Ridership on transit buses in Castlegar was up an amazing 61 per cent in 2011/12. The remarkable growth was reported by BC Transit in their annual report. Castlegar was easily first in growth in BC, well ahead of second place Cowichan Valley and Salt Spring Island. "That's great news," said Castlegar city councillor Sue Heaton-Sherstobitoff. "It looks like a lot of students, a lot of people working, just a lot of everyday folks are taking public transit which cuts down on our carbon footprint. So that's great news. We came out number one in all the province. So well done to all the residents." Heaton-Sherstobitoff said the increased ridership was due to several factors including improved awareness. "It's more awareness and the routes were changed and altered," she said.

"I think it's more user friendly." BC Transit spokesperson Meribeth Burton said the improvement in ridership was due to several key changes to the system. "Before the annual report, there was essentially one route in Castlegar and this year a great maturing of the system happened and now there's six routes and essentially it's meant a great jump in how BC Transit counts our trips," she said. Burton said that cooperation between BC Transit and local government was the key to improving the system. "Mayor Chernoff has certainly been very pro-active and pro-BC Transit," she said. "I think we have some wonderful partners in both Castlegar and Trail. I think the system has gone smoothly and I think we're now heading in a new direction with the West Kootenay Transit Committee. BC Transit anticipates growth will only increase in Castlegar."

Council supports MOT improvements at deadly intersection CRAIG LINDSAY Castlegar News Reporter

At a special meeting held on July 26, Castlegar City Council agreed to send a letter to the Ministry of Transportation and Infrastructure supporting intersection improvements to Minto Road and Highway 22, by the Brick on the south side of town. “That area has been a high impact area for accidents,” said councillor Sue HeatonSherstobitoff. “In the last five years, I think

Highways (Ministry of Transportation) have studied this and come up with a formula that they think will work really well on Highway 22.” Kate Trotter from the Ministry of Transportation says the reconfiguring to the Minto Road intersection will improve sightlines and enhance safety. “This intersection has been identified by the ministry, as well as the RCMP and the City of

Castlegar, as a prime candidate for safety enhancement,” said Trotter. “All highway users will benefit, in particular those travelling to the City of Castlegar’s commercial park on Minto Road, and residents in the new residential who commute via the Minto Road Intersection. An open house was held in held in Castlegar, on July 19, 2012, and the proposed improvements had strong support from those who attended.”

Work involves construction of a protected “T” intersection, with an extended left turn lane for traffic heading into Minto Road and a left-turn acceleration lane exiting Minto Road. The intersection will have new islands and concrete median, along with associated electrical upgrades. The project is going to tender in the next couple of weeks. Work is anticipated to begin in September and completed by the end of October.

Lazy river project to stay at Millenium CRAIG LINDSAY Castlegar News Reporter

With over $1 million at stake, there is naturally some apprehension about the upcoming outdoor swimming park/lazy river at Twin Rivers Park now that the area has been under water for a couple of weeks. “The distinguish-

ing part is that it has now been identified,” said Castlegar mayor Lawrence Chernoff. “This is a high, high water level. It makes it easier for us to design because now it puts into play this is where the high water level would be in an extreme year.” Of course, the million dollar question,

or $1.3 million to be exact, is whether this summer’s absurd weather is an anomaly or a indication of things to come. “The question is: ‘is this a 50 year event or a 20 year event or a ten year event?’,” said Chernoff. “This is something we need to look at. So when we come in to design we’ll

really look at this and see how we need to design the whole facility.” Chernoff says that at this time their is no plan to move the lazy river project. “There’s a plan. The plan’s still in place and it’s still workable,” he said. “When it comes to the engineers and they’ll have a look at it

and the level of the river - they may change it. We’re hoping it’ll stand with the berm being built and really keeping the water out of that area. It’s workable at this stage. But it may change once the engineers have a look at it because now we’ll received extreme levels of water at Millennium as everyone

is well aware.” In some ways, the high river levels and flooding at Twin Rivers Park is a positive, as it allows the City to plan for extreme weather and river conditions. “When you look at it, ‘does it have the ability to happen again?’ Yes it does,” he said. “If you know what

the level is know, you have to be prepared to do this on an ongoing basis. It’s really about protection for our project. It’s one and a half million dollars. To look at it and have it not be workable? No. We now have identified the level of water and that will come into the design of the project.”

