Township questions Metro ‘bang for buck’ By MIRANDA GATHERCOLE Black Press

In 1988, Langley Township joined the Greater Vancouver Regional District to better supply residents with utility services, but now council is questioning this decision for the second time in 24 years. There are some concerns that the Township is not getting enough bang for its more than $19 million contribution to Metro in 2011, of which just over $12 million was sent to TransLink. At a council priorities committee meeting on Monday afternoon, council flagged several issues that it

sees with Metro Vancouver, including: where the Regional Growth Strategy fits in with the Community Charter and how it affects growth in Langley, special study areas such as the University district, the dissolution of the labour bureau and transit services. “My concern is that the voices around our needs are not well listened to,” Councillor Kim Richter said during the meeting. In 2000, council at that time allocated $30,000 to have a third party calculate how much Township was spending on Metro Vancouver versus the benefits they were getting out of

it. Richter would like to see a similar study done again. “I think that it is somewhat of a shame that 10 years later we are asking to do the same, but I for one would be very interested in seeing updated versions of those numbers,” Richter said, adding that she would like to focus specifically on transit numbers and also see an estimate of the amount of gasoline tax, fare revenue and bridge tolls that are being paid by Langley residents. “It seems to me that transit is getting quite a chunk out of this town. Clearly the majority of money that is going into Metro is definitely going

into TransLink,” she said. But according to Port Coquitlam mayor and chair of the Metro Vancouver Regional District board Greg Moore, it is important that council separates issues with TransLink from Metro Vancouver. “They are two completely separate organizations, they are funded completely different, they are voted on completely different, they are governed completely different, there are different laws in provincial government,” he said. The Metro Vancouver region, which is comprised of 22 municipalities, one electoral area, and one treaty

Township firefighters said a mobile home went up in flames last Wednesday morning. Township firefighters managed to save the mobile home from burning to the ground in Pioneer Park, but there is considerable damage done, said Township fire department spokesperson Bruce Ferguson. Parent sentenced to jail term By MONIQUE TAMMINGA Black Press

Brent Parent will spend the next five and a half years behind bars and will not be allowed to drive for 12 years for the hit-and-run death of 21-year-old Silas O’Brien. In front of a full courtroom in New Westminster Supreme Court on Thursday morning, Judge Terence Schultes sentenced Parent, 43, to four years and six months for criminal negligence causing death, nine months for dangerous driving and three months for failing to stay at the scene of an accident. In his sentencing, Scholtes said vehicles must never be used as instruments of aggression. The judge found, through the evidence, that Parent did not intend to hit O’Brien, but his actions to swerve his truck towards the three young men on the side of that dark road were “fraught with risk.” Schultes said he wanted to strike a balance between the Crown’s request to see Parent go away for eight years and the defense’s suggestion of three to four years. After he was sentenced, O’Brien’s father spoke to the media, saying the sentence was what he expected. Rodger O’Brien thanked the Crown and Integrated Homicide Investigation Team “for all the work they put into this.” O’Brien believes it’s unlikely Parent will appeal the sentence. “We would like to put this all behind us now,” he said of the court proceedings. He hopes the sentence sends a message to Parent who will have a lot of time to think about it while in jail. O’Brien said his wife chose not to come to the sentencing. Sam Dooley and Luke Stephen, who were on their way to the airport with O’Brien that tragic night in March 2008, attended the sentencing. In the early morning hours of March 13, 2008, O’Brien, Dooley and Stephen were on their way to a Seattle airport, looking forward to their first vacation to Hawaii. Parent, who was driving a diesel Ford F350, became enraged when he thought that the Chevy Silverado O’Brien was riding in had deliberately flashed its high beams at him on 16 Avenue. The judge

said Parent refused to let them pass, causing the pickup carrying O’Brien and his friends off the road and into a ditch. Parent then returned to the scene, where he swerved towards the young men who were standing on the road shoulder, striking and killing O’Brien. On the second anniversary of O’Brien’s death, Parent was pulled over by police on 16 Avenue after driving 105 km/h. The speed limit was 60 km/h. He said he was rushing home to see if it was his friend killed in an avalanche. Parent has 64 driving convictions and five driving suspensions. Crown Donna Ballyk said the tragedy of this case and the jail sentence should cause all people to reflect on how they drive. “Any criminal offence that results in the loss of a life, whether or not it’s a homicide, needs to be investigated to the fullest extent possible, as IHIT has done here,” said IHIT spokesperson Sgt. Jennifer Pound who attended the sentencing and met with the O’Brien family afterwards. “Every conviction contributes to the confidence and public safety of all Canadians who can take comfort in the knowledge that guilty persons will face justice. “

