May 25 and 26 were designated as set-up days for Castlegar SculptureWalk 2012. The downtown was abuzz with excited, creative energy as the 30 artworks were put in their own special spots from which to be observed and enjoyed over the coming months. One of the artists is Douglas Walker of Black Creek, BC (on Vancouver Island between Courtenay and Campbell River). He described how he be-
came involved in the SculptureWalk. “We were delivering a sculpture to Nelson,” he related on Saturday morning. “A couple of lovely ladies bought it. They told me about the SculptureWalk in Castlegar. They said ‘You’ve got to put something in it.’ So I started thinking about it.” Walker went through the application process, and was successful. Like all of the artists spoken with during the set -up, he was very pleased to be part of the event, an event of the type that’s
apparently not too common in Canada. “Just off hand,” said Walker, “the only other one I can think of is a private sculpture competition in New Brunswick... St. Andrews by the Sea. Kingsborough Gardens has a sculpture competition... not quite on par with this one. “This a pretty big deal in Canada. Down in the ‘States there’s all kinds of shows like this. But it’s rare that we find an event like this in a place the size of Castlegar. It’s really impressive.”

News RDCK apologizes for ‘inconsistent’ funding GREG NESTEROFF West Kootenay Advertiser
Many groups around the region will split $1.2 million in Columbia Basin Trust community initiative funding following final approval by the Regional District of Central Kootenay last week. But others will receive an apology instead. The board acknowledged the rules weren’t applied uniformly this year and certain groups received money while others in similar circumstances were told
they were ineligible and withdrew their applications or didn’t submit them. “This is certainly a dilemma,” said chair John Kettle, adding he believed the only way to handle things was to approve the grants as presented. “We have negated some [applications] we’re going to have to apologize for. It’s unfortunate.” Causing confusion is whether services funded through tax dollars are eligible for Trust grants — generally they aren’t, but there are exceptions
or ways around it. For example, RDCK fire departments aren’t supposed to receive funds, but affiliated fire protection societies have been awarded money to buy equipment for them. “Unfortunately we excluded some applications because of the rules we received, which we thought was proper protocol,” said vice-chair and Slocan director Hillary Elliott. She knew of at least two projects from her village that might have received funding had they
been provided with different information at the outset. “It’s very disappointing. At the same time do I penalize other communities for doing great projects because ours didn’t have the same benefit? No. I’m hoping next year we will have this sorted out. It’s about consistency, not who gets what.” Slocan Valley director Walter Popoff said he intends to compensate excluded organizations in his area through separate grants to the tune of $25,000 to $30,000.
“Going forward I want to see firm direction so this doesn’t happen again,” he said. Nelson mayor John Dooley said he was less concerned about whether a project received tax dollars than whether it had broad community benefit. “We need a fair strategy,” he said. “We are dealing with guidelines dictated by Columbia Basin Trust and should have a clear idea where the flaws are.” Kettle said next year they’ll ask for a template in writing.