The Regional District of Central Kootenay has endorsed three more Castlegar residents for the Queen’s Jubilee Medal. Bev Maloff, Dr. Rebecca McDonnell, and Ron Ross are all up for the honour, which commemorates the 60th anniversary of Queen Elizabeth

II’s reign. Maloff and McDonnell were nominated by longtime school trustee Mickey Kinakin. Maloff herself served 18 years on the boards of the former Castlegar and present Kootenay Columbia school districts, including a term as chair. She was “at all times a leader/advocate

of public education in the Kootenays,” Kinakin wrote. She chaired the Russian bilingual program and helped expand heritage language education in the district and the province. “Her work is a true example of multiculturalism as a unique Canadian model for nation-building,” Kinakin said. McDonnnell,

meanwhile, immigrated to Canada from Ireland a decade ago, first settling in Kaslo with her family. She moved to Castlegar in 2006 and became an active parent at Blueberry Creek Community School. Her leadership qualities were quickly recognized, Kinakin said. She was elected chair of the community school society

and has helped manage activities ranging from early childhood to seniors programs. While the school’s ongoing operation is dicey due to a district funding crunch, McDonnell is working “tirelessly” to continue services, Kinakin said. Ross, a Rotarian, has done humanitarian work in many third world countries.

He’s helped orphans and the poor attend school and access basic medical care, particularly in Honduras. Locally, he’s been instrumental in many community projects including the skateboard park and upgrading of the library grounds. He chaired both the referendum and building committees for the Castlegar

aquatic centre, served on the board of Community Futures, and was citizen of the year in 1988. “Ron represents the best of Canada abroad and is an outstanding member of our community,” the nomination read. Downtown Art Farm hitting its stride CRAIG LINDSAY Castlegar News Reporter

When it comes to culture, Castlegar has it in spades. From Sculpture Walk to Art Walk to the Kootenay Gallery, there is no shortage of culture here. Castlegarâ&#x20AC;&#x2122;s Downtown Art Farm, located at 214 - 11th avenue, is the new kid on the block. The Art Farm began last summer as a way of bringing together various pieces of art with community garden plots. â&#x20AC;&#x153;Pinnacle Accounting owns the property and they donated it for our use for the foreseeable future,â&#x20AC;? said Sharon Starrat, Art Farm project manager. â&#x20AC;&#x153;We thought rather than having a vacant lot thatâ&#x20AC;&#x2122;s taking away from how our downtown looks why not have something that really adds to it - to be an actual draw for the downtown core. We look at it as an extension of the Castlegar SculptureWalk. People do the tour, theyâ&#x20AC;&#x2122;re welcome to end up here for a picnic and use the space

Has it really been a year? This is Craig again here filling in for Jim at the editor desk. Jim’s on a well-earned vacation. I am here in the office reflecting on one year at the Castlegar News. I have to say - it’s been an interesting year. I started here last July and worked with the outgoing editorial staff Kim and Robson. Once they left, it was all Jim and I bringing our (many) years of experience to the paper. After a health scare in July, I was back at work for August and got right into it. I’ve been to a number of great events over the last 12 months from the United Way’s Wild West kick-off dance to the Sculpture Walk awards banquet to the Rebels playoff run. I joined Rotary, following in father’s footsteps. Now I get up a 6:30 every Thursday morning and hang out with some great people. I helped coach basketball at Stanley Humphries School. I played in the Trail Men’s basketball league. I Enjoyed SunFest, Spring Fling, WineFest, and attended many council meetings. The list goes on and on. As does the list of wonderful people I’ve met over the past year. I won’t even begin to try to name them as I would surely miss someone. It’s nice to know there are many great people that are just a phone call away and always willing to talk on the record about anything from river levels to forest fires to bowling. An old proverb says, “May you live in interesting times.” That may have originally been a curse, but I look at it as a blessing. As long as my basement doesn’t flood. We want to hear from you.

