City gets rid of development cost charges ARNE PETRYSHEN Rossland News Editor
Rossland is no longer going to be subscribing to the development cost charge way of doing things, having abolished them in the last council meeting on May 28. The charges were a point of contention among new developments, because while they need to be paid - for the additional infra-

structure - they also were a large upfront cost to developers, that would only really be recouped once the lots sold. The Director of British Columbia Municipalities wrote back to Rossland with his blessing on pressing a new path and so that’s what Rossland council decided to do. Mayor Greg Granstrom said that there is no need to hurry to replace them either, because of the slow economy, there is “no develop-
ment knocking at the door. Coun. Kathy Wallace said that there is need for a change. “We need a new system, Wallace said. Coun. Jody Blomme noted that the signature of the Director of Municipalities gave her some reassurance behind the decision. “We can’t have two things covering us at once, she said. Coun. Kathy Moore was not as enthusiastic about the re-

placement, Connection Cost Charges (CCCs) and so voted against it. “Basically when I looked into the CCCS and didn’t get the answers I wanted to keep DCCs in place, she said. “That would’ve been the easiest thing to do. Coun. Jill Spearn noted that the City still has the ability to recoup the cost of the infrastructure, the major differences is that rather than at the mo-
ment of development, it happens at each sale. Granstrom went further by saying that the City will have even more flexibility in negotiating before the development starts and could ask the developer to “build ten more trails, as a part of the deal. Spearn said that in speaking with some of the local developers, they had been much more in favour of the connection charges as opposed to DCCs.

Bedrock blasting a popular spectacle Sunday COLUMBIA PROJECT TASK FORCE Contributed
This is the fifth installment of a weekly update column courtesy the city’s Columbia Project Communications Task Force.
With the charges in the ground, crews work to cover the explosives with mats prior to detonation. The actual explosion was more like a slow firecracker going off than the thunderous clap that many expected. Arne Petryshen photo
Blasting of the bedrock under Columbia Avenue took place on Sunday. This was expertly managed, as the five blasts were scarcely felt or heard. This week, blasted rock is being removed and the sewer line will be installed. The core sampling done prior to the dig did not discover the bedrock because the bedrock was situated too close to the existing pipes. To take core samples from there, they would have risked putting drills through our current water and sewer lines, creating a city utilities disaster. Coming across bedrock at some point was to be expected. This week, there will be parallel parking along Columbia Ave, between St. Paul and Washington, as often as possible, whenever safety allows. Parking along Columbia Ave will be ever changing as the construction continues. The traffic cones are being strategically positioned and re-positioned by Copcan according to the changing location of construction and flow of traffic, for the sake of public safety. Please do not adjust the layout: not only does this create potential safety issues, but it also
costs Rosslanders money as our contractors have to take the time to gather and re-position them. We all appreciate a creative joke, but not when it costs Rossland taxpayers money, or our safety. The intersection at St. Paul and Columbia Avenue has now re-opened. This intersection may have to close again periodically. Every attempt will be made to allow crossing across Columbia Avenue at Queen Street, by the Post Office, whenever possible. The parking lot behind the Post Office is very nearly complete and will be done as soon as asphalt millings are available for the ground surfacing. Construction tourism is alive and well in Rossland and will be promoted further; kids love big machines (so do lots of adults). Rediscovering Sourdough Alley and encouraging summertime Christmas shopping are other promotions we would like to work on toward helping Rossland’s valuable downtown merchants. Please do your part to support these merchants, and if you have any ideas to promote downtown Rossland this summer, please let us know at columbiaproject@rossland.ca. As always, please contact us at your Columbia Project Communications Task Force with any project related questions or concerns you have, and please call 250-362-2328 for any technical questions or concerns on construction operations.
Heritage commission sets regional example ARNE PETRYSHEN Rossland News Editor
Rossland has set out to make it easier for communities in the region to start a heritage commission, by offering to act as a resource. Jackie Drysdale, chair of the Rossland Heritage Commission, explained the possibilities to Regional District of Kootenay Boundary board members last week. Currently the commission keeps a registry of heritage sites in Rossland, which includes over 30 buildings, such as the Miners’ Hall, built
in 1898, and the Bank of Montreal, built between 1898 and ‘99. Drysdale said they are working on a three year plan for the restoration of the Rossland Cemetery. She offered some steps to start to make heritage a priority in other communities. First they need to seek out the support and leadership of local government, through an official community plan or by way of a motion through council. After that they need to identify citizens who are willing to work voluntarily. She said there is also opportunity
to use existing societies to help with this. Next is to call on the provincial heritage branch for help in evaluating your communities heritage. Drysdale said that while a regional heritage commission is desirable as a way of seeing the common and unique themes of the heritage of our region, it would be premature at this time to go ahead and add a new function to the regional district. “You need to move forward at the local level first,” she said. “Let the goal be a regional heritage commission made up of informed individuals of their own communities to then talk

