Reduced costs help trustees balance their 2012-2013 budget

More teachers coming to Surrey by Sheila Reynolds THERE WILL be 57 new teachers in the Surrey School District come fall. The Surrey Board of Education passed its preliminary operating budget for the upcoming 2012-2013 school year Thursday night, which included the additional teacher hires, as well as 87 more education assistants. The total budget for 2012-2013 is $582 million, which includes $567.5 million in provincial government grants and $14.6 million in districtgenerated revenue from things such as facility rentals, international student fees and corporate advertising. Eighty-seven per cent of Surrey’s dollars, said Trustee Terry Allen, who chairs the budget committee, is Terry Allen allocated to classrooms and instruction. Two per cent is spent on administration, while the rest goes to maintenance and transportation. The budget shows number of support staff district-wide is slated to rise by seven, while there will be two fewer principals.

Lord Tweedsmuir Secondary says her son is facing punishment that far exceeds his crime. On June 14 during the lunch hour, the senior students dropped their clothes and ran through the school naked. Such shenanigans, according to some parents, have become a traditional graduation prank at the school. But principal Allan Buggie, who has been at the school for two years, is not turning the other cheek. He suspended the students for

three days and told them they were not allowed to attend the capand-gown Grade 12 commencement ceremonies. One of the streakers, Dwight Lilly,17, and his mother Debby are not happy with the punishment meted out by the school principal. “He just said his mind is made up. It’s not changing, and that’s the way it’s going to be,” Debby Lilly said. “He said there are no pranks at his school.” She said the consequences represent a new level of punishment for the offence.

THE NEW RCMP headquarters in Surrey will include a mess hall – with alcohol on tap – if an application for a licence is approved by city council. E-Division, a $263-million building currently under construction in Green Timbers Urban Forest, will be home to close to 2,000 Mounties and support staff. It’s traditional that RCMP division headquarters include a mess hall for the use of off-duty officers. The Green Timbers mess hall will seat 500, and according to the application, will be allowed to operate from 11 a.m. to midnight daily, and until 2 a.m. Friday and Saturday. “Currently, the Bernie Conroy mess in Vancouver is open from about 3:30 (p.m.) to about 8 o’clock at night,” RCMP Cpl. Bernie Conroy said, adding there are tight controls around alcohol consumption. And if someone has had too much, the membership has a safe ride program where the Mountie can take a taxi home for free. Conroy also notes that the mess hall is paid for entirely by the RCMP membership, much like a legion hall. He said the facility will be used for other functions besides imbibing. “Most days it will be simply used for other things, meetings, charitable events, veterans’ functions that happen during the day,” Conroy said. The mess hall will be similar to the one at E-Division’s current Vancouver location on Heather Street.

casino in South Surrey has the green light – depending on approval of city council. On May 30, The Leader first reported that the City of Surrey, Gateway Gaming and Entertainment, and the B.C. Lottery Corporation (BCLC) were working on plans to shut down Newton Bingo Country

at 7093 King George Blvd. in favour of a $100-million yet-to-be built facility in South Surrey at 10 Avenue and 168 Street. On Thursday night, Jim Lightbody, B.C. Lottery Corporation’s vice-president of casino and community gaming, told the Surrey Board of Trade (SBOT) the South Surrey casino could be up and running by 2014 if council approves the plan. Lightbody bracketed his speech by talking about the importance of exercising social responsibility in how casinos are located, noting there are a lot of positives about the South Surrey locale. Newton Bingo Country will close when the South Surrey location is ready, he said. Mayor Dianne Watts told The Leader last

month she won’t be heartbroken to see the facility leave Newton. “I just think that the Newton site was not appropriate, and I know that many of us struggled with that site, but supported it because the non-profits were (previously) getting the dollars,” Watts said. The Newton site has been fraught with controversy since it was first proposed by Surrey council. It was the subject of a highly contentious public hearing in 2009, when gaming critics were pitted against not-for-profit organizations, which rely heavily on gaming revenues. The increase is in line with the 1.9 per cent increase in the Consumer Price Index for Vancouver in the past year. The Surrey board’s wages now total $217,300 – less than Coquitlam and Vancouver, which have nine elected trustees apiece – despite Surrey’s much higher student enrolment. Trustee honorariums are reviewed annually. Surrey trustees got a 2.6 per cent raise last year.

