Final approval process underway for dam upgrade The future of hydro-electric generation in Campbell River is now in the hands of the B.C. Utilities Commission. This week, BC Hydro filed its application with the commission in order to get the project approved and to receive fund-

ing. The project to replace the John Hart Generating Station and to build a 2.1-kilometre water tunnel is estimated at $1-$1.2 billion. According to hydro spokesman Stephen Watson, a decision

on the project is expected to be made within a year. If it does receive approval, work should begin in summer 2013 and would take at least four years. Watson said the project is the most cost-effective alternative to address the significant seismic,

environmental and reliability issues associated with the existing John Hart Facility. If the project is not approved, BC Hydro may remove the John Hart Facility from its generation portfolio as early as 2017-2018 due to poor reliability.

School District 72’s 2012/2013 budget, which includes cuts to office staff but the addition of a new teaching position, was adopted by the Board of Education at its public meeting May 15. The budget was based on consultations with the District Parent Advisory Committee, parents, school principals and vice-principals, teachers, student leadership groups, and CUPE members. Adoption of the school district’s budget came one week after the board agreed to reduce services by $15,000 and take $165,000 from the school district’s operational reserves to allow for additions to the budget. “The proposed budget reduction of $115,000 results in an equivalent decrease of approximately 2.5 full-time equivalent positions in clerical staffing,” said a news release from the school district. “The reduction will be done largely through using the existing, historical clerical staffing formula already in place.” School District 72 says it will continue to look for extra operational savings through the remainder of the year, with a goal of reducing the draw on operational reserves.

After a perfect day of golf and a scrumptious meal in the beautifully-decorated Campbell River Community Centre, a fitting conclusion was a standing ovation. The well-deserved ovation was for Scotty MacLaren, the chief organizer for the golf tournament which has raised tens of thousands of dollars for the Campbell River Community Foundation. “It’s time to step down,” said the smiling Scotsman in front of the large crowd. Earlier in the day, MacLaren made the rounds at the Storey Creek Golf Course in a tricked-out cart, delivering shots of “courage” to the duffers playing in the seventh annual scramble event. The course is in terrific shape and was even a little better last Friday with all the delicious snacks served beside the T-boxes. The day was capped off with dinner provided by the Royal Coachman Neighbourhood Pub, a silent auction and live auction. This year the Community Foundation provided more than $15,000 in grants to seven local organizations.

Four media personnel, a city councillor and two city staffers participated in the orientation session that involved a slide show introduction to the department, a simulated search of a smoking building – including finding and rescuing a “body� while you’re in there – a chance to cut up a car using the “jaws of life,� and an introduction to the 911 system. Campbell River’s Fire Department (CRFD) has 20 career firefighters based at #1 Fire Station providing 24-hour staffing for a fire engine with four firefighters. It also has 50 auxiliaries – 20 at #1 station (downtown) and 30

at #2 station (Willow Point). The latter are the so-called “volunteer� firefighters, which makes it sound

You frantically put in a call to the 911 dispatch centre to tell them your house is on fire. The 8-13 minutes’ wait for a fire truck to show up will seem like an eternity. Imagine how long you’d have to wait if Campbell River was a purely oncall fire department with no firefighters at the fire station when you placed your panicky call. Fire Chief Dean Spry said you need a minimum of four firefighters per truck because you need one officer, one driver and two “workers.” Search and fire suppression in fires and/or hazardous environments requires an officer outside directing the action, two firefighters inside and a pump operator in order to do the job safely. In our first exercise Friday, we were paired

It was a demanding and exhilerating exercise but it gave me a mor epersonal insight into what our firefighters have to go through. It’s not easy but that’s no surprise.

