TERRACE - Crews are hard at work building an intersection off Hwy37 South to the city’s planned industrial park just south of the airport. The project needs to be finished this year in order for the city to take full advantage of a nearly $1.4 million in grants from the federal and provincial governments. The city has to spend $668,000 of its own money to get the federal and provincial grants. “We have to do it now,� said the city’s director of public works Marvin Kwiatkowski. “Otherwise, we lose our monies.� The local firm of White Bear Industries has been hired to do the work. The intersection and access road building work is slated to be finished by fall and will include lanes on both sides of the highway at the location. “There’s going to be concrete islands in the intersection,� said Kwiatkowski. “There’s going to be a lot of paving done.� Work to be done there includes not only widening the highway at the entrance point but digging out some space underneath the highway to insert some piping for a future water main. Traffic lights will be installed at the intersection as well, said Kwiatkowski. And along the access road, paths for biking and walking will be built, he added. White Bear Industries’ contract for the project is $1.6 million, and the additional $300,000 is for utility costs, said Kwiatkowski. The city was told back in 2009 that the federal and provincial governments would each provide $668,000 if the city could come up with the same amount. But the city has had trouble raising its share. The Skeena Industrial Development Park has been a pet project of the city for more than a decade. The city has an option to purchase 2,000 acres of Crown land from the province should it first find companies who want to set up shop at the planned industrial park. City boundaries have been expanded to include the park area meaning that it will be taxing any industries who do open up there.

Port Simpson fish processing plant to re-open very soon By Alan S. Hall THE NORTHERN CONNECTOR

PRINCE RUPERT - The fish processing plant in Port Simpson will be having a grand re-opening in the near future. Several million dollars worth of renovations and improvements have been made to the village’s processing plant, which is now hoping to fill the void in groundfish processing capacity left by the closure of the MacMillan fish plant in Prince Rupert. “We’re not discarding salmon, we’re breaking into groundfish. I think that’s going to be our main focus. That’s going to [more benefi-

cial] for our people,” says the village’s mayor, Garry Reece. Over $8-million dollars has been spent on upgrading the 40-yearold fish plan, which has been operated by a number of different companies in that time, but it is currently under the control of a band-owned initiative, Lax Kw’alaams Fish Plant Ltd. The plan was to turn the aging plant into a state-of-the-art facility with vastly expanded operations. Until now the plant mainly focused on salmon (and will be expanding those operations as well), but has now set its sights on groundfish such as halibut, sole and

flounder as well. The North Coast lost its only fish plant equipped to process groundfish when the MacMillan plant in Prince Rupert last October. While the decision to focus on groundfish was made before the closure, the Lax Kw’alaams community now stands to benefit from the gap in the market. The plant is expected to be in operation 10 months out of the year now and eventually provide up to 300 steady jobs for village residents. It’s hoped that this will help reinvigorate the commercial aboriginal fishing industry, which has been waning

in recent years. “There’s not enough salmon. We still have 60 boats that commercial fish out here, but over the last few years it hasn’t been very good... That’s the reason we’re getting into groundfish now,” says Reece. To meet the increased business many changes had to be made the facility and deals had made. The plant’s refrigeration system and freezers have been improved and their capacity expanded. When the power is hooked up next week the plant will be able to fast-freeze 500,000 lbs of fish a day. The fish pant com-

pany has bought 1.4 million lbs worth of quota for itself this year as well as which currently up in Alaska catching salmon.

The plant has will be receiving fish from fishing boats from Metlakatla, Alaska and they have also made arrangements

to sell their processed fish straight from the plant to waiting markets in the United States of America.

Man jailed six months for assault By Staff Writer THE NORTHERN CONNECTOR

NEW AIYANSH - Robert Scott Eli , 42, of Prince Rupert, plead guilty and sentenced to assault and weapons charges July 6 in Terrace Provincial Court. In the early morning hours on Wednesday, July 4, Lisims/Nass Valley RCMP responded to a complaint that Eli, drunk and high on cocaine, threatened a New Aiyansh man with a knife by hold-

ing to his throat in his residence. That same morning, Eli assaulted a female on by throwing a cooler at her when she refused him entry to her residence. Eli was arrested later that day without incident. He was held in custody until his July 6 appearance. On August 1st , 2009, Eli was charged with aggravated assault stemming from an event on Tait Avenue, New Aiyansh, where a man was seriously injured. This matter was scheduled for trial on September 5th, 2012

in New Aiyansh. Eli plead guilty to one count of assault causing bodily harm for the 2009 event and two counts of assault with a weapon from these most recent events. Eli also plead guilty to one count of breaching his conditions. As a result of the guilty pleas, Eli was sentenced to six months in jail and will be bound by a probation order for year upon his release. Another unrelated charge of assault was stayed in court for the guilty plea.