Montrose town hall forum airs water concerns Trail Briefs Montrose residents were desperate for an explanation last Wednesday night after a water main breakage three weeks ago forced water restrictions on the community. More than 60 people packed Montrose community hall for a public meeting in which the village chief administrative officer, Kevin Chartres presented residents of the area with information about what damage occurred from the water pipe break on May 3, and the current status of
the repairs. The community was eager to hear what was happening and many had questions about how the project was being pursued. “It bothers me when we hire engineers who don’t serve us well,” said Ken Rugg, who lives near the destroyed property. “There are a lot of qualified people in this area and council should be talking to people in this community. “Now that’s just my opinion—nobody is going to think you’re stupid if you ask
questions; not asking them is.” Rugg is not an engineer by profession, but he has experience working with water systems. He said it’s basic to install an alarm to alert officials if there are any future problems, and add a drainpipe to minimize where excess water runs if the new pipe leaks to decrease the damage. He said the damage would probably still exist if there was a drainpipe, but the scale of the problem could have been reduced if the water had a place to escape.
Quelling hospital concerns Fears raised earlier this year over the possible removal of regional status from Kootenay Boundary Regional Hospital have been quelled by the Interior Health Authority’s board of directors’ chair. Norman Embree said in a letter April 12 to Trail city council that concerns with the hospital’s regional status — raised in March by Castlegar Mayor Lawrence Chernoff — were unfounded. He pointed to the significant investment the IHA, the com-
munity and the city (through infrastructure investments) have made in the hospital as reasons why it would remain the West Kootenay’s regional facility. “The noted investments supported the establishment of a regional facility and will continue to support a consistent and comprehensive suite of services to the residents of the West Kootenay into the future,” he said. Embree cited over $20 million invested in upgrades and maintenance since the IHA was created in 2001.
Grand Forks set to host 2012 BC Rural Summit CASSANDRA CHIN West Kootenay Advertiser
Grand Forks will host this year’s B.C. Rural Communities Summit at Grand Forks Secondary School from June 7 to 9. The event will bring over 100 people from around the province to attend multiple workshops and focuses on networking with other communities. Mayor Brian Taylor believes the exposure will be good for Grand Forks. “We’re such a typical small town in the province and there are
many rural communities that face the same types of challenges that we face here,” he said. “It’s quite appropriate to hold a rural summit in a rural community. It’s typical and has many of the same problems as other communities.” Sarah Winton, executive director for Boundary Country Regional Chamber of Commerce, agreed. “There’s going to be some great exposure for the community,” she said. “They’ll be eating at our restaurants and staying in our hotels and hope-
fully shopping while they’re here.” This year’s theme is focused on “Grassroots, Growing Sustainable Rural Communities,” and will feature a keynote address by Selkirk College CEO Angus Graeme. “There will be a series of workshops throughout the day on Friday and Saturday morning, with 15 workshops in total,” explained Winton. “Participants will be able to choose whichever workshop in that time period that they like.” Local speakers in-
clude Roly Russell and Frank Moreland. Russell will provide a workshop called “Plugging the Leaks: Improving What We Got by Building Real Rural Economic Wealth,” while Moreland has a workshop called “Creating Regional Food Economies: opportunities and challenges.” “Russell will focus on providing regional rural economic practitioners with a revised framework for strengthening rural economies,” explained Winton. Moreland will use
a food value chain to explore economically rewarding strategies while staying local. “The summit promotes strategies for issues and challenges that rural communities face because they’re very different than urban centres and places with larger populations,” said Winton. “It’s a great opportunity for people to share and exchange information, and network with communities that are exactly in the same position as we are.” For more information or to register, visit bcruralsummit.ca.

‘If you need something done, ask a busy person,’ the old saying goes. Well, someone needs to accept Castlegar’s 2012 Citizen of the Year award and the recipient, Jacquie Hamilton may have had to bump an appointment or two to make the event on May 30. Jacquie, along with a host of other deserving nominees was under consideration for the annual award arranged by the Castlegar Knights of Columbus club. As it happened, it was her name that made the top of the list. Jacquie had known about the nomination for a couple of weeks. She told the West Kootenay Advertiser on May 25 she was not totally comfortable with the limelight but consented to let her name stand because she’s aware of the honour that goes with the nomination, and appreciates it. Many others will see the announcement as a timely acknowledgement of the effective effort Jacquie has put in on behalf of so many over the years. Many artistic endeavours have had a boost thanks to Ham-