Surrey is expecting 70,440 students – up about 150 from this year – in September, the most kids of any district in the province. While some school boards in B.C. are struggling to submit balanced budgets, which is required by law, Surrey has managed to balance the books thanks to one-time savings during the current year on things such as snow clearing and utilities, as well as higher-than-

budgeted revenues. Trustees in Cowichan have voted to submit a deficit budget to government to demonstrate how much they say is truly needed to run that district. B.C. Minister of Education George Abbott has threatened to fire the trustees if they do so. All boards in B.C. must submit their budgets by June 30. Final adjustments to Surrey’s budget may be made after Sept. 30, when actual student numbers are tallied.

He said schools set out clear expectations about grad pranks, because Surrey, as in other districts, has had incidences where the pranks have been harmful. “I can tell you, commencements have been the stakes at other schools where pranks have occurred,” Strachan said. “Certainly having seniors streak through a school where there are also 13-year-old girls in hallways,

Cloverdale: Chamber opposes plan

After a marathon meeting, council passed the gaming expansion in Newton on a five-to-four vote, even though it contravened the city’s own gaming policy. The company that won the rezoning later flipped the property to Gateway Casinos and Entertainment, which is now at the forefront of the move south. The promise of $25 million worth of improvements on the Newton property died with the change in ownership. City councillors and members of the public said they no longer wanted the Newton facility. Meanwhile the South Surrey location – currently undeveloped green space – is the planned site for the $100-million development, including a 200-suite, four- to five-star hotel, 600-seat convention

centre, and casino. The project is expected to create 1,000 construction and 500 fulltime jobs when approved. Anita Huberman, CEO of the SBOT, said the board was pleased to hear the announcement. “We are great proponents of additional banquet space, corporate, professional banquet space,” Huberman said. “I think it’s a good move.” The bottom line, she said, if it’s the right development, it will be great for business and good news for Surrey. “We need to have high-level acts, like the River Rock and Red Robinson Theatre (in Richmond) have, to drive traffic into Surrey. We’re going to be the largest city in B.C.” Some members asked whether South Surrey was the right location, or whether the city needed

another casino at all, when there are casinos in Langley, Coquitlam and Richmond, Huberman acknowledged. “But in my mind, we need to have something first class here in Surrey,” Huberman said. However, the Cloverdale Chamber of Commerce isn’t so enthused about the plan. At its last meeting, the chamber voted unanimously to “support Fraser Downs Racetrack and Casino as the primary casino in Surrey,” Chamber president Brian Young said. “The business community in Cloverdale is highly dependent on this anchor to bring in, and keep the consumers in Cloverdale.” The Cloverdale Chamber of Commerce has requested a meeting with BCLC as soon as possible to address its concerns. kdiakiw@surreyleader.com

‘Experience’ can wait

he provincial government continues to throw millions of dollars towards Experience the Fraser, a plan to link existing parks and trails along both sides of the river from Vancouver to Hope. Most of the money, $2.5 million initially, went towards developing a concept plan – mapping out the hiking and biking trail links. But because of private property – some of it occupied by industrial businesses, such as saw mills, and even more of it being native land – the proposed trail has to go around them, for now. While connected by a line on a map, the trail in some areas would consist only of a road shoulder and some signs indicating the route. So it’s not really one, long connected trail, but a series of independent existing ones. Abbotsford-Mission MLA Randy Hawes suggests a small park fee be added to municipal taxes to purchase private riverfront property if or when it becomes available, to expand the route and fill in the gaps. It’s a nice idea, but a costly one. And would such a trail, if completed, really attract tourists? Where’s the economic return if they’re just bypassing through towns? Remember the Trans Canada Trail? Who uses it? Who cares? Lower Mainland residents have a plethora of trails they use in abundance already – and some make up part of the Trans Canada Trail and Experience the Fraser. Metro Vancouver says little money is currently available for pursuing the Experience trail system, which would require many, many millions to complete. In the present economic climate, this has to be a lower priority. Keep investing modestly in regional parks development and maintenance. Experience the Fraser can wait. – Black Press

