Purchase agreement for Quadra’s Octopus Islands

council decided to withdraw its own application to the program for an all-weather field at Robron Park. The city chose to shift its support to the regional district to give the arena application a greater chance at grant funding.

On May 1, B.C. Parks Land Acquisition Branch signed a purchase agreement to acquire land at the heart of Quadra’s spectacular Octopus Islands and Small Inlet Provincial Parks. While the government has obtained the majority of the necessary funds, a portion must still be raised to secure the sale. Under the auspices of the Quadra Island Conservancy Society, a committee of Quadra residents – Save the Heart of Quadra Parks – is launching a fundraising campaign to raise part of the outstanding amount. The goal of the committee is $200,000. “Working from a signed agreement is a major achievement,” says committee member Judy Leicester. “We are sure that this is our last chance to acquire the central 395 hectares that link the two parks.” This property features an historic portage trail connecting the east and west shores of Quadra across the islands narrowest span. There’s some confusion over why an application for a provincial grant – for badly-needed arena repairs – was denied. Brenda Leigh, regional district director for Area D (Oyster River to Ocean Grove area), said there

was a mix-up with the Strathcona Regional District’s application for arena repairs and the City of Campbell River’s application for Robron Park improvements. The regional district applied in February for a $400,000 grant from the $30 million B.C. Community Recreation Fund, which supports local recreation projects.

The grant money was intended for Rod Brind’Amour Arena, the larger of the two ice rinks at Strathcona Gardens. The Strathcona Regional District says if repairs are not done soon, the concrete slab under the ice will fail, making it impossible to make proper ice. The city got involved when

But the province turned down the application for the $968,000 improvement project last month despite the regional district setting aside $1.1 million in the 2012 budget to make up its share of the project costs. Leigh met with Community, Spor t and Cultural Development Minister Ida Chong at a Vancouver Island municipalities meeting a couple of weeks ago and told Chong she heard there was confusion over the grant application. “I was made aware at the commission that there had been a mix-up at the ministry level that resulted in our Strathcona Gardens grant application for $400,000 being overlooked,” Leigh said. “This fact had been acknowledged by Ms. Chong’s assistant. Basically, what had occurred was that in the middle of grant deliberations, the city withdrew their application for an (all-weather

field), unrelated to the Strathcona Gardens application. The ministry then assumed that the SRD (Strathcona Regional District) rink grant was being withdrawn.” But, according to ministry spokesperson Jeff Rud, the ministry did not confuse the applications, and both the regional district’s and the city’s applications were reviewed as part of the Community Recreation Program assessment process. “The Strathcona RD application was not withdrawn, or considered withdrawn by staff, at anytime during the assessment process,” Rud wrote in an e-mail. “The program was heavily over-subscribed. There were many projects, including ones that met the program criteria, that did not get funded.” The ministry would not comment on why the application was denied. Coun. Andy Adams, who is the chair of the Strathcona Gardens Commission, said he

was disappointed with the decision. “When we review the list of projects that were approved around the province, the number of regions that had multiple projects approved, and the fact that nearby regions received over $1 million in grant approvals it leaves us wondering why our application wasn’t given favourable consideration,” Adams said in a letter to the ministry. “The one project that the regional district applied for is a vitally important project to the community as the arena floor and brine lines are on the brink of failure.” Adams said to underscore the importance of the application, neither the city nor the regional district submitted applications for any other projects. Leigh said she asked Minister Chong to reconsider the arena application if any new grant opportunities are offered and that Rod Brind’Amour Arena be given priority.

The incident occurred near Race Point, just before Seymour Narrows, around 10:30 p.m., said Phillip Hawkins, Coast Guard officer-in-chief of the Cape Palmerston. “The cruise ship was gone by the time we got there…and the matter is still under investigation,” he said Monday. According to Hawkins, both vessels were northbound when the 715-foot Rhapsody of the Seas ran across the fish pens being towed by the 50-foot Nanaimo

Police are seeking information about the culprits who flashed laser lights at a driver operating a fuel tanker. The incident occurred Friday, around 10:30 p.m., on the Inland Island Highway near the Airport Main overpass. According to Campbell River RCMP, the rig was heading north on the highway when the driver was hit in the eyes by laser pointers. He later told police the lights were red, green and white. The laser did briefly affect his eyesight, forcing him to pull over the truck and tanker, and another driver had to be called in to safely drive the rig. Fortunately, the driver did report his vision was getting better. Police say the culprits may have been riding dirt bikes. Anyone with information is asked to call RCMP or Crime Stoppers.

