Man dead after crashing in waterfilled ditch

Female passenger in hospital by Rick Kupchuk ONE MAN IS DEAD and his female passenger is in critical condition following a single-vehicle accident Tuesday night that saw an SUV slide into a water-filled ditch on 176 Street. Surrey RCMP said a 2004 Chevrolet Tahoe was heading west on 80 Avenue at approximately 9:45 p.m., when it made a left-hand turn onto 176 Street. The driver lost control of the vehicle, which ended up in the ditch on the west side of the road. Emergency crews were called to the scene where the driver, a 39- year-old resident of Maple Ridge, was pronounced dead at the scene. His passenger, a 29-year-old female from Surrey, was taken to hospital where she was listed in critical condition as of the Leader’s press time Wednesday. The cause of the accident is still under investigation, although speed is believed to be a factor. Surrey RCMP are seeking witnesses, who are asked to call 604-599-0502.

official trustee of the Cowichan school district on July 1, after the provincial government fired the nine school trustees for submitting a deficit budget. “It’s regrettable that the Cowichan Valley board chose to put political advocacy ahead of their obligation to submit a balanced budget,” Edu-

cation Minister George Abbott said in a statement Sunday morning. “I know (McKay) will be a great asset to the Cowichan Valley in this role and I am very pleased that he has agreed to take on the responsibility.” Surrey school chairperson Laurae McNally said the education minister contacted her a few days before the firing to advise her of McKay’s possible appointment. Teachers vote to accept deal Just 52% of BCTF members cast ballots by Tom Fletcher

MEMBERS OF the B.C. Teachers’ Federation have ratified a two-year agreement with B.C.’s school districts by a 75 per cent margin. Turnout for the vote was only 52 per cent, with 21,044 teachers casting ballots. The agreement is for two years, one of which has passed with a lengthy work-to-rule campaign since the previous contract expired in 2011. The agreement puts off a bitter dispute over government changes to hiring, layoff and performance evaluation of teachers. Education Minister George Abbott said the deal includes a letter of understanding to continue talks on those issues. Acceptance of the agreement will allow schools to start classes this fall with teachers resuming extra-curricular activities and meetings with school administraSusan Lambert tion. BCTF president Susan Lambert said the agreement includes some improvements to teacher benefits and leave provisions. But she said last week the union was making the latest of many trips to court to argue that imposing a two-year wage freeze violates their constitutional right to collective bargaining. The BCTF is the last major public sector union in the province to accept the wage limits. The B.C. Public School Employers’ Association, representing B.C.’s 60 school districts, will hold a vote for trustees next week.

McKay: New role shouldn’t interfere with local duties From Page 1

“He was hoping it wouldn’t come to that,” McNally said Tuesday morning. McNally said she informally advised the other trustees, and there were no objections. If anything, she said, the board views the appointment as further confirmation of McKay’s leadership skills. The superintendent’s appointment is not expected to interfere with his Surrey duties, McNally added. “It’s business as usual in our school district” McNally said. McKay is a contract employee, not a salaried worker, which means he has the flexibility to handle other responsibilities, including serving on boards of other organizations like the BC Public

School Employers’ Association, McNally said. On his website, mikemckay.ca, the “about” page notes that the superintendent “…currently serves on the boards of several organizations committed to championing Canada’s public education system and promoting B.C. internationally.” The firing of the Cowichan board came after the 5-4 majority said they would not cut any more staff, services or programs in the district to meet provincial budget restrictions. They’ve obtained an 11-page legal opinion that suggests they could challenge their removal in court. It predicts a judge would have to weigh two seemingly conflicting School Act requirements: that boards submit balanced budgets, and also provide “equal access for all students to quality learning opportunities and success.” “Faced with conflicting obligations, the trustees

in this case can choose to privilege their obligation to improve student achievement over their obligation to provide a balanced budget,” lawyer Joanna Gislason said in the written opinion trustees received last Thursday. “There is no legal certainty that this decision would be found by a court to justify their removal.” A press release from School District 79 three days before the firing noted that “individual trustees will now proceed to follow up this opinion with action.” Chairwoman Eden Haythornthwaite said that could mean paying for the legal expenses outof-pocket, but noted “we’ve had some offers of assistance for this.” It’s unknown at this time how much the legal opinion cost, as the district has not yet received the invoice. McKay could not be reached for comment.