Split from Metro Vancouver gains momentum Black Press

As one of the region’s high-growth areas, Langley deserves much more for the taxes residents pay for transportation and other Metro Vancouver services, say Township elected officials. Dissatisfaction with the regional and transportation authorities is a common refrain in Langley, and now Langley Township is saying enough is enough. After a lengthy debate on Monday evening, council backed Councillor Kim Richter’s motion “to explore the possibility and option” of forming a new Fraser Regional District. Neighbouring districts from Delta to Abbotsford, and those north of the

Fraser River, will be invited to participate. Richter’s motion also seeks talks with the provincial government on the process to pull out of Metro Vancouver and form a new regional district. In her motion, Richter argued that the weighted vote system on the Metro board “favours the established metropolitan areas to the detriment of the high growth areas.” She argued that the Metro board is trying to use the Livable Region Strategy to participate in zoning decisions made by member municipalities. This is beyond the scope, direction and intention of the LRS, she added. Councillor Charlie Fox, who seconded the motion, said that after serving just over a year on the Metro board, he observed “a change in the relationship with Metro Vancouver

and I’m not particularly enamoured with the change.” Last week. Burnaby Mayor Derek Corrigan, who is the regional planning chair at Metro, said Township politicians have themselves to blame because they pushed for Highway 1 expansion, despite warnings from Metro planners that the $3.5 billion project would undercut future demand for public transit. Corrigan did not escape potshots aimed at him on Monday. While warning that “you don’t cut the umbilical cord that easily,” Councillor Grant Ward said that “Corrigan calls the shots and always has. Why are we surprised?” Ward was annoyed that he first heard about the suggestion to break away from Metro on the radio, when a Township councillor he did not name was interviewed. “I’m somewhat surprised at the

speed this is going,” Ward said. Acknowledging councillors’ frustration, Ward said the issue “will make us look like fools if we don’t break away.” Councillor Steve Ferguson reminded council that the agreement with the regional district had originally been only for water and sewer, and he wondered if the motion went far enough. “Why don’t we form our own Langley regional district?” he said, suggesting that Langley could go solo with its own police force, as well as sewer and water services. “It would cost us less,” Ferguson said. Richter said that “the time for action is now.” She added: “I’m tired of this Marie Antoinette attitude Metro Vancouver has towards Langley. We don’t want cake. We want bread ... and we are paying

through the nose.” “Somebody needs to take the initiative. We have been hit so hard by Metro,” Richter said, calling the organization “a booming little empire in Burnaby that thinks it rules the empire. It doesn’t.” Councillor Bev Dornan persuaded council not to limit the possibility of a merger only with municipalities south of the Fraser, as Richter’s motion had originally stated. Getting on with other regional partners “is what it’s all about,” said Councillor Bob Long. “It’s a very challenging situation that we all face,” he said. “Starting our own club may not be the answer.” With the observation that “the grass is not always greener on the other side,” Mayor Jack Froese commented that there is no harm in asking questions about a new regional alliance.

