Approximately 20 letters from local residents and business owners arrived at the Village of Burns Lake expressing concerns with the proposed phase one downtown revitalization plans. The letters were included on council's agenda for last weeks meeting, but were not discussed by mayor and council. Mayor Luke Strimbold acknowledged receipt of the letters and said that Coun. Frank

Varga, who was absent from the meeting had requested that council wait until the next meeting when he would be in attendance to address the letters. As reported in the Lakes District News edition of July 11, 2012, a number of local business owners along Hwy. 16 say they are being left in the cold when it comes to any planning or decision making for phase one of the project. Business owners have subsequently requested changes to the plans saying that proposed curb bulbs at the intersection of Third Ave. and Hwy. 16 will decrease customer parking and cause difficulties with deliveries to the businesses in the area. Why not ask voters if they want pipeline? Perhaps Premier Christy Clark sees a battle with Alberta — over revenue from allowing the Enbridge pipeline to use B.C. to link Alberta oil with tankers on the Pacific Ocean — as the last hope to rally voters in time for the spring 2013 election campaign. It stands to reason, since the B.C. NDP has staked the opposed-topipeline position and the B.C. Conservatives have claimed the supportwith-conditions spot. However, by demanding that B.C. receive oil royalties from profits made from what flows through the pipeline, Clark is simply catering to those who already support the Enbridge proposal. Those opposed — and they include First Nations along the proposed route from Alberta to Kitimat — have said loud and clear it is not about money, but about inevitable environmental damage. Grand Chief Edward John of the First Nations Summit political executive summed it up in a scathing press release of July 24, when he said the Clark B.C. Liberal government has missed the mark, stressing “B.C. First Nations’ traditional ter-

ritories and pristine environment are not for sale.” John reminded Clark of the Supreme Court of Canada’s stance that there is a legal requirement for governments to “consult and accommodate” First Nations regarding any and all land and resource development initiatives in their respective territories. If First Nations cannot be convinced to allow a pipeline to be constructed through their territories — with or without scads of cash — the pipeline simply will not come to be. With Clark’s demand having been rejected by Alberta Premier Alison Redford, with First Nations still on the sidelines and with strong opposition among the public, perhaps it would be wise for Clark to add a non-binding referendum question to the May 14, 2013 general election ballot. A simple question — Are you in favour of the Enbridge pipeline proposal? — could produce results that tell the government of the day exactly which direction it should travel on this pipeline proposal. When a group of women showed up to protest a women’s luncheon being sponsored by Enbridge, a lot of people cried foul. They said that the protesters’ actions somehow trampled on the collective freedoms of Enbridge and the participants in the luncheon. Let’s be clear; the luncheon was designed to promote Enbridge and their project, the Northern Gateway Pipeline. I can’t think of any other reason that Enbridge would be spending money here, so why is it that we are surprised when protesters show up, particularly at this point in the game. The game is that of maintaining the message that Enbridge has been putting forward for four years – oil pipelines are good, now stop asking questions and we will give you large sums of money. This is a simple enough message, and I think that if my values were for sale, I would simply comply, and wonder what the heck the fuss is all about. I might even believe their sub message which is – we are a nice company. Crude oil will be shipped through your region regardless, so just like us and we will give you large sums of money. I might believe it enough to become an advocate for them, to even fight for their cause. Who wouldn’t want large sums of money? Right? Heck, look at how much money they have spent already just convincing us that they have large sums of money to spread around. Enbridge has so far confirmed it is spending $100 million on the Northern Gateway project. Sure, some of that has to go toward convincing a board of petroleum product transportation experts, either formerly or ‘futurely’ employed in the field, that transportation of crude oil is good. They might ask some questions, but most of the answers are already in the can based on previous board or panels, and anyway, the panel probably believes the messaging already. There has been an awful lot of that money used to deliver that messaging to politicians. When I was on Terrace City Council and attended meetings

