Despite controversial private power contracts and approval of two pricy dam re¿ts, BC Hydro’s rate increase will be only 1.44 per
cent next year, Energy Minister Rich Coleman announced Tuesday. Coleman said the B.C. government is instructing the B.C. Utilities Commission (BCUC) to limit rate increases

to a total of 17 per cent for the three-year period ending April 1, 2014. With rates up 7.1 per cent since April of this year and last year’s eight-per-cent hike, the 1.44 per cent increase for next year is to meet a political commitment made by Coleman and Premier Christy Clark last year to reduce planned rate increases
by half. The smallest rate increase in years is to take effect April 1, 2013, just weeks before the next provincial election. And the latest government instruction means a BCUC public hearing on the latest rates won’t proceed. Coleman said in an interview the directed increase was not done for

election purposes, but because it was the simplest way to proceed. A “negotiated settlement” with major ratepayer groups means a BCUC hearing that could run for months isn’t necessary, he said. NDP energy critic John Horgan said Tuesday the government’s move is the latest in a series of political interventions into BC Hydro policy. It forced the utility to buy private power on expensive long-term contracts, it imposed the smart meter program and moved ahead on the Site C dam on the Peace River, all without review by the BCUC to see if they are in the best interests of ratepayers, he said. “This is a Crown corporation, the envy of North America, and these guys have run it into the ditch,” Horgan said. Coleman launched a review of BC Hydro last year, after Clark spoke out against the prospect of a 50 per cent increase in hydro rates expected over ¿ve years. The review by deputy ministers said reducing BC Hydro staff and in-house engineering, along with other costsaving measures, would meet the government’s target of keeping annual rate increases below four per cent. But the BCUC’s rate hearings pushed the increase for the current year up to 7.1 per cent, to increase repayment of debt that has been stacked up in recent years. Auditor General John Doyle issued a report last year that said the government was taking annual dividends from BC Hydro that were not justi¿ed by its earnings, and the utility was increasing deferred debt as a result. Coleman announced Tuesday that the province was able to reach its rate goal by forgoing $75 million in dividends over three years.

Jim Ogilvie wins Order of British Columbia Submitted Fourteen British Columbians who have contributed to the province in extraordinary ways will be awarded the Order of British Columbia, LieutenantGovernor Steven Point, and Chancellor of the Order, announced recently. “As our Province’s highest honour, the Order of British Columbia is our way of acknowledging the outstanding achievements of our citizens. The recipients are an inspiration to all British Columbians,” Point said. “The Order of British Columbia recognizes the remarkable accomplishments achieved by extraordinary British Columbians,” said Premier Christy Clark. Of special note is Kimberley’s Jim Ogilvie, who is one of the 14 to receive the honour. First elected to public of¿ce in 1965, Mr. Ogilvie was one of Kimberley’s original Aldermen, a position he held until his 1972 election as Mayor. With a break of only three years, Mr. Ogilvie continued in that position, serving 36 years as Mayor. During this period, Kimberley grew from an industrial-based economy to a tourism and lifestyle economy. In 1986, the City took responsibility for Kimberley Ski Resort and later developed Trickle Creek Golf Resort, one of Canada’s outstanding golf courses. The City later sold the ski resort, golf resort and other development properties to Resorts of the Canadian Rockies, which led to abundant new development in the city. Kimberley Àourished under Mr. Ogilvie’s guidance, with innovative municipal developments such as Bootleg Gap Golf Course and Riverside Campground, the Rails to Trails project and Kimberley Conference and Athlete Training Centre. Mr. Ogilvie has made contributions at the regional and provincial level, serving in leadership positions on the Regional District Board, the executive of the Union of B.C. Municipalities and numerous task forces, commissions, boards and committees. Mr. Ogilvie has been instrumental in guiding
the City toward economic independence
and continued prosperity. Kimberley offers a sought-after lifestyle, rich with recreational opportunities, beautiful scenery and a healthy, safe environment.