Megan Hamm Representing Canada at FISU Rugby Sevens Championships Four players and one coach from UBC will represent Canada at the 2012 world university rugby sevens championships. One of the players selected is former Aldergrove Secondary rugby star Megan Hamm. The fifth FISU championships will be held from July 11 to 13 in Brive, France. Head coach Lesley McKenzie of UBC will lead the women’s contingent in France. A former CIS allCanadian with the Thunderbirds, McKenzie played for Team Canada at a pair of World Cups, including in 2010 in England. She will be joined in France by two of her UBC players, Megan Hamm (2nd, Langley) and Gabrielle Hindley (2nd, Guelph). Hamm, a 5’3” scrumhalf, last played for B.C.’s senior women’s team. They will be looking to continue the tremendous success achieved by previous Canadian entries at the world university rugby sevens championships. Canada won the first two tournaments in 2004 (Beijing, China) and

2006 (Rome, Italy) before finishing second in 2008 (Cordoba, Spain) and fourth in 2010 (Porto, Portugal). On the men’s side, the Canadians are coming off their best-ever FISU result as they placed sixth in 2010. Canada did not participate in the inaugural tourney in 2004 and finished seventh in 2006 and 10th in 2008. Canada will have two Thundebirds players on the roster, Jonathan Hill (4th, Edmonton), a veteran of the 2010 FISU team, and Liam Murphy-Burke (1st, White Rock). “Obviously any time an opportunity arises to represent Canada it is a honour,” said Murphy-Burke. “The chance to play rugby overseas at an international level has me very excited for the trip. A big part of a trip like this is also the cultural experience, I am sure Brive will have a lot to offer in terms of that. Playing sevens on the international stage for Canada is my long term goal, so a team like this could potentially be a perfect stepping stone.”

Farm owner claims ignorance Black Press

The owner of A-1 Mushroom Substratum claimed to have no knowledge of safety measures, dangerous off-gassing from composting or any other functions of his mushroom farm in Langley, where three of his employees died and two others were permanently injured in a 2008 workplace accident. At a Coroner’s Inquest in Burnaby on Wednesday, Ha Quan Truong testified that he hired a supervisor and manager to handle everything on the farm. He said he has no understanding of WorkSafe regulations, nor did he know that the smelly gases could be deadly. The owner considers himself a victim in all of this, he said in his testimony. He said he had lost all

his money in legal fees. This farm had been on the Township’s radar screen for several years before the accident. The Township made several orders to the farm to stop producing compost. The Township also obtained a court order stating that compositing must cease in June, 2007. Truong ignored those orders. He said at the inquest that he had considered suing the Township because it did not help him solve the problem. Aldergrove-Fort Langley MLA Rich Coleman paid a visit to the farm, because he had received so many complaints about the smell, prior to the farm workers’ death. On Tuesday, the lead investigator for WorkSafe BC testified that

Most of it was built without engineering consultation. Ut Tran, 35, Han Pham, 47, and Chi Wai ( Jimmy) Chan died on Sept. 5, 2008 while working at A-1 Mushroom Substratum Ltd. on 16 Avenue. Two other employees have been left with permanent brain damage. One survivor, Tchen Phan, is in a wheelchair and cannot hear, talk or walk . The other, Michael Phan, a Langley father of two, has been in a coma since the 2008 incident. Leibel and a jury will hear evidence from subpoenaed witnesses for several more days, to determine the facts surrounding these deaths.

Dorozan pleads guilty Black Press

One of two Abbotsford brothers charged with a series of break-ins in Surrey, Langley and White Rock has pleaded guilty to 12 of the offences. Darwin Duane Dorozan, 38, is scheduled for a sentencing hearing May 25 in Surrey provincial court. He was originally charged with 21 counts of break and enter, one count of possession of stolen property and one count of assault with a weapon. All his guilty pleas are to break-and-enter charges. His younger brother, Dane, 36, was charged with one count of break and enter, and is next due in court on Sept. 21. The charges stem from crimes committed from April to August 2011.

The pair were arrested last August following a residential break-in in South Surrey. Darwin has been in custody ever since, but Dane has been out on bail. He was convicted in January of this year of possession of a controlled substance dating back to December 2010 and was given 18 months’ probation. Dane has prior convictions for break and enter, breach of his bail conditions, and obstructing a police officer. Darwin’s criminal history includes convictions for possession of stolen property, theft, possession for the purpose of trafficking, and break and enter. A third brother, Dennis, 39, also has a criminal history, but was not charged in the latest offences.

