Columbia River level climbs another foot BC Hydro reports flow beginning to ease BY TIMOTHY SCHAFER Times Staff

Add another foot to the high water level of the Columbia River. With the mighty waterway already flowing at a near record rate, BC Hydro noted that flows increased by one foot over the weekend, with flows cresting at 225,000 cubic feet per second on Sunday. A Columbia River update Monday, however, noted the river level is coming down. For now. “(The river) is diminishing gradually as Kootenay River flows drop,” read the report for Monday. “It may increase in future but likely not beyond peak flows seen to date.” Tributaries in the central and northern part of the Columbia River basin showed significant response to rainfall on the weekend but are now receding, said BC Hydro’s stakeholder engagement advisor Jennifer Walker-Larsen in the report. She said the weather forecast called for significant rainfall in the northern part of the basin again

early this week and then, hopefully, a respite from the rain. “Depending on inflows around the Columbia-Kootenay system, high reservoir levels and Columbia River flows may continue until late July or early August,” she said. And that could spell trouble in Trail. According to the City of Trail, the river level means some properties in the downtown core will take on water in their basements through basement floor drains or other seepage due to the high water table. “Property owners in the downtown should take action to remove any valuable materials or items stored in their basements,” stated a warning on the city’s website. The city noted it was continuing to monitor key infrastructure in the community. Residents should exercise extreme caution in and around the shoreline of the Columbia River. On Saturday, a man fell into the swift river waters, but Kootenay Boundary Regional Fire Rescue members managed to pull him out before he passed the Old Trail Bridge.

It was standing room only in Trail city council chambers as over 40 people turned out to show the love they had for Columbia Gardens and its resident restaurant, Huckleberry’s Café. Most of the people who appeared for the July 16 public meeting supported a move to grant a permanent service commercial C7C licence to the popular restaurant—located at 8195 Old Waneta Road on Columbia Gardens land. Huckleberry’s had been operating under a temporary commercial use permit for its establishment for the last four years, but since the property was zoned service commercial (C7)—and eating establishments are not listed as a permitted use— the café had been able to operate

under a temporary commercial use permit (TCUP). But the restaurant still had to prove its merit in the public meeting forum for permanent status, and that it could fit in with the fabric of the neighbourhood it had served. “I truly have difficulty seeing why there is such an issue here,” said one lady during the public comment period of the meeting, pointing to the popularity of the establishment Nor did council see an issue. During their regular meeting later that night city council approved the third reading of the bylaw, paving the way for its adoption at the next council meeting in August. City corporate administrator Michelle McIsaac said the information brought to council was “fairly straight forward,” and she

The Columbia River flow at Birchbank (BIR) is currently 209 cubic feet per second (KCFS) and receding gradually from its peak of 215 kcfs. Currently the Columbia River flows at Birchbank are the highest flows recorded to date since the construction of the Columbia River Treaty storage dams. This flow, however, is still well below the pre-dam peak level of 374 kcfs in 1961. But the Greater Trail region’s emergency operations centre was activated Thursday afternoon to deal with the rising levels of the Columbia River. The move was predicated after BC Hydro announced that, due to heavy rainfall events above the Mica Dam, increased amounts of water needed to be released into the Columbia River. The duration for the increased release was expected to end later this week, dependent on weather and rain fall, said Alan Stanley, director of environmental services for the Regional District of Kootenay Boundary. Alert cops nab cocaine trafficker BY TIMES STAFF The tale of the tape worked against a Trail man last week after his infamy drew the attention of the Trail Crime Reduction Unit (TCRU). The 39-year-old man possessed a lengthy criminal record

and was well known to the TCRU, said RCMP Cpl. Darryl Orr of the Kootenay Boundary Regional Detachment. So when he was spotted parked in his vehicle at a residence on Fourth Avenue in Trail on July 18 around 9 p.m. TCRU members

came calling. “Members arrested the male without incident,” Cpl. Orr said. A search of the man revealed a quantity of cocaine that had been packaged for sale. He was arrested and charged with possession of cocaine for the

purpose of trafficking. Cpl. Orr said other evidence of trafficking was also gathered during the search of the man. He was later released on a promise to appear in Rossland Provincial Court in September, 2012.

Canadian Red Cross is collecting donations to help those affected by the landslide in Johnsons Landing. Kimberley Nemrava, BC director for the Canadian Red Cross, said donations will be used to provide basic needs to people who were evacuated following the July 11 landslide. The non-profit organization can provide people with food, clothing and shelter, as well as other essentials. “When people evacuate quickly, there are many basic things they may have left behind. Maybe they lost their prescription glasses

More than 200 motorcycle enthusiasts with a British bent pulled into Nelson over the weekend to cruise area highways and strengthen bonds of friendship. The tenth annual RAT Raid brought together Triumph motorcycle owners from across British Columbia, the Canadian West and the Pacific Northwest. “This is more than just motorcycles, we’re all buddies,” said Oakesdale, Washington Triumph owner Bill

Auvil, or “Wild Bill” as those gathered around him Sunday morning referred to him. Auvil is one of seven riders at this year’s event that has been to all 10 Nelson-hosted events. Though official attendance is not kept, Auvil figured the weekend RAT (Riders Association of Triumph) Raid was the largest to date. “It’s not about the highways for me personally,” said Auvil. “This is a social event. I come here to have a good time and you meet the best people here.”

