"It's an issue all over the place," said Patricia Burley, a CO based in Fernie. Donuts, mudbogging, high marking and straying off marked trails are all examples of environmental damage that COs will be looking for this season. Joe Carravetta, CO sergeant for the East Kootenay Zone, said mudbogging and activities that destroy habitat are prohibited under the Forest Range and Practices Act. Environmental damage can have an impact on human and animal use of backcountry areas. Burley said the public use of forest roads and adjacent forest lands has resulted in physical and human-access impacts on sensitive ecosystems, fish and wildlife populations and their habitats. It has also caused a loss in traditional hunting, fishing and outdoor recreation diversity. Invasive plants, soil erosion and sedimentation of fisheries and streams are also linked to unmanaged motorized access. Carravetta said closures and trails are well marked, and that users should stay

out of those areas as requested. "We ask people to respect those closures," he said. There are stiff penalties that can be handed out to anyone found destroying habitat through the Forest Range and Practices Act. Burley said the fine can be $230 for operating a motor vehicle in a closed area, and $575 for causing environmental damage. A popular offroad spot is Lake Koocanusa, where May long campers flock every year. Burley said there is a great authorized area for off-roaders to enjoy between the low and high water markers. ATVs, quads and dirt bikes are welcome to use those areas safely. "Koocanusa is a busy spot for sure," she said. "We ask people to stay on designated trails." Backcountry users on private land are also urged to make sure they're using that land with proper permissions, and reminded that some backcountry areas may be owned by Teck or other industrial operators in the region. "Be respectful out there," Burley said. Throughout the East Kootenay, Carravetta said there are eight conservation officers that patrol the zone. vary Bryan celebrated her birthday with a big party like most four-year-olds, apart from this little girl did not get any presents. The Fernie tot had a party at the Max Turyk gym with a bouncy castle and cake, but instead of getting presents, she asked that her friends donate money to help kids who don’t have much to celebrate. Her grandfather, Papa Howie volunteers in Uganda, helping orphans, and Avary wanted to help him with his work. Avary’s Mom, Amber, said, “Instead of presents, we asked for money to be donated to the Uganda Orphans Fund. My dad, her Papa Howie missed the party since he is in Uganda at this time volunteering. Avary told her papa over the phone when he said he was proud of her about sending her birthday money, ‘I also have too many toys that I could send!’ “Money is often the best donation since when volunteers visit they are only allowed small luggage, only $20 a month feeds a child! This is why we chose to do donations rather than something like a clothing/ craft/shoe drive.” Avary’s party raised over $365 in cash and cheques, plus several others made online.

