New partnership could bridge gaps for victims of violence BREANNE MASSEY West Kootenay Advertiser

Battered women may have been forced to pay the price during a brief hiatus when victim services in Greater Trail did not exist, but a local partnership could change that. The Trail Family and Individual Resource Centre Society (FAIR) and the Skills Centre have partnered under the new Work-

BC Employment Services contract to create a program to bridge services for women who have been victimized. The new program will aid women in the community who have probably been working with either the WINS Transition House or Second Stage Housing programs who feel ready to work through the hurdles of gaining employment. “We are targeting the program

to 10 individuals in the first year,” said Carol Corbett, employment and human resources services coordinator at the Skills Centre. “For those participants who feel ready, there will be a work experience component at the end. We anticipate the entire program will take six to eight months to complete on a part-time basis.” According to Corbett, similar bridg-

ing programs exist for women throughout the province, but despite “two previous cohorts” in Trail, it has been years since previous programs were being used. She said previous programs were only used as “one-time contracts” that were full-time with an “intensive” model. “The project that we will deliver is somewhat modified from original programs

which were operated on more of a full time basis,” said Corbett. “We have not officially started yet as we are in the process of working with FAIR to identify the participants. But, we anticipate the women will leave the program with improved employability skills, possibly certificate training as required and work experience. And when the program is

completed, they will be able to receive ongoing employment related supports.” She stressed that it’s an employment program, not a women’s resource centre. The staff will teach participants a series of “how to...” skills, as well as personal planning, goal setting, building self-esteem and overcoming abuse tactics. It will deliver employment related

components such as career assessments, job search skills and resume writing. Finally, women in Greater Trail will have a bridging employment program that offers women a safe place to enhance their personal life and reassess their employability skills. Program coordinators are optimistic about launching the program this June.

Art lovers (and those who just love beautiful, thoughtprovoking things) are in for a rush with this year’s SculptureWalk. The 30 contributors to what is rapidly becoming one of Castlegar’s signature cultural events have been chosen, but it is not quite time to divulge their identities. Early disclosure of what lies ahead would take some of the impact from the gala kick-off event set for May 26 at the Kootenay Gallery. At that time, those with an appreciation for the tangible, substantial offerings like the ‘walk promotes will be like kids in a candy shop. In the meantime the anticipation seems to be growing exponentially. “We’re just hitting the ground running in a big way,” said Castlegar SculptureWalk’s Executive Director Joy Barrett on May 7... “working out all the sculpture locations, what new pedestals we need,

what new locations we’ll have... just the plan of where everything’s going to go. It’s like... moving one piece and everything else moves. It’s a bit of a project.” Most familiar locations will be once again occupied, however, there will probably be a new location near the library, as Barrett explained. “We’ve got one piece called ‘Open Book’ by an artist named Paul Reimer,” related Barrett. Oops, there’s one out of the bag! But seriously, the artwork is in the shape of an open book but doubles as a bench which can be enjoyed in the obvious way. “And we’ll probably have a new pedestal across from the SculptureWalk office, outside Ely’s dress shop. We’re still kind of working on some of the other ones.” With 30 sculptures (up from 26 last year) the program is clearly headed in the right direction. Watch for updates as they become available. The Rossland skate park is now in the design phase of the project and will likely have a public meeting later this month to show off 3D models of the planned design. Back in November the Rossland Skatepark Society held a meeting in which they gathered information on what sort of features skateboarders in Rossland would like, as well as concerns neighbours might have. The park now has a designer, Spectrum Skateparks. The company is Canada’s only firm specializing exclusively in design and construction of eco-friendly municipal skate parks. Robin Strachan, a director for the society, said that the designer was found through a request for proposal process. “So Jim Barnum for

Spectrum Skateparks will be our designer,” Strachan said. “We had him out a couple of weeks ago and did our initial site visit with him.” Strachan said they hope to break ground by next spring and have the park ready to go by summer 2013. As for what the park will look like, Strachan said they got a lot of feedback for a

flowing style park. “It really fits in with the sort of mountain culture and the mountain biking scene of this area,” he said, adding that it will complement the other skateparks and planned parks in other nearby cities like Castlegar and Nelson. “We want to try to be something that’s a little bit different.”

