Opposition to Enbridge sent to JRP from NDP

The NDP caucus has written and signed a letter detailing its opposition to the Enbridge Northern Gateway Pipeline and sent it to the National Energy Board Joint Review Panel, which will decide whether the project will go ahead. The three northwest MLAs – North Coast MLA Gary Coons, Stikine MLA Doug Donaldson and Skeena NDP MLA Robin Austin – have made their opposition to the project known but this letter is significant, said Austin. “This is significant because it’s signed by every member of the NDP caucus, including [opposition leader] Adrian Dix,” he said. The 11-page letter talks about a number of issues, including the importance of sustainable economic development, risks outweighing benefits and oil spill impact plus two pages of footnotes and a page with all 35 caucus member signatures on it. The caucus’ main concerns are: tanker traffic will put the B.C. coastline at serious risk of environmental and economic damage form potential oil spills; the pipeline will cross remote and highly valued areas of B.C. and almost 800 streams, putting valuable environments and species, such as salmon, at risk; the impact of an oil leak or spill would be more severely felt by First Nation communities; greenhouse gas emissions generated by pipeline-related oil sands development will contribute to the economic, environmental and social costs of climate change; the pipeline provides few long-term and sustainable economic benefits for B.C.; and the pipeline is forecast to increase Canadian oil prices for Canadian consumers.
Cullen says government should be embarassed by Grenville Channel spill Shaun Thomas Skeena - Bulkley Valley MP Nathan Cullen is calling on the government to come up with a permanent solution to prevent future leaks form the the U.S. Army’s Brigadier-General M.G. Zalinski, which sank in 1946 with 700 tonnes of bunker fuel on board. As reported yesterday, members of the Gitga’at Nation of Hartley Bay reported a fuel slick five miles long and 200 feet wide in the waters of Grenville Channel. Today the Coast Guard, who sent a ship from Prince Rupert to respond, said they would be sending a dive team down to repair the leak and examine the ship, but Cullen said that simply isn’t enough. “If draining the ship not an option and raising the ship is not an option, the government needs to come up with an option. If this was a leaking ship in Vancouver harbour or
Lake Ontario, this wouldn’t be an ongoing thing and those areas don’t rely on the ocean resources nearly as much as Hartley Bay residents so the risk is greater,” he said, calling the spill “a serious, serious threat”. “We need to stop the groundhog days. The ship leaks, the community calls people in to fix it, they take some time to respond then patch it up and some years later it leaks again. We need to stop this band-aid resolution.” As for what can be done to get more action on the spill in Grenville Channel, Cullen said the answer is simple. “What can we do? We can embarrass them. The government should be embarrassed by this. At a time when they are pushing pipelines and tanker traffic they can’t even clean-up from this ship that sunk over 60 years ago,” he said. “The government doesn’t gain a lot of credibility when
it can’t even do something like this when they are saying they will protect the marine environment in the future...It really shows lack of ability to follow through on threats in the future if they can’t address past threats.” Cullen also said this shows the importance of having a better response system in light of the recent closure of the federal office in Vancouver that works with industry on spills. “This is a test case. A community notifies the government, the government says they’re going to clean up and the response time is lacking...Speed is of the utmost important when it comes to response time to minimize the impact from any spill,” he said. “And this is bunker c fuel, raw bitumen is 100 times worst. Ask any spill company and they’ll tell you that.”

There’s been several cases recently when officers on their way to an urgent situation were held up because of traffic ahead of them. The reminder also applies to the need to pull over and stop because of fire trucks and ambulances on their way to urgent calls. RCMP auxiliary officer were injured late last year while sitting in a marked police car off the travel portion of the highway at Ferry Island in Terrace. A van clocked on radar as travelling more than 120 km/h smashed into the back of their vehicle. Crack and the auxiliary constable, Shelley Ullery, were off work for a considerable period of time because of the injuries. The driver of the van was charged with impaired driving and dangerous driving.

