VICTORIA - The B.C. government has introduced legislation to allow provincial laws to apply to two major developments on aboriginal reserve land. A liquefied natural gas project on Haisla land near Kitimat and a four-tower condominium commercial development on a Squamish Nation reserve in West Vancouver will be subject to the B.C. building code and environmental regulations once federal and provincial laws are harmonized. Currently, reserve lands are subject only to federal laws under the Indian Act, which prohibits the sale of reserve lands. B.C. Aboriginal Relations
Minister Mary Polak said the Haisla and Squamish sought the changes because they create certainty for private investors to finance and build the projects. “This is really a historic opportunity to begin to regularize the types of developments that take place on reserve,” she said. Kitimat LNG, a consortium led by gas producer Apache Corp., hopes to have the first of two proposed LNG processing lines completed by 2016 on a vacant Haisla reserve at Bish Cove, a site on Douglas Channel. It is one of several proposals in the area to liquefy and export tgas from northeastern B.C.. Haisla Nation Chief Councillor Ellis Ross called the LNG proposal “a game-changer for the
Haisla people,” adding that the federal and provincial legislation will clarify regulation as well as investment certainty. The new law will allow the LNG project to be governed by B.C.’s Oil and Gas Commission along with the rest of the petroleum industry in the province. Polak said the federal legislation, and its provincial counterpart, are needed for the Kitimat LNG investors to make their final financing decision this fall. The Squamish Nation proposal is for 600 condominium units with retail space in four towers next to Park Royal shopping centre in West Vancouver. The legislation would not allow units to be sold, so they would be leased.
The legislation includes a framework for the Squamish Nation to contribute to roads, water and other services needed for the development, and to register the property with the provincial land title system. “We have been working in partnership with local, provincial and federal governments on this initiative because we believe it will enable our lands to compete on a level playing field in the marketplace,” said Squamish Nation Chief Ian Campbell. Polak said the legislation doesn’t solve all problems of land use on reserves. Currently aboriginal communities can build or operate businesses on reserves without regard to provincial environmental laws or local zoning.

The incident was in regards to loss wages from a company that the victim is a supervisor for. The two suspects wanted the name of the company’s boss so they could get the money that they were owed. The males were driving a white pick up truck but no further descriptions were provided.

The entire study will cost $15,000 and the project committee has lined up grants and corporate sponsorship for the study in addition to the District’s recent contribution.
Monaghan said the ferry will provide a way for those remote coast communities to receive food shipments, access training and work and to open up access to health care.

Feds probe oil leak from sunken vessel By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - The Canadian Coast Guard sent divers down to investigate the wreck of the Second World War-era US artillery ship Brigadier-General M.G. Zalinski to discover the source of a fuel leak spotted near Hartley Bay on Wednesday. The equipment for the dive was moved into place on Friday, which included Coast Guard equipment for cleaning up anything else that might be released from the wreck. “On Saturday we were able to get down to the wreck and identify a small leak 15 feet from the bow of the ship. The patch was applied to the area and a sample was taken for analysis,” said Canadian Coast Guard spokesperson Dan Bates. It is believed that the Zalinski is leaking a substance known as “bunker sea.” “Bunker sea is a heavy fuel product that’s used on deep ocean ships. It’s a thicker, less refined version of petroleum. It’s a black tar-like stuff,” said Bates.
Representatives from Environment Canada, the Coast Guard and Transport Canada did a fly-over of the sheen that was spotted on the water on Wednesday. “That plane stacked with equipment that looks at the density and the characteristics of fuel on the water,” explains Bates. While original estimates were much higher, the plane’s equipment determined that there was only about one litre of oil on the surface of the water, a very small amount. There hasn’t been another oil sheen spotted on the water since then. “That sheen that was spotted on Wednesday was not only minimal, but also non-recoverable,” says Bates. “It’s an old wreck, it’s quite rusty. It’s possible that some of the rust has flaked off and allowed some oil from the tanks out. There was patching done in 2003 and 2005 to take care of some of the immediate issues so there may be leaks coming from those areas. But we won’t really know until we get divers down there to take a look,” said Bates.
Representatives of the Gitga’at First Nation are also at the site and have taken water samples to be analyzed. “This incident definitely raises questions about the federal government’s ability to guard against oil spills and to honour its cleanup obligations. As a result, our nation has serious concerns about any proposal to have tankers travel through our coastal waters, including the Enbridge proposal,” says Arnold Clifton, Chief Councillor of the Gitga’at Nation. Bates says that the Coast Guard has actually trained for this exact situation. In 2010 Prince Rupert members of the Coast Guard did joint training exercise with the US Coast Guard in the Dixon Entrance. One of the scenarios they practiced was there was a large fuel leak from the Zalinski. But Skeena - Bulkley Valley MP Nathan Cullen and newlynamed House Leader for the New Democrats, the official opposition in Parliament, said repairing the ship simply isn’t enough. “If draining the ship
not an option and raising the ship is not an option, the government needs to come up with an option. If this was a leaking ship in Vancouver harbour or Lake Ontario, this wouldn’t be an ongoing thing and those areas don’t rely on the ocean resources nearly as much as Hartley Bay residents so the risk is greater,” he said, calling the spill “a serious, serious threat”. Cullen’s comments were made in the context of a regular teleconference he holds with northwestern journalists and others. “We need to stop the groundhog days. The ship leaks, the community calls people in to fix it, they take some time to respond then patch it up and some years later it leaks again. We need to stop this band-aid resolution.” As for what can be done to get more action on the spill in Grenville Channel, Cullen said the answer is simple. “What can we do? We can embarrass them. The government should be embarrassed by this. At a time when they are pushing pipelines and tanker traffic they can’t
even clean-up from this ship that sunk over 60 years ago,” he said. “The government doesn’t gain a lot of credibility when it can’t even do something like this when they are saying they will protect the marine environment in the future...It really shows lack of ability to follow through on threats in the future if they can’t address past threats,” Cullen continued.

