Since 1993 when the District of Lake Country was a part of the Regional District of the Central Okanagan, the docks in Okanagan Centre have been a source of debate and occasionally contention between neighbours. The issue came up again at the June 19 Lake Country council meeting, and council voted for a sea change in district policy. Council voted to take ownership of the private docks on the public beach front as of September 2013. How councillors and the public felt about the decision went two ways: either the District of Lake Country should honour existing grandfathered agreements with dock owners, or the owners of the docks had enjoyed essentially private access to public land for too long and everyone should have unimpeded access to Okanagan Lake. Only Mayor James Baker and Coun. Penny Gambell opposed the motion to take possession of the docks. The discussion leading up to the vote was raucous, both on the part of council and members of the public.

At the meeting, several dock owners said the docks are a benefit to the public and generations of Lake Country residents had enjoyed the use and benefit of the docks while private home owners maintained them. “Everybody is welcome to go to the beach and enjoy the amenities,� said Baird. While the dock owners feel there is an open understanding about the docks, many of their neighbours came out strongly against that contention at the council meeting. munity. The Greenspace plan is simply that— a plan with no legal imperative that binds the present council, the council’s consent to the docks is what makes the docks licenses legal and without that consent the licenses are not legal. The current OCP, which supersedes the Greenspace plan, calls for public land for public enjoyment and Cameron said it is time for council to move forward on the issue, especially as many members of the public are not aware of which docks are on public land. “Things change. Cameron believes the coming 15 months offer plenty of time to put a plan in place to ensure the docks remain a public asset, whether that is using existing structures or replacing them. Mayor Baker was not so sure. “Without grandfathering, people can take them, demolish them, or sell them I suppose. Unless people abandon them to the Crown, we are not honoring the agreement and they are not ours. A municipality can’t expropriate without compensation, or for the public good, then it becomes a court issue.�

Developers must plan for sewage treatment in Oyama Gearing up to host Feast of Fields BOBBI-SUE MENARD How to integrate housing development with existing waste water infrastructure in Oyama is an ongoing concern. It was before District of Lake Country council again at last Tuesday’s meeting when a non-farm use application for existing Agricultural Land Reserve property on Greenhow Road in Oyama was brought forward to begin the process of turning the desired land into an effluent percolation area. The proposal was nixed by council in a 6-1 vote for several reasons. The conundrum for the developer remains—how to effectively develop financially viable housing in Oyama in light of current waste water infrastructure. Councilors brought up several lines of objection to the proposed site which is currently used as a horse pasture. The first was that the site is currently in the ALR, and turning it into an effluent field would permanently remove the land farm from production, an idea which runs counter to the stated district principle of retaining farmland where possible. In line with this thinking, the district’s agriculture committee had opposed the proposal on the same basis. Another point of disagreement with the proposal was put forward by Coun. Owen Dickie who said at the meeting: “We should not be putting high volume septic fields in residential areas.” That sentiment was echoed by neighbours of

the site. Area resident Ted Grimwood spoke in opposition to the proposal, saying “the position of the field is not fair to people who live in that area. Surely the council can find other alternatives.”

Local resident Peter Withers pointed out that the site could have long term benefits to the overall development of Oyama. “We need more homes for families in Oyama.” Wither explained the difference between effluent and sludge, saying effluent treatment is, “used all over the world.” In a phone conversation after the council meeting, Dickie reiterated several other problems with the site including the clay band ‘capping’ the site and the known history of septic field failures at the site in the past. Dickie acknowledged the Oyama treatment plant has the capacity to service more homes. The plant has a de-

signed capacity for about 57 residential houses, but its current septic field is only able to handle 26 homes. Should a suitable site for a septic field be found, the plant could operate at optimal capacity. As it is now, nearby residents occasionally get a whiff of unpleasantness. District staff explained the occasional odours were a function of not enough volume of waste at the plant. The question becomes where to locate a septic field for effluent in Oyama to utilize the existing plant capacity. “I don’t know what the alternatives that can facilitate the site are,” said Dickie. “That is something that requires engineering. But we are looking for something that is reasonable, managed and cannot compromise the lifestyle of existing home owners. We are looking for a cooperative approach to solve the issues of an absorption field.” Waste water has always been an issue in Oyama, Dickie said, and the problem will have to be solved with smaller disposal fields as a main trunk disposal pipeline is cost prohibitive. “Developers are going to have to work hard to dispose of waste in a way that isn’t in conflict with existing neighbourhoods.”

