Ellis elected to fill vacancy on town council By Treena Mielke A first-time politician will take the seat at the council table left vacant by Joe Anglin’s election to the Alberta Legislature. Scott Ellis won the July 9 byelection capturing 255 votes. Former councillor Wayne Clark received 167 votes. There was one spoiled ballot. Ellis, 34, is humbled to receive the show of support from Rimbey voters, but not totally surprised, as he believes many people in the community want to look ahead and let past grievances go. “The mood was that way. People want council to move ahead and get the job done. “And I am very much looking forward to doing that,” he said. Ellis said road repair and maintaining and improving the infrastructure is important, but he believes making every effort to ensure council remains a cohesive group running the affairs of the town in the most competent and sustainable way possible even more important. “I am excited to be part of council and I’m sure it will be an interesting and challenging experience,” he said. Ellis, who has lived in Rimbey for six years, is employed by Custom Eavestroughing and has plans to commute to Edmonton next year to attend The King’s University College for his second year of studies in politics, history and economics. He is employed by Custom Eavestroughing and sits on the municipal development committee and is a mentor for The Calvinists Corp, a boy’s club in Rimbey. The byelection results means Clark will have to put away his hopes of re-joining council, at least for the time being. He is sure Ellis will do an excellent job. “I phoned Scott and congratulated him immediately following the counting of the ballots on Monday evening. I’d urge him to listen carefully to the concerns of the whole community.” Clark said his primary reason for running in the byelection was because there was only one other person running.
Scott Ellis, new town councillor “When I was acclaimed in 2007, I was uncomfortable with that. It’s not something that should be given away. I entered the byelection because I have always felt that the position of an elected official should be decided by the voters. Having said that, it didn’t work out the way I would have liked it to, but the voters have made a democratic decision and I wish Scott all the best in his time in office.” Mayor Sheldon Ibbotson was pleased to see such a strong turnout for the byelection even though it was held in July. “We are looking forward to working with Scott. We also have a lot of respect for Wayne and really do wish him well.”

