Council adjusts sprinkling restrictions mid-season By Jade Swartzberg THE HERALD

City of Merritt councillors voted to alter the 2012 sprinkling regulations to make it more convenient for residents to water lawns and flower beds. Council initially adopted the Water Resource Advisory Committee’s recommendation to change times for manual sprinklers to 8 to 10 a.m. and 8 to 10 p.m. on April 10; however, based on public feedback, council changed the manual sprinkling times to 6 to 8 a.m. and 7 to 10 p.m. at last Tuesday’s regular council meeting. The time for automatic sprinklers remains from 1 to 5 a.m. The times were altered, despite a WRAC recommendation to adhere to the initial 2012 sprinkling times for the remainder of the season. “It is felt that the regulations should be tried out for one full summer season and review the schedule for 2013,” read the minutes from the committee’s June 13 meeting. Council made the original change so that sprinkling times would not coincide with peak household water usage times to help reduce the time needed for the aquifer to rebound, and to reduce stress on the pumps to keep up with water demand. Even in April though, some councillors said they were concerned that people would not have enough time to water — concerns that seemed to be warranted based on community feedback over the last two months. “I can’t do it myself,” said Coun. Dave Baker of watering during the original sprinkling times. “Fully realizing we have a water problem, we’re not giving our residents enough time.” Mayor Susan Roline reported to council the many concerns expressed by residents, many of whom left for work too early to water at 8 a.m. and were in bed too early to water until

10 p.m. “We have many residents who work shift work, so are away from home up to 12 and 14 hours a day,” said Roline in a letter to Ginny Prowal, WRAC chair. “We also have residents that are working two jobs just to stay afloat. “By now giving them another daunting task of trying to manage watering times, it is becoming too much.” Roline’s letter continued to say that soon residents would simply give up trying to keep their yards looking nice if the City made it difficult to water. “For us to expect every property owner to convert to xeroscaping is unrealistic.” During the meeting, Public Works Superintendent Darrell Finnigan clarified that residents would use the same volume of water no matter what the sprinkling times were — however, the rationale behind the later watering times was to maintain a constant level in the reservoir. When put to vote, council decided these measures weren’t worth the hassle to residents. The WRAC continue to educate residents about water conservation through various efforts such as xeriscaping workshops. According to Merritt’s 2011 Annual Report, water for the City’s water system is extracted from an aquifer through four pump stations. Last year nearly three billion litres of water was consumed within the Merritt system — a 0.5 per cent increase from 2010. Maximum daily water demand peaked at 19 million litres on July 5, 2011, which represents an average of 2,405 litres per person that day. The overall average for the year was 1,007 litres per person in Merritt each day of the year (based on a population of 8,000) compared to the average daily consumption in Canada, which is 329 litres per person.