What’s New with What’s Old? Trail radio postcard fetches $104.50 WEst Kootenay Advertiser

Another in a series about local items selling on eBay. A vintage QSL card from Trail radio station CJAT sold last month for $104.50 US. The front showed photos of the station’s studio and transmitter, while the back, postmarked February 12, 1936 was addressed to F.E. Simpson of Montclair, New Jersey. It read: “Dear Frankey, Sorry cannot verify your report of Jan. 24th. On every night to 2 a.m. EST. Try again.” Radio stations issued QSL cards to listeners, usually in far flung locations, to confirm — or in this case deny — they had received the signal. An identical card mailed two days before the one above, sold in April 2006 for $51. It was sent to Arthur L. Robb of Topeka, Kansas, confirming he had in fact heard the station. By 1936, CJAT, formerly community station 10AT, was a commercial venture that offered a mix of network and homegrown programming. That fall, it fed a live dramatic series to the Dominion Network, The Ghost Walker, produced

and directed by Mercer McLeod, who later worked on the London stage. Today the station is known as EZ Rock. • A nice bird’s-eyeview postcard of the Boundary ghost town of Phoenix yielded $34 US, despite some surface damage. Published by McRae Bros. Ltd. of Greenwood and Phoenix, it was mailed from Grand Forks to Mrs. E.C.W. MacColl of

Port Moody in 1909. The message read: “Dear Folks, Am staying here overnight ... Saw the church and manse. It’s a peach. Next week I’m going out the Crow’s Nest and there will go up to Arrowhead and Revelstoke after I go to Spokane then to Port Moody. With love, your son Evan.” Scottish-Canadian poet Evan MacColl, who died in 1898, was known as “the Gaelic

Bard of Canada.” Was the postcard writer a descendent? • An unused postcard from the Bank of British North America’s Kaslo branch, dating from between 1900 and 1909 sold for $16 Cdn. The bank had its head office in London, and six branch offices in BC: Kaslo, Rossland, Greenwood, Ashcroft, Vancouver, and Victoria. It merged with the Bank of Montreal in 1918. A few former branch buildings survive in Dawson City, Winnipeg, and Toronto. • An 1896 stock certificate from the May Flower Gold Mining Co. sold for $46 US. This company operated the May Flower mine, also known as the Olla Pordrida (after a Spanish stew), south of Rossland. The company was incorporated that same year with a head office at Spokane. Its president, George F. Crane, was a New York banker and capitalist. The claim, now part of the Maid of Erin group, has been drilled and poked at as recently as 1995. Forty two 4-H members from five clubs met at the Rock Creek Fairgrounds on Saturday May 5 for the annual judging Rally Day. Twelve educational displays were on display in the front lobby. The 4-H members met outside to get instructions and meet the other clubs. The clubs posed by their banners for a great district photo before a quick game of 4-H trivia. Classes were judged then everyone enjoyed a scrumptious pot luck lunch. The demonstrations followed with local 4-H Ambassador Tim DuMont telling of his job representing 4-H around the province. Tim is a past member of the Boundary C Beef Club. Brianna Elliot told of her trip to Youth Action last summer. Brittany Fillmore talked on provincial club week where she won a trip to Alberta in July to attend a conference on “People helping People Plus.” Alanna Baiton also won a trip to Ottawa to the citizenship conference April 2013. Income Plus â&#x20AC;&#x201C; GLWB Products â&#x20AC;&#x201C; both are soon to be Kyboshed SUBMITTED