Be careful what you wish for because you may just get it. I remember saying, long before this heat wave crested to ridiculous heights, something like “I wish it would warm up, where is summer anyway?” And then, even though I didn’t wish upon a star or anything silly like that, the very next day my wish came true. It was hot, as in firecracker, burn the soles of your feet, hot. It’s good — I guess. I tell myself this as I drive home from work; salty sweat dripping from my forehead into my eyes. Driving in my car is similar to driving in a moving oven some days. To feel the little breeze the air conditioning feebly spews out requires me to lay my face as close as possible to the nearest vent, which is cooler, but not really a safe driving practice. Long, hot summer days; the kind of days we dream about all winter, are here. And, we should all be so happy. But, I, for one am not all that happy. I am, in fact, quite miserable. It’s just so HOT! I covered a delightful, fun and happy event at the new aquatic centre this week. Everyone was in a great mood, said nice things and smiled a lot. Congratulations, optimism and accolades were handed out like candy. But, it was hot. Really, really hot. And even as the formal speeches took place and the adults remained shrouded in conformity and tradition, and, of course, proper dress attire, I could see them glance at the cool, inviting water
with more than a little longing. And, so in my mind, I pushed them all in. And watched as they cavorted and laughed and used the spray guns on each other, and, in so doing, understood, without a doubt, the absolute, sheer delight of Treena Mielke an outdoor swimming On The Other Side pool on a hot, hot summer day in Rimbey. My fantasy conjured up a great photo op, but I resolutely pushed it aside, and took instead the real pictures of the real people involved. And then we all went home. But, when I drove home that night, all grouchy and hot and tired, I thought about the kids at the pool. And I thought about the kids that still, no doubt, live inside all of us, even politicians and reporters who photograph said politicians. And, in spite of the mobile oven, I’m driving in, I smile and I think about the kid that hides inside of me. When you are 10 years old and living in small town Alberta what do you do in the summer? You go to the river. And that’s what I did. A lot. The river was a brown ribbon flanked on either side by banks mostly covered with bush. There was a place in the river where it rounded a slight bend, and beyond the bend two huge spruce trees lay claim to the bank.
We laid claim to the place just before the trees and it became, in all my growing up years, our swimming hole. I learned to swim in that muddy old river, my 10-year-old self dog paddling furiously to make it to the other side, and past the spot where I couldn’t touch the bottom. After our swim, we would sit on a tiny little bit of sand and eat sandwiches that crunched of lettuce and little stray grains of sand and guzzle lukewarm Kool-Aid straight from a jar. And while we sat there the horseflies would buzz around, and the sun would laugh mercilessly at us, and I’m pretty sure we were very poor. But, I remember feeling ridiculously happy and quite rich actually for no other reason than I was a 10-year-old kid on a hot summer day and someone said, “Let’s go to the river.” And we did!
Health care system not working for Albertans The Government of Alberta’s per person health care spending is among the highest of all the provinces, and health care consumes more than 40 per cent of the provincial budget. That proportion continues to increase every year. Clearly, this is not a sustainable approach. It’s a public policy challenge that needs to be addressed immediately or health care expenditures will begin to erode other essential public services such as education, social services, policing and first responders and environmental protection. People in this constituency have made it clear to me that being able to access the health care they want and need when they want and need it is a critical priority for them and their families. The problem is, despite massive annual increases in health spending, the system often fails to meet the needs of Albertans. Waiting lists are at all-time highs, patients are left languishing in emergency rooms for hours and sometimes days, finding a family physician is increasingly difficult and many seniors find it impossible to secure the care they need. The provincial government’s centralization of health care has been a disaster; from dismantling emergency medical services delivery in rural communities, to bullying and disempowering front line health care professionals, to destroying the quality of food in local hospitals and long-term care facilities, while they have squandered millions of dollars on executive salaries and bonuses, despite chronic underperformance and missed targets. The superboard bureaucracy has for the most part become unresponsive to local needs. The latest report from Alberta’s independent Auditor General (AG) confirms this failure. The AG, Merwan Saher, brought to light the abysmal government management of Primary Care Networks (PCNs) across the province. PCNs began operating in Alberta in 2005 yet, alarmingly, Saher said the
government has never done a thorough, ongoing study to determine whether PCNs are working for Albertans, and if any improvements need to be made. The idea is that PCNs allow family physicians to work in partnership with Alberta Health Services and Joe Anglin other health providers to MLA Rimbeyimprove integration of Rocky Mountain Housecare, encourage innovaSundre tion and increase service capacity and access. Forty PCNs currently operate throughout Alberta — while more are in various stages of development — and about 80 per cent of eligible family physicians work in PCNs. The government will fund PCNs to the tune of $170 million this year, and overall, PCNs have received a total of $700 million since they began operating. But the government doesn’t know whether they are delivering the best health care services that we deserve. PCNs seem like a good model. In fact, the PCNs in this constituency appear to working quite well according to the professionals involved, but the lack of measurable information about their performance and outcomes is staggering. The AG said the government set five objectives for the PCNs years ago, but never developed targets and measures to determine whether objectives are met. The government has not provided any precise parameters around the geographic zones PCNs are supposed to serve; no consistent standards for the 24-hour service they are supposed to provide; no expectations for what skills the mandated multidisciplinary teams must possess; no guidance on
which chronic diseases the PCNs should focus, how to treat them and no requirement to follow basic clinical standards or guidelines, despite chronic disease management being a key component of PCN service delivery. Health care professionals report confusion about which PCN they should operate in, and others don’t understand the rationale for which patients belong in PCNs in which they do participate. Incredibly, on top of this, Premier Redford announced in the spring election campaign plans to create 140 new “Family Care Clinics.” As far as anyone understands, they are intended to perform essentially the same services as Primary Care facilities, but totally under the auspices of the Alberta Health Services superboard. When the premier made this irresponsible Hail Mary election promise, both the Alberta Medical Association and the College of Family Physicians warned that more major restructuring of the health care system could be disastrous and that the three trial Family Care Clinics that currently exist need time to operate before going down a road to set up 137 more with no consultation with health care professionals. Unfortunately, it has been this government’s pattern to centralize operations into cumbersome bureaucracies at ever increasing cost with no consultation and no confirmation that Albertans are actually going to get the care and services they need. Albertans deserve better. We need to work with front line health care workers to ensure health care decision making is local, responsive, measurable, effective, and patient-centred, and that wait times for specialists, procedures and emergency room care are significantly decreased. As your MLA, I will continue to push the government to make Alberta’s health care system work for you and your family.