UNDER ARREST Merritt RCMP arrest an alledged drunk person outside the Coldwater Hotel on June 22. One other man in the group was taken into custody, and two females — one of whom was in a wheelchair — were allowed to leave. Police were called to the scene after one or more residents phoned the detachment complaining of being harassed by the group. Many merchants from throughout the province thrive on events targeting niche crowds, making the 2nd Annual Great Canadian Bike Rally in Merritt last week a unique opportunity for sellers with original products. For Sooke, B.C., resident Linda Brown of Knotty Linda, the rally gave her a chance to test her product on a new crowd. What she found was that approximately 80 per cent of her product went to locals. “I really wanted to see if bikers were a prime prospect for my work,� she said. “I had to learn what bikers like to wear and I found that lots like skulls. HERALD OPINION Retiring MLAs — no money woes Who says it doesn’t pay to be a politician — even for a blink of an eye? With the B.C. Liberals in a freefall and the provincial election 10 months away, a number of MLAs have decided to leave politics. Much is made by some about the sacrifices made by politicians, of the time spent away from family, of the decision to take a break from their career passion — all to serve the public good. And, while it is always admirable to see men and women take part in the democratic process, make no mistake — it is indeed a decision that often pays lucrative dividends far beyond anything a working stiff will ever realize. Surrey-Tynehead MLA Dave Hayer is one of the latest B.C. Liberals to decide against seeking re-election. According to Canadian Taxpayers’ Federation (CTF) figures, Hayer’s 12 years in office will give him an annual pension that will start at $47,600 when he turns 65 and climb to $62,900 when he turns 80. The CTF estimates KamloopsSouth Thompson MLA Kevin Krueger will enjoy an annual pension of $87,700 when he turns 65, one that will rise to $115,700 when he turns 80. All that for 17 years in office. The MLA pension plan is indeed gold-plated as taxpayers chip in $4 for every dollar the MLA contributes. More maddening is the fact the B.C. Liberals, under then-leader Gordon Campbell, campaigned in the 1996 election against exorbitant pension plans. The NDP won and implemented a reasonable pension plan, one in which the taxpayer would add one dollar for every dollar the MLA contributed. In 2007, however, Campbell reversed his position and brought back a troughladen pension, even going so far as to allow MLAs to buy back years lost for a song. Political pension plans at the provincial and federal levels are a disgrace and do nothing to counter the perception (which is reality) that entering the political arena is the path to setting yourself up for life, with your retirement funded well by taxpayers who can barely get by. of the province to the other more times than I can count. A similar trip last year began just as a huge mudslide was cleared near Chilliwack. Other drives have featured mid-summer hail piled 10 centimetres deep on the Coquihalla, a near miss between two moose in the Pine Pass, plus the usual blizzards and hundreds of traffic jams for construction, accidents and growing urban volume delays. This time I’ve got a new tool on board, the mobile version of DriveBC.ca on my BlackBerry. Launched

two years ago, the mobile site has taken off with the surging popularity of smartphones. In the past year, DriveBC’s online traffic averaged 1.2 million visits a month, about half to the five-year-old desktop site and half from mobile users. It’s by far the most popular B.C. government website. I asked DriveBC technical leader Nainesh Agarwal for these stats, and he said even he was surprised by the surge in mobile traffic in recent months. But trying out the mobile site, it’s easy to see the appeal.

With a few clicks, the phone displays incident reports and web camera images for my chosen route. Webcams have been added steadily all over the province, and now watch 18 key locations on Vancouver Island, 93 in the Lower Mainland, 73 in the Southern Interior, 35 in the North and 13 at the Canada-U.S. border crossings. It’s become a primary source of information for radio and TV traffic and news reporters around B.C. The mobile service now has an option for drivers to report new problems they encounter. After determining your smartphone’s location, the site displays the name and phone number of the local maintenance contractor who can take the report. For those who haven’t joined the smartphone era, there is an old-fashioned option. Dialing 5-1-1 anywhere in the province gives access to a toll-free line that connects to recorded DriveBC messages. Agarwal said use of that service has been declining as phones with web access become more popular. The 5-1-1 service also requires you to use the keypad to select your route from a numerical list, so drivers would have to pull over rather than breach the new restrictions on using handheld devices while driving. The 5-1-1 system still gets surges of heavy use during major events like the recent floodings. Merritt streets become a rat maze for the rally Dear Editor: Well, it’s Wednesday, and hotter than hell, and you’d better not try to drive anywhere downtown today because the streets and alleyways are all barricaded. Apparently something is happening tomorrow.
So the bureaucrats in City Hall have decided to turn the downtown into a rat’s maze, “so folks could practice driving the new routes.” So this means either that the City Hall thinks we’re all morons, or the folks there are the kind of people who, if told they have
a doctor’s appointment tomorrow, go down to the waiting room for a couple of hours today to practice waiting for an appointment. It’s likely the new routes people will practice will be driving up to Walmart and Extra Foods and McDonald’s. But wait — they don’t even have to