It’s the latest in a growing set of takeback programs in B.C. where manufacturers and retailers are required by the province to set up depots to collect and recycle old items, while consumers pay recycling fees to cover the costs. Electrical product dropped off at ElectroRecyle drop-off locations are sent to processors within Canada and separated into different materials for recycling. The non-profit program is run by the Canadian Electrical Stewardship Association in partnership with B.C.-based Product Care Association on a longterm cost-recovery basis. HUNDREDS OF additional electrical products – from

drills and other power tools to sports equipment such as treadmills – can now be returned to B.C. depots for recycling. The July 1 expansion of the ElectroRecycle program first launched last fall means consumers are also now paying an extra recycling fee when they buy new products that are covered. A laser level sold in B.C. now costs 75 cents more, while the fees are $2.75 for sewing machines and $4.25 for exercise machines. Those charges, which fund the industry stewardship program, are in addition to fees on many other small appliances that kicked in last October, adding $2.25 to the cost of new toasters and blenders, for example, or an extra $10 for a large microwave oven. “With these new product categories, ElectroRecycle will help divert even more electrical products from disposal to resource recovery,� Recycling Council of B.C. CEO Brock Macdonald said. “The expanded program will also help municipalities spend less on managing waste.� Whether the fees charged are separately itemized on a bill or are included in a product’s price depends on the retailer. Starting July 1, the Electronic Products Recycling Association’s (EPRA) electronic stewardship program has expanded to include even mor e ele ct r on ic it em s. Consumers and businesses in BC have an environmentally sound recycling option. You can drop off your electronic products at designated Collection Sites throughout the province without charge. Since EPRA’s program began in 2007, more than 75,000 metric tonnes of unwanted electronics have been recycled. The EPRA is a not-for-profit extended producer responsibility association. It was set up by the

The day kids lost their freedom

I

remember it all, clear as day. I was 11. It was summer, 1982. We were playing kick-the-can. The old soup can was on the boulevard, and though our street could get pretty busy with traffic, we kids had all fanned out, tucked behind bushes, under parked cars and the bold ones among us found refuge in empty garbage cans and behind the mean old widow’s fence. I laid down in the bed of a pickup truck parked in a neighbour’s driveway. I swear I can still remember that last breath of air, sweet and clear. The taste of freedom, is how I see it now. The silence of hiding children was broke by that first call. BARB-RA! BAAAARRR-BRA! TIME TO COME IN! From my vantage point I saw her, crouched behind the Kissicks’ rosebush. Her shoulders sagged, she groaned and stood up. AND-REW! AAAAN-DREW! DINNER! LET’S GO! The chorus grew as other mothers chimed in, voices blanketing sidewalks and lawns. When my mom hollered, I dragged Chris my heels. That’s how I remember it. Wandered through the cedars out front of the Phillips’ house, leaning on one and looking up at the branches, thinking I’d climb it sometime soon. But I didn’t. See, that was the last day. The last day we played kick the can, red rover, British Bulldog—or street hockey until 9 p.m. two blocks down. It was our last day of real freedom. An experience that, years later, all of us would wistfully remember and long for. A kind of feeling that kids who grew up after 1982 would never truly understand. They would grow up in a helmeted world. Hermetically sealed inside their cars, their TV rooms, their community centres. For us, the shift that happened that day was about more than just growing up. We lost our innocence,

