speed-fuelled crash three years ago is not surprised that the teenage driver, who was just sentenced in February and banned from driving, is now in jail facing new charges – three of which are driving related. Sanjay and Sara Sharma’s eldest son, 15-year-

old Sanjeeve, was in the back seat of a car driven by a 16-year-old in June 2009 when the vehicle crashed into a lamp post near 128 Street and 82 Avenue. Sanjeeve was seriously injured and died later in hospital. The driver, who had taken his mom’s car and had only his learner’s permit, was charged with dangerous driving causing death – a charge to which he eventually pleaded guilty.

Delta CEO wins YWCA honour Nicole Stefenelli of Urban Impact Recyclers honoured at Women of Distinction Awards ceremony by Sheila Reynolds DELTA’S NICOLE Stefenelli was

honoured for her contributions to community at the 29th annual YWCA Women of Distinction Awards last week. Stefenelli, the CEO of Urban Impact Recyclers, won in the Entrepreneurship category. She is described as having pioneering spirit in the sustainability sector, and introduced the first multi-material recycling companies in Metro Vancouver. She believes a commitment to zero waste is financially and environmentally possible. In 2011, Urban Impact diverted more than 95 per cent of the 100,000 metric tonnes of materials collected and processed from landfill. Active in the community, Stefenelli leads school tours to inspire environmental stewardship, mentors women entrepreneurs in the environmental sector and serves on multiple boards, including as president of the Waste Management Association of B.C. Stefenelli and 10 other women were recognized at a ceremony Thursday (May 24). Five Surrey women – Penny Priddy, Joanne Curry, Sandra Hentzen, Jude Grass and Sunpreet Bains-Dahia – and one company were also nominated in various categories. During sentencing, the judge advised the youth to “show the world you’re not the man you were two years ago.” Now, just threeand-a-half months later, he is accused of not only being behind the wheel illegally, but committing a series of other crimes. The young man, who is now 19, was arrested May 6 in Surrey and charged with operating a motor vehicle while disqualified, uttering threats, assault with a weapon, and driving while prohibited. A fifth charge of dangerous operation of a motor vehicle was added May 23. “This guy will never change,” said Sanjay Sharma. “I’m not surprised at all. This

Trouble is trouble is trouble.” Part of the teen’s sentence in connection with Sanjeeve’s death was to participate in a restorative youth justice program, where victims of crime meet with perpetrators, if the Sharmas were willing. Sanjay said he was going to give the young man a year to see if he would actually turn his life around before agreeing to participate. Now, Sanjay said, he’s not interested. “He should have considered himself blessed... with that light sentence,” said Sanjay. “I would have been really thrilled with that if I were him and just followed the easy guidelines the judge gave.” The young man’s next appearance on the new charges is scheduled for June 4.

Smart meters in 70% of Lower Mainland homes 1,000 pulled over accuracy fears but most test okay by Jeff Nagel SMART METERS are now installed in more than two-

thirds of the households in the Lower Mainland. BC Hydro officials say more than 720,000 meters are now installed in the region with close to 300,000 homes still to go. The penetration rate is about 90 per cent already in Burnaby, Richmond, Delta, Langley and Chilliwack, according to Hydro statistics. The new wireless meters are installed in about 74 per cent of Vancouver homes, 71 per cent in Surrey and White Rock, 63 per cent in Abbotsford and Mission, 61 per cent on the North Shore and 28 per cent in the Coquitlam/Maple Ridge areas. Overall, more than 1.2 million smart meters are installed provincewide and officials say the rollout of their smart power grid is continuing without difficulty. “We have had some challenges,” said Gary Murphy, chief project officer for the smart metering program. The Crown corporation continues to field complaints about high bills, but Murphy said in many cases customers were not correctly comparing to the equivalent billing period and many were complaining about bills for usage that actually pre-dated installation of their smart meter. BC Hydro has pulled 1,057 smart meters from service for testing at the direction of the meter manufacturer, which cited concern about a possible flaw with some meters during manufacturing. Murphy said at least 700 have now been tested and just five per cent were found to be outside Measurement Canada’s accuracy standard of three per cent. Bills are being adjusted for affected homeowners, resulting in credits ranging from five to 10 per cent for consumption while the errant smart meter was operational. About two per cent of households continue to oppose installation of smart meters, according to Hydro communications manager Cindy Verschoor.

