is alive and well in Campbell River. Wright, a former North Island College educator and political candidate who died this winter, was remembered fondly Monday during the official opening

and blessing of The Gathering Place at the city’s college campus. “Children were her passion,” said George Hunt Jr. “She always believed in bringing wisdom to the table.”

The Gathering Place, situated in front of the college entrance, is an open-air, post-and-beam structure built in the style of a traditional West Coast long house. Continued on A3

School District 72 will cut office staff and dip into its savings to offset several additions to its 2012/2013 budget. The district was looking at a $122,000 shortfall and, at the same time, trying to accommodate additions, including a new teaching position. At a special meeting May 1, the board of education decided to reduce services by $115,000 and use approximately $165,000 from operational reserves to allow for the budget additions. “The proposed budget reduction of $115,000 results in an equivalent decrease of approximately 2.5 full-time equivalent positions in clerical staffing,” said a news release. “The reduction will be done largely through using the existing, historical clerical staffing formula already in place.” Peter Neale, secretary-treasurer for the school district, said the board had been considering cutting full-time educational assistant positions. “The reduction may be in fulltime positions, part-time positions, or in the number of hours EA’s (educational assistants) will work in the day,” he said last week. Instead, trustees elected to go with cutting clerical staff. The board also voted to create Continued on A5

Gathering Place: Welcomes First Nations students Continued from A1

“A goal of North Island College is to improve First Nations students’ success,” said college president Jan Lindsay. “(The Gathering Place) is a symbol to welcome First Nations students.” It’s also more than that. It’s a place all students can gather for school celebrations, to relax in the shade or just to marvel at the massive old growth red cedar post and beams, which were expertly handpeeled and adzed by First Nations master carver Bill Henderson and his nephew Junior Henderson of the Campbell River Indian Band. “You got to give them some character,” Bill Henderson said of the adz design on the wood. “And I thought it was fitting for it to be red cedar, it’s our tree of life.” Lindsay was also impressed by the simple elegance of the structure. “The building is spectacular,” she said, as she ran a hand over the rippled surface of the adz work. “It’s amazing the texture it brings.”

In her speech, Lindsay pointed out that 36 First Nations bands are encompassed in the region served by the college and it’s important for them to know they are welcomed and appreciated. It’s a message that wasn’t lost on Chief Ralph Dick of the Cape Mudge Indian Band. “Education and culture are very important to our young people…(The Gathering

Place) makes you feel good inside because you know the community is behind you,” he said. Education and culture were also cornerstones of Wright’s own beliefs. She was recognized as a co-creator for the vision of aboriginal education at North Island College, and a person who wanted to make life better for others. After The Gathering Place received

SD72: Increasing investment in school technology Continued from A1 innovation and community support teaching positions to the budget, as well as an executive leadership search to recruit and hire a new secretary-treasurer to compensate for Neale’s recent resignation. Other additions to the budget include an increased investment in school technology; increased preparation days for principals of small schools; and the development of a revised district policy and administration regulations toolkit. “While the district was not facing as significant a shortfall as recent years, any decision to reduce or not add services is always difficult and made in careful consideration of our students’ needs,” said trustee Michele Babchuk, chair of the board of education. “We would like to thank all our stakeholder groups for their participation in the budget process.” School District 72 created a Budget Function Committee made up of the teachers’ association, CUPE, Campbell River principals and vice-principals, student leadership groups, senior management and district parent advisory councils. The group debated the budget extensively through a series of meetings over the past year. The 2012/2013 budget is expected to be finalized and adopted by the board of education at its public meeting May 15.

Police found more than what they expected when they were called to a disturbance on 16th Avenue. The call came in on Sunday at 6:20 p.m., and when Mounties arrived they found the residence was not secured. Further investigation uncovered a 30-plant marijuana grow operation along with loaded .22 calibre rife. The matter remains under investigation.

2012 PARKS SERVICE LEVEL ADJUSTMENTS While the City’s service levels for Parks horƟculture and grass trimming/manual mowing services have been reduced in the City’s 2012 budget, Parks resources will conƟnue to be focused on the downtown core and sportsĮelds, says the City’s general manager of parks, recreaƟon and culture.

“The majority of services in high proĮle and heavy use areas are unchanged by the 2012 budget and will remain at 2011 levels, including sportsĮeld maintenance, garbage collecƟon in parks, infrastructure maintenance, outdoor washrooms, public service requests, irrigaƟon, cemeteries and city decoraƟons,” says Ross Milnthorp.

