Olivia Buezo Oseguera will have to wait 13 years before he can apply for parole. In May, a 12-member jury found him guilty of several weapons charges and second-degree murder, a conviction that carries a mandatory life sentence. On Thursday (June 14), B.C. Supreme Court Justice Catherine Wedge set Oseguera’s parole eligibility at 13 years. He also faces a lifetime firearms ban. Crown prosecutors had asked that Oseguera not be allowed to José Luna apply for parole for 15 to 20 years. It was nearly two years ago that Oseguera, 30, shot and killed his housemate José Hector Luna Morales (José Luna). During a lengthy trial that began in April, the jury heard that Oseguera was high on cocaine when he first shot at another roommate’s friend – missing her – before turning the gun toward 28-year-old Luna and firing the fatal shot.

for the 2014 municipal election, and will launch a series of public forums starting this month. The Surrey Civic Coalition (SCC) was shut out from council and won only one seat on the Surrey Board of Education during the 2011 civic election, which saw Mayor Dianne Watts and her Surrey First team sweep council.
To help set its new direction going forward, the SCC is holding a public forum called Transit Matters on June 26 at the City Centre Library. The event is a kick-off for the reinvention of the left-leaning party. Panelists for Transit Matters include Steve Burke (Surrey Citizens Transportation Initiative), Gavin Davies (VP Canadian Auto Workers), Balbir Mann (Canadian Auto Workers), and Harry Bains, NDP MLA for Surrey-Newton.

cruelty investigators – Surrey husband and wife Shawn Eccles and Eileen Drever – have been recognized for their dedication to animal welfare. The pair each received a Lifetime Achievement Award from the society during a ceremony June 1 in Vancouver. They were also presented with Stu Rammage awards, for their work on the high-profile Whistler sled-dog investigation. “You will not find two more dedicated, knowledgeable or passionate protectors of animals anywhere,” Craig Daniell, BC SPCA chief executive officer, said in presenting the Drever honours. Drever and Eccles joined the BC SPCA in 1980. Drever has served as senior animalprotection officer since 2003, overseeEccles ing a team of special constables. Cruelty investigations she has been involved in include a case involving Canada’s largest known cockfighting ring and a high-profile case involving the hippopotamus used in Telus commercials. Last year, Drever was lead investigator in the Whistler sled dog case. Eccles is currently chief animalprotection officer. His expertise covers every aspect of the society’s work – shelter operations and cruelty investigations, training, policy development and involvement in programs at the local, provincial and national levels.

smart phone thefts has been arrested and charged in 15 different instances. On June 6, Surrey RCMP arrested Manjinder Nagra, 22, who faces 14 counts of theft under $5,000 and one count of robbery, where it’s alleged he claimed to have a weapon. For some time, police had been tracking the activity of a man using craigslist to target individuals who want to buy or sell smart phones. The man arranged a meeting with the potential buyer or seller and won their trust before creating a diversion and escaping with the money or phone. In some cases, he even offered collateral, such as keys, to the person selling the phone, but failed to

set a record in a national history contest, becoming the first person in the test’s history to score 100 per cent. The winner of this year’s Begbie Canadian History Contest is Scott Peverelle, a Grade 12 student at Seaquam Secondary School. The Begbie contest is a national test written by senior secondary students from across Canada. The aim of the competition is to provide
students with an opportunity to test their skills in history against those of students from schools across Canada. The contest questions are based on major events in Canadian history from 1850 to the present. The emphasis is on critical thinking skills using primary sources such as political cartoons, paintings, posters, graphs, maps, statistics, songs, speeches, diaries, letters, newspaper articles and memoirs. Since the contest’s inception in 1993, no one has ever scored 100 per cent – until this year.
Peverelle is the first student in 19 years to answer all of the questions correctly. This year was the third time Peverelle tackled the Begbie test. His first two efforts placed him within the country’s top five entrants. This year, his perfect score earned him top spot in Canada. In honour of his accomplishment, Peverelle has been awarded a $1,000 prize, a certificate and a medallion. AirCare’s last gasp

