Beaver Valley Youth Council takes shape BY TIMOTHY SCHAFER Times Staff

Youth of the Beaver Valley are now officially politically engaged. With the creation of the inaugural youth council for 2012-2013, young people up to the age of 19 now have a voice through the newly created Beaver Valley Youth Council. The seven-person council—including two mayors—was created on June 11 in Montrose municipal council chambers, said Jill Prince, the Village of Fruitvale councillor charged with overseeing the council. With lots of resources, energy, connections and plenty of communication being amassed, the seeds of a flourishing council are sprouting, said Prince. “We have all of the things to make this thing successful,” she said. Thirteen year-old Casey O’Hara from Fruitvale was elected as the junior youth mayor for the 12-15 year age group, and 17-year-old Anna Cook from Montrose was acclaimed as senior youth mayor for the 16-19 group.

crossed Canada in search of interesting places to live, and fell in love with Kaslo on one sunny Sunday morning. “You feel like you are part of something bigger (here),” said Ednie. “In Vancouver you are walking around and you are just a number. We found there was a little more to life in the Kootenays.”

They found that answer outside. As avid hikers, bikers, skiers and runners, the easily accessible outdoors appealed immeasurably to the couple, and it will be one of the alluring aspects of life in Trail as well when they return for their third year at KBRH in fall.

The council is now looking to hire a youth coordinator to handle the reins of council, to provide some direction and guidance as they make their way through matters. In the contract the council signed with Columbia Basin Trust for an $25,000 annual grant, the initial plan was to spend $5,000 on developing the council, $5,000 for purchasing equipment—building up a store of equipment for use within the region—and $15,000 to pay for activities. The first action of council was to plan an activity: a free bowling party for Beaver

Valley youth on July 6 at Beaver Valley Lanes. “The primary duty of council is to put together activities in support of what kids want to do, and they wanted this,” said Prince. The 12 to 15 year olds are invited to bowl from 6-9 p.m., and the 16 to 19 year olds are invited to bowl from 9 p.m. to midnight. Pizza, drinks and prizes will be provided for both sessions. A fork in the road can give people cause for pause. But a five-cornered fork in the road can give people fits. At least, that is what one Fruitvale resident felt about the village’s infamous five-way intersection at Columbia Gardens South and West, Kootenay South, Mill and Old Salmo roads in the heart of the village. The corner has flummoxed

many new and experienced drivers that come to the heart of the Beaver Valley, with only four of the roads possessing stop signs and a limited field of view on one of the egress points. It was for that reason that Scott Monteith contacted the village about corner, suggesting the village install a roundabout to clarify the situation. But, according to ICBC statistics, there has only been one minor fender bender in

Trail man charged in robbery BY TIMES STAFF A Trail man who robbed the Castlegar Mohawk in February has been charged for disguising his face and committing a robbery. Robert Legget, 40, allegedly entered the Mohawk gas station on Feb. 27 and used a scarf to cover his face. Legget handed the attendant a note. The police report said that it didn’t take the employee long to realize he was in the middle of a robbery, he fled the location to find help. The attendant reported the robbery to Castlegar police after borrowing a bystander’s cell phone. Legget attended Nelson Provincial Court on June 19 and was released from custody. He now has several parole restrictions to adhere to until his next court date, including a curfew.

Teen handed three-month sentence A 17-year-old male was recently sentenced to three months in custody. The male, whose identity is protected by the Youth Criminal Justice Act, was arrested in downtown Trail for possession of a weapon, possession of a controlled substance and failure to comply with a probation officer. He appeared in Rossland Provincial Court on June 18 and pled guilty to the charges.