Opponents of the program argue smart meters pose a possible health hazard from adding an extra layer of radio frequency radiation and numerous B.C. city councils have passed resolutions urging Hydro to allow customers to opt out. “It’s really not viable to offer an opt-out,” Verschoor said, but added Hydro has still not decided how it will respond to hold-outs. Nobody in B.C. has yet opted to relocate their meter – at their own expense – to a more distant spot on their property, she added. The B.C. Utilities Commission previously rejected smart meter opponents’ request for an injunction halting the program, although that decision is under appeal. Newly released tests conducted by the B.C. Centre for Disease Control found a bank of 10 Hydro smart meters forced to all send signals at once – something that doesn’t happen in practice – results in exposure of about four microwatts per square centimetre at a range of 30 cm, compared to seven microwatts for a microwave oven, 9.6 for a cellphone and 15.6 for a baby monitor. Time-averaged over a day, because the meters only actually operate one minute per day, the tests found exposure from a 10-meter bank in normal operation would be 0.0028 microwatts per square centimeter at 30 cm, dropping to 0.0012 at a range of three meters. The report said time-averaged RF exposure from smart meters at all of those ranges was “low” – less than 0.001 per cent of Health Canada’s safety limit of 600 microwatts per square centimeter of continuous exposure for general public areas. According to the opposition group Citizens For Safe Technology, 48 B.C. municipalities – including Vancouver, Surrey, Richmond, Burnaby and White Rock – have called for either a smart meter moratorium or an opt-out provision.

he provincial government has done a good thing in scaling back BC Hydro rate increases. The way it is doing so raises more questions than answers. Last Tuesday, Energy Minister Rich Coleman announced that the government was cancelling a B.C. Utilities Commission hearing into Hydro rate increases, which have already been scaled back from the 50 per cent premium increases which were initially proposed about two years ago, under former premier Gordon Campbell. At that time, the rate increases were suggested to allow for introduction of the smart meter program, purchase of private power under long-term contracts and major capital expenses, including turbine installation at several dams and other upgrades. When Coleman was named energy minister under new Premier Christy Clark, she asked that he review Hydro’s plans. The review said that the smart meter program should stay, and that other projects should proceed, but also said that rates didn’t need to go up as steeply. Hydro then asked for an eight per cent increase in 2012, 3.91 per cent in 2013 and 3.91 per cent in 2014. Planned increases had been 9.73 per cent each year. On Tuesday, Coleman said Hydro received an eight per cent increase in 2011 and a 3.91 per cent increase in 2012, along with a rate rider of five per cent. The government is now saying it wants a 1.44 per cent increase in 2013, making the rate increase 17 per cent over three years. There was no word of what is planned in 2014 or beyond. It all raises these questions: Why is there a B.C. Utilities Commission, if the government can simply override its mandate and role (as it has done before, notably with smart meters)? The government is helping “pay” for a smaller increase by agreeing to take $75 million less in Hydro dividends. Why does the government need to get dividends from BC Hydro, when the corporation needs to retain earnings for capital projects? Perhaps the biggest question is this: Is this all politics, in preparation for the 2013 provincial election? Is the 2013 rate increase being kept artificially low on the expectation that the NDP will win government, as polls suggest? Is this a time bomb being left by the current government for what may be a new government? So far, there are no clear answers. – Black Press

ith ongoing pipeline and oil tanker skirmishes, and a hot summer for mining and logging still to come, the green war in B.C. shows no signs of slowing down. Things are already hot in the Fraser Valley, where the federal government’s change to the definition of fish habitat has opened a new front on the farms. Farmers briefly got into the public discussion by hauling a couple of cute calves into Vancouver and staging a TV-friendly demo. They’ve said for decades that imposing salmon stream regulations on drainage ditches around their fields is impractical. Fraser Valley Conservative MPs Randy Kamp and Mark Strahl even had the nerve to meet with local mayors to hear their concerns about B.C.’s most productive farmland, without inviting self-appointed “activists.” Arrayed against them is an environmental lobby whose deep green wing was defined by Marvin Rosenau, a former provincial biologist who now teaches “fish, wildlife and recreation technology” at BCIT. “Mark Strahl is leading the charge of