The RAT Raid is one of two major events on Triumph owners’ calendars in this part of North America. The other takes place in September in Baker City, Oregon. Though the veteran Triumph owner is more into cementing more memories, one of the rookie riders in this year’s event couldn’t say enough about the terrain. “These are easily the best roads in British Columbia,” said 19-year-old Ben Lawton, who brought his 2008 Bonneville T100 to Nelson from

North Vancouver. Lawton won the youngest rider award at Saturday night’s banquet at the New Grand Hotel. He figures it will be a title he will hold onto for a few years since most of his friends are not into the classic look and classic feel of Triumph. The Triumph brand stretches back to 1885 and today the British manufacturer blends old and new with an array of models that have a huge and loyal following. “It’s the only motorcycle that has any soul left,” said Auvil.

Coroner identifies boy killed by falling tree THE CANADIAN PRESS GRAND FORKS, B.C. - The B-C Coroners Service has identified an 11-year-old boy who was crushed to death by a falling tree at a summer camp. He is Richard Fehr of Christina Lake, and he was attending a summer session at Pines Bible Camp north of Grand Forks when a windstorm hit last Friday. “At around 5 p.m. (July 20) there was an incredible wind storm,” Pines Bible Camp Executive Director Gene Krahn told the Grand Forks Gazette on Friday night. “A bunch of trees came down and fell on a lot of buildings crushing some of them and unfortunately, there was one fatality. “We’re pretty sad and devastated that this happened at a summer camp,” Krahn said. “We are incredibly sorry about the loss and our heart goes out to the family.”

Hydro offer to rebuild water line not enough, says mayor BY KRISTEN DOUGLAS Campbell River Mirror

BC Hydro will provide funding to the city to build a new drinking water supply system to accommodate construction at the generating station, but the mayor says that’s not enough. An agreement between the city and the power corporation will allow the city to build new water works facilities that will still draw water from the John Hart reservoir. While it’s been known since Hydro announced its billion -dollar John Hart Generating Station replacement project that an expensive new water supply would have to be built, the funding issue had yet to be resolved until Tuesday’s announcement. “This agreement between the city and BC Hydro is very important to the citizens of Campbell River and our neighbouring community partners,” said councillor Andy Adams, liaison to BC Hydro, in a news release. “The funding provides a solid foundation for us to build on as we work toward the best long-term solution for our water supply.” BC Hydro has committed to fund 75 per cent of the estimated costs (up to $12.5 million) of the new drinking water supply system. But Mayor Walter Jakeway doesn’t want the city to make up the rest of the cost. “It’s not a Campbell River city responsibility,” Jakeway said in an e-mail. “It’s a (BC Hydro) project cost.”

As part of the project, BC Hydro plans to replace the three large pipes that transport water from the John Hart Dam to the John Hart Generating Station, with a 2.1-kilometre tunnel. The problem is the city’s drinking water has come from the water flowing through the pipes for 65 years. Stephen Watson, spokesperson for BC Hydro, said once the tunnel is built, it will be de-watered for scheduled maintenance and inspections, and will be unable to be the primary water source for the city. That leaves the city with no water supply unless a new system is built. Jakeway said it’s Hydro’s responsibility to provide an alternate system as it’s Hydro’s upgrade project. The mayor said Hydro’s funding announcement looks good at first glance, but the city is still left paying a bill. “They can spin doctor the situation all they want, but nothing has changed,” Jakeway said. Watson thinks otherwise. “BC Hydro’s funding contribution will help the city to finalize its water infrastructure decision,” he said. “The city has been very supportive of the John Hart project, and our ongoing positive relationship has culminated in an agreement on BC Hydro’s funding contribution.” Adams welcomed Hydro’s contribution and said council plans to pursue other sources, such as provincial or federal, funding to make up the balance of the costs.

Minister outlines pipeline position THE CANADIAN PRESS VANCOUVER British Columbia’s environment minister has outlined what the province needs to support the controversial Enbridge pipeline, saying answers to questions about Northern Gateway have so far been “insufficient.” Terry Lake said Monday that B.C. must receive a fair share of the economic benefits to reflect the risks such projects pose for tax-

payers and the environment. The province also wants a joint action plan with Ottawa to ensure an oil spill and all the resulting financial burden posed by a major environmental catastrophe won’t fall on B.C.’s shoulders alone. “When we consider the prospect of a heavy oil pipeline and of the increased oil tanker traffic that would result, it is clear that our spill prevention and response plans will require significant improvements,” Lake said in a news release. The province wants limits to liability in the event of an oil spill to

ensure there are sufficient financial resources to properly address the effects of a spill and it is calling for increased federal government response. B.C. also wants tougher federal rules requiring industry to provide and replace marine response equipment. And the province wants a Natural Resources Damage Assessment process to give certainty that a responsible party will address all costs associated with a spill. “Our government has already initiated discussions with the federal government on improving our response

plans and resources,” Lake said. The government’s policy requires First Nations and treaty rights to be addressed and for aboriginals to be provided with opportunities as part of any heavy-oil project. The details come just days after Premier Christy Clark was critical of Calgarybased Enbridge Inc., (TSX:ENB) following a U.S. report slamming the company’s handling of a major oil spill in Michigan. Enbridge has proposed the $5.5-billion Northern Gateway pipeline from the Alberta oilsands to port in Kitimat.