Spears tops the charts in competition finale BY TIMES STAFF The Kootenays’ Best Singer competition in Cranbrook closed after a tense competition engaged an audience of all ages on Saturday night. Once the dust settled it would be a hometown girl taking home top honors with Cranbrook’s Trena Spears handed the title of the Kootenays’ Best Singer. Trail competitors Colin Lindgren and Katie Loughlin joined the cast of 14 singers who performed one song in the opening round of the competition. Judges selected five singers to advance to the final stage of the competition – Matt Hansen from Creston, duo Jesse Dumas and Jairus Stonehouse from Creston, Victoria Walker from Fernie, Connor Parnall from Cranbrook and Spears Each singer captivated the

State of emergency declared

Teachers’ union president suggests cutting trustees

The Columbia Shuswap Regional District’s Shuswap Emergency Program has declared a state of local emergency in the 2 Mile and Swansea Point areas, and an evacuation order is being enforced by RCMP. The District of Sicamous has also issued a notice asking that residents not use water from the Mara water system.This is a mandatory order as boiling water will not make it safe for consumption. North OkanaganShuswap School District Superintendent Dave Witt says due to flooding and associated safety concerns all schools in the Sicamous area are closed effective Monday until further notice. Heavy rainfall on Saturday evening caused Sicamous Creek to burst its banks and, according to SEP, create a new channel, subsequently impacting residents and businesses in the 2 Mile area. says some 40 homes are affected by the order. Sicamous Mayor Darrell Trouton, who was on the scene in Two Mile Sunday at noon, said the devastating flood had already destroyed two or three homes. Severe flooding occurred when Sicamous Creek diverted after a vehicle and other debris jammed up against a walking bridge farther downstream. “The water flow couldn’t go down to the lake, so it diverted and changed direction, flooding the Waterway Houseboats parking lot,” he says. “If that wouldn’t have happened, the water would have continued flowing to Mara Lake. It might have been frightening, but we wouldn’t be eyeing the devastation we are now.” Shuswap Marine Freight Services has been using their barges to move people and their vehicles to safety. He says officials had been keeping an eye on the creek that was gradually rising on Saturday and managed to get crews into the area to shut down power, water and sewer systems in case there was a break in the system. boat companies, RCMP, Shuswap Emergency Program and District of Sicamous are pulling together. “People are safe, we’re getting them out of there.” Meanwhile, a blocked culvert caused Hummingbird Creek overflow onto the highway at Swansea Point in Electoral Area E of the CSRD. Paiement says there’s an assessment team in the area reviewing the situation and some six homes are affected.

“In both areas, there was a tactical evacuation last night; emergency responders visited every home in the affected areas advising them of the situation,” he says. A local state of emergency was declared for both Swansea Point and 2 Mile on Sunday. Highway 97A remains closed as work crews continue to assess the situation at 2 Mile bridge. In an environment where the government is asking teachers to do more with less, the president of the North Okanagan Shuswap Teachers’ Association (NOSTA) is suggesting the school board do the same. Lynda Bennett addressed the board at last week’s regular meeting, requesting consideration for the reduction in the number of board trustees from nine to seven. She cites declining student enrolment and the fact that the majority of school boards in the province are made up of seven trustees. In B.C., eight school districts have boards with nine trustees, 43 districts have seven trustees and nine districts have only five-trustee boards. While School District #83, is one of the larger districts in terms of geographical area, Bennett points out that one trustee’s area includes only one school, North Shuswap Elementary, while another’s has only two schools – Sorrento Elementary and Carlin Elementary-Middle School. Bennett suggests these two areas could easily be combined, as well as possibly dividing up the Ranchero and Falkland area to eliminate a second trustee. Based on a trustee stipend of $9,800 per year, cutting the board by two trustees would save $19,600. Trustees also claim expenses, but this figure would likely not change, as the remaining trustees would shoulder the workload. School board chair Bobbi Johnson says this issue has been considered in the past, but cutting trustee positions has not proven popular. “The communities want to keep their trustees,” she says. Johnson says the workload shouldered by the trustees isn’t just about a geographical area. “The trustees from some of these areas can be some of the hardest-working trustees, sit on many committees and do a lot of work for the district as a whole.” Bennett says the issue came to her attention during discussions on raising remuneration for trustees, as they are among the lowest paid in the province. Rather than allocate more, Bennett suggests using the money saved from cutting two trustees to bolster the salaries of the remaining seven. This would be consistent with the government’s net zero mandate that teachers are being asked to accept. “Teachers are being told that for two years they need to take zero and then, for two more years, the equivalent of zero. We are told to do more and more with less and less. If this is a difficulty for our trustees, perhaps they can rethink their position on this latest round of bargaining.” Johnson says the issue will come before the board for consideration in September. The earliest the reduction could take place would be after the next municipal election in 2014.