involving politicians from different communities in the region, Enbridge was there. And I don’t mean just there as an observer. Enbridge was usually a gold sponsor of the event or session and that came with the right to supply a keynote speaker. I heard the Enbridge message a lot and I know an awful lot of politicians who started to believe it. Luckily for us, many do not. Sure, other companies and special interest groups sponsor political events, but I guarantee you, never has there been anything like Enbridge’s love for politicians of all stripes, in all communities and at all levels. And that is particularly disturbing when the messaging is so blatant and self-serving. Advertising – $5 million this year alone. Need I say more. Oh yeah, check out the messaging and see if it doesn’t say what I said above. Read between the lines now. Can’t find the ads? Impossible, they are even on CBC online. What about sponsorship of community events, meetings and groups? Have we ever seen such a generous company? Incredible given that they have no social license to contribute, but are simply trying to buy support. It offends me to no end to see how gullible Enbridge thinks we are, and I am glad that we are starting to protest, as we should. I don’t think any company has ever spent this kind of money purely to promote a project ever in the history of business, anywhere in the world. I’ve looked and I can’t find another example that even comes close. Which brings me back to the small group of women who were offended by Enbridge enough to show up and show their displeasure. That was no small feat given the power of Enbridge and their messaging. They succeeded and made a few other people think a bit more about what is really going on here. Now I leave you with one last question. If what we, the voter, the citizen, thinks ‘does not matter and this is a done deal,’ why is Enbridge going to all this trouble and spending so much money? Local businesses at the intersection of Hwy. 16 and Third Ave. have expressed concerns about the Village of Burns Lake’s phase one downtown revitalization plans. Editor: Thank you Rebecca for accurately reporting on our presentation to the council regarding the Lakes Artisan’s Center. Just for the record I did not write the presentation. It was an cooperative affair. A few points I would like to reiterate. We have represented 17 artists and 6 quest artists over two years, none of which could be in business on their own. Now I have a few questions for the council and public, if the center is closed: where will local artists display their work, who will encourage and provide an easy venue for emerging artists, and where will residents go to buy a wide range of local arts

and crafts? What is the maintenance cost in terms of snow removal, heating, vandalism, if the building is closed. I think that we are an interpretive center in showing that Burns Lake has talent and initiative. And as for council having a change of heart. Well a change of heart in many situations is both permissible and valuable. A lot of thought to pipeline Editor: I had to laugh when it was revealed by B.C.’s environment minister that the impetus for the province to seek intervener status in the Enbridge Northern Gateway pipeline process, as opposed to government status, came from an offhand comment by an NDP MLA. As it turns out, intervener status gives the

province way more flexibility to pose questions to other participants in the process, including Enbridge, than government status does. Considering the criticism the NDP and others have directed at the province for supposedly not taking an active role in the Enbridge process, the minister’s revelation is highly ironic.

It also shows that the province has done a lot more work, been a lot more involved, and given a lot more thought to the pipeline issue than anyone has previously given them credit for. And the end result is a well-considered, welldocumented, and principled policy position. Donald Leung Burnaby

Quit blathering about the Liberals; they are merely dealing with the results of a NDP govt. Regarding the letter to the editor by Judy Stratton published in the Lakes District News edition of July 4, 2012. I am not impressed with the current Liberal Government’s performance on many issues, including the goods and services tax, B.C. Rail, the Insurance Corporation of B.C. and B.C. Hydro but for Judy Stratton to rant on about how our forest industry woes are the fault of the current government is way off the mark. I was born in the Bulkley Valley in 1954 and have spent most of my life here. My early years were spent working in the forest industry and to this day I have friends who still do. The deplorable state of our decimated pine forests right across B.C. and into Alberta can be directly attributed to the NDP government that was in power during the 1970s. At that time, professional foresters within

the ministry warned the government that a mountain pine beetle infestation was developing in Tweedsmuir Park and that, unless quick and aggressive action was taken to stop the infestation, it would quickly become unmanageable. Prescribed burning and logging were recommended as ways to control the threat. Rather than accept the advice of these professionals, who are educated in this field and who are paid by the taxpayers to take care of our forests, the NDP government instead, disregarded their warnings and caved in to eco-groups who were pining that the park should be left untouched, to let mother nature take its course blah, blah, blah. The government was concerned about their political stock and worried about the negative publicity that would surely follow if they were to allow the min-

istry to go into the park and do what needed to be done. Thus they took the spineless, self serving path and bowed to the squeaky wheel ... a group of misguided, leaf licking morons who live in a fairy tale utopia where everything fixes itself. Fantastic isn’t it? We tax payers pay professionals for their expertise and then our elected representatives tell them to get stuffed when the eco-terrorists start making waves. That, Judy Stratton, is why our pine forests are wiped out. To blather on about the Liberals lack of attention to this issue is unjustified. They are merely dealing with the results of a NDP government who had a genuine opportunity to save our forest but chose to sacrifice it in order to serve their own personal desires. The diatribe continues on about the reckless abandonment of

