School district budget cuts draw backlash TIMOTHY SCHAFER West Kootenay Advertiser
Within the line items and numbers of any budget stand the people. It is the people who make up the reality of any financial document, and on Wednesday (April 25) night the people most affected by the budget of School District 20 stood up and spoke at a public meeting on the proposed plan at Trail Middle School. Around 40 people, including union representatives and teachers, listened as superintendent of schools Greg Luterbach detailed proposed cut after cut needed to rein in the costs of the operation. When the axe stopped, it was revealed the district
was threatening to cut nearly 14 full-time equivalent jobs across the board in the coming year to deal with a $1.55 million operating shortfall. The proposed cuts to staff — including two teacher-librarians, almost eight teachers, three non-enrolling teacher staff, and one custodian — raised the ire of the crowd. Cutting the teacher salaries meant the district would save $1.17 million in 2012/13, the largest chunk out of the $1.58 million in total cuts made. Andy Davidoff, Kootenay Columbia Teachers Union representative, referred to the SD20 board’s guiding principle — that “Student learning drives our budget while recognizing the need to be sustainable
and fiscally responsible” — and wondered why the board of trustees was keeping buildings over bodies. “It looks like teachers and CUPE are bearing the brunt of the budget cuts and nothing is coming from administration that is significant at all, and that doesn’t seem to be fair,” he said. “And, unfortunately, the people that impart that learning are taking the largest cut, over $1 million.” Board chair Darrel Ganzert said there would be motions moving forward about facilities at the next board meeting — where the proposed budget would undergo its first two readings on the way to being adopted.

The relay team is travelling from Cape Spear, N.L. to Vancouver, B.C. for nine months to raise awareness about spinal cord research. As medal bearers from Grand Forks made their way through the city’s streets, residents gathered at the Grand Forks Arena parking lot for a game of street hockey waiting for the procession. “For us, (the tour) is a confirmation of the commitment we have with the province to healthy communities,” stated Mayor Brian Taylor. “We’re proud of the fact that we have so many facilities in town, like the pool, recre-

their province and in their country,” he concluded. The Rick Hansen Foundation is dedicated to improving spinal cord injury research. The foundation also aims to create accessible and inclusive communities. Hansen is known for his Man in Motion World tour, where he wheeled through 34 countries in 26 months in 1987 on a wheelchair to raise awareness about spinal cord research and people with disabilities. Medal bearers are carrying a medal crafted by the Royal Canadian Mint in relay fashion across Canada. Each medal bearer runs or walks 250 metres before passing the medal to the next bearer. Ne l s on - C re s t on MLA Michelle Mungall and Opposition Leader Adrian Dix questioned Naomi Yamamoto, the Minister for Advanced Education this week about her refusal to admit that her ministry’s funding cuts impact students. “After seeing program cuts, after student housing rents going up in the north and growing student debt loads, does the Minister of Advanced Education still think that funding cuts won’t impact students,” asked Mungall during Monday’s question period in the legislative assembly. Selkirk College
recently announced it will be cutting second-year science courses, the engineering transfer program, philosophy courses as well as the entire second year of courses from the Kootenay School of the Arts, while increasing tuition by two per cent. The move comes after budget cuts to the college, which add up to a deficit of over $1 million. It leaves current students who had enrolled in two-year programs with the task of trying to find another school to continue in their education. Selkirk College president, Angus Graeme was one of 25 college and university presidents who
penned a letter to the Minister of Advanced Education expressing their concern about the Ministry’s funding cuts to institutions, calling it “unrealistic” to expect that they won’t impact students. Selkirk faculty association president Doug Henderson says the cuts at the arts school will result in “a bit less work for each instructor,” and wonders if the cuts will diminish the programs’ appeal. “We’re a bit afraid what’s going to happen to our first-year numbers,” he says. “We’re hoping they will be the same, but there is concern some people might lose interest in coming in the first place.”