Claremont Ranch Organics, formerly McCoubrey Farms, is the host site for this year’s Feast of Fields celebration. The event sells out on a regular basis but some tickets are still left for the Sunday, Aug. 12 date in Lake Country. It is the first time the Okanagan Feast of Fields has been held north of Kelowna and this is the perfect opportunity to experience an elegant afternoon focused on the local food movement. Feast of Fields is a major event with almost 700 tickets having been issued, said Matt Thurston, owner of Claremont Ranch. Matt and his wife Molly operate the ranch around their regular weekday jobs. The Feast of Fields event is being organized by Farm Folk, City Folk a B.C. charity devoted to the local food movement. Feast of Fields is an opportunity to experience some of the best lo-

Lake Country is the latest community to support improved communications for the deaf. Council will urge the Canadian Radio Television Telecommunications Commission to initiate permanent video relay service for deaf and hard of hearing citizens and those they communicate with. “We definitely sup-

port trying to get it into Canada,” said Mayor James Baker. “I’m not sure why it’s not available here.” VRS consists of a deaf person signing via a videophone linked through the Internet to a sign language interpreter. The interpreter then relays the conversation vocally to the hearing recipient. Telus provided the service on a trial basis for

18 months but funding ceased in January. The district became aware of the issue after a presentation from Arlene Brenner, who has been deaf since birth. She has experienced challenges communicating with friends and family, including her mother, since the video relay service ended. Brenner is also unable to contact 911 if there is an emergency.

Winfield-Oyama highway update

I

n my last quarterly construction update, I compared a highway upgrading project to an iceberg, in that the vast majority of work is behind the scenes. I still can’t think of a more appropriate analogy. My goal with these updates is to make sure residents see “under the surface” on the project to upgrade Highway 97 between Winfield and Oyama. Nobody enjoys traffic delays due to construction, but hopefully that frustration is eased if you know more about the project and its progress. The Winfield-Oyama project involves constructing a nine-kilometre four-lane highway west of the existing twolane section of Highway 97 between the two Lake Country communities. Construction began on May 28, 2011 and is scheduled to be completed in the summer of 2013. As of May, total con-

Genuine way to define poverty is needed

The LICO survey will continue to be used as a measure of absolute poverty, despite the fact that it isn’t. It’s a relative measure that will always designate the same share of people at the low end of the scale. BC Stats, the provincial equivalent of the federal agency, explained this problem in a special report last year. “To illustrate,” the report said, “take a hypothetical future Canada

ou probably didn’t hear this on TV, but the percentage of Canadians deemed “low income” went down slightly in 2010, according to the latest Statistics Canada analysis. This news was delivered in the annual Income of Canadians report issued last week. The share of people who fall below the federal Low-Income Cut-Off (LICO) went from 9.5 per cent to 9.0 per cent. The CBC couldn’t bring itself to admit any actual improvement, reporting on its website that the number of people with “low income” was about three million, “virtually unchanged from 2009.” Other media outlets followed the unwritten rule that nothing remotely positive must be presented as news, particularly if it reflects positively on a right-wing government. (Plus they had the Montreal bodyparts case to update each day.)

where every citizen earns no less than $100,000 (and assume there has not been rampant inflation in the meantime, such that buying power is not dissimilar to what exists today) and millionaires are common. “In that kind of Canada, those at the low end of the income scale (that is, those earning ‘merely’ $100,000) would be considered poor if LICOs were used as a measure of poverty.” Math aside, that’s the alleged “poverty line” routinely cited by the usual media authorities, like B.C. Federation of Labour president Jim Sinclair. Sinclair campaigned for years to get the B.C. government to raise the minimum wage from $8 to $10 an hour. They did, in three increments, and on May 1 it increased to $10.25 an hour. As soon as the series of three increases was announced last November, Sinclair called a news conference to an-

