Hydro says no to $4.4 million underground transmission line By Jade Swartzberg THE HERALD

Running BC Hydro’s new transmission line underground is not a cost-effective option, Hydro representatives told Merritt residents at a community meeting on June 11. BC Hydro project manager Andrew Leonard said Hydro would need to pay an additional $3.6 million to run the line underground directly behind Forksdale Avenue properties to the Merritt Substation, a cost he said the company cannot incur. Coyote Bluffs residents first made the request in early May at a meeting with Hydro representatives, where they expressed concerns about the chosen route for the Merritt Area Transmission Project. The route runs along an existing right-of-way behind houses situated on Forksdale Avenue. Property owners are worried about the possible depreciation of home values, while other residents are concerned about the potential health impacts of running power lines so close to residences. At last Monday’s meeting, Hydro representatives addressed these

concerns and answered questions previously posed by Merritt residents, including the request to run the transmission line underground. “We talked to designers and they did some estimating and the difference in cost is $3.6 million,” Leonard said. Running the line overhead along this route would cost nearly $800,000, while putting them underground would cost $4.4 million, he said, adding that Hydro would need to build a mini-substation at the point the lines went underground, which would create a visual impact. Some residents at the meeting said Hydro should put them underground anyway, describing the cost as a “onetime shot for BC Hydro.” “It’s going to leave a scar that we’re going to have to wear forever,” said Forksdale Avenue resident Ed Zimmerman. “We should go underground regardless of the cost.” However, BC Hydro project manager Melissa Holland said the BC Utilities Commission (the body that regulates BC Hydro) would not approve the extra cost, with an exist-

Cigarette butts were found in the grinder collection system that sparked this month’s Tolko Industries Ltd. fire in Merritt, says a report from mill management. Staff are back on the job, following the June 6 fire that ignited a compressor room in the main mill. “Cigarette butts were observed... and may have been a cause,” the report says. “Heavier grinding of the Edger saws from normal was [also] happening that night.” The report released to employees details staff ’s insight into what happened after the fire broke out about 8:50 p.m.: “Smoke was observed coming out of the top of the saw filer’s grindings collection system.” A worker said he then observed small
embers rising from the top. Employees turned off the fan, evacuated the mill and called the fire department to the scene. “Fire spread from the top to the bottom and then into the walls of the building. “Two millwrights, with help from three production workers, attempted to extinguish fire from the outside, and one hose in the basement inside.” An electrician then strategically cut power to specific areas and the sawdust system was shut down. The Merritt Fire Rescue Department arrived within 10 to 15 minutes, the report states. The fire crew then extinguished the flames within 30 minutes. All individuals involved performed adequately, the report
was no damage to production equipment. Tolko officials said they are adding screens at all intakes to prevent foreign materials such as cigarette butts from entering. A sprinkler head and spark detection system will also be installed, Greeno added. The most recent fire drill at the mill was last fall.

Sagebrush catches international attention ‘Golf Digest’ names Sagebrush as one of the best courses outside the United States By Jade Swartzberg THE HERALD

Nestled among the hills and grasslands of the Nicola Valley, The Club at Sagebrush may be geographically hard to miss, but the private golf course is catching international attention. Currently in its fourth season, the Merritt-area golf club ranked No. 85 on Golf Digest’s list of the top 100 golf courses outside the United States in the U.S. magazine’s May edition. “To be recognized by one of the top magazines that rate golf courses, and to be in the top 100 international category, is significant for a young golf course,” said club president Terry Donald. However, this is not the first time the club has received a nod from Golf Digest. In its first year of operation, Sagebrush was awarded “Best New Course in Canada” by Golf Digest as well as Canadian Golf Magazine ScoreGolf in 2009. Sagebrush was also identified as the No. 8 Best modern Golf Course in Canada in 2011 by GolfWeek Magazine. While touring the course, which is situated on the 100,000 acre historic Quilchena cattle ranch and overlooks the Nicola Lake, it’s not hard to see what makes the spot so appealing. With it’s minimalist design, this

“links-style” golf course blends into the landscape with its vast greens and fairways offering club members and guests a country getaway and a good round of golf. This style of course is unusual for the Pacific North West, said Donald, explaining he and former business partner Dick Zokol wanted to move as little earth as possible in developing the project. They first walked the property in 2002 and over the next few years developed the course with the help of golf architect Rod Whitman. “Mother Nature built the golf course, we just had to find 18 holes on
a property that was already sculpted,” said Donald. Located at the 13th hole, The Hideout is a Sagebrush gem. Built adjacent to a man-made lake that is frequented by wildlife, guests can stop for lunch or dinner and enjoy whatever chef Scott McDonnell is cooking on the barbecue, and perhaps try their hand at some flyfishing before finishing their round. In the coming months, the club will also feature members cottages by August, and a lodge scheduled for completion in Spring 2013. The cottages will each have two bedroom master suites, with 24 bedrooms in total,
while the lodge will feature a dining room, an open-plan kitchen, a wine cellar, a games room and a library, among other amenities. Future plans include the sale of 34 real estate lots located on the property. Membership to The Club at Sagebrush is available on an invitation basis, but Donald said the club is very comfortable and not pretentious. “We’re a put-your-feet-up kind of club,” he said. Interested groups or individuals can contact Donald and request an invitation. Keeping with the ranching/cowboy theme, club members are called Posse Members and include non-regional members, individual members and corporate members. Donald says that while the club has seen many international guests, many members are from Merritt and Kamloops. He’s also very proud of the fact that the club has supported the local economy throughout the development. “We’ve bought local, many of our guests stay in Merritt and most of our employees are from Merritt,” said Donald. “This just proves that even in a small population you can find gems to work with. Besides Sagebrush, there were two other B.C. golf courses that made the Golf Digest list, including Capilano in West Vancouver ranked No. 49 and Shaughnessy, ranked at No. 91. “We started as a couple of friends with an idea to build this; it was our first development,” said Donald. “I’m pretty proud of what we’ve accomplished.”

