Hovering in a helicopter high above the city, you can see a river snaking its way along the land and the reflective surface of water pooling in fields. These liquid features of the landscape, barely visible from the ground below, are potential breeding grounds for nuisance mosquitoes and the target of the City of Merritt’s mosquito control program. Efforts to mitigate mosquito populations within the City began in April and will continue until the end of August, said registered biologist Damian Regan, whose company
D.G. Regan and Associates has been hired to kill mosquito larvae that hatch in standing water and flood pools. The City dedicated nearly $63,000 to mosquito control this year. “Residents might see our helicopters flying with a bucket underneath,” said Regan. “We’re there on an ongoing basis throughout the season.” The company uses a naturally occurring control agent called VectoBac that has no effect on the environment other than to kill mosquito larvae by dropping pellets into the water. “VectoBac in a non-chemical,

organic agent that selectively targets the mosquito larvae,” said biologist Terry Bach at the Merritt airport on Thursday, while waiting for local helicopter pilot John Graham to return from an aerial application. Because water levels change and the natural agent doesn’t accumulate, crews have to reapply it throughout the summer as new mosquito larvae hatch. Mosquito populations typically increase as water levels rise and flooding occurs, because mosquito eggs need water to hatch. “We have an extensive database of larval habitats and when they become active,” said Regan. “We try to coincide the treatments at the
most opportune times.” Treatments include aerial applications piloted by Graham of Graham Helicopters, as well as ground applications. Bach said biologists can test pools accessible by foot for larvae and throw the pellets in by hand. While the program is effective in reducing mosquito populations, both Regan and Bach said residents will still notice some adult mosquitoes. “There are always places that produce mosquitoes that we don’t know about,” said Regan. “And any year, depending on the area, we can have adult mosquitoes blow into the city.” Merritt winds, combined with the

fact that mosquitoes can travel up to several kilometres, mean mosquitoes can still enter the city from beyond the control program boundaries, he said. “We do expect that in a week or two there could be a blossom of adult mosquito activity,” said Regan. “There’s a lot of science to the control program, but ultimately Mother Nature is in control.” Residents can assist in the control efforts by draining standing water on properties — everything from old tires to buckets. And, to avoid mosquito bites, Regan said residents should avoid going outside between dusk and dawn, avoid dark clothing and use DEET.

The B.C. Teachers’ Federation executive is recommending acceptance of an agreement reached with school district negotiators that extends most of the terms of the contract that expired a year ago. Teachers voted last week on the proposed settlement, which runs until June 30, 2013 (results were not available at press time). The B.C. Public School Employers’ Association, representing B.C.’s 60 school districts, will hold a vote for trustees this week. The agreement puts off a bitter dispute over government changes to hiring, layoffs and performance evaluation of teachers. Education Minister George Abbott said the deal
includes a letter of understanding to continue talks on those issues. BCTF president Susan Lambert said the agreement includes some improvements to teacher benefits and leave provisions. But Wednesday Lambert announced the union is making the latest of many trips to court to argue that imposing a two-year wage freeze violates their constitutional right to collective bargaining. The BCTF is the last major public sector union in the province to accept the wage limits. “We have been able to achieve some modest improvements but, above all, we succeeded in getting government to take its concession demands off the table,� Lambert said. Abbott rejected the union’s claim that the employer was
trying to cut back professional development provisions. The ministry wants to standardize provisions that were negotiated separately with the 60 districts before provincewide bargaining was imposed, he said. BCPSEA chair Melanie Joy said the tentative agreement standardizes provincial language for the number of leaves and establishes a process for determining local and provincial issues. Acceptance of the agreement will allow schools to resume classes next fall with teachers resuming extracurricular activities and meetings with school administration. The work-to-rule campaign extended throughout the school year now ending for most students, and culminated in a three-day strike in March.

