Surrey council gives initial approval to a development that would see forested area on heritage property razed

heritage site that would see the razing of more than 300 mature trees. The developer is planning to remove 332 sizable trees – many of them more than 25 metres (82 feet) tall – from the back end of a forest on the 7.8-hectare (20-acre) heritage Bose Farm at 16420 64 Ave. Platinum Enterprises is planning to build 65 single-family homes and 158 townhomes on the property. The developer has agreed to preserve the Henry Bose farmhouse, milk cooling shed, and calf barn on the heritage property. At a land use meeting last Monday, Surrey council voted four to three in favour of sending the proposal forward to public hearing. Mayor Dianne Watts was away, and Coun. Mary Martin, who was chairing the meeting, did not vote. Couns. Bruce Hayne, Barinder Rasode and Judy Villeneuve opposed sending it forward. “I’ve heard really loud and clear from our town hall meetings how we need to manage our growth better when it comes to issues like our environment,” Rasode said Thursday. “And I think this is a perfect opportunity for council to say ‘hey, we need to pay a bit of attention here.’ ” Veteran Coun.Villeneuve also took a stand against the removal of trees on the site. “For me, I was a bit horrified with that number of trees,” she said. “I just don’t want that site to look like the Mary Hill Bypass.” She said there are several sites throughout the region like it and she thinks it’s just a “blight on the landscape.” Newly elected Coun. Hayne also objected to the clearcut. “It passed, and I figured it would pass, but I wanted to raise my objection to the removal of those trees,” Hayne said. “We’ll see where it goes at the next public hearing in July.” Coun. Barbara Steele said council asked the developer to save as many of those trees as possible. “The reason I’m in favour of it, I think it’s a Judy development that’s overdue,” Steele said, adding she’s Villeneuve pleased with the heritage preservation on the site. “I went for the scenario that isn’t 100 per cent perfect.” Martin, who did not vote, said Thursday she has great concerns with the removal of the forest. “This is like a pristine forest area and I’m very concerned about it,” Martin said.

“I was a bit horrified with that number of trees. I just don’t want that site to look like the Mary Hill Bypass.”

About half of those young people end up in prison themselves. “The feedback we are getting from parents and caregivers is

that they are telling us that the kids are making friends for the first time, have increased confidence and self-esteem and that they are happier,” said Bayes. Bayes also explains that Canada is the only Commonwealth country that does not recognize children of prisoners as being a marginalized group and needing assistance. There is no government funding in place to help these kids, and grants that were once available for children living in poverty to attend summer camps have been removed. Despite the lack of govern-

ment support, the summer camps are free and include meals and bus passes. JustKids also offers the Saturday Club during the school year, which helps the kids to stay connected with the friends they make at camp. JustKids, a division of the Elizabeth Fry Society, is now accepting registrations for the Surrey camps, which run 9 a.m. to 4 p.m., Aug. 7-10 and Aug. 13-17. To register, call 604-5201166. Surrey council has given preliminary approval to a developer to cut down 332 trees in a forest at the historic Bose Farm property.

Watts said Thursday she’s also worried about the tree loss. “I’m extremely disturbed to see that there’s a proposal coming forward taking down those kind of trees,” Watts said, noting residents will have their say at the public hearing. “I will go into that with an open mind, but I have some serious concerns.” Between 2001 and 2008, Surrey was issuing

permits to cut down about 10,000 significant trees annually, according to figures obtained by The Leader. That number declined between 2009 and 2011, mainly due to the recession. Critics say despite that decline, they see clearcuts throughout the city. The public hearing on the Bose Farm development is scheduled for July 23 at 7 p.m. at city hall, 14245 56 Ave. kdiakiw@surreyleader.com

The City of Surrey is rethinking the way it manages its household waste.

Starting this October 1st, 2012, we will begin collecting combined kitchen and yard waste in new green carts on a weekly basis while alternating garbage and recycling collection on a biweekly basis.

