print curtains, and a high turnover. The food is predictable with the occasional exotic item for the adventurous and the rolls are fat with rice. Similar to these tourist joints are the all-you-can-eat places. The rolls are huge here, the fish bland, and the green horseradish heavy to hide a distinctive fishy taste. When speed is in need, there are the takeout sushi
joints. Fresh fish, quick turnaround, and served on trays that you can recycle or return the next day to the owners, these are the places I patronize most frequently. Sushi you find on popular strolls tends to be heavy on the California Roll rotation. Fast and palatable, it comes in those shiny clear boxes that never stay shut. Then there is mall sushi, prepared hours before but still cheerful with their green plastic foliage and neon pink ginger. Supermarket sushi is a little older, made in some central factory before it is shipped out for a few day’s display in the refrigerated takeout section. Some would say it
doesn’t really count as sushi but it hits the spot when you’re in a rush. There are also healthy sushi places offering brown rice rolls and mayo free options and the family run places where each roll is lovingly put together by a tight staff of three or four. Fusion sushi is another Richmond favourite with innovative multicultural combinations. Similar to that is the art house place that has photogenic sushi that looks like mango caterpillars with alfalfa sprout antennae. There is the all-in-one sushi place where you can get Thai food and sushi or Japanese and bubble tea.
Then there is Korean sushi or Kimbap, a popular picnic food in Seoul. There is also Canadian sushi made in a mainstream restaurant which share a lot of fusion’s qualities. Of course, the best sushi is the homemade sushi (which is an honour to get) painstakingly made by a neighbor or friend. Sushi, a Richmond mecca. Who knew? It’s for your own good. GM crops are not a safety concern Editor: Re: The fight against GMO food, Richmond Review, April 27. A recent column in the Richmond Review was full of misinformation about genetically modified crops that could have easily been corrected had the author done her homework. Canadians are fortunate to have access to one of the safest, affordable and abundant food supplies in the world and that’s the most important thing. What readers should know is that all GM crops are subject to Canada’s strict regulatory standards. Extensive safety reviews are completed by the Canadian Food Inspection Agency and Health Canada before any of these crops
are approved. GM crops enjoy a remarkable food safety record, having been cultivated for well over a decade and eaten by billions of people worldwide. The reality is that humans have been altering the DNA of crops for hundreds of years using plant breeding methods to move genes from one species to another. Modern genetic modification has made it possible to speed up the process and do it more precisely. When it comes to farmers, they overwhelmingly choose to grow genetically improved varieties of corn, canola, soybeans, and other crops due to the numerous benefits they offer such as increased yields, environmental sustainability and—
contrary to what was suggested in the column—these GM crops in fact do not require more pesticides, and there is no amphibian or other animal DNA inserted into today’s GM crops. The fact of the matter is that GM crops are not a safety concern thanks to rigorous regulatory standards and therefore do not need to be labeled or banned. GM crops are just one example of modern agricultural solutions that are federally regulated and have been proven safe to eat. Heritage fair to showcase projects from 200 students Nearly 200 students from Richmond and Delta will participate in the 10th annual Richmond Delta Regional Heritage Fair Saturday at Richmond Cultural Centre. Hosted by Richmond Museum Society and Delta Museum and Archives Society, the fair will showcase student projects on Canadian history and heritage. Using a medium of their choice, students display stories that portray Canadian heroes, legends, milestones and achievements. Projects will be judged by a panel of 22 judges. Students from a variety of Richmond schools are participating, including Cornerstone Christian Academy, Kingswood Elementary, McKay Elementary, McNeely Elementary and Whiteside Elementary. Admission to the fair, which runs from 10 a.m. to 3 p.m., is free.

seniors Organ transplants increase in B.C. Organ donations rose 17 per cent in 2011 but BC Transplant is continuing to call for more people to register as donors. There were 70 deceased donors in 2011/12 – a new record for B.C. – and the 305 transplants performed last year helped 277 patients live healthier lives. “I registered to be an organ donor at age 16, without knowing that many
years later, I would eventually need a transplant myself,” said kidney recipient Savilla Kress. “I consider myself lucky that my donor made a decision which saved my life.” The agency says there remains a chronic shortage of organs for transplant, with nearly 450 B.C. residents on wait lists, 100 more than a year ago. Eligibility for Old Age Security pension to be bumped to 67 Six-year phase-in to commence in 2023 by Martin van den Hemel Staff Reporter If you’ve already turned 54, you won’t be impacted by a change to the age of eligiblity to the Old Age Security pension. The change of eligibility from age 65 to 67 was announced in the last federal budget, and was among several pension-related changes, Richmond MP Alice Wong said. People who turned 54 by March 31 of this year won’t be impacted by the changes, Wong said. The age of eligibility won’t change until 2023, she said, adding that it will be phased-in over six years, becoming fully in place by 2029. The change was necessary to ensure Old Age Security is available to future generations, she said.
Currently there are four working people for every person receiving the Old Age Security pension. By 2023, that ratio will change to two to one, and will be “challenging”, Wong said. Canadians will also have the option to voluntarily defer their eligibility for OAS by up to five years. “In return, they will get higher payments by the time they start getting it,” she said. Between 2013 and 2015, Canadians will begin to be pro-actively enrolled for both OAS and the Guaranteed Income Supplement, Wong said. There are many people who haven’t applied, but are eligible to receive benefits, she said. In her discussions with those in the community, Wong said seniors have told her that some seniors haven’t applied for the pensions, even though they need it. The federal government will reach out to residents of Canada and enrol them in the program. “That will be good news for a lot of people,” Wong said. Wong emphasized that the Canadian Pension Plan is not going to change.

The new videos, available online at www.seniorsbc.ca/agefriendly/afbc_video - highlight elements of an age-friendly community through examples of actions taken in several B.C. communities. According to the province, in an age-friendly com-
munity, B.C. seniors are supported to live active, socially-engaged and independent lives. An agefriendly community provides welcoming public spaces, accessible transportation, affordable housing options and employment and volunteer opportunities. These communities also provide information and services which fit the needs of seniors.

“With the inclement weather the teams haven’t been able to get in many games at all so far, so this was a good opportunity,” said RGSA rep committee chair Al Groff. “It was a chance for the teams to use all their pitchers and put positional players in differ-

Fundraiser helps send 125 kids to Disneyland

lapper dresses and feather boas were all the rage at the first annual Dreams Take Flight Swing Fling fundraiser at the Delta Vancouver Airport Hotel last Saturday evening. More than 100 people dressed up and came out to help raise more than $10,000 to send children who face physical, mental or social challenges to Disneyland for Around Town the day. “There was such Amanda Oye a positive vibe in the room from start to finish,” said Melissa Hance, the president of the Vancouver chapter of Dreams Take Flight. Guests of the event enjoyed great food, dancing and live music from the band Side One. To help raise money there were silent and live auctions, a raffle and a 50/50 draw. “I am very pleased with how the event happened,” Hance said. “It went better than I had expected,” she said. Dreams Take Flight is an Air Canada employee and retiree initiative and is 100 per cent volunteer run, so all of the money raised from the event will go towards sending 125 kids on the organization’s 20th annual trip in October. The Swing Fling fundraiser was made possible through help from sponsors including the Air Canada Foundation and a group of dedicated volunteers. •See more photos from the event at richmondreview.com.
