Pensioners win second Catalyst vote WAWMEESH G. HAMILTON ALBERNI VALLEY NEWS

A Supreme Court justice has ruled that pensioners and employees have a voting stake in the sale of Catalyst Paper. This development means Catalyst can hold a second vote

on its restructuring plans. Justice Robert Sewell ruled that Catalyst can hold a second vote of its creditors on June 25, and that pensioners have a stake in the matter and therefore can vote. Pensioners were excluded from the

first restructuring vote, which was held May 23. The plan failed by three per cent, prompting the company to start the process of selling its mills to the highest bidder. According to a Catalyst press release, there is support from creditors

for an amended restructuring plan. In addition, “certain holders of unsecured notes who previously voted against the plan of arrangement or did not vote on the plan of arrangement have indicated that they will support the amended plan,� the release noted.

Mill pensioners belonging to a defined benefits plan would be heavily impacted in the event of a sale. If the company is restructured then the plan is preserved. If it’s sold, however, then the new owners aren’t obligated to inherit the plan, said Gary McCaig, spokesperson

But we still have another hurdle to jump through,� McCaig said. It wasn’t just the groundswell over the pension issue that won the day, McCaig said. “I attribute this to the fact that so many parties — municipal, employees and the public — supported a second vote,� McCaig said. “It’s a really powerful experience when different parties stand together and make their voices heard.� Municipalities gave tax breaks. Employees made contract concessions. And pensioners gave as well. They surrendered their extended medical benefits under the new plan and allowed

They can pull them out and invest them themselves.�

Bill Jeffery never raced a horse around a barrel—in the rodeo world, that’s an event dominated by women. But he participated in a lot of rodeo events, and made it a family affair. Jeffery died four years ago, but the passion he instilled in his wife and daughters for horses and for barrel racing is thriving. His widow, Carey, and daughter Jenna will compete in a memorial race in Jeffery’s honour this

Island Barrel Racing Series. A barrel racing course comprises three barrels set up in a clover leaf pattern; the size is dependent

on the arena. Riders can run either to the right or the left barrel first. “You’re racing against a clock,” Jenna Jeffery explains. “If you knock over a barrel, it’s a five-second penalty.” A standard pattern takes 17.6 seconds to complete. And that’s the attraction: the speed at which competitors finish the course, Jeffery said. The event starts at 5 p.m. on Saturday, June 23 and again at 11 a.m. on Sunday, June 24. Admission is free. A dessert and coffee social will follow Saturday’s event, for people to reminisce about Bill Jeffery.

The Alberni District Teachers’ Union hopes a groundswell will start from a small meeting about the future of public education, president Ken Zydyk said. A crowd of approximately 30 people attended a public forum on education last Thursday night at the Best Western Barclay Hotel. Most of those in attendance were teachers, but others hailed from unions such as CUPE, as well as trustee Rosemarie Buchanan from School District 70. The meeting was a start, Zydyk said resolutely. “This is our first meeting and I feel that it went well. “We’ve accomplished something when we can get people out,” he said. “Larger movements always start with a small interested group of people.” The meeting was to ostensibly educate the public about the pending fallout from the labour dispute between teachers and the provincial government. Bill 22 chokes collective bargaining and worsens learning conditions, he said. The B.C. Teachers’ Federation has started a court action regarding the bill. “But that can take years,” Zydyk said. The aftershocks are already being

felt in the Alberni Valley School District. Teacher Nick Seredick teaches English to a class of 30 and often can’t help all of the students who come to his desk with questions, he said. Teachers attempted job action last spring but were legislated back to work and have to adhere to strict conditions with stiff fines if they don’t comply. The ADTU will assess where things are in September when fallout from the

