The province of B.C. and Ducks Unlimited Canada (DUC) have signed a memorandum of understanding to jointly operate the Creston Valley Wildlife Management Area (CVWMA) for the next 30 years. “The B.C. government is committed to protecting this important ecosystem, and it welcomes Ducks Unlimited Canada’s involvement to help restore and manage the site over the next three decades,” said Steve Thomson, Minister of Forests, Lands and Natural Resource Operations, in the June 12 announcement. “This agreement will greatly assist the operation of the Creston Valley WMA and further enhance its international reputation.” Under the agreement, DUC will inject $850,000 in 2012 to improve wetland habitats and upgrade the site’s water management. The work will include a detailed restoration plan, increased community engagement, a long-term strategic plan, and an evaluation of public education and outreach programs. “It’s exciting to see a partner like Ducks Unlimited come in,” Regional District of Central Kootenay Area A director Larry Binks said last Wednesday. “DUC has the ability to spend dollars and the wisdom, knowledge and experience to do so wisely.” He said the immediate priority is the CVWMA “plumbing” — gates, dikes, pumps and infrastructure that will keep the wetland in good operating condition — and to get local representation onto the current governing board. “This is a wonderful opportunity for the Creston Valley as a whole,” he said. “It will help attract tourism and make the area more user friendly by changing the way we do business.” See CVWMA, page 3

New venue for Friends of Cinema Council news BY LORNE ECKERSLEY Advance Staff

After many successful years at the Tivoli Theatre, Friends of the Cinema is moving to Prince Charles Theatre for the 2012-2013 season. “It’s basically a matter of cost,” organizer Jean Mutch said last week. “We put all of our profits back into the community and the more we make the greater the profits are. We have done a test of the picture quality at Prince Charles Theatre and we were pleased. And this summer the theatre will be getting new speakers, so sound quality should be excellent.” At total of $16,000 has been donated back to the community over an eightyear period, Mutch said. Of that, $14,000 went to Friends of the Library (which handles administration of the film presentations, and the banking) and the other $2,000 went to the Creston

Carla Ahern,   CVWMA director of communications, stewardship and education, said on Monday that “it is positive to see the four years of hard work that (CEO) Richard Dalon put into the mandate review of the CVWMA finally come to some conclusion. “The point of the mandate review was to determine a better financial and governance structure for the future of the CVWMA. We hope that the newly announced partnership between DUC and the province will provide some financial stability. “For now, it is business as usual. The structure of how the CVWMA is governed cannot be changed until the Creston Valley Wildlife Act is rescinded. That means it has to go through the B.C. legislature and we are not sure how long that will take. It could be two to three years in the making.” She said CVWMA staff are looking forward to working with DUC and the province and see this as a positive partnership. “DUC will start infrastructure upgrades to the tune of $850,000 this coming fall. That is a huge investment and a much needed one to replace

Nelson-Creston MLA Michelle Mungall echoed Ahern’s statement. Mungall said she has been scrambling to talk to Ducks Unlimited and provincial and local government officials after being caught by surprise last week. “What is most important right now is to understand that this is not a ‘30-year agreement,’ ” she said from Vancouver on Monday. “It is a legally non-binding memorandum of understanding. “This government has a history of not following through with memorandums of understanding signed before elections, and no one knows which party will form the next government, so the announcement does not provide any certainty.” Because the provincial government has kept her out of the loop, Mungall said, her party has not yet had discussions about how it would treat the CVWMA and the memorandum of understanding if it forms the government next spring. “I’ve always wanted what is in the best interests of the CVWMA as a resident of the Kootenays,” she said. “We need the public to have the opportunity to be more involved and give their

