Prospects SIMILKAMEEN Mining activity slow as national park controversy makes investors wary By Steve Arstad news@keremeosreview.com

his past February, shortly after the province of B.C. announced their withdrawl of support for a national park in the South Okanagan-Similkameen, Silver Fields Resources Inc. (TSXV: SF) was granted a drilling permit for their mining property in the South Similkameen. Silver Fields controls the former Dankoe Mine property, located approximately 20 kilometres south of Keremeos, just off Highway 3. It was a hopeful sign for the mining industry in the Lower Similkameen, which has seen difficult times in the last decade due to uncertainty surrounding the prospect for a national park in the area. A number of local prospects are now receiving renewed interest, in an
area known historically for low tonnage, high grade deposits. Silver Fields exploration plans for 2012 include mechanized trenching and sampling as well as up to 2,000 metres of drilling as recommended by Mr. Peter Folk, P.Eng., the mine geologist of the former Dankoe-Utica Silver Mine, and Silver Fields’ project geologist. Cawston Mining Technologist Ron Schneider is the local agent for Silver Fields. He worked at the mine for five years between 1975 and 1980, using the earnings to pay for his farm. “At today’s prices, Dankoe Mine yielded 100 million dollars worth of ore in 25 years. It has provided industrial level jobs to more than 40 people,” Schneider said. He and Grant Crooker of Keremeos have spent close to four decades prospecting, staking and working local mining properties. Schnieder has played an active role in local mining continued on page 12

rom the Sunday Summit on the Hope Princeton Highway to the lofty peak of Snowy Mountain, the Similkameen valley is laced with former and producing mines, prospects, quarries and semi-precious gemstone sites. The economy of the valley has been historicially tied to the mining industry, but over the years the importance of this industry has been diminished or downplayed due to market conditions and environmental concerns. Is the time right for the Similkameen to look at this industry more carefully? With the national park debate silenced, a struggling global economy and advancements in mining and exploration technology, are there business opportunities that could add prosperity - and perhaps present opportunities that could someday make the Similkameen a truly unique tourism brand? The Review has put together a four part series of articles that describes some innovative ideas - and projects that could provide numerous economic benefits to the Similkameen. Beginning with this issue, we look at the potential of the largest (former) mining operation in the Lower Similkameen, and a few of the local businessmen who are hoping to bring new life to an old industry.

auVivre Winery in Cawston celebrated a first for the Similkameen valley on Friday, July 27. The Honourable Steven Point, Lieutenant Governor of B.C. made a personal appearance at the Cawston winery, along with a bus load of visiting
consular dignitaries, to present winery proprietors Dale Wright and Jeraldine Estin with a 2012 Lieutenant Governor’s Award for Excellence in British Columbia wines. EauVivre won the Lieutenant Governor’s award for their 2009 Pinot Noir - the first time ever for a Similkameen winery. “We are thrilled and honoured to win this award, said Wright, “it shows us we are on the right path. Estin referred to the “incredible support EauVivre had received to the wineries’ success. “We owe a debt of gratitude to so many, she said, including other wineries. Assistant winemaker, Spencer
Kelly was also acknowledged for his efforts in creating the winning vintage. The award ceremonies took place in the winery courtyard, adjacent to the tasting room. Guests included local politicians MLA John Slater, Area Directors for “G Angelique Wood and “B Director George Bush, as well as Keremeos Mayor Manfred Bauer. Approximately 17 consular representatives from Europe, South America, Africa and Scandinavia filled the delegate’s bus which arrived shortly after the Lieutenant Governor. Guests viewed the proceedings under the shade of tents set up in the courtyard in order to shield them from a steamy and sultry Similkameen summer afternoon.
CTF takes wraps off billboards in five cities aimed at MP pension reform Delay must not turn into avoid: CTF turns up heat before Parliament returns this fall to implement promised changes Canadian Taxpayers Federation The Canadian Taxpayers Federation (CTF) launched a new billboard campaign today aimed at ensuring Canadians from coast-to-coast know just how lopsided the current MP pension scheme really is. Billboards sporting the message “For every $1 an MP puts into their pension, taxpayers put in $24 were put up last week in Vancouver, Calgary, Regina, Ottawa and Halifax. “It’s time to fix these outrageous platinum-plated pension plans for our federal politicians, said CTF Federal Director Gregory Thomas. “Taxpayers are fed up with footing the bill for pensions that are among the most lavish in Canada. The goal of the billboard campaign is to get Canadians to take action this summer and put pressure on their MPs, opposition leaders and the prime minister before they come out with their MP pension reform plan this fall. Canadians are encouraged to text “TAX to 212121, so
they can sign the CTF’s petition, e-mail the Prime Minister and learn more about the MP pension plan. “We know the government is planning to modify the MP pension plan this fall, and we want to make sure it’s a full-blown overhaul and not just a minor tinker, continued Thomas. “If they go from the current $24 from taxpayers for every $1 from an MP ratio, down to $18 to $1 or $12 to $1, that’s simply not going to cut it. The CTF is calling on MPs to shut down the current MP pension scheme and join a new $1 for $1 matching RRSP-style pension plan. Further, the CTF would like to see a “Lavigne rule put in place to ensure parliamentarians convicted of offences relating to their office are barred from collecting parliamentary pension benefits. “Perhaps the most offensive part of the entire MP pension scheme is that the money both MPs and taxpayers put into the pension accounts, isn’t actually invested, explained Thomas. “By cabinet order, the MP pension accounts are given a 10.4 per cent annual ‘interest’ courtesy of taxpayers. There are more than a few retirees who would love that deal. In 2010-11 MPs and Senators contributed a combined $4.5 million to the parliamentary pension accounts, while taxpayers contributed $110.7 million

