Grand Forks Fire and Rescue hosted a car wash and hot dog sale at the fire hall on July 7. Proceeds raised from the efforts will be used to purchase equipment and storage facilities at the department’s new training grounds. “We’re trying to raise money for a training ground we’re trying to de-

velop by the airport,” explained volunteer firefighter Norm Dimock. “This car wash and hot dog sale is an effort to raise money to buy equipment and organize the training ground.” The training grounds are currently in the works, with the fences already in place. Dimock noted that they are now working to level the field. “Once that gets leveled off we’re going to
start putting props on it for training,” he said. “We haven’t designed the entire thing yet but there will be spots for car fires, structure fires and probably have some high angle full rescue type equipment as well. It’s too level to do a slope rescue but we’ll try and find some confined space.” Grand Forks Fire and Rescue hopes to have the grounds completed before next year.

Unemployment drops from 7.7 per cent in May and 8.3 per cent in June 2011. About 5,200 people were looking for work, 1,200 fewer than last year. The figures cover East and West Kootenay combined. Nationally, the jobless rate was 7.2 per cent in June, virtually unchanged from the previous month.

An original photo of Sandon taken in 1900 or earlier sold last week on eBay for $348 US. But a local historical society is concerned it came from their collection. The photo’s reverse bears the stamp “West Kootenay Historical Society Catalogue No. 711,” historian Elsie G. Turnbull’s signature, and the notation “done by archives.” The West Kootenay Historical Society was the forerunner to the Trail Historical Society, founded in the 1950s. Turnbull, a prolific writer and author of several books on local history, was a key member. Present historical society president Jamie Forbes says this photo was one of many she collected.

ther which archives the note on the back refers to. The BC Archives collection has this photo, but their source wasn’t this copy, judging from creases visible in an on-line scan. The society asked the seller to end the
auction and return the photo to them. However, the reply didn’t come until after bidding closed. The seller, from Aldergrove, said he found the photo at a flea market. Forbes says they will leave it at that.

Rocks, dirt and trees - slip sliding away JIM SINCLAIR WKA Editor
There’s something that’s been bothering John Vanin of Genelle and he’s been worried about it for quite a while. It’s a disappearing hill near his home and he’s been casually monitoring its erosion since moving to Genelle about ten years ago. The hill is a couple of hundred feet high, with China Creek at the bottom and CP Rail tracks at the top. Mr. Vanin guided me on July 9 to the top where a steady stream of dirt and rocks was slowly, and sometimes quickly sliding toward the creek below. There are trees that have tumbled and more that will very soon. The recent heavy rains had done a lot in accelerating the erosion. Vanin said he had never seen such a rapid change in the cliff, an observation shared by neighbour Dwayne Mills who has lived in the area for 21 years. “It was eroding back then and it’s just gone on from there,” the director said. “I have reported it a number of times to CPR and different authorities and they kept saying there was nothing to worry about. “It’s been a problem for a long time and it should have been addressed earlier,” she said. “That’s my personal feeling.” In the meantime it appears there is yet another area in the region with a vested interest in a prolonged drying trend.

As an aspiring musician it was inevitable that Gary Morissette would fly the coop. The Fruitvale native left the area to compete on Canadian Idol in 2008 when he was only 21-years-old and he’s still marching to the beat of his own drum. “I was working construction in Kelowna and did the Canadian Idol because I sort of wanted to get out of town and that brought me to Toronto,� he explained. “I really liked it there.� But moving to Toronto required a commitment from the band too. “My band at the time was the Unknown Culprits in Kelowna and I had to convince them to come to Toronto with me,� he said. “I just went out on a limb and decided to go over there. Then we broke up in November and I started this band with my best friend Shane (Deyotte).� Morissette’s new group The Sunday Glow is Toronto-

