we are best friends. We were excited to be triplets for Twin Day because we are such great friends. Emanuel was in the yellow, Connor was wearing blue and Kegan was the triplet dressed in red. The three of us are in grade 3 in Miss Lemiski’s class.

What there is to know about horses BY: TEYAH HAYHURST Some of my hobbies include riding horses. I like going on trails and I like jumping horses. I don’t know a lot about horses but I do know a little bit. One of the things I know about horses is that a baby is called a colt. They are a colt for one year and then they are called a horse. Another thing I know about horses is what they eat, and horses eat lot of food! They eat grass, hay and they also like apples and oats too. I take horse lessons and I have learned so much stuff. I have learned how to trot and have learned to jump over a little bridge. A lot of my neighbours have horses and I like to go and see them and feed them grass and apples. My favourite horse is a shiny black horse and if it was mine I would name it Flika. I would make sure I had

a big ﬁeld and I would have a lot more horses then just one. I would like a palomino and its name would be Freckles and it would love to run and jump and it would always have lots of energy. Scientists think that the ﬁrst horse was a small dog with four toes in the front and three in the back and it lived about 60 million years ago. Did you know that the zebra is described as an African donkey and that there are still wild horses that are born in a herd? Did you also know that horses can’t get cold in any weather but wind? Horses can handle the cold in snow, rain or hail but for some reason, wind is a problem. There are many I things I know about horses, and many more things that I will learn.

Toys easily mistaken for guns The Lake Country RCMP seized what turned out to be a pellet gun after reports of someone shooting at ducks from the dock of the lakeside pub last Thursday. On May 10 at 6:30 p.m., the Lake Country RCMP received a report of a man on the north side of the dock at the Turtle Bay Pub with what appeared to be a black handgun. The report indicated that the man was shooting at ducks. The 20-year-old Lake Country man was still on the dock with friends when police arrived and the group claimed that they had been using a pellet gun to shoot across the water to the other dock, not at the ducks. The pellet gun was seized by police and will be destroyed. Police say it could have been mistaken for a real firearm, even up close. No charges have been recommended. Police say, when they receive complaints about firearms they have a duty to intervene accordingly,

Ferry fleet sails into elitist islanders storm T he B.C. government has rolled out its plan to reform BC Ferries, continuing the structural and cultural shift that started when the Crown corporation was quasi-privatized in the early years of the B.C. Liberal rule. Politically, there is a lot at stake here. Premier Christy Clark’s year-long “families first” routine boils down to two projects: Reining in rate increases at BC Hydro and BC Ferries. For weeks, Transportation Minister Blair Lekstrom has been signaling there is bad news to come. Sparring with the NDP in question period, he has bluntly and repeatedly said the days of fully staffed vessels sailing with a third (or less) of their capacity are coming to an end. Tabling legislation to give the ferry commissioner new powers over service levels as well as fares, Lekstrom

Tom Fletcher revealed $80 million worth of sugar to help the tough medicine go down over the next four years. That’s on top of the $150 million annual subsidy. Quadra Island politician Jim Abram was first out with the predictable view of the Gulf Islands elite, dismissing this sum as paltry. It’s difficult to capture how self-centred and insulting this is, but I’ll try. Consider that the B.C. transportation ministry spent $460 million last year on highway operations. That’s for the

province’s entire vast, weather-battered road network. This year’s operating subsidy to coastal ferries is approaching $200 million, nearly half of that. And increasingly, it goes to subsidize getaways for those who choose isolation for its own sake. Basic financial information also exposes the falsity of NDP ferry critic Garry Coons’ onenote critique. It’s part of the highway system, he constantly says, comparing empty ferries with empty roads while ignoring the mandatory ferry staff and other costs. This fiscal-fantasy policy implies another huge increase in subsidy, much of it a transfer from working people to the idle rich who can afford Gulf Islands real estate. Coons can’t say how much, probably because he has no idea. A key legislative change will allow BC Ferries to use revenues from its profitable main