On Canada Day, though, the kids have an opportunity to enjoy this open grassy space with their families and take in all the celebrations planned. The long day, with busy market, entertainment, crowds, and play areas can become overwhelming for little ones. The Community EcoGarden comes to the rescue with a unique activity inside its deer fence. To slow the pace, enjoy the peaceful gardens and focus on an interesting task, consider taking your child on a garden treasure hunt! The EcoGarden’s third annual Treasure Hunt is a fun activity for all ages, but preschoolers will need the help of a parent or older sibling. This is how it works: Stop by the EcoGarden information table inside the big garden gate any time between 10am and 4pm on Canada Day. Pick up a list of treasure hunt items and a pencil, then start your search! Discovery is the goal, so your little hunters will find their natural treasure, but leave it where it is. Rather, write a few words on the list to describe it. Completed treasure lists will be collected and entered in a prize draw at the end of the afternoon. Everyone is welcome to visit the EcoGarden to participate in the treasure hunt, or to simply wander amongst the beds. T
he District of Elkford and the District of Sparwood, with help from Housing Strategies Inc. have recently undergone a thorough study of the needs and demand assessment within the two communities. Goals of this study are to prevent the loss of existing affordable housing, make better use of existing affordable housing assets and resources, encourage new development and build additional community
capacity to promote new housing development targeting particularly seasonal contractors, seniors and those who rent low income housing. Findings from the study have shown that there is a severe shortage of rental properties in the Districts to accommodate not only those permanent renters, but also those who reside in the area on a four on four off schedule or temporary seasonal contract workers. This severe shortage has a layered effect leading to escalating rents, and a "gouging" effect. Also it is found that some landlords will not rent to mine workers due to the loss of showering and laundry facilities at the mine site, deterring landlords away as many see damage to carpets and furniture in rental units from the dirt and coal. Several high priority strategies in
Elkford such as communication with the District of Sparwood and industry to monitor seasonal contractor numbers and issues, exploring through Pilot Projects the possibility of small scale camps or RV parks, or exploring the viability of modular or dormitory style housing for temporary seasonal workers were discussed. The study has also indicated that many seniors are choosing to stay in Elkford after retirement, a trend that is new to the area, and housing for seniors is not fully evolved to accommodate them. There is an estimated 88 seniors housing units in Sparwood and none in Elkford, causing a lack in affordable and appropriate seniors housing. Elkford was encouraged to advocate with B.C. housing, Independent Living, and Interior Health to bring supported/
assisted living to Elkford as well as helping seniors access funding through Federal and Provincial government agencies. Those who are renting low income housing and do not work at the coal mines earn a below average income, making some housing which seems affordable, not really affordable at all. For assisting those renters the District of Elkford was encouraged to assist them in providing information regarding funding and program supports through government agencies as well as support affordable housing projects. During the meeting, ideas and plans for other target groups, such as modest income renters and first time homebuyers, special needs populations and families at risk of becoming homeless were discussed as well as many
other medium priority strategies. The District will now work on soliciting feedback on the draft report. Feedback and comments must be received by June 29 and all comments will be compiled and recommended changes will be presented to Council on August 13 where it will undergo a final review, discussion and acceptance. District Staff will then develop a detailed implementation plan in consultation and collaboration with the District of Sparwood and industry to present to council for final approval and inclusion in the financial plan and strategic priority plan. Victor Cibulka, Ines Galla, Emma and Jim Schafer, and Jerome Tracey all made the birthday list this year. Fisk, Galla, and the Schafers were present at the ceremony and signed Sparwood's birthday book. Fisk has been a resident
of Sparwood for 33 years, Galla for 75 years, and the Schafers for 38 years. Mayor Halko presented the four with the Lilac Pin, which is only given to residents who are 75 or older.

lkford Mayor Dean McKerracher and Council of the District of Elkford have announced that Mr. Curtis Helgesen, Director of Financial Services and Deputy Chief Administrative Officer, has been promoted to the position of Chief Administrative Officer (CAO) effective June 29, 2012. Helgesen, who has been with the District of Elkford since 2006, has more than 17 years of combined experience in both the public and private sector. “We are very confident that Mr. Helgesen’s wealth of experience and knowledge make him the ideal candidate for this position, and his leadership

Burley is in the process of creating an up-to-date map of approved Access Management Areas and their defined trails. She expects that map to be out sometime in July. Those maps will be available online at www.env.gov.bc.ca/ kootenay/eco/access. htm, along with other information related to resource roads in the area. Burley hopes
to have those maps at various locations throughout the Elk Valley and at the U.S./ Canada border. Both Burley and Carravetta urge backcountry users to report any abuse to the Report All Poachers and Polluters (RAPP) line at 1-877-952-7277. The area to patrol is so large that tips are the best way for a CO to hear about and report to any incidents of environmental damage. "The public is our main source of information," Carravetta said.

