LOCAL OPINION

Listening to You, Speaking out for the Cariboo

Worried sick over the death tax Torture before death not the way to go

T

he story goes that in the past, Inuit Elders went on an ice floe and drifted out to sea when the hunting was bad and there was not enough food for everyone to survive on. Personally, I am waiting for the day that walk-in mercy killing clinics will open for pensioners and seniors. Of course, you will have to pay for your last meal of baloney, macaroni and cheese with jell-o for dessert. I am a little disturbed because at a moment like this the killing corporation could at least offer a glass of wine to go with the baloney. Heck, a make of wine called Sucking Duck is not that expensive. It is also understood that gold teeth, glass eyes etc. will become the property

Bert de Vink

From Within of the killing corporation clinic. However, there is a slight possibility that this project will be shelved for the time being and will be replaced by meters on each bed. The time spent in bed will be taxed because it is non–productive. It is also very likely that people who spent the time in bed for other reasons than sleep will have to pay enjoyment tax as well. It is not wise to really scratch yourself while in a metered bed; one might get

charged enjoyment tax. I am going to put my last five dollars in a hammock factory. It is virtually impossible to tax a hammock because it can be put anywhere. I realize that the enjoyment part is somewhat risky in a hammock, but if it is slung low to the ground the consequences will be minimal. It is also possible that ice floes will be for sale in Alaska, but this sounds even less appealing than paying for baloney and macaroni for Pete’s sake. I wonder who wrote the tune Life is just a bowl of cherries. At this point I am willing to shove the whole bowl and contents down the writers throat. Can you imagine having to eat baloney while that song is playing? One might as well go on living because torture before

death is not the way to go. There seems to be no end to this predicament because it has come to my attention that there is such a thing as death tax. I am worried sick about that; how can I pay my death tax when I am horizontally challenged and in a box? There’s no chance they can wake me up. What to do? Do I have to depart with baloney breath and on guilty wings while leaving my family full of shame? There is only one way out: I am going to volunteer in the hammock factory, sell my bed and start a new life in a fresh and adventurous way. The thought has occurred that I might write a book called How not to pay taxes by sleeping in a hammock. Bert DeVink is a long-time Observer contributor and Gold Pan resident.

MLA Musings

Out of the Black Hole Spending too much time in the Legislature in Victoria is not a good thing; for MLAs, for the staff who serve them, and for the reporters who cover what happens inside its hallowed halls. It’s euphemistically called the “black holeâ€? for a reason. The Legislature is a world unto itself. It has its own history. Its own code of conduct and its own measure of what constitutes acceptable behavior – some of which would not be acceptable in any classroom in any of the province’s schools. During a long session, like the one we had this past spring, it’s too easy to allow one’s thinking to be distorted by the political machinations that go on day in, day out within the conďŹ nes of the legislative precinct. To allow oneself to believe that people really pay attention or care about each jot and title of a Bill. Or, that the attempts to manipulate public opinion through Question Period or through dueling press releases actually affect public opinion. That’s why it’s always such a tonic to get back into the constituency for an extended period of time; to get quality time with the people who elected me and to tour the communities I was elected to represent. It’s the only way for any MLA to get grounded in the reality of the people they are supposed to be representing. Time in the riding ought to serve as a reminder to every MLA that what is supposed to happen in the BC Legislature, the “People’s House,â€? is the people’s business, not that of the political parties who are constantly vying for power at all cost. This week I brought my Victoria staff up to the Cariboo to give them the same opportunity to spend some extended time in the constituency, so they too can get grounded in the reality of the people that they, like me, are supposed to serve. Together with my constituency ofďŹ ce staff, we spent time touring the riding meeting with the people whose interests we are responsible for representing in the BC Legislature. Having my entire team understand the geography and the needs of the people of Cariboo North is a critical part of my continued effort to be an effective voice for you in Victoria.