the Liberal’s policies on a multitude of forest issues, one of which is the aggressive salvage logging of beetle kill pine and how it is allegedly causing flooding throughout the Fraser and Skeena River watersheds. These trees are dead. They do not suck up residual moisture any more than stumps would. Are we to believe, by this half backed assertion, that if we didn’t log these dead trees, then the water would somehow be sucked up by these same dead trees and thus not cause any flooding? As I mentioned earlier, the damage to our forests was done long ago by an incompetent NDP government and as a result the forests died and needed to be logged as soon as possible because these dead trees only make saw logs for about four years then they become so dry and checked (cracked) that they can

no longer be sawn into lumber viably. The sooner it gets logged the sooner we can salvage what little economic benefit is left of this decimated industry and hopefully keep a portion of the industry working and, the sooner we can go in and replant it the sooner we’ll have a new forest and this will finally revitalize the area and stabilize the terrain. Which brings up another point, replanting. Contrary to what Judy Stratton’s letter suggests, evidence clearly shows that replanting is far beyond the rate of harvest and has been for many years. Right here in our own area, one need only drive out any of the dozens of back roads and you will see vibrant replanted forests aged from one to 50 years old. I have visited logging blocks where I was involved in logging when I was 19 years old, near 40 years ago. The re-

planted forests on those blocks consist of trees that are 60-70 feet tall and one to 1.5 feet on the butt. Yes, there are definitely some areas where the Liberals could certainly raise the bar in the forest industry. For example they should be forcing the quota holders to take far more of each tree into the mill ... 50 per cent rot and four inch tops, the waste that is left when logging is completed is disgraceful. That waste belongs to us, the citizens and we are not being paid for it if it is not hauled out of the bush and scaled at the mill. The shipping of raw logs out of the country and the sale of boarded up B.C. sawmills to those same countries suggests that those countries are buying our raw logs to cheap and then cutting them into lumber with what used to be viable sawmills from our very own province.

Pedaling misinformation and laying blame where it is not warranted does nothing to help the situation and suggests that nothing has been learned from past mistakes. If you so desperately feel the need to malign the Liberals at least find a subject that they are guilty of. I mean there’s a few I could go on about myself. Those of us who were around here when the pine beetle infestation was being identified as a serious problem know darn well who is to blame. It sure as hell isn’t the Liberals. Instead you can thank those NDP politicians who are now on a fat gold plated pensions rather than in jail for negligence and willful destruction of a Crown asset. LaBrash said some proof of this is Beach not knowing that Stronstad's time spent working with the Lakes Outdoor Recreation Society (LORS) was inkind work donated to the society by the Burns Lake Community Forest. "Dawn is not a member of LORS. The community forest has been doing this same thing for years with LORS," he said. As reported in the Lakes District News edition of July 7, 2012, Beach was quoted as saying, “Dawn [Stronstad] is a member of LORS, so she was helping them of her own accord." CMSL president Beach said, "The board of CMSL believes it is being accountable to the public regarding the recent changes. These changes were not undertaken lightly. They came after a lot of deliberation and discussion. The board began the process of restructuring the organization to become both more accountable to the public, more responsive to that mandate, and fiscally sustainable for the long term. It is our objective to set the community forest on a path that will define the next 10 years of its business operations. The community forest is a public asset that is of great value to this com-

munity and we want to ensure it remains so, in the future." He said the CMSL board understands that the organization needs to have more flexibility to address the very complicated timber supply and log market issues facing the organization. "The board has decided to streamline the organization to become more responsive to this reality," Beach added. LaBrash said over the years $3 million has been donated to local groups and charities by CMSL and the Burns Lake Community Forest and he said he is concerned about future donations. "Now it seems the Village of Burns Lake have control of the community forest so they will be able to put dollars where they see fit. We used to have a weighting system for working out funding eligibility, some applications were necessary and some were a little frivolous ... but where are any of these groups going to get their funding from now?" LaBrash used the Village of Burns Lake's current fuel mitigation project as an example of funds going from the community forest to village projects. "The village sends a letter of request for funding to the board ... some of them of course are councillors for the village ... arms length? The village is supposed to operate at arms length and I don't think that's being done." On page 39 of the July 17, 2012, Village of Burns Lake agenda is a letter to the Village of Burns Lake from CMSL president and village Coun. Beach providing