The rhythm of the falling rain This Spring and Summer we’ve had more than our fair share of rain. Sure, we’ve been able to golf and to work in our yards, but we’re always doing so in a bit of drizzle or a minor rain shower. This year, my sense is we’ve had six days of rain to one day of sunshine. A number of my friends tell me they like the sound of the falling rain— as long as it doesn’t rain heavily. In fact, one friend said it reminded him of a song from 1963 by the Cascades. It begins with the line “Listen to the rhythm of the falling rain.” True, there is a calming effect to the patter of raindrops blowing soft upon the window. But wait a minute now. The Cascades’ song goes on to say, “Telling what a fool I’ve been.” In fact, most songs dealing with rain have a melancholy air about them—something sad has happened, or the rain is a counterpoint to the human feeling of loss or tragedy. I, too, have enjoyed the rhythm of the falling rain. When it’s raining lightly day or late evening, I sit on my deck under the overhang and simply enjoy the smell of new rain on dry surfaces. ing things just beyond one’s reach. However, I’m not one for getting out and walking in the rain. True, I will often try to finish a golf game in the rain. Other times, I will insist on golfing even though dark clouds are in the sky or the rain has already come. I don’t mind walking after the rain storm has passed as wet feet are not a problem. The first line of a Johnny Ray song begins as follows: “Just a walking in the rain.” It, too, is a sad song as getting wet in the rain suits his mood. He has lost his lover and is thinking about all the good times they had, even though he knows human relationships do change. As do the gentle rhythms of the rain. In the early morning of July 14th, the rain came in a blast. There’s no other way to describe it. It simply pelted our roofs and slammed the good earth. You couldn’t write a song about this type of rainstorm because it slashed our community viciously with a huge wind storm accompanying it. scarred. This, too, had an effect on people’s hearts, but the hurt was the result of damage to property and to a feeling of being violated. All summer long “raindrops kept falling on my head”, so I should have been ready for another gargantuan slam from the heavens. But I thought that was it—that the Saturday morning storm was our one big one for a few years. So we cleaned up the first minor basement flood and then went off to the Okanagan to taste wines. On Tuesday, July 17th, I was in Penticton, having come in from the heat and the sunshine when the phone rang. My son informed me that another storm had hit and that my basement was flooded once again. Initially, I thought he was joking, but then he told me the storm was the worst he had ever seen. A virtual river roared down 24th Avenue and right into our yard. As the song says, “I think I’ll have to do some talking to the sun” because clearly I “don’t like the way he gets things done.” I really don’t want any more raindrops for the rest of the summer—gentle or otherwise. Fear hurts us

Unnecessary fear undermines quality of life. While visiting a friend living near your Millenium Park I observed a curious spectacle. People, many people old and young, were driving to the park, turning and driving away. Although it was assumed by me they left feeling disappointed because their natural pleasure of being in the park was thwarted it may be some came to prove to themselves what a sorry state our fear is leaving us in. Someone is afraid that we are immature. Someone is afraid we are not aware, feeble, and possibly not intelligent. Someone is possibly afraid there are some dollars to lose. Someone is taking away our freedom

to have a walk in the park. Earlier, when the water wasnâ&#x20AC;&#x2122;t as high but parts of the path were covered there were families in full beach gear enjoying themselves. It was a pleasure to see. Freedom comes with responsibility. We need to set aside our fear and go enjoy the park, have a look at the awesome splendor of nature. Accept the punishment, if any of exercising our right

to go walking in the park. There may be some silliness but the inconvenience would be worth it. There are spots upstream and down from the park where the water is just as â&#x20AC;&#x153;dangerousâ&#x20AC;? but no barricades. Why? And what is next? Mandatory water wings or safety vests for swimming? No chickens in the back yard? Come, letâ&#x20AC;&#x2122;s be baaaaaad.

We often mention ways of reducing your risk of medical problems. One you don’t hear about often is marriage (‘marriage’ underlined). Evidently, if you are having coronary bypass surgery, you have a greater survival rate if you are married. Zinc oxide gives the best protection against both UVA and UVB light rays that can damage the skin. A 20% zinc oxide paste provides this protection but it is visible after application and not too acceptable to many people. However, for those highlyexposed areas like the ears and under the eyes. it might be a real option.

the Confusion Taco Truck. “Today is customer appreciation day,” said Dave Oglow, who owns the store with brother Tom. “We’re celebrating

35 years in business. We’ve had really good support . We’ve had a lot of repeat customers. We keep good records on our paints and custom tints. So we’re appreciating the support over the years. So we thought we’d give a few things away and give some food out.” The taco truck, which was parked around back, was a big hit. “We were going to have a barbecue giveaway, which we did, and someone was going to flip burgers all day long - there’s got to be a better way.” said Dave who came up with the idea. Also on hand at the store on Saturday was

Motor vehicle accidents, mischief, DUI’s, keep cops busy RCMP Report

Castlegar RCMP have been kept busy recently with a couple of motor vehicle ac-

cidents as well as mischief complaints.