If we rewind the tape over the last decade, it is easy to recognize that as investors, weâ&#x20AC;&#x2122;ve had our fair share of stock market volatility. Itâ&#x20AC;&#x2122;s also easy to recognize that many of our retirees have a need for guaranteed income with sufficient growth, to ensure that they have enough to last throughout their lifetime. Most Canadians will have their Old Age Security and CPP benefits to count on. Some of our locals have also had the privilege of working for companies such as Zellstoff-Celgar, Te c k - C o m i n c o , School Districts, and Interior Health etc. where they have the benefit of a pension plan at retirement. Unfortunately, there are many more who are self-employed or working for a company that does not offer such plans and they are forced to save for retirement on their own. Back in 2006, a well-known insurance company introduced a phenomenal â&#x20AC;&#x153;pension-likeâ&#x20AC;? investment product known as â&#x20AC;&#x153;income plusâ&#x20AC;? which guaranteed a payment over a minimum 20-year

period. Not long after, many of the other top insurance companies followed suit and added more bells and whistles to ensure investors had a â&#x20AC;&#x153;guaranteed income for life.â&#x20AC;? These plans were issued only by insurance companies, because they contained guarantees which reached beyond traditional investments. While these plans arenâ&#x20AC;&#x2122;t for everyone, we have used them to fill a need for people who donâ&#x20AC;&#x2122;t have a pension plan from an employer. Their primary benefit is the production of an income which can be guaranteed for the life of the contract holder. This financial product is most commonly known as a Guaranteed Lifetime Withdrawal Benefit Plan or GLWB. These plans have been offered by insurance companies who promise to pay a guaranteed income for life, regardless of how the actual stock market is performing. Some of the plans promised to â&#x20AC;&#x153;lockin gainsâ&#x20AC;? every three years so that if your original investment grew then the new higher value would be used to define your income amount. Most plans offered bonus rates on the

income amount. As an example, if your income amount was $5,000 per year initially (but you delayed taking that amount for six years) then you would get a five per cent increase on that income amount each and every year you didnâ&#x20AC;&#x2122;t touch it.

It seems like the words â&#x20AC;&#x153;secure,â&#x20AC;? â&#x20AC;&#x153;comfortable,â&#x20AC;? and â&#x20AC;&#x153;guaranteedâ&#x20AC;? appear to be vanishing from our vocabulary altogether. Wow â&#x20AC;&#x201C; too good to be true. Finally, there was an investment where you could really have your cake and eat it too! Okay, so brace yourself for some bad news â&#x20AC;&#x201C; Yep, fast forward to today and all of this is going by the wayside. Weâ&#x20AC;&#x2122;ve been getting daily email notifications from all of the top insurance companies who are now â&#x20AC;&#x153;suspending further salesâ&#x20AC;? or making radical changes on these GLWB products. If youâ&#x20AC;&#x2122;ve already set up a GLWB plan then these changes will not affect your existing contract.

There may be limitations or outright restrictions on adding any more money, so itâ&#x20AC;&#x2122;s best that you contact your advisor to see how your particular plan will impact you. If these humongous insurance companies are starting to rein it in, it makes us wonder how all of the other company pension plans are going to deal with things going forward. According to Aon Hewitt, the global human resource consulting and outsourcing business of Aon Corporation, the percentage to which all of the pensions in Canada are â&#x20AC;&#x153;fundedâ&#x20AC;? dropped last year to 67 per cent - falling four per cent in 2011 alone, and itâ&#x20AC;&#x2122;s been steadily dropping since 2008. This means these company pension plans - on average - have about two-thirds of the money they should, in order to pay the promised pensions. Hmmm, so what does THAT mean? Chances are, it will require much higher contributions from employers and employees â&#x20AC;&#x201C; perhaps double â&#x20AC;&#x201C; and there is also the likelihood there could be reductions in benefits. Things like retiree medical coverage

and inflation protection will no doubt be the first to go... if your pension even offers those now. What once was a certainty of having a guaranteed lifetime company pension income; it seems that this too, is going by the wayside. More and more employers are dropping the liability of offering those expensive Defined Benefit Plans which pay you a percentage of your income per year of service. In turn, more companies are in favour of the looser Defined Contribution Plans, which simply hands you a pot of money when you retire and wishes you good luck! A taste of something new and something old highlights the 48th annual Silver City Days, which began Tuesday in Trail. More food vendors on the midway and the return of the popular Sidewalk Café are sure to whet the appetite of fairgoers. “As long as I’ve been around, the

Trail Brief A local municipal disagreement on the shared cost of sewer services has spilled over into the provincial arena after one city council flushed away recent proposal recommendations. After Rossland city council dismissed an eleventh-hour proposal from Trail city council in early April in an attempt to avoid arbitration, the Silver City council was quick to reply. On Monday night during their regular meeting Trail council voted to formally support final proposal arbitration under the “Community Charter” — as suggested by the Ministry of Community, Sport and Cultural Development (CSCD) — and asked the matter be dealt with by the province prior to the end of 2012.