Police are warning of the re-emergence of an old scam. It started with a Campbell River resident advertising an item for sale on the internet. A response was received from someone out of the country interested in purchasing the item. The purported buyer sent a cheque via UPS courier for over double the asking price. The seller noted that some of the shipper information was incomplete and that their address was incorrect. The buyer then advised via email that they had overpaid and asked to have the cheque cashed and the outstanding money sent back to them through a Western Union money transfer. The buyer wisely checked in with the bank and discovered that the cheque was fake. Anyone who was unaware and cashed the cheque and sent the money would then be out of pocket for that amount. A packed house sipped cocktails, dined on scallop and prawn ceviche along with prime rib, and then bid on a huge variety of items. More than half of people polled about the re gion’s landfill dilemma want to keep facilities in both Campbell River and the Comox Valley, according to a survey conducted over the past few months. Seventy-three per cent of respondents indicated they would prefer expanding both dumps over just one. “The public’s input is critical in helping us make decisions about how we can best manage our waste in the future, including the selection of our future disposal facilities, such as landfills,” said Edwin Grieve, chair of the Comox Strathcona Waste Management Board, which is made up of directors from the Strathcona and Comox Valley regional districts. “We are pleased with the response to the open houses as well as the random telephone survey results.” Perhaps most revealing is people’s opinions

of respondents support a regional composting facility while 90 per cent indicated they agree that current waste reduction programs could be improved by focusing on increased recycling and recycling education. The public consultation is part of the process of updating the region’s solid waste mana g ement plan, aimed at guiding decisions about future waste and recycling programs for the next

liner to treat leachate, a potentially toxic liquid. “We know if one or both of the facilities are to expand, it will require upgrades...to be in compliance with the Ministry of Environment’s criteria,” Baker said. I m p r ove m e n t s wo u l d

include an engineered system for leachate treatment, landfill gas management and a membrane that would cover the landfill to ensure no air or water escapes from the site. As for waste-to-energy, a small burn facility in the Comox Valley would cost $143 per tonne while a large

scale facility in Campbell River would cost $88 per tonne. Baker said the region does not produce enough waste to run a large-scale facility and in order to make it cost effective, waste would have to be transferred from the Lower Mainland. The solid waste plan is

expected to be prepared within the next few weeks and will then be reviewed by the Solid Waste Management Plan Advisory Committee in early June. The final plan will go before the board at a meeting June 21, and, if adopted, will be submitted to the provincial Minister of Environment.

‘Gun’ discovery at airport turns out to be just a shoehorn On Friday, shortly after 8 a.m., Mounties responded to an urgent assistance call at the Campbell River Airport. Airport security had identified what appeared to be a firearm while conducting an x-ray scan of a departing passenger’s bags. Police examined the bag the item was found to be a “boot jack” or long shoe horn. The item was removed from the bag and the passenger and flight departed.

Adoptable animals strike a pose today The BC SPCA is working with local photographers across B.C. today to show adoptable animals in the best light for the “Pup-a-razzi Day.” “We know that when shelter animals are photographed outside the kennel environment, people can visualize them as pets more easily and adoption rates increase,” says Lorie Chortyk, community relations manager for the BC SPCA. Led by Vancouver photographer Ashleigh Wells, professional photographers, including Campbell River’s Gary Green, are volunteering their time in participating branches to help visually combat the myth that shelter animals are not as desirable as pets. “Photographing animals in a natural environment outside of the kennel helps to show how beautiful and lovable they really are,” says photographer Wells. “There is a misconception about shelter animals and hopefully our photos will challenge people’s thinking when it comes to adoption.” Pup-a-razzi Day is a part of Adoption Awareness Month and takes place at the SPCA Campbell River Branch, 490 Merecroft Rd., from 11 a.m. to 1 p.m. today.