The fish farmers’ position was that you can have a co-operative system of farm inspections or one that’s imposed, but not both. Imposing inspections on land farms across B.C.’s vast area is even less practical. Former Alberta premier Ralph Klein famously observed that the next rancher to find a possible mad cow should have “shot, shoveled and shut up” rather than file a report and devastate the industry. Denham, the NDP and others appear to operate under an assumption that there should be sufficient government resources to sample and inspect every farm across B.C. for reportable contagious illnesses. This is similar to the fashionable notion that we should have enough park rangers to guard every cedar tree.

telling us how terrible everything is and how no one cares about anyone else anymore? How many times have we seen writings about government employees having little or no concern for those of us who pay the bills, the taxpayers? Well, I am happy to tell you this is not one of those letters. On Sunday, May 20, I was heading west on the Fraser Highway heading from Clayton down the hill towards the flat below. Unfortunately, the construction crews had cut grooves into the pavement and had not put up signs. The grooves and my bike tire did not get along all that well and I soon found myself doing somersaults through the air before coming down on my left foot, rolling forward, and using various parts of my body as brake pads. In an adrenalin-spurred fit of who-knows-what, I jumped up trying to pretend I was okay and nothing was wrong. The people in the cars coming up the hill and going down the hill had a bit of a different viewpoint and they were right. They all stopped and soon I was surrounded by many wonderful people who got me settled and resting until the fire department and then the ambulance arrived. Some of those same people took my name and address and delivered my bike to my house. Thank you to you all. I had fire department personnel, I had ambulance personnel, and I had hospital personnel fussing over me that day and the next and I have not a bad thing to say at all. They were all genuine, caring concerned folk whose prime interest was getting me patched up and feeling better. I would say that in Surrey/Langley we are blessed with wonderful fellow citizens, friends and neighbours and we are very lucky to have such fine emergency personnel here to assist us. Thank you to everyone.

No pay raise for wage earners ONCE AGAIN the Delta mayor

and council have voted themselves a raise within a two-year period. Now they always make sure they keep up with the rate of inflation. Forget all the other hard wage earners that have to come up with a hike in garbage, water and sewage fees in April and house taxes in July. Don’t ask seniors to downsize either, as to purchase a smaller home the province will want a piece of the pie and collect a huge property transfer tax, HST, real estate fees, lawyers fees, etc. Millions were spent on an animal shelter in Delta. The Leader, May 24. I live in East Clayton and I regret buying here almost six years ago. Unfortunately, I live near a row of homes with coach homes and basement suites, the majority of them have both suites rented out – which is illegal. The owners and their tenants do not park in their garages or on the extra outside parking spots that are provided on some lots, which makes the neighbourhood a congested mess. I cannot leave my home on the weekends or evenings as I will not have a place to park in front of my home. I do not fill my double garage with useless junk that I do not use. I actually park two cars in it. I pay my fair share of the property taxes and follow the rules and do not have a suite. I am angered every day knowing that I am stuck here for the foreseeable future. Where else is there to go that is decent and affordable close to work and my children’s schools? Nowhere. Tell me, dear city council – what is wrong with fining these people with multiple suites $200 a day like Delta is doing? Hit the owners that are not following the rules right were it hurts... their bank accounts! What happens when there is a fire because of faulty wiring in the illegal multiple suite and the house that

is less then 10 feet away next door burns down and people die because you didn’t enforce the bylaws? Please enforce the bylaws. Hopefully when West Clayton gets developed in the next few years, there will be no coach homes, driveways that fit more than two cars and wider streets. Security guards can do the job – for less WHILE I agree that the overtime