written confirmation that, following an in-camera meeting, CMSL will be providing $22,560 from the CMSL priority one account to the village for fuel mitigation work to be completed this year. Beach said, "Donations that flow from the profits that the community forest earns, will continue to be made in the future. The board currently defers decisions regarding community support applications to an evaluation committee consisting of a CMSL board member, staff and representatives from the public after setting a budget for the period." He said this process will continue to be used until the board has completed the strategic planning process that may redefine how these requests are addressed. "If any changes are contemplated and undertaken, there will be clear communication to the public regarding how application for support may be made along with the criterion used to determine eligibility," he added. Beach said the board recently approved the application of the local paintball group to occupy a parcel of Burns Lake Community Forest land so that they can setup a permanent competitive paintball facility. "Additionally, the board recently approved to continue providing support for the logger's sports event at the fall fair and providing maps for community groups it has sponsored in the past. Long-term commitments will continue to be supported at this time." Beach said. More on page 9...

Lets try a little gratitude View Point BY HENRY WASHINGTON

People in Canada are perhaps amongst the most blessed people in the world. Nevertheless, across the country one of the major pastimes, other than hockey, is to complain about things. As a Canadian who has left and returned, I really notice this. We in Burns Lake are no exception to this practice. God’s word tells us to give thanks for all men and in all circumstances (1 Tim 2: 1-2). This can be challenging but also very rewarding. We ought to be more grateful and stop complaining. Let

me give a couple of examples. We have been praying for the victims of the Babine Forest Products mill explosion, and their families, the economic life of Burns Lake and the building of a new mill for some time. I have no insider information but I believe our creator will bless us with some sort of mill replacement. It will not be because of protests, multiple signs everywhere, local politicians, provincial politicians or Hampton Affiliates. It will be because God has used circumstances and directed minds in answer to believing prayer. When we get the mill and other employment in our town, we ought to be thankful to God. We can thank the creator right now in gratitude. We have been praying about the doctor’s situation here. There are some who want to take a lot of other people’s money to start another

clinic to provide further free health care and this is their right. Supporters of this plan ought not to speak against the current doctors to do so. I want to express gratitude to God for such a brilliant doctor as Dr. Graetz and I am very grateful that he is able to continue to attract other fine doctors to our town without taking a penny out of my pocket. It is a real answer

to prayer while larger towns in B.C. have greater needs and have to continually close their emergency rooms. An old saying is, a bird in the hand is worth two in the bush. An outpouring of cards and verbal thanks from the silent majority who appreciate our current doctors might be in order. Certainly, we must thank God for what we do have.

Burns Lake Fuel Mitigation Project

TOURISM INITIATIVE Bill Miller, Regional District of Bulkley Nechako director of area B, Burns Lake rural accepted a $4,950 cheque from Nechako Kitimaat Development Fund Society manager Dan Boudreau, to help fund an image bank to promote the local area through tourism.

A wildfire threat assessment rated the areas of the fairgrounds, Ostauik Rd., and Kager Lake as a high hazard ranking; therefore, BLCF in conjunction with the Village of Burns Lake and the BFP are working on a program to reduce this fire hazard. Presently, our crews are working on Highland Heights, Ostauik Rd., and finished work around the fairgrounds. Their work includes tree removal, ground fuel removal, piling, and pruning. This is labor; BLCF is working on a treatment plan for the Kager Lake Recreation Area which alone covers 25.7 ha. Completed work creates fire barriers and improves our community’s safety. Another project that BLCF is doing for you.