A former Langley veterinarian who used an emaciated horse to try to tow a car out of a South Langley ditch three and a half years ago has been spared jail. Mark Marohn was facing the possibility of six months behind bars when he was sentenced on Friday in Surrey provincial court to two years probation and 150 hours of community service. He is also prohibited from owning or caring for animals for three years. In his reasons, Judge Reginald Harris said that incarceration is not necessary to achieve the goal of “denunciation and deterrence,” adding that has already happened, in part because of the intense media scrutiny Marohn has been subjected to since December, 2008, when “Buddy” a former racehorse was tied to the bumper of a car that had become stuck in a ditch and used to try to pull the vehicle out of the mud. The exhausted horse could not be revived and was put down at the scene. In March, Harris found Marohn, 58, guilty of two animal abuse charges, including one of

Latest stabbing is gang related Black Press

Police are saying the latest stabbing in Langley is gang related. A 37-year-old Langley/Abbotsford man with gang ties and well known to police was found in his pickup truck suffering from multiple stab wounds. His truck was parked at the Petro-Can gas station in the 7200-block of 200 Street early Thursday

morning. Paramedics were on the scene around 5:50 a.m. The victim was airlifted to hospital where his injuries are deemed non-life threatening. “This is believed to be directly linked to gang activity and not a random act of violence. There appears to be no immediate threat to public safety,” said Sgt. Peter Thiessen of the RCMP.

Marohn must complete his community service within the first 15 months of the sentence, Harris continued. Taking into account Marohn’s poor physical health, Harris suggested the veterinarian’s education and professional background will help him to fulfill his obligation. “I expect your experience and training has a lot to offer the community. It’s a way of giving back to the community,” Harris told Marohn. Before passing sentence, Harris described Marohn as a man of high intelligence, who had earned three bachelor degrees and served with the U.S. military from 1972 to ‘75. After moving to British Columbia in 1993, Marohn enjoyed a life of professional employment and volunteered with the SPCA, Harris noted. But his circumstances changed following a Hawaiian vacation in April, 2000 when a boogie boarding accident left

him with a broken neck. Although he regained his ability to walk following surgery and rehabilitation, Marohn suffered from memory loss, cognitive, visual and spatial difficulties, as well as being diagnosed with fibromyalgia and a number of emotional disorders, including post traumatic stress disorder and depression. In July 2008, Marohn separated from his wife, Carol SchoyenMarohn (whose own trial was postponed after she suffered a stroke). Each of these factors played a role in Marohn’s judgment and decision-making abilities, the judge said. By the fall of 2008, as the family was about to be evicted from their rental property, they had begun to sell personal items to buy food, and the severe financial strain also contributed to the horse’s lack of care, Harris stated. “It’s clear that if (Marohn) had had proper means, he would have properly cared for Buddy,” said Harris. In 2008 Marohn owned six horses, including Buddy, all of which were growing steadily thinner, but he had reportedly

refused an offer by the SPCA to take the animals because his daughter would not have been able to visit her pet. Following Buddy’s death, the surviving animals were seized by the SPCA and all but one has made a complete recovery. Crown prosecutor Liane O’Grady had asked for a three to four month conditional sentence and that Marohn be required to repay the $1,183 the SPCA spent to treat Buddy. She also asked that he be banned for life from owning animals. However, Harris opted to limit the ban to three years, recognizing that Marohn had dedicated his life and education to the betterment of animals. Marohn’s lawyer, Jacquie Percival, meanwhile, had called for an absolute discharge. Outside the courtroom following sentencing, O’Grady said she was satisfied with the sentence, noting that the judge had given careful consideration to his decision. The Crown prosecutor called Marohn’s case “an interesting and sad one.” “It’s sad for everyone,” she said.

