Shell announces LNG partnership Shell Canada announced a partnership with three Asian companies to build a large liquefied natural gas (LNG) plant at Kitimat on May 15. Shell will own 40 per cent of what’s being called LNG Canada with Korea Gas Corporation, Mitsubishi Corporation and PetroChina Company Ltd. each owning 20 per cent. “LNG Canada would connect the abundant supply of Canadian natural gas to growing markets around the world. This also begins the formal consultation process with First Nations and local community residents regarding the project,” a press release stated. This would be the third LNG plant for the Kitimat area, increasing its importance in the world export market for the commodity. “Our combined expertise, and our focus on technological innovation in delivering safe and environmentally sound LNG projects around the globe, ensures that our LNG Canada project would be well-suited to deliver long-term value for British Columbia and increase access to new export markets for Canada,” says Jose-Alberto Lima, Vice President LNG Americas, Shell Energy Resources Company. The proposed LNG Canada project includes the design, construction and operation of a gas liquefaction plant and facilities for the storage and export of liquefied natural gas

(LNG), including marine off-loading facilities and shipping. LNG Canada will initially consist of two LNG processing units referred to as “trains,” each with the capacity to produce six million tonnes of LNG annually, with an option to expand the project in the future, the press release stated. “LNG Canada can create significant economic benefit for the province, First Nations, local communities and the region. Such a project can create thousands of jobs during construction and hundreds of fulltime, permanent jobs during operations. Such a significant energy project can also bring indirect economic development opportunities to the region,” the press release adds. Cameron Orr As the Joint Review Panel approaches the conclusion of hearings relating to the proposed Enbridge Northern Gateway Pipeline project, Kitimat may be left in the dust in favour of other communities for the questioning phase and the final hearings. The JRP announced their plans for a procedural conference to take place on May 30 in Calgary. The conference will seek input on procedural issues relating to the final hearings, explained the Procedural Direction 7 document which was distributed late last week. Within the document, it said that the questioning phase is expected to be held in Prince Rupert, Prince George, and in either Calgary or Edmonton, Alberta. “These locations are centrally located, have adequate facilities and reasonable transportation access,” the document said. It further asks “would fewer than three locations be appropriate?” Witness questioning will be done at each location based on the local issues. In Prince Rupert, they outline the issues as impacts on Aboriginal interests, environmental effects, socioeconomic effects, consultation (public and Aboriginal groups), and safety and accident prevention. She said the task now is to ensure there is significant municipal

and health infrastructure to handle an increase in population.

In Edmonton or Calgary, they’ll speak to the need for the project, impacts on commercial interests and financial and tolling matters. When the final argument phase arrives, it is anticipated to be held in Prince Rupert and either Edmonton or Calgary. Annie Roy, communications manager with the Canadian Environmental Assessment Agency, provided a response to the question of why Kitimat is not a chosen location. She reiterated what the document said, relating to transportation and facilities, and added “The Panel will consider the results of the procedural conference as well as its own requirements in finalizing and announcing the process and schedule for the final hearings. Kitimat Mayor Joanne Monaghan was quick to express her disappointment at Kitimat’s exclusion. “I have told them [the JRP] that I wasn’t very happy with that,� she said. She counters the claims that facilities and transportation is not adequate in Kitimat. “I told them that we did have adequate accommodation and it was easier to get to, by plane, from Vancouver,� she said. She said not having the hearings in Kitimat is a ‘slap in the face’ to the community. “It’s just like we don’t exist sometimes.� Kitimat Council will participate in the conference through teleconference on May 30.

There is now an updated total for money raised through the Relay for Life. By press time for our last issue it was at $106,484.98. This week we learn that it has gone up to $107,619.98.

FHC Holdings have purchased 57 Fields locations, including Kitimat’s, and will keep the stores running, after it was earlier announced by the Hudson Bay Company that they were closing the stores.

Fields staying Kitimat’s Fields store is not going out to pasture after all. A company called FHC Holdings Ltd., announced May 16 that they have purchased 57 Fields stores in B.C., Alberta, Saskatchewan, Manitoba and the Northwest Territories with plans to keep the stores running. “Our team is very excited at the prospect of serving the 57 communities in which it has acquired stores, and will work to en-

sure people continue to be able to get what they need in their local communities,� said FHC President Jason McDougall, in a media statement. McDougall is expected to tour each of the company’s stores to meet local staff. The company also said that a percentage of profits will support initiatives and charities within each community. Fields had been owned by the Hudson Bay Company.

