The provincial government recently introduced Bill 32, the Energy and Water Efficiency Act, to help reduce consumers’ energy bills and lower operating costs for British Columbia businesses. The legislation replaces the Energy Efficiency Act. The bill expands the types of products to which energy-performance requirements can be applied. Standards are currently in place for electronics and some building components, such as windows. With these changes, the provincial government will be able to enact guidelines for water products, such as toilets and faucets, as well as energy systems like compressed-

air and water-heating systems. Administrative penalties will be put in place by regulation. These penalties will help to ensure manufacturers, distributors and retailers comply with energy-efficiency guidelines. As a result, British Columbians will be assured products meet these requirements and help control and reduce energy costs. Industrial energy consumption accounts for about 42 per cent of B.C.’s energy use. Bill 32 will enable industry to compare energy-performance standards that can be used to drive cost savings. As a result of this change, it is anticipated large energy consumers in B.C.,

Williams Lake and District Credit Union’s board of directors announced Jim Zimmerman has been appointed chief executive officer effective Aug. 1. Zimmerman has spent the past 27 years working for credit unions and the credit union system in Saskatchewan. Holding increasingly more responsible positions over the years, he held the role of CEO in Biggar, Whitewood and Debden, Saskatchewan and worked as a contract manager for Saskatchewan Central Credit Union. He will be leaving his current position as regional vice-pres-

The South Cariboo Chapter of the Back Country Horseman hosted 227 participants at its annual general meeting and Rendezvous at the 100 Mile & District Outriders Club grounds, May 31-June 3. The Back Country Horseman of British Columbia has 18 chapters and the AGM/ Rendezvous held at a different venue every year. Chapter chair Peter Reid said that the Rendezvous was “fantastic.” There were numerous educational seminars, Peter Reid including talks about evasive weeds put on by the Cariboo Regional District and vet speech on equine health issues, he adds. Reid notes the two biggest hits with the participants were Elisa Marocchi, an Equine Canada certified driving instructor, who put on a driving clinic and she also went over what makes a trail horse a good driving horse, and Carolyn Dobbs who put on a trail class. The great turnout showed the community is behind these types of events, he says, adding the attendees from around the province loved the community and thought the area was fantastic. Reid says he appreciates everyone in the community who contributed to the event.

Roving reporters write about their school This month, Brandon McMillan, Riley Jones and Aaron Graham are the Buffalo Creek roving reporters. We hope you enjoy this article. On May 25, the Grades 4-7 class went to Lac la Hache Elementary School for the Softball Jamboree. We had lots of fun playing on mixed teams from the other small schools in the south end of the school district. At our Recognition Assembly, these students were recognized for good deeds and book awards: Tyler Guimond, Jade Paul, Riggs Daigle, Devon McMillan, Dayton Butler and Lorna Dixon. Lone Butte Rocks Community Celebration By Karen Schuurman Residents and business owners alike are excited about the Lone Butte Rocks Day on June 23. The brainstorm of Heather Nelson four years ago, Lone Butte Rocks brought community groups and business owners together to organize a day of fun and celebration in our community.

Heather Nelson The first year was low key with business owners holding customer appreciation sales and barbecues. Community groups put together a flea market and craft bazaar. In the three years following, it has grown to include numerous community group displays, a poker run that familiarizes participants with community businesses, a kids zone and entertainment on the Rotary stage. The entertainment will include a Tai Chi demonstration, belly dancing, and four musical performances. Remember to get your name in early for the popular pieeating contest at high noon. A new thing this year will be a Lone Butte Rocks evening dance at the community hall with Mark Allen providing the music. Tickets are going fast, so pick yours up at the general store now if you want to take it in. “During the first three years, money spent on advertising the event came out of the businesses’ and associations’ pock-

ets,” says Nelson. This year, thanks to Lone Butte Horse Lake Community A s s o c i a t i o n (LBHLCA) president Christine Gallagher, the event received a grant from the Cariboo Regional District. The extra funds are greatly appreciated, and allowed events to get a bit bigger and add a few more fun activities for the day. Without all the time and effort of everyone in the community and the numerous volunteers, this day would not be possible, says Nelson. ”I can’t say enough about the support from the businesses and the associations, or about the hard work that all the volunteers have done and are doing.” Mark Roseboom of Lone Butte Sporting Goods says Lone Butte Rocks is great for the businesses in the area. “It gets people out to see what we have in our community.” Gayle Jones of the Lone Butte Historical Association notes the event boosted their yard sale profits, and with it being a main fundraiser for the year, it was greatly welcomed. Association memberships were also increased, as education about the rich history or the area is delivered to visitors, she adds. Lone Butte Volunteer Fire Department chief Jaret Scott says he sees the day as a great way to promote fire safety and education, offers an opportunity to attract new recruits and just let the public see what goes on Lone Butte. As a resident who is quite involved in the community, a member of the LBHLCA and the community column writer, I see Lone Butte Rocks as being a wonderful way to get together and have fun with friends, while meeting new ones, too.