routes to subsidize littleused runs. This would be even more important if those revenues hadn’t been squandered. And no, I’m not talking about the “fast ferries.” The story is detailed in Head On!, a 2004 book by former B.C. deputy highways minister R.G. Harvey. He describes how the Mike Harcourt government completed the “gross error” of building a new terminal at Duke Point, near Nanaimo. This run was to take truck and other traffic from congested Horseshoe Bay to the mid-Island from Tsawwassen. An alternative route from Richmond to Gabriola Island, with bridges to Vancouver Island, had been quietly scuttled after the W.A.C. Bennett government was defeated by the NDP’s Dave Barrett in 1972. On a map, it’s clear this would have been the shortest route. Harvey says it would have

cut travel time by half, and likely replaced the congested Horseshoe Bay dock. But Barrett would have had to tell his Nanaimo ferry union supporters that they were losing half their work hours. Tsawwassen to Duke Point is 65 km, compared to 54 km from Horseshoe Bay to Departure Bay. A ferry worker’s shift includes two round trips and loading time. On the Duke Point run this meant at least eight and a half hours, “thus ensuring the crew at least one hour at double time daily and often more,” Harvey writes. “Later it became a scheduled overtime route.” Something to keep in mind as Adrian Dix and his crew of union bosses prepare to take the helm. Additionally, we have relocated our entrance from the end of Reiswig Road to Lodge Road, so as to have no further traffic impact on Reiswig Road at all. We continue to vigilantly train our pilots to avoid flying around yneighbour properties. Also, we continue to test all our aircraft for noise. No plane may fly if it exceeds 92 dB. Compare the City of Kelowna has a 96 dB sound limit for cars, motorcycles, etc. We think of ourselves as a community organization, and perhaps like Rotary or Kinsmen, we are always on the lookout

for community projects we can help with. For example, on April 14 we put on a talk and demonstration for the retirement residents of the Smith Creek Retirement home in West Kelowna. On May 5 and 6, we organized a Lake Country Food Bank drive. As we aim to integrate into the community and neighbourhood, we appreciate the support we have been getting from so many Lake Country residents and neighbours. We also have enjoyed introducing the many out of town visitors we get to Lake Country. John Falconer, Lake Country

The hummingbirds are back. Probably two pair of them, although I’m not quick enough to identify individual features. They seem to play, like otters, for the sheer joy of living. They perform aerobatics overhead that would make a stunt pilot green with envy. They soar vertically, flip over, dive at dizzying speeds, zoom past at low altitude, do barrel rolls, meet in mid air, come to an instant stop. I also notice they have different feeding habits. One regular visitor perches on our hummingbird feeder while sipping nectar. Another hovers constantly while dipping his (or her) beak into the plastic blossom. Always the same blossom, always the same perch. And I wonder which bird is headed down an evolutionary dead end.

Jim Taylor Because evolution is a one-way street. It moves in only one direction— towards greater intelligence, greater adaptability to one’s environment. I can’t think of any examples of evolution moving backwards—although I must admit I sometimes wonder about the California quail that scuttle across the road right in front of my car. Generally speaking, creatures that cannot change and adapt will die out. Or, if they’re

lucky, they get trapped in an evolutionary cul de sac while the rest of the world moves on. A snap judgement might suggest that the perching hummingbird has an advantage. Obviously, hovering requires more energy than perching. If both birds sip the same number of calories, the hovering bird must use up more of those calories before returning to its nest than the perching bird. Economic calculations, therefore, favour the perching bird. On the other hand, the habit of staying still while feeding might well make the perching hummingbird more vulnerable to predators. So which hummingbird has an evolutionary advantage? Snap judgements are equally unreliable in human behaviour. Given a choice between having