input. There needs to be a collective process to make long term goals and objectives of this jewel.” Mungall said she has no objection to the involvement of Ducks Unlimited, which she described as a great organization. “Ducks Unlimited Canada is looking forward to working with the ministry and CVWMA staff to restore and improve the site’s outstanding wetland habitats,” said Brad Arner, manager of provincial operators for DUC in B.C. last week. “This area is home to hundreds of fascinating animal and plant species that will benefit from this partnership for many years to come.” Restrictions to vehicle access and user charges for fishing have put the CVWMA into a swarm of local controversy in recent months. Among the many area residents who have protested the lack of a local voice on CVWMA’s governing board, Gord and Barb Ogilvie have been some of the most vocal in expressing their concerns. “We’re doing the happy dance,” Barb said last week. “I think we are turning the leaf to its good side and it will be great to have a local representative on the board.” CVWMA manager Richard Dalon, who has been at the centre of the controversy, will not remain in his position. He refused comment when contacted in Vancouver. Currently, the CVWMA functions as a provincial crown agency and operates as a non-profit organization with federal charitable status.

Council Briefs •Council voted to decline a request from an out-of-town resident to allow bow hunting on town property, specifically at the airport. •$766,000 was allocated from the sewer reserve fund to proceed with construction of a portable sludge processing system as part of the upgrades planned for the waste water treatment plant. •Council supported a request by the Creston Valley Chamber of Commerce to the Regional District of Central Kootenay for $25,000 from the Community Development Program to help operate the Visitor Centre. •An invitation to attend the Council of Senior Citizens’ Organizations of BC in Richmond in October was received for information. •A request for funding of projects by the Blossom Valley Singers was received for information after the letter failed to receive support. •The use of the Millennium Park parking lot for an automotive swap meet on Sept. 22 was approved. •Creston Fire Rescue Chief Bruce Mabin presented a report on the first quarter activities of the fire department. No fire losses were recorded from January through March, Mabin said. •A request to name a street or road “Hollowink” in recognition of the family’s contributions in the Creston Valley was received for information. The letter of request said that Evans Road in West Creston was once named Hollowink Road. •After considerable discussion about how to handle requests for money from a discretionary fund, a $250 contribution to the Creston Valley Hospice Society was approved. Coun. Judy Gadicke said there should be guidelines about how to consider such requests while Coun. Wesly Graham said the discretionary fund should allow council to consider any requests. The hospice society had requested $750 to help sponsor an annual volunteer appreciation dinner. •A $1,250 contribution to the International Selkirk Loop was returned to the town after a proposed birding usage enhancement project did not proceed due to lack of funds. •An annual request for the town’s approval for the Creston Wave Swim Club to co-ordinate camping at the Creston and District Community Complex during its swim meet was approved. •No new residential building permits have been issued in 2012 and permits for renovations and commercial buildings total only $535,000, a dramatic drop from recent years, when community complex and Ramada Hotel construction kept the building trades busy. •Council will send a letter of support in Castlegar’s West Kootenay Regional Airport’s quest to bring the newly announced WestJet Airlines service to the West Kootenay.

Creston RCMP took down a 1,000-plant indoor and outdoor marijuana grow-operation at a residence in the 4000 block of Haskins Road East on Saturday. A search continues for the residents, a female and her two children.

Police Beat Creston RCMP responded to 75 calls from June 11-17, Cpl. Monte Taylor said on Monday.

June 11 •A Wynndel resident reported being contacted by a cellphone service provider about someone with the same name and information attempting to register a phone in Ontario, possibly using identity theft. •After receiving a report of a female purchasing supplies typically used to produce an illegal drug, police located her and a male, who are staying in the bush near Kidd Creek Forest Service Road. Police were informed the chemicals were being used to extract gold from computer parts and denied dumping any toxic substances onto the ground or into the water. The couple also has 10 dogs. Police have notified conservation officers about their findings. •A female reported that her wallet and identification cards were missing after she gave an acquaintance a ride home. •A report was received about a June 4 afternoon hit and run in a restaurant parking lot on Highway 21. A white 2012 GMC pickup was hit and damaged by a 1996 Ford Windstar van. Anyone with information about the incident is asked to contact the RCMP. •A male resident of Highway 3A reported that his ex-partner was driving his vehicle without insurance or a licence. •A male jogging near Hillside Street and 10th Avenue North reported being threatened with assault by another male. •Thieves broke a lock and entered a shed in