Between mid July and mid September you will receive three new carts, one each for organics, recyclables and garbage, plus a kitchen catcher. If your household contains a registered suite you will receive a secondary kitchen catcher for your suite. We will be publishing details of our cart delivery route schedule in the local papers and on our website at www.surrey.ca/rethinkwaste

Each cart will be delivered to your curb side. Please bring your new carts onto your property but do not use them until October 1st, 2012 when our new trucks will come into operation.

THE DELTA School District is proposing to build two, $1 million covered artificial turf fields – without using education dollars. Increased demand from minor sports associations in Delta, which hold practices in the school district’s gyms during the fall and winter months, is driving the proposal, according to Delta Board of Education chair Dale Saip. “If you look at the sports like fastball, lacrosse, soccer and all the teams that use our gymnasiums regularly for activity, there is quite a wear and tear on the facilities,” said Saip. “They aren’t built to house practice facilities for outdoor sports.” The covered artificial turf field would measure 132 feet wide by 225 feet long with a ceiling peak at 45 feet high. Other features include a translucent membrane roof for optimal sunlight, and dasher boards with a chain link mesh around the perimeter of the facility. The school district looked at similar facilities in Penticton and Langley for inspiration. Current plans call for one of the fields to be built adjacent to Delta Secondary School. Meanwhile, two high schools in North Delta are being eyed for the other facility – Delview and Burnsview. Saip stressed the importance of creating new facilities geared towards youth sports. “I think there is a real need given the activity levels that go on around kids’ soccer and getting kids started into sports and programs,” he said. “One of these facilities would have three minisoccer fields going crossways for three-on-three little kids’ soccer and or practices.” Right now the school district is at the business plan stage of the game, which involves exploring corporate sponsorship. And while the facilities will be open to community groups, the Corporation of Delta has not been approached to financially support the project. “At this point in time, no, I wouldn’t expect

It’s time Delta was considered whole

t’s about time that Delta be designated as a single federal electoral riding. For too long Delta has shared MPs with neighbouring communities which has perpetuated the feeling of separation between North and South Delta, while also fragmenting and diluting the attention from Ottawa. What is currently being considered by the Electoral Boundaries Commission is making Delta whole, with one representative in the nation’s capital. Right now, Delta is carved into two sections with federal ridings for DeltaRichmond East, and Newton-North Delta. While the respective MPs presently serve their respective constituents well, the division has done little to help create a united community that already has to deal with geographic and ethnic divides. Based mostly on population increases over 10-year intervals, the re-drawing of electoral boundaries is proposing a single riding that encompasses all of Delta, except Annacis Island, and the lands belonging to the Musqueam and Tsawwassen First Nations. A new, stand alone, Delta riding is one of six new electoral districts being considered for British Columbia. With a population of just over 100,000 in Delta, the time is more than right to have a single representative at the federal level. Someone speaking for the overall community – both North and South Delta – can only create a sense of unity sadly lacking now. A single, elected voice can help provide residents with a better understanding of the challenges faced and successes achieved in the town centres of Ladner, Tsawwassen and North Delta. And the better we know that the more we can all define what it is to be a resident of Delta which can, in turn, lead to a more effective pitch to Ottawa for assistance in areas where federal help is welcomed. Local residents will get their chance to voice their opinions on the matter two months from now (Sept. 13) when the British Columbia Commission will hold a public hearing in Tsawwassen. Chances are that the message from those attending will be to move ahead and make Delta whole. And that is a shift in the right direction for all Deltans. – Black Press

Agarwal said use of that service has been declining as phones with web access become more popular. The 5-1-1 service also requires you to use the keypad to select your route from a numerical list, so drivers would have to pull over rather than breach the new restrictions on using handheld devices while driving. The 5-1-1 system still gets surges of heavy use during major events like the recent flooding. The plan is to upgrade the system to allow voice recognition, so drivers can use headsets to get updates on the move.

