Central Alberta Raceways was a busy place July 23 with several classes of races going head to head on the racetrack. The weather was favorable for the most part, although the showers, that had threatened all day, became a reality later in the evening. No. 8, Granny’s Racing Team, driven by Leo Chow took an unexpected spin while No. 17, drven by Shawn Burgal took off in the right direction during the mini stock (a new local class) race. Town council candidates square off at public forum By Treena Mielke The condition of the roads, tax incentives, fly-by-night developers and the new swimming pool were issues raised at a forum for the two candidates vying in the upcoming byelection for a spot on council. About 40 people showed up for the library-sponsored forum held at Rimbey Community Centre, moderated by librarian Jean Keetch. Questions from the audience fielded by candidates Scott Ellis and Wayne Clark were slow in coming, but momentum picked up slightly, though the formal portion of the event was over in a little more than an hour and most of the 100-cup coffee urn remained unused. Clark, the first speaker to introduce himself, reminded the crowd he was a for-
mer councillor, having served six years in the position. He urged those present to remember his time on council in a positive light, and stressed, if elected he would do his part to encourage development and growth. “The present council seems to be antidevelopment and against progress,” he said, noting there are more vacant buildings in town than there has been in the past and the population has decreased. He also slammed council for continual pool repairs, which have resulted in frequent shutdowns. “The pool has been closed for more days than it has been open,” he said. Ellis, in his introductory talk, stressed the importance of council working with the public. “A community requires people to make them strong. It takes us all to work together
and I think Rimbey is a wonderful place to live. I think it has a great community spirit and I just want to build on that.” When no questions appeared to be forthcoming from the floor, Keech asked the candidates for their views on library services. “There is a desperate need for a larger (library) building,” she said. “We’re fortunate to have a library of the magnitude that we do,’ said Clark. “Maybe a joint venture with the County of Ponoka and help from service clubs could also come into play (to help with funding a new library).” Ellis said he understood tha the role of libraries continues to evolve. “I can appreciate your need for more space,’ he said. “It boils down to priorities. We would need to find out where the priori-
ties are.” A question came from the floor as to how the candidates would stimulate growth in town. “That’s a billion-dollar question,” said Ellis. “Many communities are struggling with that.” Retaining a small town feel and getting the word out about the diverse population, the modern hospital and other positive features about Rimbey will encourage people to consider making the community their home, he said. “We can’t copy other models. We have to remain unique.” Bringing back tax incentives would encourage more businesses, said Clark. “Those incentives still exist today,’ he said. Continued on Page 6

it just was. For the men and women who attended the reunion; the friends who somehow got separated over the years, the reunion, no doubt, bordered on awesome. But, I have to say that when the class of ’62 took the stage, they turned their attention not so much to the past, but to the future. They talked about their sons and their daughters and their grandchildren. And, even though the light was dim, and the sound system not the best, pride spilled out of their words. They had, whatever life had handed them, in their possession a legacy, such as their fathers and mothers and grandparents and great grandparents had before them. I smile as I listen and I feel proud, too. And I think about my own reunions and how the indelible stamp of my own history, will remain with me forever. Except in my mind, there is nothing, except for wild roses tangled up in barbed wire, left of my childhood home. But, I know without a doubt that I can, in less than a heartbeat, bring back those moments in my own life too special to be forgotten. All I need is a little help from someone who may or may not be wearing a nametag; someone who will stop and pause for a moment and say, “remember when.”
Oil and gas benefits all of Canada A number of leading Canadians, including Ontario Premier Dalton McGuinty and the Leader of the Official Opposition, Thomas Mulcair, have warned that natural resource extraction in Western Canada is hurting Ontario’s manufacturing sector. This criticism is based on the rise of the dollar, caused in part by foreign demand for our oil in particular. What it overlooks, however, is the direct benefits oil and gas industries shower across all provinces, including Ontario and its manufacturing sector. The complaint against Canada’s oil and gas activities is based on what economists call the “Dutch Disease,” in reference to a situation that plagued the Netherlands in the 1970s. The allegation is that soaring global commodity prices leads to a large demand for Canadian exports of oil and natural gas. When foreigners buy Canadian resources, it drives up the value of the Canadian dollar. Other things equal, a strong Canadian dollar makes other Canadian exports more expensive for foreigners, causing Canadian manufacturers to see depressed demand for their own wares. Essentially, the “Dutch Disease” argument claims Canadian exports of oil and natural gas are crowding out the ability of Ontario manufacturers to sell products to foreigners. The connections between high commodity prices, a strong dollar, and dampened demand for exports are valid, as far as they go. But are the critics saying Canadians would be better off if worldwide demand for oil were lower? What if the world price for crude remained where it is, but all of Alberta’s oil sands deposits were magically transported to Montana