My partner and I were out within minutes. A lot of minutes. I don’t know how many minutes it was. After dragging a firefighter who volunteered to act like a heavy sack of potatoes out of the building, I was ripping my face mask off, desperate for a breath of fresh air because for some reason I thought I would be able catch my breath better if I disconnected the air tank. I didn’t realize that my sealed mask would threaten to suffocate me. Inside, I and my 60-pounds of firefighter jacket, pants, boots, helmet and breathing gear had tried to search the building, stay crouched down low and haul that blasted fire hose. My partner was, of course, doing

Riverites take steps to cure cystic fibrosis 2X14 The Great Strides walk for cystic fibrosis was a tremendous success once again this year, with more than 100 walkers raising more than $12,000 in Campbell River for the fight against cystic fibrosis. Starting at Penfield school, participants enjoyed the walk, a barbecue by the Kinsmen Club, ice cream donated by Dairy Queen, face painting by Sparkles the Clown, lots of prizes and talks by two inspirational young adults with cystic fibrosis - Kim Wood (Black) and Mike Hamilton. All money raised goes toward research for a cure for cystic fibrosis (CF) and to fund CF clinics across Canada. CF, which affects the lungs and digestive system, is the most common, fatal, inherited disease affecting young Canadians. Cystic Fibrosis Canada is a national, non-profit, voluntary health charity. The Campbell River chapter would like to

Boat owners, beware! A thief is continuing to make the rounds of local marinas. For the second straight week Campbell River RCMP is reminding boat owners to either remove valuables from their vessels or to

lock them up. According to RCMP Sgt. Terry Deley, police received multiple reports of thefts from boats over the past two weeks. One of the more brazen thefts occurred May 21, at the Government Wharf. “What is most disturbing is that

the owner of the boat was

actually below deck at the time of the theft,” he said in a news release. Four rods and reels, valued at more than $850, were stolen from the boat.

Police are currently looking for a male suspect. Anyone with information is urged to contact RCMP or Crime Stoppers. In a related item, there was an attempted break and enter to the

Maritime Heritage Centre over the weekend. The door had been pried and the pane of glass was cracked, but entry was not gained. There are currently no suspects for this attempted theft. Anyone with information is asked to contact

If homeowners are going to call the police about something in their neighbourhood, more often than not it’s about speeding or racing. For police, combating reckless driving is a labour-intensive and time-consuming task. Unlike roadblocks where officers can wait for drunk drivers to come to them, traffic patrol officers need to witness and document speeding and dangerous driving. But it’s a worthwhile effort. Culled from police data, ICBC attributes 60 per cent of all crashes at

intersections to speed, distracted and inattentive driving and ignoring right-of-ways. On Vancouver Island that drops to 50 per cent, but police link 29 traffic fatalities on average per year on the Island to speeding and reckless driving. The annual campaign against high-risk driving picks up across the province in May, and more people than usual are being hit with tickets. Purely aggressive, high-risk driving that impacts people’s day-to-day lives as they drive to work or school or for recreation. Police and ICBC need to keep the pressure on bad drivers year round. – Black Press

‘Totally unprofessional’ Mayor Walter Jakeway sure has a lot of negative things to say about Campbell River and City Hall. I did not vote for Mr. Jakeway, but I was still hoping that he might show some leadership for our community. What a disappointment! His keynote speech to the noon hour Rotary as reported in the paper is a clear sign that this man has a lack of leadership skills. He mentions the “toxic” environment at City Hall, well his speech certainly fans the flames doesn’t it? Calling down city staff and management at a Rotary meeting is totally unprofessional. It does nothing to help the situation, it creates more division than ever. Good leaders welcome dialogue, present solutions and foster a healthy work environment. His words do the exact opposite. Dredging up old news like the Highway 19A upgrade or the “toilets from hell” is non-productive. These projects are finished. But let me say this Mr. Jakeway, I, as a business owner am very pleased with the public toilets. They are long over due. The restaurants in the downtown core have been carrying the costs of supplying bathrooms to the public for years. With ongoing pipeline and oil tanker skirmishes, and a hot summer for mining and logging still to come, the green war in B.C. shows no signs of slowing down. Things are already hot in the Fraser Valley, where the federal government’s change to the definition of fish habitat has opened a new front on the farms. Farmers briefly got into the public discussion by hauling a couple of cute calves into downtown Vancouver and staging a television-friendly demo in front of the federal fisheries office. They have been saying for decades that imposing salmon stream regulations on drainage ditches around their fields is impractical. Fraser Valley Conservative MPs

