The crude politics and pressures behind the oil pipelines

Hundreds more oil tankers may soon ply B.C. waters to carry crude oil from Alberta’s oil sands to Asia via one of two very different routes. Most public focus so far has been on Enbridge’s controversial Northern Gateway project, which would run a new pipeline across northern B.C. to Kitimat. But several industry watchers rate that project — beset by opposition from environmental groups, northern communities and First Nations — as a long shot. Much more likely to proceed, they say, is Kinder Morgan’s potential expansion of its Trans Mountain pipeline, which could mean a more than six-fold increase in the amount of oil now being exported by tankers out through Burrard Inlet.

he past year has been a busy one for Langley’s Tiffany Desrosiers. Since winning the first annual Langley Has Talent competition last spring, the 25-year-old singer has been on tour in various parts of the U.S. and Canada — travelling down the west coast from Washington to California, through South Carolina and Wyoming and into the eastern provinces. Over the last 12 months, she has also been a part of two classical crossover groups and released a video for her song, Rise Above, on YouTube. And, last Christmas, she performed at a Surrey event headlined by Fefe Dobson and These Kids Wear Crowns. “I’ve also been taking Logic Pro lessons, to learn how to record,” said Desrosiers, who will perform this Saturday night at Christian Life Assembly, where the winner of the second annual talent contest will be named from among the 13 finalists selected on April 21. Desrosiers first learned about the Langley Has Talent contest through a friend of her mother’s, she explained. Although she’d already begun making a name for herself around the Lower Mainland, she liked the idea of competing in her home town. “I thought (LHT) would be an awesome opportunity because it was a local competition,” said the singer. “There aren’t a lot of really local ones — they’re few and far between — so it’s always cool when they come up.” The fact it is a variety show and not simply a singing competition appealed to her as well, she said. For taking the top spot in last year’s contest — with her rendition of the Leonard Cohen hit, Hallelujah — Desrosiers won a $2,500 cash prize and recording time at Blue Frog Studios in White Rock, which she plans to use only when she has exactly the right song. Riding into history ... and hope NATASHA JONES Times Reporter

Lisa lived on the Downtown East side of Vancouver for 10 years. Addicted to heroin and cocaine, she was in and out of trouble, often homeless, jobless and usually hopeless. And abandoned. Today, Lisa is a vibrant young woman with a healthy spring in her step, and much to be happy about, and a future that is full of promise. She credits the Salvation Army’s Gateway of Hope for all that she has, for giving her a home, the opportunity to earn a living through its chefs training program, getting her social assistance and saving her life. Lisa recounted her story on Thursday (April 26) when dignitaries, sponsors and members of the Kwantlen First Nations gathered at the Fort Langley National Historic Site to launch Ride into History, a motorcycle ride that will raise money for the Gateway of Hope. Inspired by a common desire to give back to the communities they serve, Envision Financial, Aldergrove Financial Group and Prospera Credit Union, embarked on a partnership to celebrate 2012 as the International Year of Cooperatives. Their project was to sponsor Ride into History: A Community Event to Help End Homelessness. The event, which will take place in the Fort Langley National Historic Site of Canada from July

Missing Langley teen found safe Staff writer

Langley RCMP are thanking the media and public for their assistance in locating missing 14-year-old Tyson Lowe. Police reported on Tuesday morning that he was missing and asked for public assistance. An astute member of the public contacted the Langley RCMP regarding a suspicious youth in her neighbourhood. The description provided was a close match to that of the missing youth. General Duty officers responded and with the assistance of the caller

were able to locate the youth a short distance away. Moments later, officers were able to confirm that it was in fact Tyson Lowe, the missing 14-year-old. He had gone missing after being dropped off by his mom at Langley Secondary School on Monday morning. Lower Mainland Police Dog Services were called in, however a track could not be established due to the high volume of foot traffic. Officers interviewed all of the

youths’ known friends and associates and canvassed businesses he was known to frequent. Prolific offenders’ curfews checked Langley’s most prolific offenders got a house call from local Mounties on Friday, April 20, Langley’s Crime Reduction Unit conducted an organized curfew check. The individuals targeted report to Langley probation officers and are bound by conditions on a variety of court ordered releases including bail, recognizance, conditional sentence orders and peace bonds. There were 26 checked and only five individuals were not home during their court ordered curfew hours. Langley RCMP will report the breaches to Langley probation for their consideration of criminal charges of breaching their conditions.