Connecting provinces could be powerful IT’S A SHAME that the electrical grids in

B.C. and Alberta aren’t better connected. If they were, the people of Alberta probably wouldn’t be suffering through the rolling blackouts they’ve been experiencing lately as a result of record high temperatures. Power demand in Alberta, particularly from air conditioners and farm irrigation equipment, has basically exceeded supply. Making matters worse, two of Alberta’s major coal-fired generating plants, and one of its natural gas-fired plants, suddenly

went offline at the same time as the record high temperatures hit the province, pushing the spot price for electricity in Alberta to around $1,000 per megawatt/hour. Meanwhile, hydro reservoirs in B.C. are overflowing from record spring rains and snowmelt. That means B.C. is basically in a position to produce more power than we can use. If our electrical grids were better connected that extra power would go a long way toward covering Alberta’s current energy shortfall.

We certainly can’t control the weather, either here in B.C. or in Alberta, but we do have some control over our electrical systems and interprovincial cooperation and planning. And who knows, there may come a day when the shoe is on the other foot and we find ourselves needing a top up from Alberta to help keep the lights on in B.C. Sandra Robinson Maple Ridge

Graphic warnings making a difference AN IMPORTANT public health

measure came into effect last month when a series of 16 new picture health warnings were required to appear on cigarette packages across Canada. These new cigarette health warnings are a significant advance that will reduce smoking and help prevent cancer. In 2001, Canada was the first country to require picture warnings. Now at least 57 other countries have done so. This international progress should not be surprising – a picture does indeed say a thousand words. The new warnings now on and inside packages once again position Canada as a global leader in this area. Canada’s health warnings covering 75 per cent of the package front and back – an increase from 50 per cent – are among the world’s largest and most effective. Previous picture warnings were among the factors contributing to a decrease in smoking prevalence in Canada from 24 per cent in 2000 prior to the warnings to 17 per cent in 2010. Not surprisingly, the tobacco industry strongly opposes the new warnings, which itself is a clear signal of their success. If the new warnings would not reduce cigarette sales, then tobacco companies would not be opposed. Another important feature of

Invest in review of Crown corporations ONCE AGAIN a major Crown

corporation reports a significant loss and blame sits poor investment performance. WorkSafeBC reported a drop of over $500 million in 2011’s investment income. The chairman, George Morfitt, said that their investments fluctuate by up to$300 million per year “because of the valuation of our investments” and that WorkSafeBC has about $12 billion in assets. These statements do not make any sense unless this public body is speculating in a big way (a 25-per-cent fluctuation in value). Although Mr. Morfitt

said that they have only a oneper-cent exposure to Europe, the European financial crisis has still affected stocks worldwide. This would have no bearing on investment income if these massive public funds had been invested in first-rate companies

(large cap, market dominators) that consistently pay out real cash every year in the form of dividends. Just what types of investments have been made to produce these huge losses? If my financial advisors had produced this

Green energy set to grow BC HYDRO recently updated its

energy forecast for B.C., and the new numbers (contained in BC Hydro’s Draft Integrated Resource Plan) show that electricity demand in this province will grow by a whopping 50 per cent over the next 20 years; from the current 56,838 gigawatt hours of electricity per year to 89,590 gigawatt hours per year by 2032. Although some of this increased energy demand will be the result of population growth, the really big driver of electricity demand in this province over the next 20 years is going to be the development of natural resources in B.C.’s north; for example, liquefied natural gas (LNG) plants in the northwest, gas fields in the northeast, and a number of new mines. BC Hydro believes it can cover nearly one-third of the expected growth in energy demand through energy conservation (i.e., 9,800 gigawatt hours of energy per year through conservation). However, that still leaves twothirds of the forecasted increase in energy demand (i.e., 22,952 gigawatt hours) that will need to be met with electricity from generated sources. Given that the proposed Site C dam is expected to cover 5,100 gigawatt hours per year of that demand, it means that BC Hydro is still going to need to find an additional 17,852 gigawatt hours of generated energy per year (three-and-a-half-times the total energy output of the Site C dam). This is good news for B.C’s independent green energy producers and for the development of our province’s untapped natural abundance of renewable energy. Based on estimates of resources that our group looked at, B.C.’s untapped potential for generating renewable energy is easily two to three times BC Hydro’s total existing hydroelectric generating capacity. In fact, during BC Hydro’s most recent call for clean, renewable energy in 2008, BC Hydro received 68 proposals from 43 green energy producers for more than 17,000 gigawatt hours of clean, green, renewable energy per year. B.C.’s renewable green energy producers and resources are more than up to the challenge of helping meet B.C.’s increasing need for energy. And the development of B.C.’s north offers an exciting opportunity for us to develop more of B.C.’s abundant renewable energy resources while also creating jobs.