PRINCE RUPERT - The National Transportation Safety Board released its report on the oil spill from an Enbridge pipeline in Michigan in 2010, and it takes direct aim at the company and its procedures. “Enbridge’s failure to exercise effective oversight of pipeline integrity and control center operations, implement an effective public awareness program, and implement an adequate postaccident response were organizational failures that resulted in the accident and increased its severity,” read the report, posted on July 10. “The rupture and prolonged release were made possible by pervasive organizational failures at Enbridge Incorporated.” In particular, the report says the “ineffective performance of control center staff led them to misinterpret the rupture as a column separation, which led them to attempt two subsequent start-ups of the line”, that “Enbridge’s control center staff placed

erations. Our intent from the beginning of this incident has been to learn from it so we can prevent it from happening again, and to also share what we have learned with other pipeline operators. Enbridge and Enbridge Energy Partners conducted a detailed internal investigation of this incident in the months following the release and have made numerous enhancements to their processes, procedures and training as a result of the findings of the investigation, including in the control center. Incident prevention, detection and response have also been enhanced. We will carefully examine the findings in the NTSB report to determine whether any further adjustments are appropriate,” added Stephen J. Wuori, President, Liquids Pipelines, Enbridge Inc. However, Skeena – Bulkley Valley MP Nathan Cullen said the report shows Enbridge cannot be trusted to safely operate the Northern Gateway Pipeline to Kitimat. “The findings are actually worse than we feared,” he said. “They are a body blow of breathtaking proportions to Enbridge and yet another wake-up call to the Northwest of the dangers of allowing big oil to run a pipeline through our Northwest watersheds.”

River Valley Rats rock at Canada Day dance By Sean Glanville THE NORTHERN CONNECTOR

KITIMAT - The River Valley Rats played to a sold out crowd at the Riverlodge Community room at this past Saturday’s Hill Climb Dance. The band received nothing but rave reviews from their performance, which included a variety of cover songs spanning many different genres including contemporary songs as well as some blasts from the past. “We just try to pick songs that you don’t normally hear cover bands play, but are excited when you do,� says lead vocalist Josh Marsh. “We enjoy playing outside of our comfort zones.� The Kitimat quintet is composed of lead vocalist Josh Marsh, drummer Andrew Murphy, Lee Mosdel on bass, with Dustin Marsh and Alex Zoglaur on guitar. The band was formed sixth months ago and this was their first ever live show. “Murph (Andrew Murphy) and Alex previously played in a band together called Coldwater and I’ve always wanted to play with them, so when I heard they were looking for somebody I joined up with them,� says Marsh. “My brother Dustin who plays with me all the time anyways, came along as well.� The group jams once a week in the basement of Murphy’s Kitimat home. Although