The politicking will be intense to persuade B.C. to accept at least Kinder Morgan’s proposal, if not both projects, to satisfy national strategic interests, according to SFU public policy professor Doug McArthur. “The federal government is increasingly committing itself to a high level of expansion of the oil sands and making it almost the main economic issue in the country,” he said. “I think B.C. will be under tremendous pressure from the federal government.” The Enbridge pipeline faces huge hurdles. It is a new route across sensitive ecosystems, mountainous terrain and salmonbearing rivers, all of it in the traditional territory of aboriginal bands that have come out staunchly against the project. By comparison, McArthur said Kinder Morgan’s Trans Mountain expansion amounts

“Kinder Morgan is the much easier one for them to get in place,” McArthur said.“In terms of picking the lowhanging fruit, I would think they would push very hard to get that one through. But I think they want both.” Could B.C. say no to both pipelines and refuse to act as Canada’s oil port to Asia? McArthur predicts a

provincial government that actively blocks both projects — rather than merely register its opposition — would feel Ottawa’s wrath. “There would be a huge battle,” he said, adding future federal grants and support might be at risk. “The federal government would pull out every possible means they have to make life

pipeline, says SFU expert very, very difficult for B.C.”

CAUTIOUS WORDS So far provincial officials have not taken a stand on the Northern Gateway proposal. Energy Minister Rich Coleman is also circumspect on Kinder Morgan’s plans, but did note the Trans Mountain pipeline has a lengthy track record. “This one’s been in operation for a long time, and it does show that pipelines can operate safely for generations,” he said. “When I talk to people in my own riding, they have no idea that we have been bringing tankers into the Port of Vancouver for about 50 years.” Opposition energy critic John Horgan, who may chart B.C.’s course on the issue if the NDP take power in 2013, said there is anxiety in the NDP caucus and the broader public about the volume of oil that would be shipped through sensitive waters. “It is cause for concern,” he said, adding he will wait to see Kinder Morgan’s formal proposal, which could be two years away, before taking a position. He noted the existing pipeline does provide benefits — refining jobs in Burnaby and lowerpriced gas as a result — that should be maintained. The NDP opposes Enbridge’s Northern Gateway pipeline, he said, because it offers B.C. only risk and is strongly opposed in the northwest.

REVIEWS REQUIRED Kinder Morgan will soon begin 18 to 24 months of public consultations with affected communities and First Nations. That would be followed by an application to the National Energy Board, leading to NEB hearings like those underway on the Enbridge pipeliine. A federal environmental assessment would also be required, but environmental groups have long distrusted them. Now they point to provisions in the federal budget to speed up major project reviews and scrutinize the charitable status of environmental non-profits as

further evidence the federal government will expedite oil pipelines through B.C. at the expense of safety. “They’re weakening something that’s already weak,” said Wilderness Committee spokesman Ben West. “It doesn’t fill me with hope and optimism that there’s going to be a serious look at what the real impacts of this project are going to be.” But even if pipeline and tanker shipments were completely safe, West says he and many in B.C.’s environmental movement would still oppose them to try to keep the vast oil reserves of the oil sands in the ground. “Given the severity of climate change, it’s fundamentally irresponsible for us to be looking at ways to profit from something like this.”

HUGE PROFITS While environmental issues loom large in B.C., vast profits are at stake for oil patch companies in Alberta looking for an outlet that eases their dependence on U.S. buyers. Canadian producers earn $20 to $30 less for each barrel of oil right now than if they were able to sell freely from a West Coast port.

