The city is at a loss to explain how vegetation planted during the Highway 19A upgrade is already dead. A 200-foot long stretch of landscaping along the Old Island Highway near the Simms Creek Lift Station and Forberg Road has withered away “for completely unknown reasons,” said councillor Larry Samson. “It’s in very sad shape,” he said. “I went down and looked at it and it’s an eyesore. We have one of the most beautiful stretches along the ocean there and we have this vegetation...that’s completely died away.” The landscaping is part of the city’s $13.5 million Highway 19A upgrade project from Hilchey to Rockland road aimed at enhancing the area and creating an atmosphere similar to Willow Point. The project began in 2009 and wrapped up in May of last year. Continued on A7

Teeing off on Quadra Island Christmas came early for Quadra Island golfers. After more than a decade of negotiating, planning and building, the brand-new nine-hole Quadra Golf Course is finally open on the east side of the island. Last Friday was a chance for the founding members to play the opening rounds on the spectacular course which overlooks Sutil Channel and the Coastal Mountains. At 3,219 yards from the blue tees, this professionally designed course provides an enjoyable challenge for beginners and seasoned players alike. Holes #2 and #3 will open later this summer, but the other seven still provide a tough challenge, even for the low-handicap golfers. The official grand opening takes place in September. Local bands sign on to support big hydro project Two of the city’s First Nations bands have signed on to support the proposed billion-dollar John Hart Generating Station Replacement Project. The Campbell River and Cape Mudge Indian Bands both signed impact benefit agreements with BC Hydro on June 22. This major milestone will provide both bands with a number of benefits including training and education funds, economic development
opportunities related to the construction of the project, and also wider involvement in BC Hydro’s watershed activities. One of the examples of the benefits is for the bands to be more directly involved with BC Hydro in the preservation and enhancement of salmon stocks within the Campbell River hydroelectric system. “This (agreement) means a lot for our improving relationship
with BC Hydro,” said Bob Pollard, Campbell River Indian Band Chief. “It is a sign for a better future for us in our involvement with John Hart, and for the longer term, participation and a role within the lower sections of this hydroelectric watershed for important symbols to our community like salmon.” The agreement is the culmination of many meetings and discussions with the two
First Nations, and lays the foundation for the continuation of mutually beneficial relationships. “It has been a long and complicated process to get where we are today. It takes time for important decisions like this to allow for better understandings on both sides,” said Cape Mudge Chief Ralph Dick. “Our people feel we are now in a better place with BC Hydro and believe this project will be good for
the We Wai Kai. It will also be good for the wider Campbell River community.” The John Hart Generating Station has provided clean, reliable power for more than 65 years. BC Hydro is investing $1-$1.2 billion in the facility to ensure it continues to deliver value for years to come. Rich Coleman, Ministry of Energy and Mines said, “The signing of this agreement… is another positive step
towards beginning the construction of the John Hart Replacement project next summer. This project will improve safety and the reliability of John Hart and will create 400 jobs per year over the five years of construction.” The proposed project is to construct a re placement water intake at the John Hart Dam, replace the three 1.8-kilometre long pipelines with a 2.1-kilometre tunnel, construct a
replacement generating station beside the existing station and a new water bypass facility. The existing station may continue to operate during the construction phase and then transfer operations during the commissioning period to the new facility. BC Hydro is working towards receiving all project regulatory approvals by spring 2013 and beginning construction in summer 2013.

struction and at the end of the warranty period, was inspected by the contracted administrator for landscaping and the engineering consultant,” he said. “At that time, in their opinion, the vegetation in that flower bed was healthy, alive and doing well. What happened after that – I wish I knew.” T he plants were inspected at a nursery and analyzed for traces of poison or other