irCare will die a natural death in December 2014. It is long overdue. The provincial program, which is operated by a private operator under TransLink oversight, was instituted in the dying days of the Social Credit government. The Socreds were desperate to be seen as “doing something” about air pollution from vehicles. By the time the program was running in early 1992, the Socreds had been voted out and the NDP were in power. Thus, some members of the NDP are claiming that the program came in under their government, which is technically true. However, it was not their policy initiative. AirCare has been unpopular from the beginning, but at first it did serve a purpose. There were a lot of polluting vehicles on the road. Some had pollution control equipment disabled. Others belched oil smoke because of engine wear. There was nothing to stop such vehicles from being driven indefinitely. AirCare either forced these vehicles off the road, or into a shop for needed repairs. But the testing was erratic at first, with vehicles failing at one test station and passing at another. The program was updated several times, with newer vehicles only requiring two-year inspections, and the newest vehicles not needing them at all. This is because vehicle emission standards are much higher than they were in the early 1990s. As a result, AirCare hasn’t been necessary for some time. There simply aren’t enough older vehicles on the road to make the expensive and bureaucratic program necessary. It would be more logical to give police and commercial vehicle inspectors power to take polluting vehicles off the road, or order them to be tested. Random enforcement is best, in an era when emission standards are much higher than they used to be. – Black Press

With Premier Christy Clark swooping in to take credit, Social Development Minister Stephanie Cadieux unveiled changes that included fixing the worst mistake in B.C. Liberal policy. Cadieux acknowledged that B.C. was the only province that clawed back all earnings from employable welfare recipients, and she announced that from now on they will be able to earn up to $200 a month without penalty. The exemption for disabled people is increased from $500 to $800 a month. Another important change is requiring welfare recipients to file income tax returns. People can now do temporary work when it comes along, report the income and take advantage of the various tax credits that come from participating in society instead of just living off it. Faced with the results of this staggering blunder, Harcourt lashed out at “cheats, deadbeats and varmints” scamming B.C. taxpayers and launched a crackdown on fraud. Later the NDP cut the basic rate for single employables to $500 a month. Today it stands at $610, and the NDP looks poised to repeat history. Surrey MLA Jagrup Brar did a month-long publicity stunt in January, living on welfare by wandering from shelter to food bank with TV cameras trailing behind. Brar would have been better off if welfare air had been available. Instead of learning to live off the burgeoning urban handout industry, he could have gone up to Dawson Creek or Fort St. John and worked as a labourer.