nounce it’s not enough. To get to the LICO level, the minimum wage should be $11.50 an hour, Sinclair said. Of course, if B.C. businesses ponied up for that, the goalposts would shift again and the same proportion of “poverty” would magically still exist. The B.C. NDP government-in-waiting continues to demand an “action plan” on poverty, with annual goals. All the progressive provinces have one, which I guess is why poverty is all but eradicated in enlightened places like Manitoba. There are signs of the reality behind this political smokescreen. Here’s one. For what may be the first time in history, we now have a North American society where one of the most reliable indicators of poverty is obesity. This often gets explained away with a popular theory that poor people are somehow forced to eat fast food

and drink pop because they can’t afford healthy food. People who advance this theory presumably don’t do much grocery shopping. There are plenty of processed, sugary, fat-laden choices at the supermarket too. But there is also whole wheat bread, rice and fresh or frozen vegetables that are as cheap as anywhere in the world. Given basic cooking skills and some effort, it’s easy to demonstrate which diet is cheaper as well as healthier. Most immigrants know this. Which diet you choose isn’t a function of money, but rather one of education and self-discipline. There is genuine poverty in our society. The Gatzke Road Overpass is approximately 60 per cent complete; the Woods Lake Overpass is approximately 40 per cent complete; and the Recreational Underpasses for Old Mission Road and Lake Country Access are approximately 80 per cent complete. As you may recall, the $40.83 million construction contract was awarded to Nanaimo’s Wind-

ley Contracting (2010) Ltd. on March 25, 2011. The overall project budget is $77.9 million, with a $33.6 million contribution from the federal government under the Building Canada Plan. Construction on all phases and aspects of the project will continue until the expected completion next year. he mail brought me two more packages of address labels—free—from various well-meaning charities which expect that a grateful recipient will respond by making a donation to their cause. I already have an excess of labels. They fill a two-inch wide slot in an organizer on my desk. A rough count suggests that I currently have about 2,200 unused labels. What misguided marketing genius decided that everyone wants address labels for a technologically obsolete means of delivering a message, anyway? Especially in a computer age. If I choose

Jim Taylor to use the postal system, a few keystrokes will tell my computer to print a return address on the envelope. If I choose not to use the postal system, another few keystrokes will send my message instantly as e-mail. The more I think

about labels, the more they bug me. Sure, they’re a means of marking my mail, my possessions. But they’re also a way of defining what’s not mine. As soon as I slap the label “fundamentalist” onto someone I disagree with, I don’t have to listen to him any longer. When one of our elected representatives makes a thoughtful suggestion, asks a valid question—yes, it does happen occasionally— it’s immediately labeled according to that person’s political and economic ties. Then it can be safely ignored. We already know what it’s about. I recall a conference

organized to oppose a mining project. “Shouldn’t we ask the company about these issues?” someone asked. “Why bother?” came the retort. “We already know what they’re going to say.” In any controversy, derogatory labels tend to fly around like autumn leaves. Environmental activists get labeled “treehuggers,” or even “ecoterrorists.” They, in turn, fire labels at the other side— resource rapers, free marketeers, Friedmanites, one-per-centers. Thus we set up compartments between ourselves and within ourselves. This is business,

that’s family. This is secular, that’s religious. There are some secular songs we never sing in church, even though they may express hope, faith, love and compassion far better than a 17th century hymn. But they’re labeled pop, not church. Theoretically, religious faith should influence all of life. But people who affirm “Thou shalt not kill” on Sunday go to work on Monday building missiles or selling cigarettes. They would never swear in church, but they don’t hesitate to use the name of the Lord as an expletive at the SEE TAYLOR A6

Ambitious trade missions can help promote local businesses

T

he federal government’s Economic Action Plan 2012 emphasized our commitment to creating jobs, economic growth and long-term prosperity for Canadian workers and their families. As a member of the International Trade Committee since 2006, I have witnessed our government pursue an aggressive trade agenda to achieve these goals by opening new markets for Canadian business. To this end, our government is undertaking the most ambitious protrade plan in Canada’s history and deepening our trading relationships with large, dynamic and fast-growing economies around the world. In order to grow Canada’s commercial ties in priority markets around the world, help Canadian businesses expand and succeed abroad and build on our commitment to engage and include Canadian businesses in a broad pursuit of deeper trading relationships, we are moving forward with a number of comprehensive trade missions for 2012. These comprehensive trade missions are government-led business missions, which typically employ the following structure: • led by minister or caucus member with multiple intersection points