Samson said the landscaping contractor should be held to some degree of accountability and tabled a motion directing city staff to discuss replacing the vegetation, with all costs to come before council at next Tuesday’s meeting. Today’s actions proving costly We’ve all seen at least one of them – the bumper sticker on a trailer or RV that reads, “I’m spending my grandchildrens’ inheritance.” It’s supposed to be funny or clever or otherwise amusing, but it’s not. It’s We say: Future true. We’re burning their oil, polluting generations their water, spending their money down’t count for and generally wrecking their planet much it seems – and they won’t thank us for it. Back in 1992, the International Institute for Sustainable Development made a point of calling for governments to look down the road.
“We cannot simply think of our survival; each new generation is responsible to ensure the survival of the seventh generation. The prophecy given to us, tells us that what we do today will affect the seventh generation and because of this we must bear in mind our responsibility to them today and always.” The idea of looking seven generations down the road is a key component we should all be thinking about particularly hard these days as the climate continues to change and our leaders and the power structures that support them seem not only unable but also entirely unwilling to do anything about it. In fact, the Canadian government is rolling back even
the entirely insufficient measures that have been taken in a race to develop and export as much of Canada’s rich resource heritage as quickly as possible. There’s a good reason for that, of course. Our corporate culture demands the maximization of profit and it demands it now. Future generations – those little tykes wearing the short pants on the tricycles in the backyard – they don’t count for pretty much anything. We should think about why that is and what we can do about it. We’re running out of time to make the changes they need. – Black Press

Horse riders fling back Re: No place for horse puck (Mirror June 29/12) Do you know any of the history of the area at all? Did you know, we, the equestrians, used to be able to ride up the ERT to the Beaver Lodge Lands trails, alongside the logging trucks and that the Trail Riders club used to have a riding ring and show grounds on Homewood Road, all connected by a network of trails? Those trails spiraled out to the canyon view trails to McIvor Lake and Gordon Road, Simms Creek Trails to Oyster River and York Road and trails to the Comox Logging Road which connected to the power line trails up to Forbidden Plateau and further to Strathcona Park. Our voice was heard when Beaver Lodge Lands were slated for housing development. Our backs and hands cleaned windfall and constant garbage from trail heads and further areas. We trimmed brush and cleared rocks. We need smooth, compact footing for our horses to travel on so they will not hurt themselves. How do you think those lovely trails happened? They were roads and train tracks originally. Where were you? Nowadays, horses are still sometimes seen, usually quietly walking. Rough seas ahead for BC Ferries Corp.

BC Ferries has begun its summer schedule, ramping up sailings for the vacation season that is crucial to the fleet’s bottom line. It’s been rough sailing for BC Ferries so far this year. The corporation released its financial results in June, reporting a net loss of $16.5 million, compared to net earnings of $3.8 million the previous year. Last year’s earnings were boosted by the sale of the former corporate headquarters for $9.3 million, preventing a loss there as well. In the fiscal year that ended March 31, vehicle traffic was down 3.5 per cent and walk-on passengers were down 2.8 per cent. As a result, BC Ferries is forecasting a “small loss”
for this year as well. The spring “Coast Saver” sale has just ended. That’s a 37-per-cent discount offered Fridays through Mondays, May 25 to June 25 on the major runs from the mainland to Victoria and Nanaimo. The discounts allowed a foot passenger to cross for $9.95 and a car and driver for $39.95. I asked BC Ferries CEO Mike Corrigan last week how the sale went. He didn’t have final figures yet, but he allowed that the boost in traffic was “marginal.” It’s the second year that the spring sale has been offered over weekends, when people are more likely to travel. But instead of generating additional trips, Corrigan said the main effect
has been to shift traffic from midweek to weekends. One of the primary reasons for this spring’s poor performance is the lousy weather that kept people at home. Gasoline at $1.40 a litre is another big one. Hotels and other tourism services tell the same story. Here’s another problem: student traffic on the ferries was down by a third this spring, because teachers cancelled field trips as part of their lengthy work-to-rule campaign. The simplistic political debate about ferry service starts and ends with rising fares, with occasional fits of temper over executive salaries, and ignores the other factors. Just cut the fares and increase the
taxpayer subsidy, say the NDP and their local echo chambers. Of course, taxpayers are already pitching in an extra $80 million this year, bringing the subsidy to the ferries close to $200 million. That’s how Transportation Minister Blair Lekstrom sweetened the pot as he unveiled new powers for B.C. Ferry Commissioner Gord Macatee to set service levels as well as regulate fares. Macatee’s task now is to travel the coast and endure the demands of island dwellers who want the rest of us to subsidize their splendid isolation. Society needs help meeting demand “Volunteers don’t get paid, not because they’ re worthless, but because they’re priceless.” – Sherry Anderson, author This quote echoes the sentiment of the non-profit Alzheimer Society of B.C, especially in Campbell River. Volunteers are a treasured resource that allow the Society to provide a range of free services for families dealing with Alzheimer’s disease and other dementias. They help the Society with everything from making phone calls to caregivers to facilitating support groups. “They are absolutely invaluable to our team,” says Jane Hope, the Society’s regional Support and Education Coordinator. An estimated one in 11 B.C. residents over age 65 already deals with Alzheimer’s disease or another

