Bloom visit in the books – results due in October CRAIG LINDSAY Castlegar News Reporter
The Communities in Bloom national judges were in town for a couple of days and were very impressed by what they saw in Castlegar. The nationwide program awards cities and towns throughout Canada for the many qualities that make a place beautiful. It’s been so successful that the United States has
copied it. In fact, one of the judges, Darlene Blake, hails from Des Moines, Iowa and is part of the U.S. Communities in Bloom program. “When we saw how wonderful and successful the Communities in Bloom program was, we started a copy-cat program called America in Bloom in 2002,” said Blake. Communities in Bloom judges cities
and towns against others of similar size across Canada in several categories such as tidiness, environmental actions, heritage conservation, urban forestry, landscaped areas, and floral displays. The program is a success for many reasons, says Blake. “There’s a clearly defined criteria so people know what to expect,” she said. “Plus it brings together the
different factions - the different special interest groups so that the goal of the program is quality of life improvement for every citizen.” Blake and fellow judge Steve Preston, from Brampton, Ontario, both came away very impressed with Castlegar and all our city has to offer. The two were taken on a whirlwind twoday tour by Castlegar Communities in
Bloom board members. Blake and Preston have judged several cities throughout Canada. “Every city has its own unique charm,” said Blake. “So you can’t compare them as such. Every city competes with itself to improve year after year. We loved all the cities. Castlegar is one that I feel most comfortable in. You’ve got a great city. There’s no doubt about it.”
The judges arrived on Sunday morning at the West Kootenay Regional Airport and were taken to the City of Castlegar’s belated Canada Day pancake breakfast by CiB president Darlene Kalawsky. Z ellstof f-C elgar found out on July 25 the extent of the penalties laid out in the court case resulting from a pollution spill from November of 2008. The company was fined $10,000 in each of three cases for a total of $30,000. It was also forced to pay $120,000 to the
Habitat Conservation Trust Fund. In addition, it must publish on its website the fact that it violated its environmental permits. The penalties were read by Judge Lisa Mrozinski, who presided over the case, at the Castlegar Court House. Mrozinksi had delivered the verdict on Feb. 16 where she convicted the mill of depositing efflu-
ent that was lethal to trout in the Columbia River. She also found the company guilty on two other counts related to its permitted effluent levels. The judge found that while there was no proof that Zellstoff-Celgar caused any harm to the environment during the spill, there was the potential for harm. The Crown was asking for fines of
$600,000. The maximum fine was $2.7 million. “I think we need to take a good read of the discussion and discuss it more with our counsel,” Fiona Mackay, environmental superintendent for Zellstoff-Celgar. “One thing I’m pleased with is where the funds will be distributed. The majority will be spent on the Columbia River with environmen-
tal studies. I’m happy about that. The rest of the decision, we’ll have another read and discuss it with our counsel at this time.” The total discharge by the pulp mill during the five days from Nov. 20-25, 2008 was 500 million litres into the Columbia River. Zellstoff-Celgar has 30 days to pay all fines and/or to appeal the penalties.

BC Hydro continues to coordinate flood control with its partners in Columbia and Kootenay systems to balance flood control operations between reservoirs and minimize impacts. The Arrow Lakes Reservoir is currently (July 20) at about 440.41 m (1444.9 ft.), while the Duncan
Reservoir is at 576.54 m (1891.5 ft). HL Keenleyside dam has been described assteady with no change expected. “Columbia River flows are diminishing as Kootenay River flows drop. The forecast says that may increase in the future but likely not beyond peak flows seen to date,” said Hydro spokesperson JenWalker-Larsen.