Surrey has become the ‘City of Suites’ Losing
I APPRECIATE the stories in the paper about the
situation of suites in Surrey and how people in the Clayton Heights area are upset about the situation there. I truly understand where they are at, but this has been a long-time problem with the city. I live in the Newton area and we have mini hotels being built. Does the city do anything? No. They allowed this mess to start years ago with allowing so many square feet on a lot. What they did not do is state the maximum the house size should be. So what we have now are
homes 2,500 square feet per floor. There is a home being built right now on the corner of 68 Avenue and 130 Street and it is a full three storeys high. This will hold three families or more. There is no garage out front they will park on a street that only has parking on one side. Welcome to my nightmare. Surrey has brought this on upon themselves. They have let groups of people build monster homes with multiple suites and ignored the complaints, so now they have decided to allow building smaller homes but with a coach house.
Do they not get it? City of Surrey – get your act together for the people that live in singlefamily homes. We are the ones getting screwed. We are the ones picking up the garbage from all the suites, we have no parking for our own friends who want to visit. We subsidize the multiple people who attend schools. AirCare program met its goals PLANS TO eliminate the
outdated AirCare program have been met with incredibly strong public support. And rightfully so. Today’s emission-controlled cars and light trucks are no longer the main source of pollution on our roads, and keeping the program going would not likely have achieved any significant improvements over what has already been achieved. Shifting the focus to other sources of pollution on our roads makes much more sense at this point in time. Plus, there is every reason to believe that electric and clean natural gas vehicles will be showing up on our roads in increasing numbers over the next decade. The AirCare staff deserve our thanks for the improvements in air quality they’ve helped to bring about in this province. basement suites already. A bylaw exists whereby the homeowner of the basement suite is charged extra property tax – $400 per year for each suite. So a house big enough to have basement suites is dinged twice: once on the size of the home itself (obviously a rancher would not have enough space to install basement suites), and once again for each suite. If the city is not enforcing these bylaws, that is a different issue altogether. If there are at least 30,000 extra suites in Surrey, that means the city has the potential to collect $12 million every year without increasing anyone’s property tax (base rate). If the city decides to do nothing about this, shame on them. This is what must be brought to light every time the taxpayers attend the meetings and we must hold our elected officials (mayor and councillors) to account. The extra $12 million could easily pay for repair to some roads desperately in need; extra garbage services, or water treatment facilities. Yes, by all means report the owners of the basement suites to the authorities, but isn’t that redundant? For a homeowner to do any kind of construction to the home, he needs a permit from the city, so the city should already know where these suites exist. If anyone is caught constructing without permit, he is stopped and there is a big notice on the front to prevent further construction to the place. The owner/contractor is also fined in the process. So the suites that are finally constructed are all legal, with the knowledge of the city, and meet all regulatory standards. I have lived in many suites, and never did I find anything unsafe or insecure from a construction point of view.

cil at the time. “Many chained dogs have hung themselves as they’ve jumped over their doghouses and fences, such as these dogs did. And this last picture is a dog who strangled to death in
Surrey, after hours of trying to free himself from his tangled tether.” Olson estimated there are a “couple hundred” dogs confined by chains or tether in Surrey at any given time.
Surrey wants to send a clear message to the province through the UBCM that chaining and tethering of dogs for protracted periods is unacceptable. “Such an approach will bring the issue to the attention of local governments across the province and of the provincial government, and encourage the provincial government to enact measures that would apply universally throughout the province to eliminate the inhumane tethering of dogs,” city solicitor Craig MacFarlane wrote in a report to council Monday. The report will be taken to the UBCM at its convention in Victoria on Sept. 24 this year.

charged with participating in the 2011 Stanley Cup riot in downtown Vancouver. There are now a total of 114 accused rioters facing charges from the night of mayhem when cars were flipped and torched and stores were looted. Two Surrey residents face charges – 20-yearold Victor Varela and a 17-year-old youth. Two more youths aged 15 and 17 from Delta are also charged, along with a 16-year-old and 17-year-old from Vancouver. Prosecutors also charged 18-year-old Joshua Celaje of Langley, 24-year-old Kathleen Brownell of Richmond, 18-year-old Rachel Chong of Van-
couver and 23-year-old Chase Cooper of North Vancouver. All 10 face the charge of participating in a riot and are also charged with either break and enter or mischief. Varela is also charged with possession of stolen property. The new charges were announced on Friday, the first anniversary of the Cup riot. Prosecutors are still considering potential charges against more than 110 other suspects. A young offender pleaded guilty Thursday to taking part in the riot, bringing the total number of guilty pleas to 23 so far. The first two rioters to be sentenced received 17 months and one month in jail respectively, leading observers to speculate prison terms are coming for most who are convicted.