I would stumble into my Converse high tops, rugby pants, baggy shirt and strap on my Swatch, wet my hand under the sink and push my bangs off my brow and walk in the gathering gloom up Dempsey, Nottingham and Coleman all the way to my friend’s house on McNair. I’d go around back to his bedroom and open the sliding glass door, then jump on him with my knees so we could get going, unbundle the papers and wander the neighbourhood with our sacks. Every once in a while we’d see a little school photo on the cover of the paper. A little boy, or girl, gone missing. Maybe those pictures were the sign of change to come. Or perhaps it was that day I went to another friend’s house after school, and watched as his mom locked up the liquor cabinet, pocketed the key, and stood in front of the mirror wearing the new outfit she’d wear to work the next day, her first day on the job in 14 years. Others followed in her wake, carried Bryan by changing times, and for the first time the houses were quiet during the day and the daycares filled up. Within months the Block Watch signs came down and we’d all signed up for piano lessons. Or was it CNN, which debuted two years earlier and showed us that the world was going to hell, country by country, 24 hours a day, so keep your loved ones close. It’s a different world now. I see that. But I’d like to find a way back. Or somewhere completely new, where there’s a little more trust and a little less fear. Let’s do a pilot project. Even for just one day. school support workers, I would like to acknowledge the Surrey Board of Education trustees wage increase. On June 21, 2012, they voted themselves a 1.9 per cent pay (Consumer Price Index for Vancouver) increase. We also don’t begrudge them last year’s 2.6 per cent increase in their wages as well. As one trustee said at the board meeting, the net zero mandate that has been imposed on public sector workers is the province’s policy, not Surrey’s. We also note that trustee Charlene Dobie did not vote in favour of this inflationary increase, we respect and support her decision. Our current collective agreement expired on June 30, 2012, and so as we prepare to negotiate a new contract for our members we hope the trustees feel their support staff workers are entitled to similar wage increases. We hope they will let the province know this as well, and will lobby for their workers to be fairly compensated, just as they were, for the fine work we do in the district. Surrey’s support workers accepted zero and zero over the past two years, while at the same time gas prices have soared, Hydro increased, we still have the HST among other affronts to working people. We tightened our belts so the ship could be righted. Now the Liberal government is proposing another zero-zero mandate, while showing us they do not have the skill or ability to right that ship. Our members deserve better. They work hard and expect to be fairly compensated, just like our trustees. So we hope at the end of this bargaining the trustees can congratulate us on our fair wage increases, which we hope they truly believe we deserve. Janice Meehan President CUPE 728

He believes that education and self-discipline, along with some basic cooking skills and effort, will alleviate obesity among the poor. It’s absurd. The real culprit is stress. Mr. Fletcher, whom I assume makes a very decent salary, has likely never experienced the intense pressure to provide housing, food and clothing for his chil-

dren. The basics. No luxuries. It is deflating, demoralizing and, more often than not, consumes what energy may be left. Fast food, in essence, becomes comfort food. To assume it is nothing more than laziness or lack of education, is simplistic at best and extremely harmful at its worst. The psychological issues surrounding poverty cannot be ignored or dismissed and by attempting to do so, Mr. Fletcher has added absolutely nothing to the conversation.

Decent living wages is the way out, but Mr. Fletcher intimates that doing so would only move the goal posts and therefore those that are in or facing poverty should just accept it lest they force others into the same situation. Obesity does not equate to being poor. It spans all classes and requires much more critical thinking than Mr. Fletcher is able to provide. Janice Crawford Surrey

Let’s rename Canada Day AS WE FINISH celebrating Canada’s 145th birthday, replete with a veritable love-in of flag-waving self-congratulatory fervour, one cannot escape the uncomfortable notion that it is a slippery slope from patriotism to jingoism. Let’s re-name “Canada Day” in time for our 146th birthday. All denials to the contrary, Canada’s official policy of legislated multiculturalism has in reality become a sad manifestation of the intense insecurity that has developed with regard to our historical national identity. Thus, all measure of things have been named and re-named “Canada,” be it Canada Day or Canada Place or the Canada Line, lest we might forget who we are or where we are or what we are. The reason why other countries do not engage in the jingoism of referring to their national days as “America Day” or “France Day” or “Germany Day” or “Holland Day” is that they are secure in the knowledge as to who they are and what they are and where they are. National days celebrate historical achievement. The French people gave birth to their nation on July 14, 1789, and celebrate it as Bastille Day. Americans gave birth to their nation on July 4, 1776, and celebrate it as Independence Day. Unlike the revolutionary beginnings of France and America, Canada began its devolutionary journey to self-government on July 1, 1867 as the federal Dominion of Canada with the confederation of the three colonies of British North America into the new Canadian provinces of Ontario, Quebec, New Brunswick and Nova Scotia. So let’s mark Canada’s birthday as Confederation Day. 145 years later, confederation – the “coming together” of all of Canada – continues to be a challenge requiring renewed effort and commitment from all of us. per cent in the first four years of the carbon tax on fossil fuels, but most of that drop was probably the result of a world recession rather than the steadily increasing tax. Environment Minister Terry Lake released the latest emissions report last Wednesday in Kelowna, insisting that B.C. is on track to meet its interim target of a six-per-cent reduction in greenhouse gases this year. The latest federal government emission figures are for 2010, and in that year B.C. emissions crept up again after two years of decline. Lake said the global financial crisis of 200809 is likely responsible for a three per cent drop in emissions since the carbon tax took effect. The other 1.5 per cent came as B.C.