No free parking in Campbell River’s airport-opoly KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The era of free parking at the Campbell River Airport is coming to an end as fees across the board are on the rise. City council gave three readings last week to a bylaw amendment that will make way for pay parking as well as increased landing fees for aircraft using the airport. T he chang e was expected to be adopted by council Tuesday after noon after the

Drew Hadfield, the city’s transportation manager, said the prices will be competitive with other airports. “The changes reflect discussions of the Airport Authority (which manages the airport) to promote the use of the facility, provide competitive rates with other airports within the region and ultimately generate additional revenue for the facility,” Hadfield said. Currently, the airport offers free daily and

overnight parking but that will change. Daily parking (up to 12 hours) is expected to cost $5 while overnight parking (up to 24 hours) will cost $8. To park your vehicle at the airport for a week will cost $40 while monthly parking will increase to $100 from $60 and annual parking will rise from $480 to $600. A request for proposals has been issued to find a vendor to install the parking meters which could be operational within the next few months. Coun. Larry

Name change not a solution Marc Dalton, Maple Ridge-Mission MLA, thinks his party, the B.C. Liberals, should change its name. He says the name – in place since the provincial Liberals formed in 1991 (and the one voters have elected to govern three We say: B.C. consecutive terms) – is confusing to Liberals will still some centre-right voters, now that the B.C. But changing the party’s name won’t prevent that. Doing so would seem even more confusing to voters, which may be the point. It’s easy to see why the Liberals would want to rebrand the party, distance itself from past scandals and failures, try to reverse falling popularity. But whatever the Liberals come up with – the B.C. Alliance Party is being floated about – it’s still the same cast of characters who brought you the B.C. Rail and HST fiascoes, among others. Whether or

not Kevin Falcon and other cabinet ministers run again isn’t going to change that. And changing the party’s name, to something more progressive, won’t erase the past, or fool many. B.C. doesn’t need a new centre-right party – it already has two. The B.C. Conservatives beat the Liberals to the punch. Trying to decide between the two is what’s confusing. Are the Liberals about families or business? A tiger can’t change its stripes. Changing the party’s name is just painting over them. As long as the B.C. Conservatives are around, the right will be split. And that’s what the NDP is counting on. – Black Press

Welcome to tax burden day Well folks, the day has finally arrived. Here we are with an approved budget and a new financial burden on the taxpayers of Campbell River. In spite of very protracted and very strong and compelling objections by an irate electorate the gang of four councillors has given us the finger and done what they intended to do all along. They were not swayed one bit by copious compelling arguments against their proposed tax increase or by pleas for reconsideration. In the end, despite continued public resistance, the gang of four forced their 2012 budget into law. Furthermore, and just as disconcerting, senior city bureaucrats have bitten the hands that feed them by refusing to present a zero-based budget – knowing that they could hide behind the support of the “gang of four.” So, where does all of this leave us the lowly taxpayer? It leaves us with a majority of Campbell River councillors who are determined to purse their agenda and their policy regardless of strong negative public feedback. We taxpayers should either prepare ourselves for an annual fleecing or move elsewhere. B.C.’s tanker debate sinks to new low

The B.C. NDP has ramped up its opposition to the proposed Northern Gateway oil pipeline. First the party formalized objections already expressed by NDP MLAs who have spoken at hearings held by the federal review panel along the B.C. coast. Leader Adrian Dix sent an 11-page letter to the panel, then launched an attack on the B.C. Liberal government in the legislature that emphasized the letter’s top objection. Why doesn’t Premier Christy Clark stand up to Ottawa and protest the abandonment of the long-standing “moratorium and exclusion zone” on oil tankers off B.C.’s north coast, Dix and NDP energy critic Rob Fleming demanded.