In addition to the direct economic effects flowing from purchases made by oil and gas companies, petroleum activities in the western provinces also provide a large flow of tax receipts to the federal government. This

For these reasons, the Canadian public should be careful when interpreting the allegations of oil and gas activities hurting Ontario manufacturing. Canada’s vigorous and prosperous natural resource sector creates new demand for goods and services produced elsewhere in the country. High natural resource prices create a direct market for our manufactured goods, while boosting output, job growth, and tax revenues across all provinces. form them of the group’s plans. “We’ll be receiving money from the credit union. They have approved our loan. They do not require us to have a co-signer, so that is a plus,” said Fenske. There has been interest from other organizations in town to also rent out the building. The delegation told councillors they hope to have the building up by the fall, but a representative of the company working with the gym club, George Peters, with Kajona Builders Inc. said he would not be able to start for at least several months. Some of the challenge is organizing with other companies involved with the construction. “We’re looking at the end of September at the earliest before we see some action happening,” explained Peters. Fenske plans on working with the Town of Ponoka to set up a temporary arrangement similar to last year at the Kinsmen Community Hall. Chain Lakes Management update After discussion at a recent open house, Ponoka County has made changes to the Chain Lakes Watershed Management Plan. CAO Charlie Cutforth said

Race Against Hunger contribution County councillors agreed to donate $500 to Encana’s Race Against Hunger. Cutforth said the county contributed $500 last year as well. “My recommendation is we do it again this year.” Internet towers considered Ponoka County has worked to ensure high speed internet service in the county by constructing communications towers with half of the funding coming from a provincial government grant and the other half paid by the county. After completion, there were still some dead areas throughout the county due to topography, explained Cutforth. Council approved the purchase of seven towers at a cost of $50,000 each. Three are still incomplete as the company who would run them is concerned they might not have enough customers to support the cost to run them. Pioneer family receives recognition at old-timers’ reunion By Treena Mielke Reunions such as the one held in Rimbey for the last 57 years are wonderful moments in time that give people a reason to get together. The three-day event, held June 22, 23 and 24, attracted more than 250 past and present Rimbey residents who were all joined by a common denominator. They had, at one time, called Rimbey home. Some of them still do. The crowd in attendance at the Rimbey Community Centre seemed happy to be there, and there was lots of hugging and handshaking and reminiscing going on. Alice Whitesell (nee McCulloch) from Red Deer has attended the Oldtimers’ Reunion for several years. A 1951 grad, Whitesell recalled living in the attic of a boarding home while she attended Grade 12 in Rimbey. “There were no busses in those days and we lived five and a half miles from town,” she said. Whitesell worked from 10 p.m. t0 8 a.m. as a telephone operator to pay

for her board and room while she attended Grade 12. She said there was a cot at the telephone office, so she could get some rest between calls. She recalls life being hard, but noted she was no different from many of her fellow students, who ended up staying in town and working for their keep. She recalled her family being hailed out and enduring other hardships, but simply keeping on and making the best of the situation because that’s what people did. “What you can’t cure you endure,” was a saying her mother used to quote, and Whitesell said she has repeated it often in her own lifetime. Dick Gillespie, from Lacombe, whose family lived on the Medicine Lake Road, went to work at Lacombe Research Station as a summer student three days after he graduated in 1950. He remained at the research station for thirty-seven and a half years. Gillespie enjoys coming back to the reunions and spent much of his time chatting and catching up with old acquaintances.
“I’ve had a good day today,” he said. “I admire the committee and all the work they do,” he added. Carol Plumb, (formerly Carol Jehn) who graduated in 1962, met her husband Gordon that year. He was also in Grade 12. The couple married and continue to live in the area. Plumb said she and her husband love to attend the reunions. She was pleased the class of 1962 was recognized this year. “It was one of those classes where everyone got along. It’s still the same way,” she noted. Gladys Johnson, president of the Rimbey and District Oldtimers’ Association said she was pleased with this year’s event. “I was quite thrilled,” she said. “It was very nice.” Johnson said the reunions are important.
“It gives people an opportunity to tell their stories. If you can’t do that a lot is lost.” Johnson’s grandparents, Sanford and Carrie Allison, who came to the Rimbey area in 1900, were recognized as the pioneer family for 2012. The couple raised 13 children and had 74 grandchildren. Johnson recalled her grandmother as being a loving and kind lady. She said the pioneer lady endured many hardships, but she doesn’t recall ever hearing her complain. “I have lots of wonderful memories of her,” she said. “She was a special lady.” During the event, lunch was served by the Springdale Ladies and the Rimbey Historical Society served a pancake breakfast at Pas Ka Poo Park, July 24.

