COMING JUNE 16TH & 17TH
KTIMAT - Councillor Phil Germuth wants to see Enbridge answer questions regarding leak detection on their proposed Northern Gateway pipeline. He moved that the District of Kitimat write a letter to the company, inviting them to a public meeting and requesting that they provide a detailed description of their leak detection strategy and their leak management strategy. It passed unanimously. Germuth wants more details on that subject after researching leak detection technologies and finding what he believes is an ideal complement to Enbridge’s existing plans. What he found was a hydrocarbon sensor from a company based in Texas, which is basically a cable in PVC pipe, buried in the back fill while the pipeline is being constructed. A radio signal is used to transmit a leak signal to the control room, and the cable can detect a leak within one metre, and at a volume of only one litre. The leak system Enbridge is currently proposing, called SCADA, can detect a leak at 1.5 to three per cent of nominal (average daily) flow, said Germuth. His math estimated that a leak of that size would equal between 100,000 and 200,000 litres in a two-hour window. In a day that could translate to 1.2 to 2.4 million litres without being detected, he said. At $100,000 per kilometre to install the hydrocarbon sensors, he said that to install them in the 80 km of pipeline within Kitimat’s watershed would be less than one per cent of the project’s cost of an estimated $5.5 billion. Enbridge spokesperson Paul Stanway responded to inquiries. “We are currently undergoing a large research initiative to identify and test complementary leak detection technologies suitable for underground transmission pipelines. One of our initiatives includes an evaluation of fiber optic and odor sensing cables to ensure the technology actually performs as vendors claim,” he said. “In addition, Enbridge is actively investigating and testing a number of other leak detection technologies that are complementary to the current leak detection system and aimed at detecting smaller leaks. If performance is acceptable, Enbridge would plan to implement new technologies on the Northern Gateway pipeline.”

TERRACE - RCMP in Terrace are reporting a fraud by mail case. They have a report of a man being sent a cheque in the mail, and then asked to send two cheques to two separate people and locations in the US. The carrot was that he could pocket the dif-
ference of a about $700 if he did this, says the report. He sent the two cheques, and then discovered that the original cheque sent to him bounced. The cheques he sent out were good and of his own money, and now he is out thousands of dollars. Police warn people to stay away from such situations.

Pellet plant plan examined by the public flying fish By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT Half of the conference space at the Crest Hotel was packed on Tuesday, May 29, for an open house on Pinnacle Renewable Energy’s planned export terminal. Along with company officials, project planners and members of the Prince Rupert Port Authority - the agency overseeing the environmental review of the project - the walls were lined with boards showing the scope of the project and what mitigation measures were being taken to address issues like noise and dust. “I think we had a lot of positive dialogue with people, and also got a good barometer of how people feel about the project. It was a great opportunity to share what we perceive as a lot of positive aspects of the development, but also the degree of due diligence that has taken the project to this point,” said president and chief operating officer Leroy Reitsma. “In terms of evaluating, zoning issues and other issues aside, in the eyes of the community we want to help people to see the balance of values. Not all the values are going to be positive, but we do want to show the positives that balance any negatives.” Reitsma said there was a mix of positive and negative feedback on the project, as well as some good comments that will be considered going forward. “I think a lot of people wanted a greater understanding of the dust in particular. A primary concern raised by the
people in the neighbourhood to the east of the project is the impact on property values if the harbour view changed... That comes back to the balance of what we’re bringing with this project to the community and the surrounding communities,” he said, noting property taxes, employment, noise reduction through work with CN, cleaning up the Westview site and increased pedestrian access to the waterfront as positives. “The whole process is targeted at getting everyone’s input.” To that end, the company will be back on June 18 for a community meeting to present some of the comments and concerns gathered at last Tuesday’s open house, what is being done to address them and to allow people to ask the representatives more questions. One change from the initial design outlined in September is the plan to allow for future expansion to seven silos from the proposed four. “Our initial commitment is to construct the four silos as part of the initial development phase, but we certainly have the expectation to expand the facility once more production comes online in northern BC,” said Reitsma, adding that he wanted to be perfectly clear with the public on what the terminal could look like. However, the revised size raised some concerns when the issue of the pellet terminal was discussed by Prince Rupert city council the night before. “One of the reasons why Pinnacle has chosen to locate at the waterfront as opposed to
Ridley Island was because of the scale of the operation. But when it was originally presented to us it was almost half of what it is now,” said councillor Anna Ashley. “Considering that the size and scale of the project has almost doubled from when they originally presented the idea to us, I assume the environmental impact of everything will be
double what they were considering, and one of the things they talked about was truck access. I assume if the scale is doubling the number of trucks will be doubling too.” As well as concerns about the scope of the project, council reasserted the need for a waterfront plan as it relates to the development of the waterfront.
“This is exactly the reason why we should be sitting down with the port, because we need to have a plan for what is socially acceptable down there. Because if Pinnacle is turned down and someone else comes along, what is acceptable? The port has to have some kind of development down there,” said councillor Joy Thorkelson

