IHA letter quells hospital concerns BY TIMOTHY SCHAFER Times Staff

Fears raised earlier this year over the possible removal of regional status from Kootenay Boundary Regional Hospital have been quelled by the Interior Health Authority’s board of director’s chair. Norman Embree said in a letter to Trail city council at last week’s meeting that concerns with the hospital’s regional status — raised in March by Castlegar Mayor Lawrence Chernoff — were unfounded. He pointed to the significant investment the IHA, the community and the city (through infrastructure investments) have made in the hospital as reasons why it would remain the West Kootenay’s regional facility. “The … noted investments supported the establishment of a regional facility and will continue to support a consistent and comprehensive suite of services to the residents of the West Kootenay into the future,” he said. Embree cited over $20 million invested in capital upgrades and maintenance at the hospital since the IHA was created in 2001. In that time, the hospital has received “significant” surgical equipment upgrades, renovated the regional renal program space, and established a mobile MRI service. In the letter Embree detailed the roof, electrical system and back up generator had all been replaced, and

the authority was planning for boiler system upgrades and replacements. On March 11 Trail city council supported a motion dedicated to keeping regional status at Kootenay Boundary Regional Hospital (KBRH). At the time, Trail councillor Kevin Jolly said he felt compelled to lead a campaign in taking a stand and protecting the Trail hospital because Castlegar council discussed the possibility of a new regional hospital with Health Minister Mike de Jong. Jolly requested all capital funding for the region be dedicated to the refurbishment, upgrade and support of existing medical facilities to deliver the highest level of patient care. “In the longer term, refurbishment and renewal of health care services and facilities in the West Kootenay will be a priority for Interior Health,” Embree replied. He said long term facility capital planning was a continuous exercise undertaken by IHA, paying attention to the demographic information of the area, including projected population aging and areas of projected population growth and decline. “We also examine our existing physical plant as, over time, continued investment in aging facilities can be more costly that investing in new facilities,” he said. A letter was sent March 28 by Trail council to Interior Health, the Health Minister and MLA Katrine Conroy.

New rules won’t be created to allow mobile vendors to set up shop in Fruitvale, after village council voted recently to retain their current business licensing bylaw. Council elected to keep the old bylaw — which gives them around $2,400 per year from inter-provin-

cial licensing — that restricts mobile vendors in the places they can set up their carts. The village had not allowed such traveling vendors in the past, said village chief administrative officer Lila Cresswell, and so they did not have a business licence category and rules for them.

On April 2 two mobile food vendors — Blair Peel and Isabella Eliason — petitioned council wishing to purchase business licenses to operate within the village boundaries, to allow them to set up for the summer on a vacant lot in the village’s downtown core. The two vendors, who operate independent of each other, would only operate for two to five days per week, and their menu items would not largely conflict with local establishments. Both Peel’s Confusion Taco truck and Eliason’s hot dog/hamburger cart were self contained units, with their own recycling, garbage, water and power capabilities on board. The two said they wanted to use the vacant lot next to Dr. Greg Barrett’s dentistry practice to set up their mobile units, but had not yet received approval. But the current Business Licensing Bylaw contained restrictions disallowing operation of a mobile food vendor in any of the locations that could accommodate such a vendor (zoned commercial or industrial and not located on the highway) like Dr. Barrett’s property. Cresswell noted the limitation against having a vendor on highway frontage property in the current bylaw was likely to do with highway safety issues regarding right of way. Village staff investigated the impact of withdrawing from the inter-municipal licensing agreement and instead draft bylaw changes to allow mobile food vendors to operate within the village, bearing traffic and public safety in mind. If the village withdrew from the agreement, the number of licenses currently sold within the municipality would need to increase by 40 in order to achieve the same amount of revenue they would lose ($2,400). The village only has 58 now registered. The current fee for any mobile business is $300, however, as the village is a partner to the Regional Business License agreement, the fee for the same business license inter-municipally is $180. If they still decide to go ahead, vendors will require property owner permission for their chosen location and that permission in writing will be requested upon public complaint regarding their siting. Council will review the situation within a year.