With lawn chairs, blankets and umbrellas in tow, movie lovers young and old will fill the park awaiting the sunset and the start of an animated favourite. Downtown Surrey Business Improvement Association Special Events Manager, Bonnie Burnside, expressed her enthusiasm about the event. “This will be the eighth summer that the Downtown Surrey BIA has hosted Movies Under the Stars. Over the years, many memories have been created. It is definitely a highlight of summer in Downtown Surrey for many children and families,” she said. This year’s movie lineup will begin with the popular Toy Story 3 on August 4th, with Woody and Buzz Lightyear illuminating the screen. Prefer to “ribbit”? Kermit the Frog will take to the screen in The Muppets on August 11th. Despicable Me will provide a comedic, yet heart-warming message about the importance of family on August 18th. The summer celebration will wrap up with The Lorax on August 25th and the evening will feature an environmental sustainability theme. Come out before dusk to take advantage of the free face painting and crafts for kids. As usual, there will be a dizzying array of pre-movie activities for all ages. Each evening will feature singers and dancers who will fill the park with their performances. Entertainers will include Mad Science, Junior BC Talent Search winners, and Cinemazoo. dropped off to Surrey homes beginning Monday, as the city prepares to launch its new waste collection system this fall. Three garbage bins will be dropped off at each home, one for garbage, another for organics and one for recycling. The city will be delivering 5,000 per day, until all 100,000 homes are stocked. Surrey residents are being asked to pull the bins away from the curb to their home for now. The new garbage collection system won’t begin until Oct. 1, but the city is beginning a marketing blitz to educate people about how it works. Starting in the fall, Surrey will start picking up food waste and other organics separately. A smaller container will be provided to each home for people to separate their food scraps in the kitchen before taking them to the bin. Organics include food waste, such as fruits and vegetables, meat (including bones), cooking oil and breads, as well as food soiled paper, like tea

Six Crusaders to shoot hoops for B.C. teams Holy Cross athletes selected to provincial teams by Dennis Page HOLY CROSS high

school has managed to have six of its Crusaders selected to this year’s Basketball B.C. provincial teams, who will be playing for glory during the end of July and August. For any school to send that many players to provincial teams is rare, more so for a school that only has 750 students – roughly half the size of most other high schools. The success of the Crusaders basketball program is not restricted to just one team or coach, with players of all ages, from both the boys and girls teams. “It has been a process of slowly developing the basketball program and the commitment level has increased. You see the kids are putting in more and more time,” said Matt LeChasseur, senior boys basketball coach. The Holy Cross basketball program starts early, its Junior Crusaders program allows boys in the sixth and seventh grade, who are planning to attend Holy Cross for their high school years, to get an early start at meeting their future teammates, making friends and playing basketball together. The school also offers a similar program for girls – Slamma Jamma. According to LeChasseur, the initiative is helping to develop the skills, teamwork and confidence that leads to future success. “We found that for some of the boys, coming into Grade 8 is a tough transition, so having the Junior

It is with sad hearts that we announce the passing of Eileen Stew (nee Hitchman) on Friday, July 6, 2012, with her family by her side. Eileen was born on March 1, 1921 in Baddesley Ensor, Warwickshire, England and passed away peacefully at home in Surrey, British Columbia. Eileen was preceded in death by her husband Ronald. She is survived by her 4 children, Valerie (Gary) Weinmeister, David (Geri) Stew, Loraine (Doug) Brown, and Steven (Trish) Stew. She was adored by her 15 grandchildren and 18 great-grandchildren. Eileen will be remembered for her deep faith, her profound love for her family and her love of flowers. She will be dearly missed and kept forever in the memories of many dear friends.