ilton’s influence. A member of the Selkirk Weavers and Spinners Guild, Jacquie is a fibre artist with a lifelong interest all artforms. The role she chooses is one played behind the scenes. “To stand up and be publicly recognized is hard work for me,” she stated. “But it’s an honour you just can’t refuse.” Gaps in Jacquie’s date book are rare as hen’s teeth, and she likes it that way. “Jacquie has made a tremendous contribution to arts and cultural activities in Castlegar,” outlines
Elizabeth Fleet who was instrumental in Hamilton’s nomination. “She was the cofounder of Castlegar’s Art Walk, which she still coordinates, and she is either treasurer or chair of several other arts oriented committees and groups in Castlegar and the West Kootenay region. “My first-hand experience of Jacquie’s expertise was when I chaired the CastlegarEmbetsu Educational Exchange Committee in its early years. She has been treasurer for the committee since its inception in 1997,
and she is also active in the Certified Management Accountants’ West Kootenay Chapter.” Fleet summed up the points behind Hamilton’s nomination for Castlegar’s Citizen of the Year for 2012. “She is a person who works solidly and dependably in the background, and gets things done. Those of us who have been aware of her work were very anxious for her contribution as a volunteer to be recognized. I did coordinate her nomination, but there were many letters of support from the different groups with which Jacquie is involved.” There were 14 nominees this year, many of whom had multiple nominators. Knights of Columbus spokesperson Bob Saari, in revealing the identity of this year’s recipient, said, “Castlegar and area are indeed blessed with so many outstanding community-minded citizens. Their many efforts and accomplishments make all of us who live in this splendid part of Canada proud. It is amazing to me all the good works our many nominees have completed within our
community, and the selection of only one is always difficult. This year, again, many worthy nominations have been submitted. The selection committee has determined that one stood out above all others this year. The committee agreed that this candidate best met the criteria established for the title Citizen of the Year. We are proud to pay tribute to this year’s honouree, Jacquie Hamilton.” Hamilton, as mentioned, is honoured by the whole sequence of events. She’s very pleased to be able to help wherever she can, pleased to put her financial knowledge to work in helping various organizations stay afloat. In once again downplaying her contribution to the community, Castlegar’s Citizen of the Year for 2012 steered credit to others including Audrey Polovnikoff of the Castlegar Recreation Commission and Krista Patterson of the Columbia Kootenay Cultural Alliance. “I chair some meetings and that’s the easy part,” she concluded. “Everyone else has the ideas. I act as a facilitator.”

Rossland Real Food is starting off the growing season with a number of activities that will help your cultivation and raising of real food. One of those activities is the third annual backyard chicken crawl. Rachael Roussin said the purpose of the crawl is to educate community members as well as share experiences about raising backyard chickens. “We find it’s really
important to spread the word about best practices with backyard chickens,” Roussin explained. “They’re really popular now.” Backyard chickens are a sometimes controversial subject – allowed in Rossland while banned elsewhere. “They’re all over the news, some municipalities allow them, some don’t,” she said. “The city of Rossland does allow them. I think that’s terrific because it gives family members the chance to have that experi-
ence of raising their own food. And also it’s just a very economical, sustainable way to eat eggs daily.” She said it’s for that reason Rossland Real Food wants to help communities understand what’s involved with backyard chickens. The crawl is from 9:30 a.m. until 11:30 a.m. on Sunday, June 3. Chicken coop owners will be at their coops outside expecting people to come and will talk about their coops and their
chickens. “It’s a way for people to learn what they can do better or differently if they are just getting started or interested in getting started,” she said. The Rossland Mountain Market is also returning this year, staring at the end of June. It will be relocated a block up from its usual location due to the construction going on downtown. The new location will be on First Avenue near the old fire hall. “The location between the fire hall and
the church with the red roof is ideal in that it’s scenic, it’s clean, it’s almost central and traffic is going to be increased on First due to the downtown renovation,” she said. The market will run every Thursday from 3:30 p.m. until 6 p.m. They welcome new vendors, whose costs remain the same, with the rules that govern the market: “Make it, bake it, grow it, with a few exceptions,” Roussin said. Welcome to our new regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.
‘Salmon’ (welded steel/ mixed media) Multi-disciplinarian sculptor Christina Nick returns to Sculpturewalk this year with an arresting piece based on what she witnessed here last year, and annually near her Brackendale home. The spawning kokanee are her inspiration for this year’s entry, and her colourful three-dimensional welded fish “spawning along the streets” will no doubt be another crowd pleaser. Last year Nick’s ‘Wheel of Life’ – the large metal horse replete with revolving drum on Columbia Avenue – won 2nd Place in the Peoples Choice Award category, one of the favourites of all who viewed and voted. “It was really gratifying to be chosen as one of the four favourites with the voting public,” says Nick. “ Originally I intended to submit a different sculpture but my plans changed at the eleventh hour. A series of funky, folky spawners, each fish in the sculpture is individually unique but part of the flow of the work as a whole. Using various pieces of cold- hammered, reclaimed metal to create distinctive body patterns and a whole bunch of different welds to assemble heads, fins and tails and mount them all, each shimmers and shines in blue, red, brown, and silver tones. The individual fish, over a dozen and a half, are attached at varying heights along a stand that spans over six metres. “The viewer will look at the fish against the sky as if they were underwater, the spawn-
ers swimming along above,” Nick explains. Working out of studios in Brackendale (where this piece took shape) and Serres Morlaas, France, Nick also sculpts in wood, stone and bronze - using the ancient practice of cire perdue (lost wax) to create small, intricate pieces – as well as creating one-of-a-kind fences and gates. “There is definitely a difference between the relative delicacy of the cire perdue bronze process and my larger metal and steel pieces, to say