Nearly a year and half after Discovery Passage students found their playground cordoned off with yellow tape, the kids will finally get new play equipment. The small, Painter
Barclay area school mounted a vigorous fundraising campaign last winter to replace a wooden climber that was roped off and taken down by School District 72 due to safety concerns. The eight-member Parent Advisory Council (PAC) executive has
been under pressure ever since to buy a new playground. But last week, help arrived in the form of $50,000. “It’s a big relief for all of us,” said Ashley Belanko, chair of the PAC. “Now we can take the money we fundraised and spend
it on other things for the kids.” The funding came from the provincial government in the final phase of a three-part, $8 million playground funding commitment announced by Premier Christy Clark and Education Minister George Abbott last September.
Phase one saw the government fund play equipment for schools without playgrounds – including Phoenix and Southgate middle schools – while under phase two, PACs were reimbursed for playgrounds purchased within the last year. Four local schools
benefited from phase two funding including Ecole des Deux Mondes ($25,631), Sandowne ($26,686), Oyster River ($19,318) and Discovery Passage ($10,254). But the small school was still short at least $30,000 and with not a lot of students, struggled to raise money
through carnivals, a concert, bakes sales, raffle tickets, and magazine sales. Last week, the government announced there was enough money left over to fulfill phase three which funded playg round replacements and enhancements.

Scotch broom is an epidemic that Campbell Riverites need to fight back against, says the head of a society dedicated to eradicating the controversial plant. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s an alien, invasive species (that) doesnâ&#x20AC;&#x2122;t belong here,â&#x20AC;? said Joanne Sales of Broombusters Invasive Plant Species in a delegation to city council last week. â&#x20AC;&#x153;It crowds out native species until thatâ&#x20AC;&#x2122;s all you have. If we donâ&#x20AC;&#x2122;t get control over it, it will fill open spaces.â&#x20AC;? Sales said Scotch broom was first introduced on Vancouver Island in 1850 when travellers from Europe brought the plant to Sooke. The invasive species, which spreads like wildfire, has made its way north ever since. It blooms from the end of April to the beginning of June and slows and prevents forest re-growth. The bright yellow flowers, which donâ&#x20AC;&#x2122;t appear harmful, can be found growing in clusters all along the Inland Island Highway and in vacant lots around Camp-

