Brew pub in works for old Co-op site By Lauren Benn THE NORTHERN CONNECTOR

TERRACE - A local group of investors has signed an option agreement with the City of Terrace to buy a portion of the old Terrace Co-op shopping centre location and then build a brew pub on the spot. The site, on the northwest corner of the location close to the Western Financial Group and Staples, means the Skeena Brewery Company can now apply for the necessary licences to build a 2,000 litre brewery and lounge. “This is the first step toward the construction of an iconic building that will showcase the area’s natural resources, culture, and outdoor lifestyle, said Greg

Linton, the president and cofounder of the company. Its other principals are Will Spat and Julien Rice. Linton, a local physician, signed the option agreement with Terrace mayor Dave Pernarowski April 25. The agreement signing came along with a deposit by the company on the lot’s purchase price, which is $96,000. “It’s not a guaranteed sale, said the city’s director of development services Marvin Kwiatkowski. “They gave us a nonrefundable deposit so if things don’t go for whatever reason ... they’re not out $96,000. It will be one year before the full purchase price is owed, he said.

The option agreement is the first of what the city hopes will be many deals leading to development of the former Terrace Co-operative shopping centre location. The brewing company is now looking for investors, has to apply for its liquor licence, and will need both development and building permits before the shovel hits the ground. If successful, in addition to the brewery, plans are to build a 45-seat lounge suitable for highlighting local entertainment and local foods. “I think having a place downtown on the co-op property is important to rejuvenate the downtown and give people a gathering spot within walking distance,

said Linton. Plans are to eventually expand beer sales beyond the local region. While plans are still in their formative stages, Linton said planned products for the brewpub include an appetizer-style menu and fresh local beer on tap. Live music nights are also on the planned menu. The company has already named a few of its beers, an example of which is the bottombouncing bitter – a beer that’s bitter taste comes from a higher level of hops used compared to other kinds of beer. The company is currently taking recommendations and ideas through its website to find out what will best suit and reflect the taste of locals.

Investigation follows teen’s broken arm flying fish PRINCE RUPERT - The Prince Rupert RCMP are being investigated by the Delta Police Department after a 15-year-old girl had her arm broken by an officer during a domestic disturbance call. The RCMP have said that the girl was suicidal, but her mother denies this. She says that the police overreacted when they responded to the domestic disturbance call, and that their publicizing that they arrested her because she was suicidal is willfully misleading The mother – who could not be named because her daughter is underaged – says that she didn’t call the police because her daughter was threatening to kill herself, but because she was having a fight with her boyfriend. The daughter did bring up killing herself, she says, but it was just teenage bravado, not an actual threat to kill herself. “I told my daughter ‘I can’t have you guys fighting like this any more in my house...I’m calling the police.’ And my daughter freaked out and said ‘I’d rather die than be in this house’ or ‘I’d rather kill myself than be under this roof’. The mother says she told the RCMP over the phone that she had said this, but when the person on the line asked if she was going to hurt herself, she told them that her daughter had meant it as a figure of speech. “I told them that it was a domestic disturbance, there was nothing about suicide. Nonetheless, officer arrived at their home believing that they were dealing with a teenager who was threatening to kill herself. According to the RCMP’s press release the responding officers had “confirmed with the girl that she was upset and wanted to take her own life. She was then arrested under the provisions of the Mental Health Act.

The mother’s version of events is quite different. According to her, the daughter had calmed down by the time the officers had arrived. During the fight with the boyfriend, a bottle of pills had been knocked over and spilled all over the floor. She says the officer had been aggressively questioning her daughter about the pills, possibly trying to ascertain if the teenager had taken them to try to overdose, but she can’t say for certain. The pills were actually medication for the

girl’s own baby. During the questioning, the mother says that the officer had been shoving their finger near the face of the daughter who then reached out and shoved the hand away from her. “That’s when he grabbed her and said ‘you’re under arrest’ and slammed her against the wall. He slammed her so hard and pushed her up until she was on her tippy-toes. I guess he shouldn’t have hit her arm but I think he did with his own arm and that’s how the break hap-

pened. He broke her arm between the shoulder and elbow and she had a rod put through her arm now. This version of events at least jives with the comparatively little the RCMP has said about the incident. According to the press release, the girl was also arrested for assaulting an officer and had her arm broken despite there being no injuries to the officer. Despite having a broken arm, the daughter was led away in handcuffs and there was some

confusion on the part of the RCMP officers over whether they should call an ambulance. She was eventually taken to hospital where her arm was treated, but the mother says there was no more mention of her daughter’s mental health until the story hit the news. The family has hired a lawyer and filed a complaint against the Prince Rupert RCMP It is important to remember that this is just the mother’s version of events and that none of this account has been tested in court.