The United Way in Castlegar is struggling with member numbers and as a result may have to fold.

enough people we can’t do things like our quad raffle that have raised a lot of money to support the agencies in our area.” With the lack of members this year, the local United Way has had to cancel not only the popular quad raffle but also the annual Kick-Off Dinner and Dance and the Halloween for Kids event. The local United Way helps organizations in Castlegar and the area. “We help other organizations in our
communities,” said Beetstra. “They submit to us and ask for grant applications. We help fund those programs. We’ve helped everyone from the CNIB (Canadian National Institute for the Blind), to less fortunate people get dental work. We’ve helped the food banks in our area. We’ve helped Freedom Quest, which helps high risk youth in the area.” Beetstra says to help raise money that they would have through their events,
the United Way will focus on donations. “We’re going to be going into businesses and asking them to set up payroll deductions,” she said. “Anything from $1 a pay cheque and up. It all adds up. Not only does it add up financially but in great rewards in our community. “That’s where our focus will be with a lack of members. We’re going to try and go into businesses and talk to them about having their employees donate to us automatically as opposed to us doing big fundraisers.” All the money raised by Castlegar United Way stays in the community. The mother of Ashley Koftinoff, who had gone missing from a psychiatric facility in Kamloops last week, is glad he has been found and returned to the facility. Gwen ChernenkoffPegg, who hails from Castlegar, spoke to the Castlegar News on July 20 and thanked the community for well wishes and support. Koftinoff was found in Invermere on July 19 after calling his mother and leaving a message. She contacted the Invermere RCMP and notified them that he was there.
“He had had several passes that day and that last pass he decided not to come back,” she said. Chernenkoff-Pegg had spoken to her son earlier that day (July 16) and says he sounded calm. “He seemed to be fine,” she said. “He didn’t seem agitated or anything.” Chernenkoff-Pegg was informed by the facility (Hillside Psychiatric Centre) in Kamloops that Koftinoff had not returned. She contacted local media outlets to ask for help in locating her son. He was eventually found on Thursday (July 18) outside A&W in Invermere, where he was taken
in custody by Police without incident. Chernenkoff-Pegg wanted to dismiss some of the rumours surrounding her son. “There’s been so much negative publicity about him,” she said. “People in Castlegar that know him well, know he wouldn’t hurt anybody.” When asked why he might have fled, Cher nenkof f-Pegg suspects her son may have had difficulty dealing with an upcoming trial. “I spoke to him and asked him what had happened, ‘Were you overcome by your illness?’,” she said. “He couldn’t really describe what had
happened to him. It just happened. ‘I just freaked out.’” Koftinoff suffers from paranoid schizophrenia, which he normally takes medication for. “He has gotten sick recently,” she said. “I’m not really sure why, other than he was starting to feel the stress of the upcoming court case.” Last summer, Koftinoff was approached by out-of-town police officers and arrested on drug charges as part of a sting operation. “Over the last couple of months he’s become unglued,” said Chernenkoff-Pegg. “He’s petrified of going to jail.”

When reality knocks Unfortunately, I frequently take my life for granted. With the exception of one tragic accident of a close person while in my mid-20s, I would consider my life charmed. All four of my siblings are still alive, my mother died a timely and natural death, and catastrophe, for the most part, has chosen to sidestep me. It’s tragically amazing to me when I meet people who have had nothing but disaster in their lives, as if a large cloud of doom constantly circles their heads. It makes me wonder how those people survive blow after blow and yet still find a way to find peace and make sense of their lives. It must take a special person, indeed, to weather those shattering storms and find a way to carry on while still finding purpose and strength to carry on. I suppose this column is born out of the recent gloom and doom which has permeated our area of the world. When heartbreak is right there in your own backyard, it makes it virtually impossible to live in the perfect bubble surrounding your protected world. When it knocks at your back door, it’s time to sit up and take notice. Such is the case of the disastrous landslide at Johnsons Landing. gar, Johnsons Landing used to seem a world away, nestled in its mountainous terrain, tucked into the eastside of Kootenay Lake wilderness. But no longer. It’s likely, thanks to the media, that half of Canada now knows precisely where Johnsons Landing is, and can almost intimately speak of four of its residents who perished in the massive slide there. Val, Rachel and Diana Webber and Petra Frehse were residents of Johnson Landing, and until July 12 most of us, with the exception of their personal friends and family, knew not who they were, let alone where Johnsons Landing was. Now they are a news story, a sad ending to, according to their friends, lives which were richly and vibrantly lived. There is a nagging sadness of the uselessness of their ending, and for me there is an awakening from my protected and insular life that tragedy can strike anyone at any time. While the landslide was enough of a reminder, the recent flooding in Castlegar and Nelson served to underscore the fact that no one is immune when it comes to Mother Nature and life’s sad misfortunes in general. Not even me. These incidents have forced me to reevaluate and re-examine my life. If that Chris Hopkyns Publisher