legislation will likely start. “There may yet be some programs that will be saved,” Zydyk said. Such a forum wasn’t held sooner because teachers had explored other options first. Recent reports on staffing numbers and program cuts prompted the call for public action. The ADTU wants the public to write the provincial government, their MLA and education critic, as well as letters to the editor about the issue. “We need the public’s voice right now,” Zydyk said. The Alberni Valley Regional Airport sits just 11 kilometres northwest of Port Alberni, yet how many people have never driven out there to see what it offers? The Alberni Flying Club is hoping to change that this weekend, as they host an open house on Sunday, June 24 from 10 a.m. to 4 p.m. at the airport. The flying club will have its Cessna 172 on display, and will run a concession throughout the day by the hangars. Several local pilots will offer their planes for scenic flights, weather permitting. Coulson Aircrane will have one of its support aircraft on display, and there will be other aircraft too. The BC Forest Service’s rapid attack forest fire team is based at the airport, as is the Alberni Valley Soaring Association. “Come out and see what’s here,” Flying Club president Chris Duncan said.

Every car has a story, says enthusiast Satch Willis. Port Alberni’s fascination with the automobile spans 100 years, and there are some good stories to be found. Willis is collecting memorabilia—as well as cars and trucks—for a special two-day centennial car show, to be held Aug. 4–5 in the AV Multiplex parking lot, concurrently with the city’s centennial homecoming celebration at Bob Dailey Stadium. Nearly a century ago Port Alberni’s first mayor, Arthur Waterhouse, owned a 1913 Buick McLaughlin. Volunteers with the Western Vancouver Island Industrial Heritage Society vehicle have kept it in pristine condition, and the Buick is still on display. Another distinctive car, a REO the Fifth, played a bit part in the city’s history too, when Thomas Wilby and Jack Haney drove it from Halifax to Victoria in 1912. The duo stopped in Port

‘Port Alberni’s always been known as ‘car town’.’ – Satch Willis Alberni, the furthest they could travel west at the time, and Wilby wrote about the experience. Willis is looking for more recent history too, like photos from the famous hill climbs, drag races, offroad races and auto clubs. “Port Alberni’s always been known as ‘car town’,� he said. Willis is putting

together a two-day car show that he would like to see span the century. “Bring what you’ve got,� he said. “There are so many cars in this Valley that are tucked away. I don’t care if it’s on a trailer, bring it out.� The categories are wide open: soapbox cars, sports cars, racing cars, hotrods, and because it’s celebrating a century, early-model cars would be most welcome, he said. Bill required proper debate Choosing work instead of welfare While the lumping together of numerous pieces of federal legislation in one giant omnibus bill may not be precedent-setting, there is fear that doing so threatens to reduce democracy to mere window dressing. Stephen Harper’s Conservative government, still relatively young in its first majority, reduced the level of debate on specific issues relating to everything from environmental protection to military spending to multiculturalism. No aspect of governmental operations was being spared. The concern is that sections of the bill pinpointed by hard-working MPs as troublesome could not possibly be given the time needed to discuss potential problems with implementation before regulations and budgets get put in place. It’s not just opposing MPs who were left scrambling by this tactic. Even Conservative MPs were forced to bone up on all aspects of the government’s budget legislation. Who’s got time for that? And how could we expect any of our elected representatives to be well-versed on even half of the legislation tabled? Meanwhile, Opposition and other MPs tabled 800 possible amendments to the bill, which no doubt caused further confusion among this country’s lawmakers as the bill was debated. The feds argued time is of the essence as they work to keep the economy from spiralling. Still, that is not reason enough to subvert the democratic process and allow for the kind of proper debate that Canadians have come to expect. To use a well-used phrase, this can only end badly, both for the continuity of services, checks and balances in this country and the preservation of the type of democracy we all voted for. — Victoria News