OPINIONS Priorities

T

hese are tough times and tough times demand that tough decisions be made. Money is scarce and your provincial government is tasked with determining where every cent will be spent. Some programs will be cut, much to the chagrin of many, but that is why we elected people who we trust have their priorities in order. So, it must give the great unwashed much comfort to learn that its elected representatives have come to the esteemed conclusion that it is far more important to give senior staff at Community Living B.C. bonuses that were supposed to be scrapped than to maintain funding for Science World’s wonderful touring program that brought the magic of science to kids throughout B.C. It must give the great unwashed much comfort to learn that its elected representatives are wise enough to realize keeping a bloated public-relations staff, along with the $130,000 salary paid to former TV news reader Pamela Martin for setting up meetings, is money better spent than being wasted on guiding children into science-based careers that can truly change the world. Yes, Christy Clark’s B.C. Liberal government has decided to withdraw its $1-million grant that helped Science World become the world of science to children across B.C. Seven months ago, Clark spoke of how important the Science World program was: “It’s important we support Science World and their programs that foster the pursuit of science in our children and throughout the community, so we have bright young people to fill those jobs when they become available.” A year ago this month, Moira Stilwell, then-parliamentary secretary for industry, research and innovation, said: “Getting young people excited about sciences and technology is not a task that ends because the Year of Science is over,” “This legacy funding will ensure that we continue to educate our young people about the tremendous opportunities that the sciences provide . . .” With such dubious decisions, is there really any surprise the B.C. Liberals are on a path to oblivion? –Black Press

Balancing blogging and jogging L

ast week I wrote about my junk food addiction and I knew when I wrote that column that it would hit home for some readers and not register at all with others. I also knew I’d get a lot of advice from people about how to lose weight, which I gratefully accepted. While many of the suggestions I received were excellent and ones I will look into, I actually do know a little something about how to lose weight and have been successful at doing so many times. What I’m far less knowledgeable about is how to conquer my selfsabotaging ways which lead me back to a place of eventually feeling heavy and unfit again. If there’s a magic potion for that, I’m in, but after decades of trying almost every diet solution out there, I’m quite convinced there isn’t a simple or easy cure for self-destruction. I’m no psychiatrist, but I believe that conquering that kind of behaviour, and unhealthy addictions

On A Brighter Note in general, has more to do with our minds and our own feelings of self worth than anything else. Yes, consuming healthy foods will assist with a healthier mindset, which is why I’m finally eating clean, drinking eight waters a day and exercising when I can. I’m also recording everything I consume at MyFitnessPal.com because I believe that logging a diary of what I put in my body will help keep me on track to reaching my goals. columns. There’s something about blogging that’s different than column writing and I guess the biggest difference is the lack of rules that apply when you’re writing online. I can be as brief or as lengthy as I wish and I can write about whatever topic interests me in that moment with little regard to appealing to the masses. The definition of a blog according to the Urban Dictionary on the internet is this: A meandering, blatantly uninteresting online diary that gives the author the illusion that people are interested in their stupid, pathetic life. With a description as wonderful as that, who wouldn’t want to spend their valuable time blogging? Now if I could only figure out a way to blog and jog simultaneously. talk for awhile. I don’t want to bore the heck out of all the readers out there who could care less about this topic and have probably stopped reading this article already. As of this week I’ll be blogging about random topics that interest me on my newly-updated website and I’ll undoubtedly write about this particular subject from time to time. If you’d like to connect with me there, please do. Subscriptions to my website are free and weekly prizes will be given out to those who sign up. Along with my blogs I will also be posting cartoons courtesy of my talented cartoonist Jim Hunt, and I’m always open to any feedback or ideas that anyone would like to share. Why I would choose to write more when I clearly could use the time in the gym or doing countless other things is a little beyond me right now. All I can say is that I have this overwhelming urge to share more than I already do in my weekly newspaper