Overwaitea raises over $5,000 for Relay

PRINCE RUPERT - Over May 5 and May 6, Prince Rupert’s Overwaitea raised over $5,000 for the Canadian Cancer Society after holding a Pre-Relay for Life weekend-ofactivities in the store. The activities started on Saturday, May 5 with Spin the Wheel, where customers who donated $5 got to test their luck on a wheel full of prizes such as Save On More points, travel vouchers, and a chance to win a round trip to Vancouver, and more. Then later on Saturday, Sandy Jackson from Central Barbers donated her time and services to shave the heads on nine male employees who collected pledges to do so. The activities continued on Sunday, with Store Manager Dan Hansen hiking 50 miles on a treadmill in the store, a trek that took several hours to complete. On both days funds were also collected from hot dog sales that occurred outside the store. Prince Rupert’s Overwaitea Foods collected $5,681 all together, which massively surpassed the store’s fundraising goal of $2,500 on Saturday. All funds collected from the Pre-Relay for Life activities will go to-

We look at the major points but we also look at the minor points from time to time,” he said, opening the conversation. He found that accessing the library from that parking lot, the most convenient one, was not user friendly. “I think there’s a bit of a hazard there,” he said. The motion was later amended to include wording that allowed for stairs or a ramp if geography allowed. A connection was not originally made when the library was constructed due to the fact that the parking lot is privately owned.