Province aims for easier student loan repayment THE CANADIAN PRESS VICTORIA - Premier Christy Clark says she wants to make it easier for students with low incomes to repay their student loans. Clark has unveiled a plan to ease interest and principle payments for student loans, and in some cases forgive loan payments under what she’s calling the third pillar of her Families First agenda. The other pillars of the agenda include a $5 million plan to help people on welfare and disability ease their way into the workforce and a $66 million program to fight gang

crime. Clark says the student loan program dovetails with a federal plan to help low-income students and families ease their student debt. The premier is also asking British Columbians how to improve provincial daycare and education services by asking for their input at the government’s families-first website. Clark says those public responses will become part of the government’s deliberations for next February’s provincial budget.

PEOPLE OBITUARIES OGLEY, KENNETH STANLEY â&#x20AC;&#x201D; passed away suddenly at home in Paignton, Devon, England at the age of 80 on the 21st of June 2012. Ken was born on the 8th of February 1932 in Doncaster, Yorkshire England to Stanley and Fanny Ogley. Ken was married to Evelyn Anne GrifďŹ ths on June 9th 1951 and after leaving school he joined The Corps of Royal Engineers of the British Army and served in Egypt, Cyprus, Germany and numerous postings in England. Ken earned the Long Service and Distinguished Conduct medal before retiring from the Army in 1967. After leaving the army Ken, Eve and the boys emigrated to Canada and moved to Trail B.C. where three siblings had already moved to. Ken found employment at Cominco as a steel fabricator, a trade he had learnt in the army. Ken worked at both the Trail and WarďŹ eld operations before retiring in 1996 after 24 years. After retirement Ken and Eve returned to England. Dad had many interests from raising tropical ďŹ sh to photography and stamp collecting, no matter what he took up he became good at it. Ken was predeceased by his wife Evelyn(Eve) both of his parents and also his sister Dealia and his brothers Archibald and Peter. Ken is survived by his second wife Pauline. His daughter Heather (Vic) Garland. His sons Kenneth and Paul (Christy) Ogley. His sister Ede (Leo) and brothers Alf (Maureen), Dave (Gladys) and Frank (Kath). Legless Kilimanjaro climber still on a high THE CANADIAN PRESS TORONTO Spencer West may have left the top of Africaâ&#x20AC;&#x2122;s tallest mountain several days ago now, but heâ&#x20AC;&#x2122;s clearly still on a high - and a mission - following his epic week-long trek that captured international attention. Speaking from the airport in Nairobi, West said he still canâ&#x20AC;&#x2122;t quite get his head around the fact that he scaled Kilimanjaro, mostly by walking on his hands. â&#x20AC;&#x153;I still havenâ&#x20AC;&#x2122;t 100 per cent processed what happened,â&#x20AC;? West told The Canadian Press. â&#x20AC;&#x153;(But) Iâ&#x20AC;&#x2122;ve finally started to get some of the dirt out of my fingernails.â&#x20AC;? West, 31, an American citizen who has lived in Toronto for the past four years, had his legs amputated just below the pelvis when he was five because of a genetic defect. Doctors gave a grim prognosis about how he would fare in life. Now, his story is both motivational and