VICTORIA – The B.C. government has rolled out its plan to reform BC Ferries, continuing the structural and cultural shift that started when the Crown corporation was quasi-privatized in the early years of B.C. Liberal rule. Politically, there is a lot at stake here. Premier Christy Clark’s year-long “families first” routine boils down to two projects, reining in rate increases at BC Hydro and BC Ferries. For weeks, Transportation Minister Blair Lekstrom has been signaling there is bad news to come. Sparring with the NDP in question period, he has bluntly and repeatedly said the days of fully staffed vessels sailing with a third (or less) of their capacity are coming to an end. Tabling legislation to give the ferry commissioner new powers over service levels as well as fares, Lekstrom revealed $80 million worth of sugar to help the tough medicine go down over the next four years. That’s on top of the $150 million annual subsidy. Quadra Island politician Jim Abram was first out with the predictable view of the Gulf Islands elite, dismissing this sum as paltry. It’s difficult to capture how self-centred and insulting this is, but I’ll try. Consider that the B.C. transportation ministry spent $460 million last year on high-

way operations. That’s for the province’s entire vast, weather-battered road network. This year’s operating subsidy to coastal ferries is approaching $200 million, nearly half of that. And increasingly, it goes to subsidize getaways for those who choose isolation for its own sake. Basic financial information also exposes the falsity of NDP ferry critic Garry Coons’ one-note critique. It’s part of the highway system, he constantly says, comparing empty ferries with empty roads while ignoring the mandatory ferry staff and other costs. This fiscal-fantasy policy implies another huge increase in subsidy, much of it a transfer from working people to the idle rich who can afford Gulf Islands real estate. Coons can’t say how much, probably because he has no idea. A key legislative change will allow BC Ferries to use revenues from its profitable main routes to subsidize littleused runs. This would be even more important if those revenues hadn’t been squandered. And no, I’m not talking about the “fast ferries.” The story is detailed in Head On!, a 2004 book by former B.C. deputy highways minister R.G. Harvey. He describes how the Mike Harcourt government completed the “gross error” of building a new terminal at

Duke Point, near Nanaimo. This run was to take truck and other traffic from congested Horseshoe Bay to the mid-Island from Tsawwassen. An alternative route from Richmond to Gabriola Island, with bridges to Vancouver Island, had been quietly scuttled after the W.A.C. Bennett government was defeated by the NDP’s Dave Barrett in 1972. On a map, it’s clear this would have been the shortest route. Harvey says it would have cut travel time by half, and likely replaced the congested Horseshoe Bay dock. But Barrett would have had to tell his Nanaimo ferry union supporters that they were losing half their work hours. Tsawwassen to Duke Point is 65 km, compared to 54 km from Horseshoe Bay to Departure Bay. A ferry worker’s shift includes two round trips and loading time. On the Duke Point run this meant at least eight and a half hours, “thus ensuring the crew at least one hour at double time daily and often more,” Harvey writes. “Later it became a scheduled overtime route.” Something to keep in mind as Adrian Dix and his crew of union bosses prepare to take the helm. VICTORIA – Wheelchair ambassador Rick Hansen visited the B.C. legislature Monday as part of his province-wide relay marking 25 years since the completion of his Man in Motion world tour. Hansen presented “difference maker” medals to MLAs, spoke to a reception and then was invited to make a speech to the legislature. The medals represent gratitude, celebration and inspiration for those who have helped their communities, Hansen told MLAs, explaining what that meant to him once his 40,000-km wheelchair journey was completed. “To be a young kid from Williams Lake and to be inspired to pay it forward,” Hansen said. “To move from a period and a place of despair and to see possibilities and know that I’ve been able to get there on the backs of this province, family friends, community. A healthy and inclusive place where a kid can

overcome adversity and then be inspired to wing around the world.” Hansen began his 25th anniversary relay in Newfoundland last summer. The relay entered B.C. on March 19 and is passing through 127 communities before concluding in downtown Vancouver on May 22. “To come back 25 years later and to see the kind of response that still is there, and the progress that’s been made on the part of local champions and difference makers who have really made that possible, those are emotional moments and truly inspiring,” Hansen said. Hansen began his Man in Motion World Tour in March 1985, visiting 34 countries and raising $26 million for spinal cord research. Since 1988, the Rick Hansen Foundation has leveraged that initial effort to $252 million invested in research, accessibility projects and quality-of-life initiatives. Hansen’s tour visits Langley Events Centre this weekend, see page 10 for details