Further, she said the transmission line would not affect property values. “The existence of the right-of-way is already factored into the property price — it’s always been known that this was a utility corridor,” she said. “The rest of the province should not be responsible for putting the line underground.” Running the transmission along this right-of-way was BC Hydro’s second choice. The first (Route 1A) crossed
private and Crown land as well as the Lower Nicola Indian Band reserve. After more than a year trying to advance the route, Hydro was unable to acquire the rights to proceed and elected to go with Route 1B, which included the existing right-of-way purchased in the 1950s and 1970s, in order to meet the completion date of 2014. The demand for electricity in Merritt will exceed current capacity by 2014 if upgrades to the substations and a new transmission line are not completed, Leonard explained.

“The timeline is very critical — 2014 is the date we have to have this project in service, or Merritt is essentially out of service,” he said. According to Hydro, Merritt’s current capacity is limited to 45 megavolt amperes (MVA). The current load is approximately 42 MVA while by 2014 the forecast predicts a load of 46 MVA. The upgrade will result in a supply capacity of nearly 100 MVA, enough to meet Merritt’s needs for the next 30 years. Mayor Susan Roline said
the city approached Hydro when it was clear that Merritt would need more power. “We were getting quite concerned of what our future would be,” she said. “It got to where if the mills all fired up large equipment at the same time, they were experiencing brownouts.” Roline also said companies looking to move to Merritt need assurance they will have sufficient power. “These companies will provide jobs to Merritt,” she said. “Without power, it’s not going to be a pretty picture in the

long run.” Hydro representatives addressed other concerns and suggestions from Merritt residents. For example, they committed to locating the transmission line as far south along the right-of-way as possible (30 feet from the south instead of 30 feet from the north) in response to a request. Moving forward, Leonard said Hydro representatives will be available for one-onone discussions with property owners to discuss issues such as pole placement and health concerns.

HERALD OPINION No need for omnibus bill The Conservative government is set to pass Bill C-38, an omnibus budget bill which includes amendments and changes to many statutes. This has prompted a massive backlash from a number of groups, notably environmental groups. One aspect of their protest was the voluntary blacking out of a number of websites on June 4. It is puzzling why a majority Conservative government feels it needs to proceed in this way. If it wishes to amend specific statutes, why not do so without packaging a huge variety of changes in one bill? The Conservatives got used to doing this in their five years as a minority government. It was one way to keep at least one opposition party on side — put something in the budget bill that they wanted, and they would vote for it. It was an understandable tactic. The government had to compromise to the degree that it would propose legislation that one of its opponents would back. In fact, the Conservatives did have to go to the polls in 2008 and 2011 after it became clear that no opposition party was willing to back them any longer. Now there is a majority government. The government no longer has to keep one opposition party on side. And that’s fine. The parliamentary system is adversarial, with government and opposition on different sides of almost every issue. That’s why such omnibus bills don’t seem to make sense. All they do is hamper the public from paying closer attention to what the government’s plans are. If the government doesn’t want to spend too much time on any given bill, it can invoke closure. It seems that with some moves like this omnibus budget bill, the Conservatives are deliberately provoking their opponents. They need to remember that their majority was granted to them by voters in 2011, only after a five-year testing period. That majority can easily be taken away by voters in the next election. Helping people choose work instead of welfare
TOM FLETCHER B.C. VIEWS The B.C. government has taken some modest steps to tighten up the province’s income assistance system, and to encourage people to work when they are able. With Premier Christy Clark swooping in to take credit, Social
Development Minister Stephanie Cadieux unveiled changes that included fixing the worst mistake in B.C. Liberal policy. Cadieux acknowledged that B.C. was the only province that clawed back all earnings from employable welfare recipients, and she announced that from now on they will be able to earn up to $200 a month without penalty. The exemption for disabled people has increased from $500 to $800 a month. Another important change is requiring welfare recipients to file income tax returns.