Concerns raised about the ambulance service By Treena Mielke The wait time in Rimbey for an ambulance could be close to half an hour if the emergency vehicle comes from Ponoka. Rimbey Fire Chief John Weisgerber confirmed fire department members were asked to assist a Rimbey patient until an ambulance from Ponoka arrived on the scene last week. John Barry, Manager of Operations for Guardian Ambulance in Ponoka, Wetaskiwin and Innisfail said it takes about 20 to 25 minutes for an ambulance to arrive on scene from Ponoka to Rimbey. However, he said to his knowledge, Guardian is not called in often to respond to Rimbey calls. “It’s pretty rare for us to respond in Rimbey. It’s certainly not weekly,” he said. Terry Schueler, CEO of Associated Ambulance & Services, said situations do occur when both the
ambulances in Rimbey are out on a call and it is necessary to call in another ambulance service. However, he said such a decision is made by dispatchers from Alberta Health Services. “Every truck is contracted to Alberta Health Services from a deployment centre. They can use any truck they want depending on call volume. Any available ambulance can do a call anywhere in Alberta. There are no boundaries.” The CAO said cross coverage is available to ensure the patient is looked after until the ambulance arrives. Depending on the severity of the situation, STARS may be called in or volunteers from the fire department may be called in to stablize the patient until help can arrive. Schueler said the system works fairly well to ensure patients are moved in a timely fashion. However, he said it isn’t perfect. Continued on Page 6

He said under the government’s system, ambulances respond to wherever the need is greatest at any given time. Garland said when ambulances in a community are out on a call, another ambulance may be called in, whether it is sitting in the next closest community, or en route, depending on the geographical distance. Weisgerber doesn’t see the system as a step forward. “Fifteen years ago volunteers ran the ambulance. The government didn’t want that. They wanted trained people to do it. Now, it seems we are slowly gong back there.’ The fire chief said the department is receiving calls from dispatch to attend to patients who need medical attention until an ambulance arrives. He said such calls leave members frustrated and upset, which he believes are understandable reactions. “They are volunteers. They don’t want to do that. They are not in it to do medical assists. Some simply won’t respond. It is their choice. They are volunteers and it’s putting them in a situation for which they are not trained and for which they don’t have the proper equipment.” However, Garland said some communities train firefighters to provide medical support. Weisgerber is not in favor of rural ambulances being called out to respond to calls in other communities. “It leaves the community without an ambulance. They (the government) think it’s working real well, but it isn’t. And the government doesn’t care.” The fire chief believes small town ambulances are being sent to cover calls in larger centres where the volume is higher. “That’s where the votes come from,” he said. Associated Ambulance took over the service in Rimbey last summer. The service has two ambulances and four staff on duty 24/7. They can also have 200 casual staff from within their service area whom can be called on if necessary.