was me whose life ended in the slide, what would my eulogy be? It would be interesting to be a fly on the wall during that discussion! According to all written accounts, Rachel and Diana Webber lived their life to the fullest, as did their father. The two thirsted for knowledge and every day was a quest for self-discovery. They lived more and saw more at their age than many people my age and older have. It truly is a small world in which we live. There are other Webbers and Frehses in the world. They eat, breathe, cry and laugh, just like you and I. It’s easy to sometimes get so involved in our lives that we tend to forget that beyond our own private little world there are other people with real emotions and real life struggles. We are not alone in those struggles. The only good thing about that realization is that the realization alone tends to bring us more together. There is strength in numbers and there is power in that knowledge. To the friends and families of those who were lost at Johnsons Landing, I offer my most sincere condolences. Death of a young sheep On July 16 two of us were canoeing on the Arrow Lake below the bridge on the cliffs west of Syringa Camp Ground. It was a perfect day. The sun was shining, bighorn sheep were grazing on a rock ledge high above us and birds were singing. In an instant the sheep were charging down a cliff towards us and one was falling, upside down, onto rocks below. Probably two sheep collided in their panic to escape a dog that was rushing towards them from above. The dog’s owner called it back but it was too late to avoid a tragedy. The fallen sheep got up, tried to walk and fell to it’s knees. It was unable to follow it’s companions that disappeared in the direction of Deer Park. We returned to the site of the fall on July 18. Five bald eagles, two vultures and several ravens were lining up to consume the remains of the poor young sheep. Although this was a freak accident it shows the importance

Points on landslides The Perry Ridge Water Users Association extends sincere condolences to the victims of the Johnsons Landing landslide. Our Association has tracked landslides in the Kootenays for close to 30 years, using the expertise of Frank Baumann P. Eng, Dr. June Ryder, P. Geo,the late Dr. Tony Salway, Terrain Specialist, Trevor Jones, Engineer and Allen Isaacson, Hydrologist. The experts, in many cases including the government’s own experts, all agree that British Columbia has many high risk areas and unstable areas, especially in the Kootenays. Unfortunately development continues to be planned on unstable terrain and increases the risk to residents below. Whether forest development added to the already existing risk of a high hazard at Johnsons Landing or

not, hazard mapping could have prevented this and it is a well known fact that roads and cutting increase water volume and sedimentation in the steeply incised creeks in the West Kootenays. The headwater areas, which drain very large areas of the mountains, all drain to the valley bottom where we live. The frequency of slides is high in the region. Christy Clarke and the government officials are saying in the press that this slide was not predictable, Frank Baumann assured me in an email a few days ago that hazard mapping would have prevented this. The Perry Ridge Water Users Association believes it is negligent for the B.C. Government to continue to increase the risk to lives, homes and properties by forest development. In the absence of hazard mapping and updated rainfall/hydrological data the government is not showing due diligence in its work. Further, it is the victims, who will be put at risk who should decide whether it is acceptable, not the government.
We do not wish to show any disrespect to the victims of Johnsons Landing during their losses and grief. However, it is a long time overdue for the Government of B.C. to act responsibly, which they have not done, by ignoring advice and warnings from independent professionals. Park closure extreme I am very disappointed in the city’s decision to close Twin Rivers Park completely. While I understand that there are safety and liability concerns, closing the park outright is an unwarranted overreaction that is reflecting poorly on the city. Tourists are being turned away, not even allowed to have a look and leaving in anger. Locals are being treated like criminals for simply wanting to carry on with their daily routines.

I am a card vendor at the market at the Station Museum on Saturdays. The vendors work very hard at their crafts and the money reward is very small as everything takes time to make. Would you believe some people think they should get the product for free?

There is one particular security guard who is taking her position far too seriously. She is chasing after people in the park and screaming at them. I have even witnessed her get in her car, roar across the parking lot and blare her horn at people – far more dangerous than any hazards in the park in my opinion. At this point I am afraid to go pick saskatoons along the bush for fear of this woman, usually I just have to watch for bears. Furthermore, by closing off the main areas of the park, people (mostly kids) are being forced to swim in more marginal areas closer to the main river flow. There are still walking paths away from the river that pose no safety risk, there is no reason for them to be closed. There are seniors who walk there every day and have lived their entire lives in Castlegar. They are capable of assessing their own risk tolerance. Leave them alone.