The NicolaSimilkameen School District 58 has shuffled their administrative deck following this year’s Coquihalla Middle School closure. Leroay Slanzi is now the principal of Merritt Central Elementary School. He is replacing Trent Dolgopol who is moving to Kelowna to accept a job at Spring Valley Elementary School. Slanzi was closely involved with parents and students and served as principal for the past three years at Coquihalla Middle School. “He is looking forward to the challenge of this new leadership position within the district,” stated a release from SD 58. Burt Bergmann,
who has been with the district since 1995, was appointed as the principal at NicolaCanford Elementary School. He was a former teacher at Collettville Elementary School, district technology co-ordinator and was most recently the viceprincipal at Coquihalla Middle School. “Mr. Bergmann brings with him an educational leadership style that will make connecting with individuals, students, and the community an integral part of the school’s learning environment,” the release stated. He succeeds Theresa Strande, who is now the Helping Teacher and Health Promoting Schools Co-ordinator in the District Counselling Team. Also, Alison Kuzio

The ThompsonNicola Regional District Adult Reading Club runs from July 1 to Aug. 31 and participants have a chance to win a Kobo eReader Touch. The club is what the TNRD calls a “novel” vacation. “People read a book and then type in a few sentences about what they like,” Merritt Library Branch Manager Deborha Merrick said. “This is something that may allow them to have time for other things.” The club is open to adults who are 18 and
older who live within the TNRD boundaries. To join the club, adults can register at www.tnrdlib.ca. They then write and submit a book log once each week. If the member can’t read a book every week, they can write a description of a book they’ve read in the past. Each book log can be completed by filling in a library card number, name, the title of the book and a 150 words or less description. Every log allows the reader to be entered into a draw for thereader. Each person can enter up to nine
times. The Merritt Library also offers adults the opportunity to win a $50 gift certificate to a local restaurant by completing a science
quiz that is displayed on the library walls. “They can fill it out at the library and then drop off their answers to enter,” Merrick said.

First Cents’ charity golf tournament a huge success Nearly 70 people took part in the first Merritt Centennials’ Charity Golf Tournament, held at the Merritt Golf and Country Club on Friday. Participants included several members of last season’s Cents’ BCHL team, along with close to a dozen distinguished alumni from years past. The list of former Cents’ players who participated included Bobby Vermette, Rich Brew, Kevin and Pat Rabbitt, Dan Morrissey, Paul Barnes and current Centennials’ head coach and General Manager Luke Pierce. Also in attendance were numerous family members, friends, fans and team supporters. “It was a great event,” stated Shane Sanderson, one of the principal organizers of
this year’s inaugural charity event that raised $1,500 for Ronald McDonald House. “I’d like to extend a big thank-you to all the individuals and groups that came out and supported the Centennials and Ronald McDonald House,” he added. The afternoon/evening charity event began with nine holes of golf, followed by a delicious dinner prepared by the MGCC staff and a silent auction. Former Q101 program director Brian Wiebe was the distinguished Master of Ceremonies. The silent auction featured numerous donated prizes from local merchants and businesses, as well as several sports memorabilia items. Four BC Lions-Saskatchewan Roughriders tickets
donated by Riders’ linebacker Mike McCullough, whose son, Cole, paseed away at the age of six due to Muscular Dystrophy were also included. Youth volunteers Terrell Balan, McKenzie Gabara and Sarah Poole also helped out with the first-time event.

Voice of the Cents headed to the land of the Giants Alex Grebenyuk, the voice of the Merritt Centennials on Q101 radio for the past four seasons, has accepted a position as the Director of Media Relations and Broadcasting with the Vancouver Giants of the Western Hockey League commencing yesterday (Monday). In a Cents’ press release issued on June 28, Grebenyuk states, “I couldn’t be more thrilled to get this opportunity with the Giants. It’s kind of like a dream come true; to be back on the Coast, and working for the team I’ve passionately followed from the ground up. It’s a superb organization with a great staff and I can’t wait to get started.” “We are very happy to bring Alex on board this season,” says Giants’ Vice President of Operations Peter Toigo. “He comes with a great deal of passion
and enthusiasm, and has valuable experience, having been involved with our team in the past. He has an exciting style of broadcast that I believe our fans will enjoy.