music.� Deyotte said the band’s style has been compared to Weezer, Nirvana, Bad Religion and NOFX and was pleased about how many people associate their music to so many different genres. “It’s tough to categorize ourselves because we like to use a lot of punk, but overall it’s all rock,� Deyotte said. “We think we’ve found a happy medium with punk and alt rock and done our own thing.� But walking down a career path as musicians hasn’t always been easy and the summer tour is proof of that. The group has had a stream of bad luck with bouts ranging from breakdowns to getting caught in a flood in Thunder Bay, getting lost on dirt road detours in Ontario and Manitoba and finally herding cattle until midnight in small-town Saskatchewan. “It’s been pretty crazy actually,� he explained while reminiscing about the experiences the group has had on the summer tour. “Before we even left town the van broke down in Sault Ste. Marie and so we had to get the van fixed there so that was $500 right off the hop.� Fortunately the band is so “amped� on performing, he disregarded the hurdles of travel as simply “funny stories,� but both boys agreed that it’s nice to be home. “It’s great to be back and getting to play a show for all of our friends and family,� said Deyotte. “We’ve had a really long tour and being home is nice. “We get to relax for a week after this and then we head to Kelowna.� The tour will wrap up in Toronto on July 31.

Welcome to our new regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.
‘Ascension’ (recycled steel and wood) Last year’s Sculpturewalk was one Carl Sean McMahon remembers fondly. His ‘Linotype Wapiti’, created primarily from an old printing press at the Castlegar News, won the overall Peoples Choice Award, selected as the favourite of all those who voted over the four month balloting period. The end result sees McMahon’s sculpture permanently displayed at Castlegar City Hall, along with the inaugural winner, Dennis Kleine’s ‘Peace’. To say nothing of the $3000.00 cash prize that accompanies the city’s purchase of his winning work. “I was completely taken aback, in a good way of course!” McMahon says. “There were so many worthy entrants and such a display of talent that to be the favourite of all those who voted is really gratifying. It was the culminating moment in a great event.” McMahon is back this year with yet another imaginative sculpture, again using recycled materials. ‘Ascension’ is a six foot avian figure, wings outstretched and tail feathers spread, made of recycled metal and slats from salvaged wooden chairs. As the sculptor explains, the two materials work in several ways. “The combination of them creates both a tangible divergence and at the same time there is congruence, a visual union.” ‘Ascension’ continues one of McMahon’s recurring themes, what he calls “metal air animals”. They are one part of his Resurgence series of sculptures that includes “metal land animals” and “metal water animals”. ‘Avocet’ – one of the “metal air animals” - was a Juror’s Choice winner at the 2010 Sydney Fine
Art Show. With this current work he has incorporated another material into his fantastical metal animal sculptures. The end result is again intricate and pleasing as a whole. As opposed to strictly mono-colour metal works, ‘Ascension’ deftly uses the various shades and tones of the wooden chairs to great effect. “The Resurgence series and current works like ‘Ascension’ are based on the fact that our society is increasingly becoming a disposable one,” McMahon says. “Now, products

are manufactured to break down or be obsolete within a few years. That strains all resources, and to me there is no doubt we can’t continue this way indefinitely. So I take recycled scrap and create art from it, as so many artists do.” While his studio and workshop on Salt Spring Island is a pleasant oasis from the consumerism and seemingly fatalistic bent of our current society, McMahon’s sculptures are a compelling and nuanced comment on modernity, beautifully crafted from the detritus of today’s throwaway world.