Make plans for some Slocan Valley summer shredding SUBMITTED
This spring there is a new mountain bike shuttle service offering trips into the Slocan Valley’s little known bike trails. Footsteps Eco Adventures is equipped with a sturdy 15 passenger van with a roof rack for 10 bikes. Owner/ operator Leah Brown has been running shuttles and tours in the valley and wants
to bring attention to the spectacular riding there. Footsteps bike shuttles are a great way to ride with friends as well as meeting new biking partners. The shuttles will visit a new trail each week, and the group will choose according to their dynamic. Some examples of trails she will visit are Pass Creek’s “Goose Creek trail”, Passmore’s

Leah had gone on bike shuttles from Nelson and loved it, but realized there was none to the valley.

Footsteps also offers group trips to local bike parks such as Silver Star, Fernie and Kicking Horse resorts. There are cross country tours available such as Champion Lakes and the Galena Trial. Leah is open to private charters as well. Shuttle days will begin this (weather permitting). The price per person will be $15-20, depending on

Rare Lardo postcard commands $135.50 on eBay GREG NESTEROFF West Kootenay Advertiser
Part of a weekly look at items of local interest being sold on eBay. The latest West Kootenay postcard to sell online for an astronomical price was a 1907 coloured lithograph depicting the town of Lardo (now Lardeau) near the north end of Kootenay Lake. Despite the misfortune of having a pair of holes punched in it, the card fetched $135.50 US. Not only is it extremely rare, it’s one of very few images of the townsite of any kind. It had a cool message, too, which alludes to the popularity of exchanging and collecting postcards before World War I: “Not[e] X is our hotel. All right I will ex[change] a few cards with you. ‘Dots vot I say.’ I have 700 cards. How’s that? How many have you?” The sender’s first name is hard to make out, but their surname was Ulvin. Ole Ulvin ran the Britannia Hotel — and “Britannia Hotel” is pencilled on the front of the

card, which also shows several other long-vanished buildings and a sternwheeler moored at the wharf. It’s addressed to someone who may have been Fred J. Richtip (it’s also hard to read) of 210 Penn Ave., Dowagiac,
Michigan. Produced by W.G. Thomson of Nelson, and postmarked Lardo, November 8, 1907, the card also carried the curious
stamp: “From member, to member, Teddy Bear Post Card Exchange.” The seller was in Paris, Tennessee. • An envelope from the Arlington Hotel in Trail postmarked 1949 sold for $31 Cdn. The return address had an elaborate monogram for proprietor Pete Levesque, and promised “modern high class accommodation.” R.T. Daniel built the hotel in 1896. Although much changed, it’s still there. A second, less interesting envelope in the same lot was postmarked Trail 1935. • A round aluminum trade token from the Nelson street railway, “good for one fare,” sold recently for $104 US. Variations on this token have previously sold for $61 in 2003, $26 and $45.50 in 2005, $29 in 2007, and $34.50 in 2008. Nelson’s electric streetcar system ran for 50 years beginning in 1899. The last survivor of the fleet, Streetcar 23,

Trail expansion pitched to Rossland Council

The Kootenay Columbia Trail Society has its sights set on turning the famous Seven Summits bike trail into a loop. Currently, the Rossland area trail is ridden as a one-way, 30 km trail, but the KCTS told council last week they are looking at the possibility of making it into a 65 km loop. Isaac Saban, president of the KCTS said the extra 24 km, which would connect the city to Nancy Green summit, would cater to the long distance users.
“Other areas are not as fortunate to have the funding we receive, and it makes all the difference in the world.” Isaac Saban The City of Rossland currently contributes $19,000, as well as another $14,000 indirectly through the regional district. Saban argued that the KCTS provides great value for money as the $100,000 in funds allows something like 120,000 individual uses of the trails. “That’s us looking at the numbers we see in the sign-in areas,” he said. “And using counters that unfortu-
nately only pick up bicycles, because they require the metal to trip the counters.” Because of that he estimates there are more people who are walking or running the trails, who are not counted. Aquarium scores big Teck donation TIMOTHY SCHAFER Castlegar News Reporter
The largest ever donation to the Vancouver Aquarium has come from a company that has roots in Trail, with the hint of something forthcoming for the Silver City. Teck handed over $12.5 million for a new entrance gallery, and conservation and education programs. The money will be used to redesign the
gallery entrance ($10 million) to add another 47,000 square feet to the structure — renaming it Teck Connections Gallery. However, Teck and the Vancouver Aquarium are expected to identify opportunities to collaborate on “research of mutual interest, such as aquatic environments near Teck’s operations,” read a press release from the Vancouver Aquarium. That could
mean projects planned for Teck Trail Operations at some point. The remaining $2.5 million will be used for educational programming and research on issues of conservation as they relate to water and aquatic habitats. “This program will explore the connection we all have to water, highlight the roles we play in using and conserving it, and share the impacts water has on our natural world,”