Included in the deficit is a $1.1 million tax shortfall carried over from 2011, plus a $1.3 million increase in costs related to contract commitments and inflationary increases, said Laura Ciarniello, the city’s general manager of corporate services. If the city were to maintain the current level of services it provides to citizens, the tax rate would have to increase by 24 per cent in order to make up the $3.6 million. The loss of $1.8 million from Catalyst alone, equates to a 12 per cent residential tax increase. To put that into perspective, Ciarniello said a one per cent residential tax increase would bring in $150,000 in revenue for the city. All hands, working together, can help ferries It’s going to take some time to turn the ship around, but at least there is recognition that B.C Ferries needs a major adjustment to how it does business. The reality is that the quasiWe say: Island private corporation simply can’t continue on its current course, and residents will it will take co-operation between have some hard coastal communities, the provincial choices to make government, and B.C. Ferries to chart a more sustainable future for the service from which coastal residents all demand a lot. B.C. Ferries has worked within its contract with

the province to provide a service with little success over the past decade. Now the ferry commissioner has a new mandate and more leeway in deciding how B.C. Ferries will look in the future. Some of those ideas will come from coastal communities and it will be up to those communities to make some extremely difficult decisions. As Transportation and Infrastructure Minister Blair Lekstrom said, everything is on the table. In other words, the status quo can’t continue and communities will have to choose between reduced service levels or paying to keep current service levels.

All other ideas, such as bridges or cable ferries, will be considered. At the same time, B.C. Ferries will have to dig deep to find $45 million in efficiencies, all in an effort to keep fare rate increases down and promote better ridership numbers. Whatever the process determines, B.C. Ferries is eventually going to look much different than it has over its previous 52-year history. There is a lot riding on this process. Our ferry system is part of our woven social fabric that includes our economy, tourism, food supply and how we choose to move around. That fabric has an everwidening hole and it’s going to take all hands on deck working together to mend it.

Teachers’ defence Wow, Paul Rudan you don’t get it, do you? Your opinion entitled “There’s no excuse for going home and kicking the dog” in the May 11 edition of the Mirror called the BCTF a “Mean-spirited dog booter” with the victim being the students. The action the BCTF has chosen is to ask their membership to withdraw their voluntary activities. There will be no picket lines. There will be no calling anyone a “scab” who chooses to do those activities in their place. How much milder action could a union take? Yet you and your cronies in the press continue to label this union as “zealous” and “militant.” The BCTF has (correctly) come to the conclusion that teachers are not getting the respect they deserve and that their voluntary activities are not only unappreciated but are taken for granted and expected. You are proving them right in the extreme. Students don’t have to be the victims here. They, their parents, their friends and you can make their graduation and other activities happen. All they need is someone else to do the volunteering. Give yourself a kick, Paul and step up to the plate! BC Ferry fleet sails into another financial storm

The B.C. government has rolled out its plan to reform BC Ferries, continuing the structural and cultural shift that started when the Crown corporation was quasi-privatized in the early years of B.C. Liberal rule. Politically, there is a lot at stake here. Premier Christy Clark’s yearlong “families first” routine boils down to two projects, reining in rate increases at BC Hydro and BC Ferries. For weeks, Transportation Minister Blair Lekstrom has been signaling there is bad news to come. Sparring with the NDP in question period, he has bluntly and repeatedly said the days of fully-staffed vessels sailing with a third (or less) of their capacity are coming to an end.

Tabling legislation to give the ferry commissioner new powers over service levels as well as fares, Lekstrom revealed $80 million worth of sugar to help the tough medicine go down over the next four years. That’s on top of the $150 million annual subsidy. Quadra Island politician Jim Abram was first out with the predictable view of the Gulf Islands elite, dismissing this sum as paltry. It’s difficult to capture how self-centred and insulting this is, but I’ll try. Consider that the B.C. transportation ministry spent $460 million last year on highway operations. That’s for the province’s entire vast, weather-battered road network. This year’s operating subsidy to coastal ferries is approaching $200 million,

nearly half of that. And increasingly, it goes to subsidize getaways for those who choose isolation for its own sake. Basic financial information also exposes the falsity of NDP ferry critic Garry Coons’ one-note critique. It’s part of the highway system, he constantly says, comparing empty ferries with empty roads while ignoring the mandatory ferry staff and other costs. This fiscal-fantasy policy implies another huge increase in subsidy, much of it a transfer from working people to the idle rich who can afford Gulf Islands real estate. Coons can’t say how much, probably because he has no idea. A key legislative change will allow