VICTORIA - British Columbia joins jurisdictions across Canada in marking May 6 to 12 as Emergency Preparedness Week. Emergency Preparedness Week is a national awareness campaign co-ordinated by Public Safety Canada, in close collaboration with the provinces, territories and municipal partners. Since 1996, the campaign has served to educate Canadians of the value in emergency planning and preparedness for emergencies and di-
sasters of all kinds. British Columbia faces many hazards, most stemming from natural disasters. While the Province works closely with other levels of government to help ensure public-safety response and emergency management, safety begins at home with individual and family preparedness. When disaster strikes, emergency workers may not reach everyone immediately, or even for several days. Families should be prepared to take care of themselves for a minimum of 72 hours. The impacts of any emergency or
disaster can be lessened by knowing what to do before, during and after an emergency and by identifying the risks, having a plan and a kit prepared. Chaperone recalls trip to Vimy Ridge Contributed THE NORTHERN CONNECTOR
PRINCE RUPERT 42 CHSS students and six chaperones went to Vimy Ridge in April for the 95th anniversary of the famous Canadian victory in 1917. This was an experience to remember for a lifetime. The tour began in Amsterdam where we visited a cheese farm, stopped at a windmill, took a boat tour through the city’s canals, and visited the Van Gogh Museum. The following day we visited the Anne Frank house where Anne and her family hid for a year before their capture in 1944. We drove to the beautiful medieval city of Bruges, Belgium next. This UNESCO World Heritage Site is a jewel, seemingly untouched by two world wars. It was Easter Saturday and many of us were on a quest for Belgian chocolate. Easter Sunday found us in Lille, and from this central location over the next few days we fanned out through Normandy. The first thing we did on Sunday was hold a ceremony of our own in the Cabaret Rouge British Cemetery. Many of the men buried here are Canadians, and at least half of the men are “Known
unto God”. Before we came on the tour, each of us researched a soldier buried here. We honoured each man by telling his story as we stood by his grave. From Cabaret Rouge we drove a short distance down the road to the German cemetery at NeuvilleSt. Vaast. It was sobering to walk amongst the 44,833 graves, knowing the enemy suffered just as Canadians did. Sunday was a very busy day. Our next stop was the city of Ypres where the famous Cloth Hall and cathedral were rebuilt following the destruction of 1915. We all wished we had more time to visit this beautiful city, but there were so many more places to stop. We drove a short ways outside of Ypres to the Essex Farm Cemetery where Dr. John McCrae wrote his famous poem, In Flanders Fields. In 1915 an Advanced Dressing Station was located in this place, and it was here that Dr. McCrae attended to the wounded and dying. When he learned of the death of his good friend Alexis Helmer, he sat down here and wrote the lines we quote every November. Our next stop was the magnificent Menin Gate in the city centre. Following the stop at Menin Gate we drove a short distance outside of town to Vancouver Corner and the statue of the Brooding Soldier. It was here that Canadians withstood the first gas attacks; 2,000 Canadians died in a few days here in 1915. Many were from British Columbia and several from Prince Rupert.
Our last stop that day was a private museum at Hill 62, Sanctuary Wood. Students enjoyed exploring the landscape which has its British trench system moreor-less intact. Several Prince Rupert men died here, too. Easter Monday was the anniversary of the Battle of Vimy Ridge and we spent the day on the hill. Between 4,000 and 5,000 Canadian students gathered in the village of Givenchy and marched silently the 2.5 km uphill to Vimy Ridge. See Vimy, page 13

Vimy Ridge was a trip to remember Then we marched downhill to Canadian Cemetery No. 2 where we held another ceremony. A man from Prince Rupert is buried here, also. We had some time to explore the trenches and the monument, and were able to locate the names of 23 of the 34 or so Prince Rupert names inscribed there. We couldn’t find all of them because the front of the monument was out of bounds for security reasons. It started to sprinkle in the morning, and by the afternoon when the official ceremony began, we had a full-on Prince Rupert-style rain and windstorm. We braved it as long as we could, then sought shelter in our bus. Some brave souls held out to the end of the ceremony, including Meagan Fontaine who was an honourary torch-bearer, and Kaila Beaudry who carried the BC flag. There was a concert for students that evening, but considering our soaked state, we happily dropped that plan and went back to the hotel to get dry. Tuesday was our day to visit Juno Beach. We started above Omaha Beach at a place called

Longues-sur-mer. Four enormous German casemates are still standing here, three with guns intact. From this spot we drove down to the Canadian landing beaches and the Juno Beach Centre. Our group purchased a memorial brick in support of the Centre, the only place in Normandy devoted to telling the Canadian World War II story. The day ended in the city of Rouen where Joan of Arc was burned at the stake in 1431. We spent our final day in Paris. We visited the Louvre, Notre Dame and the Eiffel Tower, took a Seine River cruise, shopped and soaked up the atmosphere. A perfect ending to a wonderful tour.

Police warn bad drivers

TERRACE - May is aggressive driving month in British Columbia and local RCMP will be targeting aggressive drivers to to help make streets safer, said an RCMP press release last week. Aggressive driving includes: speeding, excessive speeding (41 kph+ over the posted speed limit), unsafe lane change or weaving in and out of traffic, rolling through stop signs, failing to stop for yellow or red light and fail to yield. These behaviors often lead to frustrated drivers and could result in a serious injury/fatal collision or a road rage incident. This May, police will direct resources towards addressing aggressive drivers. “For those who drive aggressively, now is the time to make the choice to change,” says Sgt. Pam Scott of the West Pacific Region Traffic Services. Police would also like to remind drivers that they are required to pull to the side of the road and STOP when emergency vehicles with their lights on are approaching.