Sales said itâ&#x20AC;&#x2122;s important the community work to eliminate the plant. â&#x20AC;&#x153;If we want our farms, if we want our forests, if we want our parks, itâ&#x20AC;&#x2122;s us thatâ&#x20AC;&#x2122;s going to have to protect them,â&#x20AC;? Sales said. â&#x20AC;&#x153;We just afford to lose this battle. When it gets into a clear-cut area it grows faster than the trees and it takes over.â&#x20AC;? Sales, who helped start Broombusters in the Qualicum Beach area, said through community efforts Qualicum is now nearly Scotch broomfree. She was in Campbell River last week to help spread her message and encourage the city to create a similar model. Sales said all it takes is a community co-ordinator and spokesperson to get started. â&#x20AC;&#x153;We cut broom in bloom,â&#x20AC;? Sales said. â&#x20AC;&#x153;If you cut Scotch broom when itâ&#x20AC;&#x2122;s blooming it actually dies â&#x20AC;&#x201C; all you have to do is cut it down to grade level. â&#x20AC;&#x153;If you cut it in the winter
itâ&#x20AC;&#x2122;s going to come back. â&#x20AC;&#x153;Our goal is to get rid of broom so the best thing is to get people to cut broom in their areas, in their communities.â&#x20AC;? But Campbell River hasnâ&#x20AC;&#x2122;t sat idly by. For the last 13 years the local environmental nonprofit Greenways Land Trust has battled the weed through its annual Broom Bash. This year the event took place at the Myrt Thompson Trail in the Campbell River estuary. Coun. Ron Kerr, who has a background in landscaping, said Scotch broom can be overwhelming and commended Greenways for the work it does. â&#x20AC;&#x153;I know in the community Greenways does an awful lot of good work with invasive species,â&#x20AC;? said Kerr while at the same time welcoming Salesâ&#x20AC;&#x2122; approach with Broombusters. â&#x20AC;&#x153;I like this model because itâ&#x20AC;&#x2122;s focused specifically on Scotch broom, it doesnâ&#x20AC;&#x2122;t get distracted.â&#x20AC;? Kerr noted the Campbell River Indian Band, along with the city, recently removed â&#x20AC;&#x153;a great portionâ&#x20AC;?

While driving along the Seawalk near Rockland Road next week, you may wonder if weâ&#x20AC;&#x2122;ve been invaded by aliens. You would be right. Knotweed originates from China but this infestation likely arrived in a truck dumping garden waste. Knotweed has incredible growth rates and spreads using underground rhizomes; a piece the size of a fingernail can produce a 10 foot plant in one season. â&#x20AC;&#x153;Imagine for a moment a 10-foot wall between the Sea Walk and the ocean,â&#x20AC;? says Greenways volunteer Sandra Milligan. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t want Knotweed to get a hold here or in any environmentally sensitive area. â&#x20AC;&#x153;It creates a monoculture with no diversity, outcompetes native
plants, removes food and nesting resources, and creates a fire hazard in the dormant season. We call it biological pollution, pollution that reproduces!â&#x20AC;? For years diverse methods to control Knotweed have failed. Er nie Sellentin of the Coastal Invasive Plant Committee tells us â&#x20AC;&#x153;the only effective treatment is injection of each stem with glyphosate, or Roundup.â&#x20AC;? Three Campbell River groups swept the Battle Of The Bands in Courtenay. Battle of the Bands
is a competition held at Simms Millenium Park. The contestants were each allowed a three-song set (the first of which would not be judged and served as a warm-up song), and
were judged by a panel of six people. They were judged on originality, stage presence and skill. Campbell River made its presence unequivocally known by taking

the top three places. Who Is Barbosa, a group of talented teens took first place. The foursome won the grand prize of three days at the Dove Creek recording studio and airtime for their upcoming single (from the sessions) on JetFM. Rise With The Falling, a band from Tim-
berline Secondary, took second place earning a $350 gift card for Long & McQuade. Last, but not least, War riors Of Love another group of teens took third place and won a $150 gift card also to Long $ McQuade. All in all, it’s fair to say, Campbell River took Courtenay by a landslide.

Campbell River choral fans are in for a treat on Sunday, July 8. A topnotch young men’s choir from Australia will be performing at the United Church on Pinecrest at 8 pm as part of a Canadian Tour. The Birralee Blokes will have just finished competing at the World Choral Festival in Powell River, and so will have a varied, polished and highly-entertaining program. The Birralee Blokes’ participation in this prestigious choral celebration guarantees that Campbell Riverites will hear a fabulous concert on Sunday night. The Birralee Blokes are dynamic young men, between the ages of 13 and 22, who love to sing and perform together. Hailing from Brisbane, the group was formed in 2003 with a view to provide young men with the opportunity to sing. It’s a philosophy that has really worked: they have captivated audiences around Australia and won the hearts of millions of viewers with their amazing performance on Australia’s “Battle of the Choirs” program. They are conducted by Paul Holley. Tickets are $10, available at the Visitor Centre downtown or at the door.