Randy Kamp and Mark Strahl even had the nerve to meet with local mayors to hear their concerns about B.C.’s most productive farmland, without inviting self-appointed “activists.” Arrayed against them is an environmental lobby whose deep green wing was defined by Marvin Rosenau, a former provincial biologist who now teaches “fish, wildlife and recreation technology” at BCIT. “Mark Strahl is leading the charge of eco-fascists intent on making the last dime off the backs of the last remnants of an absolutely spectacular ecosystem,” Rosenau told the Chilliwack Progress. “A massive and productive floodplain of fish and aquatic values … has been drained,

ditched, tiled and laser-leveled for agricultural profit.” The same could be said for the broad fields of Richmond and Pitt Polder farms north of the Fraser, a wetland diked and drained by Dutch settlers after World War II. Farms are “industrializing the landscape,” said Rosenau, who stopped short of calling for them all to be shut down. At the provincial level we have a new Animal Health Act, which threatens heavy fines or even jail time for prematurely leaking reports of serious animal disease outbreaks. This was also portrayed as a jackbooted sellout of the public’s right to know, putting the business interests of land and ocean farms ahead of public safety.

Here’s what’s really happening. As is generally the case with meat inspection and livestock issues, the federal government is imposing rules on provinces in the wake of avian flu and “mad cow” outbreaks. Canadian beef was banned in 30 countries after a single infected cow was identified in Alberta in 2003. B.C. Agriculture Minister Don McRae assures me this legislation will not result in reporters or environmental activists being thrown in jail for telling the public about sick animals. They and the farmers themselves can say all they want, once infections are confirmed and quarantines established. Complaining about Spirit Square has become a tired cliche, especially when your facts are incorrect. The $1.7 million for the square was funded in a 50/50 share with the provincial govern-

ment and grants. It was a province-wide initiative. For a decade the downtown businesses and the city had been attempting to find ways to fund a plan for a new downtown gathering place and when provincial funding finally became available the city wisely took it. The Spirit Square has quickly become a well used focal point with lots of potential.

It irks me that such major initiatives such as the Hydro dam and new hospital project will be completed during Mr. Jakeway’s term when he had nothing to do with their conception. I hope the proper credit is given when it’s due. Rev i t a l i z i n g t h e Campbellton area of town is also a long overdue project. I am all for it. I do hope you realize

though that it will cost money..aka...taxes. If you want change from the top down because you don’t like the job the city managers are doing then make your case to your fellow councillors not to a bunch of Rotarians. Bail has been denied to a man accused of stealing thousands of dollars in valuables during a residential break and enter. Justin Esau, 31, of Campbell River has a lengthy criminal

record dating back to 2000, and is now facing charges of theft under $5,000, possession of stolen property under $5,000, and break and enter to commit an indictable offence. On Monday, in provincial court, Esau appeared by video from jail cells in Vic-

toria where he’s being held since his arrest last week by Campbell River Mounties. According to Crown prosecutor John Boccabella, on April 18, Esau was seen hanging around the Mosaic Vocational School on Shoppers Row. He was apparently waiting for his girlfriend, but on that day an iMac computer went missing from the school. The computer was later found by police at a local pawn shop. The owner told police that

Esau pawned the computer earlier in the day for $100; he also said that he’s known Esau for years, said Boccabella who read from the police statement. The more serious offence occurred on May 21, during a breakin to a home on Taylor Way. When the residents had retur ned from the holiday weekend, they found that several items were missing, with an estimated value of $20,000. The stolen items

bella asked the judge to detain Esau. “Mr. Esau’s record is abysmal,” said Boccabella, pointing out the record contains convictions for thefts, frauds, break and enters, possession of stolen property, drug possession, and breaching court orders. However, defence lawyer Chantal Sutton asked Judge R. Sutton to consider releasing Esau on strict conditions and by posting bail ranging from $2,500-$5,000.

She said he would live with his parents and would abide by a curfew which would allow him to care for h i s t h re e - ye a r- o l d daughter during the day while the mother, his girlfriend, attends school. But Judge Sutton declined to give Esau bail. His detention is warranted, the judge reasoned, due to the “substantial likelihood” that Esau would commit more offences if he was free on bail.