CMSL donated $22,560 for fuel mitigation ...From page 7 With regard to the fuel mitigation funding Beach said, "CMSL was one participant in this project, along with Hampton Affiliates and the Village of Burns Lake. Due to the nature of the funding criteria that was accessed for this project, the money had to flow via the village. Also, since the tragic explosion at Babine Forest Products, the CMSL board has been committed to creating jobs wherever possible so affected employees had an opportunity for employment." He said the board approved the fuel mitigation funding as a community service and also to leverage considerable funding for the benefit of the community. "The Village of Burns Lake did not benefit directly from this donation but was able to leverage this money into a project funded by other agencies. The total value of this project was in excess of $150,000 in fuel mitigation work to be completed around the community. The cash strapped taxpayers of the village contributed minimally to the funding of the project but get to reap the benefits of being surrounded by safer forest stands that are at less risk to wildfire. This project employed local people during tough economic times as is a net benefit to the community. The contributions that CMSL and Hampton made helped make this project a reality," Beach added. Beach said CMSL supports the Babine Forest Products rebuild and the provincial government’s review of timber supply issues. “We all would love to see a rebuild of the Babine Forest Products sawmill ... that being said, CMSL has not negotiated any form of agreement with Hampton Affiliates regarding the management of the community forest’s tenure. The community forest has always been committed to local employment and will continue to support local contractors and production facilities. We believe that a vibrant local log market is important and essential for the economic health of the region,” beach added. LaBrash said he is also annoyed at Beach constantly referring to himself as a volunteer politician, or a volunteer at CMSL. “The CMSL board of directors are one of the few community forest boards in B.C. who do get paid. I know what volunteer means and it certainly doesn’t mean you get paid ... it’s very strange.” During the special committee on timber supply Beach, who was representing himself as a coun-

cillor for the Village of Burns Lake, when referring to CMSL said, “That’s my other volunteer job, president of the community forest.” “I would like to see a volunteer board,” LaBrash said, adding that he thinks past Village of Burns Lake Mayor Bernice Magee set up the ‘new structure of the board’ by enlisting councillors

I want to see the community forest maintained for the people of the Lakes District .... it was not to be for the Village of Burns Lake, but that is basically what is happening.” Paul Jean, past Mayor of Burns Lake also expressed his concerns to Lakes District News. Jean said, “The Village of Burns Lake was never supposed to be hands on with the community forest ... it was not set up that way and First Nations were in agreement of that.” Beach responded, “The Vil-

lage of Burns Lake councilors on the CMSL board make up a minority of the board membership. The board is composed of nine people; three of the board members are representatives of First Nations signatories to the Burns Lake Community Forest license agreements, additionally there are also three First Nation alternate directors. Two Village of Burns Lake councilors make up the next cohort. The final board member is a member of the general public.” Beach said the composition of the board is subject to review, as per the strategic planning process that is currently underway. “The long-term plan will be to reduce the Village of Burns Lake councillor component to a single representative. It should be noted that this is the first time in CMSL’s history that the Board has consisted of at least 50 per cent First Nations,” Beach added. Jean said, “I am concerned that the president of CMSL [Beach], who is a local forest industry contractor, seems to have his own self motivated agenda.” “It’s a real can of worms and someone should dig into it,” he added. WEAPONS CHARGES On July 11, 2012, Martin Volz of Prince George entered a guilty plea in a Burns Lake Court room for weapons charges under the Criminal Code of Canada. The case dated back to a fisheries compliance check by conservation officers near Helene Lake in the fall of 2011. During a vehicle stop a conservation officer located a .9mm Walther pistol and a loaded .22 caliber Ruger pistol on the back seat of a vehicle. The group was arrested at the scene and in a statement admitted to hunting grouse with a semiautomatic pistol and exceeding their daily limit of rainbow trout. Restricted weapons can only be transported from a residence to a licenced gun range under permit and must be double locked and unloaded for transport. It is also illegal to hunt any wildlife with a pistol. At the conclusion of the file a total of $1,745 in fines were issued to the group. In a unique arrangement with Crown prosecutors the court issued a 30 day probationary period and a conditional discharge with the fine. The 11 rainbow trout and the one Ruger pistol were ordered forfeited to the Crown. The public is encouraged to report any illegal fish, wildlife or pollution offense 24 hours a day to the report all poachers and Polluters hotline at 1-877-952-7277.