Water Smart Ambassador The District of Elkford has hired Scott Maartman as our Water Smart Ambassador for the summer. The Columbia Basin Water Smart Initiative (Water Smart), developed by CBT, helps local governments assess their water conservation needs and develops plans to reduce community water consumption. The District of Elkford is committed to reducing its water use by 20 per cent by 2015. From May to August, Water Smart Ambassadors will be carrying out residential irrigation audits and promoting water conservation awareness and education. Fawning Season Residents are encouraged to exercise both caution and common sense this spring, as the fawning season approaches for deer. Late May through June is historically the time of year does give birth to their fawns. Does will drive away their offspring from the previous year and look for a secluded place to give birth. Deer have one or two fawns per year and triplets do occur once in a while. It is quite common for does to leave fawns hidden while they forage in the area, returning occasionally to nurse. If you come across a fawn, it is best to leave it alone. It is also important for residents to remember that does with fawns can be quite aggressive. Please do not approach deer or their fawns. If your presence creates a response from the deer, like a change in stance, ear position or physical movement, you are too close. Give the deer plenty of space to either move or leave the area. Do not walk closer to the deer, choose another route. Be sure to walk your dog on a leash and be ready to let go of the leash if a deer attacks. Any acts of deer aggression where public safety is at risk should be reported. To report an incident to the Conservation Officer Service, please call 1.877.952.7277. To report an incident to the District of Elkford, please call 250.865.4000.

If you do not receive your notice by the end of the first week of June, please contact the District Office. To avoid the 10% penalty, all payments and eligible Home Owner Grants must be received before: July 3, 2012 at 4:00 pm If your financial institution makes your property tax payment and if you are eligible, you will still need to claim your annual Home Owner Grant and also pay your annual utilities notice (water, sewer, solid waste) before July 3. Despite the rain bucketing down and temperatures barely reaching double digits on Monday, the STARS in the Valley golf tournament was a lot of fun and, as I found out later, was for a really worthy cause. I didn’t realise until later on, in the speeches, that STARS is a charitable, non-profit organization. Funding is met through donations received from individuals, service groups, business and corporations and municipalities. It also receives some funding through collaborative agreements with provincial governments – not including British Columbia. But despite the fact that they receive nothing from the B.C. government, STARS still responds to calls here in the Elk Valley, as well as numerous other B.C. communities. And there are hundreds of people who owe their lives to them for providing the service across the border. In 2011, they responded to 15 calls to Fernie, another 15 to Cranbrook, one to Sparwood and one to Elkford. I feel like I, and probably many others, have taken this service for granted. We assume that if something really bad happens, and the hospital here in Fernie can’t handle it, we won’t have to find our own way to Calgary, but will be airlifted, no questions asked, and no bill in the mail. For patients who are critically ill and injured, every minute saved before treatment can increase their chances of survival and improve their prospects for recovery. The reality is this essential service is not our right to have as taxpayers. Our health plans do not cover it. We need to support this incredible service in every way we can, and I was very glad to be a part of the fundraising golf tournament on Monday. By the end of the speeches, where I learned about STARS and heard from a person who had his life saved by them, I’d forgotten about the rain, and was putting my name down for next year!

The infestations of weeds and bugs is getting unmanageable and starting to detract from the healthy community that the pesticide-free communities thought they were achieving. The frivolous and unenforceable municipal pesticide bylaws promoted by the Canadian Cancer Society (CCS), Pesticide Free BC, Wildsight,
Suzuki and others are starting to wear thin on homeowners and city staff. The consistent themes employed by these groups - "better safe than sorry" and “we are the trusted authority� are inferences that the Pest Management Regulatory Agency (PMRA) has fallen asleep at the wheel and that their extensive and comprehensive reviews of pesticides have no credibility. These same organizations also
continue to make reference to the "many safer and better alternatives" that exist to control weeds and bugs, so why bother with the conventional "toxic" substances. These environmentalists and NGO's have never provided specific lists of lawn care products they say are harmful and continually lump all pesticides into the same "toxic" category. The truth is that the PMRA is known for the most stringent
pesticide reviews in the world, and there is no need to worry about exposure to pesticides on lawns or in pools when the directions for use are followed. The BC Special Committee on Pesticides chaired by MLA Bennett listened to the experts and made the informed decision that science does not