FEEDBACK

Setting the record Editor: It is time to set the record straight! I started investigating council’s expense claims early in 2011 when then finance chair Coun.Thapar started asking questions as to how city tax dollars were being spent. I offered to help as I knew the evidence would tell the story. What I found were claims submitted by Mayor Mary Sjostrom for expenses the one third, tax–free expense allowance was to cover. This meant to me she was being paid twice for the same expenses. We found other travel expenses that should not have been claimed. The remainder of council did not claim reimbursement for similar types of expenses, only the mayor. My next step was to write to the rulings department of Canada Revenue Agency to obtain a clear understanding of the intent of the allowance for elected officials and in response, the rulings I received provided some insight but they were not easy enough for just anyone to understand. I requested a clear understanding from the advanced rulings department and sent the $535 fee which was returned to me as they do not want to provide the information. I also wrote to Federal Revenue Minister Gail Shea in July 2011, and she referred my letter to Federal Finance Minister James Flaherty, that a clear understanding needed to be provided for those providing the tax free allowance and to suggest they get rid of the tax free allowance as it is excessive. During the election, Sjostrom stated the one third tax free was just an added bonus for her job and she proclaimed publically that she was right and I was wrong in my interpretation of the tax free expense allowance. Instead of dealing with the issues, apologizing for being wrong and paying the money back she just keeps repeating that this is still an election issue. I wrote to the Minister Shea in July 2011 (Sjostrom announced her candidacy in September and Ron Paull in October) so how could anyone but Sjostrom be blamed for making this a so-called election issue? All of this took place months before anyone declared their candidacy to run in the election. To misuse tax dollars to defend Sjostrom only furthers my concerns that this mayor is wasting our tax dollars to protect her personal benefit. If I am proven wrong, does the taxpayer benefit? No. Does the city benefit? No. Does Sjostrom benefit? Yes. Too much staff time has been wasted trying to

Letters to the Editor

help Sjostrom justify her claims. She repeatedly refuses to show her phone bills, all paid for by taxpayers. Those questionable phone bills are now in the hands of the Freedom of Information Commissioner as every number was blacked out on the few bills provided stating: “as this disclosure to you might be expected to threaten someone’s safety or mental or physical health.” Anyone that knows me understands I am very concerned about protecting the privacy of individuals. The report from Ron Rasmussen at a cost of over $8,700 is a total waste of taxpayer’s money. His report passes the buck and the blame on management. Remember, it is council that directs staff... not the other way around. Questions about the validity of expenses claimed are not answered in Rasmussen’s report, the issues are not addressed, nor does information from the Rulings Department of Canada Revenue Agency or travel expense practices of other municipalities back up Sjostrom`s claims. Rasmussen’s report is a wasteful whitewash. And MP Dick Harris’ recent defense of Sjostrom’s spending is laughable. Harris is clearly at odds with his government’s own Finance Minister! He should stay out of it, as that is like a plumber offering a legal opinion! Further, how can Sjostrom honestly maintain that she is following “long standing” council policy when in fact the policy she refers to didn’t come into effect until March 28, 2011? Wasn’t this new policy introduced (under the guise of a staff report) by none other than Sjostrom herself? Wasn’t this about the same time that Thapar started asking questions? Hmmm... And, it’s not only unanswered questions about expense claims... what about the recent $170,000 buyout of rookie city manager John Steyck, who Sjostrom said resigned for “personal reasons”? What about the parade of other city management exiting and entering her revolving door? Were they paid to leave as well? Ask yourself this question, “Who gains by spending taxpayer dollars defending this position and who should reimburse the taxpayers?” It is not council; it is not the city; it is only Sjostrom. Election issue? Nice try... it is a credibility issue screaming out for honesty and transparency. Pat Morton Quesnel Editor’s Note: Mayor Sjostrom was provided an opportunity to comment on the contents of Mrs. Morton’s letter, but declined.

HIV is a real concern within our communities. You can contract HIV primarily through unprotected sex and by sharing needles. HIV can live in your body for years without you knowing and all the while you can be passing it to others. At least 25 per cent of people who are HIV+ do not know and these 25 per cent are estimated to be responsible for 75 per cent of new infections. Northern Health, in collaboration with its community partners, is working with the Province of BC to prevent the spread of HIV by expanding HIV testing, treatment, and support services to British Columbians.