Mayor supportive of artisan centre Jail-N-Bail Council to determine if interpretive centre rent request is sufficient REBECCA BILLARD Following a recent council discussion regarding the rental agreement between the Village of Burns Lake and the Lakes Artisan Cooperative, Mayor Luke Strimbold weighed in on the discussion. He said to Lakes District News that following a May 2012 meeting with the artisans, he learned a lot about their organization. As reported in the Lakes District News edition of July 25, 2012, the issues surrounding the interpretive centre

have again come up for discussion at the council table as the Lakes Artisan Cooperative rental agreement is set to expire next month. The group made a presentation to council asking that their $500 a month rent be reduced to $400, and continue to include snow removal, electricity and natural gas costs as well as water, sewer, garbage services, maintenance costs, capital repairs and property taxes. Mayor Strimbold said to Lakes District News, "I believe that we need to review our costs of the building to make sure that we are covering our costs so there is no burden to tax payers. After discussions with the artisan cooperative and reading the Society Act, I support having a look at the rental rate to make sure the municipality covers its costs and to make sure the cooperative is successful."

He said, "The Lakes Artisan Cooperative work to help develop local artists and they are striving to promote local First Nation artists. They provide art workshops and tourism brochures and often when visitors arrive they can watch some of the local artists doing their work right on site." He said, "The Lakes Artisan Cooperative is a not for profit organization that displays and sells local art only." Mayor Strimbold said a decision on the reduction in rent has not been made yet as council has asked Village of Burns Lake staff to bring back a report to show the expenses of the building so they can determine if the current rent is sufficient or if changes need to be made. The issue will be brought back to the council table at the Aug. 14, 2012, council meeting.

In acknowledgment of the six month anniversary of the Babine Forest Products tragedy, Pat Bell, Minister of Jobs, Tourism and Innovation provided an update on recovery efforts to date in Burns Lake. "We have been giving regular updates but think that it is important to recognize that it has been six months since the tragic explosion and fire that resulted in the deaths of men and the injury of 44 others," Bell said. He said the province, the Village of Burns Lake and local area First Nations have been jointly focussed on expanding the town's infrastructure and helping with the physiological needs of the community following the tragedy. "It's a small town so almost everyone either knew someone who was injured or who passed away," he said. According to Bell the province accelerated a number of projects to help get Burns Lake back on its feet and he said that $17.4 million in funding has been applied to economic development initiatives including the Village of Burns Lake's downtown revitalization plans and the Tom Forsyth Memorial Arena expansion project. "The recreation centre [arena] expansion will help people in Burns Lake cope with any psychological issues following the tragedy by providing an outlet for wall climbing and a children's play area .... it will be an area for healthy activity," Bell said. WILLIAM HYATT MILLER On July 24, 2012 William (Bill) Miller passed away with his family by his side. William Hyatt Miller was born in Rossland, BC on Feb. 20, 1916. His parents were William Stewart Miller and Evelyn Miller. He and his family came to Princeton in 1919. Bill had 4 sisters, Jean Dunsmore/ Broomfield (deceased), May Savage (deceased) Louise Mullin (deceased) and Beth Norman (Jim Sr.) and 2 brothers Wilfred (died in infancy) and Bob (deceased). Bill was married to his first wife, Nadine, in 1940. She died in 1970. They had 3 children: Karen (Craig), Mary-Lou and Bill Jr. (Patsy). He married his second wife Connie in 1976. He had 2 step children, Leda Leander and Steven Leander. Bill had 15 grandchildren, 25 great grandchildren and 5 great great grandchildren. He will also be sadly missed by his many nieces and nephews who live throughout BC and Alberta and one in South America and his many great nieces and nephews and great great nieces and nephews. During the early depression years Bill worked on farms and for West Kootenay Power on power line construction. He spent 43 years in the mining industry mainly for Granby and associate companies at Allenby, Copper Mountain, Granisle (Plant Superintendent), Phoenix Copper (Manager), and Vancouver. He was also closely associated with Western Nickel, Jedway Iron Ore and Granduc. While in Vancouver he worked on many feasibility studies and spent time as manager of a mine in Southeast Africa. Late in 1979 Granby was sold to Noranda so he retired and moved back to Princeton. He has travelled extensively over the world. He said recently: “my health and happiness over the last 36 years is mainly due to my lovely and loving wife, Connie, and I have had a good life and have been extremely proud of all my family and my extended family”. He loved the great outdoors, loved to fish and could be seen frequently at MacKenzie Lake and at many of the streams, lakes and rivers in the Princeton area. He will be sadly missed by all of his large family and his many many friends. A celebration of his life will be held in Tulameen B.C. on August 11th.