B.C. has more bad drivers with bad driving habits BY JEFF NAGEL Surrey North Delta Leader

Idiotic, dangerous driving seems more prevalent in B.C. than anywhere else in Canada, according to a new poll. The national survey of drivers by Angus Reid Public Opinion found 95 per cent of B.C. drivers spotted others talking on cellphones in the past month, more than in any other region and well above the national average of 90 per cent. B.C. respondents also reported above-average rates of drivers speeding (93 per cent), tailgating (83 per cent), turning without signaling (85 per cent), changing lanes without warning (83 per cent) and running red lights (63 per cent). Seventy-one per cent had spotted a driver multitasking – such as reading, checking text messages or applying make-up – compared to 65 per cent across Canada. And 56 per cent here had seen drivers invade a crosswalk with

pedestrians in it, far above the 33 per cent national rate. “There’s a lot of bad behaviour we’re seeing on the streets,” said Angus Reid vice-president Mario Canseco, who is based in Vancouver and reports similar observations himself. He said the apparent rate of illegal cellphone use is shocking considering B.C. has outlawed the practice for more than two years. But Canseco noted 81 per cent of B.C. respondents said only a few of the drivers in their city were bad drivers, while 19 per cent said most to all others on the road were bad. He said that result – better than the national average – suggests motorists here on the whole are fairly safe but a few particularly reckless drivers are highly visible. The only area where B.C. scored better than the national average was in littering, which only 43 per cent of respondents here witnessed recently compared to 46 per cent nation-wide.

Harper’s resource strategy faces tests THE CANADIAN PRESS OTTAWA - First China, then British Columbia. Two major developments on Monday are putting the centrepiece of Stephen Harper’s muchvaunted economic strategy to the test. Harper has moved aggressively to put natural resource exploitation at the forefront of his government policy, aiming to ensure Canada’s future as an energy superpower. But Monday’s massive $15-billion takeover bid for Calgary’s Nexen Inc. by the state-owned China National Offshore Oil Company will force Harper’s hand, making him decide how much say foreign interests can have on how Canadian energy is developed. And statements from British Columbia’s government - laying out new conditions for the Northern Gateway pipeline to carry Alberta bitumen to the West Coast - add more uncertainty to the future of the controversial pipeline. The pipeline has been a key part of Harper’s strategy to diversify Canada’s trade and ship more oil to Asia. Both developments raise pointed questions about who gets the spoils of natural resource development, and who shoulders the risks. Observers of all stripes say the sands are shifting so rapidly, it’s now time for Canadian political leaders to hash out a coherent plan on how the country’s energy bounty should be dealt with in the interest of all of Canada. “It’s really important for Canada as a whole,� said University of Calgary economist Jack Mintz. “It’s important we get our thinking straight, to make sure we do it for the benefit of all Canadians.� Environmentalist Gillian McEachern said she hopes to see that kind of direction coming later this week from the premiers when they meet in Halifax and discuss a national energy strategy. “Canadians need to come together to decide what’s in our best interest, and what kind of energy future we want,� McEachern said. CNOOC’s $15-billion proposed all-cash takeover of Nexen was a friendly bid, offering shareholders a generous 60-per-cent premium on their holdings. The real test will be at the political level. The deal requires approval from federal Industry Minister Christian Paradis, who will need to determine under the Investment Canada Act whether the transaction is of net benefit for Canada. His review will take an initial 45 days, and can be extended by 30 days or more.

As is standard, the Competition Bureau will also require a review to see if the transaction would dramatically reduce competition. That review will take an initial 30 days, and can be extended if the bureau requests more information. But for the opposition NDP, those reviews fall far short. Natural resources critic Peter Julian said he wants a full public review, through a House of Commons committee, to discuss whether the takeover would benefit the country. Julian also wants Paradis to come forward with the more transparent rules on foreign investment, promised two years ago in the wake of the government’s “secretive� rejection of the takeover bid for Potash Corp. by Australia’s BHP Billiton. TORONTO - A new poll suggests that more than half of retired Canadians hold some form of debt. According to the survey conducted by Harris Decima, 59 per cent of retired Canadians are currently in debt, compared to 76 per cent of non-retirees. CIBC, which funded

the survey, says it is more difficult for retirees to pay down debt because of their fixed incomes. Only 27 per cent of the retired Canadians surveyed say they have made an extra payment towards their debt in the last 12 months, compared to 42 per cent of non-retired Canadians.