“Once you’re at tidewater, you’re in a global market and you remove that differential, that reduction you lose by being in the U.S. market,” said Travis Davies, spokesman for the Canadian Association of Petroleum Producers. More than 1.7 million barrels a day of oil is now being pumped from the oil sands and that’s forecast to reach three million a day by 2020 and 3.7 million by 2025 — an increase equivalent to twice the combined extra capacity of the Northern Gateway and Trans Mountain proposals. “The capacity is such that both pipelines will be needed,” Davies said. He predicts the oil will move one way or another. Pipeline companies like Kinder Morgan argue they are by far the safest conduit. But railways have also begun exporting oil in tanker cars. Most of that traffic so far heads straight south to the U.S., but Davies said CP Rail has begun some limited shipments to the coast for export.

ANOTHER OUTLET The pipeline-on-rail scenario isn’t the only possibility.

Kinder Morgan’s Trans Mountain pipeline forks at Abbotsford, with a southern spur carrying oil to refineries in Washington State at Cherry Point and Anacortes. Observers say it’s not inconceivable that Kinder Morgan could build a new terminal on Puget Sound, if it were able to twin its main pipeline but fails to win support for increased tanker shipments through Vancouver. Shunting Alberta oil into Washington state and onto tankers there would mean they would still sail through the Southern Gulf Islands and up the west side of Vancouver Island – as do the more than 400 tankers that each year bring oil from Alaska to the Washington refineries. “Once we pipeline it down there we have no control over the way they run the ships,” industry observer John Hunter said. “I’d rather it be our jobs and with ships we control.” Kinder Morgan spokesperson Lexa Hobenshield said the firm has no intention of developing a second tanker export terminal on Puget Sound. – with files from Tom Fletcher.

PROPERTY PURCHASE CONTRACTS SHOULD BE COMPLETE Buying a home and investing in real estate is a big deal. Contracts for the purchase and sale of property involve major dollars, and it’s important that they contain all important terms. Otherwise the deal could go sideways and lead to an expensive lawsuit. To help a wronged buyer or seller, the court may imply a missing term in the contract to ensure it has the meaning intended and to give business effect to it. Take the agreement between Doug and Sandra (not their real names). Sandra and a neighbour owned land across the street from Doug, who proposed that Sandra and the neighbour subdivide their two parcels of land into five lots. Three of the lots would then be carved out from Sandra’s parcel, and two of them would be sold to Doug who planned to develop them as single-family homes. Doug paid a $20,000 deposit, and Sandra and her neighbour started applying for subdivision approval. But the process was more expensive than Sandra anticipated, and she eventually stopped pursuing it. Doug sued to have the agreement enforced. The B.C. Supreme Court noted that the written contract for sale was sloppily prepared. Though the contract didn’t say, the court found it was obvious from the parties’ agreement and dealings that there was an implied term that Sandra, as seller, would do her best to obtain the subdivision. When she stopped pursuing it, she broke the agreement. Doug, as buyer, was therefore entitled to compensation equal to the increase in market value of the two lots, determined as if they had been subdivided, over the contracted-for purchase price. In another case, a husband and wife agreed to sell their two island waterfront lots to a buyer (for recreational property) and to “assign” (transfer) a waterfront lease attached to one of the lots to him. The lease assignment needed government approval. But neither side

obtained this approval before the closing date, and the agreement didn’t say whose obligation it was. Then, after the buyer was late in paying the deposit and the sellers extended the closing date by two months, the sellers refused to extend the closing again, and treated the contract as at an end. The buyer sued to have the property sold to him for the contract price. (By the time the case went to court, the property had appreciated significantly.) In response, the sellers argued that it was the buyer’s responsibility to request government approval for the lease transfer, and that the buyer did nothing about this until it was too late. The trial court decided that it was an implied term of the parties’ agreement that the buyer would use reasonable efforts to obtain government approval of the lease transfer. Having failed to do so, the buyer lost at trial. The buyer appealed this decision to the B.C. Court of Appeal, which allowed the appeal and held that the sellers were implicitly obliged to obtain government approval of the transfer unless the parties agreed otherwise. The case highlights the problems and uncertain outcome (not to mention expense) arising from an incomplete or carelessly drawn agreement. In each of these cases, protracted litigation and all the associated cost and uncertainty could have been easily avoided had the parties entered into a clear and comprehensive agreement. The cost of obtaining legal advice to draft or review these agreements would have been a tiny fraction of the amount actually spent trying to unravel the resulting mess. Managing expectations