This news was delivered in the annual “Income of Canadians” report last week. The share of people who fall below the federal Low-Income Cut-Off (LICO) went from 9.5 per cent to 9.0. The CBC couldn’t bring itself to admit any actual improvement, reporting on its website that the number of people with “low income” was about three million, “virtually unchanged from 2009.” Other media outlets followed the unwritten rule that nothing remotely positive must be presented as news, particularly if it reflects positively on a rightwing government. (Plus they had the Montreal body-parts case to update each day.) This information likely won’t have any effect on the political discussion about “poverty” in B.C. The LICO survey will continue to be used as a measure of absolute poverty, despite the fact that it isn’t. It’s a relative mea-

we now have a North American society where one of the most reliable indicators of poverty is obesity. This often gets explained away with a popular theory that poor people are somehow forced to eat fast food and drink pop because they can’t afford healthy food. People who advance this theory presumably don’t do much grocery shopping. There are plenty of processed, sugary, fat-laden choices at the supermarket too. Given basic cooking skills and some effort, it’s easy to demonstrate which diet is cheaper as well as healthier. Most immigrants know this. Which diet you choose isn’t a function of money, but rather one of education and self-discipline. There is genuine poverty in our society. We need peace of mind with parking Use both I HONESTLY love Clayton Heights for its

multiculturalism and friendliness, but feel as though my only negative issue is back lane parking. Suites, illegal or not, will hold friends, family, guests and tenants. I feel as though lawabiding citizens should not have accessibility to their homes restricted. No one should be parking across from their garage door where there is less than three metres clearance with the parked vehicle (this is actually a city bylaw), never mind having

a stranger park in your driveway and inform you that they are just visiting someone on the street for a while. Street parking is for everyone and finding a parking spot can be difficult at times, just as finding a parking spot at the local mall is, but having the convenience of being near your residence made difficult or non-accessible is ridiculous. Yes, I was aware that street parking was an issue when I bought my home in Clayton Heights, but I didn’t think that accessibility to

my home would be a major concern. When I contacted the street traffic and engineering department, they informed me a petition would have to be in place or I should just move to the other district, meaning Langley. I don’t like the option of moving as I stand by the fact Surrey is a spectacular community to be proud of and I remain hopeful that the city will take further action by enforcing their bylaws. S. Female-feticide is a disturbing tradition that has garnered increased attention in recent weeks, and I appreciate the willingness of Japreet Lehal to courageously speak about the topic through his regular column in The Surrey-North Delta Leader. The fact that this horrific procedure can be obtained and tax-funded in Canada, a nation which otherwise has such a high standard for human rights, is appalling. Mr. Lehal rightly calls on his fellow youth to raise their voices against this practice. But I believe that education and awareness alone do not go far enough. For example, Canadians would not have been satisfied if we had addressed child labour issues with education programs only and never passed child labour laws. So also, Canadians certainly should not be content with education as the only tool used to counteract the killing of pre-born females either. Clearly, the government has a role to ensure that the human rights of pre-born females are not violated, simply because of their gender. That is why Canada needs a law to end this misogynistic practice. Over 90 per cent of Canadians agree that aborting for gender reasons should be illegal. It’s time for the government to act. rey council’s unelected opposition” described the party as “left-leaning.” The Surrey Civic Coalition has never described itself as such, but the label keeps being applied year after year. On the other hand, Dianne Watts’ governing party, which takes close to $1 million from developers and the firefighters’ union at election time, is never described as “right-leaning.” In the interests of journalistic fairness, it is best to label all parties or none at all. The SCC certainly has left-leaning members, but it also has rightleaning members who question why mayor and council do not pay taxes on their full salary, why they are borrowing so much money to build a palatial city hall, why large utility fee increases go unreported, and why they ignore their own by-laws, such as on secondary suites.

It is not only the Pattullo Bridge that needs replacing. Reports indicate the railway bridge is overdue for replacement. Whey not combine the two bridges and save some money? Tolls might not be necessary. This would require a doubledecker bridge, with the heavy train on the lower deck and road traffic on the upper deck. The new route could follow the railway right-of-way out of the city of New Westminster, since the Royal City is too uppity to appreciate any business with Surrey. ing group in the fall to examine how best to address homophobia in schools. The move came Thursday evening after presentations from two high school students and representatives from the Surrey Teachers’ Association and CUPE local 728, which represents school support staff. The speakers were asking specifically for the standalone anti-homophobia policy similar to those that have now been adopted by 18 other B.C. school districts. However, also on the agenda for the evening were amendments to Surrey’s current Safe & Caring Schools policy and anti-discrimination & human rights policy so include homophobia. Trustees approved the changes to existing guidelines, with the exception of Charlene Dobie, who wanted time for district staff to consider them in