the band is relatively new, their is plenty of musical talent and experience amongst its members. The Marsh brothers also play in a separate band. “Dustin and I play in a band called Alive in Kamloops and we do all original music and no cover songs,� says Marsh. Despite being Kamloops-based, all their recordings for Alive occurs here in Kitimat. A third Kitimat musician, Calvin Lechner, is also a band member for Alive. Lechner played drums in 2008 and 2009 for Canadian rock band Faber Drive, based out of Mission, BC.Their recordings with Alive are available on iTunes for listeners. “Dustin has a recording studio at his house here in Kitimat, so we do the recording and the writing here,� says Marsh. shows their fan base and popularity will spread and enable them further opportunities. “We’ve been doing mostly bar shows and we will be in Terrace at the end of the month at The Northern on the 27th and 28th. Previously to this we were all in touring bands playing our own stuff kinda thing,� says Marsh. “I would like to start playing weddings and all that with the cover songs.� The band are hoping to line up more regional shows but eventually want to tour BC. “We definitely hope to cover the Northwest through to Smithers and Prince Rupert and hopefully eventually expand down into the Cariboo,� says Marsh. MLA Austin running next May TERRACE - Skeena New Democrat MLA Robin Austin has been nominated to run for his party in next May’s provincial election. Austin, who won the seat in 2005 and again in 2009, was chosen by acclamation at a meeting held by the New Democratic Party’s Skeena provincial riding association on June 23. “This is obviously a very exciting time as things are looking up for us as the pollsters suggest we’re ready to move from opposition to the governing side. But there is still a lot of hard work ahead,” said Austin. “After two terms you see what happens on the other sides when they make decisions and enact them. And there’s the opportunity at the same time to think of how you would do things differently,” said Austin who is his party’s education critic. Austin wouldn’t reveal how much money his constituency association has raised so far for next year’s election campaign but did say it was substantial but that more was needed. He did say the riding association’s membership numbers more than 300 people, a factor helped in part by federal Skeena - Bulkley Valley NDP MP Nathan Cullen’s run at the federal NDP leadership this spring. “As you know, within the NDP, when you buy a membership, you are a member provincially and federally,” said Austin. One provincial Liberal policy Austin says will be fully examined should the NDP be elected is the development of independent power projects. He’s predicting BC Hydro bills will soar once the true costs of buying power from independent producers is known. That’s because BC Hydro has been shuffling off those costs into deferral accounts – an accounting practice which shelters, for the time being, expenses from showing up on the crown corporation’s books. “BC Hydro is going to be in an awful state,” said Austin. “It’s not going to be millions, but billions of dollars of debt that its ratepayers, and that’s really taxpayers because they are re-

Austin said construction of the Northwest Transmission Line, which will be halfway toward completion if the NDP are elected next spring, has the support of his party. “I think Mr. Coleman would find that at least half of the [NDP caucus] made expressions of support,” said Austin. Bud Smith named chair of port authority By Alan S. Hale THE NORTHERN CONNECTOR

PRINCE RUPERT - The Prince Rupert Port Authority has a new chair for its Board of Directors. Former BC Attorney General, Bud Smith, has been appointed to board by the provincial government and was then unanimously elected as chair. Smith is leaving his three-year position as chair of the board for Ridley Terminals for the appointment where he oversaw the plans for the terminal’s expansion that is currently taking place. “We are pleased to have Mr. Smith back on the Port’s board,” said Don Krusel, CEO of the Prince Rupert Port Authority. “He brings considerable knowledge of port activities and economic development as well as an intimate understanding of the Port of Prince

Rupert and local affairs. Mr. Smith’s contribution will be invaluable to our organization as we prepare for a period of unprecedented growth and the enhancement of standards that enable our safe, responsible, and sustainable approach to global trade.” Smith has served on the port authority’s board as one of the directors from 2007 to 2009 and will be replacing the port’s outgoing chair, Dale MacLean who has served for three consecutive terms as chair. “It is a privilege to rejoin the Port Authority’s Board at this point in its history,” said Smith following the appointment. “The port’s consistent growth in cargo volumes has earned it international recognition. Considering the planned developments and terminal expansions, Prince Rupert is becoming an economic powerhouse. I look forward to working

with the team to help realize its full potential”. Smith served as the Social Credit MLA for Kamloops from 1986 to 1991. During the Bill Vander Zalm’s government, Smith served as BC’s Regional Economic Development Officer and the Attorney General. After his government career, Smith worked extensively in both the private and public sectors. He is general counsel for Urban Systems Ltd. and president of both Meija Property inc. and YKA Travelwise Kamloops. He has served on the boards of many Crown

Kitimat’s Ben Rego competes in annual X-Games competition By Sean Glanville THE NORTHERN CONNECTOR

KITIMAT - Kitimat’s Ben “The Giant Killer� Rego recently had the experience of a lifetime competing at the X Games 18 in Los Angeles last weekend. The X Games are the Olympics of extreme sports, and the pinnacle of any professional riders career. Rego and two other British Columbia riders, Cory Graffunder of Vavenby and Bobby Prochnau of Savona, were Canada’s three lone representatives in Sunday’s EnduroCross event. The trio of BC boys were looking to repre-

sent the maple leaf proudly on Canada Day. Rego finished 26 out of 30 drivers in seeding, with a time of 56.26 seconds. Rego then posted a DNF in round one of the competition. In the last chance qualifier Rego put on a solid performance finishing in eighth out of 24 riders in a time of 355.84 seconds. Unfortunately, Rego missed qualifying for the finals, with only the top ten moving on. Graffunder had a fantastic performance, earning a bronze medal and finishing less than a second behind the silver medal winner. He finished in a time