Street organ entertainer to come to farmers’ market By Treena Mielke The Bentley Farmers’ Market will have a special feature this summer that is sure to attract the attention of young and old alike. Carlo Klemm, also known as Capt. Red, will entertain the crowd at the July 21 market with a German-made street organ, probably the only instrument of its kind in Alberta. “I am pleased to introduce those from the old country to this musical treat that will bring back memories,� he said. Klemm said the hand-cranked street organ was introduced in the 18th century as a tiny hand cranked table organ designed to teach song birds how to sing pretty little songs. The miniature organs or serinettes contain bellows and pipes and a barrel with little pins sticking out of it. When the pins hit the keys, the valves open, letting air go to the pipes. Klemm said serinettes produce a bird like sound and eventually, organs were built with larger pipes and bellows and interchangemable barrels which produced a fuller sound. “Today you will see street organ grinders everywhere in Europe. They are interested in maintaining an old tradition, and as soon as spring is there and the street cafes are open, they start playing. This brings a wonderful atmosphere to the downtown core.� Klemm notes the atmosphere created, remi-
niscent of Germany in days gone by, when organ grinders piled their trade on the cobblestone streets, can be brought to life at farmers’ markets, heritage events, Oktoberfest celebrations and other similar gatherings. “It’s a unique European musical experience,� he said, (and) “the street organ or barrel organ could be the only one in the province. In fact, there are probably less than a dozen street organs across Canada.� Klemm, who lives in Edson is part of Capt. Red Entertainment Services that includes Santa Edson and Capt. Red – Balloon Twister. Carlo Klemm as Capt. Red is a member of the Carousel Organ Association of America and is the Canada/US agent for DeleikaDrehorgelbau, a German manufacturer of the Deleika barrel organs.

RCMP continue to respond to impaired driving investigations This past week Rimbey RCMP responded to over 35 calls for service. Including thefts, break and enters, impaired driving and domestic violence investigations. Local RCMP dealt with several im-
paired driving investigations. A 30-yearold resident of Gull Lake was arrested for impaired driving on Highway 20, he was issued a licence suspension and taken to jail, he also had outstanding warrants for theft. Another 30-year-old resident of
Blackfalds was issued a 24 hours suspension, he was pulled over for doing over 40 km/hr over the speed limit and it was determined he was under the influence of alcohol, which is contrary to court ordered conditions, he was is now facing
breach charges. A 60-year-old Ponoka resident got his truck stuck in the Medicine Lake area. He, too, was found to be consuming liquor and issued a 24 hour suspension, his vehicle was also towed. Rimbey RCMP investigated a handful of domestic violence incidents and laid assault charges against two local men. Over the past weeks, two holiday trailers parked at a rural location were vandalized causing several thousands of dollars damage, to the point where they were completely destroyed. Evidence has been seized from the scene and the investigation is continuing. Several thefts of construction related equipment have been reported this past week. Over the weekend unknown culprits stole a truck and construction trailer from a house under construction. The truck is described as a silver 2007 GMC Sierra bearing Alberta Licence plate BDH7393, the trailer is a white Haulmark enclosed trailer with Alberta Licence plate W19992. During the same time, 30 sheets of plywood were stolen from a utility trailer parked on 58th Avenue in Rimbey. In the early morning hours of June 25th, unknown culprit(s) committed a deplorable crime. The thief broke into a local funeral home and stole several valuable items. Local RCMP along with the RCMP Forensic Identification Section are investigating. On June 27th at around supper time, after an argument with another person a 20-year-old resident of Rimbey decided it would be a good idea to show main street his birthday suit. Charges are pending in this case. Also on the same day a local man was arrested for causing a disturbance at a residence in Rimbey. The man was upset that the government issued jewelry did not fit his wrists. Alcohol was likely a factor in both incidents.

