Rainy start to Keremeos Canada Day festivities fails to dampen spirits By Steve Arstad The Review It felt a little bit more like monsoon season than the beginning of summer for citizens attending Canada Day activities at Memorial Park in Keremeos on July 1. The morning’s schedule of acitvities was continuously interupted by cloudbursts, which were fortunately short lived. The off and on wet weather wasn’t enough to dampen the civil spirits of several hundred who lined up for the
Elks pancake breakfast and stayed to watch or participate in one activity or another through the morning. Git Gill returned for anther year to lead the kite flying activity, again, sending his kite soaring to great heights in spite of the fact there was little wind at times. Several kiosks were set up around the perimeter of the park, selling jewellery, artwork and tutus. Members of the Portage Centre assisted in the Canada Day celebrations by providing their face painting and balloon tying skills to the youthful members of the crowd.
In the village office parking lot, the Keremeos Volunteer Fire Department provided several demonstrations in the use of their auto extrication tools. Back for another season were the popular local duo, the Corner Turtles, who provided breakfast background music. This year’s Canada Day official ceremonies were kept brief by local politicians, Keremeos Mayor Mancontinued on page 7

Contractors Association says public sector wages are too high compared to private sector By Steve Arstad news@keremeosreview.com The Canada Day long weekend is usually cause for celebration - but for many South Okanagan-South Similkameen property owners, the long weekend jubilation is tempered by the reality of the early July due date for municipal tax bills. The Independent Contractors and Businesses Association of British Columbia has taken a look at compensation packages handed over to municipal employees for the second year in a row - and their research shows that public sector workers receive pay and benefits packages that are 30 to 40 per cent higher than workers doing similar jobs in the public sector. The ICBA concludes: “With staffing costs chewing up more than half municipal budgets - it’s the compensation inequity that is driving taxes in one direction - up.” The association sees wages and benefits to outfactor other reasons given by local government for increased taxation - inflation, growth and higher demand for services. During budget consultations this spring, while residents in Keremeos and the surrounding regions were told that municipalities had “held the line on spending” we nonetheless saw modest increases of one to three per cent - and

according to ICBA, those increases have added up. Spending increases have outstripped inflation and growth combined, says the association. If municipal increases had been held to the rate of inflation and growth, taxpayers would have been left with four billion dollars in their pockets. ICBA President Philop Hochstein is urging the public to work with the association to push for provincial legislation - a “compensation equity act”- that would force public employers to bring their pay and benefits in line with the private sector. Policy sought to deal with non profits’ landfill use By Steve Arstad news@keremeosreview.com Regional district staff have been asked to prepare an exemption policy for non-profit societies that will promote the reduction of material entering landfills. Locally, Keremeos’ Bargain Centre, and the Kaleden Volunteer Fire Department’s annual garage sale have in the past requested tipping fee exemption for items donated to their society that went unsold or was unuseable. These organizations, and others, often receive items dropped off in the dead
of night, that have no value, ending up going directly to the landfill. Regional district staff will be looking into the issue to find out how many groups in the regional district might require exemption. They will also attempt to get an idea as to volumes generated and what the associated landfill costs would be. The physical location of dropoffs will be analyzed in order to develop a specification with regards to site security, signage, etc. Staff also intend to work with other local governments in order to find out how other jurisdictions deal with the issue.
Weak El Niùo shaping summer and fall weather patterns By Steve Arstad news@keremeosreview.com After a dismal June from a weather point of view, residents of the South Okanagan and Similkameen can’t be blamed for high expectations for a summery July and August. After all, that was the long term prediction back in April, where they were right about May and June being below normal and wet. The latest El Nino Southern Oscillation (ENSO) technical update (mid-June) from the International Research Institute for Climate and Society (IRI) has revealed the following key points to AccuWeather Canadian blogger Brett Anderson: 1. No signs of El Nino right now based on current observations of wind and rainfall in and around the equatorial Pacific, though water temperature anomalies are generally increasing. 2. All models predict neutral ENSO conditions into most if not all the summer.

