The District of Lake Country council chamber was packed for a public hearing on Tuesday, May 1. Almost every member of the public in attendance was there to either comment or listen to the views of their neighbours in regard to the rezoning of properties on Seaton Road, bylaw 814, dubbed the “Farmer Bylaw.� As is the procedure for public hearings, council was free to ask questions of those who took to the podium, but did not deliberate on the issues or offer any comment. The Farmer Bylaw has attracted considerable public interest and opposition from people living in the area. The land is sandwiched between Okanagan Centre and Seaton Roads, surrounded to the south and west by the old gravel pits. To the east of the subject properties is a relatively small parcel of homes and churches. To the north is Agricultural Land Reserve farmland and residential development, including the new Sage Glen neighbourhood. The land in question has been granted conditional exclusion from the Agricultural Land Reserve. It has been designated for future light industrial in the Lake Country Official Community Plan. Some of the land

owners have applied to have the new light industrial zoning applied to their land. The public hearing started with Peter Klimuck defending the wishes of land owners who hope to have the zoning change applied. The owners have collected 130 names on a petition in support of the rezoning application.

Klimuck also pointed out there are five owners of the land in question, four of whom are in favour of the rezoning and who collectively own 98 per cent of the land. It was also pointed out that at the OCP consultation, nobody raised any concerns. A representative from the Free Methodist Church, which owns two parcels, came forward in support of their rezoning request. The Free Methodists said the land is no longer

conducive to camp activities, is unusable for the church and is presenting a hardship. The representative summed up the point of view of the church, saying: “The land is not suitable for agriculture, is not suitable for camping and it can be better used to provide jobs.� Several other people ventured forward to voice their support of the rezoning, but overall the landowners had slim support at the public hearing. The bulk of the speakers were deeply opposed to the possible changes. Speakers eloquently put forward their love of the bucolic charms of the area, their expectation that ALR was permanent and that their life decisions had been based on that belief. Resident after resident spoke to the special qualities of the area, including the lack of noise pollution and its beauty. Diane Wilde, the owner of a property opposed to the rezoning, offered several suggestions that could possibly temper the impact of the rezoning on area residents. The possibility of a compromise position with extended buffering along Seaton Road was raised by several people. Overall, people speaking in opposition were adamant about the potential detrimental ef-

fects of the rezoning on their standard of living. The issue of odour pollution from the Burnco property and the possibility of an increase in industrial odours was raised. Safety due to increased traffic and lack of sidewalks was another major concern.

THOMPSON BYLAW The other item up for public comment was bylaw 815, the Thompson bylaw, at 10660 Highway 97. This bylaw is for a proposed plan for the property, currently zoned RR1, to be rezoned to a mixture of low density multi-family residential (RM2) and neighbourhood commercial (C2). The location is in the Pretty Road area and several nearby homeowners and an area business person stepped forward to give their views. There was no objection from the owners of the land where the Husky gas station is located, provided the Pretty Road extension is completed first. Several nearby neighbours residing on Eva Road were concerned about increased future traffic noise. Future sewer upgrades were also mentioned as a concern for the area. Lake Country council will schedule a third reading on both bylaws for a future council meeting.

Budget relies on property taxes Stolen boat abandoned but BOBBI-SUE MENARD To get a true measure of the tax base difficulties faced by the District of Lake Country, it is helpful to take a look at the budget plan presented by district staff at the May 1 council meeting. Stephen Banmen presented a series of charts detailing what was referred to as the “weak� position of the Lake Country tax base and its disproportionate reliance on residential property tax to fund district services. The information was necessary

for council to receive prior to the special council meeting on May 8 to adopt a financial plan for 2012 to 2016. Some of the details in the proposed budget bylaw include a breakdown of the tax base. Property tax is the largest share of the tax base representing 32 per cent of the revenue for Lake Country. A full 86 per cent of that, or $7.5million, is from residential taxes. Light industry makes up two per cent of the tax base while