about the possible efficiencies.” Drysdale touched on grant opportunities as well. “If you want to go for grants in the province, particularly the Heritage Legacy Grant, then you have to have a registry, you have to go identify that building or site as being really important to the community,” she explained, adding that because other bodies that deliver assistance are starting to work with the same parameters, its even more important to start a registry early. She said there are also tools that can help once the restoration begins, since the tax can then be held at the

same level for the next five or 10 years despite the improvements that would drive the value up. “I hope that as a board, and back to councils, that we might get some motions in place,” Drysdale said. “Heritage is only moving forward in terms of visibility.” Kathy Wallace, Rossland’s representative on the board, echoed the invitation to get advice from the Rossland Heritage Commission. “If any other communities do have questions, then Jackie and her crew are able to answer them,”Wallace said.

Follies looking for your bottles ARNE PETRYSHEN Rossland News Editor
The Gold Fever Follies are back in Rossland with the first rehearsal beginning Tuesday. The theatre troupe got together at the Miners’ Hall to discuss this year’s play John vs John and to share ideas about the characters. The Follies are also preparing for a bottle drive this Saturday to raise money for the summer season, which begins June 30. Lisa Henderson was quite excited about this year’s cast, which includes many new faces, but also some that anyone familiar with the show should recognize. Henderson explained that the bottle drive serves two purposes: To remind people that the Gold Fever Follies are back in town and also to raise funds to put on the show. “It shows that we’re still performing and it gives Rossland some assistance recycling,” Henderson said. “Every penny counts.” This weekend’s bottle drive takes place form 9 a.m. to 3
p.m. this Saturday, though she mentioned that they appreciate if people drop off their empties prior to 2 p.m., as then they have time to sort them. Felix LeBlanc was with the Follies last year and returns this year as stage manager. He said the first read through helps to get the actors into character and is a chance to get input from others on the cast as to which direction they should go. R.J. Peters, who’s name will be familiar to anyone who also catches the Iron Mountain Theatre plays, is director. He said that as well as a historical play, it has the usual Follies shenanigans, including action, comedy and a love story, as well as a tightly written script by local Ben Turner. Peters said that Big John vs John is the story of duelling lawmen. “John Kerkop was the lawman around these parts for many years, a very popular character from history,” Peters said. “He gets out of sorts with the mayor and gets fired from his job, and is replaced by John Ingram, who

is our villain in the show. It was the battle between the two lawmen.” Local Rosslander Jill Amantea is also in the play and there are a host of other actors from the West and East Coast. One of the
cast members even came from Korea. Performances take place from June 30 to Aug. 25, with regular showings at 3 p.m. and 7:30 p.m. starting in July, Tuesday through Saturday.
Plenty to see on the chicken crawl ARNE PETRYSHEN Rossland News Editor

The Chicken Crawl took place over the weekend. It is an event for people interested in raising backyard chickens to learn more on the subject. There are quite a few Rossland residents who keep backyard chickens and were ready Sunday to answer any questions, with stops on Thompson Avenue, Columbia Avenue and Second Avenue. The chickens are assorted varieties of heritage breeds. Some lay interestingly coloured eggs in various shapes and sizes. Those doing the chicken crawl could make their way around Rossland, visiting the various coups as they go.