Nearly 20 months after a man drove his vehicle off the edge of the Merritt Lookout, Norgaard Ready-Mix made recent modifications to reopen the viewpoint. The site was closed on Oct. 26, 2010, after a pickup toppled several hundred feet off the embankment. The lone occupant was taken to hospital and survived. After discussions
with the Ministry of Energy and Mines and an insurance company, Norgaard Ready-Mix co-owner Henry Norgaard unlocked the gates to the attraction approximately two months ago. “It took a year and a half and considerable effort to do so, but after we satisfied the ministry that it was safe, we reopened the gates,” he said on Wednesday. Norgaard said his company didn’t have

to make any modifications, but did so for the community. The company has installed fencing on both sides of the road leading up to the lookout, which features metal sights with the name of a location on the side. When looking through the scopes at
the top of the road, observers can see the location that is indicated. Three new gates and barricade have also been added. “We separated the viewpoint area from the mining area,” Norgaard said. “We can close it down if it becomes necessary.”
The ministry inspected the area before it was opened, and determined the mine and lookout were adequately separated. Many people hike to the Canadian flag at the top of the hill, which has been open throughout the transition. The flag is replaced approximately twice per year by Ready-Mix to keep it looking fresh. They installed it in 1985, Norgaard said.

“We wanted to have that open because that is where people take guests from out of town to show them Merritt.” The lookout is also a destination for mountain bikers, but Norgaard said he discourages the activity because it can be dangerous on the steep slope. The lookout can be accessed via Juniper Drive. Ready-Mix opened the site in 1975 and installed the scopes.

HERALD OPINION Rough seas ahead for B.C. Ferries BC Ferries has begun its summer schedule, ramping up sailings for the vacation season that is crucial to the fleet’s bottom line. It’s been rough sailing for BC Ferries so far this year. The corporation released its financial results in June, reporting a net loss of $16.5 million, compared to net earnings of $3.8 million the previous year. Last year’s earnings were boosted by the sale of the former corporate headquarters for $9.3 million, preventing a loss there as well. In the fiscal year that ended March 31, vehicle traffic was down 3.5 per cent and walk-on passengers were down 2.8 per cent. As a result, BC Ferries is forecasting a “small loss” for this year as well. The spring “Coast Saver” sale has just ended. That’s a 37-per-cent discount offered Fridays through Mondays, May 25 to June 25, on the major runs from the mainland to Victoria and Nanaimo. The discounts allowed a foot passenger to cross for $9.95 and a car and driver for $39.95. I asked BC Ferries CEO Mike Corrigan last week how the sale went. He didn’t have final figures yet, but he allowed that the boost in traffic was “marginal.” It’s the second year that the spring sale has been offered over weekends, when people are more likely to travel. But instead of generating additional trips, Corrigan said the main effect has been to shift traffic from midweek to weekends. One of the primary reasons for this spring’s poor performance is the lousy weather that kept people at home. Gasoline at $1.40 a litre is another big one. Hotels and other tourism services tell the same story. Here’s another problem: student traffic on the ferries was down by a third this spring because teachers cancelled field trips as part of their lengthy work-to-rule campaign. Political flip-flopping when power is the end game It’s always interesting to come across a politician’s passionate words of yesterday when they are in stark contrast to their actions of today. Take the federal Conservatives’ Bill C-38, which finally became law after a rather pointless marathon debate that only prolonged the inevitable. The bill contained 431 pages of legislation touching on crime, environmental legislation, fisheries rules, food regulation and climatechange legislation. Critics of the omnibus bill — and there
were many, including the federal Liberal and New Democratic parties — argued the diverse components of the bill should have been debated separately, at the very least, so they could have been given more scrutiny. Another argument was that MPs from all stripes should be able to approach amendments relating to fisheries regulations and vote based on research and their constituents’ wishes before then doing likewise to an unrelated subject in the bill, such as the decision to eliminate the office of the inspector general of