Clark’s answer was the same one given for many years by federal and provincial governments. The 1972 federal “moratorium” was directed at offshore oil drilling, not tankers bound for B.C. A separate CanadaU.S. agreement in 1998 calls for U.S. tankers to avoid B.C.’s Inside Passage as they transport Alaska crude oil to refineries in Washington state and further south. I asked Fleming for documentation that shows tankers are banned from B.C.’s north coast. He said it is “fragmented,” which means he doesn’t have any. Nor does the NDP’s heavily footnoted letter to the federal panel offer any source for this assertion. This argument flared up in 2006 after Methanex Corp. shut down its

Kitimat methanol plant. Instead of shipping methanol out, a practice that was never questioned, it started bringing tankers into the Kitimat port loaded with a liquid natural gas by-product called condensate. From there it is sent by rail to Alberta to dilute oil sands crude. This process led to Enbridge’s proposed double pipeline that would send condensate east and diluted crude west. The Dogwood Initiative, one of the multiple U.S.-funded groups that now dominate B.C.’s environmental lobby, rose to protest these early condensate shipments, saying they violate a moratorium on tankers. Wrong, said Don Rodden, superintendent of environmental response for the Canadian Coast Guard Pacific Region. The 1972

moratorium “wouldn’t apply to vessels coming into Canadian ports like Kitimat,” Rodden told the Globe and Mail at the time. The Coast Guard would be the agency legally required to enforce such a tanker ban, if one existed. As I’ve mentioned before, there are legitimate arguments against the Northern Gateway proposal. This hippy-fantasy tanker moratorium isn’t one of them. Then there is the hypocrisy and pro-U.S. bias that is so clearly evident in the manipulated B.C. debate. Uphill climb for proposed entertainment venue Ambitious plan calls for stock car, drag racing and more KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

An entertainment ve n u e t h a t c o u l d include stock car racing, drag racing, an a m p h i t h e at re a n d even an amusement park has city support but the men behind the project may be facing an uphill battle. Andy DeRoover, and his business par tner Eric Harper have dreamed of building a multi-sport park in Campbell River for three and a half years. The pair’s biggest challenge has been trying to secure the right property. DeRoover and Harper were eyeing TimberWest lands west of the Campbell River air-

port but the property was within the Agricultural Land Reserve, a provincial zone in which agriculture is recognized as the priority use. The men went back to the drawing board and instead turned their interest to a chunk of land at the northern end of the city. “We are ready to put a down payment on the property at 6700 Island Highway,” DeRoover told the city in an e-mail dated April 28. But the city is not sure where exactly the property is. Ross Blackwell, the city’s land use manager, said the location is not an actual street address. Blackwell is working under the assumption that the land in question is on Merrill & Ring forestry lands, in an area referred to as Discovery Bay in the city’s Sustainable Official Community Plan. If that is the case,

DeRoover and Harper will have to apply for a rezoning because the land is currently zoned for resort and residential. “If they come forward and seriously want to look at it council will have to re-consider the neighbourhood conceptual plan for these lands,” Blackwell said. “An extreme sport facility is pretty contrary to the OCP (Official Community Plan).” Mayor Walter Jakeway warned the city may be putting up too much red tape and could scare the proponents off. “I’d hate to see people that are willing to try something in our community discouraged. I think we need to do everything we can to encourage them,” Jakeway said. “It’s just a case of fitting it into our city plan and bylaws in our community. If staff could help them with that, that would be great.

“I know a lot of people in town would like to see this sort of activity happening.” DeRoover and Harper’s plans for Canadian Extreme Multi Sport Park are extravagant and include a quarter mile drag race track, an oval-sized dirt track for quads, stock racing, motocross and auto cross as well as mountain bike and BMX racing. If that doesn’t wet your appetite, there are plans for bumper boats, go cart racing, disc golf, lawn bowling, a wave rider surfing machine and a drivein theatre. The vision for the $25 million facility also includes a daycare and an area for camping. But the property targeted for the venue could hamper DeRoover and Harper’s plans. “The subject lands are not presently serviced with city sewer or water and these ser-

vices are not proximal to the site,” Blackwell said. “I don’t even think there is any power. It’s a tricky piece of land.” Still, DeRoover and Harper are ploughing ahead despite the city turning down their request for a five-year tax freeze on the property, similar to what has been put in place to attract new business in the downtown core. Blackwell said the city is not in a position to allow a property tax exemption because the Community Charter prohibits local government from giving any kind of benefit or advantage to a targeted business “That’s not to say that’s a reflection of whether or not the city supports that kind of thing because I think that it would be great,” Blackwell said. “I hope they are successful and we’re here to help them realize their vision for this type of project.”