Imagine yourself sitting on your sundrenched porch with a cup of coffee and a generous slice of pie, made from blueberries right from your garden. Blueberry plants create a beautiful landscape feature, the berries are rich in beneficial antioxidants and - most importantly - delicious. While blueberries survive in partial shade, you need full sun to get good flavor and great yields. Most blueberry varieties are very cold hardy. Some gardeners here in the Kootenays have difficulty growing blueberries, but that has nothing to do with the cold; it is our alkaline soil that causes the problem. Blueberries require acidic soil. So if you want to grow blueberries you will have to do some soil amending to accommodate the blueberries specific needs. Soil acidification is not cost effective for large scale blueberry growing, but homeowners who do proper soil preparation can successfully grow blueberries. Soil can be acidified by incorporating sulfur into it and by using an acidic fertilizer. With blueberries, soil structure is also important. They like the soil to be cool, moist and well drained and containing some organic matter. Many of our customers find it is easier to create these ideal conditions by growing their blueberries in raised beds or even in a large planter. So if you really want to grow blueberries don’t be discouraged, just make sure your soil is acidified, well drained and kept damp. There are many blueberry varieties to choose from that are suitable for our local growing conditions. The ones available at local garden centres are self-pollinating, but they always do better with a second variety grown alongside. Blueberry bushes range between 30 inches and 7 feet in height and between 3 and 4 feet in width, depending on variety. Most blueberries are ready to be harvested in mid to late July. The Reka Blueberry is one of the varieties to ripen first while the Chippewa Blueberry takes longer to ripen, but it is an extremely productive variety. If you cannot decide which flavour to pick or you want variety, but only have limited space – why not give the 3-in-1 Triple Play Blueberry a try? This plant is Zone 3 hardy and the ultimate must-have addition to your berry patch with three different blueberries in one pot. That means three times the harvest, three different types of tastes and cross-pollination all in a single planting. Blueberries may seem like a gardener challenge that requires a lot of work, but the joy of eating fresh grown berries from your own backyard is well worth the little extra effort it takes to grow them. Till next time... happy gardening. Submitted by Tara

Four large window units were recently installed on the exterior of the historic Freight Shed, which is the north-east wing of the Canadian Museum of Rail Travel. The galleries are a major part of the development of a Museum about Cranbrook This $16,000 project has been made possible due to capital donations from private donors, including one from Calgary that iniated the project. The project provided the
bronze windows framing and high-ef¿ciency sealed window units that match others on the front of the museum facing the highway. The exterior mirrored window surfaces also cut down on heat generated inside the building, particularly from morning sun in the summer and will reduce the level of natural light entering the “Long Gallery”, an important consideration when exhibiting temporary displays of historical items and art for which the Galleries
are being designed. Each donation also includes a small bronze plaque inside beside the window and electrical wiring to be installed inside the interior pilasters that frame the window units in the Long Gallery. This ¿nal work will allow the Long Gallery to be readied for taping, mudding, sanding and painting although these ¿nished will depend on more funds. The project is intended to provide some temporary signs on the exterior

to explain the galleries development which is intended mostly for residents of the city although tourists can also visit them. As an added exterior heritage feature, the top of the window units have the original multipaned wood-framed “transom” windows inserted. These small windows, painted in a rich yellow-gold colour, were originals that were formerly above the freight shed doors. The large openings into which the window units have been installed held the original freight shed sliding doors that were removed over 15 years ago when the ¿rst stage of development started on the restoration and retro¿tting of this historic structure. The Freight Shed is one of the oldest buildings in Cranbrook dating from the arrival of the railway in late1898. City Glass, the contractor and donors of one of the window units, also installed most of the other exterior windows at the Museum. “This is a major exterior feature that we have been planning for many years to show the progress on this part of the facilities, which contains the Exhibition Galleries - an vital part of our continuing development of a “Museum about Cranbrook,” said Corinne Friesen, Chair of the Museum Board. “Thanks to the four special capital donors, this has now been made possible. We have developed the Museum over several decades with many small steps like this. It has been a succesful way of doing it, although it takes time and patience.”