School district’s superintendent to retire at end of September Submitted
T
he School District 5 (SD5) Board of Trustees accepted “with regret” the retirement of Superintendent Bill Gook at Tuesday’s Board meeting in Cranbrook. “Bill’s been a great asset to the District,” says Board Chair Frank Lento. “He’s helped us weather some pretty challenging times.” Gook began teaching in 1974 and has taught at the elementary, middle and secondary levels before advancing into administration. He became Assistant Superintendent of SD5 in 2002. In 2007, following the retirement of Ron Allen, Gook became Superintendent. “It hasn’t always been easy. Over the years Boards have had to contend with declining enrolment, funding shortfalls and most recently teacher job action,” says Gook. “But we’ve also been recognized for some really great initiatives as well.” During Gook’s term as Superintendent the District has introduced programs like Sound Connections, a provincially recognized language program for primary students. Fernie Alpine Resort Of¿cial Community Plan The Regional District of East Kootenay (RDEK) Board of Directors is considering adoption of an Official Community Plan (OCP) for Fernie Alpine Resort. The Fernie Alpine Resort OCP review was initiated in cooperation with the Resort of the Canadian Rockies to incorporate proposed infill development and update to transportation and trails, water and sewer servicing, and employee housing policies. The OCP is intended to guide future growth and development within the boundaries of the Fernie Alpine Resort. The OCP directs development of the private lands at the resort; it does not control or regulate Resort operations. The OCP is utilized and administered by the RDEK Board of Directors and staff in evaluating all future development proposals. The OCP provides a long term vision for the appropriate pattern of land uses. SPRINKLING REGULATIONS To promote water conservation in Sparwood, the District has implemented sprinkling regulations that shall be in effect from June 1 through September 30 each year. Even numbered addresses are allowed to water on even calendar days and odd numbered addresses are allowed to water on odd calendar days. Exceptions to the water sprinkling restrictions include nurseries, golf courses, farms, turf and tree farms, municipal parks, playing fields, and other municipal properties. n Sunday, June 3, over 80 athletes took part in the 2012 Elkford Swim-BikeRun Triathlon. It is a sprint tri, which consists of a 750m swim in the Elkford Aquatic Centre, a 20km bike and a 5km run. There is a choice of routes for the bike ride - a fairly flat ride and a more challenging route up the mine hill to the Fording River bridge.
It was a mix of new and familiar names taking part. The weather co-operated and we were able to enjoy a barbecue after everyone was finished. Our sponsors and volunteers deserve huge thanks for making this event possible. Top finish in the extreme sprint was Laura MacReady with a time of 1:19.00. he Calgary Track and Field Club, (Caltaf), held their annual track and field meet, the Caltaf Track Classic, on June 9 and 10. Three Passtrak athletes competed in 22 events over the course of the weekend with very positive results. Alan Wong, a first year Peewee athlete, had four events each day of the meet. He had previously competed in three of those events and
to 3.42 metres, good enough for third place. He tied his best ever in the high jump at 1 metre and finished off with a new distance of 5.55 metres in the shotput. Josh Schulz had six events in the youth boys age group. Although he didn’t manage any lifetime best performances he did improve his technique and developed more consistency in all six of his field events. He finished just out of the medals with fourth place finishes in both the shotput and discus.

ven if you have an excellent hitting technique, the way you manage your game greatly influences your final result, which is your score. How many people play 15 good holes and always underperform on the other three? The same mistakes are often repeated on the same holes. If you keep choosing the same club each time and you expect the same result before you even step up to the teeing ground, it is time to seriously reflect on what is happening. First, identify your problem areas with precision, and pay attention to which clubs were used on your missed shots. Once this is done, the first thing to correct is your choice of club or combination of clubs. For example, if you are having problems teeing off with a 1 wood, change to a 3
or 5 wood.
In golf, you must maximize your strengths and minimize your weaknesses. Only you can identify them and it is different for every golfer.
Sacrifice a bit of distance for precision. You will always come out ahead. If you are having difficulty with your second shot, using a club that you do not control very well, aim to
place your ball at a distance where you feel comfortable. How many times do golfers use their 1 wood, and place some 75 yards from the green, without realizing that this distance is one of the most difficult shots for them to execute? In this case, start with a fairway wood to place the ball a shorter distance, at least 100 yards from the green. This game strategy respects your comfort zone and minimizes one of your weak points. In golf, you must maximize your strengths and minimize your weaknesses. Only you can identify them and it is different for every golfer. Opt for your personal comfort zone and forget about playing golf “by-the-book”.