Name isn’t the challenge

aple Ridge-Mission MLA Marc Dalton thinks his party, the BC Liberals, should change its name. He says the name — in place since the provincial Liberals first elected MLAs in 1991 (and the one voters have elected to govern three consecutive terms) — is confusing to some centre-right voters, now that the B.C. Conservatives have surged to solid third-party status. Dalton says those who are federal Conservatives, like himself, will have a hard time voting BC Liberal next time. On April 19, the NDP won two B.C. byelections, in Chilliwack-Hope and Port Moody-Coquitlam. The Liberals came second in both. The Conservatives were third in both. The Liberals fear further vote splitting — or message sending — in the May 2013 provincial election. But changing the party’s name — to what hasn’t been determined yet — won’t prevent that. Doing so would seem even more confusing to voters, which may be the point. It’s easy to see why the Liberals would want to rebrand the party, distance itself from past scandals and failures, and try to reverse the falling popularity of both the party and Premier Christy Clark. But whatever the Liberals come up with — the B.C. Alliance Party is being floated about — it’s still the same cast of characters who brought you the B.C. Rail and HST fiascoes, among others. Whether or not Kevin Falcon and other cabinet ministers run again isn’t going to change that. And changing the party’s name, to something more progressive, won’t erase the past, or fool many. B.C. doesn’t need a new centreright party — it already has two. The B.C. Conservatives beat the Liberals to the punch. Trying to decide between the two is what’s confusing. No matter what new moniker the Liberals come up with, or not, as long as the B.C. Conservatives are around, they’re going to split the right. That’s what the NDP is counting on. —Maple Ridge News

he Conservative government on Wednesday marked one year since it won a majority of seats in the House of Commons. Prime Minister Stephen Harper pledged to MPs to continue working on the issues the party campaigned on — reducing and eventually elminating the deficit, making Canada competitive in the world economy, getting tougher on crime and managing the federal government more efficiently. The Conservatives have now been in power for close to six and onehalf years. The first five and one-half were as a minority government, and that taught Harper and his MPs some valuable lessons. One of the most important is to keep the rhetoric to a minimum and concentrate on getting the job done. It is always better to outperform what is expected, rather than trumpet loudly about what you hope to do, and then not achieve it. It’s not that the Conservatives don’t ever go the boastful route. One of the dumber moves during the past year’s majority government came when Public Safety Minister Vic Toews said about an online monitoring bill: “You are with us or with the child pornographers.” That started the infamous Vikileaks affair, led by a Liberal staffer (who has since resigned). This put details of Toews’ divorce all over the internet. While it was an over-reaction, Toews should have learned a lesson there — don’t boast and don’t get too dramatic. Harper himself recently put a toe across the line by claiming that a former NDP leader had opposed the Second World War. While he was correct that CCF leader J.S. Woodsworth opposed the war in 1939 (and immediately lost his post as leader), the NDP itself was not formed out of the CCF until 1961 — 22 years later. The point is this politicians are far better to keep expectations low and make comments that are nonprovocative, and deliver more than the public expects. One way to do so is to avoid rhetoric and concentrate on the job at hand. For the most part, the Conservatives have done that. The deficit is steadily getting lower, there is some effort to reduce the size of government, taxes are not being raised and Canada continues to be in a stronger economic position thant most countries. A steady and careful approach to government is the best way to continue to achieve results.