CSIS. How, some have asked, can an MP be expected to cast a single vote on a massive bill that proposed changes — some drastic, some minor — in a dizzying array of areas? Just cut the fares and increase the taxpayer subsidy, say the NDP and their local echo chambers. Of course, taxpayers are already pitching in an extra $80 million this year, bringing the subsidy to the ferries close to $200 million. That’s how Transportation Minister Blair Lekstrom sweetened the pot as he unveiled new powers for B.C. Ferry Commissioner Gord Macatee to set service levels as well as regulate fares. Macatee’s task now is to travel the coast and endure the demands of island dwellers who want the rest of us to subsidize their splendid isolation. The proposition for them will boil down to this: You can pay more or you can have fewer sailings. And where the boat is a third full, you will have fewer sailings. This consultation period is an opportunity to ask some hard questions. For instance, does Saltspring Island really need three ferry terminals? And why is there no passenger-only service? Macatee’s term as commissioner started with a detailed review last year that pointed to some other ways to save serious money. But CEO Corrigan says there are no quick fixes. FortisBC has offered an $11 million incentive for conversion of marine vessels to natural gas, which would give the fleet significant relief from spiralling fuel costs. But a ferry conversion would take six months or more, and another vessel would be needed in the meantime. Another promising suggestion is overhauling the ferry reservation service, making reservations free and charging extra for those who just show up. Grad ceremony disappoints visitors Dear Editor: I feel I must comment on the recent graduation ceremony in Merritt. My wife and I travelled over from England to share the day with our great neice. What a disappointment
it turned out to be. Could anybody explain before we return home, why they would continue to use a P.A. system where nobody was able to distinguish a word of any of the speeches or the comments about the students’ achievments? Was this not checked
before the ceremony began? I could also complain about the fact the students had to vacate their cars on the road, and then line up in the cold to walk the red carpet. Please Canada, I know from previous experience of

his alleged beliefs of yesterday? For her part, McLeod suggested I ask Harper directly since they are his words and actions. Fair enough. As for her support of the omnibus bill, McLeod argued the entire document is linked to the crucial job of moving Canada’s economy forward. • Meanwhile, McLeod told KTW reporter Andrea Klassen she is particularly proud that Bill C-10 became law this year. McLeod deemed the new law a success. Critics say the crime legislation follows in the failed footpaths of
Texas and California, states that realized after the fact that building more prisons for inmates serving time for non-violent crimes was a recipe for disaster. The new law introduces new mandatory minimum penalties for various drug offences. One need only view the corpses piled up along the U.S./Mexico border (and, to a lesser extent, in B.C.) to realize such legislation will be nothing more than a financial and social failure. The ThompsonNicola Regional District is reporting a high number of bear sightings throughout the region, as the predator rummages through garbage and other human byproducts. Bears can be keen at seeking out unnatural food sources, and once they do, it can be difficult to keep them away from municipalities and campgrounds, the TNRD warned. “There hasn’t really been a whole lot more bears reported than normal,” said Tristan Hopkins, TNRD Bear Aware community coordinator. “But we have had quite a few reports about bears getting into garbage.” Twenty-two bear sightings have been reported in Merritt from mid-April to June 23. Some of the common high-calorie goodies bears seek out include garbage, fruit trees, pet food, bird feeders, unclean barbecues, livestock, feed and compost. “People have been calling in about what

visit Merritt in July to put awareness stickers on garbage bins that are left for pickup the night prior to garbage day. These are major attractants for bears. Conservation already put down one bear in the Bench neighbourhood of Merritt earlier this year. “Properly managing possible bear attractants can help to make communities safer both for people and bears,” the TNRD stated in a release. Bear sightings can be reported to the Conservation Officer Service’s RAPP hotline at 1-877-952-
7277. The Ministry of Environment and the TNRD sponsor the