Driving without insurance is costly Rimbey RCMP had a busy week responding to numerous theft, break and enter, assault, calls involving domestic violence, mischief and impaired driving complaints. Some people just don’t get it Police had numerous contacts with a 20-year-old Rimbey man who seemed to enjoy meeting officers at various times of the day and night. By the end of the week the man found himself in jail at the remand centre where he will no longer enjoy the comforts of home while awaiting his next court appearance in August. Incidents involving the accused all involved physical violence and alchohol. Damage to electrical station Sometime during the week, someone cut the locks of the gate and building to the electrical station just west of Rimbey on Highway 53. Entry was not gained to the battery station, however the vandals did cause considerable damage trying to force their way in. Man sought for harassment Police are seeking a 23-year-old Red Deer man in relation to criminal harassment. An arrest warrant is being sought and police are taking extra measures to arrest the accused. More copper wire thefts Mounties are investigating more copper wire theft complaints where thieves broke into lease site buildings and yards. The latest site was hit July 11 when criminals stole copper wire from a site due north of Open Creek Dam, just off Highway 53. Driving without insurance is costly Rimbey RCMP seized several motor vehicles week and laid charges for drivers not having any insurance coverage. The ticket for the first offence is $2,875. This hefty fine seems to not deter some offenders. In this last week officers charged one Ontario man who recently moved to Rimbey seeking work in the oilfield. He was driving a car without any insurance. A few days later, his roommate from Ontario was stopped in a different car and was charged with no insurance and he lost his car too. Neither man found a job in Alberta but will be paying more than $5,700 into
the provincial treasury. Ill driver gets medical help Police responded to a possible impaired driving complaint on Highway 20. Police observed the man driving on the wrong side of the road and attempted to stop him before a collision occurred. When the elderly man finally pulled over he was found to be not intoxicated but, having a medical issue. Police ensured the man got the proper medical attention and was looked after accordingly. Ticket stats on the rise
Rimbey RCMP continue to step up traffic enforcement on the roadways in efforts of making the highways safer. Traffic enforcement statistics show a 54-per-cent increase in the number of tickets issued in the last month. The moral of this story is to please slow down and always wear your seat belt. The grand opening of the Rimbey Aquatic Centre was truly a grand event, complete with dignitaries, the traditional red ribbon, a delicious cake, and most importantly, lots of children running about in a cool and delightful splash park. Eleven-year-old Emily Levesque from Rimbey said she loves the pool and has visited the facility almost every day since it opened. “It’s a really nice to place to just come and relax and swim,” she said. Ten-year-old Carson White agreed. “It’s just really, really fun. I like the waterslide cause you can stop and then go really fast on it and I also like the deep end.” Ten-year-old Tia hopper from Bluffton also likes the waterslide. “We come almost every day,” she said. “And I’m going to take swimming lessons here.” The event, held July 10, was the culmination of a plan for an aquatic centre originated by the former council and brought to fruition, with the financial support of federal, county, local service groups and the community, by the present council. “It (the aquatic centre) truly is an asset to the town ad we’re pleased it has been so well received,” said Mayor Sheldon Ibbotson. “And we’re grateful for all the financial support.” Wetaskiwin MP Blaine Calkins was delighted to come to Rimbey and be part of the celebrations, even though he was dressed in jeans, which seemed too hot for the blistering summer day. He referred to the aquatic centre as “a premier outdoor swimming pool, which is perfect for Rimbey as everyone plays hockey in the winter. “I know because I play hockey in Lacombe and we come here and always get beat,” he said, jok-

ingly. Ponoka County Coun. Paul McLauchlin said the county was pleased to be part of such a successful project. “Forty per cent of users are Ponoka County residents.” His own children were disappointed because he left them at home for the occasion. “Working with this town is one of the most rewarding things for Ponoka County and you should all be proud,” he said. Lions Club representative Steffen Olsen stressed how shared values has allowed the community to partner together to make the pool a reality. “We recognize the dedicated efforts of the previous town council and the continued dedicated efforts of the current town council. We also applaud the assistance of the County of Ponoka and other government agencies for their continued support, grants and cooperation.” Olsen and Lions president Laverne Oberhammer recognized several service groups, businesses and individuals who supported the Lions in their fundraising efforts for the aquatic centre. His final presentation was an $81,129.19 cheque to the town to go toward the aquatic centre. Rimbey resident Grace den Engelsen admits she never learned how to swim, but she was busy at the pool opening taking pictures. “My grandchildren live in Leslieville,” she said. “I want them to see this beautiful facility so they can come here and enjoy it.” The $3.2 million aquatic centre received $1 million from the federal government through the RinC grant, $1 million also came from Ponoka County. The town borrowed $1 million for the project, and the remainder of the funding came from fundraising and through budgeted dollars.