‘I don’t care’ syndrome kicks in Editor: I was on my way to work when I saw a neighbour out walking his midsized white dog. I’ve seen him many times and each time you can see that the dog is ecstatic to be outside. He doesn’t just walk, he jumps and skips as they go along and I’m sure there are times the owner feels like he has a large salmon on the end of his leash. The little dog forges ahead and is so excited, he’s almost like an adventurer wanting to make that one big discovery. To me, that dog is the epitome of joy. He doesn’t have a care in the world at that moment, except to be out with his best friend. Coming home at the end of the day, I’m met at the door by my two cats who are forever looking for food. The first order of business is to take care of them, and once that’s done, I can take my jacket off, put on the coffee and change into my relaxing clothes. A while later, there they are, grooming themselves in front of the fireplace, settling in for a snooze. One stretches out full length, while the other gets into her sleep mode, flipping over onto her back with her paws in the air. They are happy and don’t have a thing to care about, except for having that niche in front of the fireplace to sleep off their dinner. None of these three animals have to care about anything because they have people who love them and are willing to look out for their best interests. As for me, I’m getting into the “I don’t care syndrome” now. I don’t have anyone to take care of me. I believe the “I don’t care” feeling started when I hit my mid to late 50s. Up until that time, I cared about everything — the environment, how the government was run, what was happening in the world and on and on. I was willing to sign petitions for what I believed in; I was willing to write an MP or go to an MP’s office. I was willing to attend rallies, meetings, open forums and get involved in everything, as long as I believed it to be right. I have had my single voice ignored and I have seen the masses’ voices ignored. Then one day I realized something. I rallied, I wrote, I talked, I attended and nothing changed. What has changed is that greed has become so common, it’s scary. The government goes after everyone, especially Baby Boomers and seniors, cutting money here, there and everywhere, but politicians don’t look at their own ridiculous pensions, salaries and perks. After all, it is our money paying for all that, so shouldn’t we have a say? If we have so much oil in Canada, why are The

Why are countries allowing immigrants to come in and demand that country change to the immigrant’s way of life? All these things I cared about and now I don’t. I have no family so I’m keeping my caring reserved for my animals, my friends and all others close to me. Don’t get me wrong. I care about those children they show on TV who don’t have enough food and no clean water, but where did the money go that I sent? Why are the conditions worse today than I remember them to be 30 years ago? Did enough money not go to them to help them change? Children around the world are starving, but people will build up a teen singer so that he can buy a $10 million mansion and say “it’s dope.” I’m assuming in his language that means great. All these mixed-up things of the world make me say “I don’t care anymore.” People around the world are starving to death, and a Hollywood persona buys a $4,000 pair of shoes — and it makes the news. I care for what is involved in my personal space, you might say. I care about what I can control and how I live and act. I take responsibility for myself. I don’t read newspapers anymore. If I want a quick peek at world news, I go on the web. I have a loving and caring heart but when you realize that over time, your efforts in try-

ing to be heard are being ignored, you have to put the caring aside or you’ll end up with ulcers. The “I don’t care syndrome” is a byproduct of seeing my country run by greedy, arrogant people (regardless of government party), who believe as long as they themselves have no money problems, why worry about their fellow countrymen. It’s all very sad. We pay MPs salaries and pensions but we, the people of Canada, have no say in anything. If they want a raise, they give it to themselves. They give more money to “refugees” than to seniors. A friend sent me an interesting email a short while ago. It was taken from the back of the room in Ottawa during a “session.” Someone was standing speaking and you could see the laptop screens of quite a few MPs. Many were surfing, watching videos or playing solitaire. This is how they earn their thousands of dollars a year in salary. I figure, if they don’t care, then why should I care? See, I’m a by-product. Ah, such is life. My father used to say that the older he got, the more he liked his animals. I have to agree. The more I see and hear what is happening in my country and around the world, the more I enjoy watching that little dog pulling on his leash and my cats relaxing in front of the fire. Next year could be the big one Editor: I really enjoyed reading the article you published (The Times, April 26) regarding George Bergen, who has and still does a wonderful job coaching the Walnut Grove Gators basketball team. I was fortunate enough to have a court side seat back in 1970, to see a then-young George Bergen help MEI win the provincial basketball championship and be named to the first all-star team. I have the black and silver program,which happened to be that way because it was the silver anniversary of the event. I also have a faded newspaper clipping that reports on the event. I look back over the years when a lot of great teams have had to knock on the door before it opened, so I think next year has to be looking good for coach Bergen and the Gators. Rob Rickman, Langley