Trail air cadets enjoyed an April 21 trip to Castlegar for some valuable, and fun experience. The 27 cadets stood by to listen and learn from the commanding pilot of a Cessna 172. This four seater plane set off for a 30 minute flight around the Castlegar area and back. They soared the skies at an altitude of 2500 ft, observing the details of the map and landmarks within the area. Before boarding the plane the cadets went through all the familiarization of navigation, ground control, flight path etc. There are many important details to be aware of: Ground inspection of the plane,

Flight plan, Air Traffic circuits and charts. The skills to handle an airplane are acquired with a few hundred hours of patient application. Learning to be a proficient, professional and safe pilot is not so simple. It is a skill acquired through experience, judgment, persistent practice and ongoing training. It’s an ongoing challenge on the ground and in the air. The air
cadets are taught the basic fundamentals of air flight of which they have the opportunity to continue on in building their skills so they can develop even further which can lead to getting their pilots license. While at Selkirk Aviation they were able to enjoy the new Frasca Truflight Simulator with 180 degree surround-screen (it’s like flying the plane yourself) and toured
the facilities at the Castlegar airport. The air cadets program is one of the most exciting and rewarding programs available for youth today. Any youth 12 to 18 can gain knowledge in the areas of navigation, aircraft structure, survival training, effective speaking, first aid, marksmanship and more. These skills allow cadets to develop team spirit, leader-

Rossland-based HEART Dog Rescue is gearing up for its biggest fundraiser of the year. On Sunday, May 13th, mutts from Nelson to Grand Forks will descend upon Birchbank Picnic Grounds for a mock dog-show and a variety of fun competitions. Sponsor support has been amazing for this year’s event, with Pulsar stepping up to offer the “Cutest in the Koots” winner grain-free dog food for a year, as well as bags of food for category champions. DNA My Dog has donated a testing kit, which will be given away as a door prize. Show and competition prizes have also been donated by local pet stores Tails Pet Supply & Services, Total Pet, and Barks n Rec, as well as Rossland businesses Revolution Cycle, Jellybean

Last year, 55 dogs were saved from neglectful or lifethreatening situations and adopted to loving

Tip of the Week: May 5th is Cinco de Mayo. This annual celebration highlights Mexican heritage and pride. Yet, it has gained cross cultural focus, especially in North America. The modern Mexican’s and other nations in the Central American region like Guatemala, Belize, Honduras and others all share a common ancestry with Mayan culture. In turn Mayan culture shares its roots with the Toltec, Olmec, Aztec, Zapotec and Teotihuacanos and perhaps other root cultures as well. The Spanish influence is about 4 centuries old and well established. Woven into this focus is the Cosmology and Astrology of these root cultures. Generally, these are collectively referred to as “Mayan”, though it is not as straightforward as that. With the advent of the 12-21-2012 prophesies continuing to entice imaginations and perpetuate some anxiety due to some of the dire cataclysmic tone of these prophesies, it presents added reason to bring attention to this celebration. Interestingly, Cinco de Mayo coincides with the Full Moon in Scorpio this year! This is just one of many apt celestial events occurring in 2012. The New Moon in Gemini on May 20 is another. It coincides with a Solar Eclipse at the Zenith conjunct the Pleiades. This only occurs once every 360 years! 2012 is not over yet!