Grist Mill study looks for new business model By Steve Arstad The Review The province began its search for a “more sustainable business model” for Keremeos’ historic Grist Mill with a stakeholders workshop held on site on Tuesday, June 26. The hastily planned meeting attempted to bring all residents with an interest in the heritage site to offer their thoughts on several aspects of the mill’s existance in the Similkameen. In this year’s provincial budget, 21 million dollars was offered to the province’s 11 heritiage sites over the next three years. The funding was intended to address deferred maintenance and operational issues, which includes planning for the future use and development of the heritage sites. To that end, the province recently hired heritage consultant Denise Cook to develop a Conservation Management Plan for the mill, who was part of the delegation hosting the workshop at the mill last Tuesday. “The key part of this study is to find new uses for the site,” Denise Cook explained. She said the $20,000 study is expected to take three months to complete. “Once we have visualized all the options, budgets will be evaluated,” Cook said in answer to questions about increased funding for the mill. BC Heritage Branch Community Heritage Planner and Information Officer Judith Cook (no relation to Denise), who was present at the workshop. The BC Heritage branch felt that old business models had fallen behind the times - a belief that helped drive the consultant’s study. “We want to consult with local communities about their heritage sites,” Cook said, “We would like to broaden the appeal of these sites beyond their historical value.” Cook said that not all heritage sites were undergoing the consultative process at this time - Hat Creek Ranch, Historic Yale, and Craigflowers two properties in Victoria were also engaging in a study. “The province would like to find a more sustainable business model,” Cook answered to the question of funding. “We realize that it isn’t realistic to expect these sites to pay for themselves, but there may be other strengths that are as yet undefined - there may be other ways in which these sites can be utilized more.” The Conservation Management Plan is expected to provide a detailed assessment of all the potential impacts on heritage values that future management, site / land use decision making and operations may have on the site. A business case for the optimal operation of the site is a key outcome anticipated from the study. Editorial Adequate funding is Grist Mill’s biggest problem The province held a workshop at the Grist Mill last week to gather local opinions and ideas in a search for new uses and new ways for the historic venue to generate cash. The workshop was probably not as well attended as it might have been, given that there wasn’t a great deal of prior notice given to the general public beforehand. The province appeared to be searching for a “magic bullet” - a new idea - or an epiphany of some sort - that will generate new revenue for the mill. Provincial representative Judith Cook admitted that the province realizes that it is unlikely that the province’s 11 heritage sites could be self funding, but they are hoping to find a “new business model” that will bring additional revenue to the properties. A $20,000 study is currently underway to better identify potential new ways to run the Grist Mill, and some additional funding has been injected into the Grist Mill budget to look after some maintenance issues at the site. While it is encouraging to see the province finally taking an interest in the site, after 10 years of weak policy, erratic funding and shifting of heritage responsibilities from one provincial department to another, the number one problem - reliable funding - remains. The Grist Mill was a much busier place around the turn of the century (2000) when funding was at more adequate levels. The uncertainty created by the last ten years of neglect has probably been one of the single biggest factors in the mill’s current inability to generate reasonable income - and without a return to committed funding by the province, we feel there will be little salvation gleaned from a $20,000 consultant’s study.

Victoria lagging behind on transparency Jordan Bateman, Canadian Taxpayers Federation In the turtle derby of politician transparency, Ottawa has pulled ahead of Victoria by a nose—but neither government should be congratulated for their lackluster effort. Last week, the federal government released the long-anticipated Auditor General’s report into parliamentary spending. The report, based on a very tiny sample, showed that MPs and senators were violating their own documentation and contracting rules, while spending millions of tax dollars. Parliamentarians had tied the hands of the A-G, preventing an in-depth value audit of MP and senator spending. Only 284 of 85,000 annual transactions were reviewed, but the A-G still found documentation errors in five per cent of MP expense claims. Extrapolated across 308 MPs, that means $1.8 million in improperly documented re-
imbursements, a significant concern for taxpayers. On top of that, 41 of 59 procurement contracts checked by the A-G found “weaknesses” and “deficiencies” in the process, including missing documentation, lack of signatures and lack of qualification by some winning bidders. Taxpayers footing the bill for all of this spending deserve more diligence from their elected officials. Despite the shortcomings, at least Ottawa released the report. The B.C. government is still sitting on their own provincial Auditor General’s report into almost $70 million of annual spending at the Legislature. The report has been held back for nine months and there is no announced timeline for its release. The B.C. Liberals and NDP have both proven to be massive disappointments in revealing how MLAs spend our money. When spending scandals rocked U.K. and Nova Scotia taxpayers with tales of politicians ex-
pensing moat dredging and espresso machines, British Columbians demanded answers. Were our MLAs and MPs spending tax dollars efficiently and effectively? Is everything on the up and up? Could that happen here? We still don’t know. Not only has the Auditor General’s report been hidden away, a promise that MLAs would release their spending by fall of 2010 has fallen by the wayside, locked by the allparty Legislative Assembly Management Committee. MLAs have access to a lot of taxpayer money. On top of their salaries, MLAs can claim up to $19,000 per year for living expenses, $11,580 for in-constituency travel costs, $61 a day for meals while in Victoria and an annual constituency office allowance of $119,000.00 (in addition to office space leases). Plus there are travel expenses charged back to taxpayers. It all adds up. Individual MPs and MLAs should forget all of the procedural party games and follow the lead of inde-
pendent MLA Bob Simpson (Cariboo North). Simpson posts weekly expense reports to his website. It doesn’t take much work—he simply puts up the expense form that he files with the legislature. It’s a higher level of accountability, done voluntarily and proactively. Even better, our politicians could follow the example of Toronto City Hall – the national gold standard in political expense accountability. Toronto city councillors publish online every receipt from every expense for all to see. Because of this transparency, the old political adage, “Would I be comfortable seeing this on the front page?” has moved from abstract to likely, and strongly influences political spending habits. Unfortunately, the question we are left with in B.C. right now is: “Why aren’t our MLAs comfortable seeing this audit on the front page?” Until they release the audit and details of their expenses, we will be left to wonder.