Top 10 invasive plants in the area This continuing series of articles highlights the most common invasive plants found in the South Cariboo, and how to identify them, with information and photos provided by the Cariboo Regional District. Invasive plants have the potential to pose undesirable or detrimental impacts on humans, animals or ecosystems, and are often mistaken for wildflowers because of their rapid spread through urban landscapes, agricultural lands and ecosystems. There are currently 30 different invasive plants in the Cariboo region, and this number growing over time. All pose a significant threat in many ways. Number 9 on the Top 10 list: Knotweed Four invasive species of knotweed, Japanese, Bohemian, Giant and Himalayan, have escaped from gardens in communities across British Columbia.

There are four different invasive species of knotweed in the Cariboo, including Japanese, Bohemian, Giant and Himalayan. Knotweeds may grow up to five metres tall and can restrict access to waterways. These perennial ornamentals can grow from one to five metres tall with hollow stems and look similar to bamboo. Knotweed spreads rapidly, mainly by the roots, which can reach three metres deep and 20 metres laterally. The plants can increase soil erosion greatly because their roots don’t hold on to the soil well, and they can eliminate or reduce people’s recreational access to water bodies. Law opens door to aboriginal development By Tom Fletcher Black Press

The B.C. Liberal government has introduced legislation to allow provincial laws to apply to two major developments on Aboriginal reserve land. A liquefied natural gas project on a Haisla Nation reserve near Kitimat and a fourtower condominium commercial development on a Squamish Nation reserve in West Vancouver will be subject to the British Columbia Building Code and environmental regulations once federal and provincial laws

are harmonized. Currently, reserve lands are subject only to federal laws under the Indian Act, which prohibits the sale of reserve lands. B.C. Aboriginal Relations Minister Mary Polak said the changes were sought by the Haisla and Squamish because they create certainty for private investors to finance and build the projects. “This is really a historic opportunity to begin to regularize the types of developments that take place on reserve.” Kitimat LNG, a consortium led by gas producer

Apache Corp., hopes to have the first of two proposed LNG processing lines completed by 2016 on a vacant Haisla reserve at Bish Cove, a site on Douglas Channel. It is one of two proposals in the area to liquefy gas from northeastern B.C. and load it on pressurized tanker ships for export. Haisla Nation Chief Councillor Ellis Ross called the LNG proposal “a gamechanger for the Haisla people.” He added the federal and provincial legislation will clarify regulation as well as investment certainty. The new law will

allow the LNG project to be governed by B.C.’s Oil and Gas Commission along with the rest of the petroleum industry in the province. Polak said the federal legislation, and its provincial counterpart, are needed for the Kitimat LNG investors to make their final financing decision this fall. The Squamish Nation proposal is for 600 condominium units with retail space in four towers next to Park Royal shopping centre in West Vancouver. The

legislation would not allow units to be sold, so they would be leased. The legislation includes a framework for the Squamish Nation to contribute to roads, water and other services needed for the development, and to register the property with the provincial land title system. “We have been working in partnership with local, provincial and federal governments on this initiative because we believe it will enable our lands to

BC Hydro Smart meter complaint rejected By Tom Fletcher Black Press

The BC Utilities Commission (BCUC) has dismissed a complaint by an anti-smart meter group trying to put a stop to BC Hydro’s installation of the meters. Citizens for Safe Technology applied to the commission in late December seeking a “freeze” on the installation of wireless electricity con-

sumption meters. Lawyer David Aaron argued the B.C. Liberal government’s Clean Energy Act exempts the installation from BCUC approval, but the legislation doesn’t cover the “wireless and snooping component of the smart meter program.” The BCUC found the term “snooping” referred to a radio chip in each meter that would only be activated if the customer wishes to install an in-home feedback

device to show electricity consumption readings from the meter on a small wall display. Once the smart meter system is complete, BC Hydro customers will be able to review their consumption by logging into their online account, which currently displays BC Hydro bills and a summary of manual meter readings and estimates of consumption. The in-home display is an option to make tracking

consumption more convenient. In its submission, BC Hydro stated the chip is not capable of collecting or storing data, “real-time collection and monitoring of detailed information” or remote control of networked appliances or systems. The BCUC also noted the provincial legislation did not prescribe any particular kind of meter, but left the technical details to BC Hydro engineers.