He said the city would like to see Target implem e n t l a n d s c ap i n g , lighting and or some

other form of “hard or soft design treatments” to spruce things up. Blackwell said city staff have had several productive meetings with Target representatives and its consultant which have led to positive adjustments to the store’s design. However, things haven’t gone as smoothly when it comes to the eastern side of the building. “To date, dialogue around this specific east building elevation has not been able to bridge an evident impasse on deficiencies in the design program,” Blackwell said. “The proposed development is not entirely consistent with the development per mit guidelines.” Campbell River is one of 18 B.C. communities that will see Zellers transformed in to a Target store next year. Campbell River’s location is expected to open in the spring of 2013.The U.S.-based retailer announced in January 2011 it was

acquiring the leases of 189 Zellers stores in a $1.8 billion deal with Hudson Bay Co., which owns Zellers. In Campbell River’s case, the conversion will require changes to the inside and outside of the building. The entrance to the store will be located further to the east, towards the ocean, and the garden centre will be removed. A pharmacy will be located to the right of the front doors. The company plans to partner with the original artist to paint the existing First Nation art panels on the back of the building. Other changes include new benches, bike stands, accessible ramps, coloured concrete, round red bollards and trash cans in front of the store. City council was expected to make a decision on Target’s development permit at its meeting Tuesday night after the Mirror went to press.

A school project offering students a glimpse into the future has made their school a winner for the second time in nearly three months. Using the computer program Comic Life, students in Chantal Rousseau’s Grade 4, 5, 6 split class at École Meret-montagne designed a graphic novel, with the scene set at the students’ 20-year reunion in the year 2025. The concept was one of 10 winning entries in a contest sponsored by the Centre de la Francophone (United States and Caribbean), which received 80 projects that were judged by an international panel. That was in February and the prize was $3,000 which went towards books, educational DVDs and CDs. Fast forward three months and the prizes are still coming. Principal Dominique Joyal was so impressed with the students’ work that she decided to enter it into a second contest, this one sponsored by L’Association Canadienne d’education en langue Française (ACELF). “We submitted the contest to ACELF and we won. And this time we won the national prize,â€? Joyal said at a celebration assembly at the school last Thursday which included a special dance performance for the parents. The win also earned the school a visit from ACELF governor Raymond Ouimet who presented the students with a certificate and a trophy which the school will have its name engraved on and will get to keep for one year. The students also won the school $1,000 which will go towards educational tools. “It really helps us to advance and offer more educational activities with more resources,â€? Joyal said. The school is already f airly advanced and it’s because the French school district embraces technology that the project was so successful. Each student once they reach Grade 4 is

able to overcome in 20 years. A big component of the project was photography. Rousseau said the students took more than 250 pictures around the school, including a shot of the students dressed up as adults celebrating their 20th reunion with a cake, a buffet, and balloons. The younger students at the school were used as the “children� of the former students. “The students had to discuss different places where Francophones live, we used grammar, we did everything with this project,� Rousseau said. “They were allowed to reflect their identity. “All my students saw themselves still speaking French in 2025 – to me that was important.�

Relay for Life The Canadian Cancer Society’s Relay For Life is Canada’s biggest cancer fundraiser. It is also a life-changing event that gives communities the opportunity to celebrate cancer survivors, remember and honour loved ones lost to cancer, and fight back for a future without cancer. During this event, teams of people take turns walking or running laps around a track for 12 or more hours. Each team is asked to have at least

one team member on the track at all times throughout the event. The Luminary Ceremony, which takes place at 10 p.m., is a time to remember loved ones fighting cancer and honour loved ones who have been lost. Luminaries are candles that are placed in special bags with the names of cancer survivors and those who have lost their battle with cancer. Luminaries are placed along the relay track. Luminaries are $5 each and are

available for purchase at the event, online at relayforlife.ca or at Campbell River Cancer Office, Unit B 1423 16th Street. A donation of a non-perishable food item is requested to go into each luminary bag. There is a drop off box at the Cancer Office or donations may be taken to the event. Donna slipped away on May 9th at the home of her daughter, Debra, with her daughters, Debra and Diane, in attendance, and her son, Daniel, keeping vigil close by. Many of her family were able to visit her from the time of her diagnosis of cancer and her death, approximately a one month period. She appreciated the visits from each and every one. Her children think of her as an amazing Mom, her colleagues as an amazing nurse and hospital administrator. Donna was a great Mom and good friend, to her own children, as well as to friends of her children. The only thing better than having you as our Mother, was our children having you as a Grandmother and Great Grandmother. She was, indeed, an incredible inuence on her children, grandchildren, friends, colleagues, and many others. Wow, Mom, you made a difference in a large number of lives. Good for you! You have left your mark. During the course of her working career, she was Matron of the Bralorne Hospital, RN and Supervisor at Campbell River & District General Hospital, and RN and Administrator at 100 Mile House & District General Hospital. There will be no service. A family gathering to spread Mom’s ashes will be held sometime over the summer.