School District 53 education report Contributed by Marieze Tarr, Board of Education Chairperson Joan Chambers, the Okanagan-Similkameen Literacy Outreach Coordinator presented the District Literacy Plan to the Board of Education at our regular June meeting. She heads a task group made up of representatives from Interior Health, Okanagan College, SD53, SD67, Ministry of Social Development, Penticton Museum, Penticton Public Library, Child Care Resource and Referral, Okanagan Boys and Girls Club and Communities for Kids to name a few. The Penticton Wine Country Chamber of Commerce is the steward of the group and also a member. It was encouraging to hear how all of these groups are collaborating to set Literacy Goals for an area that includes the communities of Summerland all the way south to Osoyoos and west to Hedley. Forty eight students from Osoyoos Secondary School, 85 from Southern Okanagan Secondary School, 20 students from YouLearn and 29 students from Similkameen Elementary Secondary School. Congratulations to all of our graduates. District staff and trustees had an opportunity to attend a School Learning Plan Session where administrators from each school shared their goals for the upcoming school year. Administrators presented their student results and shared their strategies and the structures to be put in place to increase student achievement. Megan Abele, BC Manager for Roots of Empathy, visited our district recently and was very impressed by how embedded Roots of Empathy is in our communities and also by the success of the programs in SD 53. She is planning to host a fall training session for Instructors in Oliver this fall. We are very excited to announce that the district’s application for a Request for Proposal to the Industry Training Authority has been accepted. The district will be receiving a grant of $20 000 which will be used to focus on maintaining the work being done in Secondary School Apprenticeship Programs. We will also look at improving the grade 6/7 program to make it more hands on. We are happy to announce that Ron Rachinski has been re-elected as president for SOSTU for the 2012-2013 school year. We are looking forward to work with him for another year. This year we have eight teachers and five support staff members retiring and the district would like to thank them for their dedication and commitment to our students.
Our district has received $298 052 in Learning Improvement Funds as part of Bill 22 which was passed in March. Administrators are consulting with staff around the learning needs of students in classes for the 2012-2013 school year and will submit requests around teacher, EA and paraprofessional support. The superintendent is currently in consultations with SOSTU and CUPE with the goal of establishing a tentative spending plan before the end of June. This plan will be revisited in September for further consultations before going to the Board of Education for approval in September and then being submitted to the Ministry of Education. Oliver Elementary has been selected as the site for the first pilot project for a hub in the district. The purpose of the hub is to centralize services for families in one location. Partners for this project include: Oliver Parks and Recreation, Communities for Kids, Infant Development Program (Okanagan Boys and Girls Club), Success by Six, CAP-C (Desert Sun), Child Development Centre, Public Health and Child Protection. This will be a resource and referral centre for families for drop-ins and appointments. The Board of Education gave the 2012/2013 annual budget and bylaw three readings and it was approved. We had two budget advisory meetings with our partner groups (PAC, CUPE, SOSTU and administrators) and the board hopes to expand the advisory meeting next year to include our municipal partner groups. Due to the cut in our funding protection grant (which were in the past paid to districts to offset declining enrollment) we will be faced with a reduction in funding of $337 461 from the ministry. We will be receiving $298 000 in additional funding through the Learning Improvement Fund but this is targeted funding to help improve classroom learning conditions. It is interesting to note that of our $24 million revenue 81 per cent is spent on Instruction, five per cent on district and administration staff, 11 per cent on operations and maintenance and three per cent on transportation. Three policies were given Notice of Motion and will be posted on our website. The policies deal with field trips, ordinarily resident and healthy living. We appreciate your input - please visit our website to leave us your suggestions. Lastly, we would like to invite everyone to a concert fundraiser for SOSS which will be held June 23 at 3 p.m. at Tinhorn Creek Vineyards. The matinee will be performing and tickets are available at Tinhorn Creek. All ticket proceeds will be donated to SOSS to a fund to improve school culture as they face another year of rebuilding. The Board of Education wishes everyone a safe and relaxing summer. Our next Board of Education regular meeting will be on September 26.