New “life lines for dialysis patients Submitted
PHOTO SUBMITTED
Kamloops dialysis patient Helen Bertrand sports one of the new “Save the Veins bracelets. The purple bracelets are the brainchild of Interior Health renal staff including Vascular Access Coordinator Teresa Rankin, pictured here, and Coordinator Angela Romyn.
For a dialysis patient, healthy veins are a life line. But sometimes when Renal staff plan to create a permanent vascular access (called an AV ¿stula) to facilitate the necessary blood Àow for hemodialysis, they ¿nd a patient’s veins have been damaged from previous IVs or lab work. Renal staff have been working with Interior Health’s IV therapy team on ways to better preserve veins for these patients, and many of these strategies have been successful. Still, Interior Health Vascular Access Coordinator
Angela Romyn wondered if there was more that could be done. In a great example of innovation and patient-centred thinking, she came up with the idea of Save the Veins bracelets. These are bright purple rubber bracelets similar to the popular “Livestrongâ€? bracelets. “We have had people ask about a bracelet and thought this would be an extra step to build awareness among patients and various hospital departments,â€? says Angela. “This is a Âżrst in the province and when Angela shared this idea with the provincial group, they were really
of pre-dialysis and hemodialysis patients and also empower patients in the protection of their own veins, says Angela. The bracelets are free of charge. They are not mandatory for patients to wear and they do not replace the BC Renal Agency wallet card. The bracelets were created to increase awareness into the problem of vein damage. For more information, contact Angela at angela.romyn@interiorhealth.ca, or 250862-4189.

