Communities in Bloom judges will be touring Lake Country this week. Sheila Gunn is helping organize preparations for the program and emphasized that Communities in Bloom is an opportunity to showcase the best of Lake Country’s landscape and improve in areas that might need some attention. “We put together a profile book of the community and it serves as a real good inventory of what Lake Country has as community assets,” said Gunn. Last year Lake Country achieved two blooms on the judges’ scale and is hoping to achieve three blooms this year.

Gunn is looking forward to taking the judges on the tour of Lake Country to show them community highlights.

one showing a different facet of community life. Reiswig Park, the Winfield Creek Preserve, Apex Drive Park and the arboretum at Jack Seaton Park are just some of the stops judges will evaluate. The District of Lake Country has taken some steps to put a unique stamp on the process. In lieu of a small gift to the judges, the district has chosen to plant Preston lilacs in Memorial Park. District parks staff have been working on bringing more order to the plantings at Memorial Park and a small plaque was installed at the park speaking to the efforts of the community and their use of the Preston lilac in Lake Country parks.

Parking at a premium where the land meets the waterfront BOBBI-SUE MENARD The popularity of Wood Lake and Kalamalka Lake with boaters is increasing pressure on the available parking near both lakeshores in Oyama. It is a problem the District of Lake Country has taken steps to mitigate, said Oyama ward councillor Owen Dickie, but choices to deal with the problem are limited by the amount of overall space available for parking. At the July 3 council meeting, Dickie brought up the problem of park-

ing at Crystal Waters Road which runs parallel to Hwy 97 on the west side of Kalamalka Lake. In an attempt to control parking of pickup trucks and boat trailers an encroachment permit was issued to Klub Kalamalka, giving permission to use part of the road within certain guidelines. The guidelines include signage, roping off the area, and that all trailer wheels must be blocked while parked. The permit area is seven meters wide by 85 meters long. Dickie said district staff regularly patrol the

said Dickie, as the land is owned by the railway. “Possibly the district could be doing something there, but no one is certain what that would be,” he said. Right now the hope is that people will work to be kind and civil to

each other, although occasionally in the hot weather Dickie said there have been reports of that not always being the case. “As more and more people go out on the lakes parking will continue to be an issue.”

Hitting the information highway

B

y the time you read this I should be in Vanderhoof, the geographical centre of B.C., to visit relatives. Born in the Okanagan, raised in the Peace country and working for 20 years in Metro Vancouver, I’ve driven from one end of the province to the other more times than I can count. A similar trip last year began just as a huge mudslide was cleared near Chilliwack. Other drives have featured mid-summer hail piled 10 centimetres deep on the Coquihalla, a near miss between two moose in the Pine Pass, plus the usual blizzards and hundreds of traffic jams for construction, accidents and growing urban volume delays. This time I’ve got a new tool on board, the mobile version of DriveBC.ca on my BlackBerry. Launched two years, ago, the mobile site has taken off with the surging popularity of smartphones. In the past year,

Tom Fletcher DriveBC’s online traffic averaged 1.2 million visits a month, about half to the five-year-old desktop site and half from mobile users. It’s by far the most popular B.C. government website. I asked DriveBC technical leader Nainesh Agarwal for these stats, and he said even he was surprised by the surge in mobile traffic in recent months. But trying out the mobile site, it’s easy to see the appeal. With a few clicks, the phone displays incident reports and web camera images for my chosen route. Webcams have been added stead-

ily all over the province, and now watch 18 key locations on Vancouver Island, 93 in the Lower Mainland, 73 in the Southern Interior, 35 in the North and 13 at Canada-U.S. border crossings. At a glance, you can check anything from the traffic at the Lions Gate Bridge to the lineup for the Skidegate ferry on Haida Gwaii. Most pictures update every two minutes, offering a real-time look at traffic, weather and road conditions. A recent addition is “replay the day,” which shows the last 24 hours of pictures in a few seconds. Another new feature is an email alert that can be customized. You can subscribe to a particular region or highway and receive notices as soon as they are posted to the DriveBC network. And of course there is an @ drivebc Twitter feed, where between 6:30 a.m. and midnight, staff update conditions and respond to inquiries. (Major events are automatic-