residents chose to reduce their fossil fuel use, partly due to the tax and also because of the steep increase in gasoline prices. Lake acknowledged that it will be “challenging” for B.C. to meet its target of a 33 per cent reduction in emissions by 2020, especially with new liquefied natural gas development expected to include gas-fired electric power by that time. Options include carbon dioxide capture

and storage from natural gas production, and the gas industry purchasing offsets to make up for extra emissions, he said. One sign that the carbon tax is working as intended is that people are twice as likely to buy a hybrid vehicle in B.C. than in Canada as a whole, Lake said. The last scheduled increase in the carbon tax took effect July 1, bringing the tax on a litre of gasoline from six to seven cents.

Similar increases take effect on diesel fuel, natural gas, coal and other fuels, offset by business and personal income tax reductions to make it revenue neutral to the government as set out in the carbon tax legislation. Finance Minister Kevin Falcon announced the government is seeking written submissions on the future of the carbon tax until Aug. 31. The results will be used in preparation for the budget in February. “We are beginning a comprehensive review that will cover all aspects of the carbon tax, including revenue neutrality, and will consider the impact on the competitiveness of B.C. businesses such as the agricultural sector, and in particular, B.C.’s food producers,” Falcon said.

poke my eyes out.” Kristine Carrick blurted the words out with laughter as she sat down in the comfortable confines of Pacific Commuter last Thursday (June 28) morning. Carrick was referring to commuting from the Fraser Valley to Vancouver. And her sentiments are very likely shared by thousands of others who shuttle back and forth across the Port Mann Bridge for work every day. “In transit, you are squished in

like a sardine,” added Maryanne Lechleiter. The pair were riding the bus as part of two media tours in advance of Pacific Commuter’s July 3 launch. While Carrick now works in Langley, a few years back, her job required the occasional trip to downtown Vancouver. Had this been a reasonable option for her back then, she said she would have been all over the idea. The concept is the brainchild of childhood friends Darius Kovacs and Chris Geoghegan.

“I was really tired thinking about how much time I was wasting on my morning commute,” Geoghegan said. “This is out of necessity.” Kovacs lives in Langley, while Geoghegan is a Cloverdale resident. Both are 30 years old and work in downtown Vancouver. They came up with the idea a few months ago during one of their many commutes. They are not in this to specifically make money, the men say, but rather for their own benefit as well. “It is like the hair club,” Kovacs joked, referring to the Hair Club for Men commercial. Members – there are already close to 20 – pay a $5 annual fee, plus $395 per month for those who commit to a full year membership. The alternative is $495 for a monthly membership. They are offering a free one-week trial. By comparison – using average gas prices and trip length, plus with money for parking – they came up with a monthly cost of driving of $485. And this does not include the cost of tolling for the new Port Mann Bridge. That works out to a monthly savings of $90 per month and $1,080 per year. Members receive a spot on the 42-person luxury bus, which has two pick-up spots – near the Langley Airport (21277 56 Ave.) and at Clayton Crossing