farmland contributes 0.1 per cent of district tax revenue or $6,517 this year. The remaining tax base in Lake Country is made up of 26 per cent fees and charges and 20 per cent from other revenue. Transfers from other reserves were a total of 13 per cent of this year’s revenue. Fundraiser for youth arts school BOBBI-SUE MENARD The Summer Art Scene for Youth (SASFY) has its major fundraiser Sunday, May 27, 1:30 to 4:30 p.m., at Creekside Theatre. This event will feature top youth artists and performers eager to be the next Okanagan stars. Many of the young talent have won awards and are on their way to outstanding future careers in the arts. Get ready for a fabulous afternoon of music, song, dance, original composition, theatre, visual arts, food and ethnic diversity. SASFY was launched in the summer of 2010 and offers one week of intensive and varied art

workshops to middle school and high school students throughout the Central Okanagan. This is the third year for the program which will be run out of Creekside Theatre and George Elliott Secondary School this summer. The youth summer school has proved to be enormously popular with parents and students. The high quality program has received funding from various community groups, including the District of Lake Country, the Central Okanagan Foundation and School District 23. Fundraising is necessary to help keep the cost of the programming accessible to a broad range of interested children.

“We have already had requests for scholarships this year,� says Claudia Kargl, SASFY president and artistic director. Part of the cost of running the programs is small class sizes and quality teachers in a multitude of artistic disciplines. Students can attend workshops in culinary arts, drama, fashion design, visual arts, wood working, performance and musical arts. School District 23 helps with a bus shuttle service from West Kelowna and Rutland, enabling the program to be held in Lake Country. It is a remarkable value at $175 (including lunches) for the six-days of workshops.

This year SASFY has 80 spaces available for the week and already 43 students have signed up. The May 27 fundraiser will have a sign-up table for students who would like to take part in this summer’s program at special pricing. The event itself promises to be great fun; you will be able to see some of last year’s program participants in action. stolen truck still missing A stolen boat was left abandoned on the side of Tronson Drive off High Road in Kelowna on Monday morning and police found that the truck used to steal it had been stolen as well. On May 7, at 4:15 a.m., the Kelowna RCMP received a report of a suspicious occurrence on the 900 block of Tronson Drive. Apparently, a group of youths had left a boat and trailer on the side of the road. The boat was wrapped in white plastic indicating that it had been in storage for the winter. Police found that the trailer used to tow the boat had been damaged, causing a flat tire—the likely reason for the boat being abandoned. The boat was returned to its owner. Evidence left on scene led police to the owner of the suspect vehicle. When police arrived at the owner’s residence, they discovered that his truck had been stolen earlier and was still missing at mid-day Monday. The vehicle is described as a white 1999 Ford F250, with B.C.

SNOWMOBILE FOUND West Kelowna RCMP are requesting public assistance in locating the owner of a found snowmobile. On May 1 a snowmobile was located on Christie Forest Service Road, which is off of Esperon Forest Service Road, which is off of Bear Main Forest Service Road. The snowmobile is not currently reported as being stolen and may have been abandoned over the winter. Should this snowmobile belong to you or if you know who the owner may be please contact Const. DISTRACTED DRIVERS The Central Okanagan Traffic Services (COTS) and Kelowna

Integrated Road Safety Unit (IRSU) will be responding with enforcement to a recent concern from the community— distracted drivers. Police will be looking for any driver behaviour that takes their attention from the road. That includes: texting while driving, talking on a handheld cell phone while driving, putting on makeup while driving, and reading a newspaper or book while driving. Roadways are very dynamic environments with situations and circumstances that can change quickly. By taking your eyes off of the road for even a moment you increase the chance of a collision. “There are no messages or conversations that are so important that you need to put lives at risk,� says S/Sgt Al Dengis of COTS. “If you need to make a phone call on a cell phone or check email, I suggest you use a hands free device, or pull your vehicle over.� The fine for using a non-hands-free device while driving is $167 with three driver penalty points possibly assessed.