Lane Moore is a school principal by profession, but his passion lies not only within the classroom, but also out on the ice where he spurs young hockey players on to be the best they can be — in and out of uniform. Moore, the principal of Bentley School, set up the Junior Golden Bears last year, a spring hockey club in Edmonton that consists of eight teams and is affiliated with the University of Alberta Golden Bears hockey team. This summer, Moore will travel with the 2002 gold team of the Bears and their families to Shanghai, China for the Triple A International Shanghai Hockey Tournament. The group, consisting of 120 people, is to leave July 29 and return Aug. 10. Moore, his wife, Kathleen, and sons Easton and Cooper, and daughter Lexi will leave a week earlier to help at a hockey camp in Xiamen, near Hong Kong. Moore said the trip will be a wonderful experience for the players and their families. Ten-year-old Easton, who travelled to Beijing for hockey camps last year, is looking forward to returning to China.
He recalled the trip when he visited the Great Wall of China and the Forbidden City. He also remembered playing hockey at a rink which was set up on the fourth floor of a shopping mall. “It was very foggy because the weather was so humid and hot.� He enjoyed playing against the Chinese and made lots of friends while on the trip. However, he said the players seemed to keep the puck to themselves, a practice frowned upon by his dad, who happens to be the head coach of his spring hockey team. “A passed puck travels faster than when you skate with it,� he said. When Easton is not playing hockey for the Bears, he plays for the Rimbey Renegades atoms. Rylan Lefebre, another 10-year-old who plays for the 2002 Gold team of the Golden Bears and lives near Ponoka, will also travel to Shanghai with his parents, Shane and Francine, and his seven-yearold sister, Tegan, for the tournament. “I’m very excited,� he said. “I will get to see all kinds of different things. But, I’m kind of nervous, too. This is my first time on a plane.� The young hockey player is not nervous about playing hockey in Shanghi,
however. “I will just go out and do my best.� Mr. Lefebre said his family is looking forward to the trip. “It will be a great life experience; both culturally and educationally.� Lefebre said his son plays for the Ponoka Stampeders atom A team in the winter and for the Golden Bears during April, May and June. “He was asked to try out for the team last year. It’s been a good experience. He’s made tons of friends and has really enjoyed it.� Moore, who volunteers his time as president of the Junior Golden Bears Spring Club and head coach of the gold 2002 and gold 2005 teams, said the not for profit club focuses on player development. “Our focus in on youth development, but we still want to put kids in competition at their level in order to compete in games so they can continue to enhance their development.� Helping young players become the best they can be and instilling in them a love of the game is important to Moore. “I love hockey. I grew up playing hockey.�

Library employee nominated for Small Town Hero Award By Treena Mielke What makes a small town hero? According to Erin Steeves’ co-workers at the Rimbey Public Library, a small town hero comes in a small, neat package with shoulder length hair, a winning smile and a gentle, kind and caring way with children.
“The kids come up to us and say, ‘Where’s Erin,’” said library employee Emily Peacock. “They just love her.” Peacock, Jeanine Went, Shelby Patten and Erica Trenson nominated Steeves in The UFA Small Town Heroes Contest. The girls cited several good reasons why Steeves should be selected as a small town hero.
“She is very active in the community,” said Went. “She is on the volunteer fire department and she makes the community a safer place by helping to fight fires and help with traffic accidents around the town of Rimbey.” Steeves also assists 4-H groups by helping with public speaking workshops, at the annual show and

Steeves grew up at Hoadley and attended Bluffton and Rimbey schools, and the Hoadley Church. She said it is fun to go back and help out with the youth program at the church she attended as a youngster. “I’m a youth sponsor there,’ she said. “And it’s cool. Some of the issues they’re having are things I’ve experienced myself not so long ago.” As well as being active in the community and working at the library, Steeves is taking courses on line through NorQuest College to become a licensed practical nurse. Wedding bells are in the plans for the young lady, who is engaged to Gabriel Siebold, an electrician who lives in Rimbey. The couple is to be
wed in September and they plan to stay in town after they are married. “Hopefully I can get a job at the hospital and still work at the library, as well,” said Steeves. It seems Steeves, with her friendly caring, caring attitude and community minded spirit, is one of those people who certainly deserves to be recognized as a small town hero. Her positive attitude is contagious, and her priorities clear, a decision she has made, despite, or perhaps, because of her busy lifestyle. “You make time for what’s important,” she said. Nominees for the UFA Small Town Heroes contest are judged through three rounds. The top 25 are decided based on a preliminary judging panel and the top 10 and grand prize winners are decided by a separate judging panel. The top 10 judging is determined by the impact on community, (70 per cent) originality
(20 per cent) and creativity and votes received (10 per cent). Two winning small town heroes will receive $10,000 for their community along with a concert by Paul Brandt. Eight runners-up will each receive $2,500 for their community. The winners are to be announced Aug. 3 and grand prize winners and runner up announcement is to be Sept. 10. By Treena Mielke The Rimbey Dynamite squirts proved they were, indeed, hot stuff this year making it to provincials for the second consecutive season. The girls finished the season with six wins and two loses, and competed in the squirt softball provincials held in Sedgewick July 6 to 8. Coach Chris Weiss said the girls played well, losing out on being in on the medals by only one run. “It was really tight competition,’ he said, “and the girls did really well. They are unbelievable kids. A great group.” The Dynamite defeated Red Deer 14-13 and St. Albert 15-8, losing to Delburne 23-9 and to Edmonton 15-14. The game the girls lost to Edmonton was a heartbreaker, said Weiss. “We were one out away (from tying it up),” said Weiss. However, the coach is confident the team will do even better next year as the girls will be a year older and more experienced. The squirts attended a tournament in Red Deer June 1 to 3 winning three games and losing two and placing second overall. The Rimbey team took third in provincials held in Sherwood Park last year. Weiss said the parents and grandparents of the Rimbey ball team have been a great help throughout the season.