The trio spent a year preparing to make the trek that about 60 per cent of those who try fail to accomplish. In a few spots, porters strapped him to their backs and carried him, all the while a documentary crew in tow. moment.â&#x20AC;? Among the myriad thoughts that went through his mind was one that he had achieved something â&#x20AC;&#x153;for anybody who has ever felt like an outcast.â&#x20AC;? With the two-day descent now behind him, the pain in his aching shoulders has started to ease and the calluses on his hands are beginning to fade. But West said he still wants to try to reach his $750,000 fund-raising goal and, most of all, he wants the world to know that redefining the possible is possible. Poverty declines but nobody notices

ou probably didn’t hear this on TV, the percentage of Canadians deemed “low income” went down slightly in 2010, according to the latest Statistics Canada analysis. This news was delivered in the annual “Income of Canadians” report last week. The share of people who fall below the federal Low-Income Cut-Off (LICO) went from 9.5 per cent to 9.0. The CBC couldn’t bring itself to admit any actual improvement, reporting on its website that the number of people with “low income” was about three million, “virtually unchanged from 2009.” Other media outlets followed the unwritten rule that nothing remotely positive must be presented as news, particularly if it reflects positively on a right-wing government. (Plus they had the Montreal body-parts case to update each day.)

This information likely won’t have any effect on the political discussion about “poverty” in B.C. The LICO survey will continue to be used as a measure of absolute poverty, despite the fact that it isn’t. It’s a relative measure that will always designate the same share of people at the low end of the scale. BC Stats, the provincial equivalent of the federal agency, explained this problem in a special report last year. “To illustrate,” the report said, “take a hypothetical future Canada where every citizen earns no less than $100,000 (and assume there has not been rampant inflation in the meantime, such that buying power is not dissimilar to what exists today) and millionaires are common. “In that kind of Canada, those at the low end of the income scale (that is, those earning ‘merely’ $100,000) would be con-

FLETCHER B.C. Views sidered poor if LICOs were used as a measure of poverty.” Math aside, that’s the alleged “poverty line” routinely cited by the usual media authorities, like B.C. Federation of Labour president Jim Sinclair. Sinclair campaigned for years to get the B.C. government to raise the minimum wage from $8 to $10 an hour. They did, in three increments, and on May 1 it increased to $10.25 an hour. As soon as the series of three increases was announced last November, Sinclair called a news con-

ference to announce it’s not enough. To get to the LICO level, the minimum wage should be $11.50 an hour, Sinclair said. Of course, if B.C. businesses ponied up for that, the goalposts would shift again and the same proportion of “poverty” would magically still exist. The B.C. NDP government-in-waiting continues to demand an “action plan”_ on poverty, with annual goals. All the progressive provinces have one, which I guess is why poverty is all but eradicated in enlightened places like Manitoba. There are signs of the reality behind this political smokescreen. Here’s one. For what may be the first time in history, we now have a North American society where one of the most reliable indicators of poverty is obesity. This often gets explained away with a popular theory that

poor people are somehow forced to eat fast food and drink pop because they can’t afford healthy food. People who advance this theory presumably don’t do much grocery shopping. There are plenty of processed, sugary, fat-laden choices at the supermarket too. But there is also whole wheat bread, rice and fresh or frozen vegetables that are as cheap as anywhere in the world. Given basic cooking skills and some effort, it’s easy to demonstrate which diet is cheaper as well as healthier. Most immigrants know this. Which diet you choose isn’t a function of money, but rather one of education and self-discipline. There is genuine poverty in our society. Bears put down by conservation officers BY CAROLYN GRANT Kimberley Bulletin

There have been two bears destroyed in Kimberley this year and Shaunna McInnis of East Kootenay Wildlife Aware says some rather odd circumstances led to the conservation officers having no choice. “I have been told by several neighbours that last year people in a rental house were handfeeding the bears

and giving them alcohol. “I can’t prove it, but certainly the bears kept returning to that house. Now there are new tenants in the house and they are having a heap of trouble because the bears kept coming back.” McInnis says a sow and a cub were put down. The cub was put down first, then the sow last week.