Port Authority is recognized for sustainable operations Prince Rupert Port Authority President and CEO Don Krusel addressed Green Marine’s fifth annual GreenTech Conference on Tuesday, speaking about the importance of ensuring that the port’s operations are characterized by sustainability and responsibility. “We are keenly aware that while our activities benefit communities significantly, we also have a considerable impact because of traffic and industrial activity,” said Krusel. “The support of our communities for the Port’s development is one of our most important strategic assets. The support of Prince Rupert’s citizens makes us unique compared to many other ports, and we want to maintain and enhance that relationship of trust.” During the Quebec City conference, Krusel was invited to sit on Green Marine’s Board of Directors, an offer he readily accepted. “I am proud that the Port of Prince Rupert will play an important role in defining high environmental standards for North America’s marine sector,” Krusel said.

PRINCE RUPERT - The Port of Prince Rupert celebrated a significant milestone this week as it received an enhanced rating by Green Marine, North America’s leading marine environmental stewardship organization. The Port Authority’s President and CEO was also invited to take a leadership role on the Green Marine board of directors as Vice-Chair of the international organization. “This recognition by Green Marine is an important acknowledgement of the value the Port Authority places on environmental stewardship,” said Gary Paulson, Vice President of Operations and Harbour Master for the Prince Rupert Port Authority. “Since becoming Canada’s first west coast port to join Green Marine in 2010, we have made our commitment to environmental leadership a key priority. We are working to ensure that existing terminals and future developments demonstrate ecological sensitivity and sustainability.”

Kitimat council scraps remnant of power sales debate By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - Councillors closed a piece of Kitimat history last week when they voted to remove Alcan Power Sales from their list of motions. Councillors periodically review their list of motions at a Committee of the Whole meeting. That document records all of the directions council has made to staff, and councillors usually vote to remove actions that are completed. Ongoing since 2003 has been Alcan Power Sales, a motion which is so old that most councillors don’t know of what it refers, and even Mayor Joanne Monaghan
couldn’t say with certainty what the motion specifically is. That said, it was still a close vote, with Rob Goffinet and Phil Germuth supporting keeping it on the list, and Corinne Scott, Edwin Empinado, Mary Murphy and Joanne Monaghan voting to get rid of it. Mario Feldhoff was excused on a conflict of interest. The power sales issue in its final appearance on the list was still listed at priority A, which is the highest priority council can give a motion. Phil Germuth said that as the item was only generally regarding power sales, and that there are still ques-
A5
tions regarding Kitimat’s powerline, as well as upcoming meetings with BC Hydro, he wanted to keep it on the list. “With everything going on I’d rather just keep this as something to keep an eye on, he said, rather than go through the process of bringing it back again. Corinne Scott said that the motion on the list didn’t refer to anything current and said that any time council wants to make a motion on similar issues, it’ll get back on the list that way. “We will never be dealing with this motion, she said. Edwin Empinado agreed.

PRINCE RUPERT - When your phone rings between seven and 7:30 p.m. on June 12, you can be part of the second virtual town hall hosted by Skeena – Bulkley Valley MP Nathan Cullen. The first call, held last March, included over 8,100 people in the riding talking about everything from health care to the economy, and this time Cullen hopes to have another strong turnout in light of the cuts and changes contained in the massive budget bill. “It is very much an information gathering, listening-post

the town hall because of widespread interest in the riding around harsh cuts to environmental protection announced in the Conservatives’ omnibus budget bill. Cullen and Leslie will take as many questions as the one-hour event, and last year, 21 of the 251 questions posed were answered live on line, with staff following up on all remaining questions within a few weeks. Those wishing to join the town hall pick up the phone, follow simple prompts and remain on the line for as little or long as they are interested. People wishing to ask questions will be connected to a live operator.