pitts. “We’d just like to come and sing, and all we ask for is a meal if possible, and if it’s not, not even that.” The Kelowna International Choir began in 1985 and has been travelling around the province and to Europe on several occasions.
“They’re a delightful group of people who love to sing,” Colpitts said. “This is my first year with the group, but there is a standing invitation from a number of communities that will have us back. At the same time, our group likes to try out

different spots and to go out and experience new things. It’s almost as much of a holiday for the choir as it is a singing trip.” Irene Friesen, a director with Boundary Habitat for Humanity, noted that this was a first for the organization.
“We do fundraisers but this is a first for a concert and it was wonderful,” she said. “The choir approached us and we said yes. We had quite a big turnout and we’re quite happy.” Executive Director for Habitat for Humanity-B oundary Rick Friesen explained that Lona Manning, who sang “Downtown” is the executive director for Habitat for Humanity in Kelowna. “She spoke to the choir about touring around to do benefit concerts for Habitat for Humanity,” he added.
Grand Forks briefs Allen Piche, a.k.a. The Bear Dude, has been fined $6,900 for feeding dangerous wildlife but won’t face jail time. According to Rossland Court Services, Piche, who was charged with two counts of feeding dangerous wildlife under the Wildlife Act, was fined $3,500, with a (provincial) surcharge of $525, for one case and also $2,500, with a surcharge of $375 for the other, leading to a total fine of $6,900.
Fire quickly doused There was a fire at the International Forest Products (Interfor) mill in Grand Forks on the evening of May 22. Grand Forks Fire Rescue responded to a call at around 5:45 p.m. “It (was) a fire in our shavings bin,” explained Andrew Horahan, Interfor’s general manager of Kootenays. “We don’t know exactly what started the fire. It was contained within a steel bin. Luckily the fire department seems to have it put out.”

Don’t mind the digging Rossland brief Despite construction, Rossland is still open for business and the city has cleared space for new parking spots to replace the ones that have been dug up on Columbia Avenue. The project hit bedrock earlier this week during the

A group that coordinates conservation efforts on private land is expanding its reach to both sides of the Purcell Mountains. The East Kootenay Conversation Program — soon to drop the East from its name — has already been working in West Kootenay for the past few years, according to program manager Dave Hillary. “It’s evolved to the point where people are saying you should just have one conservation program, regardless of whether it’s East or West Kootenay,” he says. “We’ve got more ties that bind than differences.” The program’s chief goal is increasing private land conservation to protect species and landscapes, but it is not a land trust