Sugar the Clown ready to entertain in Lake Country SUGAR FROM A1 Sugar interactive, her special skill is balloon tying as Ingram has put in countless hours of practise tying balloons. Ingram got into clowning by accident. Prior to clowning, Ingram worked with special needs adults, and then in teaching. While living in the Lower Mainland, the occasional chance to be in the movies came Ingram’s way as an actress.

While on set someone asked her about becoming a mascot—it was her first inkling of what clowning was like. To the editor: I wasn’t in the least bit surprised to read that Kelowna’s mayor (Walter Gray) chose not to sign a letter in support of decriminalization of marijuana. (See Alistair Waters’ column below.) After all, Kelowna is a right-leaning community, and he believes he needs to pander to his base. However, the mayors of towns like Lake Country and Vernon signed the letter, and their inhabitants aren’t more liberal in their views than we are. It just appears these mayors are willing to take a progressive position on it. They’re joining attorneys-general, sen-

More mayors should follow Baker on pot issue

T

he call for legalization—or at least decriminalization—of marijuana in B.C. is getting louder. Recently eight B.C. mayors—including James Baker of Lake Country, Robert Sawatzky of Vernon, Chris Pieper of Armstrong, Howie Cyr of Enderby, John Ranns of Metchosin on Vancouver Island, Darrell Mussamotto of the City of North Vancouver, Burnaby’s Derek Corrigan and Vancouver Mayor Gregor Robertson—released a letter they had all signed calling on Victoria to tax and regulate the drug as a way to stop gang violence in this province and help make communities safer. They sent the letter to Premier Christy Clark, NDP leader Adrian Dix and B.C. Conservative leader John Cummins. The mayors’ call comes on the heels of similar demands by four for-

Alistair Waters mer Vancouver mayors and four former B.C. attorneys-general. The attorneys-general served in both Liberal and NDP governments of the past. Unlike some who staunchly hold on to the view that lumps marijuana into the same category as heroin and cocaine and considers it just as worthy of a legal ban, the latest group of mayors to speak out have come to the realization that the pot prohibition is helping feed B.C.’s growing culture of crime. In this latest letter, the

mayors say the current prohibition has led to large-scale grow ops, increased organized crime, ongoing gang violence and the need for increased police budgets to deal with the problems. Without saying it directly, they make a strong case that with more marijuana available than ever before, it’s clear the pot portion of the “war on drugs” has been lost. The mayors say 85 per cent of the province’s marijuana industry is controlled by criminal groups and the total industry is now worth $7 billion per year. “It is time to tax and strictly regulate marijuana under a public health framework,” wrote the mayors. The fact the letter was written by four rural area mayors—leaders of smaller B.C. communities—as well as three big city mayors shows that the issue is not just one that affects the Lo-

will not support any relaxation of the current laws concerning marijuana at the national level, any move by the province is likely still a long ways off. But that does not mean the mayors’ call should go unheeded. As B.C. municipalities like to say, there is strength in numbers. So, more mayors should join the call. Here in the Central Okanagan, Kelowna’s, West Kelowna’s and Peachland’s mayors should jump aboard the wagon Baker has helped set in motion. The Lake County mayor deserves credit for taking a stand on a controversial topic. Now, do his colleagues in the other Central Okanagan municipalities have the guts to follow suit? When compared to w tobacco or alcohol, neither of which has ever been prescribed as medicine, it seems a fairly benign substance. If pot is decriminalized, people like my son’s friend’s mom with cancer, could grow her own to alleviate her symptoms. Instead, her son has to go to the Hell’s Angels for pot! Weeds are all the fault of Adam and Eve

O

n the first truly warm day of spring in this part of the continent, I went out weeding my garden. I don’t enjoy weeding. I consider weeds about as lovable as Republicans. Or fundamentalist preachers. Or pre-recorded telemarketing messages. Sorry about that— weeds tend to get my dander up about all kinds of things that bug me. Like China. What is it about China that weed roots find so attractive? I have a sure way of telling which green things are desirable plants, and which are weeds. If I gave it a good sharp tug, and it comes out easily, it was a plant. Past tense. Real weeds never come out that easily. Last summer, I bought a wonderful new weeding tool. It has prongs that jab down into the earth to grab an entire dandelion by the throat. It has a long han-