cost of the transit police is concerning, it is clear from reading the VPD audit that this is just the tip of the iceberg when it comes to issues concerning TransLink’s police force. For example, in addition to $1.5 million in overtime, the department pays for each officer to have 127.5 extra hours of time off per year. The VPD audit acknowledges that “TransLink and the Transit Police are essentially giving up 127.5 hours for free.” This amounts to an expenditure of $825,000 per year. My biggest concern is what exactly we are paying for? It seems to me that we are paying a very expensive police department to do the work of bylaw officers and private security. Most of the work done by the transit police consists of writing fare evasion tickets. But fare gates are coming and new legislation will allow SkyTrain attendants and transit security guards to write the same tickets. As for “preventing crime” and responding to calls, the public wants presence (such as more security guards conducting patrols), not necessarily police. And the jurisdictional police are still responsible for all of the serious incidents that happen on the transit system, so what is the point of paying for two police departments? The author of the audit report acknowledges that fare gates will take away much of the work of the transit police. He then tries to suggest other things for them to do, such as stand outside the stations because there will be “hostile passengers” created by bottlenecks, and ride around the park-and-rides on bicycles all day. For a cost much cheaper to the taxpayer, we could be paying security guards to do both of these duties, and they wouldn’t be costing the taxpayer millions in overtime and “free” days off.

Victim’s family thanks police

sat through weeks of often-troubling and heartwrenching court testimony. But they did it for José. And when his killer was found guilty of murder earlier this month, José’s mother Vilma Morales De Luna and sister Jacqueline Luna Morales knew they had one more stop to make before returning to Central America. Lester Oseguera was convicted of second-degree murder in José Luna’s death by a jury in New Westminster Supreme Court on May 10. A week later, Vilma and Jacqueline met with IHIT (Integrated Homicide Investigation Team) officers, bringing with them many tears of thanks, as well as a hand-crafted plaque featuring a Mayan god image. “My brother had dreams he thought would come true in Canada and it was hard to say good-bye when he left,” said Jacqueline, who was José’s only sibling. “When we got the news of his death we couldn’t believe it, it has been very difficult. We decided to come to Canada and be there in court as we needed to find closure and heal. The way IHIT has investigated this has helped us get the peace we have now.” José Luna was shot to death by Oseguera in the house they shared in Surrey on Aug. 30, 2010. Luna had come to Canada a year-and-a-half earlier to fulfill his hopes and dreams, said his family, and was working as a painter. Two years later, his mom still finds it difficult to talk about his death, but wanted to express her gratitude to police. “I am thankful for this outcome and thankful for the police officers. I am satisfied that we have justice now but that does not bring my son home,” said Vilma. José’s uncle Mateo Hernandez also sat through the lengthy court proceedings, which began in mid-April,

with this family. He said it helped to hear Oseguera, who claimed he shot José accidently, apologize. “For my family this was special because it helped us to understand that Lester felt pain for his actions and this was nothing against [José]. It helped us to understand why.” Insp. Kevin Hackett, Officer in Charge of IHIT, said in a press release that José Luna Morales such support from families is what drives investigators. “Our investigative teams at IHIT gain a great deal of motivation and encouragement by the relationships that are developed with the victim’s families and it helps us accomplish and succeed in our day to day duties,” he said. sreynolds@surreyleader.com

Suspect caught on tape Man lighting fire believed to be connected to attacks on people working for the Justice Institute of B.C. by Kevin Diakiw THE MAN is shown late at night, splashing gasoline

He then lights it and takes off, which was all caught on video released Friday by police, who believe the man caught on tape is responsible for attacks on people connected with the Justice Institute of B.C. In 2011, there were a total of 13 shootings and arsons targeting people with ties to the Justice Institute, which trains police, paramedics and emergency first responders. One of the more recent attacks took place in Surrey. On Jan. 7, at 2:30 a.m., a package exploded on the doorstep of a home in the 8300 block of 151 Street. It didn’t cause any injuries and caused very little damage to the residence. The residents of the home put the fire out themselves and called 911. It was the third time in the last year the home, now fitted with closed circuit TV cameras, was targeted. Police say the home was also subject to an arson attack in April 2011 and a drive-by shooting of a vehicle the following month. In the West Vancouver arson, police are looking for a man with a slim build who was wearing lightcoloured ball cap and a two-toned jacket with a dark chest. Investigators have identified several additional suspects directly involved in the arsons and shootings. “We believe that one of these suspects may have sustained burns while setting a fire in Surrey on Nov. 2, 2011,” said RCMP Sgt. Peter Thiessen in a news release.