Ron Cannan with delegates • specific sectors identified and advertised to potential participants • typically one week in duration, including two to three cities and/or countries • full business program for participants, includ-

ing briefings, plenary sessions, business-tobusiness meetings, networking events and site visits and • four to six month planning and recruitment period for participants. It is important to note that local business participants join these missions at their own expense. The minister of international trade along with the parliamentary secretary for international trade are planning a total of six Canada trade missions this year. Since our government first came to office in 2006, there have been 11 Canada trade missions.

All these trade missions will be publicly announced in the coming weeks and more information will be posted to www.tradecommissioner.gc.ca/eng/trade-missions/home.jsp. The first mission already completed was to St. Petersburg and Moscow in Russia, June 3 to 8. The targeted sectors were aerospace, building products and construction and mining. The other trade mis-

The Regional District of Central Okanagan has declared a local state of emergency to protect the environment of Mission Creek in the Joe Rich area of the Central Okanagan East Electoral Area. The declaration allowed the regional district to access a property in the 11200-block of Highway 33, near Mission Creek and the Three Forks Bridge crossing the creek, in order to conduct a professional engineering assessment and take appropriate actions related to outbuildings and structures on the property. With high creek flows and levels of the creek there is an imminent risk to public health and safety as well as the environment of the creek. In addition, the professional assessments will

include recommendations for actions to eliminate any threat posed by logjams in the creek through the Joe Rich area. Meanwhile, an Evacuation Alert remains in effect for 14 properties* in the eastern portion of Joe Rich near Mission Creek as the potential remains for possible flooding. Weather and creek conditions are being monitored by Joe Rich Fire Rescue and the Regional Emergency Program. The status of the alert will be evaluated over the next few days and will be affected by any changes in both the creek levels and weather. Property owners in the evacuation alert area should remain alert to changing water conditions and are encouraged to take appropriate precautions to protect their

Ruling on assisted suicide law challenge receives applause I

couldn’t help reacting emotionally—yes, with tears—to the Supreme Court of British Columbia decision on assisted suicide, released by Madam Justice Lynn Smith earlier this month. The decision was released electronically through the B.C. Supreme Court website at 11:30 a.m., and I was watching for it. The website is easy to find—simply enter “Supreme Court of BC” into Google and it’s the first result. Click next on “Judgments,” then “Recent Judgments,” and scroll to June 15, 2012, where the decision is listed as Carter v. Canada (Attorney General). I became interested in the issue of assisted suicide through Gloria Taylor, a West Kelowna resident who is one of the successful plaintiffs in the lawsuit. At Gloria’s suggestion, I attended a debate in April 2012,

hosted by the Centre for Inquiry Okanagan and very ably moderated by CBC Daybreak host Chris Walker. I learned that there are good arguments for prohibiting assisted suicide. But the more I learned about Taylor’s fatal neurodegenerative disease, ALS or Lou Gehrig’s disease, the more I was convinced that this particular woman, and those similarly afflicted, absolutely must be permitted to arrange a merciful end to their lives when life becomes unbearable, and the person suffering has become too weak to bring about an end to the suffering themselves. I became angry that Gloria had to bring a lawsuit against the federal government, challenging the constitu-

tionality of the Criminal Code’s absolute prohibition against assisted suicide. It was offensive to me that the federal government would not proactively step up to carefully consider what could be done to change the Criminal Code so as to provide for an exception for citizens like Gloria Taylor. In my view, it was another of many examples of politics getting in the way of what is right. Tough issues like this are dangerous for our political leaders to take on. We now have the Supreme Court of British Columbia declaring the absolute prohibition against assisted suicide in the Criminal Code illegal, because it runs contrary to our rights under the Charter of