The percentage of retired Canadians with debt was highest in Atlantic Canada, at 76 per cent. All other regions hovered just below 60 per cent. The telephone poll of more than 2,000 Canadians is considered accurate to within 2.2 percentage points, 19 times out of 20.

Why attack ads continue to be successful

T

hings are heating up south of the border, and I’m not just talking about the weather. I’m talking about their presidential politics. The political slugfest season has started. You can tell because the attacks ads have started. Accusations and half-truths are hurled around on talk shows, on television programs, and in the blogosphere. This brand of political discourse is not about the merits of any policy or candidate. It’s all about demonizing the other side, as if the only way to get elected is by making the other side appear so terrible, so horrible, so monstrous that if doesn’t make any difference what you’ve said or done. Attack ads and accusations are used because they work. Unfortunately. Although we like to think we can sort through all the negativity and accurately assess its truthfulness, that’s a tough thing to do because of the way attack ads work. Attacks trigger the

release of stress hormones to prepare us for battle. If we’re facing a life-ordeath fight, we need to react quickly, not after a considered analysis of the situation. When we come across a rattlesnake, we usually don’t think, “My, my. What species is this? What are the statistics about this kind of encounter?” It’s more like, “Oh (expletive deleted)! How do I get out of here?!?” Stress hormones in small quantities sharpen our mental acuity but in large quantities, they shut down our analytical processes. When we’re facing that rattlesnake, reacting quickly and not getting mired in the details can help us get away. But when we’re dealing with a verbal attack, we need to have our wits about us. Attack ads and accusations work like snake bites, with words delivering the venom into our heads. Once we hear them or read them, those words get stuck in our head, and their venom starts to work.

One of the ways venomous words work is by shutting down our analytical processes. And that’s exactly what the makers of attack ads and the accusers are counting on: that we won’t analyze what they’re saying, that we’ll just accept what they’re saying. We need to analyze the contents of any attack ad or accusation. Is it true? Does it distort the facts? What really happened? If true and accurate, what does this mean for us? The attack ads and accusations being hurled about these days are verbally violent and soul-destroying. They strike at the core of a per-

son’s identity: their character, their reputation, their identity. The venomous words in attack ads and accusations force us to focus on the attack ads and accusations. When we’re attacked, we mainly see the attacker. That can be a good thing when we’re dealing with a snake. It’s not so good when we’re dealing with an attack ad or accusation, because we keep thinking about what’s been said. We remember the words, not the attack ad. Attack ads and accusations sow seeds of doubt, and this might be the main reason they’re used. When an undecided voter hears an attack ad or accusation, it raises doubts about that candidate. Doubts destroy our confidence in what we previously knew about the candidate. We become unsure about the candidate and back off. We simply don’t support candidates we’re not sure of. Doubts are very difficult to get rid of because information once learned is difficult to replace.

Undecided voters learn the doubt created by the attack as new information. When the targeted candidate’s name is mentioned, that doubt is recalled from their memory banks, not as a doubt but as information. That doubt has now become fact. It takes more persuasive information plus repetition plus time to get to the point where the newer information is recalled first. And who has time these days to do all that work? Attack ads poison the targeted candidate’s reputation. When American Presidents are elected by thin margins (as this election is likely to be), every vote counts. Or more to the point, every vote for the opposition you can turn off is a win. And if that turned-off voter votes for your guy, even better. Feedback needed on proposed boundaries

I am writing about hearings that are to be held in our area with respect to the way the Federal Electoral Boundaries Commission has decided to divide up the province between Members of Parliament. Hearings in our area are scheduled for Nelson on October 2, 2012 and Castlegar on October 3, 2012. None are scheduled for Trail. One might wonder why the commission has decided to stay out of Trail. Particularly as it has proposed sending Fruitvale, Montrose and Salmo into the East Kootenay riding, to be represented by a member of parliament whose seat is anchored by Cranbrook.

That’s perhaps no less difficult to understand than leaving Trail, Warfield and Rossland to be represented by a member of parliament whose seat is anchored by Penticton. In either case, one might expect local folk to have the opportunity to speak to the commission in the area most affected by their decisions. When I wrote the commission to express my own concerns they let me know that they are already holding more hearings outside of urban centres than the Alberta Commission is, and that they will not likely be changing the established set up in BC. They did say that interested local people could send them a letter. I hope many will, espe-

cially as the deadline for letters is August 30, 2012, a full month short of the hearing dates listed above. Those with concerns about the proposals, and/or the hearing locations should write the commission at: Federal Electoral Boundaries Commission for British Columbia - #301, 1095 West Pender Street, Vancouver, BC V6E 2M6. What next for Canada’s military?