BC Ferries to use revenues from its profitable main routes to subsidize little-used runs. This would be even more important if those revenues hadn’t been squandered. And no, I’m not talking about the “fast ferries.” The story is detailed in Head On!, a 2004 book by former B.C. deputy highways minister R.G. Harvey. He describes how the Mike Harcourt government completed the “gross error” of building a new terminal at Duke Point, near Nanaimo. This run was to take truck and other traffic from congested Horseshoe Bay to the mid-Island from Tsawwassen. Council can’t appease the noisiest lobby Those of us who do not think a 10-13 per cent increase in the budget is that big an issue are not talking because there is nothing to gain from it. But we are out there. Last year I responded to some comments about the toilets by the Centennial building. They were not fancy enough for the writer. I commented that money always comes into play and this was a prudent (and sufficient) facility. We also had complaints about the lack of lawn mowing (a logi-

cal restraint measure). That convinced the city to spend the money to mow the lawns. T h e p e o p l e wh o complain about the increase (including the mayor) want the city to operate on a shoestring. It could be true that there is places to cut, but I very much doubt that it will not be reflected in the operation of the city. Even now I see the removal of the weeds growing on the sidewalks. Do we need that, no, but we want that. I’ll bet that most would want

it done. Do we want to look poor? What will happen next year and the year after. With the loss of the mill and the increased cost of fuel and wages what else can council do? There are always areas of waste, regardless of whether it is private or public enterprise. When someone sees seven employees at a road maintenance site, they make assumptions that they are doing little or nothing. How can a bystander deter mine that he

could do the job with fewer when he/she really doesn’t have a clue what is the scope of work? We elected a mayor who has no experience on council or any public position, is plain dumb. Now some person who thinks they can do better, spouts off a bunch of BS that he knows nothing about and makes promises they can’t keep. The irony is that a new mayor relies so much on the administrators that they become more power-

ful. The four councillors who voted as they felt was right for the city are being called “gang of four” to try to intimidate them. This reference is a bully tactic and is uncalled for. We elected them to make the best decisions from their knowledge and experience. I don’t want the councillor to listen to the loudest person in the room since I/we may not be in the room to respond.

Cortes Islanders are still in limbo, waiting for word on whether their library threatens their safety. Vancouver Island Re g i o n a l L i b r a r y, which operates the Cortes library branch, held a public information session last Thursday to assure the community it is still committed to library service on the island, despite shutting down the facility May 4 with no advance warning. “We had a little over three hours with the community and we’ve hopefully given them a sense of assurance that we’re definitely still committed to having a library on Cortes,” said Ronna-Rae Leonard, chair of the Vancouver Island Regional Library Board. T he library was closed due to safety

concerns surrounding the building, which is leased by Vancouver Island Regional Library. The library space is a converted mezzanine area in the community centre, with a daycare below. Leonard said the board is concerned the mezzanine floor may buckle under the weight of the library books, as it does not meet the specific load of 150 pounds per square foot necessary for library operations. Last year, library staff reduced the library’s collection as a shortterm solution. A building inspection was conducted two days after Vancouver Island Regional Library halted its operations. Results of that inspection were expected to be shared with the public at last week’s community information session, but the

regional board has yet to see the structural engineer’s report. “Without having the report it’s impossible to comment on it,” said Adrian Maas, director of finance for Vancouver Island Regional Library. He said there is no timeline for when the report will come back. Kristie Latour (nee Schuler) October 8, 1972 - May 9, 2012