I feel $10 million to $15 million should set me up and a $1- or $2-check off at the till every time you buy groceries should provide me the money I need in no time. What is in it for the consumer who paid for my land and machinery? Absolutely nothing. The increased value of the land will be all mine and the suckers, oops, I mean consumers will continue to pay more even if I choose to export the food to the United States and cause a shortage here. Youth fishing derby held The fourth annual Rimbey Fish and Game Youth Fish Derby was held on June 24 at Open Creek Dam. There were 64 youth ranging in ages from three to15 who were fishing. A total of 65 fish were caught including rainbow trout and suckers. The winners of the derby were Katie Berger and Andrew Elines. Parents, grandparents, volunteers and participants enjoyed a few hours at Open Creek. As well as fishing there was a barbecue sponsored by Secure Energy Services for everyone to enjoy. The participants were all treated to goodie bags and an array of prizes from various generous sponsors.

Sidewalk project soon underway By Treena Mielke The sidewalks in Rimbey are getting repaired one square-foot at a time. At its regular meeting June 25, council agreed to accept a bid by Raiders Site Services for $110,071.50 to do the concrete work to replace four blocks of sidewalk. The work, which could begin in July, is to be done on the sidewalks lining 51st Street between 51st Street and 54th Ave. and 51St Ave. and between 51st and 52nd Streets, said assistant CAO Ryan Maier. The project is part of the town’s $1.7 million infrastructure project plan for the summer. Maier noted that there are other sidewalks in town also in need of replacing. “These sidewalks we are fixing are separate sidewalks and we don’t have to replace the curb and gutter when we do these,” he said. “These sidewalks fit into larger plans for complete replacement of the street like the 51st Ave. proj-
ect that is ongoing right now.” “It’s more cost effective to do curb, gutter and sidewalks at the same time,” added CAO Tony Goode. Money for the sidewalk project

Father/daughter team bike for RAJO By Treena Mielke A father/daughter bike trip planned for this summer promises to be a bonding experience for the two cyclists as well as a way to raise funds to help Somalian women get an education. Emily Falk, and her dad, Don, a meat manager at the Rimbey Co-op, will ride their bikes from Red Deer to Canmore July 23 and 24. Money raised through pledges will go to the Global Enrichment Foundation’s newest program, the RAJO Women’s Literacy School. Mr. Falk is looking forward to the approximately 260-kilometre bike ride to Canmore. “It will be good fun,” he said, adding the pair