Notice to Motorists Regarding Pothole Damage Claims
Please be advised of and consider the following: What Causes Potholes? Potholes are weather related and can occur at any time of the year. They are normally formed following extreme weather, with the freezing and thawing of sub-surface water from rain or snow runoff that has infiltrated into the ground through surface cracks. The weakening of the pavement structure combined with heavy traffic loads eventually leads to the formation of potholes. The Law In British Columbia The law in British Columbia does not make a municipality legally responsible to ensure that its roads are always free of defects or hazards such as potholes and The Local Government Act, Section 288, provides that a municipality does not have the legal liability for damages that arise from a breakdown in a road. The municipality must be found to have been negligent in the particular circumstances. Motorists are advised that written notice of intent to claim must be provided to a municipality within two (2) months of the events that give rise to the claim – per The Local Government Act, Section 286. How Does The City of Cranbrook Respond to Potholes? The City deals with a large network of streets and Public Works has a fixed number of work crews, equipment and other resources with which it can respond to and repair road defects. When a ppothole is reported p to the City, y the repair p work is scheduled and carried out accordingly. to inspire them to be out in the parks and appreciate the wilderness,” said parks manager Jeff Volp. “And hopefully they will set an example for younger kids to disconnect from their iPhones and head out into the mountains.” The purposes of the camp are in fact several: under the guidance of three certi¿ed mountain guides, 10 East Kootenay students will learn hiking, mountaineering and leadership skills, develop teamwork, and discover career opportunities within the parks system such as adventure guiding, park ranger, eco-friendly tourism, natural history interpretation and conservation, photography, etc. The ¿rst youth camp in this series was held as part of the 2009 Conrad Kain Centennial Society celebration. Pat Morrow, chairman of the CKCS, said that community and corporate support has been tremendous over the past three years. “And this year, in addition to BC Park’s pledge of support, we are pleased to announce that BC Hydro’s East Kootenay Donations & Sponsorship Committee has awarded $1,500 for these youths to attend the mountaineering program in summer 2012.” One of the best things about the program is that, like its predecessors, it is being offered for free to successful applicants. “We aim to keep the costs down through donations of volunteer services and cash from individuals and organizations, so the students need only provide their outdoor clothing and boots.” said
Morrow. “And another bonus for the kids is that the two local members of the Association of Canadian Mountain Guides who guided the teens in 2009, Kirk Mauthner and Tim McAllister, are available to lead the camp again this year, along with veteran guide and Everest summiteer Sharon Wood, of Canmore.” East Kootenay Grade 10 or 11 students from Golden through Invermere, Kimberley, Cranbrook to Fernie and Creston are asked to contact the CKCS at bugabooscamp@gmail. com, or call Pat at 250 341 3554 for more details. In order to qualify, compose an essay that explains “Why are parks important to you and your community, and why do you want to be a part of this program?” along with a sentence that gives your outdoor experience and age and email it to that address before June 7. Successful applicants will be contacted by June 10. In order to get to the Bugaboos trail head we’ll organize a car pool amongst the students and parents. 3 Facts You Need To Know About... 1.
80% of the people living in the Agricultural Land Reserve do not farm but often have large lawns, fruit trees, grape vines, shrubs and flowers and many pests. Failing to effectively treat weed, insect & fungus pests on residential land inevitably spreads pests and invasive species to crops, orchards, and forests. Where pesticide bans exist, pests are spreading. Special Legislative Committee on Cosmetic Pesticides Report @ www.leg.bc.ca. pesticidescommittee
2.
The International Agency for Cancer Research stated that “Very few currently available pesticides are established experimental carcinogens, and none is an established human carcinogen. Studies in humans have failed to provide convincing evidence of an increased risk, even in heavily exposed groups.” Professor Emeritus Keith Solomon, toxicologist, stated that there is no health reason to ban pesticide use in Canada.
3.
Health Canada does a minimum of 200 toxicological tests and exposure studies on every pesticide product. Testing accounts for children, pregnant women, use without protective clothing, cumulative & synergistic impact, the precautionary principle and the fact that householders may not use it completely in accordance with label directions. To ban pesticide use is to disregard the predominate scientific evidence and the 350 scientists who work at Health Canada.

You’re going to see something new during this year’s Sam Steele Days Parade: A group of men wearing bright red, high-heeled shoes walking to raise money for the Cranbrook Women’s Resource Centre. The men will be taking part in Cranbrook’s ¿rstever Walk a Mile in Her Shoes: The International March to Stop Rape, Sexual Assault and Gender Violence. “We sometimes forget the valuable contributions men are making to stop violence against women,” said Roberta Rodgers, with the Friends of the Cranbrook Women’s Resource Centre. And stand they will— and hobble, strut and walk—in men’s-sized shoes provided especially for the occasion, down the 1.2-mile Sam Steele Days parade route on June 16. “We special-order the shoes before the walk,” Rodgers said. “The heels aren’t ridiculously high, but they’re high enough to challenge most people, men or women.” Walk a Mile In Her Shoes started in 2001 in California, and has spread to many communities across North America. Proceeds from every walk must go to a community organization that works to reduce violence against women. The Cranbrook Women’s Resource Centre, under the auspices of Community Connections of Southeast BC, is just such an organization. “This is a fundraiser for the centre,” Rodgers said. “Our goal is to sign up as many men to walk the mile, and to inspire those men to form teams, collect pledges and enjoy themselves on parade day. “After they complete the parade, they’ll receive a card acknowledging that they did, indeed, walk a mile in someone else’s shoes.” The Friends are now approaching businesses and organizations to sign up walkers. Walkers can also register online at www.FriendsoftheWomensCentre.com. “We’re also looking for some sort of parade vehicle so the men can take a few breaks if their blisters get too big,” Rodgers said. Keeping in the spirit of Sam Steele Days, the group is seeking horsedrawn conveyance ¿rst. “It doesn’t have to be a
riage and horses—or even a bicycle rickshaw—and would like to get involved, we urge them to contact us as soon as possible,” Rodgers said. To request a pledge package, visit www.

ner. Vogt also made a strong showing amongst the professional riders, taking a fourth place ¿nish against a ¿eld of highly experienced competitors.