Keeping oil out of landfills By Angela Treharne Free Press Staff
O
n June 11, the British Columbia Used Oil Management Association (BCUOMA) summer ambassadors visited three recycling collection facilities in Fernie to promote the recycling of used oil and antifreeze. The goal of the program is to generate public awareness to keep these
hazardous materials out of our drinking water and landfills. Ambassador Ali Omelaniec visited Woz Mechanical, and Emily Louie visited the Fernie Bottle Depot and Day Auto. Over 18 million litres of used oil is not recovered by the BC Used Oil program each year. These oils are extremely hazardous to our environment and drinking water; instead of sitting in our landfills, used oil can be recycled into a variety of
useful products. The BCUOMA summer tour will see the two ambassadors travel to over 120 municipalities and over 500 recycling facilities throughout BC, spreading the message, “one drop makes a difference.” Attending community events, speaking to government officials, as well as the public, the team is dedicated to spreading the message and keeping these hazardous materials out of our waterways and landfills.

ernie Pets Society is organizing group walks every Sunday this summer, as a way for dog owners to meet up – and exercise their dogs. The first group walk will leave at 9 a.m. every Sunday from Fernie Aquatic Centre off leash dog area. “One in six people in Fernie owns a dog, so we wanted to create an event for dog owners to get out and enjoy our beautiful trails, meet new people and also get their dogs socialized and exercised,” says Rebecca Edwards of Fernie Pets Society. “The whole community benefits

from having friendlier, betterbehaved dogs, and regularly giving them the chance to play and walk with other dogs is the best way to make sure they are properly socialized.” Walkers can meet at the off leash dog area next to Fernie Aquatic Centre at 9 a.m. each Sunday. Walks will use easy trails and will last around one hour, taking a different route each week. Please bring a leash and poop bags. This incident may be related to marital separation. • In Sparwood at 10:24 a.m. two bikes and a dirt bike were stolen from the back of a pickup truck. Two men's Norco Wolverine bikes were stolen and later found in a back alley. A green, brown and black custom camo painted bike with blue rims is still missing. • In Sparwood at 11:22 a.m. a blue 2003 Yamaha WR450 was stolen from the back of a pickup truck. • In Fernie at 11:30 a.m. police received a request to keep the peace while belongings were retrieved. • In Baynes Lake at 1:02 p.m. a three-day driving prohibition was received.

T
he Schomberg Fair describe their music as “Roots Rockin’ Gospel Magic!” Lyrically it grapples with the inclination to destroy oneself, the desire to be saved, and the hope of better things ahead. The band itself was born out of the near destruction of the musical ambitions of lead singer, guitarist/banjo and primary songwriter Matt Bahen. At 24, Bahen cut off all of the fingers from his left hand in a construction accident, and had them reattached. While recuperating, he reconnected with high school friend/bassist Nathan Sidon and the two bonded over their mutual appreciation of pre-war blues. It was as Bahen regained movement in his digits that The Schomberg Fair was born. With the addition of drummer Peter Garthside’s high-lonesome vocal
harmonies and thunderous beat, the Schomberg Fair combined to create an electrifying musical inferno and an unforgettable Saturday night! The band has been in existence for six years, has toured Canada several times and has shared the stage with top Canadian bands such as The Sadies, Ron Sexsmith, The Handsome Furs, as well as international acts such as Deertick and T-Model Ford. Their 2011 EP release “Mercy” received accolades from music critics nationwide and was cited as a another major step forward for the band to follow up to their critically acclaimed 2009 fulllength album Gospel. The Toronto punk-gospelAmericana trio, is currently on a North American tour with Oregon bluegrass-punk act, Larry and His Flask. The tour makes a stop in Fernie at the Northern June 23.