A

s Canada prepares to withdraw from Afghanistan in 2014, it is time to reflect on the future role of our military in the world. Our active involvement in Afghanistan transformed Canada into a “nation at war”. The tragic loss of 158 Canadian men and women to this war along with the enormous price tag of $18 Billion is a constant MP ALEX reminder of Canada’s longest-ever war. T h e Keeping Conservatives are constantly glorifying war and the fact that they spent $30 million to celebrate the War of 1812 is another testament to this effect. With Canada actively engaged in discussions to establish military bases in a number of countries we are led to believe Canada is preparing for more military adventures overseas and not necessarily under the UN flag. There is much speculation as to whether or not Canada will take part in potential interventions in Syria or Iran. My preference would be for Canada to once again become a world player under the UN flag. The concept of peacekeeping

was initiated by Canada and we have long been admired as a nation who consistently contributed to this effort. A 2010 Nanos poll indicated four out of five Canadians ranked UN Peacekeeping as a higher priority than even North American security and defending the Arctic. Considering that UN peacekeeping operations cost less and have a higher success rate than other forms of interventions, it is shameful that of the 84,000 military personnel from House 115 countries serving on 16 UN Peacekeeping efforts, Canada is only contributing 33, a number which has been steadily declining. It seems to me our priorities for our military should be the following: defence/sovereignty, UN led peacekeeping, domestic/international disaster relief, and protecting the safety and security of Canadians, including search and rescue. NATO was originally formed to create a balance of power against the Soviet Union in the aftermath of World War II. Yet, as the global context changes, the purpose of alliances such as NATO must also evolve and even be questioned.

Canadians should encourage the government to use our position in NATO to promote a more comprehensive approach to international security. Canada also has the opportunity to contribute to international alliances, especially the UN, in a more meaningful way and it is clear that Canadians want a more humanitarian approach. I have always believed that we should be able to defend ourselves and that this involves having a strong presence along our coastlines and suitable aircraft to patrol our borders. However, the government’s planned purchase of the controversial F-35 striker aircraft is a more comfortable fit for further US led combat missions under an integrated command structure. With the primary purpose of this stealth bomber being to attack and drop bombs, a number of military analysts have suggested that this aircraft is poorly suited for defence of our territory, particularly the North. It may make sense to have the capability to mount joint military efforts with the US but this should not lead to a complete integration of our fighting forces and a loss of sovereignty in decisions regarding the defence of our territory. OBITUARIES SCOTT, WENDY KATHLEEN (NEE WAYLING) — was born in Creston, BC on October 23, 1952 and passed away on July 20, 2012 in Trail. She is survived by her husband Bob; children Michael, Sydne and Richard Smith; mother Judy Wayling; siblings Vicki, Rand, Kirby, Kent and families; step children Heather, Erin, Tracey and Kent Smith as well as the Scott and Lafreniere families. She is predeceased by her father Dick Wayling and her infant brother Mark. Wendy spent 30 years in the radiology field in the Castlegar and Trail hospitals. She was an active member of The Church of Jesus Christ of Latter Day Saints. Her enjoyment came from ballroom dancing, crafts, spending time with her family, camping, hiking, berry picking, making everyone’s’ favourite snacks and taking in strays. A Memorial service will be held at the LDS Church in Trail on Wednesday, July 25th, 2012 at 11:00am. He worked for the City of Nelson for 25 years fixing and driving the buses and other equipment, he loved his work and “the guys” at work. Dave took early retirement to be with and care for the love of his life Fay. Dave enjoyed golfing, bowling, gardening, baking (yes baking) and fixing things. He loved soccer, he played it most of his life and was involved in coaching Nelson minor soccer for many years. He was also a big fan and watched soccer and golf on TV. A dedicated family man, Dave was truly loved and will be greatly missed by many. A cremation and ceremony at the Nelson Cemetery will be announced at a later date. Singer calls for compassion in fight against AIDS THE ASSOCIATED PRESS WASHINGTON - Elton John says he should be dead because of his self-destructive lifestyle decades ago. “By all rights, I shouldn’t be here today,” he told the International AIDS conference on Monday. But, he said, people including strangers showed him compassion as he battled drug addiction and came to terms with his sexuality. He said he’s been sober for 22 years and has a loving partner and son. John said he believes people with AIDS deserve the same love, compassion, respect and understanding he received when he “hit rock bottom.” “We have to replace the shame with love,” he told the audience. “We have to replace the stigma with compassion. No one should be left behind.” He also urged the crowd to end hate, indifference, homophobia and the stigma against people with AIDS and HIV. John, who set up a foundation to fight the disease, said prevention, treatment,

clinical research and a vaccine also are needed to end the epidemic. “All it takes is a bit more funding and a bit more understanding,” he said. “All it takes is dialogue and the power of words to change actions.” John said the way to move forward is by combining talents, knowledge and technical abilities to get the message out about AIDS, such as communicating through social media, though he acknowledged not knowing how to use Twitter. “I have no idea how to tweet,” he said, as the crowd laughed. “I can sing, but I can’t tweet.” John also noted what he said was an incredible change in attitudes towards gay marriage in the last few months. He saluted several public figures for standing up in support of same-sex marriage including Secretary of State Hillary Rodham Clinton, Vice-President Joe Biden, President Barack Obama and former Secretary of State Colin Powell. He also said viewpoints

on same-sex relationships have especially changed in the African-American community thanks to comments by rapper Jay-Z, singersongwriter Frank Ocean and the National Association for the Advancement of Colored People.

