Call it backcountry multitasking. Former Ministry of Forests, Lands and Natural Resource Operations compliance and enforcement officers can now enforce a broader range of natural resource legislation as they deal with managing the B.C. backcountry. Through additional training in the other acts, particularly the Water Act and Parks Act violations, newly minted natural resource officers can now wield an expansive scope of laws on any given scene in the B.C. backcountry. Previously, compliance and enforcement officers could only enforce acts they were specifically des-

ignated to uphold— something that limited them when they had to deal with incidents involving public drinking water.

A single Natural Resource Officer can now respond to violations covered by more than one natural resource act Now as natural resource officers, they will be able to enforce a broader range of statutes, shorten response time (instead of three or four staff that may have been required previously) and improve their effectiveness in the field. The new Natural Resource Officer designation is a result of the Natural Resource Compliance Act introduced in fall 2011 and came into effect on March 15, 2012. The Ministry of Forests, Lands and Natural Resource Operations currently has 169 compliance and enforcement officers, of which 156 are dedicated to carrying out inspections and investigations. More than 11,000 inspections are completed each year to assess compliance with provincial laws that fall within the Ministry of Forests, Lands and Natural Resource Operations’ mandate.

2012 Prius C by Nelson Star staff MEGAN COLE If Nelson Toyota wanted to give me the 2012 Prius C I would happily take one. The first thing that struck me about the Prius was how quiet it is when it runs on electric mode. I had never driven a hybrid before and actually had to ask if it was on. For someone who loves to listen to music while I drive I loved how all the controls were at my fingertips located on the steering wheel. The great electric steering and turning radius was great for maneuvering the Prius in tight spaces like the parking lot at the Lakeside Park field. When I first saw the Prius I noticed how small it is, but it is spacious on the inside with lots of legroom for the driver and passenger. The Prius is a great commuter car and fun to drive for weekend adventures, and fun around town. KAREN BENNETT The Prius C was a great little vehicle to drive. It is the smallest of the Prius family and would be a perfect second car for our busy family. It has room for five, four comfortably with ample leg room, and a great split fold-down in the rear seat for grocery shopping. With multiple trips back and forth across the orange bridge each day shuttling kids to activities and their jobs, the Hybrid Synergy Drive is a great feature to save on fuel costs. This hybrid has quick delivery on start up and definitely has passing power. I loved the feature when the car is shut off. A little message appears that tells you how far you drove on that trip, and how much money you saved in gas with the electric feature. It is a cute little affordable car with all of the great Toyota features like Bluetooth, voice control texting, an ipod jack and cruise control. This would be an ideal car for empty nesters, a young professional or a commuter car for a busy family. DL6970

SLOCAN — As a writer in the prime minister’s office in the mid-1970s, Joy Kogawa asked the national monuments board about commemorating the sites of former Japanese Canadian internment camps like those in the Slocan Valley. They replied the government didn’t wish to remember those events. Though disappointed, “I thought someday it will happen. And here it is.” On Saturday, Kogawa, whose family was interned at Slocan City, returned to unveil an interpretive sign at Lemon Creek — the first permanent acknowledgement of what occurred there during World War II. Kogawa, whose ac-

claimed 1981 novel Obasan is partly set in Slocan, told the large crowd gathered that she was “overcome” and “deeply grateful.” “What we have here is the will of the people to remember and make significant the lives of people who have to a large extent disappeared,” she said. “We are all here in this act of memory. This act of saying ‘This was significant.’“ As cruel as the internment was, Kogawa said, the post-war dispersal policy was worse: it insisted internees move east of the Rockies or be exiled to Japan. Her first published work was about a little boy who moved to the Prairies but wanted to return to the mountains. “That was my story. I loved Slocan. Apart from the feeling of

prejudice that did exist here, the mountains, trees, grass, lillies, fiddleheads and mushrooms we picked — all of that I loved.” On Saturday Kogawa also climbed the local bluffs of her childhood and “it was so fun and grounding to remember and feel. That happiness was back.” A few kilometers away, Aya Higashi, 92, of Kaslo unveiled

a similar sign at the Popoff farm where she was once school principal. The two fields were home to a combined 2,800 people uprooted from the west coast in 1942 during wartime paranoia. Advanced education minister Naomi Yamamoto’s parents were among them: her father at Lemon Creek and her late mother at New Denver.