Juan Antonio Juracan Chicoj works as a farm hand in Guatemala for a measly $6.50 per day while his wife, Tomasa Morales Morales ear ns $35 every four months for her weaving. The couple are struggling to support five children – including a daughter who suffers from Cerebral Palsy and seizures. This is just one of several stories local high school students have heard since the start of the school year. A group of 27 students from both Carihi and Timberline made a decision in September to go to Guatemala as part of their International Co-op class to work on two humanitarian projects. But they need the communities’ help. The students have to raise $5,500 to help with the cost of one of two houses they will help build for povertystricken families. Buy a Brick, Build a

High school students from Carihi and Timberline schools show the ‘bricks’ Campbell Riverites will receive if they buy a brick to help them with the costs of building houses for two poor families in Guatemala this July.

House gives the public the opportunity to purchase a brick for $5 that will be used to help build a house in Guatemala. The students are also hosting a second Grunt Work for Guatemala on Sat., May 12 for anyone who would like windows cleaned, weeding and basic yard work

done, or any other household chores. Students work in teams of two, are supervised, and charge $10 per hour per student. Barb Izard, International Co-op instructor at Timberline, said the grunt work day will be good practice for when her students are in Guatemala July 1-15.

The kids will be expected to carry all building materials to their work sites, for approximately 200 metres, up a steep and challenging hill. Juracan Chicoj, 30, and Morales Morales’, 28, family is one of the two large families that will benefit from the students’ aid.

The students, working under the guidance of non-governmental organization (NGO) Porch de Salomon will help build the family a new home. The family of seven lives in a 15 metre by 15 metre dirtfloor house held up by poor-quality adobe, wood planks and feed sack material. The roof

and walls leak when it rains. They have an outhouse, two beds, a simple table and some chairs, according to Porch de Salomon. The co-op students will help build a new 480 square foot house on the family’s property made with concrete floors, block walls, and a tin roof. The home is expected to have three bedrooms, a kitchen, a wood stove, a bathroom and covered sink area. The students will also build a new house for Nicolás Nimacachi Nimacachi, 44, and María Cumes Sajvin, 41, and their eight children who struggle to make ends meet selling street-vendor items such as jewelry, clothing and weavings. Nimacachi Nimacachi worked in construction up until ten years ago when he hurt his back and was unable to return to work despite spending money on doctors and medication. The couple live in an unfurnished half block, half tin shack 6.5 metres by two metres,

with a dirt floor. The roof and walls leak and the family has tried to keep scorpions out of their home with some concrete and rock work. According to Porch de Salomon they have no fur niture other than one bed which the father purchased to help his back. They have no dishes, tub, shower or sink and the toilet is concrete and exposed. Similar to Juracan Chicoj and Morales Morales’ family, co-op students will build Nimacachi Nimacachi and Cumes Sajvin a three-bedroom, 480 square foot house with a kitchen and bathroom. The students will be aided by 11 teachers and chaperones while in Guatemala and also plan to help teach English in the local school and orphanage. Bike to Work Week: success in employee support Campbell River Veterinary Hospital in Willow Point is a great example of a successful Bike to Work Week employee team. Six out of the seven staff participated in Bike to Work Week last year, and they rode to work on a daily basis. Even after Bike to

Work Week was over, all of the team members continued to cycle to work through the rest of the summer and fall. Surprisingly, prior to Bike to Work Week, four of the six team members did not even own a bike, and now they bike to work regu-

Angel Rocks for 11th straight year

Gambling, martinis, black ties and lots of action, the only thing missing was the real James Bond at the 11th annual Angel Rock on Saturday night at Sportsplex. It was, however, a 007 James Bond theme for the annual fundraiser for the Campbell River Hospice Society. In addition to the bevies and games of chance, supporters were entertained by magician Chris Yuill and danced to tunes provided by Top Quality Music. They also enjoyed a scrumptious buffet provided by the Royal Coachman Neighbourhood Pub and bid on several great auction items.

he dirtiest event in Campbell River is gearing up for another run. Yes, the Mud Run Ride returns this weekend to the mountain bike trails around McIvor Lake with a big, boggy, black pit of mud waiting at the finish line. â&#x20AC;&#x153;This event is very much about having fun,â&#x20AC;? said Chris Flood, one of the run organizers. Even if youâ&#x20AC;&#x2122;re not one of the two-person teams participating, the event is a blast to watch, especially with the mud pit at the end. And youâ&#x20AC;&#x2122;re welcome to check it out. â&#x20AC;&#x153;We would love audience participation,â&#x20AC;? Flood said. Flood and Lamont took over the organization of the event after the original group was unable to continue with it. Lamont and Flood didnâ&#x20AC;&#x2122;t want to see it die after