New program connects moms to resources By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT New moms living in Prince Rupert and surrounding areas can now take their young ones home with a little more ease, knowing where to find resources and information regarding their newborn babies in Prince Rupert. “We want new mothers to know how connected they can be and how much our community has to offer new moms. There are a lot of programs and we’ve taken care of the hunting for them,” said Kate Toye, Success by Six child-first regional coordinator. Success by Six Prince Rupert and Northern Savings Credit Union have partnered together to create baby bags that include information on how to keep homes smoke free, how to apply for a birth certificate and Social Insurance Number, developmental wheels, board books, a Strong Start schedule, a list of books

suitable for babies made by the Prince Rupert Regional Library and, in the first twenty bags, a stuffed animal. “We will be putting in more items as partnerships in the community increase,” commented Toye. Local Nurses traveling out of Prince Rupert to assist mothers in surrounding communities such as Kitkatla, Lax Kw’aalams, Metlakatla, and Hartley Bay will also be providing bags, so new parents throughout the north coast know about the resources available to them in Prince Rupert.

Troubled couples are offered a course to restore relationship, understanding THE NORTHERN CONNECTOR

TERRACE - A course offered this summer hopes to provide the means to restore the friendship of couples who may be having troubles with their relationships. “It’s the friendship of a couple that breaks down. That person is your best friend, that’s what we’re really talking about,” says Devin Pollitt, who will be offering the no-charge five-week course through the Terrace and District Community Services Society beginning July 16. Pollitt says he hopes to offer the ways and means for couples to

help understand each other and that quite often it’s the lack of understanding that causes problems in the first place. He does warn that the course won’t save a relationship or marriage as couples will get out of it what they put into the twice-weekly sessions. It’s also meant as a course in which skills such as communication will be taught and should not be regarded as therapy. Pollitt is basing the course on the work of American psychologist Dr. John Gottman who, in studying marriage extensively, found that foundations established

Page (Howard-MacMillan) Nancy Monica (1951-2012) Nancy passed away on July 2nd after a short but hard fought battle with pancreatic cancer. Nancy had a big heart and her door was open to all visitors, neighbours and friends. She was pre-deceased by her parents Robert Howard (MacMillan) and Wilma Mount, and her sister Nora. Nancy leaves behind her sister Janice Brownrigg, her nieces Marlyn (Alan), Karen (Scott), and Lorraine, as well as many other family members. Nancy will also be missed by her Kitwanga “family” especially Michele Onischak and Norma Hartl whose thoughtfulness and dedication have been much appreciated. The family would like to thank the staff of Mills Memorial Hospital in Terrace, B.C. and especially Dr. Jaco Strydom for their excellent care and compassion. Reporting to the Metlakatla Stewardship Society Board, the Stewardship Director will help formally establish the Metlakatla Stewardship OfÀce (MSO), govern the day-to-day operations of the OfÀce and staff, and ensure the MSO is pursuing its strategic goals within the growing natural resource sector in northern BC. SPORTS Greening the BC Summer Games Inside

SURREY - Organized sport events, no matter how big or small, have an environmental impact. With the help of its motivated volunteers, the BC Games Society is striving to reduce its environmental impact and raise awareness. Community-driven programs initiated by the BC Winter and BC Summer Games volunteers are contributing to reducing the environmental impact of the Games and are developing leaders by increasing environmental awareness among Games participants, volunteers, and community members. For example, the 2008 BC Winter Games in Kimberley and Cranbrook established best practices to reduce environmental impact. A volunteer team of Go Green Ambassadors were active and visible during the Games implementing the plan and raising awareness. This community-led initiative developed youth leaders and established important benchmarks that future hosts could refer to in order to reduce their environmental impact. The 2010 Summer Games in the Township of Langley took the lead to ensure all food waste was composted and recycling bins were available at all sport venues. “The challenge for BC Games host communities is the great variety of available resources to implement changes in areas such as transportation, food services, and venue operations,” said Kelly Mann, President and CEO of the BC Games Society. “But, given that there is a clear de-