Rights and Freedoms. The federal government is now faced with an important choice. One option is to appeal the decision to the British Columbia Court of Appeal, and then when they lose again to appeal to the Supreme Court of Canada, ensuring that the legal point of the constitutionality of a dated Criminal Code provision is litigated to death. Another option is to do what they should have done in the first place, which is to lead the country in carefully considering and crafting public policy in such a way that Gloria Taylor, and those like her, are permitted a way to end their suffering when they become too weak to do so themselves while protecting the most vul-

nerable among us from abuses that could flow from unrestricted assisted suicide. Please choose the right option. This column is intended to provide general information about injury

Medication compliance often difficult to maintain with schizophrenia

chizophrenia is a very serious and disabling mental illness. Troubling symptoms including hallmark psychotic hallucinations and delusions tend to develop in the prime of life and can lead to detachment from reality and a

near total loss of ability to function in society. With appropriate treatment, symptoms can be managed and some degree of function restored for many patients with this condition. Unfortunately, if prescribed treatment plans

Sometimes, as symptoms subside with a new treatment, the patient no longer feels as though medication is needed and so discontinues or becomes irregular with it. Others may discontinue because of unpleasant side effects or if the treatment is not working as well as hoped. Unstable life situations can also play a role in irregu-

lar medication usage. While psychiatrists have long advocated the importance of sticking to a treatment plan when it comes to serious conditions such as schizophrenia, a new study published in the American Journal of Psychiatry has shown just how important it is. Researchers from UCLA followed outpatients taking oral antipsychotic medications and examined their adherence to prescribed treatments as well as effects for those who chose not to reliably follow their treatment plan. After 18 months, results showed even short periods of irregular medication use can lead to relapse of psychotic symptoms and a need for hospitalization. Although not totally unexpected, the researchers were surprised

to learn that irregular medication use even for brief periods is associated with a significant risk of relapse. Within the study: 32 per cent took their medication as prescribed; 33 per cent had mild nonadherence (meaning they took only 50 to 75 per cent of meds over a two week period); 16 per cent had moderate non-adherence (taking less than 50 per cent of meds during a two to four week period); and 19 per cent had severe non-adherence (taking less than 50 per cent of meds for more than four consecutive weeks or dropping out of treatment). Any irregular treatment compliance— even mild—was associated with a risk of relapse. Typically, symptoms would begin to show up within a couple

of months of irregularity in medication usage. Although it’s not clear why even mild issues with medication compliance are dangerous, researchers suggest it may be due in part to the current practice of prescrib- v ing the lowest amount of medication that will improve symptoms while minimizing side effects—leaving very little room for missed doses. Whatever the reason, this study highlights the importance of sticking to a course of treatment and working closely with a professional when managing a serious mental illness such as schizophrenia. ASPARAGUS PESTO 1 pound asparagus snapped into pieces 1 clove garlic 1/4 cup pine nuts 3/4 cup freshly grated parmesan cheese

basil Boil asparagus in salted water until just done. Drain and let cool. Into your Thermomix or food processor, add the asparagus, garlic, pine nuts, two tbsp oil, parmesan cheese, a shake of salt and a ground of pepper. Whizz for a couple of seconds—pause to scrape down sides and add lemon—then whizz again. Season with more salt and pepper or lemon to taste and scrape into bowl. Stir in chopped basil. Will last a couple of days in the fridge but its brilliant green colour will change so best to use it right away tossed with a big bowl of hot rotini pasta or the pasta of your choice.

Garden tour revives memories

L

ast week I enjoyed visiting gardens on the Kelowna Garden Tour. It brought back memories of my parent’s halfacre garden on the first tour in 1997. It was incredibly gratifying for them to share their labour of love that had evolved over 50 years from a bush-covered lot. My mother’s peony ‘hedge’ was in full bloom and reminiscent of the hedge of peonies along my grandmother’s driveway that she divided and shared with Mom. The shaded rock garden was full of dazzling begonias whose tubers Dad carefully took inside every winter and started up each spring in his little greenhouse. The rose garden was in full bloom. The new perennial bed I helped make with plants from my nursery was full of colour and backed by a row of amazing delphiniums grown from seed by Dad.