Cruise-In organizing begins Black Press

It’s a changing of the guard. Or as Eric Taylor, the new president-to-be of the Langley Good Times Cruise-In Society, jokingly puts it “the Fords are out and Chevys are in.” This will be the last year presiding president (and huge Ford fan) Riccardo Sestito runs the Cruise-In, before vice-president Taylor (owner of many Chevrolets) takes over. The annual car show, which was named one of the top 10 car shows in North America by Dennis Gage from the TV series My Classic Car, is returning to the streets of downtown Langley on Saturday, Sept. 8. Run completely by volunteers, the event raises tens of thousands of dollars for local charities every year. Until the sun sets on the 2012 show, Sestito still has much work to do. Hosting an outdoor party for 100,000 people is no easy feat. In the early stages of planning, organizers have already confirmed the return of popular attractions such as the Ultimate Garage raffle, the swap meet and car corral on Sunday, Sept. 9, and the customs sideshow and marketplace, which was first introduced last year. California burger chain In-N-Out Burgers will also be heading up north with their famous “double-

double” burgers. And as always, the organizers hope to beat their fundraising goal from last year and break the $100,000 mark. To date, they have managed to raise well over $1 million for local charities since the car show began in 1997. Last year, $86,000 was donated to the official Cruise-In charities Valley Therapeutic Equestrian Association, Langley Stroke Recovery and Langley Memorial Hospital Auxiliary. The same three non-profits have been chosen as the Cruise-In beneficiaries again this year. Other community groups, including the four Rotary clubs of Langley and Aldergrove, the Langley and Aldergrove Lions, New Beginnings, Langley Legion, Langley Lodge, Langley Lacrosse, Langley Elks and Douglas Park Community School have also been able to raise additional money for their operations through concession stands and services offered on the day of the show. ‘Pagoda’ golf course gets approval By NATASHA JONES Black Press

Township council has approved an Asianthemed golf course, issuing a development permit and approving its liquor application. Featuring buildings with eaves that resemble pagodas, the Pagoda Ridge Golf Course covers 150 acres at 7900 — 264 St. Councillor Steve Ferguson was a member of Township council when he supported a golf course application for the property in

1988. Ferguson drew chuckles from the audience on Monday when he reiterated his support. Councillor Kim Richter wondered if there was a statute of limitations on applications such as the Pagoda golf course which received the preliminary approval of the Agricultural Land Commission 24 years ago. “ALC decisions do not have a sunset clause,” head planner Ramin Seifi advised. “They are valid in perpetuity.”

The 18-hole course is surrounded by agricultural/ rural properties, including Wagner Hills, a community care home for people with addictions. The liquor licence is for two beverage carts, and one kiosk which is a kitchen/snack building. No licensed interior or patio areas are proposed. The development permit and liquor application were approved with only Richter and Councillor David Davis opposed.

“It has been an exciting few weeks for the Club,” said McRoberts. The finals this past weekend saw the Adrenaline take on the North Shore Impact. By half time the score was still nil-nil. Early in the second half the Adrenaline struck with a lovely goal headed in by #13 Teshla Bellevance. The Impact levelled the score 10 minutes later with a 2-on-1 breakaway. Then, with four minutes to go, the Impact scored the winning goal. The Adrenaline tried to fight their way back but the clock ran out, giving the Impact the 2-1 win. Larry passed away peacefully at Langley Memorial Hospital after a valiant battle with several health challenges. Predeceased by his father and mother, Gordon and Flora Blackhall of Toronto. Survived by his loving family: wife Patricia (nee Clapp), son Mark (Victoria), daughter Michele (Alden, and granddaughter Leah) and daughter Alison (Terry), his sister Joanie Blackhall, sister in law Mildred Greenwood and many nephews and nieces. Larry served in the Canadian Armed Forces (Navy) for 30 years and loved to tell stories of his travels. He will be remembered as a champion squash player, for his musical and artistic talents and also for his many contributions to the community of Aldergrove such as creating the original Aldergrove Minor Hockey Association logo, painting the mural for Wix Brown Elementary school, and his political cartoons for The Aldergrove Star. Please join the family at the Aldergrove Legion (#265) on May 23, 5–7pm.