(68 Avenue at Fraser Highway) — and three drop-off locations — the Sheraton Wall Centre, Waterfront Station and Coal Harbour. A third pick-up location is in the works, depending on what suits club members. The vehicle has reclining plush seats, tray tables, a kitchenette, bathroom, and WiFi connection. “When you are a contractor, time is money,” said Kovacs. “The fact I can work on my way to work alone makes the cost of membership worth its weight in gold.” “I was really tired of thinking about how much time I was wasting on my morning commute,” Geoghegan said. “I realized this didn’t exist and about how many people – not to mention the environment – could benefit from it. It is a much needed connection for residents of Langley and Surrey who make the long commute downtown every working day.” The pair estimate that their start-up costs have been about $3,000.

After renting the bus – which means not having to do maintenance or provide fuel cuts down on costs – they set up a website and began planning the logistics. “Our experience isn’t running a bus company,” Geoghegan said. “We see our job as getting this group together and providing a good experience.” The free time on the bus should benefit the riders in a variety of ways. They can use the time to catch up on emails or just surf the web. And it should help them relax after a long day at work. Another benefit is it will take vehicles off the road. The club members already signed up, Kovacs said, are not current transit users but people who drive to work. The City of Surrey invited review at a public open house Sunday beside the site – currently a vacant lot the northeast corner of 62 Avenue at 176 Street – at Cloverdale Millennium Amphitheatre. The project is expected to break ground in November, with the new Cloverdale Youth Park completed in 2013. According to Shawn Jafarnejad, owner of Ollie North Skate Shop, it will have a covered skateboarding park that will function more like a training facility than an intermediate park. Jafarnejad has been on a mission to overhaul the existing, decade-old skateboard park at 17848 64 Ave.,

conserve water – and ultimately save money – students are arriving on citizens’ doorsteps this week. Post-secondary and high school students began a door-to-door initiative Tuesday, promoting sustainable water use to residents. Traveling by bicycle, the youth will offer tips to save water; demonstrate how a water meter works; and answer questions on indoor and outdoor water use. The campaign is among several programs carried out under Operation Save H2O. There are also components focused on parks and recreation centres, elementary schools and reducing water waste in commercial, industrial and institutional sectors. In addition, team members encourage residents to volunteer to have a water meter installed; an action they say typically leads to more conscious water usage and financial savings. Bosa Properties brings parking innovation to Jameson House

Parking without the hassle Bosa Properties is bringing innovation to one of life’s little annoyances with its automated parking system at its Jameson House development in Coal Harbour. “The parking garage would have been 12 levels” if Bosa had gone with a conventional parking system, says Senior Vice-President Daryl Simpson. There are 250 parking spots in the development, and two transfer stations to move the cars. Simpson says the wait time to park and retrieve the car is about two minutes, but it depends on how many others are waiting. “It’s quicker than driving around and around,” he says, adding that this

system is the first of its kind in Canada, and the second-largest in North America. Homeowners pull into the garage and drive their car onto one of the stations. Then, you lock their car and type in your PIN. You can then go up to your home while the machines move the car into one of the spaces below. When you want to retrieve your car, you go back to the garage and type in your PIN. Your car will appear, and you’re on your way. The homes at Jameson House are now sold out, but with the popularity of the automated parking system, it’s only a matter of time until the technology is used elsewhere.

perfect defensive record, have established themselves as the team to beat at Softball City. The A’s ran their record to 6-0 (won-lost) at the Scotiabank Canadian Open Fastpitch International Championship with a 4-0 win over Great Britain Monday, and two more victories – over IndonesiaJakarta and the St. Louis Extreme Elite – on Tuesday. California has yet to concede a run and is the lone unbeaten team left in the nine-team Women’s elite tournament. On Monday at Softball City, A’s pitcher Blaire Luna struck out 10 batters to hand the British team its first loss of the competition. China-Liaoning remained in second place with a 5-1 record, its only loss a 1-0 setback to the A’s on Sunday.