Steps to Reduce Bear Attractants • Reduce the time that garbage is available to bears by waiting until the morning of collection day to leave the garbage bin out for pickup. • Ensure there is no leftover food or grease on a barbecue by scraping and burning the grill as well as emptying the grease trap after each use. • Keep all pet food stored indoors and refrain from leaving food out for any wild animals (including birds and stray cats), in the spring, summer and fall. • Reduce the odour and attractiveness of compost to bears by mixing it regularly or treating it with lime. B.C.’s greenhouse gas emissions fell 4.5 per cent in the first four years of the carbon tax on fossil fuels, but most of that drop was probably the result of a world recession rather than the steadily increasing tax. Environment Minister Terry Lake released the latest emissions report Wednesday in Kelowna, insisting that B.C. is on track to meet its interim target of a six-percent reduction in greenhouse gases this year. The latest federal government emission figures are for 2010, and in that year B.C. emissions crept up again after two years of decline. Lake said the global financial crisis of 2008-09 is likely responsible for a three per cent drop in emissions since the carbon tax took effect. The other 1.5 per cent came as B.C. residents chose to reduce their fossil fuel use, partly due to the tax and also because of the steep increase in gasoline prices. Lake acknowledged that it will be “challenging” for B.C. to meet its target of a 33 per cent reduction in emissions by 2020, especially with new liquefied natural gas development expected to include gas-fired electric power by that time. Options include carbon dioxide capture and storage from natural gas production, and the gas industry purchasing offsets to make up for extra emissions, he said. One sign that the carbon tax is working as intended is that people are twice as likely to buy a hybrid vehicle in B.C. than in Canada as a whole, Lake said. The last scheduled increase in the carbon tax takes effect July 1, bringing the tax on a litre of gasoline from six to seven cents. Similar increases take effect on diesel fuel, natural gas, coal and other fuels, offset by business and personal income tax reductions to make it revenue neutral to the government as set out in the carbon tax legislation. Finance Minister Kevin Falcon announced Wednesday that the government is seeking written submissions on the future of the carbon tax until Aug. 31. The results will be used in preparation for the budget in February. “We are beginning a comprehensive review that will cover all aspects of the carbon tax, including revenue neutrality, and will consider the impact on the competitiveness of B.C. businesses such as the agricultural sector, and in particular, B.C.’s food producers,” Falcon said.

One million hectares of B.C. forest land may need to be replanted to help them recover from widespread fire and bark beetle problems, according to a new report from the B.C. government’s Forest Practices Board. The report estimates the entire area that may need replanting at two million hectares, out of the 95 million hectares of total forest land in B.C. But about 500,000 hectares of that is the legal responsibility of the forest companies that logged it, and the government has plans in place to replant another 250,000 hectares. “Decisions about whether to replant areas where mountain pine beetle and fires have killed most of the trees will have an impact on the future timber supply,” board chair Al Gorley said. “At a minimum, if nature is left to take its course, the eventual crop of timber in those areas will be delayed.” The board, an independent watchdog of the B.C. government, is critical of the way the government defines “not satisfacto-
rily restocked” forest land. The definition only applies to areas designated for timber harvest. Even within this 22 million-hectare timber supply area, there are large areas affected by fire or pests, but the report notes that the ministry’s survey data on these areas are not sufficient to be certain of their tree survival or recovery. “There has been only a limited amount of reforestation effort directed at mature beetle-affected forests because those areas might still be harvested by the forest industry,” the report says. The ministry announced regulatory changes Tuesday to promote salvage of wood waste for producing wood pellets and other “bio-products,” including electricity, fuels, plastics, solvents, lubricants and food additives. The regulations are aimed at providing access to smaller trees, tops and branches that are piled at logging sites and roads when sawlogs are taken out. They authorize new salvage licences that do not allow the harvest of standing trees.