Author who penned book on Italian immigrants coming to Trail in June BY BREANNE MASSEY Times Staff

She’s not an Italian, but part of her wishes that she were. Lynne Bowen, a Nanaimo-based author and historian, wrote a book about the Italian immigrants that came to B.C. during the mid-1890s. Bowen will be presenting “Whoever Gives Us Bread” in the Colombo Lodge in Trail on June 5 at 7 p.m. She initially visited Trail while conducting

Bowen said these people became known as “strike breakers.” Some Italian immigrants earned this reputation because they would work all-year, with no exceptions, and they would only leave work during the winter season to visit their families in Italy.

Another massive fire destroy a lumber mill BY VIKKI HOPES Abbotsford News

A massive early-morning fire has caused extensive damage to a lumber mill in Abbotsford. Abbotsford Fire Rescue Service was called to Absolute Lumber Products, located at 3467 McCallum Rd., near Highway 11, at about 4 a.m. on Saturday. When crews arrived, the plant was fully engulfed and flames were shooting high in the air. Smoke was so thick over

areas of the city that it set off fire alarms at apartment buildings several kilometres away. Firefighters first had to navigate around power lines to begin extinguishing the fire. It took crews about 45 minutes to bring the fire under control, but by then, heavy damage had occurred. Firefighters on scene estimated that the building would be a complete loss. The mill was shut down when the

blaze occurred, and no one was injured. Ramesh Sharma, the mill owner’s brother, says the fire is a huge blow to the business that employs about a dozen people. The cause of the blaze is under investigation. According to the website for Absolute Lumber Products, the plant produces more than 75,000 board feet of pallet cutstock in a day. The company was established in 2006.

Rae visits tribe battling suicide problem NANAIMO, B.C. - The interim leader of the federal Liberals has met with the chief of a Vancouver Island First Nation grappling with a suicide problem. Bob Rae heard first hand about the Cowichan Tribes decision to declare a local state of emergency after four males took their lives and 52 others were placed on suicide watch. Bob Rae met with Chief Harvey Alphonse during a stop in Nanaimo, B.C. on Saturday. Rae says the meeting drove home the need to move away from the Indian Act. He says the government must also develop a relationship with First Nations based on selfgovernment and mutual respect. Meantime, B.C.’s Minister of Aboriginal Relations Mary Polak says officials must listen to the tribe’s specific needs and says unemployment is a major problem.

KAMLOOPS, B.C. - The timely intervention of an RCMP negotiator is being credited with saving the life of a woman held hostage during a standoff in which it’s believed the man responsible died. The role of the negotiator is among new details of the incident revealed in a phone interview with CFJC radio by a man who said he was the woman’s boyfriend and was at the home at the time. David Madore said his girlfriend was only moments away from being killed Thursday night when the police negotiator called the home and persuaded a man, who had strapped explosives to himself, to let the woman go. “He phoned and he started stroking his ego and saying, oh, how smart he was and everything else,” Madore told CFJC. “At that point he took his hand away from the explosives. He saved my girlfriend’s life.” The man released the woman at midnight and continued talks with the negotiator before the phone went silent and officers at the scene reported two rapid explosions from within the house. Published images show little is left of the residence, except for a few charred walls, timbers and a fireplace and chimney. Coroner Barb McLintock said remains were recovered from the site sometime Saturday afternoon, and the remains were in a significantly better condition than officials had feared. The next step for coroners will be to confirm the identification of the remains, she said. The tragedy unfolded about 5 p.m. Thursday when the man strapped explosives to himself and took a woman hostage in her own home. Initial reports suggested there were four children inside the house, but Madore said there were actually six children, including two of his own , when the suspect, carrying a long box in his arm, forced himself inside. The man was initially identified as a former boyfriend of the woman, but Madore called those reports a “misconception,” and said his girlfriend and the suspect were never in a relationship and knew each other through work. He said he and his three-year-old daughter ran next door for help, while another child climbed through a window. Another hero in the incident was the woman’s 13-year-old daughter who got three other children out of the house, he said. Police evacuated 15 homes and contacted the suspect inside the home shortly after the drama unfolded, just after 5 p.m., said RCMP Staff Sgt. Grant Learned Friday. Learned praised the heroics of police and firefighters Friday who worked in a dangerous and surreal situation. Bomb technicians risked their lives to prevent a pipe bomb from exploding and causing fatalities in the immediate area, said Learned. He said they also grabbed a propane tank and a gas cylinder from the approaching fire as flames ripped through the roof of the house. On Saturday, regional coroner Mark Coleman said the man’s name will be released next week. Meantime, locals have begun rallying behind the victims by collecting household goods at a storage facility. Virginia Rogers, 26, said she has known the family for several months and decided to collect household goods as soon as she heard about the incident. She said the family has nothing left, but by Saturday afternoon residents had already donated a little bit of everything, including a bed, couch, chair, living room table, food, clothing, kitchen ware. “Basically the whole community of Kamloops is coming together,” she said.