power and being powerless, between strength and vulnerability, few humans would hesitate. We’d choose power. Being vulnerable, after all, makes you, well, vulnerable. So let’s compare, say, Jesus Christ and Genghis Khan. Try to set aside the usual moral and religious biases that automatically treat Jesus as the ultimate model for human behaviour. Which one has had more lasting influence? Jesus’ prime human characteristic, it seems to me, was his vulnerability. He had no army. He bore no weapons. He refused even to defend himself against accusations. And look where it got him—crucified. In that light, power would seem a preferable option. Even those who profess to follow Jesus— with a few exceptions—

rarely seem reluctant to seize power when they have the chance. But I also notice that people with power seem incapable of letting themselves be vulnerable. They cannot ask for help, they cannot accept help, because that would be a sign of weakness. It’s almost as if, by grabbing the brass ring with one hand, they disable the other hand. Along with the full range of their emotions. And perhaps their ability to reason. Power narrows down their options. Which makes them less able to adapt. Less flexible. Kirkman emailed Aspen Grove about the April 25 incident, and then followed up with a phone call when the email went unanswered. Occupations can disappear overnight due to technology and new ones can emerge quickly because of consumer demand. We live in an economic world that includes just-in-time production, embraces innovation and is willing to adopt change to increase profits, thereby driving

This puts a lot of pressure on colleges and universities to deliver programs and courses, which, upon graduation, may be two to four years later and provides industry with a worker who can meet current job expectations. Add to that, societyâ&#x20AC;&#x2122;s expectations of having those same colleges and universities provide a better educated

and trained workforce, yielding a competitive edge that will help attract multinational corporations to set up shop in Canada. So how do we make this all work? Unfortunately, in Canada we have an unemployment system that is supposed to bridge the earning gap between losing your job and finding another job, usually with the same skill set. So what happens to those workers when there isnâ&#x20AC;&#x2122;t another job to

go to? In other words, what happens when unemployment occurs due to radical shifts in technology, which can permanently devalue an entire skill category? These are the challenges that come with managing a labour market and trying to keep it as progressive as possible. In countries such as Canada, governments have struggled with providing programs to help workers transition out of current occupations into retraining and hopefully a new career. These programs come and go and with the recent budget cuts it will be interesting to see if any remain. Canada faces labour shortages in the resource sector, where these industries are expecting a shortage of 1.5 million workers, mostly in the mining, oil and gas industries.

How this country thinks it can shift workers into these jobs remains to be seen. Immigration can only supply so many workers, and not all new immigrants will qualify to meet the needs of these industries. Today there are some countries that are seriously looking at their education system, from Grade 1 to post-secondary, to find ways to help their citizens deal with substantial labour market shifts. These countries are examining education as a means to provide people with general skills sets that are a benefit to all workers regardless of the industry. Local governments work together for transportation solutions Local governments across the Central Okanagan have agreed to form a new partnership focused on sustainable transportation. Regional District of Central Okanagan board chairman Robert Hobson and the mayors of Kelowna, West Kelowna, Lake Country and Peachland, along with the Westbank First Na-

be responsible for deaths in Alberta and the Lower Mainland, have arrived there. “The scarcity of (ingredients) available to consumers has resulted in ‘cooks’ using other substances to create drugs like ecstasy and A meth,” said Clark. “Synthetic drugs are typically manufactured w in labs that have no quality controls and could be contaminated in any number of ways.” Mounties are advising the public not to consume any pill or powder substance that has been obtained through illicit sources that may or may not be ecstasy. The B.C. Coroners Services reviewed 16 w deaths of B.C. ecstasy users in 2011 and early 2012 and found three w victims in the Lower Mainland and two more on Vancouver Island tested positive for paramethoxy-methamphetamine (PMMA), which Mounties believe is being used as a cheaper ingredient. “It’s considerably more neurotoxic,” said provincial health officer Dr. Perry Kendall. Health officials said PMMA is a rare drug and takes effect much more slowly than expected by ecstasy users, who may be used to feeling the effects within 45 minutes. Kendall said users may think the pills aren’t working or they’re weak and take a second or a third one, then overdose. “They’re thinking they have lower dose pills,” Kendall said. “In fact, they have higher dose pills that are a lot more toxic.” Kendall said the pills are made in a bathtub so there is no guarantee one pill has the same composition as another. He said the pills are typically contaminated with other drugs, including methamphetamine, ephedrine, caffeine, ketamine (an anaesthetic) and PCP—a horse tranquilizer. Okanagan College distinguished service award bestowed on long-time employee, Catherine Williams A retired Okanagan College employee who ensured the health and safety of thousands of students for more than a decade has been named the 2012 recipient of the Okanagan College Distinguished Service Award. Catherine Williams worked at the college for 34 years until her retirement two years ago. She spent her last 11 years as the collegeâ&#x20AC;&#x2122;s safety of-