RSS celebrates 60 years in Rossland ARNE PETRYSHEN Rossland News Editor
Rossland Secondary School celebrated its 60th anniversary Friday, with three cakes and the company of graduates from not only this year, but from as far back as 1951/52 - the original grad class. The cakes were topped with photos of the original and the present classes and the school’s motto, which in Latin is Temporibus Construimus Futuris, or “build for the future.” Lois Hayes was in the original class of ‘52 and said that not too much has changed in the school from then to now, other than the gym being replaced after a fire. The class of ‘52 and the years following that mingled with current students, many of whom were quite interested in their school’s history. Hayes was hoping to help the school complete its photo collection , as they are missing a class photo for the 1953 grad class. “If anybody has a class picture, please bring it to the school. If you go out and walk down the hall way it’s the only one missing,” She said. “I don’t think anybody ever gave the school a picture.” The past grads discussed the days long gone by and even sang a couple choruses of the old school song, both the legitimate version and the “student” version.
Ron Mallette, also in the first grad class, said he was always in trouble back in those days. Mallette said a lot of the school is the same, but a lot of it’s different as well.. The biggest change he could see was with the classes. “Probably industrial arts, we didn’t have those.,” he said. “The equipment that they have to work with has changed a lot.” When he went to school students took the basics; math, chemistry, physics, english and latin or french. He said the culture has changed a lot in Rossland in general since then. “It used to be a bedroom community for Cominco, but now I think it has a lot more influence from the outside,” he said. Rossland twice had senior matriculation in Rossland and he took that in 1953, after graduating. “So I stayed here for an extra year,” he said. “That was equivalent to first year university. They only ever had that in Rossland for two years once in 1926 the other was 1953. It was infrequent because a lot of senior matric students would do the classes in Trail.” Dale Matthews, who graded in ‘56, agreed that the curriculum had changed a lot, with the addition of things like computers, and expects that things will continue to change. “I don’t know what will eventually happen to some of these schools,” Matthews said. “In

I remember them driving the piles into the ground here, because it was soft ground. It could last a long time more. It was well built and well designed. Very simple, straight-forward building.”

He said it’s interesting to note the number of people in Rossland that have gone on to do some interesting things, for instance ambassador to Greece. “This is a great place to grow up,” he said. “But, I suppose everyone says that.”

Putting all your eggs in a bear basket
The debate on raising chickens in a town like Rossland is something that pops up every so often. Subjects like food security and organic produce are held very dear, and so they should be when the foods that you buy at the grocery store may have travelled further in one day then you have in your whole life. When that’s the case, it’s nice to know that those eggs came from your reliable chickens that you raised in your yard and not the caged animals that some eggs may come from. The chickens are quiet compared to a dog or cat. Concerns arise with the coming of the hungry bears, it’s the weak link that will ruin it for the rest. If a bear comes to eat the chicken feed of a coup that hasn’t been properly secured and then ends up somehow getting a taste of chicken, it will be a free for all for all the chickens on the block. What could prevent that? Sharon Wieder form BearAware suggested electric fences are the only way that a bear will get the jolt it needs to get the message that coups are not where it wants to be. One jolt on the nose and it should associate the smell of poultry to the pain of defeat. Once that happens your chickens will be a lot happier, and probably thank you with some delicious eggs. The thought of electric fences surrounding your chickens may not be the most appealing thing, especially with the possibility of your dog or kids touching it, they could save your chickens from other animals too, like the much more present racoons. We want to hear from you.