Japanese Harley Davidson swept away in tsunami is found on Haida Gwaii beach; motorcycle’s owner in Japan located By Shaun Thomas THE NORTHERN CONNECTOR

HAIDA GWAII - The Japanese owner of a Harley Davidson motorcycle that was swept away in the tsunami and washed ashore on Hai-

da Gwaii late last month has been located. Beachcomber Peter Mark was riding his ATV on Graham Island on April 18 when he came across a large container on the beach. Among the contents of the contain-

er was a heavily damaged Harley Davidson motorcycle. The Japanese license plate showed the motorbike - which was found along with golf clubs and tools - was registered in Miyagi Prefecture. Using the license plate, the

Japanese consulate was able to track the bike back to a 29-year old man who lost three family members and his home in the tsunami. Haida Gwaii is more than 5,000 kilometres from Japan where

the tsunami hit, and experts expect much more debris could be washing up on the shores of BC in the year ahead as an estimated 1.5 million tonnes of debris makes its way across the Pacific Ocean.

Liberal MLA, former minister says carbon tax needs to go By Tom Fletcher THE NORTHERN CONNECTOR

VICTORIA - The B.C. government should quit pretending it can influence global climate and scrap the carbon tax on fossil fuels as soon as possible, Kootenay East MLA Bill Bennett said Monday. Bennett called for the move in debate of an NDP motion to relieve hospitals, colleges and universities of the obligation to purchase carbon

offsets for their fuel use. The B.C. Liberal government has already offered rebates to the province’s 60 public school districts to offset their mandatory payments this year, while it reviews the carbon tax program. Bennett, a former B.C. Liberal energy minister, clarified that he was expressing his own opinion, and not attempting to speak for the government or party. He said it would take time to phase the carbon

tax out, and there would be costs associated with the income tax cuts that have been phased in at the same time to keep it revenue neutral to the government. “In fact, I would go a little further and say that the whole policy regime that’s based on the notion that the B.C. government can do something about the amount of human-caused carbon dioxide going into the atmosphere should be rethought – again, in my opinion,”

Bennett told the legislature. He said Canada’s carbon emissions represent two per cent of all human sources, and B.C.’s emissions are roughly one tenth of that. NDP environment critic Rob Fleming began the debate arguing that colleges, universities and hospitals should keep the money paid in carbon offsets to improve the fuel efficiency of their operations, rather than pay it to the Pacific Carbon Trust for distribution to other green-

house gas reduction projects in industry. Fleming said carbon offsets will cost public sector operations $25 million this year, and B.C.’s public sector is only responsible for one per cent of the province’s greenhouse gas emissions. The government has committed to one more increase in the carbon tax on July 1, which will add about a cent to the 5.56-cent tax on a litre of gasoline.

Kitimat college campus not closing

INFORMATION SESSION on Pre Apprentice and Apprenticeship Training

By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Northwest Community College (NWCC) President Denise Henning assured Kitimat Council that the local campus would not be shutting its doors. “Our campus in Kitimat is not closing, it is going to continue going forward, said Henning at a presenting at the April 16 council meeting. That’s not to say that the campus will be business as usual. She and Dave O’Leary, vice president of institutional advancement, spoke to councillors about a plan to grow place-based learning and development of what they call a Learning Centre model. The pilot for that model is being run out of the District of Houston this year and has programs based in other college campuses, even ones in Ontario, delivering programs and local faculty act as learning coaches for students. O’Leary used a Water Quality Assessment program for an example and a town may only have two students enrolled. Set ups like this

Despite the rumours, the Kitimat NWCC campus is staying put. allow them to run the program despite locally low enrolments. Development of that program will mean the creation of an advisory committee of interested citizens and Henning is hoping to have that running by August to start offering programs in September. She said NWCC will continue to work with the Kitimat Valley Institute to make sure programs complement what

KVI offers rather than competes. Meanwhile the college is still being tightlipped on layoffs at the campus. The Northern Connector sent an information request to the college however the reply was that news of layoffs wasn’t being offered at the time. “We will not be releasing any lay off details until each impacted employee has had an opportunity to consider

their options and exercise their rights, the college wrote in a statement. The college is facing a tough financial position with a $1.6 million deficit for the 2011/12 fiscal year and forecasting a $2 million deficit for the following fiscal year if adjustments aren’t made. The NWCC has an annual operating budget in the range of $30.5 million.