to have the first of two proposed LNG processing lines completed by 2016 on a vacant Haisla reserve at Bish Cove, a site on Douglas Channel. It is one of two proposals in the area to liquefy gas from northeastern B.C. and load it on pressurized tanker ships for export. Haisla Nation Chief Councillor Ellis Ross called the LNG proposal “a gamechanger for the Haisla people,” adding that the federal and provincial legislation will clarify regulation as well as investment certainty. The new law will allow the LNG project to be governed by B.C.’s Oil and Gas Commission along with the rest of the petroleum industry in the province. Polak said the federal legislation, and its provincial counterpart, are need-
Kitimat RCMP police report at council Over half of the year’s common assaults were committed in the month of March, according to the RCMP’s monthly report to council. The report was available in councillors’ information package at their April 16 meeting but Staff Sgt. Steve Corp didn’t make it to the meeting that night so there was no elaboration on the numbers.
Under the heading of common assault the report indicated 11 out of the 20 to date. The month of March also saw two sexual assaults, with four reported for the year to date. There were three reports indicated in March for assault with a weapon or assault causing bodily harm. There was one incident of criminal harassment (only
one to date), three incidents of threats against person (12 to date) and three animal calls, with one of those being for a bear. For property crimes where was only one residential break and enter and one instance of shoplifting, while there were 12 reports of mischief to property under and over $5,000 and six reports of causing a disturbance. For general drug posses-
sion there were four reports of possession of marijuana and one for trafficking other drugs (the report didn’t specify what ‘other drugs’ are but the listed ones were cocaine, meth, Ecstasy, and marijuana.) For a year-to-year comparison, sexual assaults are only three away to 2011’s total of seven cases, while there are currently zero robberies against 2011’s four.

The Squamish Nation proposal is for 600 condominium units with retail space in four towers next to Park Royal shopping centre in West Vancouver. The legislation would not allow units to be sold, so they would be leased. The legislation includes a framework for the Squamish Nation to contribute to roads, water and other services needed for the development, and to register the property with the provincial land title system. “We have been working in partnership with local, provincial and federal governments on this initiative because we believe it will enable our lands to compete on a level playing field in the marketplace,” said Squamish Nation Chief Ian Campbell. Polak said the legislation doesn’t solve all problems of land use on reserves. Currently aboriginal communities can build or operate businesses on reserves without regard to provincial environmental laws or local zoning.

VICTORIA – The B.C. government has introduced legislation to allow provincial laws to apply to two major developments on aboriginal reserve land. A liquefied natural gas project on a Haisla Nation reserve near Kitimat and a four-tower condominium commercial development on a Squamish Nation reserve in West Vancouver will be subject to the B.C. building code and environmental regulations once federal and provincial laws are harmonized. Currently, reserve lands are subject only to federal laws under the Indian Act, which prohibits the sale of reserve lands. B.C. Aboriginal Relations Minister Mary Polak said the changes were sought by the Haisla and Squamish, because they create certainty for private investors to finance and build the projects. “This is really a historic opportunity to begin to regularize the types of developments that take place on reserve,” Polak said. Kitimat LNG, a consortium led by gas producer Apache Corp., hopes

Good news, bad news There was good news and bad news for the BC Liberal government in the recent byelections. The bad news was obvious: barring a colossal blunder by the New Democrats between now and next May’s election, the Libs are going to be tossed out of office. Anticipating her candidates were going to get a drubbing, premier Christy Clark had prepared the ground by warning that a split right wing vote would let the socialist hordes in the door. And, superficially, she was proved correct in the case of the Chilliwack-Hope result. NDP candidate Gwen O’Mahony was elected with 41 per cent while the combined total for the Libs and BC Conservatives was 56 per cent. However, saying the split cost the Liberals the seat assumes that those who voted Conservative would, in the absence of a candidate from that party, have voted Liberal. I very much doubt it. And in Port Moody-Coquitlam there was no such excuse: Joe Trasolini took a clear majority of the votes with 54 per cent - more than the Libs share in their 2009 victory. Worse yet, Trasolini was a Lib defector he even worked for the Clark campaign when she won the seat in her previous political incarnation. Granted by-elections are notorious for voters giving the governing party a kick in the pants when they know it won’t change who is in power, then reverting to their roots when push comes to shove in a general election. That isn’t going to happen this time. The wounds of the HST fiasco have not healed and the Liberals’ claim to be the great managers of the economy has been exposed as so much hokum. All they have proved is they do a great job of running the province when the economy is booming and every bit as powerless as anyone else when it is not hence the desperate HST cash grab. And then there is Clark. Unquestionably she has a radiant smile and wears a hard hat better than any politician I have ever met. But once you look past that, you see a light weight who shoots from the lip and is therefore too often prone to blunders when she strays from the script. A glaring example was the occasion I