Black Press AN 18-YEAR-OLD Surrey man who was struck by a car last month has now died. On May 22, at about 5:45 p.m., the man was walking across Fraser Highway near Fleetwood Way when he was struck by a 2005 Honda Civic which was westbound on Fraser Highway. The pedestrian, who was not at a marked crossing, was taken to hospital, where he was in critical condition. The driver remained at the scene, and neither speed nor alcohol are believed to be factors in the collision. Surrey RCMP are requesting witnesses who have not spoken to police to contact the Surrey RCMP’s Criminal Collision Investigation Team at 604-5990502.
Man shot in Whalley A SURREY man is in critical condition after being shot in
North Surrey early last Thursday morning. Police were called to a fight outside the Front Room Drop in Centre at 10667 135A St. at about 12:30 a.m. June 7. RCMP believe the altercation may have started in the parking lot of a nearby Royal Canadian Legion. Police arrived to find a 31-year-old man with a gunshot wound to the chest. He was taken to hospital where he remains in life-threatening condition. Police believe the incident was targeted and not gang-related, but more will be known as the investigation continues. The victim is known for drug offences and property crime both in Surrey and Vancouver. Police are looking for a darkcoloured sports car seen leaving the area at a high speed. spirit was alive and well at Holly Elementary last Thursday afternoon as dozens of students actively marketed their home-made creations. For the last two years, Grade 6 students at the school have taken part in a program to develop and market products for sale through a initiative called Powerplay Young Entrepreneurs. Over a six-week period, the students learn how to create a business plan, then produce a product for sale along with marketing materials used to attract prospective buyers. The program that has been operating in nearly 15 Surrey schools for the past 10 years. Holding a basket filled with her hand-crafted exotic rock animals, Sara Foubert can’t contain her excitement. “Creating a new business was pretty cool,” she said. Classmate Ayaan Musse bought various books for a dollar from a number of library book sales, and cut out the centres to create small “safes” that look like books. They give people a place to hide their valuables such as iPods and cellphones. Her product was so popular, it was sold out before noon. Principal Steve Redding is a strong supporter of the program. “Often students learn in different ways, but to see them succeed is such a thrill,” he said.

So we’re being piecemealed to death on a project that has problems throughout its scope.” The tanker study found two out of 62 accidents on the south arm of the Fraser in the past five years involved deep water vessels and none have been serious leading to significant pollution or fatalities. It also concluded the Fraser River bottom is mainly soft sand and would not likely damage a tanker’s hull if there were contact. All tankers transiting the river would have to have double hulls, it added, and be under the control of local pilots.