In 2009, Yamamoto became the first Japanese Canadian elected to the BC legislature. Last month, she introduced a motion in the BC legislature calling on the province to apologize for its role in sanctioning and encouraging the internment. It passed unanimously. “Like many people of Japanese descent uprooted from their

homes, my parents didn’t talk a lot about this when they were raising a family,” she said. “It was through stories like Joy Kogawa’s that we were first introduced to some of the injustices and hardships my parents went through.” Roy Inouye, past president of the National Association of Japanese Canadians, called the signage ceremony “long overdue,” and said it was the third major event marking the internment’s 70th anniversary. In addition to Yamamoto’s motion, the University of BC recently granted honourary degrees to Nikkei students who were prevented from graduating. Created by Kaslo’s Ian Fraser and erected by the Slocan Valley Heritage Trail Soci-

ety, the signs include photos, diagrams, and first-person accounts of life in the camps. Rory Lindsay of the trails society said they felt it was an important story to tell. “I’ve always been amazed so much happened in that field, yet there’s no trace. People walk by and have no idea what happened there between 1942 and 1946. It just didn’t seem right that it was unmarked.” Lindsay added it’s significant that it wasn’t the people who directly suffered the injustice who initiated the signage: “What it’s saying is this event is not just a story that belongs to Japanese Canadians but to all Canadians.” Over 100 people attended the signage ceremonies and the reception and banquet that followed.

For most people gardening is a way to relax and relieve stress, but with the repetitive motion and possibility of stressing joints and muscles that come with it, gardening can sometimes add more pain. That’s why Sarah Taylor will be putting on Ergonomics for Harmonious Gardening this weekend. The event, which takes place at the Rossland Community Garden this Saturday, will teach movement and alignment techniques to increase pain-free movement in the garden setting. Taylor is a local occupational therapist and structural integration practitioner who specializes in the movements of the body and ways to minimize the tension that will bring about pain later. She will focus on gardening activities, body positioning and environmental awareness which includes actively exploring standing, walking, kneeling, bending, lifting carrying, pushing, pulling and use

The other two fetched $88 and $90. • An ornate porcelain vase depicting the Rossland post office sold for $69 US. It was made in Germany and probably dated from not long after the building’s completion in 1901. A 1929 fire destroyed the mansard roof and third floor. The seller was in Tacoma. Part of a series on Kootenay memorabilia. A beautiful postcard of the CPR shipyard at Nakusp showing the SS Bonnington in the later stages of completion sold for $132.50 US on eBay recently. The Bonnington was one of three fourdeck sternwheelers launched by the CPR before World War I. (The others were the SS Nasookin on Kootenay Lake, and the SS Sicamous on Okanagan Lake.) It plied the Arrow Lakes during the summer from 1911 to 1931 and was later sold and dismantled. In 1960, the remaining hull sank near the shore at Beaton. It was located there 30 years later by the Underwater Archaeology Society of BC. The postcard’s seller was in Portland. • A colourful stock certificate from the Galena Creek Mining Co. of Lardeau sold last month for $55 US. It’s dated November 26, 1900, made out to Mary Douglas of Pittsburgh, and good for 1,000 shares. The certificate is signed by president J.A. Marshall and secretary Vernon H. Cowsert.

Welcome to our new regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.