NEW HAZELTON - New Hazelton RCMP received 95 complaints during the week of April - April 30. On April 25th, police were called to a complaint that two males were fighting. One intoxicated male was located and was on conditions not to consume alcohol. The male was advised he was under arrest and tried to flee but was apprehended and lodged in cells. The male was later released on a Promise To Appear in court. On April 26th, a complaint was made that there was an intoxicated male and female in a home and the home owner wished to have them removed as they had not been invited into the home. The male and female were on conditions not to consume alcohol and were arrested for breaching their conditions. The female was later released and the male was held in custody to appear in court. Police are investigating a possible sexual assault that occurred on the evening of April 26th around 11:00 pm hours. The intoxicated female had left the carnival and walked to the Gitanmaax Hall. The female had been on her cell phone with a friend when the friend stated he heard a male start speaking to the female and then heard the female holler at the male to stop. The witness stated he could then hear noises that sounded like a struggle and the female continued to holler. The police searched for the female during the night without success. The female was finally located the next morning and appeared to be fine but said she had been very intoxicated and could not remember what happened. She was brought to the hospital for an examination. The investigation is still ongoing.

New Westminster police look into Terrace RCMP actions By Margaret Speirs THE NORTHERN CONNECTOR

TERRACE - The investigation continues into how a man taken into RCMP custody suffered head injuries and had to be taken to hospital three times here before being sent to hospital in Vancouver. The investigation is being conducted by New Westminster police under a policy that prohibits a police force from investigating itself. The 47-year-old man was arrested at approximately 6 pm April 21 after police here responded to a complaint of a possible impaired driver. While in police custody, the man was noncompliant in cells and had to be physically restrained by officers, said a release from the New Westminster police. He subsequently suffered a head injury and was taken to Mills Memorial Hospital three times during the night, continued the release. In a separate release, Terrace RCMP detachment commander Dana Hart said he requested an investigation from an outside police force. “As this incident involved members of the Terrace RCMP, to maintain public confidence I have requested an independent external agency conduct an investigation into the events. Sunday evening [April 22] members from the New Westminster Police Service arrived in Terrace and began their investigation, of which the RCMP are fully cooperating. I am confident the community will continue to have trust in the RCMP,” said Hart. The man was flown to Royal Columbian Hospital in New Westminster for further treatment following his examination by doctors here. As of April 23, the injured man was listed in serious, but not critical, condition, the release concluded. The New Westminster Police Department confirmed that four officers from its major crimes unit were conducting an independent investigation. All in-car and cell block video was turned over to New Westminster police for its investigation. Sgt. Rob Boyd from the New Westminster major crimes unit was one of the four officers who came up to gather

evidence, talk to the officers, witnesses and anyone else involved last week. He said the investigation is going to take a few months as officers will now go through all the information they collected up here.

If they need to return to Terrace, they will. “It’s not something that can be concluded in a week’s time. There’s a number of things we have to flesh out and investigate and will probably be branching out to a neighbouring agency

to assist us with a use of force review,” said Boyd April 27, adding that the other agency would be another municipal police force. Having a municipal police force investigate the incident ensures that investigators

aren’t RCMP members and can conduct an independent investigation, which ensures the integrity of the investigation. He said that his understanding was that the injured man was taken to hospital all three times by ambulance and there

were three trips to hospital because officers felt he needed to be looked at by doctors all those times. Hart said the officers on duty at the time of the incident remain on their regular duties. “I can confirm that

the officers involved remain on full duty and the initial impaired driving matter is still under investigation,” said Hart. There will be full disclosure by the New Westminster police investigators once they have concluded.