Rivercity needs an artist Rivercity Players is into another community project. This time, instead of providing entertainment, they are trying to enhance the appearance of the city and re-ignite community pride. The project is to paint two large murals on the outside of the building that houses Rivercity Stage at 1080 Hemlock St. One of the walls measures 88 feet long by 18
feet high, the other is 50’x18’. “It will be quite a challenge to compose works that can be enlarged to that sort of size,” says local artist Sandra Chow, who is a director of Rivercity Players and the project manager. “But to have your work on public display on that scale will certainly be very prestigious.” The works to adorn these huge walls will be chosen from art-

Duncan Centennial Totem Pole Project Request for Proposals Duncan Tourism Totem Sub-Committee/ Duncan Business Improvement Area Society The City of Duncan Tourism Totem Sub-Committee (City) and the Duncan Business Improvement Area Society (DBIAS) would like to commission a commemorative totem pole to celebrate Duncanâ&#x20AC;&#x2122;s centennial year. Master Artists with experience carving totem poles are encouraged to submit a proposal that meets the criteria laid out in this Request for Proposals. Design Details, SpeciďŹ cations, and Deadlines: Design: Preference is for the Artist to incorporate Coast Salish aspects into the cedar carving. The story depicted will commemorate the 100 year history of the City of Duncan. Log Dimensions and Criteria: The cedar log measurements are to be minimally 30 ft. in length, 2 ft. in diameter at top, and 3 ft. at bottom. The log must be of exceptional quality. Model Totem Poles (maquettes): The applicant selected to carve the Totem Pole must carve and paint to scale, two 18 inch tall yellow cedar totem poles. The maquettes must be completed prior to beginning the carving of the 30 ft. pole. These will serve as models for the actual pole.

Instructors Logging Fundamentals Training Western Forest Products Inc. is currently developing an innovative program to train individuals interested in a career in the logging industry. The Company is seeking applications from individuals who would like to be considered for the two available Instructor positions required to deliver a 7-week pilot program this fall (Sept/Oct). Utilizing the WorkSafe BC “Cable Yarding Systems” and “Grapple Yarder and Supersnorkel” Handbooks as a guide, the Program is designed to provide entry level logging skills. Using a combination of classroom instruction and hands on training at an instructional logging site, the Instructors will teach the students the foundation skills of safety, environmental awareness, and job skills, necessary to be successful in both Highlead Tower and Grapple Yarding settings. The Program will be taught at the Company’s Englewood Forest Operation, located 1.5 hours north of Campbell River and 1 hour south of Port McNeill. The Instructors will be responsible to assist with finalizing the Program’s curriculum and delivery of the 2012 pilot project and the planned 2013 Program (three 7-week programs, May to October). B.C. teachers have voted to accept a new contract but they’re not happy about it. Members of the BC Teachers’ Federation (BCTF) ratified an agreement-in-committee reached June 26 with their employer, the BC Public School Employers’ Association. A total of 75 per cent of teachers voted to accept the deal in a vote conducted province-wide June 27-29. Just 52 per cent of B.C.’s 21,044 teachers cast a ballot. Elaine Thompson, president of the association representing Campbell River teachers, said teachers were forced into signing the agreement because they felt it was the best deal they could get from the provincial government. “Not that teachers are happy with what’s in it but it was better than the alternative which probably would have stripped our contract even more,”

Teachers’ rights to bargain for class size and composition are expected to be reinstated at that time. In the meantime, the teachers’ union is seeking redress in the courts for past constitutional violations and to challenge Bill 22 which government introduced in midMarch to put an end to a three-day teachers strike. Most recently, teachers also chose to refrain from extracurricular activities such as sports teams, after school clubs, graduation ceremonies and field trips.