itself, rather, it finds willing partners for specific projects. Hillary says they were involved with the Nature Conservancy of Canada’s purchase of the Darkwoods forest on the south shore of Kootenay Lake in 2008, and the province’s acquisition of the Valhalla Mile on the west side of Slocan Lake in 2009, in
partnership with the Land Conservancy of BC and Columbia Basin Trust. “That was really a request from the Trust to help them understand and prioritize how important that project was in the scheme of everything else,” he says. “We’ve played that role historically and will continue to play
it in a more meaningful and formalized way now.” Hillary adds the Trust is supporting them financially as they prepare to double their service area and potential partners, which presently number more than 50 — including other non-profits, forestry companies, and all levels of government.
The program boasts more than $100 million in conservation investment on over 300,000 hectares of high value land since 2002. It has supported 28 projects over the last two years. While the name change won’t take effect for a few more months, Hillary says the “philosophical underpinnings” for the expanded organization are already in place. “The reality is we’re changing the name

and geographic scale of the operation, but the demands have always been in both East and West Kootenay.”
Hillary will be also moving from Invermere to Nelson in July, which is as much a personal decision as a program decision.

River, an old miner gave him a recipe for a rheumatism cure, which he tried on some constituents. Lo and behold, it worked — not just on rheumatism, but paralysis, blindness, deafness, indigestion, gout, eczema, skin disease, hives, sores, liver and kidney disorders, and just about anything else you could think of. What was in this potion? According to A.O. Wheeler in his book The Selkirk Range, “It is, I understand, largely composed of the root of the devil’s club.� Soon the S.S. Ry-
ckman Medicine Co. was cranking out cases of the Kootenay Cure, and filling newspapers with testimonials about its amazing properties. It sold for $1 per bottle, or six for $5. Ryckman also used his parliamentary mail privileges to distribute 350,000 copies of a tract titled A Political Review. “Three pages are taken up with excellent campaign stuff for the Conservatives,� the Victoria Colonist wrote. “The other page is devoted to glorifying the virtues of Kootenay Cure.� The postmaster general called it illegal. The Kootenay Cure disappeared by about 1900. However, a few years later Ryckman resurfaced as president of the Umckaloabo Company, which held the American rights to a tuberculosis remedy called Stevens’ Consumption Cure — notorious enough to earn its own entry in

Nostrums & Quackery, the American Medical Association’s almanac of fraud. The Kootenay Cure bottle sold last week by Glass Works Auctions of East Greenville, Pa., using auctionzip.com, was embossed amber and measured 10 1/8
inches high. Its original black and red labels — bearing a pair of crutches, which the purchaser could presumably dispense with — were mostly intact on both sides. Another example of this bottle was reportedly discovered in a Guyana river.
The auction house estimate on the bottle was $140 to $180, but it sold for the lone bid of $60, plus a buyer’s premium, bringing the total to $80. Had the bottle been sold on eBay, this column can reliably state it would have fetched a lot more.

reputation because they would work allyear, with no exceptions, and they would only leave work during the winter season to visit their families in Italy. Tip of the Week: As the Moon waxes to full on June 4th to produce a Lunar Eclipse, it will shed light upon a variety of significant celestial events. First this is the fruition of the Solar Eclipse from May 20th. This seed event was significant in Mayan Cosmology and several Crop Circles over the years focused upon it. According to Mayan prophesy, it is this lunar cycle that is destined to herald the return of Quetzalcoatl (Aztec) or Kukulcan (Mayan) which is their version of Christ Consciousness. The other key event is the rare occultation of Venus across the Sun. These two events will not coincide again and given that both are key markers in the overall Mayan 12-21-2012 focus, which heralds the beginning of a new Precessional Cycle (25, 625 years) it is very rare and potent indeed. The other significant astrological events poised to occur this month include Jupiter entering Gemini on June 12th, Summer Solstice on June 20th, the day after the New Moon in late Gemini, and Uranus making its first of 7 Square Aspects with Pluto, after their last conjunction which occurred in 1965! Together, these represent a very exciting if dramatic line-up. Fasten your seat belts, the pace is about to accelerate measurably.