Action at the park continued through the morning with various games, including bocce ball, bean bag baseball, frisbee throwing and others. Entertainment in the latter half of the morning was provided by local and Portage musicians. Activities in the afternoon included serving of
the Canada Day cake, and free swimming at the pool. Focus then shifted to the Grist Mill for activities to round out the afternoon and early evening. Admission to the grounds was free after 1 p.m. and with clearing skies, a comfortable afternoon and early evening of entertainment took place with period pieces by the Grist Mill Gang Players and other entertainment provided by Rob Robertson, Jaques and March Durand, and Infusion. Former Keremeos Mayor Walter Despot joined current Mayor Manfred Bauer at the barbeque pit, serving up hot dogs and hamburgers through the late afternoon and evening.

A trailer home fire near Twin Lakes last week resulted in a brush fire which involved an air tanker attack from a forestry tanker in Penticton. The fire was quickly extinguished before it had an opportunity to spread to nearby structures.
Local tourism programs get provincial boost By Steve Arstad The Review Six local communities are eligible to receive a total of $71,600 for projects that help grow tourism. The funding comes from our government’s Community Tourism Opportunities (CTO) program administered by regional destination marketing organizations. In all six communities it is
administered by the Thompson Okanagan Tourism Association. The community of Okanagan Falls and Similkameen Country will both benefit from the provincial funding. Okanagan Falls will receive a total of $4,000 for the following: - Visitor Guide/ Map ($1,000) - Interpretive Map/ Guide ($1,000)
- Website enhancements ($1,000) - Image bank ($1,000) The Similkameen Valley will receive $23,000 for the following initiative: - B r a n d i n g ($23,000) Other communities benefitting from the funding include the Boundary Alliance, Oliver, Osoyoos, and Summerland.