ficer. Williams will be honoured for her dedicated service at Okanagan Collegeâ&#x20AC;&#x2122;s spring convocation ceremony on June 2, 10:30 a.m., at the Kelowna campus. Williams is only the third person in the collegeâ&#x20AC;&#x2122;s history to receive the Distinguished Service Award. The award is bestowed on former employees who have giv-

en outstanding service to the college and the community and who exemplify the collegeâ&#x20AC;&#x2122;s mission of transforming lives and communities. â&#x20AC;&#x153;Catherine made a tremendous contribution to the college during her 34 years here,â&#x20AC;? said OC president Jim Hamilton. â&#x20AC;&#x153;Her dedication and her passion for extending her knowledge to the greater Okanagan community is exempla-

And she could always be counted on to watch

to volunteering for the emergency social services, working alongside Beryl Itani during such momentous events as the Okanagan Mountain Park fire and later the West Kelowna fires. Today, she continues to serve the community as the emergency social services director of the Regional District of Central Okanagan.

Puppies have a strong urge to eliminate after sleeping, playing, feeding and drinking. Take your puppy to its selected elimination area within 30 minutes of each of these activities. Although some puppies can control themselves through the entire night, most puppies need to eliminate every 3 to 4 hours during the daytime. With each passing month, you can expect your puppy to control itself a little longer between elimination times. Unplug your kids and start talking Todayâ&#x20AC;&#x2122;s children have access to a seemingly endless supply of communication gadgetsâ&#x20AC;&#x201D; computers, tablets, video games, smart phones and interactive toys. Despite the increasing availability of these communication tools, childrenâ&#x20AC;&#x2122;s communication skills are on the decline. With May being Speech and Hearing Month, Interior Health wants to remind everyone about the important role speech, language, and hearing play in a childâ&#x20AC;&#x2122;s early development. Hearing, speech and language all play crucial roles in childrenâ&#x20AC;&#x2122;s social and emotional development, as well as their ability to learn. Toddlers and preschoolers with speech or language problems often have difficulty playing with others and managing their own emotions.

They are vulnerable to mental health disorders when they get older, and are at a greater risk for school drop-out as teens. Recent statistics from the University of British Columbiaâ&#x20AC;&#x2122;s Human Early Learning Partnership show that fewer B.C. children are reaching kindergarten with appropriate social competence and emotional maturity when compared to children 10 years ago. â&#x20AC;&#x153;The first few years of a childâ&#x20AC;&#x2122;s life are a critical time, long before they begin school,â&#x20AC;? said Kingsley Bower, practice consultant with Interior Healthâ&#x20AC;&#x2122;s Speech and Language Program. â&#x20AC;&#x153;Childrenâ&#x20AC;&#x2122;s readiness for speech and language development is greatest between the ages of 12 months and four years. This is an important time to stimulate communication skills and to get help for any delays.â&#x20AC;?