Pumkin-heads pack the Castle JIM SINCLAIR Castlegar News Editor
Anyone of baby boomer age you may have noticed with a quirky bounce in their step lately, had possibly been absorbing the joy being ladled out at the Castle Theatre on Monday night. Pied Pumkin was on the marquee that evening and the place was intimately close to capacity. The legendary trio, in the midst of a string
of 22 shows in 20 cities and towns was at its eclectic, rhythmic, melodic and harmonic best. The two hour-plus sets went by in a flash of glorious nostalgia, but the material seemed every bit as relevant and appealing as ever. Joe Mock, Rick Scott and Shari Ulrich – three massive individual talents making one incredible team. I remember taking in Pumkin shows back in the 70s at places like Vancouver’s Commo-
dore Ballroom. Their concerts were exciting, energetic... completely original with nothing close to a low point. Flawless musicianship, clever arrangements, instrumental variety and charismatic delivery were the order of the day, complete with just the right measures of humour and social consciousness. They’ve brought it all to 2012 and it’s all intact. What they’ve added is maturity.
Approx i m at e l y 200 more adoring fans could not likely have been found anywhere, and they’ll be looking forward to the Pumkin’s return to the unique Castle Theatre – a tall order considering the various commitments of the three. Speaking of the Castle – kudos to Lowell Bradley and Dean Steblyk for keeping such a place in operation, and best of luck with the work they have planned.

BC Summer Games wrap up in Surrey CRAIG LINDSAY Castlegar News Reporter
The BC Summer Games have wrapped up for another year. The games were in Surrey this year and finished up on Sunday. Several Castlegar and area athletes got the opportunity to go up against the best competition in the province. Tyler Hartleb competed in shot put, discus, and javelin. In the shot put, he had a score of 7.01. In the javelin competition, he placed 17th with a score of 20.82. In the discus event, Hartleb placed 15th with a score of 20.74. In swimming, Tenysha Ross- Van Mierlo placed 26th in Heat 1 of the Girls 100M Breaststroke, 44th in the Girls 200M Freestyle, and 33rd in Heat
1 of the Girls 200M Backstroke. Gabrielle Hanvold finished 22nd the final standings of the Girls 400M IM, 10th in the preliminary round of the Girls 200M Butterfly, and 46th in the preliminary round of the Girls 50M Freestyle. The Kootenay boys baseball team, with Castlegar’s Drake Voykin, finished 6th, losing 11-4 in the 5th place game. The Kootenay boys soccer team, with Castlegar’s Josh Fogal finished 7th with a 3-1 win in their final game. Vancouver IslandCentral Coast won the medal count with 101 total medals including 38 golds. Fraser Valley came second with 94 medals and 34 golds. Kootenay finished 7th with 14 medals including two golds.

The Kootenay Kannibelles defeated the visiting Spokannibals in roller derby action Saturday at the Castlegar Complex. The final was never in doubt as the Kannibelles dominated and beat the Spokannibals 301-55. “The girls played awesome,” said Phil Yer Pants, head coach of the Kannibelles. “We actually played this team in Spokane in March and only won by 50 points. It was a real tight, hard fought game. We were expecting the same today. But I think the difference in score today is a measure of how much the Kannibelles have improved.” Defence was the key to the victory, said the coach. “Their jammer had a lot of trouble
getting through,” he said. “We were able to hold their jammer with three of our blockers and have one of our blockers help our jammer offensively. The other key was our teamwork. This team has an amazing team feeling and team attitude. That really reflects on the track.” Pants says the team has been working a lot in practice on strategy and leaving the fitness up to the girls to work on with their league teams. “We practice twice a week,” he said. “That allows us to focus on strategy and work on what we do on the track without having to work on the fitness so much.” The Kannibelles are an all-star team of players from throughout the West Kootenay Roller Derby League. The team plays exhibition games against
other all-star teams across Western Canada and the U.S. They recently hosted the Western Canadian Championships in Nelson, where they finished second. “That was an amazing experience,” said Pants. “We were the host league so we got to play in front of our fans. We came second which was our goal going in.” The Terminal City Rollers from Vancouver won the championship, but the Kannibelles gave them a good battle in the final. “We came away feeling very, very pleased with what we achieved,” he said. “That result put us ranked fifth in Canada.” The next game for the Kootenay all-stars is August 11 in Calgary.