On July 30th, at approximately 2:30 pm, Castlegar RCMP

responded to a four vehicle accident on the Kinnaird bridge. A vehicle being driven by a 31 year-old Castlegar man failed to stop

behind the line up of traffic on the bridge, and rear ended the vehicle in front of him that was stopped. The second vehicle in

turn struck the vehicle in front of him, and at the same time the nose of his vehicle was pushed out into traffic and the fourth car,

which was traveling in the opposite direction, was struck as well. Only the driver of the first vehicle suffered minor injuries. He was charged with Driving without consideration under the Motor Vehicle Act.

On July 31st, at approximately 10:15 am, Castlegar RCMP responded to an accident where a 42 year-old man from the Island was exiting Columbia ave on the on ramp at the Chevron station towards the Kinnaird Bridge, when he decided to make a u-turn around the small cement barricade just on the off ramp. As he turned back up the on ramp, he struck a motorcycle that was stopped at the lights. The 58 year-old passenger from the motorcycle suffered a sore leg and hip and was taken to Trail hospital for assessment. The driver of the SUV which struck the motorcycle was charged with making an illegal u-turn under the Motor Vehicle Act. Castlegar RCMP are investigating a substantial amount of mischief which occurred over night on

July 30th. At least nine vehicles along 6th avenue were struck with what is believed to be pellets from a pellet gun, damaging windows and windshields. Most of the damage occurred to the transport trucks that were parked at Clark Freight Ways. It appears that some aim was taken to target windshields of the vehicles, and that this was not simply random firing of pellets.

Police are viewing video surveillance from businesses in the area to try and determine who might be responsible for this wilful damage. If anyone has any information, they are asked to call the Castlegar RCMP. The Castlegar RCMP Officers were also busy this past weekend getting drinking drivers off the road. 13 drivers lost their licences to either a 3 day IRP, 90 day IRP, Criminal Code Impaired driving, and 2 lost their licence for driving while under the influence of drugs. A few of these drivers were from out of Province, but most were either local drivers, or at least from B.C.

Rebels’ set for camp CRAIG LINDSAY Castlegar News Reporter

After another strong season in which the Castlegar Rebels finished second overall in the KIJHL and lost in seven games to Beaver Valley in the second round, the team is getting for training camp. The camp is set for August 17 through to the 19 at the Castlegar Complex. “We’re hoping to get a good look at some local talent,” said Rebels’ head coach Steve Junker. “We’re also looking at bringing some other talent in to make a stab at our squad for the upcoming season.” This year’s camp is earlier than previous years, with the Rebels wanting to get going before the Junior A camps start. “It’s also a little benefit for the players before they head off for their Junior A camps,” said Junker. “Not only do we get to have a look at them, but they get a little shot in the arm before they head off and make their case at a Junior A camp.” The Rebs will have a pretty good idea of what the 2012-13 roster will look like when pre-season rolls around in September. “There are some players that for whatever reason, can’t make the camp, they’re at a Junior A camp or whatever, that we might invite back later,” said Junker. “There’s always some late changes, the trickle down effect, waiting on Junior A rosters to be done. But we like to have it done for the most part before school opens up so we can get guys settled in and put in billet homes if they’re from out of town.” Without knowing who will be sticking with Junior A teams, Junker won’t name who will be returning for the Rebels. “From a Castlegar Rebels’ fan perspective we’d love to get

our guys back, but we realize that we’re hoping they take the next step and play Junior A,” he said. “But we’re not going to know that for awhile.” Despite not knowing who’s coming back, Junker anticipates that the Rebs will once again be strong contenders. “I think we’ll be a strong team again. I have no doubt in that,” he said. “You can talk to anyone and there’s three or four guys that can swing your club and determine whether you’re an upper-echelon team or just in the mix. But I have no doubt we’ll be there in the mix. It’s a matter of whether we can find those few guys that can push us over the top.”