John said there hasn’t been a notable role model for the AIDS and HIV community since Magic Johnson. “We need people to say it’s OK to be HIV positive,” he said. “We need to move forward in that respect. We need to embrace each other.”

Oscar-winning screenwriter penned Hollywood classics THE ASSOCIATED PRESS LOS ANGELES - The Oscar-winning screenwriter of “Dog Day Afternoon” and “Cool Hand Luke” has died. Frank Pierson’s family says he died of natural causes Monday in Los Angeles after a short illness. He was 87. He won an Oscar for writing 1975’s “Dog Day Afternoon” and was nominated for his screenplays for “Cool Hand Luke” and “Cat Ballou.” He wrote and directed 1976’s “A Star is Born.” He most recently worked as a writer and consulting producer on TV’s “Mad Men” and “The Good Wife.” Pierson served as president of the Academy of Motion Picture Arts and Sciences, which released the news of his death Monday, from 2001 to 2005 and served as governor of its writers branch for 17 years. He is survived by his wife, two children and five grandchildren.

The pitfalls of pitch count: saves arms, delays games BY JIM BAILEY Times Sports Editor

While everyone has been enjoying the great baseball being played at the B.C. Little League Championships at Andy Bilesky Park, there have been murmurs of dismay at one rule (maybe two) that flummoxes some baseball fans, umpires, scorekeepers, coaches and players – the pitch count. Since 2008, stricter pitching regulations have changed the way Little League teams approach the game. Coaches often call timeout to check the official pitch count, and when a pitching change is instituted, a pitcher is given time to warm up - something that can happen a couple times every inning - drastically impeding the pace of the game. It is a rule, says umpire Bill MacMillan that is “legislated integrity” – it looks good on paper, but is sorely lacking when applied to the game. “It’s more of a mandatory rest rule than a pitch count rule,” he added. “I did the plate on the first game of the tournament and we did the first two innings in 20 minutes, and the total game time was two-hours-18minutes.” Between pitching, position, and runner substitutions MacMillan had close to 40 changes on his lineup card as opposed to four at a recent senior mens baseball game. “It’s overly micromanaged at this level of ball. There’s no flow in the game.” The changes to the rule were implemented after a 2007 American Medical

Institute study on young pitchers showed that overuse resulted in increasing pitching injuries. regular season who threw the maximum 85 pitches in a day was required to have either three-calendar days of rest and one game (or four days of rest and no game, at the option of the local league), before pitching again. With the new rules, that same pitcher will simply be required to have four days of rest. “I think honestly, it promotes blow-outs,” said host-committee member and scorekeeper Corey Ross. “Quickly 10-run them and I don’t have to use pitching. There seem to be a lot more mercy rule type games now than when I played.” Ross is all for protecting young arms, but he also makes a salient criticism of the rule’s umbrella affect. Every pitcher is different. A pitcher with good mechanics, who throws mainly fastballs is at much lower risk of injury than one with poor technique or a pitcher throwing curve balls all day. “They are just ensuring that kids aren’t getting hurt, which is totally understandable . . . I understand the concept, it’s to protect the kids, but it (the pitch count) is a little low for me.” It also makes the coaches’ job a lot tougher. Coaching staff now has to carry a team loaded with pitchers and must keep a close eye on the pitch count as well as the number of substitutions and who has played the required amount. Even more difficult, is planning for upcoming games. “In a tournament like ours, without any days off in between we have to be really

smart on how we use our pitching, and I think our philosophy is to use the 20-2020 kind of thing, but if a kid is doing really good, do we go with him, but he is now potentially burned for three or four days? So that’s the potential worry for any coaches. You have to make sure you have your best pitching left over to help you get through the semis and finals. It’s a hard thing to think about, but its’ that important.”

Little League provincial championships wrapped up its third day of games Monday with White Rock and Hastings remaining undefeated. After White Rock pitcher Adam Van den Brink struck out four batters in the top of the first, lead off hitter Nolan Webster greeted the Beacon Hill pitcher with a solo home run, as White Rock jumped all over the Hill scoring four runs in the bottom of the inning to take a commanding lead. Van den Brink got Beacon Hill’s lead off hitter, Nick Lee, to swing at a third strike, but the ball eluded the White Rock catcher so Lee scampered to first on the dropped thirdstrike rule. runs in the bottom half of the fifth for the 6-3 win. In the Hastings vs Forest Hill match, the powerhouse from Vancouver-Burnaby continues to steamroll its opponents as it defeated Forest Hill 18-2. The Kootenay South Youth Soccer Association’s U14 Select soccer team returned from the coast earlier this month after a good showing at the provincials in Aldergrove. The U14 Big Horns faced stiff competition in its opening match against Langley, and suffered a narrow 3-2 defeat despite having two goals taken away on close offside calls. The team bounced back in its next match, topping Prince George 3-1 Friday, and following that with a big 4-1 win over Prospect Lake-Victoria on Saturday. A win against Langley would have put the Bighorns in the final, but instead they settled for the bronze medal game against Penticton. In a tight contest, the Bighorns dominated but couldn’t capitalize on its scoring chances, while Penticton converted chances into goals at every opportunity, beating the Kootenay team 3-1.