There’s enormous satisfaction in heaving on that handle and feeling a dandelion’s tap root scream in protest as it lets go of its links to the evil socialist empire on the far side of the world. I blame weeds on Adam and Eve. Weeds, you see, are a direct consequence of what theologians call “the fall.� Like tornadoes, blizzards and volcanos, noxious weeds didn’t exist in the original Garden of Eden. Read the Bible and see for yourself—there’s no

mention of any of those in the Creation story of Genesis. These complications came into being only after Adam and Eve got banished from the garden for disobeying God’s explicit command. God told them: “Don’t bite that apple!� But they did, and immediately realized they were naked. Which, naturally enough, led to Eve getting pregnant. So God evicted them from their Earthy paradise to a land of privatized health care, so that Eve could have babies and Adam could pay for them by the sweat of his brow. Of course, there had to be labour for Adam to sweat over. So, since agriculture was the only industry available, God invented weeds. Also tornadoes, earthquakes and floods, just to make sure Adam and Eve could never think they had created their own version of paradise. As a conservative

To the editor: In reference to the letter by Frank Valeriote, MP Liberal Party Critic for Agriculture, in the May 2 Lake Country Calendar, I wish to correct the misinformation regarding the Canadian Food Inspection Agency. The Canadian Food Inspection Agency’s food safety budget has not been cut. This incorrect accusation is based upon two projects included in CFIA’s Report on Plans and Priorities which were short-

term initiatives, funded for two years and three years respectively. The CFIA has taken unprecedented steps to improve Canada’s food safety system and better protect Canadian families. This has included multiple investments by the Government of Canada which includes: • More than $489 million over five years through the Food and Consumer Safety Action Plan. Of this total, the CFIA received more than $223 million to en-

hance inspection of high risk sectors, track imports and boost recall capacity • $75 million over three years to respond to all 57 recommendations of the Weatherill report. Cruelest part of Alzheimer’s is that it has no cure NORM LETNICK

T

here are few challenges more frustrating and painful than caring for a loved one suffering from dementia. Not only because their needs are often so great, but they can seem to become completely different people. Unfortunately, dementia is far from rare, and touches many families in Canada and B.C. My own family is no different—sadly, my mother-in-law suffers from dementia. We are very lucky that she’s in a caring home and our family sincerely appreciates the support from the government and those at the Alzheimer’s Society. It gives us great comfort to know that neither she nor her primary caregiver is alone in the struggle. The most common form of dementia is Alzheimer’s disease. Alzheimer’s seems to attack the entire brain: It affects both short-term and long-term memory, thinking ability, mood, emotions and behaviour. The cruelest part of all, however, is that Alzheimer’s has no cure. Unable to cure the disease, healthcare professionals in B.C. and elsewhere have focused on finding better ways to care for its victims. The provincial government is working on a Dementia Action Plan. To be released by October of this year, it will include guidelines for dementia care to support caregivers and promote evidence based practice in all care settings. It will reflect the excellent work that regional health authorities, clinical experts and physician leaders across the province have continued to collaborate to develop and improve evidencebased clinical guidelines, educational resources, and interdisciplinary care teams to better meet the needs of people with dementia. Finding ways to improve treatment is obviously good news, but some recent work at UBC deserves some attention. Led by Lindsay Lagamatsu, researchers found that twiceweekly resistance training can slow down cognitive decline in seniors with mild cognitive impairment.