Robin Gibb, 62, died Sunday â&#x20AC;&#x153;following his long battle with cancer and intestinal surgery,â&#x20AC;? his family announced in a statement released by Gibbâ&#x20AC;&#x2122;s representative Doug Wright. Gibb was the second disco-era star to die this week. Donna Summer - who earned the Queen of Disco title by singing â&#x20AC;&#x153;Last Danceâ&#x20AC;? and â&#x20AC;&#x153;I Feel Loveâ&#x20AC;? - died of cancer in Florida on Thursday. The Bee Gees, born in England but raised in Australia, began their career in the musically rich 1960s but it was their soundtrack for the 1977 movie â&#x20AC;&#x153;Saturday Night Feverâ&#x20AC;? that sealed their success. The albumâ&#x20AC;&#x2122;s signature sound - some called it â&#x20AC;&#x153;blue-eyed soulâ&#x20AC;? - remains instantly recognizable more than 40 years after its release. The album remains a turning point in popular music history, ending the hard rock era and ushering in a time when dance music ruled supreme. It became one of the fastest-selling albums of all time with its innovative fusion of harmony and pulsing beats. Premier bitten by pesky pest problem

remier Christy Clark has a new political problem buzzing around her office. A year ago, the newly appointed premier was looking to change the channel for an unpopular government grappling with the fallout of the harmonized sales tax. Newly appointed NDP leader Adrian Dix was touting an idea that is all the rage with urban folks, a ban on “cosmetic pesticides.” All the better B.C. communities already have one, starting with Clark’s old stomping ground of Port Moody in 2003. So she figured she’d better run to the front of this parade, swipe a popular policy from the opposition and do something to redefine the B.C. Liberal Party after the tax-cutting, regulation-repealing decade of Gordon Campbell. But first an all-party committee would hold hearings around the province, chaired by Kootenay East MLA Bill Bennett.

Bennett presented the committee’s report last week, and one could see what was coming. Bennett is the rifle-toting outdoorsman who recently called on his government to abandon the carbon tax, saying it’s silly to keep pretending B.C. can change the world’s climate. He was recently appointed by Clark to co-chair the B.C. Liberal Party policy committee for next year’s election, a strong signal of the party’s rightward shift in response to the B.C. Conservative threat. Bennett concluded after 10 months of hearings that the public aversion to common lawn and garden herbicides is based on “chemophobia” that flourishes due to scientific illiteracy. That statement is both politically dangerous and absolutely correct. I first covered this issue in the Okanagan 25 years ago, when environmentalists fought the use of Roundup by the forests ministry to knock down

FLETCHER B.C. Views brush and promote new trees. The evidence boils down to this: these complex organic compounds break down in a short period to simpler, common components that pose no threat. Thus, with buffer zones around watercourses and temporary entry restrictions, they are safe. Unfortunately, most people know little or nothing about chemistry and refuse to believe this. It’s part of the scientific nonsense trend that has grown in B.C. society for decades. We have parents turn-