Dialing 5-1-1 anywhere in the province gives access to a toll-free line that connects to recorded DriveBC messages. Agarwal said use of that service has been declining as phones with web access become more popular. The 5-1-1 service also requires you to use the keypad to select your route from a numerical list, so drivers would have to pull over rather than breach the new restrictions on using handheld devices while driving. The 5-1-1 system still gets surges of heavy use during major events like the recent flooding. Bible is not a one-size-fits all document to be taken literally TAYLOR FROM A4

World-renowned scholar Marcus Borg said it during his lecture series here in Kelowna earlier this year. We should all say it, loud and strong—the Bible‌ can‌be‌wrong! (If you find that statement offensive, go read something else that doesn’t upset your preconceptions.) Indeed, the Bible must be wrong, because

in places it flatly contradicts itself. Compare, for example, the peacemakers’ mantra of Isaiah 2:4, repeated word for word in Micah 4:3—“They will beat their swords into plowshares and their spears into pruning hooks�—with Joel 3:10, “Beat your plowshares into swords and your pruning hooks into spears.� They can’t both be right. Unless they were

intended for a particular audience—which, of course, they were— and never imagined that the words would still be considered as divine authority some 28 centuries later. A critic assured me, once, that this was not really a contradiction because Joel spoke in the present tense; Isaiah referred to the future. Except that ancient Hebrew had no tenses. So the holy name uttered

by Moses’ burning bush: “I am what I am,â€? might equally well have been: “I will be what I was,â€? or: “I am what I will be.â€? I don’t say this to deny the Bible’s worth. The verse immediately preceding the instruction about the kinds of fabric you may wear says: “You shall not take vengeance or bear a grudge‌you shall love your neighbour as yourself.â€? That’s good advice for all time.

The Bible is not right just because it is the Bible. It is right when it identifies a truth or insight that transcends specific times and cultures. But it is wrong— no, WE are wrong— when we try to turn the Bible into a one-sizefits-all answer for everything. The Bible endorses slavery. Also genocide. Racism. Polygamy. Even incest. Whether or not those standards suited a

specific situation, they no longer fit our context. Shoehorning today’s feet into yesterday’s sandals won’t work. We have to read the Bible selectively. And the first step is to

Conserve our water Residents of the Okanagan share one valley and one water. We also have less water here than anywhere in Canada, but we use more—at least two times more than the average Canadian. Come summer time, our water use soars—just when we also need water for food and for fish. Recognizing these realities, local governments in the valley have joined forces with the Okanagan Basin Water Board and its outreach program, Okanagan WaterWise, to launch Make Water Work—a valleywide outdoor water conservation initiative, aimed at encouraging residents to be waterwise. “The campaign has been a collaborative effort, working with folks from each of these local governments to get the messaging just right,” said Corinne Jackson, OBWB communications director and manager of the Okanagan WaterWise program. “Our goal is to encourage residents to be more wise with their outdoor water use. “We’re not telling people not to water, just follow some simple tips to get the most from your water,” added Jackson, noting that the campaign is really aimed at lawn watering. At least 24 per cent of all Okanagan water is used by residents outdoors, mostly on lawns, she explained. The campaign includes tips such as: “Don’t mow. Let it grow. Water stays longer when grass is longer,” encouraging residents to leave their grass two to three inches tall to slow evaporation. Other messages include: “Don’t let water stand around. One inch a week will do,” and “Put water on the night shift. Water between dusk and dawn.” More tips and information can be found on the website www.makewaterwork.ca. “It was an easy decision to jump in with this campaign,” said Doug Allin, Peachland’s director of operations. “The idea of having consistent messaging in the valley was important to us.” After all, no matter what Okanagan community you live in, the soil is similar, the yard-type is similar, and our watering habits are similar. “Being more efficient with our water use will benefit all of us,” said Allin.