There are no words that can express her family’s sadness at the tragic passing of a loving wife and mother Kristie Latour. Kristie will never be forgotten and always loved by her devoted husband Paul, beautiful children Danielle and Cole, her mother Irene and husband Dave, and her father Ron and wife Maureen. She will also be remembered and loved by her brother Neil and wife Kelly, her sister Kim and husband Darren, and her brother Kevin. She will also be sadly missed by her extended family including sister-in-law France and husband Victor, sister-in-law Michele and husband Jacques, sister-in-law Josee and husband Jack, and brother-in-law Andre, as well as many nieces and nephews. But her family did not end there, she touched many others including friends Lynay, Kerry, Debbie, Lorenda, Becky, Kristen, Tiffany and Hugh. As well, she had many friends at CR Baptist Church and Christian School and at her business “She Runs with Scissorsâ€?. Kristie was born in Richmond BC and moved to Qualicum were she spent her childhood. Then due to illness she returned to Vancouver. In was in her late teens that she ďŹ rst developed her skills in managing various aspects of retail business. Then on an April weekend in 1995 by chance she met Paul. Their love was immediate and they married in May 1997. Their children followed soon, Danielle in 1998 and Cole in 2000. While raising her family, her passionate personality also compelled her to open her own business. During this time she also chose to receive Christ into her life as her Saviour. Her children were her most cherished possessions and she loved them unconditionally and totally at all times, and anyone or anything that appeared to threaten them in any way would quickly feel the sting of her tongue. Her passion in all things was quickly apparent to all those who met her. Whether about God, family, life or work her opinion was heard strongly Good or Bad. Too bad the vitamins didn't enhance the intelligence of the person who threw it away in the forest. Motorists couldn’t believe their eyes when they passed the Fas Gas Plus station on Friday morning. The price on the display sign read 99.9 cents for a litre of regular gasoline. But drivers’ elation quickly turned to disappointment as they pulled up to the pumps. Both pumps had out-of-order signs taped to the glass. Not only that, but the store was closed and most of the shelves in the convenience store appeared empty. Calls to the store also went unanswered. According to website bcgasprices.com, the night before the price for a litre was $1.33.9 at Fas Gas. In rest of Campbell River, the price remains at $1.34.9. But if you’re looking for a deal, just drive south of the Oyster River. At the Shell Station in Black Creek and at the Esso in Merville, the price is $1.27.9 a litre. In the Courtenay, the cheapest gas is at Costco, $1.24.9 a litre, and $1.25.9 in the rest of the Comox Valley.

Back to the Emerald Isle Two local Crossroads Ceili which takes the stage at the Tidemark Theatre on May 26, will see a reunion of The Tara School of Irish Dancing and Irish Rover John Reynolds. The dancers and Reynolds first appeared to g ether at the Tidemark in the 2009 production “Journey through Ireland.” The success of that show guaranteed the two would appear together again in the future. H av i n g r e c e n t l y returned from a U.S. tour, Reynolds is looking forward to returning to the Tidemark and an enthusiastic Campbell River audience. The Irish Rovers played to a sold-out theatre in Campbell River last October, receiving rave reviews for their highly entertaining show. The group has been

The city is forecasting a $3.6 million budget shortfall for 2012, according to preliminary fig-

ures. That’s up substantially from the last estimated budget deficit of $550,000 back in December. The picture looks bleaker now because of a change in the prop-

erty assessment value of the defunct Catalyst mill site. The BC Assessment Authority announced early last month that Catalyst no longer meets the requirements of a major industrial property, and

has been reclassified as business/ other, which means a significant reduction in Catalyst’s property taxes. That decision results in a loss of $1.8 million in tax revenue for

Included in the deficit is a $1.1 million tax shortfall carried over from 2011, plus a $1.3 million increase in costs related to contract commitments and inflationary increases, said Laura Ciarniello, the city’s general manager of corporate services. If the city were to maintain the current level of services it provides to citizens, the tax rate would have to increase by 24 per cent in order to make up the $3.6 million. The loss of $1.8 million from Catalyst alone, equates to a 12 per cent residential tax increase. Springing into a new season The Strathcona Nordics enjoyed sunny skies during its Spring Race Camp on Mount Washington last weekend. More than 50 racers from across Vancouver Island kick-started their new training season with a weekend of ski drills, nutrition discussions, new training diaries, and a whole lot of fun and games. During the four-day camp, the cross-country skiers rose early, lathered on the sunscreen, and skied out to the sound of drumming grouse.