ing their backs on routine immunization because of superstitions about vaccines. We have people panicked about imaginary health effects of smart meters, egged on by shoddy, sensationalist media reporting. The parallels between local government responses to smart meter hysteria and this scientifically ignorant push against “pesticides” is telling. As Bennett put it, when someone becomes convinced her child is at risk, “that mum is pretty darn compelling when she goes to council.” Few have the courage to stand up to that. The committee sought advice from Health Canada, whose scientists approve conditions of use for chemicals. Health Canada representative Lindsay Hansen said B.C. was the first province to ask for its advice, despite the fact that most provinces have imposed bans. These bans are political,

not public safety measures, University of Guelph toxicologist Keith Solomon told MLAs. The committee also learned that “cosmetic” use accounts for only five per cent of pesticide use. Most of it is in agriculture, forestry and commercial pest control, with no ban proposed. MLAs in farming areas signalled their concern over the effect of this urban gesture politics. Backyard fruit trees go unsprayed and pests spread to orchards and fields. We have large areas of agricultural land reserve, but 85 per cent of the people who live in those areas don’t farm. The NDP is content to fan public fear and ignore evidence, as with smart meters and oil pipelines. The premier has a choice here. She can do the popular thing, or the right thing. TV LISTINGS Wiig leaving SNL THE ASSOCIATED PRESS NEW YORK - Kristen Wiig got a musical sendoff on the season finale of “Saturday Night Live” as the popular and versatile cast member made her exit after seven years. In the show’s final sketch, guest host Mick Jagger played the principal at a high school graduation and brought up Wiig, in cap and gown, as “one particular student who is leaving this summer.” She danced in turn with Jagger, cast members and executive producer Lorne Michaels to the tune of the Rolling Stones classic “She’s a Rainbow.” Then the ensemble sang another Stones hit, “Ruby Tuesday,” with its line, “still I’m gonna miss you.” Wiig appeared to be holding back tears. Though NBC had made no prior announcement of her departure, it comes as no surprise. She starred in and co-wrote the hit comedy “Bridesmaids,” and even before that had notable roles in “Friends With Kids,” ”Paul,“ ”Adventureland“ and ”Knocked Up,“ among other films. She has six more in various stages of development.

There is a major power that uses English in every continent except South America: the US in North America, the United Kingdom in Europe, South Africa in Africa, India in Asia, and of course Australia (where the entire continent speaks it). All of that is due to the British empire, which once ruled one-quarter of the world’s people. For the same reason, there are several dozen other countries where English is an official language. Of course, the British empire went into a steep decline almost a century ago, but the superpower that took Britain’s place was the United States, another English-speaking country. After another century during which everybody dealing in international business and diplomacy – indeed, any independent traveler who went very far from home – simply had to learn English, the die was cast. English had become the first worldwide lingua franca. Most of those learners will never become fully fluent in English, but over the years some hundreds of millions will, including the entire global elite. And the amount of effort that is being invested in learning English is so great that it virtually guarantees that this reality will persist for generations to come. No other language is threatened by this predominance of English. Italians are not going to stop speaking Italian to one another, even if they have attended the Politecnico di Milano, and no force on Earth could stop the Chinese or the Arabs from speaking their own language among themselves. But they will all speak English to foreigners. Gwynne Dyer is a Londonbased independent journalist whose articles are published in 45 countries.

First step: Get the kids outside An editorial from the Kamloops Daily News It’s a very sad day and age when parents are encouraged to strap pedometers to their kids to determine if they’re meeting their targets for physical activity. It seems the days are gone when kids virtually had to be pulled home by their parents after playing sports in their free time. Now, kids are told to accumulate about 12,000 steps a day to maintain healthy physical activity levels, according to research from a children’s hospital in Ontario. While most people are urged to take about 10,000 steps a day to stay in a healthy zone, children tend to need more activity, hence the additional 2,000 steps. While the recommendations for tracking kids’ steps throughout the day are logical, it is a reflection of how far we’ve lost

our way when it comes to active lifestyles. Screen time is likely the biggest culprit when it comes to vacuuming up children’s free time, which in the past would likely have been taken up with rigorous exercise. According to Active Healthy Kids Canada, a group that encourages physical activity among kids, children and youth are getting an average of six hours of screen time a day outside of school hours, and more than seven hours on weekend days. According to Healthy Kids, only nine per cent of boys and four per cent of girls meet the new Canadian Physical Activity Guidelines, which suggest kids should get at least 60 minutes of rigorous, intense exercise a day. However, only 44 per cent of Canadian kids are meeting that standard three days per week,