Vancouver City will join Coquitlam in signing a controversial new 20-year RCMP contract despite deep concerns among the hold-out cities about the costs that will flow to them. A few remaining cities, including Richmond, Port Coquitlam and North Vancouver District, are still weighing whether to sign ahead of a provincially imposed end-of-June deadline, which has already been extended twice. The provincial government has warned it will take responsibility for policing cities that don’t sign by July and charge them full costs, without the 10 per cent federal subsidy that applies to RCMP bills. “It’s not a flip at all,” North Vancouver City Mayor Darrell Mussatto said of his council’s expected reversal on June 25, adding cities can still exercise a twoyear opt-out clause in the contract. His city will take the

and I are, this is just the beginning and I need to work hard to get a chance to play for the Flyers in the future.” The future is a ways off for Willcox. A sixfoot-two, 185 pound defenceman, he will join Cornell University for 2012-13.

A PAIR of Surrey natives headed off to the NCAA in the fall had their names called at last weekend’s National Hockey League Entry Draft in Pittsburgh. Forward Jujhar Khaira of the Prince George Spruce Kings was taken by the Edmonton Oilers, while defenceman Reece Willcox had his name called by the Philadelphia Flyers. Khaira was the second pick in the third round, the Oilers claiming the six-foot three, 195-pound forward with the 63rd pick overall, higher than many expected. He was listed 74th on Central Scouting Services’ final draft rankings in April, the highest rating by a BCHL player. He received an invite to the NHL Scouting Combine, May 28 to June 2 in Toronto, where his stock rose higher. He placed top 10 in four of the physical tests at the combine. He had the seventh longest wingspan, was fifth on the bench press, eighth in strength lifting and fourth in upper body power. Khaira, who has committed to play in the NCAA (National Collegiate Athletic Association) with Michigan Tech for 2012-13, completed his second season in Prince George this past season. The 17-year-old netted 29 goals and 50 assists for the Spruce Kings, almost tripling his production of 10 goals in his rookie season.

He will celebrate his 18th birthday Aug. 13. The Flyers claimed Willcox with the 141st pick in the fifth round. Willcox, 18, has spent the last two seasons with the Merritt Centennials, scoring five goals in each campaign. He was a member

will compete at the US World Cup of Softball. Middle infielder Jen Yee of North Delta

and outfielder Melanie Matthews of Surrey, both members of the 2008 team which

competed at the Summer Olympic Games in Beijing, China, are among the 20 play-

ers chosen following a selection camp in Oklahoma City. Jocelyn Cater, a 17 year-old student at North Delta’s Seaquam Secondary, was also named to the squad. Cater made her debut with the national team at last year’s Scotiabank Canadian Open Fastpitch International Championship at Surrey’s Jen Yee Softball City last summer. The team will begin play at the World Cup, which is also in Oklahoma, tomorrow. The tournament will run through to July 2, after which the Canadian team will travel to Surrey for the July 4-9

Canadian Open. Two other players with a local connection also made the team. Marina Demore of Richmond and Kelsey Haberl of Burnaby each played for the Surrey Storm rep program. Demore currently pitches for the Oregon Ducks of the NCAA (National Collegiate Athletic Association). Haberl, who plays first base, recently completed her collegiate career with the SFU (Simon Fraser University) Clan. She was a member of Team Canada last year, and played at both the US World Cup and the Canadian Open.

Darren was truly happy outdoors; he felt at home living in the mountains with his dogs for weeks at a time or trekking through jungles with friends. Darren was a creative soul and he was excellent at working with his hands whether building furniture or craving soap stones or making jewellery and clocks with the gold he panned. Darren had a mischievous smile, a twinkle in his eye and he lived life with a big heart and open mind. He never judged people, anyone was welcome at his table. He was his own man and lived his life the way he wanted to live it. Predeceased by his dad Walter, survived and so very loved by his mom Clara, sisters Shelley and Lizanne and by his brother-in-law and friend Randy and brother-inlaw Mike, nephew Steven and niece Katie, his special Auntie Diane as well as uncles, cousins and friends. Gone too soon, Darren had lots of living left he wanted to do. We all so wish he could have got to do it and come home and share his stories and pictures with us the way he always has. Darren you are forever loved and you will be missed more than you could ever know, you will always be with us.