These B.C. researchers compared the efficacy of aerobic training, resistance training and balance and tone training. They discovered that in

senior women with subjective memory complaints, six months of twice-weekly resistance training improved selective attention, conflict

resolution and associative memory. With impaired associative memory being a sign of the early stages of Alzheimer’s, the research

suggests we can make a difference. This is encouraging news, to say the least, and while they caution that their initial find-

ings shouldn’t be generalized to men or women of other ages, the message is clear: just beNorm Letnick

SD23 zone public speaking ďŹ nals Oyama Traditional School hosted the zone public speaking ďŹ nals April 25 for all of the grade six students from School District 23. The following are speeches written and presented by two grade six zone ďŹ nalists.

breeder has helped animals and is still helping animals now at the Vancouver Humane Society. Not too long ago, a cat named Miracle was found in a little ďŹ eld, this cat wasn’t named Miracle for no reason as she was suffering in pain and misery. This poor cat was caught in a homemade leg trap. Miracle was found on March 23, 2012. Today Miracle is safe and is happy living in her loving home. So many cats and dogs are mistreated like Miracle. Have you ever thought about how sled dogs are treated? This brought me to my attention because of how many sled dogs are mistreated. Over 100 dogs were brutally killed in Whistler in 2011. When sled dogs are not pulling they’re almost always tied to posts for hours with no food or water. In Manitoba 60 dogs were in a sled dog business and all of these sled dogs were shot to death. Only 10 of the dogs survived this tragedy. All ten of the

1898 the Vancouver branch was founded. Now, there are 37 branches from as far as Vancouver to Kamloops and even further. There are many things to talk about the BC SPCA. How about animal cruelty for one? There are many examples of animal cruelty. Some farmers pluck chickens when they’re still alive. There are many examples but I don’t have enough time. If someone is mean to their pet, the animal may be seized and the owner charged for cruelty to animals. Finally, I will talk to you about how to save animals. Many things you can do to help. One thing you can do is donate money or things to keep the animals happy. Another thing you can do is adopt one of the many pets you can choose from. The most important thing you can do is spay or neuter your pet that way there won’t be so many unwanted pets in the world. After all, The BC SPCA’s mission: to protect and enhance the quality of life for domestic, farm and wild animals in British Columbia.

Hello parents, fellow students, teachers and honorable judges. Today I will be talking to you about the Humane Society and how they reached within to embrace humanity. Rebecca Breeder is part of the Humane Society and has been since 2006. She has been so passionate about helping animals since she was 13 and has reached within to embrace humanity. It all started when she presented a dead duck to her city council that was shot by hunters passing through. It took courage and bravery but she took a stand to help the animals. Not only did she present a dead duck but got hundreds of signatures from in there town to ban duck hunting in the area. Ever since that day Rebecca

BY KAIT What do you think about when you hear the word SPCA? Do you think of their work to save animals? Or do you think they are just a bunch of people who just put them in cages? Hello students, teachers and honorable judges. Today I will talk about the BC SPCA. First, it is different from a pound. A pound holds animals for 72 hours or 3 days to 1 week. With the SPCA, they hold animals until they can ďŹ nd their forever home. Also, the pound can even take someone’s dog and if the owner doesn’t show up in 3 days, they put the dog to sleep. Now how about I tell you about the history of the BC SPCA? It started when the prevention of cruelty to animals act (PCA ACT) was passed in 1895. Eventually, they made a non-proďŹ t society that embraces humanity by helping animals and ďŹ nding peoples lost pets known as, the British Columbia society for the prevention of cruelty to animals (BC SPCA). In 1896, the ďŹ rst meeting was held and in

intelligent sled dogs were able to be sent to loving homes. It took time for these dogs to heal but VHS was able to help them. VHS wants to do something to stop this and here are some things they think are important and should be done. s! BAN ON AMPUTATING TEETH OF DOGS TO prevent injury’s during ďŹ ghts s.O KILLING UNWANTED PUPPIES I have to agree with VHS and I think people should start taking a stand to stop the cruel things people are doing to sled dogs. So a couple of friends and I took a stand by putting on a bake sale to help the animals in need. On March 31, we girls had a huge bake sale at Oyama General Store. We sold cupcakes, cookies, caramel corn, and chocolate covered pretzels. We sold almost everything on our table and raised $140. We couldn’t agree which charity to donate the money to the SPCA or The Humane Society. So we decided to split the money. The SPCA and The