ANNIE GALLANT Observer Reporter

P

ocket-sized and packed with pictures, Gordon Perry’s The Wheels of Barkerville – 150 years, takes a unique look at the gold rush town. For years, Perry has been fascinated with all the wheel shapes in every corner of the community – including everything from the known items to objects that defy explanation and wheels from unknown conveyances. “In Barkerville there are artifacts no one knows what they were used for,” Perry said. However, they all have visual value and he has been capturing the shapes for the past eight years. One image, called mom and babies, has one large wheel leaning against a wooden building and a small pair of wheels, joined by an axle, lays just across the lower part of the larger wheel. “I have no idea what the small wheels were for,” Perry said. “But the impression was the larger wheel was protecting the small wheels.” And he said they’d been in that same position for years with no clue as to who put them there or where they came from. The whole concept of the wheel peaked Perry’s interest and he researched the development of the wheel and describes, in the book, his reaction to the information.

‘The oldest known archeological evidence is attributed to an ancient people called the Mesopotamians. Not sure if they still own the patent but you can’t argue the importance of their find. For all we know cave people watched a round rock roll down a hill one day and

thought, “Hmmm.”’ Regardless of the origin, Perry says there’s no doubt the concept of the wheel is critical to advancing civilization. “The wheel made a profound difference on human development,” he said.

“Try living without the wheel form.” Perry didn’t stop at capturing the images, he drew on another wellhoned skill to make those wheels talk. After chosing an image for the book, he then set about writing a poem. “It’s all fantasy, but what if wheels could talk?” he said with a grin. At first it was the images and the poetry, however, Perry felt that wherever possible, he would include information on the wheeled items. All the elements in The Wheels of Barkerville showcase Perry’s talent and skills in a format perfect for accompanying a walk through the historic town. He hopes it will encourage others to find the wheel forms in the book and even begin to capture images for their own collection. As with any photographic project, Perry said the little book was an evolving process which he enjoyed immensely. “This book is also a tribute to the tradesmen and staff who restore, repair and preserve all the rounds in Barkerville,” he said. “For the purpose of the book, anything round fit.” The Wheels of Barkerville is available in Barkerville at Friends of Barkerville, Eldorado Gold Pan Shop, Amazing Grace Studio in Wells, Cottonwood House, Quesnel Museum in Quesnel or from the author for just $12.95.

Fading evidence of Quesnel’s past Robert Goskirk was a Royal Engineer from Edinburgh, Scotland. He came to B.C. with the first detachment of Royal Engineers. His wife was later granted funds to join her husband, but at the last minute declined and stayed in Edinburgh working at a woollen mill. Gorskirk later left the Engineers and took up mining on Grouse Creek. He died May 15, 1867 at the age of 33 of a heart attack and friends buried him behind his cabin. The grave was discovered 10 – 15 years ago by a local

miner high on a hillside overlooking Grouse Creek. The inscription on the headboard reads: ‘In Memory of Robert Goskirk of Royal Engineers, native of ...dburgh, Scotland, D. 15 May 1867 Aged 33 years.’ The headboard is wood, badly decayed and will soon disappear into the forest floor. The engineers who visited carefully lifted the board and placed a rock underneath to try and slow the process. The philosophical question is what should be done with markers such as this?

JONAS GAGNON Observer Reporter Last Wedensday, a field of students dressed in bright, primary coloured uniforms ran through a variety of martial arts forms, from the easiest with all the students participating through to the hardest with just a few flexible, athletic souls jumping and

whirring, until they too finally stopped. The spectacle was Deane’s Black Belt Academy wrapping up their season with an outdoor show at LeBourdais park. A tradition of the school for 28 years, the weather threatened to cancel the fun for the first time this year. Despite the looming clouds, the class went off without any

rain, though it didn’t have much sun either. With the younger students getting out of school, the students’ minds are prone to wandering to thoughts of freedom and summer, which the outdoor lesson is meant to stop. “It’s a fun way to wrap. The last few weeks are challenging, which is why we have the club champ and the outdoor lesson,”

Bob Deane, the school’s sensei, said. After the whirling settled down, a few students demonstrated their breaking abilities and new belts were awarded. Leading up to the lesson, the students compete in six categories at the school: sparring; weapons sparring; high kick; throwing stars; wrestling and traditional patterns. The outdoor

lesson serves as a final wrap up to these events with an awards ceremony to go along with the lesson. The students then awarded their sensei with a trophy for his work. The club is taking a break for the summer but will be back in September. For more info on joining next years lesson go to quesenlkarate.com.