and only 78 per cent are getting 30 minutes of intense physical activity three days a week. So, what can parents do to change the game, other than strapping a pedometer to the waists of their children? According to Healthy Kids, the period after school is a critical time. From 3 p.m. to 6 p.m., 59 per cent of kids are sedentary, getting only 14 minutes of moderate to high-intensity activity during this time. Through encouragement from parents and after-school programs, this can change. According to the group, kids who are outside during the afterschool period take about 2,000 more steps a day than those who stay indoors. Coming up with ways to get kids outside in their free time will go miles longer than getting a digital readout of a child’s steps on a pedometer.

The Rossland Secondary School girls’ senior soccer team captured the Kootenay High School title last week, going undefeated in the region-wide championships in Rossland. The club rolled through three games of the tournament without allowing a goal, beating Midway 9-0 in their first game, winning 3-0 over Kimberley in their second game, and edging Nakusp 1-0 in the final match. The eight-team tournament finished with Nakusp in second place and Kimberley winning the bronze over Midway. RSS coach Rick McKinnon said the scoring was spread around on his club, with no single player standing out. “They all seemed to be scoring … but we really controlled the ball,” he said. The win entitled the RSS side to compete in the B.C. single ‘A’ provincials in Kelowna May 31 to June 2. With six Grade 12

This will be the third year in a row the RSS girls are going to the provincial dance, finishing seventh out of 16 teams last year, recording a 12th place mark in 2010.

McKinnon was hoping for a top five or higher finish this year, but noted the private schools “were hard to beat.” However, with experience on their side, the athleticism

of the players will also be a factor as the RSS girls look to be golden in Kelowna. Many of the girls on the team are also members of the West Kootenay championship field hockey team

and the West Kootenay championship girls basketball team, said McKinnon. “Getting a gold for these girls would be the pinnacle of success for these seniors,” he concluded.

A three-way battle for top spot came down to the last hole on the B.C. junior men’s golf qualifier on Sunday, with Rossland Trail Country Club’s Tyler McKay taking home top honours. The two-day event doubled as stops on the Zone 1 West junior golf circuit, in Castlegar and Trail, as well as determining qualifiers for the B.C. Junior Men’s Golf Championships. All the juniors played 18 holes Saturday in Castlegar and then 18 holes Sunday at Birchbank. Heading into the last hole of the day at the Birchbank, McKay, Brenan Moroney (RTCC) and Jordan Hoodikoff from Christina Lake were even. The lead actually changed hands four times throughout the day between Moroney, McKay and Hoodikoff after the being separated by one stroke to start the day at the top of the field of 14 eligible golfers. But it came down to the 18th hole where Moroney missed a four-foot putt for par, and Hoodikoff missed a 12-foot putt for an eagle that would have sent the young golfers to extra holes. First place and a twoday total of 149 gave McKay the first of four automatic exempt zone spots for the BC junior men’s golf championships in Gibsons June 10-12, while Moroney and Hoodikoff — who tied for second at 150 — and Braden McKay (163) will be making the trip. Tyler McKayand Moroney both held a share of the lead at the end of the day on Saturday with identical rounds of 74. seedings for the next Olympics. It arguably landed in the best of the three groups for the 2014 Games in Sochi, Russia, along with Finland, Norway and a lower-level qualifier. The groups were determined based on the world rankings at the conclusion of the IIHF World Hockey Championship, which was won in dominant fashion by Russia on Sunday. Canada had hoped to use a good finish at the tournament to guarantee the best group possible in Sochi. It remained fifth in the world ranking after losing in the quarterfinals, but landed in a decent group after a surprisingly strong world championship from Norway saw it jump to eighth in the world. The international scene has been tough on Canadian teams since the Vancouver Olympics with three straight early exits at the world championship. In the four Olympics featuring NHLers, Team Canada won gold at the two held in North America (Salt Lake City and Vancouver).