The All-Star, who first went to Columbus management in January and asked to be dealt, heads to Manhattan in exchange for forwards Brandon Dubinsky and Artem Anisimov along with defenceman Tim Erixon and a first-round draft pick in 2013. Nash, at 28, is the oldest of the players in the deal, and was shipped along with a third-round pick and a minor-league defenceman to the Rangers, who can use offence. Nash is a former NHL goal-scoring champion, who has never played for a contender, but could blossom under the bright lights of the big city. “We’re happy to have a five-time All-Star on our team and a 40-goal scorer,” said New York general manager Glen Sather, who was also

happy he didn’t have to break up the young core of his team any more than he did. “He will help us immensely.” Talks heated up over the weekend between Sather and Blue Jackets general manager Scott Howson. And by Monday afternoon, a day before labour talks resume between the NHL and the players’ association in Toronto, the long-rumoured deal was done. Howson began his comments at a news conference by thanking Nash for his contributions over a nine-year career in Columbus as he became the face of the franchise. Howson conceded that the fans might need some time to take it all in. “This is difficult for people to accept when you trade what is arguably your best player,” he said. “We understand the fans (might find it) difficult to understand this or (be) upset with this. But this is something that we did because we think it’s going to better our hockey club. “We got the right value for Rick. And it’s all about moving forward.” For both sides, of course. The deal, after all, gives the Rangers a big, sturdy right wing to add to their core of solid young players and also helps them counter moves made by other Eastern Conference powers this off-season.

Suzuki in pin stripes THE ASSOCIATED PRESS SEATTLE - Ichiro Suzuki is headed to a new team and, after all these years, maybe a shot at playing in the World Series. The New York Yankees acquired the star outfielder from the Seattle Mariners in a trade Monday for two young pitchers. The Yankees, with the best record in the majors, also got cash in the deal that sent 25-year-old righties D.J. Mitchell and Danny Farquhar to the last-place Mariners. The trade was announced a few hours before the Yankees played at Seattle. The 38-year-old Suzuki had spent his whole big league career with Seattle. The 10-time All-Star and 10-time Gold Glove winner is batting .261 with four home runs, 28 RBIs and 15 stolen bases this year. Suzuki is a career .322 hitter, a former AL MVP and holds the record for most hits in a season. He had batted over .300 in every season until dipping last year. The only thing missing on Suzuki’s

resume is an appearance in the World Series, and he may get a chance with the Yankees. Suzuki was the AL MVP and rookie of the year in 2001 after a stellar career in Japan, and the Mariners reached the AL championship series that season before losing to the Yankees. Seattle has not been back to the playoffs since then. The Yankees made the trade a few days after learning that speedy outfielder Brett Gardner would likely miss the rest of the season because of an elbow problem. The Yankees certainly hope this trade with the Mariners works out better than the last big deal between the teams. New York sent prized young catcher Jesus Montero to Seattle before the season for All-Star pitcher Michael Pineda, who was later injured and is out for the year. Mitchell made his major league debut this season and pitched four games for the Yankees. Farquhar made his big league debut last year with Toronto and was claimed last month on waivers by the Yankees.

‘Twilight’ still tops THE ASSOCIATED PRESS LOS ANGELES - “The Twilight Saga” is gonna need a bigger garage. It was announced at Sunday’s Teen Choice Awards that the supernatural franchise has won 41 surfboard-shaped trophies since 2008, including two awards earned this year for the penultimate film installment, “The Twilight Saga: Breaking Dawn - Part 1.” “Twilight” stars Kristen Stewart, Robert Pattinson and Taylor Lautner were on hand to pick up this year’s batch of boards, which included the ultimate choice award, the teen-fueled show’s version of a lifetime achievement award. “It’s amazing you guys are still around and just as strong and just as loyal,” Lautner said over screams from the crowd. Stewart was honoured as the choice romance movie actress for “Breaking Dawn - Part 1” and as choice female summer movie star for “Snow White & the Huntsman.” Other multiple winners included the movie “The Hunger Games,” actress Emma Stone, TV show “Pretty Little Liars,” the British boy band One Direction, CW show “The Vampire Diaries,” and singers Justin Bieber and Taylor Swift, who picked up her 20th trophy - the most ever won by a female artist. “I just feel so honoured that I get to have you guys in my life,” a beaming Swift told fans. Swift won five awards Sunday: choice female artist, female country artist, single by a female artist for “Eyes Open,” country song for “Sparks Fly” and choice movie voice for “Dr. Seuss’ The Lorax.” Host and new “The X Factor” judge Demi Lovato said 134 million votes were cast for the 14th annual awards, which honour film, TV, music and sports stars in such silly categories as choice hottie, villain, lip-lock and hissy fit. Bieber performed his tune “Boyfriend” and surfed away with five boards, bringing his Teen Choice Awards total to 12 trophies. His girlfriend and birthday girl Selena Gomez won the choice music group trophy and was presented with a cake and rendition of “Happy Birthday” from the crowd inside the Gibson Amphitheatre. Other winners on hand to accept their awards included Ellen DeGeneres for choice comedian, Zac Efron for choice drama actor and drama movie for “The Lucky One” and Jonah Hill for choice comedy movie for “21 Jump Street.”