Summer brochure now available The Summer Brochure went into the mailboxes last week. If you did not receive one, you can view the brochure online, at www.rossland.ca. You can also pick up a hard copy at City Hall, in the recreation department. The last Folk Dancing class of the season takes place Wednesday, June 6 at the Miners Hall, from 7:009:30pm. Everyone is welcome!! With summer right around the corner, your “tweens” might be interested in taking the Babysitters Course. The dates have changed from those indicated on the front cover of the Brochure. The course is now being offered on Saturday, June 16 from 9:00-4:00pm in the Rossland Arena Lounge. The Rossland Pool opened on Friday, June 1 with public swimming all afternoon, until closing at 6 p.m. The last Home Alone course, before the start of summer, takes place on Wednesday, June 13 from 6:00-8:30 p.m. at RSS in the library. If you’re leaving your child home, alone for periods of time this summer, this is a great course for them to have. The program provides them with the skills they’ll need to feel safe and confident in stressful situations, household mishaps and in the event of an emergency. The pool is holding an Adult’s Swimming Lessons class, from Monday June 18 to Thursday, June 28, 7-7:30 p.m. This course will introduce adaptive techniques to ensure safety, stability and success in the water. The goal is not to make you an Olympic swimmer, it’s to ensure you enjoy being in the water. If you have phobias and or fears, don’t worry…..the instructors can help you become confident and relaxed in the water. The Rossland Pool is looking for all local youth who currently hold the Bronze Cross Advanced Aquatic certification. We will be introducing a Jr. Lifeguard position at the pool and are currently accepting applications for part time work throughout the summer. Please forward your resume to recreation@rossland.ca. For the Teenagers in our community, please consider taking your Advanced Aquatic Courses, in order to obtain employment in a challenging and rewarding field. Aquatics is a great way to work part-time while you’re in high school and can help offset the cost of college or
university. There is an increasing shortage in our area, of qualified staff to operate our local, outdoor pools. If you’re thinking about your future employment options – GET CERTIFIED as quickly as possible. We need you! In order to be fully employable, you’ll need the following courses; Bronze Medallion, Bronze Cross, NLS, AWSI and WSI. With summer right around the corner, your “tweens” might be interested in taking the Babysitters Course. The dates have changed from those indicated on the front cover of the brochure. The course is now being offered on Saturday, June 16 from 9 a.m. - 4 p.m. Roller Fit in the Rossland Arena is Tuesdays from 7:30 - 9 p.m. until June 26. Each 90 minute class consists of on-skate dynamic warm-ups, cardio, core and upper body strength exercises. Instructor Darlene Jamin (aka Slameron Diaz) will lead you in this fun and energizing total body workout – without all the bruises! This course is for women of all ages, 13 years and up! Drop-in is $12, including HST. Safety equipment, including a mouth guard, helmet, shin, elbow and wrist guards and either roller skates or inline skates are mandatory. For more info, contact Darlene, at darjamin@telus.net The Christina Lake Triathlon is coming up and registration information is available online, (gfplay@rdkb. com) or in the recreation department. The triathlon is on Sunday, June 24 and is very popular! Register early to avoid disappointment! Registration deadline is June 17 with early bird registration until today. The Rossland Pool is scheduling several new opportunities in June – a Stroke Correction class, adult lessons and the Bronze Medallion will all be offered in June. If you’ve struggled with swimming in the past, or have genuine fears, the adult lessons would be a great way to start the summer swimming season. If you’re interested in pursuing lifeguarding, the Bronze Medallion is the first certification course you’ll need to pass. For more information about lifeguarding requirements, please contact the recreation department. If you’re new to town and interested in Men’s or CoEd Softball or Bike Polo, give us a call or an email and we can get you in touch with the co-ordinators.

Museum Fun Day
SAVE TIME. SAVE MONEY.
The Museum Fun Day took place Saturday and there was a great turnout, as a rainy morning gave way to a sunny and bright day. A black bear even made an appearance. Above, Violet Johnson (left), Zarrah Murray and Tavis Smith (right) try to strike it rich the old-fashioned way. Top right, Grayson and Cole Macaulay get a chance to get a close up of a bear. Bottom right, the Golden City Fiddlers played their tunes all day at the museum to the delight of museum goers. Arne Petryshen photos

STAFF WRITER Rossland News
The Rossland Secondary Senior Girls soccer team had their best ever finish at the Single A Provincial Championships in Kelowna this past weekend., ending the tournament as the top public school and finishing in fourth overall. The Royals finished their round robin pool in first, beating Ashcroft 10-0, Kelowna Christian 7-1 and Langley Christian 4-1. They played Glenlyon Norfolk, last year’s provincial champions, in the semi-finals, losing 5-3. That put them into the bronze medal game. There they faced their toughest and fastest competition, host Immaculata, losing 4-0. Coach Rick McKinnon said he couldn’t be prouder of the team who stuck together for many years and were the talk of the tour-