When it comes to teaching language skills, face-to-face contact wins hands-down over expensive electronics and teaching tools. Babies and young children respond best to live human voices. â&#x20AC;&#x153;Children learn communication skills by listening to words and the tone of your voice, and also by watching the expressions on your face when you speak,â&#x20AC;? said Bower. â&#x20AC;&#x153;Tablets and computers are amazing these days but machines donâ&#x20AC;&#x2122;t care about sharing, or hitting and screaming, so they donâ&#x20AC;&#x2122;t teach children how to keep friends.â&#x20AC;? Parents should trust their instincts if they are concerned whether their childâ&#x20AC;&#x2122;s speech, language and hearing are developing well. Signs of difficulty can be subtle but may include:

â&#x20AC;˘ certain sounds that seem difficult for a child to hear (e.g. can hear the doorbell but not certain voices) â&#x20AC;˘ doesnâ&#x20AC;&#x2122;t notice when spoken to from behind â&#x20AC;˘ speech that is hard to understand or inappropriate for the childâ&#x20AC;&#x2122;s age level â&#x20AC;˘ very loud or soft speech â&#x20AC;˘ stuttering â&#x20AC;˘ a child who is distracted, withdrawn or avoids social contact â&#x20AC;˘ a child who gets upset when trying to communicate. We welcome you to consider joining our team of Volunteer Counsellors at the Lake Country Visitor Centre, which is located at the south end of Main Street in the Cooper’s Village Mall. The role of a Visitor Counsellor is to maximize the economic beneﬁt of tourism by promoting tourism product and services and generating increased tourism revenue in our community. Our Visitor Centre will operate from May to September & the nature of shifts would be about once a week for a four hour period. Normally we greet 5,000+ visitors annually to our community, of which about 20% are nonCanadian. We are seeking parties with excellent interpersonal and communication skills, resourcefulness and demonstration of initiative. If you are interested we will provide two days of tourism BC training in May, which will lend to certifying you as a counsellor. BYLAW ENFORCEMENT REMINDER

With the warmer weather upon us, more people are getting outdoors to be active and enjoy the beautiful natural environment around Lake Country.

Summer is coming… Just a reminder that Lake Country is a prime destination for visitors, and short term vacation rentals must comply with zoning bylaws. Residential rentals must be no less than one month in duration. Bylaw Enforcement will be responding to complaints with tickets issued to violators.

Please remember to pack out what you pack in. Leave our parks and trails cleaner than when you arrived.

THE FOOD BANK NEEDS A NEW HOME JOINT FEASIBILITY STUDY OPEN HOUSE MAY 24, 2012 A Joint Feasibility Study is being undertaken collaboratively by the District of Lake Country, Rotary Club of Lake Country, and the Lake Country Food Assistance Society, to consider options for a new food bank facility.

Swalwell Parking Lot Closure Reminder: The parking lot at Swalwell Park will be closed until approximately June 2012 for construction and paving of the new parking lot. Parking is available on Bottom Wood Lake Road across from the Swalwell ball diamond. We are sorry for any inconveniences this may cause. Presently the Lake Country Food Assistance Society operates the food bank program out of a temporary location that is part of the old Winfield School – which also houses the Boys and Girls Club activities. The feasibility of a permanent home for the food bank will consider inclusion of the following features: x adequate parking space for clients and staff, and vehicle access to warehouse x accessible client reception waiting area and interview room x fresh produce counter with client access x accessible washrooms x food product sorting area and food hamper assembly area x staff kitchen and walk-in cold storage space x administration office The Rotary Club of Lake Country is spearheading the drive to raise funds to construct the facility. Members of the club have researched available locations in the community over the last three years. They then partnered with the District of Lake Country to engage Architect Bruce Carscadden to develop preliminary options based on the criteria provided and feedback from stakeholders. A site adjacent to the Arena and Seniors’ Centre has been proposed. A neighborhood information session to gather input on the Joint Feasibility Study preliminary concepts will be held on Thursday, May 24, 2012 from 5:30 pm until 6:30 pm in the Carr’s Landing Room at the District office at 10150 Bottom Wood Lake Road. Interested residents and business owners are encouraged to attend.