Local resident Gary Toyota, (left) was given the keys to a 2008 Hyundai Accent from Mark Potvin of Hillcrest Hyundai. Mr. Toyota won the car during Hyundai’s Free Ride event. On Saturday, May 12 Hyundai’s Free Ride Event took place at Hillcrest Hyundai in Cranbrook. The event, while geared at high school and college students, was open to the public for a chance to win the grand prize of a 2008 Hyundai Accent. The event also had the generous support of the local business community with the addition of various donated prizes; such as gift certi¿cates from Kal Tire, Canadian 2 for 1 Pizza, High Country Sports, Koko Beach, Aaron’s Furniture and Three Palms Tanning. Also donated were monthly memberships from World Gym and Rocky Mountain Academy of Martial Arts. Computer Works, College of the Rockies, and Favorit Cycles added to the number of prizes with an assortment of gear. Two gift bags ¿lled with a heap of goodies in each one were donated by All Seasons Motorsports and Harley Davidson. The Free Ride Event is very appreciative of the businesses that generously supported the event; the addition of the other prizes created even higher winner excitement and anticipation. Entries could be made one of two ways; an online entry could be accessed at www.freerideevent.com or by ¿lling out a ballot at one of four locations

throughout Cranbrook. Entries for the event were accepted until 6pm the day of the draw. Any online entries were transferred to paper ballots and added to the of¿cial draw box. The event was free to enter and the only stipulation for winning was for the entrant to be present at the time of the draw. The total number of entries received was 200. On one hand the number of entries was great for those who entered, the fewer entries the higher chance of winning; however, many people missed out on this opportunity to win a free car. Should the Import Auto Group host another event, we would be pleased to see an increase in the number of entries. The event began at 5 p.m. with a free BBQ and drinks. Kootenay Import Auto Group staff was on hand to answer any vehicle or event questions of those attending the event. The ballot box closed at 6pm, with the draw for the sponsors’ prizes beginning shortly thereafter. Excitement grew as 21 names were called and presented with the sponsors’ prizes. A photo was taken of the lucky 21 winners, and then all the names were returned to the of¿cial draw box for the ¿nal grand prize draw. The crowd grew quiet with suspense as all the entrant names were tossed around in the box