The decision to join the campaign was also easy for the Regional District of North Okanagan, explained Jennifer Miles, the regional district’s water sustainability coordinator. Following the drought of 2010 there was resistance to strict water controls, prompting RDNO to create a drought response team to develop a plan to address water needs. The team includes several stakeholders including local businesses and large water users, such as the school district and hospital. “Public education was one of the recommendations that came out of our drought response team,” noted Miles, adding that there is recognition that promoting and adopting long-term waterwise habits is better than bringing in short-term water restrictions. “At the same time, our region is very mobile,” said Miles. “Okanagan residents who travel in the valley for work x or the holidays are seeing the same message, reinforcing the fact that we really are part of ‘One valley. One wa- w ter.’ Consistent messaging helps all of us reach the same goal—wise water use.” “We’re all in this together,” agreed Carolyn Stewart, the City of Penticv ton’s environmental coordinator. w Communities in the valley have been encouraging water conservation for years, but there hasn’t been a consistent message for a long time, Stewart said. The purpose of this is to get everyone recognizing that we are all connected. Our watering habits affect not just our community, but the region as a whole, she added. “We had a wet spring, but the heat is beginning to hit us now,” Jackson added. “The Okanagan has experienced drought in the past and research indicates the region is going to see more of this, with warmer winters, and longer, hotter summers. “At the same time,” she said. “BC Stats estimates the Central Okanagan’s population is going to grow by 45 per cent within 25 years, with similar increases in the North and South Okanagan. All of this is going to put greater pressure on our water resources. “It makes sense to learn to conserve now.”

Church chooses sustainable landscaping

fter years of building their new hall, St. Michael’s House, the congregation of St. Michael and All Angels Cathedral were ready to begin the task of re-landscaping the whole church property. They wanted landscaping that would enhance the striking heritage building and transform the land into a place of beauty for people and nature. Following a presentation I gave at the church, demonstrating the versatility and the benefits of xeriscape, the landscape committee decided they wanted a landscape designed using the Seven Principles of Xeriscape. Having an attractive, long-lasting, water-wise landscape on a highlyvisible, busy street corner would also fulfill their

The congregation were thrilled with his design. Krakau’s company is currently working on the installation. The first phase, well underway, is the Centennial Garden on Richter

Street. Plans are to open this garden to the public in 2013, to celebrate the 100th anniversary of the historic old stone church. It features a labyrinth in a peaceful, treed setting. The lawn is EcoTurf, a newly available product from Clement Turf Farms. Once established, the turf will need watering as little as once a month, and mowing every two weeks or less often. The garden has berms planted with many deciduous and coniferous shrubs and small trees to create a feeling of privacy and to reduce noise from the road. The gardens will be irrigated by the most up to date water-conserving irrigation system available. This includes a drip irrigation system. All plants will need water until established af-

It incorporates local government weather statistics as well as information from its own weather station. Each zone can be programmed for the type of planting and soil type. Permanent Full Time Human Resources and Safety Advisor The District of Lake Country is seeking a permanent full-time Human Resources and Safety Advisor to join their team. The Human Resources and Safety Advisor will administer day-to-day human resource activities, develop practices and work with managers, employees and their representatives to develop and foster effective working relationships. This position is accountable for a variety of human resource activities including staffing, planning and administration, employee relations, safety, training and development, and compensation. This position will be responsible for the overall development and coordination of safety programs within the District of Lake Country. Fostering relationships with staff and management will be a key success factor for this position. The ideal candidate will have a minimum of a degree in Human Resources or a related field, four years of experience in the human resources or labour relations settings, preferably in a unionized environment. A strong understanding of WorkSafe BC regulations and experience in developing and managing a safety program is required. The annual salary for this exempt position is within a range of $64,000 to $70,000, depending upon qualifications, and includes a comprehensive benefit package. SUMMER REMINDERS SHORT TERM VACATION RENTALS Lake Country is a prime destination for visitors, and short term vacation rentals must comply with zoning bylaws. Residential rentals must be no less than one month in duration. Bylaw Enforcement will be responding to complaints with tickets issued to violators. BOATERS – USE THE WATER SAFELY Boaters are asked to be cautious of high water levels, and to be mindful of their boat wake and its effect on lake and river banks. The wake from boats or personal water craft can displace the water levels as much as two feet and could damage homes. Conservation Officers will be actively enforcing the 10 km/hr speed restriction within 30 meters of shore on interior lakes. RESPECT THE ENVIRONMENT With the gorgeous summer weather upon us, more people are getting outdoors to be active and enjoy the beautiful natural environment around Lake Country. Please remember to pack out what you pack in. Leave our parks and trails cleaner than when you arrived. BC HYDRO IS MODERNIZING BC’S ELECTRICITY SYSTEM Contractors will be exchanging old meters with new smart meters from June to November 2012 in Lake Country.