The city will hold off on holding the BC Winter Games in order to accommodate two large construction projects. In February, council made a decision to put in a bid to host the 2016 BC Winter Games. However, last week c i t y s t a f f re c o m mended waiting until 2018 to play host to the games. “In 2016 both the hospital and BC Hydro (John Hart Dam) construction projects will be underway and it is anticipated that local accommodation facilities will be fully booked by crews associated with these large projects,” Milnthorp said. “In order to accommodate the games and to maximize the economic impact of the event, staff are recommending that council...instead bid to host the 2018 BC Winter Games.” Council ag reed, including councillor Andy Adams who put forth the original motion to host in 2016.
“Since I put this on Mr. Milnthorp I thought I’d take some of the pressure off him and give him two years,” Adams joked at a council meeting June 26. “Mr. Milnthorp correctly identified that 2016, while very ambitious, has two infrastructure projects on the go.” Milnthor p noted hosting the games is “a large undertaking” and will involve hundreds of volunteers, a financial commitment from the city as well as a commitment from School District 72 which would have to lend school buses and drivers as well as suspend school for two days during the games. Mount Washington would also have to commit to allowing the use of its ski slopes, lodge and other facilities. But the city does have a little experience. “I know Campbell R iv e r p r e v i o u s l y hosted the Winter Games and it was a tremendous success,” Adams said in February after council agreed to put in a bid

The city’s application package will also need to include a list of all major events it has hosted in the past five years; a list of potential facilities for accreditation, dining, opening and closing ceremonies, and a medical clinic; and letters of support from sport, community and other groups. T h e B C Wi n t e r Games typically involves 2,000 participants of average age between 13-15 years. The BC Games is considered a stepping stone for young athletes to national and international competitions and to multisport competitions like the Canada Games and the Olympic or Paralympic Games.

Campell River hosted day two of the seven-day BC Bike Race under the wettest conditions in race history. With a police escort, 525 spirited racers left from Robert Ostler Park under a steady drizzle of rain. After a neutral start the police escort pulled
aside and an opening road section spread the field out before knobby tires turned on to the first trail of the day, Lost Frog. It has been an unusually wet spring but today’s weather was actually normal winter riding conditions for locals. In some ways these conditions are the true coastal British Columbia riding experience. “We do live in a rain forest
and today was classic west coast wet riding. The riders were awesome, people didn’t complain, they endured,” said event founder and director Deane Payne. “When people are sitting warm in the gymnasium, watching the wet photos, their smiles come out because it just reminds them of what they went through throughout Continued on A30

Race on the river The second annual Race the River dragon boat regatta went off without a hitch on Saturday in the Campbell River estuary. The Lower Mainland’s Tri-Port Warriors took the title in the women’s division with a final race time of 1:49.5. Second place went to Campbell River’s River Spirit with a final time of 1:53.4 and third place went to Blazing Paddles with a final time of 1:55.7. In the mixed teams, first place went to Dragonflies with a time of 1:46.4; second went to Prevailing Wins with a time of 1:47; and third place went to Namax’sala with a time of 1:47.6. Women’s Solo Race For B.C.’s Wendy Simms (Kona Bikes) the only trouble she seemed to have from the wet day was worrying about her two kids back at home. Simms excelled enough in the mud and wet roots to put 40 minutes on her closest competitors. Simms was excited about the
trails despite their conditions. Men’s Race Never before seen at the BC Bike Race was the second sprint in two days by the same three riders. Barry Wicks (Kona), Neil Kindree (Specialized/ EMD Perono) and Rocky Mountain rider Chris Sheppard traded the lead multiple times during the day, but it was Wicks who again proved to have the legs for the win. Wicks and Kindree are effectively tied for first, in an unprecedented situation for
the BC Bike Race. Only Sheppard had any mechanical issues during the day when he flatted early. Quick thinking and some desert experience had his flat fixed and he was able to chase back to the duo of Kindree and Wicks after about 20 minutes of steady riding. When asked about the chase Sheppard attributed much of his success to his switch to a 29er. “That’s day four in the wet and day eight on the 29er. Chasing was awesome, I got in the zone and was feel-
ing comfortable and confident.” T hat ef for t ke pt Sheppard within three seconds of first place overall. Seven of the top 10 men were experienced BC riders or locals who were well adapted to the conditions. Cory Wallace (Kona) showed he had the chops to slice through wet rocks and came in fourth, while 5th went to another Canadian Matt Hadley (XprezoBorsao Factory).