Thereâ&#x20AC;&#x2122;s an inevitable consequence to chronic government deficits: ever-higher interest costs on the debt that siphon tax dollars away from other uses, including for families who of course have to pay the tax bill. As well, chronic red ink borrows from future generations who will need a robust economy and who will also inevitably spend some of their money on taxes for government services. To that end, spending and tax levels must be moderate. Without that, in worst-case scenarios, debt crowds out everything else and you get Greece, where the government is even delaying paying pharmacists because itâ&#x20AC;&#x2122;s broke. A less dramatic scenario has long been in play in Canada. Collectively, the provinces spend $22.5 billion on interest to service provincial debts. Thatâ&#x20AC;&#x2122;s almost as much as what Saskatchewan and Manitoba together spent on government programs in 2011. The federal government spends $31 billion annually on debt interest, or about one-quarter of what Ottawa collects in personal income taxes. Thin about what you could have done with one-quarter of the federal income tax you paid last year that instead went to pay interest on the federal debt. There are better uses for money than interest payments. Itâ&#x20AC;&#x2122;s as true of government finances as it is with household budgets. Mark Milke is a senior fellow with the Fraser Institute

Good showing despite tough going BY JIM BAILEY Times Sports Editor

The Trail AAA Jays may have only won one game, but the Bellingham International Invitational tournament proved the team has what it takes to play with the best. “The competition was pretty good,” said Jays coach Nick Combo. “I mean two of the teams we played, the Spokane Bandits and the Bellingham Legion team were both in the state championship last year for Washington American Legion.” The Jays dropped their first game to the Seattle Selects 5-0, but were in the game all the way until Seattle scored two more runs in the final inning to put it out of reach. Jordan Roblin went 1 for 2 in the game while Scott Davidson gave up only six hits, struck out four and walked seven. The Jays then gave the ball to Dallas Calvin who took the mound against the Spokane Bandits on Saturday. Calvin gave up one run in the second, but the Jays came right back to tie it. The lanky 17-year-old shut them down after that, and the Jays scored two runs in the sixth to take a 3-1 victory. Calvin went the distance for the Jays, striking out nine batters, while giving up only four hits and walking one. Geoff Soukeroff was 2 for 3 at the plate with a double and two RBIs. “We competed really well those couple games,” said Combo. “We were right there in every game. We played really well, even though our record didn’t show it.” In the third match against Bellingham, the Jays played great defensively and got another strong performance on the hill from Scott Robertson, but the bats went quiet and the Jays fell 1-0. “We didn’t come up with many timely hits, I didn’t get a look at the final stats, but we left quite a few runners on base. We played pretty good defence, but couldn’t get runners across.” The Jays dropped the final game to Wenatchee 6-2, but the tournament was a good indication that the team is making progress. “I thought this weekend, out of all the games we played we competed the best,” said Combo. “We’re continuing to get better as the season goes on.” The Jays head back into North Idaho American Legion action on Thursday as they host the Coeur d’Alene Lumbermen at 3 p.m. and 5 p.m. at Butler Park. The Jays then welcome teams from across Canada and the northern states for the Trail Jays Safety-Net Midsummer Classic starting Friday and going until Monday at Butler Park. Teams include the Regina Mets, Spokane Northstars, Northeast 49ers, Penticton Tigers and the St. Albert Cardinals.