Gwen Steele Beyond was the immaculate, English-style fruit and vegetable garden. Covering one third of their property, it still produced more than enough to feed a family of six even though we had long since left home. Mom and Dad (Vitie and Art HughesGames) enjoyed sharing gardening tips and stories, identifying plants, and being with other appreciative gardeners. It was a very special day. Today would have been their 65th wedding anniversary. Dad is still gardening at 91 but sadly

Mom died 14 years ago. The gardens that stand out, in my years of garden tour memories, were created by homeowners and showed a great love for the plants themselves and for gardening with nature. This year there were several of these. I was delighted to see two young families show their gardens. Both were full of birds, butterflies and pollinators, had food gardens and many nature-interactive elements for the children to participate in and learn from. In one garden the plum tree was full of black aphids which were being left alone for the black and red ladybug larvae to devour. Apparently this happens most years and the aphids will be cleaned up in a week. It was a delight to volunteer in Louba Kruger’s beautiful garden last Saturday. Over 25 years, and many changes, the garden has evolved into a

I have pink eye and there are no Polysporin drops available right now. What should I do?

Pink eye is also known as conjunctivitis and refers to the redness and swelling of the conjunctiva (the membrane that surrounds and covers the eye). Pink eye can be caused by both viruses and bacteria. Viral pink eye is much more common and characterized by redness of the eye, increased tearing, mild itching and some white slightly thick drainage from the eye If the infection is caused by bacteria the eyes will have similar symptoms but will likely produce a lot of yellowish or grey discharge often causing the eyelashes to be stuck shut in the morning. Regardless of the cause, pink eye will usually resolve in seven to ten days without any drug treatment. Antibiotics will not help a viral infection but can help a bacterial infection clear up in two or three days. Most often prescription antibiotic eye drops are required to treat bacterial infections. Home treatments for pink eye include warm or cold compresses (according to preference), avoiding make up and contact lenses and cleaning the affected eyes. To clean the eyes use a moist cloth and always start at the inside corner and wipe outwards, using a new, clean piece of cloth every time you wipe. Because pink eye is very contagious, be sure to avoid sharing any towels, face cloths or pillows. Also wash hands frequently and try to avoid touching the eye. Eye make-up that was used on an infected eye should be replaced and contact lenses need to be thoroughly sterilized to ensure they don’t cause re-infection. Children will often be asked to avoid school and daycare until symptoms are resolved or until antibiotic eye drops have been used for 24 hours. veryone at some time has thoughts that lead to feelings of fear or anxiety. That is completely normal as these feelings can actually help us to make healthy choices. For instance, feeling fear about how to cross a busy street in heavy traffic could end up saving your life. But when anxiety or fear becomes the backdrop of our lives, it can be debilitating. That is what life is like for someone who is suffering from obsessive compulsive disorder (OCD). With OCD, the caudate nucleus in the brain, which acts like a manual gear shift allowing us to move from one thought

to the next, is not working functionally. The thought gets triggered, followed by the feelings of fear or anxiety, followed by behaviours to try to decrease the anxiety. But regardless of how many times a person with OCD performs the behaviour to stop the anxiety, the thought does not stop, and the anxiety is only slightly reduced temporarily. In an attempt to decrease anxiety more, the behaviour becomes obsessive. Take as an example the simple act of washing your hands. A normal thought and behaviour is to wash your hands after you go to the washroom. For the person with OCD, they never feel like their hands are clean because the brain gets stuck in the thought of

“germs can make me sick.� The brain does not move forward to the next logical thought of now that I have washed my hands, I do not have germs anymore. What happens instead is a person with OCD gets stuck in the feeling of being contaminated with germs and because of this will try to alleviate the feeling by continuously washing their hands, even to the point where they scrub their hands until they are bleeding. But what an OCD sufferer often fails to realize is that every time they engage in the ritual of obsessive hand washing, they are actually strengthening the pathological neural circuit in the brain that is causing the problem to begin

with. Their brain is stuck in a rut, or it’s simply having a hiccup and continuing to wash their hands makes that stuck groove even deeper— like an old record with a deep skip in it, they unconsciously repeat the same thought over and over again. A good example of this is in the movie The Aviator, based on the life of Howard Hughes. Hughes was one of the wealthiest people in the world, a renowned inventor and philanthropist who suffered from OCD.