They escaped with an unknown amount of cash and possibly some electronic equipment. •A vehicle backed into another in a drive-through at a business on Helen Street. •A male was reported to be driving his bicycle erratically in the 800 block of Canyon Street, possibly under the influence of drugs. Police were told he drove into a parked vehicle. When located, the male said he became angry because he dropped a bag of groceries and pushed his bike into a barricade, not a vehicle, causing damage to his means of transportation. •Police continue to investigate after a domestic argument in the 1500 block of Canyon Street. •Police dispersed the participants in a noisy party on Cook Street. June 13 •One of the Cook Street partiers was later stopped in her vehicle and found to have been consuming alcohol. She failed an impaired driving test and now faces charges. •A vehicle backed into another in a parking lot in the 800 block of Canyon Street. •A cellphone that was found in Millennium Park can be claimed by its owner at the police station. June 14 •A dentist called to report that a health plan cheque meant to pay him for work on some children was cashed by a parent and he hasn’t been reimbursed. •Thieves took six five-gallon jerry cans of gas when they broke into a shed in the 6100 block of Kitchener Road. •An intoxicated male in the 800 block of Highway 21 was arrested and held in police cells until sober. June 15 •A Jeep left unlocked with the keys in it in the 1600 block of First Avenue was stolen and later located, with extensive damage, in the gravel pit on Peterman Road. •When police located a male reported to be walking on Highway 3 near French Slough Bridge “in distress”, he reported that he had been drinking the night before and was walking home to Revelstoke. •Mailboxes were damaged and mail was stolen on Corn Creek Road. •A theft from a vehicle in the 2000 block of Smith Road in West Creston netted thieves an in-dash stereo and Bluetooth earpiece. •A hit and run in a Cook Street parking lot on June 13 is under investigation. •Two mountain bikes were found in the 3200 block of Riverview Road. •A female who was confronted by eight teenage males in a Cook Street parking lot refused to pay the $300 they demanded for damage to a skateboard. Directors disagree on water BY LORNE ECKERSLEY Advance Staff

Regional District of Central Kootenay directors John Kettle and Larry Binks and Creston Mayor Ron Toyota failed to reach agreement on how to divvy up water costs from the Arrow Creek Water Treatment and Supply Service (ACWTSS) on Wednesday and voted to turn over the dispute to a former RDCK board chair. The directors met at Creston and District Community Complex on Wednesday to hold a preliminary service review meeting that was triggered when the Town of Creston and RDCK agreed to initiate the process. When Toyota, RDCK chair and Area B director Kettle and Area C director Binks were unable to agree to a new cost-sharing agreement, or other issues brought to the table by the town (the service’s major funder and user), a service review was initiated. A service review, RDCK chief administrative officer Jim Gustafson said, can be a relatively informal process, or it can become formalized with the appointment of a mediator. If an agreement still can’t be reached, the service review could be referred to the provincial government, which could impose a resolution. Gustafson cautioned the elected officials not to undertake a service review lightly. “Sometimes when you start to take things apart you can’t put them together again,” he said. An agreement on cost sharing appeared to be close, with the town agreeing to pay 59 per cent of the operating costs, but Binks was rankled after he said the three directors had earlier agreed to a 60/40 split. A resolution to the meeting by the town included a number of other issues, including: •“The town will not accept the assessed value of properties as a fair and equitable metric to determine cost sharing of the Arrow

Earlier in the decade, a 63/37 town/RDCK cost share split was instituted based on estimated usage. On Thursday, town engineer Colin Farynowski said measurements since that agreement indicate a 59/41 usage split. •“Council requests the RDCK review the governance model in 2012 for the Arrow Creek Water Commission to incorporate an equitable voting structure based on the principal of consumption (user pay).” Currently, the ACWTSS is governed by a one director, one vote system, which leaves the town in a minority position when voting on resolutions or motions. •“A cost sharing agreement for the Erickson reservoir is not subject to negotiations related to development of a cost sharing agreement for the Arrow Creek water system, and instead shall be treated as a separate negotiation process.” Construction of concrete balancing reservoirs in Erickson is a priority. Creston constructed its own reservoir within its boundaries after the water treatment plant was built. The purpose of the service review, the directors agreed, is that “the parties agree the purpose of the review is to examine and develop options with respect to operations, governance, funding, cost recovery, cost allocation and expenditure of funds from the Arrow Creek Water Treatment and Supply Service is both funded and expended equitably among the service participants, as well as to establish a lasting framework for sustainability of the service.” A motion was passed to request former RDCK chair Gary Wright of New Denver to undertake the service review. Total costs of the review are not to exceed $50,000.