Seafest to honour the Coast Guard’s 50th year By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT With May now in full swing, the community of Prince Rupert is just weeks away from the annual Seafest celebration, which this year will pay tribute to the Coast Guard on its 50th anniversary. “Our actual anniversary was in January, but it is a year-long celebration...For us to be acknowledged and work along the Seafest organizers is huge. We know all the hard work they put into this event, and hopefully they see that hard work reflected in the Coast Guard,” said Art Statham, Officer in Charge for Prince Rupert, noting that the local Coast Guard has been around for 50 years. The theme for this year’s Seafest is “Salute to the Coast Guard”, and Statham said the organization has some big plans for the June 7-10 event. “The Assistant Commissioner of the Canadian Coast Guard is going to be here, which is a big thing....She’s going to be flying in Thursday and staying through Sunday, and to have her be in one place for that amount of time is rare,” he said, with Bev Killbery of the Prince Rupert Special Events Society noting that the Assistant Commissioner will be the parade marshal this year. “We’re trying to get a large Coast Guard ship in for public tours, and there will also be two Navy ships here for tours as well...We’re also looking at new initiatives and make what we had last year a bit bigger.” According to Killbery, plans for the celebration are coming along well and there is a lot of interest for the different activities being carried out. The Coast Guard employs 70 people in Prince Rupert, with over 4,000 people employed across the country who cover the waters around Canada 24 hours a day, seven days a week and 365 days a year. “This is your Coast Guard and your Seafest, so please enjoy it,” added Statham. The community of Prince Rupert has celebrated Seafest annually since 1978, making this years’ celebrations the

TERRACE - The Vancouver Sun Run is considered to be the largest 10 kilometre race in Canada, seeing athletes of various skill and ability show up from near and far to participate. At this year’s April 15 event, 10 Terrace residents travelled to take part in the run, which kicked off in downtown Vancouver and saw athletes of all ages race to the finish line. From Terrace, Birgitte Bartlett, who races in the Female 60-64 category, finished with a time of 55:25. The group of Terracites signed up together as a group, said Birgitte Bartlett. “You could enter as a team and we (the Kitsumkalum team) joined the Aboriginal run,” she said. The small team joined a larger team of runners and walkers, which was made up of smaller teams from across B.C.’s First Nations communities to make the “largest team in the Sun Run,” said Bartlett.

KITIMAT - The Kitimat Marlins Swim Club held a team time trial May 4, 2012. It was a chance for some of the younger swimmers to get some fun racing in and a chance for the older swimmers to tune their racing skills before the Richmond West Coast Open and Kitimat Regional Swim Meets in May. Suprisingly, although the older swimmers were in heavy training there was still some great results had. The biggest highlight came when Arthur Firmino, 18, made his first age group national time standard and broke the pool record in the 50 breaststroke. He hadn’t planned on doing the 50 meter breaststroke at the time trial. During his first race the 100 breaststroke his first 50 meters was faster than he had ever gone before. He asked the coach to race the 50 meter breaststroke. At first the coach said no as there was no free lanes in the 50 meter breaststroke but then the coach realized one of the swimmers didn’t show up to the time trial. With that free lane Firmino took advantage of the opportunity taking over a second off his best time in the sprint event. His time 32.88 broke the 15 and over Kitimat pool record held by Prince George Barracuda swimmer Andrew Sweet from Oct. 18, 1997.
Sweet’s time was 33.39. More importantly Firmino’s time was under the Age Group National time standard in the Boys 16-18 year old category. Firmino will join Kyler Cordeiro to represent the Marlins at Age Group Nationals this summer in Calgary. Also breaking a pool record was Kleanza Cathers (12) in the 11-12 girls category. Cathers 1500 meter freestyle was the largest one-swim improvement for the Marlins at the time trial. She took 39 seconds off her personal best time set just this January in Prince Rupert. Her time of 20:02.96 for the tough 60 length race was a whopping 1 minute and 38 seconds faster than the old pool record set by Sarah Minaker from the Kitimat Marlins on Dec 3, 1999 of 21:41.22. The two pool records were the first records broken by Marlin swimmers since the Sam Lindsay Aquatic Center reopened in April, 2009. Hopefully it is a sign of things to come for the Marlins in the future. Seventeen swimmers went personal best times in both of their races at the time trial. They were Kleanza Cathers, Charlotte Collier, Kyler Cordeiro, Nicholas Cordeiro, Amanda Craft, Raychel Davies, Hayden Dobbin, Zachary Dumas, Makenna Fisk, Madison Landry, Hannah Pearson, Aveanna Rice, Alivia Salema, Madison Szmata, Ewan Thomopoulos, Ethan Velho.