Many helped man after fall Editor: On April 13, at about 3 p.m., I had the misfortune to fall in a crosswalk at 48 Avenue and 219 Street. I managed to make it to the sidewalk and was surrounded by well-intentioned people. I do not know the names of the citizens who attended me, but I sincerely hope that, through your publication, they get the thanks they deserve. Three people were extremely generous. One was Brent, an off-duty fireman from Surrey, who gave me a professional ‘pat-down’ for broken hips or legs. A lady gave up her jacket to provide a pillow for me and I sincerely hope she got it back, without any blood on it. Please let me reimburse you if your jacket was damaged. New season for ambassadors Volunteers act as friendly faces in the community The Downtown Langley ambassadors program begins this week, and a new initiative will keep them busy this year, the seventh season. The popular program kicked off last week, when ambassadors and dignitaries gathered at the temporary location of Timms Community Centre (the old Langley Legion on Eastleigh Crescent). The group was entertained by The Lounge Brothers, a local retro band, followed by a short program and a meet and greet. Following the kick off the 32 volunteer ambassadors will begin their patrols of the Langley City Business Improvement Area. This year, while the focus will be on

Our Haflinger horse, Starski of Marsoe, formerly known as Peanut, stopped growing when he reached 13.2 hands high. He began to exhibit symptoms of short horse syndrome as he approached middle age. Affectionate and especially clever, he was a well-adjusted colt. He was so cute, with his flowing white mane and tail, and large black eyes that peeked out through a wavy forelock, that nobody noticed his stubby little legs. He played the cute card expertly, and carved himself a niche as the neighborhood chick magnet. But as he approached maturity he began to show signs of what horse folk describe as ‘ponytude,’ code for stubborn, sneaky and generally devilish behavior. Ponytude, equine psychologists now suspect, is really a form of short horse syndrome. Looking back, I can see why he drifted into delinquency. His herd mates, Mr. Bill and the Bluester, tower over Starski and are not above bullying their little buddy when he gets underfoot. On the other side of the fence are super-sized Warmbloods and Thoroughbreds, who look down their well-bred noses at him when he runs to greet them. I compounded the problem by nicknaming him ‘Peanut.’ How insensitive. Would Napoleon have risen to become emperor of France if his generals had yelled “Way to go, shorty!” on the battlefield? Historians will no doubt describe the middle chapter of Starski’s life story as “Peanut’s Revenge.” Some horses get mad, this pony got even.

The students at James Kennedy Elementary in Walnut Grove went beyond the call of duty in supporting the Canadian Cancer Society in April. They took part in an event called Locks From Langley. In addition to raising $3,112.64 by donations from sales of the Daffodil pins, a total of 16 students had their hair cut in support of cancer research and cancer patients. In addition, a mother and a teacher had their hair cut as well. Ten girls had their hair cut and donated to Miss Rose, to make wigs for children who lose their hair due to chemotherapy. Six boys at the school had their heads buzzed to show their support. One Grade 1 student, Sophia Green, raised more than $1,100 for cancer research. The students ended their month’s fundraiser with the haircuts and an assembly, at which time a cheque was presented to Canadian CancerSociety volunteers Toots Tucker and Diana Beglaw. The students showed a lot of enthusiasm for the cause and had a lot of fun in the process, said co-ordinator Sue Rhea. They also served to raise awarenesss about cancer and the need for research in the school community to fight cancer and help find a cure.

Production Way signals change Langley City has changed the operation of traffic signals at Fraser Highway and Production Way, so the signals now flash green on Fraser Highway and remain red for Production Way traffic. They are not expected to go back to full operation until October. The change has been made in conjunction with signal work on the adjacent railway crossing. Canadian Pacific Railway is making changes so the railway crossing signals will co-ordinate with the traffic lights. When a train is crossing the highway, Production Way traffic will be able to continue moving onto Logan Avenue. It is not clear why the opera-

Langley City ratifies new contract with RCMP

The City of Langley has officially ratified a contract with the RCMP, which will see the community policed by the national force for the next two decades. On April 23, council authorized the mayor to sign the document, which he did with little fanfare on Wednesday morning.