Our Opa passed away peacefully at his home in Campbell River at age 90 with his son and daughter by his side. Our Opa was predesceased by the love of his life(Oma) Gerda Inga(1995) and his grandson Justin Webb(2011). Opa was born in Niederebersdorf, Czechoslovakia to his mother, Anna Fuertig, who died at his birth and his father Albin Zaschke. Opa was raised by his Grandmother, then stepmother. Opa had a colourful and interesting life growing up in Europe in a very troubled time in history working in a butcher shop as a very young man and then moving into landscaping. Opa was drafted into the military as a teenager and spent the next frew years serving in WW2 in Russia and France and as a POW. After the war, he served his apprenticeship as a bricklayer to rebuild the cities after the bombing and destruction. In 1952 he immigrated to Canada with $40 cash in his pocket, landing in Halifax, shortly thereafter moving to Victoria, working as a bricklayer. Opa met his wife of 40 years, Gerda Inga Zech, and they were married in Victoria in 1955. He later started a partnership with Hugo Hucker, building homes and commercial buildings in the Victoria area. Opa was very proud to become a Canadian citizen. He absolutely loved his new country and what it made possible for him and his family. He worked hard and enjoyed it immensely. Later he started HF Zaschke Masonry which he worked at for 35 years before retiring. Gerda passed away with ALS shortly after retirement. He moved to Campbell River after Gerda passed away to be wth his children Peter and Diane, who both lived in the area. At ďŹ rst he didn’t take to his new home as he loved Victoria, but as time went by, he learned to love the slower pace and life style. Opa is survived by his son, Peter Zaschke(Kim Wheeler), grandsons; Matthew, Stephen(Sara), great grandson Mason Helmut Zaschke, Dentin, Makalya, granddaughters; Kelly(Chad)(Jake), Jessie(Casey)(Opi), daughter Diane Zaschke(Art Webb), grandson Christopher. Opa was a great animal lover, from cats to dogs to wildlife. Don’t worry Opa, we will look after your Tiger! Opa will be greatly missed by all family members at dinner gatherings, birthdays and special occasions. He was the greatest father and husband anyone could ever wish for. His family meant everything to him and he would help when needed without question. We can only strive to be half the fathers, mothers, daughters and sons that this man was, and I hope all that knew him use him as a yard stick to measure their strength, compassion and love. It was an honour and privilege to be part of your life. You will be greatly missed! Donations in Opa’s name to the SPCA or Cameryn’s Cause would be appreciated in lieu of owers. Downtown Campbell River Business Improvement Area looking for volunteers for community cleanup

Father’s Day gifts needed at Second Chance Recovery House Give a gift this Father’s Day to the men staying at the Second Chance Recovery House in Campbell River. Each year about 200 men ages 19 and older go to Second Chance to get help to end their addictions to alcohol and drugs. The house has 10 beds, four crisis stabilization beds, which are primarily used for detox, and six for supportive recovery. Detox clients usually stay 7-10 days, while recovery clients either do a 28-day or 45 day program. Many of the clients do not have much if anything at all when they come to Second Chance, so they are provided with the basic essentials, such as soap, toothpaste and socks. They currently need new shampoo, shaving cream and toothbrushes (with carrying cases), underwear and nail clippers. Regular or hotel size are acceptable, as long as the scent isn’t too strong (no Irish Spring or Axe) – also, no mouthwash, especially if it’s from a hotel because it contains alcohol. Local grandmothers building a bridge to Africa and back W hat little girl hasn’t dreamed of visiting Africa? What little boy hasn’t longed to see this mysterious continent teeming with elephants, rhinos, giraffes, and of course the real “Lion King” along with the statuesque Masai warriors striding across the savannah in search of new pastures? Well that’s one picture of Africa: the other is of course vastly different. Step out of the pages of National Geographic and Walt Disney and into the horrifying reality of AIDS as it wreaks havoc on young families, killing off young parents and leaving behind, grieving, bewildered and terrified children. With no-one to care for them most are taken into orphanages: the lucky ones find comfort in the arms of a loving but bereft grandmother. When Shannan Brown was a little girl she dreamed of going to Africa and she realized that dream as an adult. But this wasn’t all about photographing wildlife from the safety of a jeep. What Brown saw was the day-to-day reality of poverty and illness of the people who lived there. Typically, Brown also saw an opportunity to make a difference by tapping into the amazing resolve that both she and the women of Africa shared: the resolve to make a dream a reality. Travelling the continent from Cape Town to Cairo, Brown settled in Tanzania where she volunteered, teaching English and working with an orphanage. On