Although we loved you dearly, We could not make you stay. A golden heart stopped beating, Hard-working hands at rest. God broke our hearts to prove to us, He chose to take the best. It’s lonesome here without you we miss you more each day. Life doesn’t seem the same since you have gone away. Frank met Mary while working at the Sandon Mines in 1951. Frank and Mary married on April 25, 1952 in New Denver. Moving to Longbeach to raise their five children, Frank worked as a carpenter, mine worker and then on the Balfour and Anscomb Ferries in Balfour for 29 years until his retirement. He also served in the Army in WWII as a private, driving truck and motorbiking between cities and countries delivering supplies and information. Frank’s greatest passion and gift to family and friends was his wonderful and soothing massages. Kids always received loonies/toonies when they visited and Fisherman’s Friends lozenges for all. Frank and Mary celebrated 60 years of marriage April 25 of this year. Frank has been cremated. A celebration of life will be held on August 17, 2012 at their home in Longbeach from 1-4 PM. All friends are welcome. Please bring a chair. The family of Ronald Cecil Orton sadly announces his passing in Trail, on July 13, 2012 at the age of 63 years. Left to mourn his loss are his mother Eva, sisters Glenna (Bob), Susan (Dave), wife Kim, son Joey, daughter Sarah, step-son Shane, three nieces and a nephew. He was predeceased by his father Arthur. Ron was born November 25, 1948 in Regina, Saskatchewan and grew up in Richmond before relocating to Castlegar. He was employed by Selkirk College in Castlegar in the maintenance-forestry department for many years. Cremation has taken place under the care of the Castlegar Funeral Chapel and a memorial service was held at the Royal Canadian Legion Branch 170 in Castlegar on Saturday July 21, 2012. Wayne Clarene Ackerman It is with great sadness that the family of Wayne Clarene Ackerman announce his passing on July 20, 2012 at the age of 73 years. He was born in Rossland, B.C. and later moved to Kinnaird with his parents, brothers and sisters. Wayne did all his schooling in Kinnaird and Castlegar. He worked for the City for 39 years until his retirement. He also belonged to the Fire Department for 22 years before retiring. Wayne was predeceased by his Father Clarence, Mother Marion, Father-in-law Roy, Mother-inlaw Ann, brother-in-law Cliﬀord and sister-in-law Darlene. Wayne is survived by his wife Merle, daughter Tamara, son Brian, grandchildren: Emily, Roman and Camron; great granddaughter Maddison; brother Eric, sisters Myrna (Dave) Brost, Linda Ackerman, Colleen (Syd) Estabrooks; also numerous nephews and nieces. CHIEF TREATMENT PLANT OPERATOR An opportunity exists with the City of Castlegarâ&#x20AC;&#x2122;s Civic Works Department for a Chief Treatment Plant Operator. Reporting to the Civic Works Utilities Manager, the Chief Operator will be responsible for ensuring the operation and maintenance of the Cityâ&#x20AC;&#x2122;s water and sewer facilities to meet provincial standards, the Cityâ&#x20AC;&#x2122;s operational certificates and WorkSafe BC regulations.

The ideal candidate will have:

Level II Waste Water Collection EOCP certification; Level II or III Waste Water Treatment EOCP certification; Level III Water Distribution EOCP certification; Successfully completed a Water Treatment Technology Program or equivalent; Strong leadership skills with a proven ability to manage, mentor, organize and train employees; Understanding of occupational hazards, safety and health precautions applicable in this work environment; Strong verbal and written communication skills; Computer skills, including MS Office and familiarity with SCADA systems; Flexibility â&#x20AC;&#x201C; mandatory participation in standby rotation and ability to respond to after hours water and sewer emergencies is required; Valid class 5 BC Driversâ&#x20AC;&#x2122; License; Ability to read and understand blueprints is an asset.

This is a full-time (40 hours per week) union position, working a once monthly ten (10) days on, four (4) days off rotation, at an hourly wage of $32.30 (as of March 1, 2012) plus a certification premium of $0.20 per hour for each level of each certificate obtained.