Police have released this image from a video camera that shows a suspect lighting a home on fire in West Vancouver. Police are also asking someone who emailed them to get in contact with them again. “That person clearly has more information regarding these offences and has yet to contact us.” said Thiessen. “We encourage that emailer to contact us at 604-598-4326 or by email at arsoninfo@rcmpgrc.gc.ca.” Police ask the public to be vigilant, and to immediately report any suspicious activity to their local police. No hiking boots policy costs gym $2,000 B.C. Human Rights Tribunal rules in favour of man who says club discriminated against him by Sheila Reynolds

A SURREY gym has been ordered to pay just under $2,000 by the B.C. Human Rights Tribunal for not allowing a man to work out in hiking boots. Keith Wollenberg filed a complaint against Platinum Athletic Club last spring alleging discrimination because the gym refused to let him wear supportive footwear due to a “tendon disability.� Wollenberg claimed that in recent years he had suffered increasing discomfort when doing lunges he’d been doing for at least a decade. His physiotherapist recommended he wear hiking-type boots during the exercise so his feet would remain more

rigid. Wollenberg said he had began wearing the boots for that exercise in 2009 and would change back to normal gym shoes for the rest of his workout. He said he had worn such boots in other gyms without question. Within weeks of joining Platinum in March 2011, Wollenberg said he noticed a posted dress code that said “no boots.� He explained his situation to staff and asked if he could be exempted from the rule. Ramon Clarke, who was general manager of the gym at the time, told him his request would not be granted. Wollenberg then took the matter to the tribunal, alleging discrimination based on physical disability, contrary to the

Human Rights Code. Though a gym representative did not attend the tribunal hearing, its response was that Wollenberg wanted to wear “work boots,� which they argued were not a “medically prescribed necessity� and which violated gym rules requiring proper workout attire. Tribunal chair Bernd Walter said medical evidence showed Wollenberg does, in fact, have a disability which affects his feet and that Platinum failed to accommodate that disability by refusing his use of adaptive footwear. “As a result, he was unable to utilize his membership as frequently as he had intended to do, and suffered the inconvenience

of having to perform an integral part of his exercise regimen elsewhere,� wrote Walter in his decision. “His use of the gym dropped by half. The value of his membership decreased. He was adversely affected by the gym’s decision to deny his request.� Walter ordered the gym to pay Wollenberg $400 for his reduced use of Platinum’s facilities, $500 for wages he lost pursuing the complaint and $16 for parking to attend the hearing. Walter also ordered compensation of $1,000 for “injury to his [Wollenberg’s] dignity, feelings and selfrespect.� The complaint was heard on May 3 and the decision was posted online this week.

CARTER, Wilma June June 5, 1930 to May 16, 2012 Wilma June Carter passed away peacefully at Surrey Memorial Hospital with loved ones by her side. She is predeceased by her late husband, Lawrence, and her son, Brad.

She is survived by her companion, Tom, her step-brother Owen, her daughter, Gail, her son, Doug and 3 grandchildren. Wilma loved to travel the world and enjoyed the warmth of the Arizona and Hawaiian sun. A Celebration of Life will take place at Chelsea Gardens, Fireside Lounge on Friday, June 1st from 1:00pm-3:00pm.

Ethel passed away peacefully on May 24th, 2012 at the age of 92. She is survived by her loving husband, William (Bill) of 62 years; son Murray (Carol); daughter Maureen (Alex); 4 grandsons: Mike, John, Mark, and Thomas. Ethel was born and raised on a small farm at Chesley, Ontario. She worked as a registered nurse in the 1940’s, raised her family in the 50’s and 60’s, and again worked as a nurse in Surrey Nursing Homes in the 70’s. In retirement years, she enjoyed, camping and her grandchildren. She lived a full life and will be greatly missed. Funeral Service for Ethel will be held on Wednesday May 30, 2012 at 2 pm at the Arbor Chapel at Valley View Funeral Home, 14660-72 Avenue, Surrey, B.C. Valley View Funeral Home 604-596-8866