7th ANNUAL COMMUNITY VOLUNTEER RECOGNITION COUNCIL POLICY: VOLUNTEER OF THE CITY In the past, the City used to mail out invitation letters to organizations that generated volunteers, but this process was flawed due to the fact that many individuals and groups for which the City may be unaware, would not have received a much deserved invitation. In 2009, Council adopted a new policy that publicly announces the event as opposed to invitations to organizations.
POLICY:
Council may give recognition to a volunteer or a group of volunteers for service above and beyond of those generally performed in the Community.”
POLICY PROCEDURE:
When Council is giving consideration to the recognition to an individual or group, it shall make its deliberations “in camera” and when a decision to give recognition has been made, it shall then be announced by the Mayor at the Annual Community Volunteer Recognition Evening.
CRITERIA:
• The individual or group should be honoured for its volunteer work in the City of Grand Forks or for volunteer work that has had an impact on the City of Grand Forks; • The individual or group should not have been paid or received any form of financial remuneration for the work or activity for which the volunteer is being considered; • The individual or group should have made a significant commitment to the community to be considered for the recognition; • There is substantial support from the Community through letters of recommendations outlining the volunteerism history and the impact on the community; • A special volunteer recognition may be given after the passing of the individual; • Prior to giving any recognition of volunteer of the year, the City must call for nominations publicly in a Regular Council Meeting and through the City’s Newsletter.
CALL FOR NOMINATIONS:
At their Regular Meeting on June 25th, 2012, Council adopted the resolution that publicly announced this year’s volunteer appreciation evening and the call for nominations. Individuals or groups may nominate another individual, group or organization by obtaining and completing the City of Grand Forks Nomination Form for Exceptional Volunteer Service. Fire Truck Replacement
Grand Forks Fire Rescue is due for replacement of their 1992 E-One Superior 50 foot Aerial Ladder Truck. The Ladder Truck is 20 years old and is due for replacement in 2013 as it is ending its service life. In a consultant’s report from 2011, the recommendation is to replace it with a 100 foot platform ladder truck. There are many reasons for the need to replace the existing ladder truck with a 100 foot platform truck. There are a growing number of seniors residing in many apartments in the community. The platform ladder truck will increase accessibility and safety in rescue operations in the event of fire in these facilities. The new Silver Kettle assisted living complex that is being constructed has a large overall footprint. The 100 foot reach of the platform is necessary for rescue and firefighting operations to be performed safely and efficiently. Industry in the community is expanding and must be encouraged to continue. Having the ability to protect their investment and reduce the risk of loss supports investment and attracts other industry to the community. The Fire Underwriters insurance grade rating requires a front line pumper (meaning a fire engine with a rated pump, to be 15 years old or newer) within an 8 km response area to respond to first alarms. If the age of the pumper is beyond 15 years, the insurance grade rating for the municipality may be lowered. A result of a lower grade rating would be increased fire insurance costs. The current front line pumper at the City Fire Hall will be 15 years old next year. The new ladder truck purchase would satisfy this requirement and allow the extended use of the current front line pumper to be used as a reserve pumper until the age of 20 years. The purchase of a fire engine is a long term investment. When a fire engine is purchased it is with the needs of the community in mind for the next 20 years. The purchase of a 100 foot platform ladder truck will ensure sufficient protection while enhancing growth in the community for the next two decades.

Newly planted lawns and landscapes may be sprinkled twice a day everyday from 7:00 AM to 9:00 AM and 7:00 PM to 9:00 PM for the FIRST MONTH using either manual sprinklers or automatic timed underground sprinklers. Automatic timed systems can be used to water up to 5 minutes per zone at a time, with total watering time NOT to exceed 4 hours. Newly planted lawns and landscapes may be hand watered using a hand held nozzle at any time i.e. No manual sprinklers City Parks and Cemetery will adhere to the same numbers of hours as residential water sprinkling. This Schedule change Bylaw will be introduced by Council in May and will be effective June 1st, 2007. ALL previous sprinkling variances will be cancelled on May 31st, 2007. The reason for the cancellation is that there is no way of effectively monitoring these variances without major expense to the City. This will provide the same number of sprinkling hours for all taxpayers. The City has authority to shut water off at the property line to those residents refusing to comply with sprinkling regulations. Sprinkling will be monitored by Commissionaires. The first offense will result in a warning letter. The second offense will result in your water being shut off. A reconnection fee of $50.00 will be required before your water is reconnected.

How Much and Type of Container
Three cans or bags or bundles. Can be any combination as long as it is a volume equal to three cans per month. Cans to be set out without the lid. If plastic bags are used, they must be clear and you must be able to see what is inside the bag. Waste will be picked up if it is in a regular garbage can (no lid), in a clear plastic bag, (or in the case of tree prunings) bundled.

Grass, lawn and hedge clippings, grass sod, flowers, weeds, leaves, vegetables, stalks, shrubs and tree branches less than three inches in diameter.