ICTORIA – The B.C. government has taken some modest steps to tighten up the province’s income assistance system, and to encourage people to work when they are able to. With Premier Christy Clark swooping in to take credit, Social Development Minister Stephanie Cadieux unveiled changes that included fixing the worst mistake in B.C. Liberal policy. Cadieux acknowledged that B.C. was the only province that clawed back all earnings from employable welfare recipients, and she announced that from now on they will be able to earn up to $200 a month without penalty. The exemption for disabled people is increased from $500 to $800 a month. Another important change is requiring welfare recipients to file income tax returns. People

can now do temporary work when it comes along, report the income and take advantage of the various tax credits that come from participating in society instead of just living off it. Any experience earning money is valuable experience. With baby boomers starting to retire in big numbers, the expected labour shortage has begun across Western Canada. And yet, increasing numbers of foreign workers are coming in to do farm and other work, while many young people are unemployed. Finance Minister Kevin Falcon took note of this during his budget preparations. Increasing numbers of young, employable people were applying for welfare in southern B.C., while jobs go begging in the booming northeast. Falcon mused about setting up a program to provide training and plane fare

for these people, an idea quickly dubbed “welfare air.” Another effort to get young people working is Jobfest, a rock-themed road show currently touring northern B.C. towns. It attracts young people with music and souvenirs like drumsticks and guitar picks, and offers them skills assessment using sexy iPad apps and graphics that depict carpentry as cool. If Jobfest and welfare air sound a bit desperate, it’s because they are. They illustrate our society’s problem. We have a public school system where students pass whether they do the work or not. The culture assumes selfesteem is more important than achievement. The teachers’ union constantly sets an example that the way to get what you want is to stamp your feet and demand it from government. What do we

Old-timers might recall when Mike Harcourt’s NDP government took over from the allegedly miserly Social Credit regime and raised welfare rates. They compounded that mistake by relaxing eligibility rules and making it easier for employable people to stay on welfare. After a couple of years of this wealth redistribution, 10 per cent of the B.C. population was on welfare, with more piling on every day. Faced with the results of this staggering blunder, Harcourt lashed out at “cheats, deadbeats and varmints” scamming B.C. taxpayers and launched a crackdown on fraud. Later the NDP cut the basic rate for single employables to $500 a month. Continued / 11

Bye-bye, broom To the Editor, The annual “yellow plague” is again spreading toxic chemicals all over Vancouver Island. As in years past, the only obvious resistance to the infestation is the call for “broombusters” to volunteer their time and effort to remove broom plants in their respective communities. A chore undertaken by many, but too large a task for the number of volunteers. And so, the invasive plants continue to spread at an alarming rate. But there are new projects in a few

districts, with many more required. The most successful program of broom killing has been underway in Langford for the past 10 years. The current Mill Hill project has already removed 63 tonnes of broom clusters, which will be processed into bio fuel. Broom is removed by helicopter. The different governing bodies in our Valley should recognize the urgent need for broom destruction. Form a “wipeout plan”, and quickly. Harold Hamilton, Port Alberni

Stunt would have been better up north From / 10 Today it stands at $610, and the NDP looks poised to repeat history. Surrey MLA Jagrup Brar did a monthlong publicity stunt in January, living on welfare by wandering from shelter to food bank with TV cameras trailing behind. Brar would have been better off if

Mailbag: Feedback on trash walking, trash talking. Cleanup effort a small start To the Editor, I am writing with reference to the cleanup efforts that are just now being shown by shop owners in South Port. We applaud all involved to have finally taken control of this deplorable condition in this town. My husband and I moved back to Port in February. We walk for more than an hour every day and sometimes again in the evening. We carry used grocery bags with us to pick up the garbage. Personally we produce very little garbage, but every week our can is full. On garbage collection days, we are able to relieve our load in the receptacles on the sidewalk. Every day on our same route there are one or two bags to pick up. With all the talk of saving our environment, one would think that

people would realize this behaviour is unsustainable and intolerable. Do the people who drop the trash on the streets think it disappears on its own? From the items we pick up—coffee and drink cups, cigarette packages, snack food containers, beer cans and discarded work gloves (Anderson/ Ship Creek Roads)—it comes from all age groups. Two nights ago we decided to walk down Ship Creek Road from Cameron Drive and we picked up a full garbage bag plus another smaller one in that short distance. Two teenage boys on Third Avenue dropped some plastic on the sidewalk. When my husband called out and asked them if they were going to leave the plastic there, one of the boys said ‘my bad’ and keep walking toward Cameron Drive. My husband and I are content with the knowledge that our

walk areas are being kept clean. It would be nice if others would adopt a block or more and take along a garbage bag as well. To the people of Port Alberni, take pride in your community, and therefore in yourself, and keep our beautiful town clean and litter free. Janet West, Port Alberni