And how easy is it for B.C. to slip into a Greecelike tailspin, where a majority expects to be carried on the backs of the shrinking minority who do productive work? Oldtimers might recall when Mike Harcourt’s NDP government took over from the allegedly miserly Social Credit regime and raised welfare rates. They compounded that mistake by relaxing eligibility rules and making it easier for employable people to stay on welfare. After a couple of years of this wealth redistribution, 10 per cent of the B.C. population was on welfare, with more piling on every day. Faced with the results of this staggering blunder, Harcourt lashed out at “cheats, deadbeats and varmints” scamming B.C. taxpayers and launched a crackdown on fraud. Later the NDP cut the basic rate for single employables to $500 a month. Today it stands at $610, and the NDP looks poised to repeat history. Surrey MLA Jagrup Brar did a month-long publicity stunt in January, living on welfare by wandering from shelter to food bank with TV cameras trailing behind. Brar would have been better off if welfare air had been available. Instead of learning to live off the burgeoning urban handout industry, he could have gone up to Dawson Creek or Fort St. John and worked as a labourer. Inter-provincial trade won’t create jobs Besides, everyone knows the provinces are addicted to the revenue they collect from taxing liquor. That’s why Alberta and Ontario, and even Albas’s home province of B.C., are lining up to severely restrict how much liquor residents will be able to import tax-free after Bill C-311 passes. And the fact that Albas didn’t anticipate this, shows a complete lack of competence. Too bad he doesn’t have a lawyer in the family.
Dear Editor: Heard the latest? Dan Albas now claims his private-member’s Bill C-311 will create more jobs. How exactly does interprovincial trade create jobs? I wasn’t aware that his bill was designed to make Canadians drink more. If I buy more Ontario wine I’m obviously going to buy less B.C. wine. Right? So is Albas serious or just desperate?
Albas says he hopes the provinces “will recognize the spirit and intent of the bill.” That’s a good one. When’s the last time a province stood idly by and let tax revenue slip between its fingers? A Caught Being Good program should be implemented citywide, says the Merritt and District Chamber of Commerce President Jen Eaton. She first heard of the program when it was offered at NicolaCanford Elementary School, during her time as parent advisory council president several years ago. “The program is meant to recognize people who do good deeds,� Eaton said. She noted a pair of Merritt teenagers who recently helped someone whose car broke down. “The fact is amazing that they turned

around from the direction that they were heading, backtracked to this lady and said, ‘Can I help you?’� she explained. “It’s that kind of deed that should be noticed around town.� She said recognition could be facilitated by the Chamber through weekly emails, through the City of Merritt on their website and newspaper advertising, or through the media through printed or broadcasted recognition. “It’s an opportunity
to show that there are some really unique and some really good citizens in this town,� she said. “It’s time to celebrate the good.� Merritt Mayor Susan Roline agreed, adding the program could go both ways. “If someone sees something goofy being done in the community, either by the City [of Merritt] or by residents, that could get raised there too and people might take a second look at what they’re doing,� she said. “It could
be brought up in our council meetings to raise more awareness.� When the program was implemented at Nicola-Canford, the school would hand out hard-hat awards for working hard and student-of-the-month awards for good grades. “Part of that monthly awards was the Caught You Being Good,� Eaton added. Teachers, parents and staff submitted their nominations into a bucket and drew a name. Eaton said students could be recognized for contributions such as erasing the chalkboard or cleaning up garbage. The kids then received a coupon for a local restaurant, for example.

ACCOUNTING ASSISTANT SUMMARY OF ORGANIZATIONAL RESPONSIBILITIES: Reporting to the Finance Manger the Accounting Assistant is responsible for general updating and reconciliation of accounts, data entry and related data processing duties for the Lower Nicola Indian Band and its entities. The Accounting Assistant works within a team environment and assists the Finance Manager with the overall oversight of AP, AR, GL, payroll, bank and control accounting reconciliation ACCOUNTING SUPPORT: • Assiting in the development of annual operating and capital budgets • Montior past due invoices • Provide monthly collection report to department managers with explanation of ongoing collection procedures related to past due invoices • Make collection calls on past due invoices. Create collections reports for management to review • Occasional communication with vendors related to past due invoices providing possible payment schedules • Occasional communication and reconcilile of accounts related to problems with billing errors • Reconcile all sub-ledgers and control accounts monthly • Process and reconcile remittances • Assists in annual reporting to managers regarding annual budgets COMMUNICATION AND LIAISON SERVICES: • Acts as a liaison for LNIB departmental managers, providing advice and assistance with budget preparation and implementation. SALES AND MARKETING REPRESENTATIVE The Merritt Centennials are the longest continuously run franchise in the BC Hockey League and we are now entering our 40th season. We are seeking a dynamic, self-motived individual to Àll the position of Sales and Marketing Representative. Your responsibilities will be to: 1. Develop and implement a sales program that will bring value to our current sponsors. 2. Develop and implement a sales program that will bring the club new sponsors. 3. Promote our games to the people of the Nicola Valley by developing and implementing a fun-Àlled event with contests and entertainment. 4. Provide advice and clerical support for the Marketing Committee and other fund-raising committees. 5. Ensure that the Hockey Club meets all its responsibilities to the BCHL. The position is paid a base salary and commission. Earning potential is $40,000 +. Enrolment in the health beneÀts plan is mandatory. We are looking for someone with a strong marketing background that includes formal education in the marketing Àeld. While we would prefer someone with several years experience we would consider a recent graduate.