This group of over 75 local grandmothers has committed itself

to assisting the Stephen Lewis Foundation in putting money directly into the hands of community based organizations working on the frontline of the AIDS pandemic in Africa. Since 2003, over 240 Grandmother Groups across Canada have funded over 700 initiatives, partnering with over 300 communitybased organizations in 15 African countries that have been the hardest by the AIDS pandemic. From home-based care to

grandmother support and orphan care, from feeding programs to music and art therapy, grassroots organizations are driving the response to the AIDS pandemic in ways that are innovative, sophisticated and impactful. Meanwhile, Brown did indeed go back and this time as a Fellow in the East Africa Micro Business Program of Royal Roads University. Armed with her newly minted MBA, Brown returned to Tanzania to put money contrib-

Many possibilities of mark making Stop by the Campbell River Art Gallery today to see two fascinating exhibitions created by B.C. artists. The exhibition ‘to follow a line,’ is in the Main Gallery and features the work of six Vancouver Island artists, brought together by guest curator Sara Vipond. This group exhibition focuses on the direct and physical process of drawing – the relationship between the hand, the drawing material and the paper. Each artist brings her own unique style to the show, illustrating the many possibilities of mark making. Special thanks to Matt Gionet of Earworm Sound for providing headphones for this exhibition. ‘to follow a line’ continues until June 22. Artist Tiki Mulvihill’s installation ‘Fire Successional,’ is currently in the Discovery Gallery. ‘Fire Successional,’ sponsored by Bruce Laing Electric, allows visitors to enter as active participants in a hypothetical environment recently ravaged by fire. This exhibition draws attention to the fragility and resilience of Western forests. Mulvihill is a fine arts instructor at Capilano University in North Vancouver and her art practice focuses on site-generated installations. ‘Fire Successional’ captures the aftermath of forest fire, with charred elements taking on the role of burnt timber, the surrounding terrain and even fleeing animals and humans. ‘Fire Successional’ continues until July 20.

Ten years ago, on Ocean’s Day – June 8, 2002 – Campbell River received an essential piece of our area’s heritage: the BCP 45. This seiner, originally owned by British Columbia Packers Ltd., was made famous when a photograph of it from 1958 was purchased by the Bank of Canada and used on the backs of our $5 bills from 1972 to 1983. In 1982, when BC Packers Ltd. chose to move on to bigger and better boats, Allen “Ole” Chickite bought the BCP 45 for the offered price of $1. Delightful foreshadowing occurred during Expo ‘86 when the BCP 45 was moored in Vancouver for a five-week stretch. Ten years later, it would take up residence at the Vancouver Maritime Museum as, what was expected to be, a permanent exhibit. After several years of drawing crowds in Vancouver, the BCP 45 began to feel the effects of time and continuing to take people out on the ocean for tours was no longer a viable option. Meanwhile, a project involving conversion of an old Campbell River sewage treatment plant into a building that would benefit the community was underway. After getting word of the situation surrounding the BCP 45, it was proposed that the seiner be brought back to Vancouver Island to become the “centrepiece” for the building. Although many people were sad to see it leave, James Delgado agreed that the BCP 45 belonged back on Vancouver Island due to the amount of time it had spent fishing in waters near Campbell River as well as the upcoming building’s ability to house the vessel indoors, where it would be protected from the damaging effects of the elements. An exchange of $10 given by the Daybreak Rotary of Campbell River to James Delgado made the transaction official; the Campbell River Maritime Heritage Centre was to be the home of the BCP 45.