“I really, sincerely believe we have to push this process along and take it to the point of arbitration and get it done with,” said councilor Kevin Jolly. “We’ve done everything we possibly can to reach an agreement.” He further suggested, given the loss to the taxpayers of Trail, they should be looking at recovering some of the money the city has paid in extra costs. For four years the question of who pays what portion of the cost of sewer service among Trail, Rossland and Warfield has been booted around like a political football. Trail is currently paying close to 70 per cent of the regional budget following a formula created in the late 1960s, based mostly on population and projected growth.

Housing prices up $12k in Q1 NELSON STAFF West Kootenay Advertiser

The average residential house price in the Kootenays rose $12,000 in the first quarter of 2012 from the same period last year. The number of sales has also increased, according to figures compiled by the Kootenay Real Estate Board. The average price for a detached home was $279,000. Within Nelson city limits, the jump was even more pronounced, with homes selling for an average of $370,000, compared to $317,000 in 2011 — highest in West Kootenay. Rural Nelson homes, however, saw a drop — $324,000 versus $450,000 in

the first three months of last year. In Kaslo, the average detached home sold for $300,000 this year and $275,000 last year, and in Salmo $215,000 this year against $122,500 last year. So far this year, 769 detached homes have been put on the market through the multiple listing service, and of that number 200 have sold. Meanwhile, the gross dollar volume across all categories of homes is $96.9 million to date. Last year saw the fewest house sales in the Kootenays since 1993, at 1,145, and the fewest across all categories at 2,112. The total dollar value of the sales was $537 million, the lowest since 2003.

The local lodge of Elks of Canada will celebrate its 100th anniversary at the Slavonic Hall in Grand Forks on May 12 at noon. As well as acknowledging 100 years of community service, the Elks will have a Mother’s Day pancake breakfast on May 13 from 7 a.m. to 11 a.m., again at the Slavonic Hall.

So Mother’s Day, Canada Day and the Grand Forks Fall Fair, along with other spo-

baseball uniforms with Elks emblem for the Boundary Babe Ruth Baseball team.” The Grand Forks Elks have also given donations to Grand Forks Girl Guides, Hardy View Lodge, Boundary Hospital, and Boundary Lodge. I’m excited for the summer games,” said Perkins. A strong rebounder and good defender, she is expected to play the forward position although she can also slide down to the guard spot.

“We’ve been working on a lot of different things,” said Dergousoff. “It’s more challenging than playing on the school team.” Despite being almost 5’9,” Dergousoff is expected to play guard and utilize her quickness and athleticism. “I’m learning a lot more technical stuff,” said Perkins. “It’s a lot harder basketball.” The B.C. Summer Games take place July

19-22 in Surrey. Before that, the Kootenay team will have a couple of team camps, one in Castlegar and one in Spokane. They will also head down o the B.C. Zone Provincial Tournament in Langley on May 25-27. At that tournament the team will have a chance to play games against other summer games teams as well as be evaluated by provincial team coaches.

He has always been a very quiet baby but sometimes he makes babbling sounds like “bababa” and “mamama.” He has not said any words yet and his mom wonders if this is normal. ...to consider when understanding typical speech and language development is that one-year-old children should be able to say one word at a time and two-year-old children should say at least two words together. Hearing loss can interfere with a child’s speech and language development so parents should also be on the look out for hearing problems. At three-months-old a child should startle to loud sounds and by six months they should turn to where a sound is coming from. If parents notice any signs that a child may not be hearing well they should talk to an audiologist or other health professional. There are some simple things that parents and caregivers can do to promote communication development. Try following your child’s lead: get face-to-face and down to your child’s level, observe your child’s body language in order to discover what he/she is interested in, wait for your child to do or say something (be patient - it can be 10 or 15 seconds), listen to your child’s message without interrupting and then respond in a playful way.