There are international symbols that direct people to airports and other destinations, and there should be similarly uniform symbols for tourism destinations, Eugene Kwan told Township council on April 23. Kwan, who owns Domaine de Chaberton Winery on 216 Street south of 16 Avenue, said that the Ministry of Transportation is right in trying to keep to a minimum the number of signs on highways, but ones that exist to direct tourists to destinations are inadequate and poorly maintained. He cited as an example wine tour signs, represented by a cluster of grapes, that fizzle out once motorists leave Highway 1. From 200 Street, there is no sign directing wine lovers to 72 Avenue, but if they are lucky enough to connect to 216 Street they will find the sign at 216 Street and Fraser Highway obscured by a power pole. “I feel there should be a way of dealing with the problem, once you get off the highway, of finding our businesses,” Kwan said. “We are constantly getting comments that we are impossible to find ... unless you have a GPS.” He asked council to appoint a representative to a meeting between the ministry and the BC Agri-Tourism Alliance which will explore, among other issues, uniform signs for B.C., Washington and Oregon. Council referred the issue to staff who will attend meetings and work towards improving signage. Kwan told council that mileage on some signs is incorrect, and that the ministry and municipality should work out who will maintain signs.

“I signed it today; it’s in the mail,” said Mayor Peter Fassbender on April 25. During its meeting, council raised the issue of the police officers’ pay package and how it could potentially affect the City’s budget. “The federal government has indicated there should be no financial impact, and

maybe a savings,” Fassbender said. Because the City had been made aware about a year ago that a raise for RCMP members could be in the works, the municipality made a provision for an additional 1.5 per cent in its budget. The actual increase turned out to be 1.75

per cent — a difference of about $20,000. That figure will not change the overall budget, said the mayor. Nor will it affect the municipal property tax increases for 2012. At the same meeting, council gave third reading to a bylaw authorizing the the City to levy those taxes.

Among them is the increased storage space that each home at Salix has, including kitchen pantries and an individual secure storage locker in the parking area that Carlsen calls the “mini-garage.” The neighbourhood has been one of the big draws for buyers, Carlsen says. “We’re really close to everything Willowbrook (shopping centre) has to offer,” he notes. The surrounding neighbourhood is quiet and family friendly, with several schools, restaurants and leisure activities just minutes away. “This is an opportunity to own on the Clayton (Heights) hillside at Langley City prices,” Carlsen says. “It’s never been done before.” Salix opened for sale in mid-April, and already over 15 per cent of the 69 homes have been sold. “The response has been fantastic,” Carlsen says. “We’ve hit the mark with our storage lockers, options and price point.” For a limited time, buyers will be able to take advantage of some free incentives Woodbridge is offering, including a $2,000 kitchen upgrade, a $1,000 laundry upgrade, window screens and a security system. Hook Me Up tour hits Langley Canada-wide tour offers chance to see Windows benefits Staples Canada’s Langley store gave customers a day-long chance to see the latest Windows technology. Specifically, the Windows Hook Me Up Tour, which began in Langley last Thursday (April 26), promoting Photo Fuse, a program that was unveiled in 2009. The tour is making stops across Canada until June 24 with Windows representatives hosting consumers and joined by Richard Foster, Staples’ regional vice-president of operations. A 35-foot long trailer offers visitors the opportunity to explore what Windows has to offer the digital lifestyle, including a photo area to try out Photo Fuse part of Windows Live Photo Gallery where people can make their worst photos among their best. Visitors have the chance to win some great prizes including a Windows based PC, and a Staples gift card. Students will also have the chance to win a shot at up to $10,000 towards their university or college tuition. “The tour provides a great opportunity for our customers to see all the benefits of Windows,” said Foster. Unionized ICBC workers have voted 87 per cent in favour of strike action to back demands for hefty pay hikes totaling 10 per cent. The old collective agreement expired in 2010 and the 4,600 members of the Canadian Office and Professional Employees Union have been bargaining without a contract for 15 months. COPE local 378 vice-president Jeff Gillies said the strong vote reflects member “frustration” and said priority issues for the union are workload, wages and contracting out. The union wants five per cent pay raises in each of 2012 and 2013, he said, while the employer wants a five-year contract with no pay increases. “The corporation has been extremely profitable,” Gillies said. “It’s time to share some success with the workers.” He cited the provincial government’s decision to siphon nearly $1.2 billion out of ICBC over a five-year period, and said auto body shops, lawyers and other contracted professionals

Kyle Belton is in peak form as his university career winds down. Belton scored a career-best five goals, including the game-winning score with eight seconds remaining, in Stony Brook’s 12-11 victory over Albany in field lacrosse action on Saturday. He also had an assist to finish with six points and on Monday was named America East player of the week. The win propelled the Seawolves to their third straight America East regular season title and the top seed for the upcoming conference championship. Belton, who is from Langley, also plays box lacrosse with the senior A Langley Thunder. He helped the Thunder win their first-ever Western Lacrosse Association championship in 2011.