The Fruit Ninjas were the big winners in Adam Robertson Elementary School’s June 14 challenge based on the TV reality series, The Amazing Race. Grade 12 students Jackson Hawton and Cami Kepke helped lead the Grade 7 team of Madison Pommier, Harvey Pawsey, Jordan Wood, Mercedes Derosa and Anjali Ewing to victory, as they solved clues leading them to 18 checkpoints (17 at businesses) around Creston. Organized by ARES Grade 7 teachers Martin Stanley and Allison Kepke, this is the third year the school has put on the event, and it was bigger and better this time around. “Each year we’re getting a bit

more involved,” said Kepke. The students are on foot, and walk about 10 kilometres in the event, which takes about four hours. Clues led them to businesses as far apart as Cavell Street Dental Clinic and Beltane Nursery. At the dental clinic, their task before receiving another clue was to learn CPR; at another location, a team member was given a fake injury, which impacted the team’s play for the rest of the race. The goal was more than just the prestige and medals earned by the winning team — staff at the clue locations were marking them on politeness, manners and conduct. “Sometimes the community has an image of them being rowdy, scary, rude people,” said Kepke. “So they were going out to show the world they’re good kids.”

In May, I had the chance to spend half a day touring local farms and learning more about the importance of agriculture in the Creston Valley. The tour was organized by the Creston Valley Agriculture Society, which also provided a lovely local lunch. On our bus were Creston Mayor Ron Toyota, Regional District of Central Kootenay directors John Kettle, Larry Binks and Garry Jackman, all elected officials who need to understand, in dollars and cents and philosophically, the importance of this industry to our community. Media folks were also joined by RDCK and ministries of transportation and agriculture staff, Creston Valley Food Action Coalition members and, most importantly, several farmers. As we rode the bus between farms, we got to listen and talk to farmers and producers like Randy Meyer, Lew Truscott, Tom Tarzwell, Morris Hanson, Alvin Lang and members of the Harris family. Our afternoon began with a lunch made primarily from local food and then we heard a presentation from Susan and Gary Snow who, coincidentally, are featured elsewhere on these pages as part of our Meet Your Maker series. The Snows talked about many of the same issues as they do in todayâ&#x20AC;&#x2122;s story â&#x20AC;&#x201D; labour challenges, global competition, market demand and the opportunity to juice good cherries that are otherwise wasted. Our second stop was at EP Farms, where Robin EdgePartington continues his parentsâ&#x20AC;&#x2122; tradition in the dairy farm business. While Robin talked to the tour group his father, John, now 80 years of age, was out running the tractor on the fields, cutting feed. We lived near EP Farms for many

years and have known the family for a quarter-century or more but I was surprised to learn that this small dairy producer is consistently among the top 10 dairies in the province when it

Iâ&#x20AC;&#x2122;m not sure if you had heard the recent news story about the 11-yearold boy that went into cardiac arrest at the University of BC swimming pool early in June and was successfully revived by a couple lifeguards using an automated external defibrillator (AED). The lad, who had some cardiac history, was stabilized enough to get to the hospital and have a tiny defibrillator implanted in his chest and has shown no ill effects from his experience. This was one of the few times when you watch the news that you actually felt better after the story. The story also hits close to home, not only because it is in B.C. but also because those guards could be anyone performing the job of lifeguard in the province, assuming they are following the training regimen of the Lifesaving Society of BC. It also has a bit of impact because just that morning at about 6:45 a.m., I heard the alarm for the AED box in our lobby go off, which indicated the door to one of our two cabinets had been opened. I personally wasnâ&#x20AC;&#x2122;t alarmed because I knew the guards were doing their regular training on the care and operation of the units these past couple weeks, which represents just a small portion of the training required for the position. Not long after we opened, some-