Humane Society each got $70. We didn’t think we would raise that much money but together we worked hard and helped the animals in need. Now you know more about the VHS and what they do for animals. You can ways to help animals by donating money, food, or volunteer. A big way you can make a difference is a adopting a new furry companion to your loving family. Keep thinking about what you would do if you found a box of hurt kittens all laying there waiting for your help. The Vancouver humane society has reached within to embrace humanity by helping animals in danger. It takes courage and bravery to take a stand and help the animals and The Vancouver Humane Society took that chance to try and make a difference. Thank you for listening to my speech and try to make a difference to help the animals in need. Embrace humanity!!

OUTSTANDING STUDENTS Taylor, Anna, and Kait had a bake sale at the Oyama General Store March 31 and raised money for the Humane Society and the SPCA. The girls worked hard and raised $140 through the bake sale and split the money with a $70 donation to the SPCA and a $70 donation to the Humane Society.

GIRLS U10 THUNDER Thunder shut out the West Kelowna Vipers in a 2-0 victory at Beasley Park Sports Fields. After the first goal, Sarah scored an insurance goal while Kianna put herself in great position to narrowly miss making the third goal. Kyla, Hanna and Taysia had some powerful plays on defense during the game. Thunder worked well together to dominate the game and made good efforts to keep the play in the opposing end of the field.

GIRLS U10 LIGHTNING The Lightning girls tied 1-1 with the Mission Roadrunners. Goalie Jasanna played well under pressure during the second half following goalie Geneva who managed to keep them off the score sheet during the first half of the game. Katie scored a strong goal to start off the game, Tamyra showed good ball handling skills while Jessye covered the field well to aid her team’s efforts. All girls played hard and fast in what was a physical game that tested them all. They provided a particularly strong wall against an indirect free kick in the box thus managing to avoid a second goal being scored by the Roadrunners.

BOYS U-10 CHAOS The boys team won its third consecutive game on Saturday at Beasley Park. John Henderson scored midway through the first half, and Jordan Barker played shut out goaltending to give the Chaos a lead of 1-0 at half time. The visitors from Rutland Warriors got a close range shot past second half goalkeeper Parker Thomas, who later made a fine save right on his goal line to

LAKE COUNTRY YOUTH CLEAN UP

MOVE FOR HEALTH DAY!

Over 300 students at George Elliot Senior Secondary School in Lake Country took on Community Clean up Month with a vengeance as they headed out of the classroom to clean up around their school and neighborhood on April 25th. Rae Stewart with the Regional Waste Reduction Office says with 16 classes, hundreds of students, and 14 teachers involved, it’s one of the larger youth mobilization efforts in the fifteen year history of Community Clean up Month in the Central Okanagan. “This is one inspiring project! These students get a big hats off for their spirit and dedication to our environment!” Rob Geier, teacher at George Elliot Secondary, says students are more than willing to roll up their sleeves for a good cause. “Student leadership needs to extend beyond the walls of the school and out into our community, be it reaching out to help our seniors, the food bank, or taking on a cleanup effort like this one. Students recognize they can make a difference and their efforts do have an impact.”

Suddenly, you need to think about your kids at school or elderly parents across town. If phones don’t work, some neighbourhoods aren’t accessible or families aren`t together, what will you do? Having a family emergency plan will save time and make real situations less stressful. Have an emergency kit and be prepared to take care of yourself and your family for a minimum of 72 hours until emergency workers can reach you.

Each photo will automatically be entered in a draw to win one of the prizes listed below. Enter as often as you wish, each entry must be a different photo. Winners will be announced Monday May 14th. Community Announcements x CUPE Job Action starting May 3rd affects unionized branches of Okanagan Regional Library in Lake Country. Branches will remain open, but CUPE workers will no longer be collecting fines or working overtime.