The family of Marion Jean Jenner of Castlegar, sadly announces her passing at Kootenay Boundary Regional Hospital on Friday, July 13, 2012 blessed with 94½ years of life. IIn hher younger years, Marion loved to dance and was an avid hometown hockey fan of the Flin Flon team. She was a seamstress, knitter, gardener and also loved to read and bake. Marion had been a Girl Guide leader and an active member of the Robson Womenâ&#x20AC;&#x2122;s Institute and the Robson Seniors. She believed her greatest accomplishment was raising four wonderful children. Marion was predeceased by her loving husband of 65 years Bert, in 2005, sons Ronnie, Dale and Kirk and sisters Evelyn, Margaret and Hazel. Left to mourn her loss are her daughter Faye (Ken) Beynon, son Gary (Joy), 12 grandchildren and 13½ great-grandchildren and sister-in-law Mary-Lou. Cremation has taken place in care of Castlegar Funeral Chapel. After a private Graveside Service at 1:00PM in the Robson Cemetery on July 28, 2012, at 2:00 PM at the Robson Church Hall, light refreshments will be served for Marionâ&#x20AC;&#x2122;s family and friends. Wendy Kathleen (nee Wayling) was born in Creston, BC on October 23, 1952 and passed away on July 20, 2012 in Trail. She is survived by her husband Bob; children Michael, Sydne and Richard Smith; mother Judy Wayling; siblings Vicki, Rand, Kirby, Kent and families; step children Heather, Erin, Tracey and Kent Smith as well as the Scott and Lafreniere families. She is predeceased by her father Dick Wayling and her infant brother Mark. Wendy spent 30 years in the radiology ďŹ eld in the Castlegar and Trail hospitals. She was an active member of The Church of Jesus Christ of Latter Day Saints. Her enjoyment came from ballroom dancing, crafts, spending time with her family, camping, hiking, berry picking, making everyoneâ&#x20AC;&#x2122;sâ&#x20AC;&#x2122; favourite snacks and taking in strays. A Memorial service will be held at the LDS Church in Trail on Wednesday, July 25th, 2012 at 11:00am. As an expression of sympathy your donations to the KBRH Hospital Foundation would be greatly appreciated. Richard Pongracz The family of Richard “Rick” Pongracz are saddened to announce his passing on July 9, 2012. Rick was born in Prince Rupert BC (May 2, 1948) ~ but for most of his life, Castlegar was his home. He is survived by his former wife; Jeannie; children Tamara (Richard); Nathan (Lora) and granddaughter Eden. His son Darcy, his sisters Sandra and Margaret and his parents predeceased Rick. He leaves behind his siblings Edward, Joanne, Donald, Elizabeth, Barbara, and Leslie. His in-laws Katie & Dino Zanet, Olga Standidge, Ed & Lori Rilkoff numerous nieces, nephews, grandnieces/nephews. He was very much loved. Rick was a Plumber/Pipefitter/School Board Trustee/Union Organizer and Plumbers Local 170 Health, Welfare & Pension Administrator where he earned the distinguished Certified Employee Benefit Specialist (CEBS) credential from Dalhousie University. He was a strong & determined advocate of labour & humanitarian rights and equality. Rick had many comrades in the Kootenays who always commented on his polite, respectful demeanor. Rick was a long time donor to Amnesty International. A private, quiet cremation was held on July 17, 2012 with his family present. He will be forever missed and remembered.
Cheryl Fowler Cheryll FFowler Ch l (nee Cowland), 60, of Castlegar BC, lost her valiant fight against cancer and passed away July 18, 2012. Her final days were spent s surrounded by family and friends that Cheryl h had touched in some small way throughout her short, yet very memorable life. Cheryl’s life would seem too short to many, but those who were touched by her understood that the quality of existence far exceeds the quantity of time in which one lives.

A good knowledge of contract law, analysis, practices, procedures and drafting of legal documents is expected.