summer in Toronto. There was enormous pride alive in the city as the tower opened to become the world’s tallest free standing structure and the world’s tallest tower, at the time. Our employers were all very patient with us as we were all literally glued to the action, which took place, I must say, in quite different circumstances to the addition of the tower in New York last week – a relatively safe upward extension of the very large roof of the Freedom Tower – whereas the Toronto antenna was being added to a very narrow base high a ways above the now-famous Tower visitor pod, at the 1,465 feet level. The CN tower held both records for 34 years until the completion of the Burj Khalifa, a 2,735 feet high skyscraper built in Dubai in 2010 and officially the world’s tallest; the Tokyo Sky Tree, completed in 2010 at 2,080 feet and the 2,000 foot tall Canton Tower in Kwangchow, China, completed last year. However, the CN Tower remains the tallest free-standing structure in the Western hemisphere and of course is still a very recognizable icon of Toronto’s skyline, and a symbol of Canada, and continues to attract some two million international visitors annually. The Tower in not considered as a “building” as such, but is defined as a structure. Canada’s highest building, by comparison is the 100-storey First Canadian Continued on page 11

Solution to potentially hazardous issue could be to install stairs Cameron Orr Councillor Mario Feldhoff would like to see the District of Kitimat install a set of stairs to connect the parking lot of Subway and Envision with the library walkway. His motion came up for discussion on April 16. “I know that in the eyes of some people this is a minor point. We look at the major points but we also look at the minor
points from time to time,” he said, opening the conversation. He found that accessing the library from that parking lot, the most convenient one, was not user friendly. “I think there’s a bit of a hazard there,” he said. The motion was later amended to include wording that allowed for stairs or a ramp if geography allowed. A connection was not originally made when the library

The District of Kitimat will be pitching in $4,000 to a group seeking to develop a mid-coastal ferry to Bella Bella, Klemtu and Hartley Bay. Council decided on that during the in-camera portion of their April 16 council meeting. Mayor Joanne Monaghan, who also sits on the Mid Coastal Ferry Project committee, said a preliminary study has already been done that indicated the ferry would be feasible and that interest has been growing among interest
groups from the Northwest Community College to the hospital. “Everybody was really excited about it and have been sending in letters to support the next feasibility study,� said Monaghan. The entire study will cost $15,000 and the project committee has lined up grants and corporate sponsorship for the study in addition to the District’s recent contribution. Monaghan said the ferry will provide a way for those remote coast communities to
receive food shipments, access training and work and to open up access to health care. “Eventually I think it will go the other way, so they can start cultural tourism,� she said. Monaghan herself spent some time living in a few of those remote communities and said that the ability to get out of town was something that was certainly lacking during her stay. She said she expects this next study will take only four or so weeks to complete.

The Kitimat Marlins Swim Club held a team time trial this last Thursday. It was a chance for some of the younger swimmers to get some fun racing in and a chance for the older swimmers to tune their racing skills before the Richmond West Coast Open and Kitimat
mino will join Kyler Cordeiro to represent the Marlins at Age Group Nationals this summer in Calgary. Also breaking a pool record was Kleanza Cathers (12) in the 11-12 girls category. Cathers 1500 meter freestyle was the largest one swim improvement for the Marlins at the time trial. She took 39 seconds off her personal best time set just this January in Prince Rupert. Her time of 20:02.96 for the tough 60 length race was a whopping 1 minute and 38 seconds faster than the old pool record set by Sarah Minaker from the Kitimat Marlins on Dec 3, 1999 of 21:41.22. The two pool records were the first records broken by Marlin swimmers since the Sam Lindsay Aquatic Center reopened in April, 2009. Hopefully it is a sign of things to come for the Marlins in the future. 17 swimmers went personal best times in both of their races at the time trial. They were Kleanza Cathers, Char-