The classes provide participants with a chance to become literate in the English language, thereby increasing their knowledge and understanding of one of Kenya’s official languages. Predeceased by his parents his wife, Marion as well as by several brothers and sisters, Lyle is survived by his loving family, step-daughter; Mona (Nickoli) Zahara of Cranbrook, step-son; Dennis (Sharon) Hauck of Calgary, step-grandson; Dwayne (LuAnn) Zahara of Invermere, great granddaughter; Cheyann and great great grandson, Troy. PUBLIC NOTICE Amendment to Land Use By-Law 7-08-LU The Council of Ponoka County has been asked by Alvin BrockhoffAgent (Estate of Edith Brockhoff) to amend Land Use By-Law 7-08-LU as follows: Reclassify NW 8-45-2-W5 (approximately 160.0 acres total) from Agricultural District to Country Residential Hobby Farm to allow for future subdivision of the rezoned area into 3 parcels. Before considering the by-law, Council will hold a Public Hearing at which any person claiming to be affected may ask questions or make comments. This hearing is scheduled for 10:30 a.m. on Tuesday, July 17, 2012 in the Council Chambers of the County Administration Building. Reader appalled by landowners’ lack of power Dear Editor: As a landowner in central Alberta and a registered intervener in the Western Alberta Transmission Line hearing, I’m appalled by the lack of power of everyday Albertans who own land. Perhaps even more alarming is the abuse of power by our government, and the absolute arrogance of the Alberta Government to bestow that power upon corporations, specifically in this case, AltaLink. When the Alberta Government introduced Bill 50 in 2009, which many speculate was comprised in the backroom of Alberta’s provincial cabinet, alongside the utility companies and AESO, it extinguished the rights of the public, industry, and the Alberta Utilities Commission to determine necessity. This, in effect, eliminated the needs assessment process, and truly stripped everyday Albertans of their right to fair and due process when it comes to utility companies developing on private lands. Industry, landowners, municipalities, and consumer groups, including the Industrial Consumers Association of Alberta have opposed Bill 50 and claimed the projects associated with it to be a gross overbuild and contrary to the best interests of Albertans. A case in point is that these lines deemed necessary will be energized to only a small fraction of their capacity within the next 15 years. With this knowledge how can this project justifiably be labelled critical infrastructure? Perhaps the most frustrating aspect of this ordeal for my family, and many landowners like me is that we have not been privy to any data or research indicating the need for these lines. Yet we as Albertans are required to pay 100 per cent of the cost of the lines, while the transmission companies like AltaLink own them and reap a guaranteed nine per cent annual return on our investment. Not only do these transmission companies stand to make billions of dollars off the backs of hardworking, taxpayers of Alberta, the landowners who make the greatest sacrifice by having monstrous transmission lines on their property pay even further by having their health, safety, property values, farming operations, and overall quality of life negatively impacted. Now I’m not going to pretend for a minute that my family would be inclined to live life off the grid and be without the many luxuries that electricity affords, but it would be a much easier pill to swallow if only we could be afforded with data and information that determines necessity for the public good. This missing piece of the puzzle, along with the blatant disregard, and disrespect to landowners and Albertans, as a whole is truly unacceptable. Considering that even the mayor of Calgary, Naheed Nenshi, who arguably represents the city consuming the most power in Alberta states that the WATL is a “terrible idea” and that much of the transmission won?t be required because of the city-owned utility’s own project, in the Shepard district — it begs the question why? Cables sent from the U.S. embassy in Ottawa in 2003 and 2008 indicate the answer as Alberta politicians offered to export power to the United States using excess electricity generated by oil sands facilities. Which brings to mind a sickening image of the AltaLink executives and those of its parent company, SNC Lavalin, conspiring alongside the old boys of the Progressive Conservative party clicking their heels and cheering, “California here we come!” No doubt smirking all the while with the relative ease that it required to get Albertans to pay billions of dollars of hard-earned tax dollars to guarantee them billions in profits. Cleary AltaLink has done a cost benefit analysis, but I’m not
convinced that the Alberta Government has on behalf of its citizens, and I’m quite certain that as the profits roll in we won’t be seeing any rebate cheques in the mail. It is also extremely disconcerting to me, as it should be to all Albertans, most notably the Government of Alberta who is obliged to conduct itself in the best interests of all Albertans that we have handed over a contract to AltaLink with no competitive bidding process. A corporation whose parent company had proven ties to the Gadhafi regime, and several standing charges of corruption. We have placed our faith, trust, confidence, and the future of our province in a company, embroiled in scandalous deceit to function in the best public interest of Albertans. The fact that my family, and many others like ours are in this unfortunate predicament is infuriating, but what compounds that anger is the fact that the process by which landowners intervene is unfair and truly serves only those who have the time, money, and skill set to do so. The AUC speaks of equity and transparency but the whole process is anything but. Many landowners on the various routes affected by the WATL who I have spoken with personally, and have regretfully been through the process previously, are so disillusioned and filled with mistrust that they have opted not to be involved in the process as they deem it futile. As an individual attempting to navigate the system and understand the expectations of the intervener process, I can attest it has been extremely time consuming and difficult. One example of this is it required more than 40 phone calls and emails and an enormous amount of time just in effort to retain legal counsel. As was illustrated in the Heartland Hearing, clearly the AUC doesn’t listen to landowners, rather one’s only hope as a lay person is to acquire a lawyer with the knowledge and skills to make a case on your behalf. After several weeks I finally made the right phone call to Joe Anglin (now Wildrose MLA for Rimbey-Rocky Mountain House-Sundre) who has been the only individual or organization that has offered any valuable assistance in this arduous process. John Kristensen (technical vice-president of RETA) says it best when he suggests this whole process is really just theatre. I would go a step further and make the statement that this process is more like puppetry, with the PC government, AltaLink, and AESO collaborating in the role of puppet master, holding the strings, and the AUC playing the role of puppet. This theatrical production is intended to appease interveners, who in essence are mere spectators. Although, the pretense that we are being heard exists, as the show goes on we recognize that a mute button has been utilized and that our voices are falling on deaf ears. I am overcome with sadness, and anger over what little influence we have over land that has been in our family for decades. With the impending 500KV transmission line looming a mere 175 metres from our home, and zigzagging across our agricultural lands, compounded by the fact that I refuse to allow my children to use the towers as playground equipment, it will certainly force us from our home and our heritage. As I watch my little ones playing in the field, I realize that this may be one of the last opportunities to savor this cherished image of my children celebrating the land of their forefathers and I am rendered utterly powerless.