Yes, lifeguards do smile

Not all stories necessarily turn out as good as the UBC one, but lifeguards are trained and retrained, certified and recertified until the whole process hopefully becomes second nature â&#x20AC;&#x201D; Iâ&#x20AC;&#x2122;ve seen many times when an incident happens, that second nature kicks in and the procedure becomes a mechanical process of assessing and responding, which is a good thing. I remember years ago when we had a kids summer camp, and one of the vehicles the instructors were riding in to take the kids to Twin Bays lost control and rolled off the highway. Once the training kicked in for the lifeguard, it became a process; despite the fact that she was in the accident and that she was a teenager at the time. So, recapping, as you watch lifeguards do their patterns and rotations of scanning, they are not unapproachable (although perhaps talk to the ones cleaning first if at all possible), take their jobs seriously for your sake and do, upon occasion, smile. Some of you may remember the signs on the fence at the old pool stating, â&#x20AC;&#x153;Please do not talk to the lifeguardâ&#x20AC;? â&#x20AC;&#x201D; that was there for a reason; perhaps while someone is standing in front of the guard, blocking their view and chatting about their latest recipe, thatâ&#x20AC;&#x2122;s when the 11-year-old has a cardiac event and gets missed on a scan. Happy b’day to Canada

To the Editor: I would like to take this opportunity to wish a happy birthday to a very beautiful lady, who will be turning 145 years young on July 1, and her name is — you guessed it — Canada. We all love, respect and admire her greatly. In a sense, she is our mother, who very much loves us, as well, and we are her children. Now, to change the topic, just a little. National unity is more important than ever before, especially in this age of extremism. Our greatest strength as a people is to work together in mutual co-operation, just like a family, regardless of his or her politics, religious views, or social, cultural, financial or economic status. I also believe in complete equality between men and women, and the elimination of bigotry racism and bullying of any kind because they have no place in society. Beneath my conservative exterior, I possess a very warm heart, and am also compassionate, sentimental, nostalgic, emotional, spiritual, well educated and have a great sense of humour, but also incredibly strong-willed and able to hold my own when the going becomes tough. In conclusion, never forget the legacy of Sir John A. MacDonald, (1851891), our nation’s first prime minister and the Father of Confederation. The bi-centennial of his birthday will be on Jan. 11, 2015. This is why I believe plans should be made as soon as possible to make it a national event. I know it’s still three years from now, but there’s no sense waiting until the last moment! Everyone, take care, see you at the Canada Day celebrations, have a great summer and, remember, always think positively, be optimistic, have faith and never give up hope because the best

Had we been in the loop, this is what we would know: There is not a 30-year agreement with Ducks Unlimited. Rather, there is a non-binding memorandum of understanding (available on my website) for infrastructure upgrades and operations for now. A 30-year agreement requires the government to repeal the Creston Valley Wildlife Act, which they have not done and will not do until after an election, should the new government —whoever that may be — want to go that route. This is significant because the Liberals have ignored important MOUs once an election is over — just ask Simon Fraser University about the MOU for their Surrey campus. So inside the rhetoric, what we have is a desperate government delivering misleading announcements to curry favour with voters after a decade of neglect. This isn't fair to you or Ducks Unlimited. Regardless of how the Liberals operate on this issue, I remain committed to the best interests of the CVWMA. That involves you, partners like Ducks Unlimited and a transparent process. This jewel is too precious, and its care too important to play politics and leave anyone out of the loop. Seniors remember their pets

Pets — what a joy they are most of the time, but sometimes not so much. Remember when they were tiny pups or kittens and other baby species, so full of energy and all the times you

had to get up at night to reassure them that they were not alone? Then the fun stuff started: potty training, and exercising them to tire them out so they would listen to you or so they would sleep and then so could you. The disciplining — oh, what fun that is (laugh out loud). Then there are all the pictures you took, just like when you had your first child. The first time they barked so loud it scared them and they ran and hid. The time they ran so fast they couldn’t stop and went for a tumble. How proud you were when they did what you asked, like sit, stay, shake a paw, lie down or, the best, come.