Try counseling, cheating is not the answer Dear Annie: I’ve been with my boyfriend for eight years and find that I’m not as happy as I used to be. But we have a child together, which makes it harder to decide what to do. For the past few years, I have been talking to another man. Nothing has happened between us, but we are very attracted to each other. We hang out occasionally, and I can’t stop thinking about him. He has a child with his live-in girlfriend, so he’s in the same position as I am. I don’t know what to do. My relationship is bumpy and stressful, but I have a hard time leaving. -- Vermont Dear Vermont: You have a commitment not only to your boyfriend, but to your child. It means you don’t behave selfishly and rashly, or in ways that will hurt them. Being attracted to someone else is not unusual, but acting on those feelings puts you in the wrong. If your

current relationship is “bumpy and stressful,” please get counseling with your partner to see whether you can put yourselves back on track. Whatever the outcome, cheating is not the answer. Dear Annie: Our son is in a wheelchair. The van we use for his transportation has a ramp that makes loading and unloading simple. But in order for us to use the ramp, we need a handicapped parking space that is next to a wide, striped area. Unfortunately, often someone parks next to us in the striped area before we return to the van, which then makes access to the

ramp impossible. We can’t decide whether it’s ignorance or arrogance that makes people do this. Are they not aware that any striped area is a no-parking zone? A few years ago, we were at a local mall at Christmastime, and parking was at a premium. We were fortunate to find a handicapped space near the entrance. When we returned to the van, a car had squeezed into the adjacent blue-striped area. It required leaving my son unattended behind the other vehicle while I pulled my car out. What made matters worse was that mall security was present and did nothing. It makes my blood boil to see people use the striped areas. Some of these people have handicapped placards or plates, so I guess they think that makes it OK. It does NOT. The striped areas are there to provide safe passage

for individuals using wheelchairs, walkers or crutches, and for the less able-bodied to get in and out of their vehicles. The more inclement the weather the worse this problem is. And sometimes even the local police use these areas to park. What kind of an example are they setting? -- Seeing Red About Blue Dear Red: A poor one. We know that some people are dismissive of handicapped spaces and park wherever they want. But most people try to be respectful, so we assume they don’t realize that these adjacent striped areas are intended to be used for ramps, wheelchairs and other necessities. Please, folks, life can be challenging enough for those with disabilities. Let’s not make it harder. Dear Annie: This is in response to “Free To Be Me.” I, too, have lived in a verbally abu-

sive marriage for more than 40 years, but in my case, I am the husband, and she is the bully. Change the pronouns, and I could have written that letter. I want to thank “Free” for giving me the courage to file for

divorce. As a result, I, too, must walk away from everything: family, friends, church, home and most of my income. Many people sit in silent desperation waiting for their life to pass by. I did that for years, but now it

Cranbrook, Kimberley cleaning up from weekend windstorm BY SALLY MACDONALD Cranbrook Townsman

Cranbrook and Kimberley are in the midst of the biggest clean up they have ever seen after a massive windstorm swept through the city Friday night. At about 6:15 p.m. on Friday a brief but destructive windstorm downed seemingly hundreds of trees, crushing cars, collapsing roofs and pulling down power lines. There are unconfirmed reports that winds reached 106 kilometres an hour. According to Chris Zettel, corporate communications officer for the City of Cranbrook, at the peak of its aftermath, power was out to 20,000 properties in Cranbrook, Kimberley and surrounding areas. By Sunday afternoon, BC Hydro was on its third day of non-stop work to restore power to 3,800 properties that were

still experiencing an outage. “BC Hydro, FortisBC and Shaw Cable mobilized quite quickly and have been working around the clock to get everybody back on. Some big kudos to them from the city on the quick response and the work they have been doing to get everybody hooked back up,� said Zettel. The damage was seen throughout Cranbrook, but the worst hit areas were the Hycrest mobile home park on 10th Street, and the Pinecrest area near Highlands Elementary. Dozens of homes were damaged by falling trees, but Zettel said we were fortunate it wasn’t worse. “Most trees that fell down hit fences, garden sheds and the power lines,� he said. “All in all, for the severity of the storm, how fast it was and how many trees came down, we were very

fortunate there wasn’t more damage, injuries or even fatalities. “We got away pretty well.� Community spirit is blossoming throughout the city, with many reports of neighbours helping each other out as the clean up begins. “Lots of people took the initiative and started helping their neighbours. It was really nice to see the community mobilized like that,� said Zettel. Cranbrook Mayor Wayne Stetski is in Winnipeg visiting family this week. He said he’s frustrated not to be around to lend a hand. “It’s great that people are pitching in and helping each other out, doing the things that make Cranbrook a great community. It gives me some comfort since I’m not there,� said Mayor Stetski. “That’s one of the hallmarks