‘Choosing From Within’ (painted steel) Bright red and over 6 feet tall, Alisa Looney’s ‘ Choosing From Within’ is a standout, literally. Visually vibrant, her entry is all free-flowing form and movement, in part inspired by Looney’s years of experimental dance and movement. The human figure depicted is on one knee, the other leg splayed widely and the head and body unfurling. An angled and bent arm over the head is countered by the other stretched straight up in in the air. The curving form is heightened by spiraling cut-outs, creating a dynamic movement within the work. Carefully designed and shaped pieces of metal accentuate the open spaces between them, and play against each other to realize the form. Stylized details of muscles, spine, ribs and pelvis are apparent. The strategically perforated mild steel is enhanced by its brilliant finish. “The open spaces create a lightness in the metal, allowing the form to feel as if it is unbound, moving freely through space,” says Looney. “The sculpture encapsulates the authentic moment of choice, when we say “Yes!” to life. Trusting our inner wisdom allows clarity of body and mind.” Indeed, all of her sculptures implicitly and passionately express the joy of movement and the beauty found in it. Her stylish figures grace public spaces in communities throughout the Pacific Northwest. Three installations have won “People’s Choice” purchase awards, in Cannon Beach and Lake Oswego in Oregon and in Puyallup, Washington. ‘Roll and Play’, an effusive, playful study in sunny yellow was purchased by the Maryhill Museum of Art near

Goldendale, Washington. It was recently selected to be the feature sculpture of their new plaza, and pictured on the New York Times Arts section front page as part of a story on the museum. Artistic by nature as a child growing up in northern Idaho, Looney graduated from Boise State with a degree in Fine Arts. She began working with metal as a silversmith and since 1998 has used steel as a preferred medium. Looney owns and operates Vision Design located in Portland, Oregon where she lives with her

Grand Forks Secondary School (GFSS) Grade 12 students celebrated their graduation with family and friends at the Grand Forks Arena on June 16. Dressed in traditional black gowns, graduates assembled to receive their diplomas and hear some inspiring speeches. “For the first time in many, many years, every graduate that

was eligible to graduate has made it to the very end. I’d like to congratulate all of them,” said GFSS Principal Scott Stewart. “To achieve that task is a lot of hard work and dedication from our students and staff, so I’d like to give kudos to our teachers and support staff for their hard work.” Tracey Garvin, the parent speaker of the night, pointed out that they have a bright future ahead of them. “Some will fail,

think it’s safe to say thank you to all our parents and guardians for supporting and encouraging us. Growing up in a small community, a lot of us have known each other before school started.” In reference to a song by Taylor Swift, Laudrum noted, “The past 15 years have not been an easy ride because when someone tells you they love you, you’re going to believe them.” He continued

Education Science Camps are scheduled to hit Grand Forks and Christina Lake SUBMITTED

Selkirk College will be running three science camps this summer for youth ages 6-12 years of age. Camps are three days in duration. Two will be in Grand Forks and one at Christina Lake (Christina Lake Welcome Centre). The camps have a fun, interactive learning environment which includes some basic electricity, chemistry, physics, and biology. Par-

Federal Government’s 2012 Budget Bill (C-38) With no other explanation, other than to dismiss the legislation as “unnecessary red tape,” one deeply buried line of Bill C-38, the Conservative government’s 2012 Budget Bill states: “The Fair Wages and Hours of Labour Act is repealed.” And with these 10 words the Conservatives ‘Trojan Horse’ bill, as it has come to be called, will wipe out a 1985 law requiring that successful bidders on federal construction contracts must pay the prevailing wage and overtime after 48 hrs/week whether unionized or not. This Act was meant to take wages out of competition so that contractors would win a contract based on merit, skill and productivity, and not on their ability to find the cheapest labour. One of Canada’s largest consumers of construction industry services is the federal government, and includes military bases, prisons, ports, banking and telecommunications. Since the federal Canada Labour Code applies to projects that cross provincial borders this legislation will also enable cheap construction of pipelines, as the contractors will no longer be subject to federal fair wage standards. Combined with other recent Conservative legislation that allows contractors to get temporary foreign workers within 10 days, eradicating fair wages and hours from the law is yet

another nail in the coffin for Canadian labour rights. International brokers, or as NDP MP Pat Martin recently described them, ‘labour pimps’, peddle foreign workers from all over the world for construction projects.