Bentley soccer winds up with family party By June Norvila Bentley Minor Soccer Association had a successful season this year with about 70 children from kindergarten to age 11 registered in their house league play. Evening practices seemed to work out better than after-school practices this year. dogs. Wonderful potluck veggies, salad, fruit, desserts, etc. were added to the donated hotdogs and boxes of cookies, along with juices and water. Following lunch, the playground of the Bentley elementary school was literally filled with kids in neon green, orange, and blue T-shirts playing soccer against moms and dads, and even a few water guns were brought out. It was one of the few really nice days this season, executive members said. Whole families came out with what is hoped will be future players. Some guests and supporters had also been invited. Bentley had two U-6 teams with a total of 29 children. The coaches were Ryan Walker and Grant Smith, and Karley Kinsella, Juanita Bender, and Leanne Burton. The U-8 coaches were Sharon Tomlin and Rachel Langmuir and U-10 coaches were Josh Johnson and Victoria Pacholko. On the volunteer soccer board were: president Tammy Izquierdo, registrar Marcine Woyke, secretary/treasurer Juanita Bender, CASA rep Debbie Gerrits, referee co-ordinator Marsha Lush, and louse league co-ordinator Alexis Screpnek. They hope to arrange a fun tournament for the house league players next year and want to see the interest in soccer continue to grow. The windup did not include the U-12 or U-14 teams that play more competitively. Bentley U-12, with coaches Rob Swartz and Shana Miller, finished top in their CASA pool. The U-14 team, with coaches Scott Ruttan and Kelsey Ruttan, placed third in their pool.

Making the presentation was Chris Simpson, secretary-treasurer of the Rimbey Masonic Lodge. He gave the jerseys to Rob Swartz, coach of the Bentley U-12 team, and Marsha Lush (center row), Bentley’s referee coordinator, and some of the Bentley Grade 5 soccer kids. Also on hand making the presentation was Dr. Earl Giebelhaus (far right), Junior Warden of the Masons/Shriners. Each year the group tries to help a community some member comes from. They donated a set of soccer jerseys to Winfield last year. Bentley plans to start off the season with the bright new jerseys next year.

DORIS ELIZABETH BARGHOLZ June 03,1926 - July 06, 2012 On Friday July 6, 2012, Doris Elizabeth Bargholz of Bentley, Ab. passed away peacefully at the Red Deer General Hospital at the age of 86, with her family by her side. She was born at Kindersley, Saskatchewan and resided there until 1964 at which time she moved to Bentley with her husband and three children, for the green grass to raise their Charolais cattle. Doris never lost her love of the prairies. Blessing us with her kindness and generosity, the door was always open and the home fires were always burning. She loved her donkeys, birds, musical shows, taking her grandchildren on excursions and always the family historian. Doris will be truly missed by a family that loved and cherished her and by a community that she enthusiastically embraced. She is survived by her sister Joan McKenzie of Trail, B.C.; her three children, Frances (Dean) Francis of Empress, Ab., Velvet (Ken) Morris of Wainwright ,Ab., and Jesse (Kathy) Bargholz of Lacombe, Ab; ten grandchildren; and two great grandchildren. She is predeceased by her Mother and Father, husband Ken, sister Marjorie, brother-in-law Don, and grandson Brad. A special thank you goes out to Dr. Donnelly, the nurses in the I.C.U. and Unit 22 for the superior care given to Doris while she was in the Red Deer Regional Hospital and daughter-in-law Kathy Bargholz who nursed her throughout the last 3 months. Funeral Service will be held from the Bentley Ag. Center, Bentley, AB. On Tuesday, July 10th, 2012 at 2:00 PM.