The rain didn’t stop the Trail Eagles from topping off a perfect season with almost a perfect game, as they captured the Trail Major Little League title at Haines Park in Fruitvale on Sunday. The Eagles went 26-0 in the regular season and playoffs combined, shutting out the Beaver Valley Yankees squad 7-0 in the final to take its third championship in a row. “We had a very veteran crew of kids, and they came together,” said coach D. J. The seven-time Grand Slam champion was eliminated 6-1, 6-3 by Elena Vesnina of Russia at Wimbledon on Monday, the latest setback in her return to tennis after being diagnosed with an energy-sapping autoimmune disease. Occasional drug use is still a sign of addiction Dear Annie: I have been with my boyfriend, “Harry,” for three years, and I love him very much. Last year, we had a child together. I think Harry will soon be popping the question. There is one big issue that will stop me from saying yes. Harry is an occasional drug user. He has never brought drugs into the home, but every few months, he will “disappear” for several hours or even a whole night. We’ve had many discussions about getting him help, but he refuses. He claims he is not an addict because he only uses on occasion. Plus, he says we don’t have the money for a rehab facility. I can see myself spending the rest of my life with this man, but the last thing I want to do is commit to Harry when I can’t be sure he will commit completely to his family. one it should be for better or worse, but I cannot accept this part of him. What do I do? -- Cautiously Hopeful Dear Hopeful: We appreciate that Harry doesn’t bring drugs into the house, but he also should not be disappearing overnight or require a rehab facility in order to shake a once-every-fewmonths habit. Are you sure he is not using at other times? Is it possible his drug use will escalate? Contact Nar-Anon (nar-anon. org) and Families Anonymous (familiesanonymous.org) for support. Since you have a child together, there is already a

commitment in place, so please work on this until you get the answers that satisfy you before you say “I do.” Dear Annie: Our 13-year-old son has three friends he likes to have over to our house. However, two of them have younger brothers, and when he invites these friends, their mothers always ask whether the other boy can come, too. I always say yes because I don’t want to seem unkind, but my son wishes he could just enjoy the friends he invited. I think it’s a bit rude for these mothers to ask whether their younger sons can play, too. What’s your opinion? -- Only Child’s Mom Dear Mom: These parents know that their sons would like to play at your house (and the mothers probably enjoy the extra free time). But no one can take advantage of you without your permission. We recommend learn-

ing to say no once in a while. Practice saying, “We don’t mind entertaining your younger son now and then, but ‘Johnny’ would like some time with just ‘Billy’ today. Sorry.” Dear Annie: You missed the mark with your advice to “Desperate Housewife,” whose husband was having a flirtatious email correspondence with another woman. You suggested “Desperate” do some flirting of her own with her husband. The couple has been married 40 years, and I’m sure the little wifey’s days of flirtation are long gone. Why would you suggest that she spruce up the marriage with flirting, compliments and all the other little things that stroke a man’s infantile, fragile ego? He is clearly cheating on her. To suggest that she flirt to appease him so he won’t be tempted to communicate with a woman on the

Internet is ridiculous. The “next step” for me would be divorce, not marriage counseling. -Disgusted in Louisiana Dear Disgusted: You sound very bitter. All marriages require regular tending, even (and especially) after

40 years. Husbands and wives absolutely should flirt with each other, compliment each other and take the time to make the other feel special and desired -- for their entire marriage. We don’t understand why a spouse

BLACK PRESS Kaslo is on strict water conservation measures following a mudslide on Kemp Creek. â&#x20AC;&#x153;Our main dam has been severely compromised,â&#x20AC;? village administrator Rae Sawyer said in a notice to residents. â&#x20AC;&#x153;No water is flowing into our main reservoir.â&#x20AC;? Thereâ&#x20AC;&#x2122;s no estimate when water will be fully restored. Water use is completely restricted to indoor household use, Sawyer said, and itâ&#x20AC;&#x2122;s recommended everyone set aside a supply of drinking water. Also, the BC Coroners Service has confirmed the identity of the man who died when a bridge on which he was standing was swept away by flood waters Saturday. The body of 72-year-old Edward Posnikoff Crescent Valley recovered by Nelson Search and Rescue on Sunday morning about one kilometre downstream from where he was seen to go into the creek. Saturday evening a family member witnessed the bridge collapsing under pressure from the flood waters, and Posnikoff being swept away.