No respect for contracts To the Editor, Re: CLBC executives get raises after bonuses eliminated. Blaming the problem on flawed public perception, the Liberal government has opted to eliminate performance bonuses for Community Living BC management and, instead, roll that money into their salaries giving some executive a nearly 10 per cent wage increase. This is occurring at a time that public sector workers are being forced

to negotiate new contracts under a governmentimposed “net zero” or “co-operative gains” mandate, which dictates that any wage increase must be realized from concessions to other parts of their existing contracts. In 2011 the BC Liberals defended pension/bonus compensation for then-BC Ferries CEO, David Hahn by saying that it was in the terms of his contract which they were obliged to honour. Now this government is using the same arguement to justify the raises for Community Living BC (CLBC) executives, saying that “these people have contracts and they are all entitled to be compensated fairly and we have to do what’s lawful”. When did the Liberals gain such respect for contracts? It certainly wasn’t in 2002 when Bill 29 gutted health care

contracts and Bills 27 and 28 slashed teachers’ contracts. It surely didn’t exist in 2004 when Bill 37 legislated health care workers a 15 per cent wage reduction and further cuts to their legal contract. This is simply outrageous! Nancy Czigany, Port Alberni

Fishing bycatch unnecessary

To the Editor, The death of an emaciated humpback whale washed ashore, entangled in fishing line is a stark reminder that many animals besides fish are dying for dinner. Researchers estimate that nearly 1,000 dolphins, whales, and porpoises die every day after being caught by “mistake” in fishing nets. A young Christian man was planning to go for the summer to work at a logging camp in Northern B.C. His friends wondered how he would make out there because it was known as a particularly rough camp. After the summer was over and he got home, they asked him how difficult it was. He said it was no problem, they never found out that he was a Christian. It seems that people who don’t believe in God are usually very open about their beliefs or lack of them, while Christians often are so shy to speak about their faith. I like what one Christian writer said. She suggested that we should be able to speak about Christ and our trust in Him as as freely as we talk about sports, our gardens, or the weather. Jackie and I have entered our ninth year owning and operating the Hollies Golf Course. During that time, we have hosted numerous golf outings, but never one of our own, until last Friday, when we had our first Mixer (he/she) golf event. While plagued by rain and no shows, we still had a near full house. The outing was built around a unique golf theme on each hole and designed to be fun

and purposely laid back in nature. We want to thank everyone who showed up as well as our sponsor Tim Horton’s. The full moon has an affect on many people and golfers are no exception. On Men’s Night, it came out and reared it’s head reflecting itself in the way of higher than normal scores. Emerging out of the pack, however, was Brian Isaac who showed no

indifference toward it by scoring a two over par 32. There were four others who scored 36’s for second and out of discomfort and embarrassment to them, I shall refrain from listing the runnersup. Echo Village turned 20 this year and the honours of cutting the cake were given to Bea Beatty the ďŹ rst president of the board of directors for ACCCS, long term staff member Patti Xie and Echo Village Ladies Auxiliary president Gwen McLellan. THE ARTS Centennial exhibit opens at the Rollin MELISSA MARTIN Arts Around

Centennial work at Rollin ‘Centennial Inspirations’ is the title of this art exhibit showcasing local artist at the Rollin Art centre. Each artist randomly selected a photograph, which was taken somewhere in Port Alberni 100 years ago. The photographs were their inspirations and each artist added their unique style when creating this exhibit that is worthwhile viewing. The exhibit will run in the gallery from June 16 to Aug. 15. Dancestreams Youth Dance Company (Vancouver Island Youth Dance Theatre Association) kicks off an all-new season of dance with auditions this Sunday, June 24 in both Qualicum and Campbell River.