It doesn’t take imagination to see how such easy access to cheap labour will drive down construction costs on the backs

of Canadian workers in the largest-employing industry sector in the country, and the trickle-down effect this will have on the economy. We must never forget the government’s $50 billion theft of the Employment Insurance (EI) fund that was turned into slush fund of tax deductions for the richest corporations such as banks and oil companies. I say richest corporations because companies that were breaking even or losing money, like those in the export sector hit hard by the downturn in the global economy, were not eligible for these benefits. Of course they still had to pay into the stripped EI fund which currently denies claims to 60 per cent of Canada’s unemployed workers. On top of all that, once C-38 is passed, eligibility will become much harder and it will be up to the minister to decide who can collect. The government insists these and other measures, like habitually destroying collective bargaining negotiations with back-to-work legislation, will be good for the economy. In my opinion, what is good for the economy are well-paid workers with enough security to buy homes, support their communities and shop in local businesses, not people who are driven to the poorhouse by a government intent on eliminating every opportunity to do so.

Tip of the Week: Summer Solstice this year occurs on June 20 at 4:09 pm PST. Of course, this marks the ofďŹ cial beginning of summer. In the Southern hemisphere the opposite is true, it is Winter Solstice. Interestingly, despite this polar opposite seasonal round, the Astrology systems of the Northern Hemisphere still apply and produce accurate results for those living south of the equator. It has been argued that this is because there is only one ofďŹ cial Pole Star, at a time that is. Currently it is Polaris and has been for about the past 5000 years. In around 3000 AD, due to the 26,000 year Precession cycle, Gamma Cephei will become the pole star. In about 5200 AD the earth’s magnetic pole will have shifted to Iota Cephei. Then in 10,000 AD Deneb, a ďŹ rst magnitude star will be within 5° of the North Pole. Polaris becomes the North Star again around 27,800 AD. In 3000 BC the faint star Thuban in the constellation Draco was the North Star. In regards to seasons, these will remain rhythmic and steady as long as the Earth maintains it predominantly 23.4 degree axial tilt, which is held ďŹ rmly in place by the Moon. The almost 26, 000 year Precessional cycle has little to do with the seasonal round. Thus, monuments the world over built centuries and even millennia ago continue to work. Of course, a displacement of the earth’s crust would have a measurable effect on Summer Solstice at Stonehenge and so on. Western Tropical Astrology devised by the ancient Greeks is based on this steady seasonal round and that is why it works with remarkable accuracy to measure character and predict the timing of cyclic turns and outer events.

$15 Million allocated for zinc-related kids’ health (Marketwire - June 14, 2012) - Today, Zinc Alliance for Child Health (ZACH) partners Teck Resources Limited (Teck), the Micronutrient Initiative and the Canadian International Development Agency (CIDA) signed the “Declaration on Scaling Up Treatment of Childhood Diarrhea and Pneumonia” and are allocating $15 million to treat diarrhea in high-burden countries. Diarrhea and pneumonia are the leading killers of children under the age of five worldwide and are responsible for 29 per cent of all child

deaths. Yet many of these deaths occur in just 10 high-burden countries and can be prevented with a highly-effective treatment that combines oral rehydration salts (ORS) and zinc supplements, costing as little as 50 cents. At present fewer than five per cent of children in need are receiving the recommended treatment. ”Using zinc supplements, along with ORS, to treat diarrhea not only helps children get better faster, it can even save their lives. It could very well usher in the next revolution in child survival, if we can accelerate its use,” said Venkatesh Man-

nar, President of the Micronutrient Initiative. “New national plans in high burden countries provide a perfect marriage of plans, opportunity for support, and potential for impact.” ZACH is a publicprivate partnership between the Micronutrient Initiative, Teck and CIDA. It is dedicated to reducing child deaths from diarrhea through zinc and ORS scale-up.