A STUDY for Port Metro Vancouver concludes it’s feasible to send tankers into the lower Fraser River to supply jet fuel to Vancouver International Airport and the risks are “broadly acceptable.” It found the likelihood of a spill damaging the environment is “improbable” but recommends a series of safeguards to further reduce the risks if such a project advances. The Fraser River Tanker Traffic Study, prepared by consultants Det Norske Veritas, was commissioned by the port in response to a proposal to bring jet fuel by tankers to a terminal on the river at No. 7 road and then send it by underground pipeline through Richmond to the airport. The study considered scenarios such as ships colliding, a tanker running aground due to human error or adrift due to mechanical failure, a fire or explosion and the risk of accidents while a tanker is moored at a riverside terminal. It calls for tugs to escort tankers with hazardous cargo and for enhanced emergency response capabilities on the river. Other recommendations include tighter regulation of vessel traffic on the lower Fraser and various navigation aids so pilots aboard the vessels would know precisely how much water is between the keel and the river bed. It also argues any terminal on the river should be shielded from other shipping traffic with some sort of fender-like structure to reduce the risk of another ship hitting a moored tanker. “It shows there are some mitigations that need to be put in place to ensure safety,” said Port Metro Vancouver harbour master Yoss Leclerc. The study was not limited to the river entrance, but considered the potential for tanker traffic as far upstream as the Pattullo Bridge. shifted to private out-ofregion facilities, resulting in a loss of $5 million per year in tipping fee revenue for Metro. It’s mainly coming from businesses, industry and multi-family residential buildings served by private haulers. Richmond Mayor Malcolm Brodie, who chairs Metro’s Zero Waste Committee, said the fear is the outward migration of garbage will accelerate. “The reduction could grow exponentially and then you’ve got a real issue,” he said. “The trend could be a very difficult one if we don’t address the situation. If you’re taking waste out of the waste stream, that means the cost for those who remain is going to increase.” Brodie said a big chunk of the 50,000 tonnes of outbound garbage is believed to go to a private transfer station in Abbotsford, where it’s shipped by rail to a U.S. landfill run by Rabanco near the WashingtonOregon border. Allen Lynch, manager of the North Shore Recycling Society, said the option of routing trash through Abbotsford costs customers much less than Metro Vancouver’s $107 per tonne tipping fee, which was raised 10 per cent in the past year alone because falling garbage volumes shifted more of the cost to remaining users. “It’s a very tough situation for Metro right now,” Lynch said. “The more they put the tipping fee up, the more they’ll lose.” Besides the cost differential, private firms can offer the convenience of not having to divert recyclables that are banned from disposal by Metro. “A hauler could approach a customer in Burnaby or the North Shore and say ‘Don’t worry about sorting that stuff out, we’ll take care of it and we can give you a cheaper rate,’” Lynch said. But there’s no guarantee loads will ultimately be recycled in the U.S. or some other out-ofregion destination at the level required within Metro, Lynch said. The hauler is also no longer subject to occa-
sional Metro surcharges for loads that break the rules because someone has thrown banned material in a bin, Lynch noted. Rival waste firms that keep using Metro facilities, meanwhile, face a difficult decision: lose business to competitors who have started hauling east to the Fraser Valley or else join them. “It creates an uneven playing field,” said Metro solid waste department manager Paul Henderson. Tipping fees have steadily climbed more than 60 per cent since 2006, when they were just $65 per tonne. Henderson said the fee for 2013 is being recalculated now, but he could not say what it will be. Private-only waste facilities have lower costs in part because they deal exclusively with big bulk customers, not individual families that drive up with tiny loads, require more assistance and expect to pay in cash. Henderson said haulers who go out of region and don’t pay a Metro tipping fee are not contributing to the full suite of recycling services here, as well as Metro’s inspectors who enforce the disposal bans at transfer stations. Nor does any money flow to Metro’s planning efforts, such as figuring out how to implement the region’s complex solid waste plan and introduce new bans on organic waste and wood. A staff report warns the outward flow could hinder Metro in achieving its aggressive goals of recycling 70 per cent of all waste by 2015 and 80 per cent by 2020. The simplest solution is a bylaw that outlaws the hauling of Metro Vancouver garbage outside Metro Vancouver, according to the report. But a series of different fee or regulatory systems are also on the table. Henderson said staff are getting legal advice before bringing back a recommendation in a couple of months. In recent months Metro downsized its plan to build a new wasteto-energy incinerator because of decreasing garbage volumes.