Enabled brother will be in trouble when alone Dear Annie: My brother and sister and I had an amazing childhood. Our parents stressed the importance of hard work and education. The three of us got advanced degrees, and my sister and I entered the workforce after graduation. Our brother, “Dennis,” however, seems content to live with my parents, working a seasonal minimum-wage job. He was unable to find employment when he graduated and has not bothered to look since. That was seven years ago. My parents do not charge him rent. They cook for him and take him on weekend excursions. They pay a portion of his student loan bills. Dennis doesn’t seem to have any ambition to move forward. It has created a lot of resentment. The last time I saw Dennis, he made a snarky comment when I revealed that I was a month behind in my

mortgage payment. I was amazed at his nerve, and it resulted in no contact between us for almost a year. Resentment is also building toward my parents for continuing to allow him to mooch off of them. They are now in their 60s and nearing retirement. They deserve better. And I admit that I’m a bit jealous that Dennis gets handed to him the same things my sister and I have to work so hard for. I will be bringing my fiance to visit my parents for the first time, and we will be staying with them. I’m already dreading it. My fiance says to bite my tongue,

that it’s my parents’ decision. But every time I see them, I notice how they have aged. Any suggestions? -- Frustrated in Ft. Worth Dear Frustrated: You need to follow your fiance’s advice and bite your tongue. This is your parents’ choice. The best you can do is be supportive of their needs, perhaps gently pointing out that they are crippling their son by allowing him to be so financially dependent. And perhaps stay somewhere else when you visit. Also consider that Dennis may have undiagnosed adult ADD or other psychiatric or medical problems that are interfering with his ambition. We feel sorry for him. When your folks are no longer around to enable him, he will be in serious trouble. Dear Annie: Can I use your column to register a complaint? I’m talking about people in restaurants who use napkins, either cloth or paper, to blow their

nose and then put the napkin back on the table or plate. This is so disgusting. It’s not only rude to their fellow diners, but also disrespectful to the people who have to clear the table and pick up the germfilled napkins. And it’s quite likely that these same servers then bring menus, water or drinks to the next table without washing their hands. Please, people, be considerate. -- No Name, Please, Some of These People Are My Friends Dear No: It is both crass and rude to use any table napkin to blow one’s nose. A small dab (with a tissue or handkerchief) is fine, but major nose blowing should be confined altogether to the restroom. Dear Annie: I agree with your advice to “Dumped Upon,” whose mother-in-law badmouths her ex. My mother often maligned my father to my brother and me after their divorce and even after his death. Her words

made me dislike being around her. My sisterin-law told me I must stand up to her. I prayed about this problem. The next time she started in on my father, I said to her: “I am sorry your marriage to your husband was not all you

wanted it to be, but I loved my father and found him to be loving and caring. I have fond memories of him. Please never say another bad word about him to my brother or me.” After that, she no longer mentioned him. I am --

Water making its way down from the mountains has washed out another local trail. A portion of the Galena Trail, Rosebery Three Forks is currently closed near Capella Creek bridge until further notice. The trail is being closed not only to protect users from potential danger in the unstable area, but also so the extent of the damage to the trail can be determined, said Joe Chirico, General Manager of Community Services for the RDCK in a press release. Chirico also cautions the public to be aware that slide areas can be dangerous as there may be an increased likelihood of additional slides or debris flows. A slide near the Ravine Trestle

has also closed down the Nelson Salmo Great Northern Trail. â&#x20AC;&#x153;The closure is also required to prevent encounters with grizzly bears,â&#x20AC;? said Chirico, â&#x20AC;&#x153;Black bear and grizzly bear activity is common in the Spring and early Summer. Always use caution when traveling on the trail system.â&#x20AC;? Chirico recommends traveling in groups, making noise, paying attention to surroundings and respecting closures in order to avoid encounters with bears. â&#x20AC;&#x153;Please do not attempt to view or approach the bears,â&#x20AC;? reminded Chirico, because it can be hazardous to their health as well as your own. â&#x20AC;&#x153;Bears that learn to approach people, or are approached by people, may be destroyed as a result of an encounter that may become dangerous.â&#x20AC;?