Navy sending two ships up to this weekend’s Seafest Contributed THE NORTHERN CONNECTOR
PRINCE RUPERT - Military personnel and equipment representing the Royal Canadian Navy from Maritime Forces Pacific (MARPAC) arrive tomorrow in Prince Rupert, B.C. to participate in the 34th Annual Seafest from June 7-10. “Our personnel are delighted to participate in this year’s festivities and showcase the Royal Canadian Navy to the people of Prince Rupert,” says Lieutenant Commander Pete Southam, the Royal Canadian Navy Liaison Officer for Prince Rupert. “We look forward to continuing our association with the Prince Rupert Seafest.” Her Majesty’s Canadian Ships Nanaimo and Edmonton will be berthed at Atlin Terminal and will be open to visitors on Friday and Sunday afternoon. Members of the ships’ companies will march in the Seafest Parade on Saturday morning and will participate
in some of the community activities throughout the Seafest weekend. A contingent from the Fleet Diving Unit (Pacific) will display and demonstrate their diving and Explosives Ordinance Disposal (EOD) equipment for festival patrons on the jetty next to the two Kingston Class Coastal Defence ships. Nanaimo and Edmonton are two of six 970 tonne Kingston Class ships assigned to Canadian Fleet Pacific. Their principal role is the training of members of the Royal Canadian Naval Reserve, but they also regularly conduct important surveillance and Search and Rescue duties off the entire BC coast. The ships have a permanent crew of up to 40 but can be fitted with an accommodation module for additional trainees. The ships are both armed with a 40 mm Bofors deck gun and two .50 calibre machine guns and are capable of carrying other equipment for sea-bottom object inspection, minesweeping and route survey.

HIV is a real concern within our communities. You can contract HIV primarily through unprotected sex and by sharing needles. HIV can live in your body for years without you knowing and all the while you can be passing it to others. At least 25 per cent of people who are HIV+ do not know and these 25 per cent are estimated to be responsible for 75 per cent of new infections. Northern Health, in collaboration with its community partners, is working with the Province of BC to prevent the spread of HIV by expanding HIV testing, treatment, and support services to British Columbians.

Your opinion matters. That’s why we’d like to hear from you before proposing any changes. ICBC is updating the way we set premiums for Basic vehicle insurance coverage. You’ve told us the system would be fairer if lower-risk drivers paid less for their insurance and higher-risk drivers paid more. We agree. Before making any changes to our current system, we’d like your input. We’re considering several options that may impact what you pay for your Basic insurance in the future. Your feedback will go into the final changes that we propose for fairer Basic vehicle insurance pricing.

FirstCanada can no longer sustain the cost of running a service between Kitimat and the Terrace Airport. While many people believed that the service was subsidized, it was not. With the rising cost of providing the service and the lack of ridership, FirstCanada had to make a business decision on what to do with the service. Therefore Saturday June 16 2012, will be the last service to the Airport as FirstCanada has decided to discontinue the Airport Shuttle Service between Kitimat and Terrace Airport. We would like to thank all our loyal customers for their patronage over all the past years.

His team, the UBC Thunderbirds, posted to their website that this is the fifth consecutive time a UBC race walkter won the outdoor men’s title. Thorne was more than ready to greet second place winner Cody Risch, who trailed 16 seconds after Thorne. Thorne’s first place win even earned him a spot on the 2012 NAIA Men’s Outdoor Track Field All-American Team list — the irony of a Canadian making that roster is not lost on Thorne, who spoke to the Sentinel following his win. In the 5,000m Race Walk category, he is the only Canadian on the All-American, joining athletes from Michigan, Missouri, Indiana and Kentucky. The race walk event is similar for the most part with regular racing but he says there’s the added element of judging by four or five people who watch you race.
Race walkers must always have one foot on the ground and your leg has to be straight from the point it touches the ground to when it passes under your body. Thorne has been battling some minor foot injuries which have been affecting his technique. When he competed in Indiana he said that he “hid” in third place for the majority of the race before booting it in the final laps to earn his first place. His foot injuries have cost him some opportunities for other advancement, but nothing that he’s sour about. A few weeks ago he was in Russia for the World Race Walking Cup, which is a qualifying event to get to the Olympics, but the race didn’t go well for him then. “It’s not really a big deal because I’m quite young and I hadn’t really planned on going to the Olympics until last fall so I didn’t get my hopes up too much,” he said. He added that he probably wasn’t ready for that event anyway. Next for Thorne is competing at the Harry Jerome track event in Burnaby. “There’ll be lots of big names coming from the states, a couple of world champions,” he said. Thorne keeps close to his workout regime, which involves race walking up to 140 kilometres a week, plus a few sessions at the gym working on his core strength and lifting weights. The work is necessary to keep Thorne at the top of his game.