CCAA nationals in Newton Kwantlen Eagles to host women’s soccer tournament

cial champion Kwantlen Eagles will host the 2013 Canadian Collegiate Athletic Association (CCAA) national tournament. Kwantlen, PacWest (Pacific Western Athletic Association) league champions in 2009 and 2010, is guaranteed a berth in the CCAA nationals as the host team, and will compete against seven other women’s soccer teams at Newton Athletic
Park Nov. 5-9, 2013. The announcement was made last Thursday at the CCAA’s annual general meeting in Whistler. “We’re excited to be selected as the host of the 2013 CCAA women’s soccer national championships,” said Elise Le Brun, director of athletics and recreation at Kwantlen Polytechnic University. “The strength and history of our women’s soccer program, a state-of-the-art facility at Newton Athletic Park, and a community that lives and breathes soccer
makes Kwantlen an ideal host for this prestigious event on the CCAA calendar.” The university cited Newton Athletic Park as “home to some of the largest soccer tournaments in the country.” It will host men’s and women’s soccer, as well as men’s field lacrosse, at
next month’s B.C. Summer Games. Kwantlen has enjoyed a very successful run in women’s soccer over the past four years. They qualified for the playoffs for the first time in 2008, winning a bronze medal at the PacWest playoffs. A year later, they won the first-ever provincial championship by an Eagles sports team, and went on to claim a bronze medal at the CCAA nationals in Etobicoke, Ontario. NINE PLAYERS from the
India Field Hockey Club (IFHC) did double duty at two recent tournaments, leading two teams from the small, Surrey-based group to a pair of provincial championships. Cailean Meridith, Cassidy Bremner, Justina Johl, Jasmeen Dhaliwal, Keesha Khehra, Amy Dhillon, Amber Sandhu, Monika Bains and Baldeesh Dhillon were part of the (IFHC) team which placed second at the Under-16 Field Hockey BC Club Championship tournament June 2-3 in Vancouver. The nine players are all between 13-15 years of age. India Field Hockey outscored the opposition 20-1 in five games, clinching the provincial title with a 2-1 win over Tri-Cities. Simrin Dhillon, Manpreet Randhawa, Hannah Tvak, Harvir Bagri, Harpreet Janda, Jivana Basra and Armaani Sahota were other members of the under-16 team. The provincial championship came a week after the under-18 team wrapped up their title in Tsawwassen, shutting out all five opponents while scoring 24 goals. In addition to the nine players who played on both teams, the under-18 group was joined by Sofia Walia, Priya Randhawa, Parveen Brar, Naveen Johal, Arun Kooner, and Lauren and Tara Boggs.
Hays would later score on infield errors by the Cardinals, and North Delta took a 3-0 lead into the bottom half of the first.
Abbotsford got one back in their first time at bat, but North Delta held a 3-1 lead until the wheels fell off in the bottom of the fifth

RODEO Davies, Jean Mary July 4, 1924 – June 9, 2012 Passed away peacefully with family by her side after a valiant battle with cancer. Predeceased by her loving husband Arthur, she will be greatly missed by her children Peter (Doreen), Jan (Barry), Greg (Laura), Kevin (Nancy), Donna (Barry), Chris (Marie), 15 grandchildren, 17 great grandchildren, and numerous family and friends. Born and raised in Regina Saskatchewan she attended Luther College. Jean met Arthur, her husband of 55 years, in Esquimalt while both were in the navy. They married in 1944 and lived in both Victoria and Vancouver before moving to Surrey in 1990. Jean returned to school at age 49 where she graduated with honours from VCC. She worked until retirement at A.R. Lord Elementary in Vancouver where she was able to utilize her creative abilities and her caring nature. She was active in the Lutheran Church, lawn bowling, genealogy, numerous hobbies, crafts and courses. Her favourite activities were baking and crafting with her grandchildren. An accomplished world traveller her most memorable adventure was a safari in South Africa. Jean made numerous trips to Australia to visit her grandchildren, great grandchildren, Jan and Barry. Jean will be remembered for her tenacity, kindness, generosity, and for her love and dedication to family and friends. We will miss you terribly Mom. A service will be held at Fraser Heights Chapel, 14835 Fraser Hwy, Surrey BC at 10:00 a.m on Friday June 22, 2012 In lieu of flowers donations to Surrey Memorial Hospital or a charity of your choice would be appreciated.

GENERAL MANAGER The Cloverdale Rodeo & Exhibition Association is a non-profit organization that hosts the World Famous Cloverdale Rodeo & Country Fair, which holds the status of an “A” Class Exhibition. The ideal candidate will be an experienced results-driven manager with a solid track record of accomplishments, innovation, thinking outside the box and effective fiscal management. Your experience will include event management, facility operations, business development, labour relations/union contract administration and rental/lease negotiations. To effectively interact with the Board, you have solid verbal and report writing skills and know how to develop/present sound business cases and recommendations for consideration. You are comfortable working with business computer applications, websites and other related technologies.