Centennials’ Marshall chooses Mount Royal By Ian Webster THE HERALD

Yet another player from this year’s Merritt Centennials’ team has accepted an offer to play hockey at the university/ college level. Twenty-year-old defenseman Bill Marshall has committed to Mount Royal University in Calgary, Alberta beginning in September, 2012. Marshall’s decision to join the Mount Royal Cougar’s hockey program brings to six the number of Centennials from the 2011-2012 team that have signed letters of intent to play hockey at the postsecondary level. The others are Reece Willcox (Cornell), Brandon Pfeil (Brown), Evan Stack (UMass-Amherst), Chad Brears (U of AlabamaHuntsville) and Dylan Chanter (U of New Hampshire, 2014). Reached at his home in Smithers where he is working at a mill for the summer, Marshall stated, “There were a few schools that were
interested [in me]. I just wanted to take my time and make sure that I made the right decision. Mount Royal just seemed to be the best fit in terms of playing hockey and continuing my education.” One of the things that attracted Marshall to Mount Royal was the fact that the school’s athletic teams are joining the CIS (Canadian Intercollegiate Sports) for the first time this coming year. The Cougars will compete against the likes of the University of Calgary, the University of Alberta, UBC, and the University of Saskatchewan – all perennial powerhouses in Canadian college hockey. Marshall played for two years with the Merritt Centennials following two seasons with the Princeton Posse. Last year, as an assistant captain on the team, Marshall played all 60 Cents’ regular season games, scoring 12 goals and adding 22 assists for 34 points.
“We are extremely proud of Bill and his decision to attend Mount Royal University,” stated Cents’ head coach and GM Luke Pierce in a June 16 press release. “Over the past two seasons, Bill established himself as the cornerstone and leader of our defence corps. His game improved more than anyone I’ve ever coached, which is a testament to his hard work and dedication.” Pierce went on to add, “I have no doubt that if Bill chooses, he will play pro hockey sometime in the future. His game will continue to improve at the CIS level, and I’m confident that he’ll become a premier defenceman in that tremendous league. “We thank Bill for the impression that he has left on our entire organization, and wish him all the best in his academic and athletic future.” Marshall will join a Cougar’s team in September that is stocked full of former Junior A players – from the
BCHL, the AJHL and points beyond. The roster includes two former Merritt Centennials from the 2007-8 season (Ryan Moir and Jordon Harrison) as well as Eric Galbraith (Salmon Arm 2007-8, Quesnel 20089) and Prince George Spruce Kings’ Muchalla brothers, Vinny (2004-7) and Sam (2007-10). Marshall’s strongest connection to the Mount Royal team, however, is former Langley Chief Brad Goss (2007-10) who is also from Smithers and has played for the Cougars for the past two seasons. “Brad’s a couple of years older than me, but I’ve played lots of hockey with him, “said Marshall. “I’ve talked to him a lot about Mount Royal.” Marshall added that he won’t soon forget Merritt - his time spent in the community and wearing the Cents’ uniform. “I have nothing but fond memories. They were an awesome two years, and I have no regrets.”
Cents’ spring camp at the Coast a success FASTHockey comes to the BCHL An estimated 114 midget and junior-aged players converged on the Planet Ice facility in Maple Ridge on the June 22-24 weekend for the Merritt Centennials’ second annual Coast evaluation camp. “Aside from some crazy weather that we had on Saturday - some windstorms, lots of rain, a few trees blown down - it was a very successful camp,” stated Cents’ assistant coach and GM Joe Martin. “We were happy with the talent that we had out there.” While the evaluation camp was strictly put on by the Centennials, Marten said that there were several coaches and scouts from Junior B clubs in attendance, too. “We had represen-
tatives from Mission, Ridge Meadows, Abbotsford, Castlegar, Fernie and Princeton. They were helping us out on the benches and, of course, recruiting for their own clubs at the same time.” Also lending a hand with coaching, officiating and timekeeping were current Centennials Brent Fletcher, Tyler Martin and Regan Soquila. Newly-acquired Cents Derek Huisman (from Chilliwack) and Sebastien Paré (from Langley) also stopped by on the weekend to become better acquainted with some of their new teammates, as well as Martin and Centennials’ head coach Luke Pierce. firmed that there were no actual signings following the Maple Ridge camp, he did state, “Luke and I had discussions with several individuals and their families - about Merritt and about our team. A few players got invitations to our main camp in late August.” Martin went on to add, “With only a 40-man main camp planned, we want to make sure that we bring in the right kind of
players to make a championship team. At the same time, we also want to bring in a couple of players that we know right now are probably a year away from playing in the BCHL.” As for Huisman and Paré, Martin stated that both players will be tremendous additions to next season’s team. “They’re both character players that everyone we’ve talked to speaks extremely highly of.”