Inside Terrace youth off to U17 Cup

A23

SPORTS

By Janine Workman THE NORTHERN CONNECTOR

TERRACE - Two Terrace locals have been invited to the U17 Cup in Salmon Arm, May 9th. Austin Turner and Kenneth Nordstrom are both preparing to join 120 of the province’s best under seventeen hockey players, in a bid to make the shortlist that would eventually send them to the World Hockey Challenge. “It’s a big deal,” said Scott Westgate, one of two district evaluators for the north, which starts at 100 Mile House and extends to Whitehorse up in the Yukon. The weekend will see all 120 players mixed into six teams for a jamboree-style tournament where evaluators will watch the players and whittle down the list to 24. From there players will attend another tournament in Kamloops in July with 24 additional players from Alberta. The outcome of that tournament will be another shortlist of 30 players, who will be watched throughout the start of their next hockey season for a final decision of 20 players. These players will make up Team Pacific, and will take on teams from around the globe at the World Hockey Challenge. Nordstrom and Turner are not strangers to the world of high-performance hockey, as both attended the U16 selection camps last season. U17 selections are a tougher process than U16 however and evaluators have already been watching the two players all season long, prompting the invitation. “They showed they were deserving,” said Westgate adding both players showed a high level of skill, and that’s what made them stand out. “They have a leg up,” he said. Turner spent last season playing with the Terrace midget rep hockey team. “[He is] a very hard working kid with great talent, and extremely dedicated to his team and team mates,” said coach of the midget reps Darcy Allison. “His vision of the game is second to none.” Nordstrom took part in out-of-town hockey last season as he laced up with the Cariboo Cougars, based out of Prince George. “He did great for us this year”,” said coach of the Cariboo Cougars Trevor Sprague, noting that Nordstrom was the team’s most improved rookie player. “He deserves to go to the U17, it’s quite an achievement.”

Kitimat swimmers burn up long course By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Twenty wwimmers from the Kitimat Marlins attended the Prince George long Course (50 meter pool) Invitational swim meet recently. It was the Marlins’ first long course swim meet of the year and many of the swimmers first long course experience ever. Competition was tough as Prince George Swim Club is one of the strongest in BC. As well teams from Williams Lake, Quesnel, Chetwyn, Prince Rupert, Terrace and Smithers were in attendance. Three Marlin swimmers reached new qualifying standards. All three had never raced in a long course pool before

making the feat extra special. First year swimmer Brander Pacheco (13) reached his first AAA Provincial standard in the 13 year old boy 100 meter butterfly. “It’s very rare to have a first year competitive swimmer reach the AAA standard in their first year of swimming. I have been coaching for 15 years, 9 as a head coach and have only had two other swimmers reach AAA in their first season. He has worked hard for it,” commented head coach Jason Cathers. Pacheco a medalist at the AA short course (25 meter pool) Provincial Championship in Chilliwack earlier this year will now have the opportunity to compete in the AAA long course Provincial Championships early July in Richmond.

Coming off a one season break from swim club Zachary Dumas (12) hit his first AA Provincial qualifying time standard in the 12 year old boy 200 meter backstroke. Dumas had a great meet with big personal best times in all of his races narrowly missing the AA standard in other events. The 200 backstroke was his last event of the weekend and he decided it his time and swam an inspired race to reach the standard. Dumas will now have the opportunity to compete at the AA Provincial Championships in Victoria in late June. Raychel Davies (11) in her last swim meet as an 11 year old girl achieved her first AA Provincial time standard in the 50 meter freestyle. Unfortunately

Davies will be 12 when the AA champs roll around in late June so will need to re qualify with the faster 12 year old girl time standard to attend in Victoria. Making the largest one swim improvement for the swim meet was Nicholas Cordeiro (13). Cordeiro was very nervous before his 200 meter freestyle. He turned those nerves into speed though as he took off 42 seconds in the event. Cordeiro was also one of seven swimmers from the Marlins that swam 100 % personal best times in all 8 races. Other Marlins that accomplished this feat were Amanda Craft (15), Katherine Ocsovai (13), Alivia Salema (11), Zachary Dumas (12), Madison Szmata (11) and Makenna Fisk (12).

Buckle up and hold on for drag racing again By Ed Evans THE NORTHERN CONNECTOR

ED EVANS PHOTO / THE NORTHERN CONNECTOR

Norm Swengler in his Mustang and Mike McNiece in his Camero yank the tires at Terrace last year. And there’s more of the same planned for this year’s racing season.

PRINCE RUPERT - May is here and the 2012 Drag racing season opens this month with the first of four races at the Terrace Regional Airport. Race dates will be: May 12 and 13 - Season Opener June 16 and 17 - Summer Classics August 4 and 5 - Hot August Nites September 1 and 2 - Season Ender All Dates are Saturday and Sunday except for the Hot August Nites race, which will run Sunday and Monday.

So circle those dates on your calender Along with the usual cast of great looking fast cars, expect to see some new cars showing up at the track this season. So if you see smoke coming from the airport on these weekend dates, it’s not a fire, just some hot cars burning down the airport 1/8 mile track. Those who race and those who help organize the races appreciate the enthusiasm and support shown by the spectators and the sponsors who make drag racing a reality in the part of the northwest.