RESP withdrawals – make the most of them Your child or grandchild is about to make the next big leap in their life, from high school to college or university. You now have some decisions to make about the Registered Education Savings Plan (RESP) you’ve so faithfully contributed to through the years. You’ll want to make the most of those funds accumulated within your RESP along with getting the full benefit of Educational Assistance Payments (EAPs) and minimizing the amount of tax your student will pay, and by using these withdrawal strategies, you will. Hand it over Elect to withdraw income within your RESP as an EAP, made up of plan income, the Canadian Education Savings Grant (CESG), the Canadian Learning Bond (CLB) , and any provincial grants, because it will be taxed in the hands of the student, who is likely to be in a lower tax bracket. To avoid a potential CESG payback, avoid withdrawing contributions unless you’ve paid out all of your income within your RESP as an EAP. Be patient Don’t withdraw contributions before your student begins school or you’ll trigger a repayment of the CESG. Don’t take your lumps Instead of taking EAPs as a single lump sum, spread them over the expected length of the educational program and you’ll avoid burdening your student with a huge taxable income in the first year as well as taking advantage of his or her (presumably) lower marginal tax rates over a number of years. Haste makes waste Most plans restrict withdrawals to a maximum of $5,000 in the first 13 weeks of your student’s program. You can exceed the $5,000 limit by requesting written permission from the Minister of Human Resources within those first 13 weeks. This allows you to avoid having to pay the extra initial school expenses out of your own pocket or withdrawing contributions and potentially having to repay some of your CESG monies. Conclusions based on a century of solar flare observations could be premature
Now that we are keeping an ever-closer eye on the Sun, there are more alarms, often false, about the consequences of the latest things the Sun is throwing in our direction. The most important of these are flares and coronal mass ejections. Flares happen when over hours to days, solar magnetic fields have become stressed to the point where they suddenly snap, arrange themselves more comfortably and release in minutes all the energy stored in them. The result is x-rays, radio
waves and highenergy particles that can cause radio blackouts, damage satellite electronics and endanger astronauts and high-altitude air travellers, particularly on polar routes. A coronal mass ejection is less dramatic. A large magnetic loop, containing trapped hot, ionized gas gets more and more stressed until some disturbance makes the magnetic fields snap and the loop, with its contents, get catapulted into space at speeds of 2,000 km/sec or more. These hit our magnetic field and generate magnetic storms, causing power outages, enhanced pipeline corrosion and a lot of other damage. Quite often the shock wave from a flare can trigger a coronal mass ejection, so we often get flares and coronal mass ejections
together. This is what happened for example in 1859 and 1989. For our ancestors, living low-tech existences at ground level, the only things they would have seen to indicate bad solar behaviour were displays of aurora. The only bad consequences would have been indirect, such as watching the aurora and not watching for sabretoothed tigers or other enemies. Our vulnerability to solar activity comes mainly through its impact on our technology and the complex infrastructure we now depend on. The impact on that infrastructure can be considerable. In 1989 a moderately large solar flare and coronal mass ejection caused about $2 billion worth of damage. In 1859 there was a much bigger flare, which if it happened today would cost us about $2 trillion dollars
to put our lives back together. This possibility has triggered work on improving forecasting, warnings and plans to minimize the consequences. However, to answer that question we need to know how big flares might get, and how often the biggest ones to occur. The problem is that we have not been monitoring the Sun for long enough to know. Before the 19th century solar activity had little effect on our activities or us. However, we can broaden our understanding by looking at stars that are similar to the Sun. There are many of these, and we can monitor these for flares, and determine how often flares of a given size occur. In one study, 83,000 sun-like stars are being monitored. The results so far are intriguing. A typical large solar flare releases about
a million quadrillion joules of energy. Some stars produce “superflares” releasing 100,000 times more energy. However, the most vigorous flares come from stars rotating more quickly than the Sun, which makes it easier to build up a lot of stress in magnetic fields. So it is likely that the Sun won’t be as energetic as that, but basing any conclusions on a century or so of observations of a 4.5 billion-year-old star might be called a bit premature. We’re working on it. Mercury is low in the west after sunset. Mars and Saturn dominate the southwestern sky. The Moon will be full on the 3rd. health be careful what you wish for By Kerry Palframan, RN For over 20 years I’ve been playing with setting my intent for what I’d like to manifest in my life. The old adage “be careful what you ask for” continues to apply. Like many of you, I’ve learned my lessons the hard way or by trial and error. The first time I heard the concept of writing down your desires in order to make them manifest, I wrote out over 100 requests. Asking the Universe for something is akin to throwing a tennis ball out into the cosmos and your request is immediately heard and the response is like having a tennis ball fly right back at you. The proverbial tennis ball is the opportunity presenting itself to see if you truly desire your request.

I continue to learn just how clear one must be when setting intent. The most recent example was my intent to move to a warmer drier climate. Two weeks later my doctor gave me the results of my knee MRI and said “Kerry, your knees are ruined; you need to move to warmer, drier climate”. I laughed out loud and knew that jthis was just part of my opportunity. I was not clear enough. As soon as I change my request and wrote out “hot, sunny, dry, climate”, an opportunity to spend the winter in Arizona presented itself. The point is, be mindful of what you ask for and how you ask for it. Being clear and specific is best and be sure to write only the things you desire, not the things you do not desire. For example, if you are setting your intent to attract a partner into you life, you do not want to make a list of traits he/she does not have, but rather a list of traits they do have.

CHRISTIAN CAROL LYNN, Born July 18, 1942 - Died June 26, 2012: It is with great sadness that we announce the passing of Carol Lynn Christian. Carol passed away peacefully on June 26, 2012. She is survived by her husband, George Bischoff, children, Linda Rylan and Ronald Murray, grandchildren, Mishaela Murray and Keenan Murray, siblings, John Christian, Laurel Hawes, Bob Christian and Kathy Dagneau, and six nieces and nephews.