sire by participants and host communities to reduce environmental impact, the BC Games Society took the lead to develop information and resources for community volunteers to adapt to guide policy and implement action plans.” Before the 2010 BC Summer Games, Metro Vancouver, the regional government responsible for waste management in the Greater Vancouver area, provided policy and planning support. What resulted is a set of resources and samples that reflect the unique structure of the BC Games and consider the many different communities involved. The BC Games resource materials complement other established Games standards such as a no-idling policy for all Games transportation vehicles. No bottled water is supplied to venues at the BC Games and athletes are required to bring a reusable water bottle to fill with tap water throughout their competitions. Greening the Games also comes in places you don’t expect. Until 2009, the BC Games torch was lit 100 days prior to the Opening Ceremony. This torch burned 900,000 cubic feet of natural gas and contributed 12 tonnes of green house gases to the atmosphere. The gas torch is now retired and replaced with an energy-efficient LED torch that draws 850 watts of energy – comparable to a household toaster. This torch symbolizes the innovation and initiative that the BC Games will strive to adopt with other environmentally responsible initiatives moving forward.

KITIMAT - The weather for the Dave Saunders Memorial Hill Climb on July 1 in Kitimat started off like any other weekend weather lately, cloudy skies with intermittent showers. But like most Hill Climb races in the past, the weather cleared before noon on the hill and a great day of racing was had. In “A” class, racing after the defending “Hill Climb” champion, Pierre Amado, in his orange Challenger was eliminated, it was left up to his brother, Paul Amado, to keep it in the family. Paul, in his Demon, was able to beat everybody except Matt Marshall in his Nova. Marshall was having a great

day, not only winning “A” Class but getting the much coveted “Perfect Light” award. Chris Woods from Burns lake, running in his first race in two years, eliminated some heavy hitters on his way to taking home 3rd place. “B” Class racing had quite a few first time racers. Adam Hunter, racing for the first time, took home 1st place in his pickup truck. Cody Thom followed up with a second place win. Todd Godbout brought home 3rd place the hard way. Godbout spent the night before the races installing the ‘Big Block ‘ power train in his car. He made his first runs up the hill for him and the car and brought home 3rd place “Bikes and Sleds” was dominated by the

Enmark Brothers and their sleds. Kevin took home 1st place and Shawn corralled second place. Kevin also took home the “King of the Hill” trophy. Cory Botz rounded up the “Bikes and Sled” class by taking 3rd place in his bike. In the “Juniors” finals , Chris Cook was running up against a new racer Madison Amado. Cook, running against a much faster racer managed to outlast Madison to take home 1st place. Tanner Daum brought home 3rd place. A great race was had by all that ran or watched the Kitimat Hill Climb. A big thank you goes out to all of the hard working organizers and volunteers who made this race possible. Winners:

PRINCE RUPERT - CN announced last week that the company plans to construct five extended sidings on its B.C. North Line in 2012 as part of the company’s multi-year program to expand freight train capacity to handle the growing freight volumes along the Edmonton, Alberta to Prince Rupert, B.C. corridor. “CN’s sizable investments in rail infrastructure in northern B.C. and western Alberta are helping us accommodate growing import-export traffic moving between the Port of Prince Rupert, the B.C. interior and major centres across CN’s network in Canada and the United States,” stated CN executive vice-president ad chief operating officer, Keith Creel in a statement. “These investments will also help us better move rising export coal volumes from existing and new mines in the region to Ridley Terminals at Prince Rupert, whose handling capacity is expected to double by the end of 2014 to 24 million tonnes.” Sidings allow trains to meet and

pass each other on a single track. When two trains going different directions meet on a track, they must some how go around each other. A switch allows one train to go into a siding so that it can meet and go around another train. The locations of the five sidings that are being extended this year will be east of Prince Rupert, at Exstew, Cedarvale, Morristown, Robin Creek and Cariboo. “In this area what is needed is to extend the length of the sidings so that they can accommodate 12,000 foot trains,” explained Mark Hallman, CN director of communications and public affairs. Last year alone there were more than half a million carloads/intermodal units moved over CN’s B.C. North corridor, with these numbers expected to double by 2015. Since 2004, CN has extended or constructed 21 sidings to handle large trains along the Edmonton and Prince Rupert line, with expansion along the corridor totaling more than $150 million by the end of this year.