Why do I need two hearing aids? If hearing loss is present in both ears, then binaural (two) hearing aids should be prescribed by your Audiologist in order to optimize your hearing and improve your overall communication ability. The following article highlights some of the benefits inherent in being fit with two hearing aids rather than just one. Monaural vs. binaural It would be surprising to find a person today wearing a monocle (an eyeglass for one eye). Monocles have not been routinely prescribed for nearly a century because past and present research has shown clear benefits to balanced ‘binocular’ vision. Not unlike vision, hearing in the ‘binaural’ (two ears) condition results in a significant improvement over one-ear or ‘monaural’ hearing aid fittings. Research and clinical practice supports the fact that equal and balanced binaural hearing is essential for improved communication and increased quality of life. Improved localization Binaural hearing is crucial for localizing sound in your auditory environment. That is, in order to determine where a sound is coming from, we need balanced hearing from both ears. Most mammals including human beings have evolved to use auditory information from both ears to avoid danger, hunt for food, and to find suitable mates. For example, when crossing a busy street our ability to hear binaurally tells us from which direction cars are approaching. Slight time differences between the ears from sound coming from approaching cars allows our brains to determine the exact location of each car, which allows us to avoid potentially deadly situations. With both ears equally balanced we have the natural ability to locate sounds 360 degrees in every direction, both horizontally and vertically. When a single hearing aid is fit on a person who has hearing loss in both ears, the ability to localize sound is significantly diminished. Improved hearing in background noise The brain is capable of naturally filtering out some of the background noise common in everyday listening environments. This filtering effect is also known as the ‘squelch effect’. This natural effect is only possible with equal balanced hearing from both ears. When a single hearing aid is fit on a person with hearing loss in both ears then hearing in noisy places can actually be made worse, regardless of the style or level of technology in the hearing aid. Improved ‘Stereo’ sound quality We are capable of having depth perception with our hearing in similar ways to vision. Hearing equally in both ears allows for stereophonic hearing which in turn allows our brains to naturally layer sound in our auditory environment. Our brains are meant to hear sound in the ‘stereo’ condition and it is a more rich listening experience than in the monaural condition. ‘Mono’ sound quality is more flat, two dimensional, shallow, and unnatural. The stereo condition allows for a richer deeper and more layered sound experience and can also improve clarity of speech significantly. For this reason, binaural hearing aid wearers are more satisfied and have greater speech understanding. Improved hearing with less volume People who have hearing loss in both ears but wear only one will require more volume from the single hearing aid than if they were to wear hearing aids in both ears. However, turning
up the volume will not always increase the clarity, and typically can increase the level of distracting background noise. Greater concentration will be required to focus on the speech that is heard, which can be a stressful and energy draining activity. However, less volume is required overall when wearing two hearing aids and therefore background noise is less distracting. Keeping both ears active Untreated hearing loss can lead to greater declines in the ability to process speech effectively. When a person with hearing loss in both ears wears a hearing aid in only one ear, the ear without the hearing aid may gradually lose its’ ability to understand speech effectively which can have an overall negative effect on quality of life. Further, research has shown that a treated hearing loss can stabilize for longer periods of time as opposed to an untreated hearing loss. . Auditory intelligence The two hemispheres of the brain work in harmony to allow for a mental auditory ‘image’. If the two halves aren’t sharing their signals such as the case with a single hearing aid wearer, then this image is distorted and the auditory ‘intelligence’ may be reduced. Wearing balanced binaural hearing aids will allow the auditory signals to get to both sides of the brain, thus improving the auditory image. Professional recommendation Importantly, two hearing aids are not recommended for everyone. When binaural hearing aids are recommended, it is based on the above reasons as well as the specific needs of the individual. Having your hearing evaluated by a registered and certified Audiologist is an important first step in determining your best treatment option. CFC staff presented honourarias to Baker students for their scrupulous efforts. (From left) Pat Chisholm (Better Babies) Connor Parnall, Sandra Davis (CFC) David Popoff, Lani Davis & Gary Dalton (ANKORS). by Sandra Davis CFC (Cranbrook Family Connections) has become virtual! Thanks to 3 dedicated Mt. Baker DFT 12 students and Columbia Basin Youth Grants. “We now have a DVD of all the staff , programs and services that operate out of our building on a daily basis. A ‘virtual tour’ as it is is available at any time to anyone who may wonder what goes on in the little building next to the skate park,” said Sandra Davis, coordinator of CFC. “This is an excellent resource .
for sharing information to our community.” The idea stemmed from a conversation of how to get the message out to folks, youth in particular to know where to go to access resources and ask sometime uncomfortable questions. An idea, until we had these fabulous youth step forward to take on the task of creating a stimulating video for their peers. It was a tremendous amount of work on their part and CBT Youth Grants supported the endeavor with a ¿nancial contributions that really helped to
set the stage. Columbia Basin Youth Grants are very supportive of basin youth who have creative ideas, action plans, etc. that help their community. The staff at CBT are wonderful to work with and without their efforts many good ideas just wouldn’t come together as smoothly. Sandra, Pat, Isabel, Niki, Linda, Charlotte, Gary, Polly & Kelly wish to give A Big Thank You to all involved – Great teamwork everyone!