Who needs that Kitimat place, anyway? On May 30 there will be a procedural conference regarding how the JRP will address the final stages of the review of the Enbridge Northern Gateway proposal. What they’ll seek to figure out is who will ask what and where. It seemed a given that Kitimat would be included in that process. We are, after all, the end of the pipeline route, a fairly important point for the whole thing. So imagine the surprise when Kitimat was not a proposed location for the questioning phase or the final argument phase. It’s not that they’re forgetting the Northwest. Prince Rupert is set to get the panel. Prince George, too, will see them. (There is a question whether it’s Calgary or Edmonton for the third spot.) Among the issues that Prince Rupert apparently can claim to the project is environmental effects and socioeconomic effects, as well as safety and accident prevention. Naturally nothing Kitimat would be concerned with. We’re just the location of the marine terminal, at the western end of the pipeline. As an aside, it’s interesting there’s a question between Edmonton and Calgary for Alberta’s hearings, seeing as the source of the pipeline, in Bruderheim, is far closer to Edmonton than Calgary. Now the argument is that facility and transportation availability are adequate in those places. Yet the start of the whole process with oral evidence in Kitamaat Village seemed to go well, and there is the Riverlodge as another possible venue. Transportation also shouldn’t be an issue. Terrace-Kitimat has a well serviced airport with regular transit to and from Kitimat. It’s only a short drive and car rental facilities are available. Granted, they are correct in implying — by means of not selecting Kitimat — that it isn’t centrally located. We are at the end of the road, as it were. But we’re also the place the company wants to ship the product from. We may be out of the way, but we’re fairly crucial to the whole enterprise. It would be nice to have that fact recognized with future hearings. Cameron Orr

It is an onerous duty, but surely this is why “they get the big bucks!” Child victims and their families should not have to pay the price for incompetence. Considering murder and the law, I just read the book “A New Kind of Monster: the secret life and chilling crimes of Colonel Russell Williams” - a recently-released biography by Toronto Star reporter Timothy Appleby. I’ve had a fascination with true crime since my days as a young court reporter and have read innumerable such books. I have yet to read “Camouflaged Killer: The Shocking Double Life of Canadian Air Force Colonel Russell Williams” by David A. Gibb, a second quickly-marketed crime bio based on the 2010 court proceedings for the self-confessed Canadian Forces fetish killer, that led to two life sentences. But from reviews of the both books, I see I’m not alone in my reaction that the seemingly hasty guilty plea and the speed of the subsequent “trial/hearing” of Russell Williams’ case left far too many unanswered questions. It’s just a feeling, based my breadth of reading about criminal predators over the years, I certainly would not be astonished to find one or a number of cold-case unsolved investigations being reviewed and finding timing and methodology suggesting possible links to Williams earlier in his life. They acknowledge that cooking oil as fuel isn’t an option for everyone or is something that should be adopted more widely, but they say things such as this car can show that creativity can bring new solutions to otherwise reduce use of fossil fuels.

Cameron Orr When Ana Santos and Jade Dumas pulled into town last month they may have sent area birds into a frenzy. They say it’s happened to them at least once as they drove through B.C.’s Northwest. The birds get up in arms, so to speak, because their vehicle, a 2006 Volkswagen Golf, actually runs on filtered vegetable oil. The pair drove to Kitimat as part of their tour of northern communities who stand to be impacted, one way or another, from the Northern Gateway Pipeline. Santos, a columnist for the Squamish Chief newspaper, and Dumas, a close friend and self described “Santos helper,” were on the tour to meet with people both for and against the project to get a sense of how people think about it. “It gives us an idea of how people are thinking and how things are progressing along the way,” said Santos. Santos plans to bring her knowledge back to Squamish for future columns. What this tour has shown them is that opinion on the pipeline gets stronger the further north they go — in contrast, in Squamish knowledge is growing on the project however opinion remains fairly neutral. That’s not the case in the north, particularly in Kitimat where they say that there are lots of people who will speak against the project. That being said they have found that Kitimat, more than most other communities they’ve visited, does seem to have more

Marlins take to Richmond Submitted Nine swimmers from the Kitimat Marlins Swim Club attended the West Coast Open Swim Meet in Richmond. The competition was in a 50 meter pool and was a great opportunity for the Marlins in attendance to get some extra long course (50 meter pool) racing experience. The swim meet was very competitive with over 440 swimmers from 17 swim clubs in attendance all from the Lower Mainland, except for the Marlins of course. Kleanza Cathers (12) lead the way with a first place overall finish in the 11-12 girls 400 meter freestyle, 2nd place finish in the 100 freestyle and 200 meter butterfly and a 4th place finish in the 50 meter freestyle. Zachary Dumas (12) also had four top eight placings in the 11-12 boys category with a 6th place finish in the 50 and 200 meter backstroke, 7th in the 100 back and 8th in the 200 Individual Medley.