The White Rock Renegades, meanwhile, have won four consecutive games since they dropped an 8-0 decision to China-Liaoning on opening day, and are in third place in the elite division. Prior to losing to China-Liaoning, the Renegades opened the tournament Saturday with a 6-1 win over Indonesia – in a contest that was delayed until 10:30 p.m. due to rain during the day. On Sunday, White Rock won its second game, 7-0 over Team Peru, led by pitcher Sara Hopwood. Hopwood earned her first win of the tourney, striking out seven in five innings, while also going 2-for-3 at the plate, with a double and three runs-batted-in. Marina Groenewegen, with a triple, and Courtney O’Connor, who was 2-for-2 with a double, also had strong days at the plate. Monday, the Renegades got a two-run home run from Cloverdale’s Leah Riske to edge Mexico 4-3 in eight innings. Renegades starting pitcher Kyla Myre scattered three hits over seven and one-third innings, while Cassidy Lee earned the win after retiring the final two Mexican batters. Tuesday night bumped Surrey United up two places in the Pacific Coast Soccer League standings. The women’s team edged TSS Academy 2-1 Tuesday night in Richmond, improving their record to 4-3-2 (won-lost-tied). The three points moved Surrey from seventh to fifth position, three points back of fourth place Fraser Valley Action and six behind the first place Vancouver Whitecaps Reserves. Melanie Martin and Katie Thorlakson tallied for United, which has now won three of its last four contests. Surrey will be on the road again Saturday to face the Whitecaps at 2 p.m. at Simon Fraser University in Burnaby.

Shad Valley-bound students SIXTEEN SURREY STUDENTS have been selected from more

than 1,000 applicants across Canada to participate in the Shad Valley program in July. The students chosen are Lily Che, Akshiv Bansal, Roshan Gill and Michael Wang of Semiahmoo Secondary, Larissa Chen of Pacific Academy, Tessa Morin of North Surrey Secondary, Avineet Randhawa, Peishan Huang, Shervin YousefZadeh and Huaqi Li of Fraser Heights Secondary, Chris Zhu of Fleetwood Park Secondary, Kevin Wang and Jane Peng of Elgin Park Secondary, Kiran Mann of École Panorama Ridge Secondary, and Ryan Unger and Harry Xu of Earl Marriott Secondary. The participants will spend a month living in residence at one of 10 host universities across the country, converging in an atmosphere centred on fusing innovation, entrepreneurship, science and technology. Through lectures, workshops and team-building activities run by university faculty and industry leaders, they will be exposed to advanced topics not regularly featured in high school curriculum. Surrey cadets hit the mark

FIVE LOCAL RESIDENTS from Surrey’s 2812 Seaforth Highlanders Royal Canadian Army Cadet Corps earned a bronze team medal after in six days of fierce competition in Valcartier, Que. at the 2012 National Cadet Marksmanship Championship and earned themselves a Bronze Team medal. The cadets had an impressive performance competing among 125 of the most elite athletes from across the country – having already beaten 1,122 other teams from across Canada for the opportunity to compete at their level. Marksmanship, one of the most popular cadet training activities, is an integral part of the Canadian cadet program, teaching self-discipline, building confidence and allowing cadets the opportunity to compete equally in a recreational sport that is gender neutral. The program is patterned on Olympic-style competitive shooting and boasts several Canadian Olympians who got their start through the cadet program, including Pat Vamplew and Mike Ashcroft. Chefs’ Association and were awarded scholarships worth $700 each toward post-secondary chef training. To be eligible for the scholarship, students had to submit a letter stating their reasons for wanting to become a chef, why they deserve a scholarship, their past cooking experience and their career goals. Golfing for a hospice THANKS to another

successful charity golf tournament, a realty company with branches across Surrey and the Fraser Valley, has been able to donate $42,000 to Canuck Place. The 11th Annual HomeLife Charity Golf Classic, held at Northview Golf Course May 25, drew a sold-out field of golfers, resulting in a win for the families served by Canuck Place, said Rick Dubord, president of HomeLife Realty Services B.C. The event was a team effort involving volunteers, sponsors, Canuck alumni and golfers. “It’s not just the money that’s important,” he added, “it’s the awareness of the need for the services provided by Canuck Place.” To meet growing needs, Canuck Place is