How frustrated you would be when they just did what they wanted and would not listen to your commands! Then as they grew older, they would take your shoes, socks, papers and especially embarrassing items. They could be messy in the house. Pets have a way of getting into your heart no matter what they do, be they dogs, cats, fish, horses, sheep, gerbils, mice, snakes or many other kinds of animals. One must remember that these pets are not people and as such do not have the same feelings we do or the understanding as we do. They are what they are: pets. The seniors at the Therapeutic Activation Program for Seniors have had many experiences with pets over the years. Some are able to have one now while others are not allowed to have them in the facilities they live in, which is too bad — they make life a little brighter and help seniors to have a healthier outlook on life. It has been proven that seniors are mentally healthier when they have a pet companion. I, for one, have a dog and find that I am not so self-absorbed as I once was. I have a pet that I care about — I see to her needs and don’t look at all my aches and pains so much. We had a cat named Spots

that passed away recently from old age. He would sit and talk to you, “Meow, meow.” then stop and let you talk to him, then he would reply in his own way. What fun that was! I’m sure people thought I was a little bit loony talking to a cat. Della had a dog that was kept in the barn and cats that would wait for the cows to be milked so they could get their daily ration of milk; the cats would sit with their mouths open to get a squirt of milk. Other seniors had a variety of pets such as a Dalmatian, beagle, Scottish wire-haired terrier, German shepherd, chocolate labrador, chihuahua, great dane, English setter, springer spaniel, cocker spaniel, Shih Tzu, Persian cats, tabby, white cats, mixed breeds and so on. Horses were always fun on the farms, but not when you fell off or were bucked off. Seniors rode them to school when they were children, as the schools were often miles away. Oh, the wonderful stories the seniors can tell about their pets they have and or had! One lady got a dog from an ad in the paper and they made her promise to take good care of the dog. Another lady said the one dog of theirs was won in a poker game. The ladies that had cats loved them to pieces — true cat lovers. Many of the seniors who lived on farms had cats to keep down the mice, and cats in their lives as they grow older. One lady was a pet groomer at one time; she loved her job. Some of the names of their pets were and are Sheba, Ragdoll, Cotton, Mesha, Gizmo, Blondie, Pal, Maude, Sandy, Sunia, Patches, Tinker, Sweetie, Baby, Molly, Misty, Abby, Simon and the list is endless. The one thing to remember about pets is to keep them healthy with proper food and clean water. Keep their vaccinations up. If you are not going to breed your animal, the kindest thing you can do for them is to have them spayed or neutered. Seniors program seeking volunteers

Thanks to the generosity of the CrestonKootenay Foundation, the Therapeutic Activation Program for Seniors is now able to assist our seniors with important errands such as prescription pick-up, and stops at the post office and banks. We received a grant from the CKF to run this project and the seniors are delighted. Congratulations to the Creston Kootenay Foundation and the Friends of the Greenhouse for hosting the very successful grand soirée! Contacting shutin seniors and supTerry Nowak porting a seniors resource centre is currently not part of our mandate but it is a service that is badly needed in our community. We want to develop and train a core group of volunteers who will manage outreach services for isolated seniors. The government of Canada’s New Horizons for Seniors has agreed to support TAPS to recruit and train volunteers to make these things happen. The use of younger seniors as volunteers to assist older seniors is an opportunity to use the skills, training and expertise that recent retirees have. These services will increase the safety of seniors. It will also reduce the number of seniors who require medical supports because loneliness and depression are factors that contribute to poor health. Seniors will be able to remain independent longer. The benefits for our seniors are many, but what are the benefits for volunteers? If you have knowledge of the Creston community you will be able to share it with others. If you are new you will have access to a wealth of information. The skills you have from your employment will not be lost because you will be using them. You will have an opportunity to meet people and to give back to your community. Sharing of your time and energy will be rewarded with smiles and appreciation, and possibly a few hugs. We require skills such as organizational abilities, recording, evaluation and communications expertise, resource gathering and patience. If you have any of these qualities and you would like to join in this project, please call or come by TAPS. We are located at 402 22nd Ave. S. and our phone number is 250-428-5585.