two successful years, so they took it over and made it an independently Campbell River event. There are mud runs elsewhere in the province. The previous organizers ran a mud run here and in Vancouver but are unable to continue with the

local event. â&#x20AC;&#x153;The opportunity just sort of showed up in February,â&#x20AC;? Flood said. Both Lamont and Flood felt it was an event that would encourage Campbell Riverites to remain active while providing some visitor benefit to

the community. They felt the run can help promote Campbell Riverâ&#x20AC;&#x2122;s outstanding mountain bike trail network. â&#x20AC;&#x153;Our trails are incredible,â&#x20AC;? said Lamont. She said it is great â&#x20AC;&#x153;being able to utilize them and publicize them.â&#x20AC;? The Mud Run Ride involves you and a partner alternating between trail running and beginner mountain biking. You will switch riding/running at a series of Mystery Challenges along the course. You do not need to wait for your partner at these challenges, you just have to wait for the bike you share. If you run the first leg of the race, at the first challenge you will wait for your partner to arrive by bike, then you complete the second leg of the race on the bike and you will keep switching like this at each of the challenges. The final Chal-

pants. â&#x20AC;&#x153;It really is for all levels,â&#x20AC;? Lamont said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re not focused on advanced athletes. Donâ&#x20AC;&#x2122;t worry about your time, just worry about finishing the race.â&#x20AC;? There are prizes for the winners of the various categories as well as best costume and random draw prizes. The categories are:

top male team; top female; top mixed; and the top mammoth team (where the two ridersâ&#x20AC;&#x2122; combined weight is over 400 pounds). Think of what you’d like your dog to do instead of jumping up, we suggest having your dog “sit” instead. Dogs will typically jump up to solicit attention, in the form of touch or verbal contact, and the more people try to push them away or scold them, the more the dog thinks his jumping Cathy Merrithew up is working. Many older outboard motors that have sat over the winter months, need to be checked to see if the motor’s battery and steering are working. George was born in Stockport, England and was evacuated to Australia during the War years. He immigrated to Canada in 1953 and lived in Toronto until 1966 when he married his longtime friend Kathleen, and together they moved to Newmarket, Ontario. Kathleen and George moved to Vancouver Island in 1974 where George was a volunteer firefighter in Willow Point, and a custodian for school district 72. George is survived by his loving wife Kathleen Isobel (nee Elders), his daughter Susan Simpson, and his sons Ray Butcher, Jim Butcher, and Bill Eccles. A gathering of close friends and family will be held at a later date. Please feel encouraged to send donations in George’s memory to the Campbell River Hospice Society. Miss Me, But Let Me Go. Five NIC instructors receive international teaching excellence awards Five North Island College instructors have been selected to receive prestigious National Institute for Staff and Organization Development’s Excellence Awards. NIC instructors Roger Albert, Laurie Bird, Ken Jackson, Laura Johnston, and Betty Tate will be honoured at NISOD’s International Conference on Teaching and Leadership Excellence, held in Austin, Texas later this month. The National Institute for Staff and Organization Development (NISOD) is dedicated to the continued improvement of teaching and learning, with the ultimate goal of student success, and has been hosting an annual ceremony to recognize Excellence Award recipients who represent the best in community college education since 1989. Dr. Evelyn Waiwaiole, the Suanne Davis Roueche Director of NISOD says, “The Excellence Awards are an annual recognition of what is good about community colleges.

Celebrating those individuals who have contributed to student success and their colleges’ mission is something we look forward to celebrating each year.” Laura Johnston, Aboriginal Education Advisor at the Campbell River campus, and English Instructor at both the Comox Valley and Campbell River campuses, excels in building community relationships with the First Nations in the region and is the founder of the very successful Indigenous Voices & Visions series. Walk through history The Campbell River Genealogy Society was part of the recent B.C. Historical Federation Conference held here recently. The society opened their library located in the Maritime Museum for a tour. Librarians were on hand to talk about the vast collection of genealogical information the society has amassed over the years. A coffee break along with sweets baked by society members was provided after the tour. On Sunday, the delegates were also taken on a tour of the first cemetery opened in Campbell River. In all, 12 grave sites were visited with a short presentation given at each by a society member. A few of the grave sites on the tour were, Vanstone, Perkins, Thulin, Masters, Painter and Haines. The society is planning on a tour which would be open to the public in the future.