The best in the west will be at the Langley Events Centre on Friday and Saturday as the Western Canadian Gymnastics Championships arrive in town. A dominating defence and highscoring offence helped the Langley Jr. Blaze to three wins over the weekend. But the chance for back-to-back doubleheader sweeps came up short as the U16 baseball team’s offence managed just a single run in the final game. Regardless, a 3-1 weekend fueled the Blaze to top spot in the B.C. Junior Premier Baseball League standings. Langley improved to 6-2 on the season. The Jr. Blaze were in Victoria on Saturday, downing the Jr. Eagles 8-1 and 16-1 at Lambrick Park. Facing the North Shore Jr. Twins on Sunday, the Jr. Blaze won the opener 9-1 before losing the rematch 6-1 to see their three-game winning streak come to an end. Dyck entering Lions’ den After posting his best statistical season in 2011/12, Langley Rivermen power forward Darnell Dyck has landed a scholarship. Dyck has accepted a scholarship to Lindenwood University Lions in St. Charles, Missouri. Last year, Dyck had 19 goals and 46 assists in 60 games for Langley. Both his assists and 65 points led the junior A hockey team. “He provided good stability up front for us last season and was one of the premier set up wingers in the league and turned out to be a point-per-game player in the end,” said Rivermen coach Bobby Henderson. He finished his BCHL career — which had stops in Surrey and Trail — with 56 goals and 171 points in 252 games.

Nominees needed for top teams Meier signs on as ambassador BMO contest back for a second year to honour dedicated youth soccer teams Applications are being accepted for the BMO Team of the Week contest. The program, now in its second season, is dedicated to acknowledging youth soccer teams who display team pride, spirit, community commitment and a passion for the game. Until July 13, soccer coaches across the country can nominate a youth soccer team — whose players are

between the ages of seven and 12 — by logging on to www.BMOsoccer.com and entering an essay, photos or video to demonstrate why their team deserves to be the BMO Team of the Week. A weekly winner, chosen by a panel of BMO judges, will be announced and the team will receive $500, track suits and a gift to local charity. Each of the winning teams will become finalists

for the grand prize, which includes $125,000 towards a renovation of their soccer pitch. DYCK, Peter George May 30, 1943 - April 25, 2012 We are bcclassified.com sad to announce the passing of Peter George Dyck after a hard fought battle with cancer. Peter is survived by Virginia, his loving wife of 45 years, sons Peter (Kristy) and Stephen (Leonie) and grandchildren Hailee, Kolby, Chloe, and Sydney. He is also survived by his brothers Frank and Henry, his sisters Mary, Helen, Katie, and Ruth, as well as many brother and sister inlaws, nieces, and nephews. “Big Pete” was born in Neuhorst, Ukraine and his family made its way to Canada when he was 5 years old. He grew up with many hardships, that helped to form the great man he became. Dad and Mom owned a successful construction company in Prince Rupert, and in 1977 all his hard work enabled him to realize his dream of owning a farm, which he operated for 35 years. Dad loved playing basketball, he was able to compete in the BC Winter Games, and he played in a men’s league for many years. His other passion was working in his shop and singing along to the radio while doing custom machining and fabrication, and inventing and engineering many complex projects. When his grandchildren came into his life, he loved to spend time playing and laughing with them. He had a love for good food, especially homemade dishes his loving wife prepared, and enjoyed being the life of the party. A Celebration of Pete’s Life will be held on Sunday, May 27, 2012 from 1-4:00 p.m. at the Langley Golf and Banquet Hall, 21550 - 44th Avenue, Langley, BC. We would like to express our gratitude to the staff at the Abbotsford Regional Hospital for their compassionate care during this most difficult time.