B.C. Summer Games

Lone lacrosse player heads south JONAS GAGNON Observer Reporter A lone Quesnel player is shouldering his stick and heading down to Surrey to represent the region with teammates he has never played with before. After the tryouts and the coach's deliberations, Levi Robertson was the only player chosen from Quesnel. If he's nervous to be out there in a strange environment, surrounded by people he's played against so many times, he's not showing it. "It feels pretty good to

be the only one chosen," Robertson said. Being part of a team that represents the region means he'll be playing with teammates that he's played against for much of his life. Some of that backstory is filled with rough patches and grudges. Now they must work together in a high tension atmosphere. "It's gonna be awkward," he said. Like all the northern athletes going south, the long distances between team mates makes practicing as

a team almost impossible. That means the team will have one practice in Prince George and the next time they'll see each other they'll be in Surrey for the games. There they have a couple more days to iron out the wrinkles they have been building up in their games against each other before they are thrown into a competitive game where team work will be key. Robertson is hopeful they'll be able to put their differences aside once they start to play. "I just hope they respect

Bread Buns & Soup

I'm on the team and we gotta play together," he said. Though he hasn't had the time to practice with his team mates, Robertson has been making sure that he's been keeping his game sharp by practicing everyday. The B.C. Summer Games is set to be on of the largest tournaments Robertson has played in and as such he is excited to take part. As such he plans to make the most of the experience. "I'm gonna play hard and have a good time," Robertson said.

Bella Coola hosts rodeo double header Bella Coola hosted two rodeo's over the long weekend. A sizable Quesnel contingent was on hand to take part in the weekend's rodeos. Quesnel riders dominated junior barrel racing both Saturday and Sunday. Saturday Brittney McIntyre came in first, followed by Taylor Cherry and Jenna Waterhouse. Golf for Wegener’s JONAS GAGNON Observer Reporter The last weekend of the month promises fun for a cause if the weather remembers it's July. Saturday, July 28 the Quesnel Golf Course is hosting the Ninth Annual Golf for Wegener's tournament to raise funds to combat the titular disease. With its main purpose raising money, the tournament is focused less on competition than on making it enjoyable for everyone so everyone can participate. "It's a fun tournament," Ken Reid, owner and operator of the golf course, said. "There's a lot of people on the golf course every year that are not golfers for sure." In that vein, the organizers do their best to downplay the competition by reaching out to the community in order to get all sorts of prizes. With the help of the city, the lawn bowling club has come up with the funds needed to give their clubhouse a fresh coat of paint. “We’re trying to maintain the appearance of the park by maintaining the appearance of the building,” Claude Mercereau, President of the club, said. With the help of Jeff Norburn, the club was able to make a formal agreement with the city, which allowed the club to apply for the funding. The club received $3,200 in funding to repaint the clubhouse. The unseasonable weather had delayed the painting, but a few nice days last week allowed the club to get it finished in time to host the Prince George club. I thought of you with love today but that is nothing new I thought about you yesterday and days before that too. I think of you in silence I often speak your name All I have are memories and your picture in a frame.

The Quesnel Downtown Association (QDA) has secured a grant from Heritage Canada under Building Communities through Arts and Heritage. This funding has allowed us the opportunity to help sponsor local Quesnel artists/artisans at the 2012 Gold Dust Mall Street Market during Billy Barker Days. We are looking for Quesnel talent to participate in this year’s event. We will help to offset some of your set up costs. You are welcome to share your booth with another artist/artisan as long as they are from Quesnel. If you would like to apply to be included in the Gold Dust Mall please contact the ofďŹ ce at 250-991-0527 or email us at qda@goldcity.net