n Saturday, June 9, Royal Canadian Legion Branch # 36 Fernie, held its annual Veteransâ&#x20AC;&#x2122; Dinner to honour local veterans living and departed. MC Derek Marshall welcomed the veterans, widows, family and guests and then invited everyone to enjoy a roast beef dinner prepared by the Legion Ladies Auxiliary. Mayor Mary Giuliano gave a short speech saying, â&#x20AC;&#x153;Veterans are the pride of our country, it is because of our veterans that we are fortunate to live in a free Canada. Freedom has never been free, it comes from those that paid the ultimate price, made the ultimate sacrifice, that of giving their lives for their country.â&#x20AC;? She went on to extend congratulations and thanks in recognition of all that veterans have done for Fernie and Canada. Legion president Terry Rimmer recounted how when he came home from hospital after losing his leg

his workmates gave him an envelope with a cheque in it. â&#x20AC;&#x153;I didnâ&#x20AC;&#x2122;t open it until I got home. ver 1,000 athletes participated in the sold out 2012 Wasa Lake Triathlon on June 9 to 10. The lake swim was frigid this year due to cool temperatures and rain! So cold, in fact, that officials decided to cut the Olympic length swim
in half. The annual event includes a tri-kids event on Saturday and adult event on Sunday. The adult event consists of Olympic length solo or team competitions, and a Sprint solo competition. (Olympic length is a 1.5 km swim, 40 km bike and 10 km run. Sprint length is half the Olympic length.) For more information and race results see www.rmevents.com.

parwood Council have approved the signing of a contract that would provide funding for a flood protection program along the Elk River. The Flood Protection Program Transfer Agreement will accept $11,000 in financial assistance from the provincial government to be used to prevent floodwaters from eroding through the flood plain along Matevic Road, and from undermining the integrity of the new bridge abutment. The area had been previously armoured
with rock riprap and was further stabilized when the pedestrian bridge was built. However, the erosion extends approximately 50 metres up-stream of the current armouring, with the most active erosion occurring closer to the bridge, so more stabilization is needed. Geotechnical engineers, who surveyed the site in 2010, concluded that the erosion affecting the north-west side of the river is being caused by floodwaters entering the Elk River from Michel Creek. Last month, Council declined a Federal Infrastructure Grant—that was to provide the same amount of funds, but that
would have included both a federal and a provincial portion—in favour of this grant, which is solely provided by the provincial government. On the declined grant, Danny Dwyer, Director of Planning & Engineering Services, said: “It triggered an environmental assessment under the federal program, which would have more than doubled the cost of the project.” There are several solutions to further prevent erosion of the bank, and one of the next steps in this program will be to decide upon which means of armouring will have the best benefit and least environmental impact.

ROBERTS: It is with great sadness that we announce the sudden death of Daniel Gordon Roberts. With loved ones at his bedside, Dan passed away at the Foothills Hospital in Calgary on June 8th at the age of 54 years. The eldest of six children, Dan was born in Fernie on October 11, 1957. Dan graduated from the Kitsilano Secondary School, and in 1976 he joined the 2nd Princess Patricia’s Canadian Light Infantry, proudly serving in the military until 1982. An avid outdoorsman, Dan loved to spend his time fishing, attending archery shoots, riding his quad and photographing the beauty of his surroundings. He was also a military history buff who enjoyed relaxing with a good book. Friendly and outgoing, Dan loved his family and friends. He will be lovingly remembered for his kind and generous heart, his mischievous grin …. and his really bad humor! Dan is survived by his wife Karyn, his children: Jessica Leigh, Gordon, Samantha and Francheska, 7 grandchildren: Aries, Delana, Tessa, Brock, Wyatt, Jana and Zane, his mother Evelyn Stevens, brothers Michael (Doris) Roberts, William Roberts, Paul Stevens, Erik (Cari) Stevens with their children Holly and Heidi, and his sister Ingrid Stevens with her children, Ericka, Lewis, Jenna and Lilly. He was predeceased by his father Harry Roberts and his step-father Mark Stevens. The family wishes to thank the Elk Valley Hospital staff, S.T.A.R.S. and the Foothills Hospital C.I.C.U. for going above and beyond in their care for Dan.