What’s the Old Age Security Pension all about?

The present location of the bus depot in Keremeos will not be available after mid August.
Keremeos needs a new bus depot By Steve Arstad news@keremeosreview.com Public transportation in the Similkameen could take another hit in mid August as Keremeos’ present bus depot location gives up the business. Sandy Taylor, who manages the Greyhound depot presently located at 604 -7th Avenue, recently announced her intention to relinquish the business by the middle of this month. “I thought when I took this on that it wouldn’t require many hours in a day to handle,” Taylor said, “but I’m finding that it needs more “full time” attention, which interferes with the time I can spend helping Daryl.” (Partner Daryl Letkeman runs Canadian Chopper in the same building.) Taylor said that the passenger and freight business in Keremeos continues to be steady, with the depot providing service to three buses per day - an eastbound bus at 5 a.m., westbound at 9 a.m., and a short haul route heading east to Osoyoos or Rock Creek at 12:25 p.m. Taylor added that most of the depot’s earnings are based on commission, with the 9 a.m. bus generating the most revenue. Taylor said her workday is generally over shortly after the arrival of the last bus at noon. Should Greyhound not be able to find someone in Keremeos willing to take on the depot, it could mean yet another reduction to public transportation in the Similkameen valley. (Greyhound Agency Manager Kevin Cluett could not be reached for comment prior to deadline.) Over the past decade, the number of daily buses through the valley has declined in what is essentially the only form of public transportation available in the area, other than a twice weekly HandyDART shuttle that is primarily focussed on transporting people with medical issues to regional centres like Penticton and Kelowna. Presently, Hedley is the only other community in the Similkameen with a bus depot; Princeton is presently without one, and the depot in Osoyoos only handles passengers, not freight. “This would be a great oppor-
tunity to supplement an existing business in Kermeos,” Taylor said. She is hopeful someone will come forward before August 15 to take on the business and continue the service in Keremeos without interuption. The HandyDART Transit Service The Community Transit Service is for all residents of Princeton and area. How to Use Community Transit First you have to register with the office. There is no fee to register. When you call, the dispatcher will discuss your travel needs with you, then file the information for future bookings. Some retirees see it as a golden age perk. For others, it’s a vital addition to their retirement income. Whether you’re 65, 55, or younger, you’ve probably heard about Canada’s Old Age Security Pension (OAS). It’s been in the news a lot lately because the 2012 federal Budget included proposals to increase the OAS eligibility date from age 65 to age 67. However, those budget proposals will not affect your eligibility date if you were born prior to April 1958. Here’s more basic OAS info: • OAS is one of the resources on which to build your retirement income. It is available to most Canadians aged 65 or older whether you have worked or never worked. • You must apply to receive OAS and you’re eligible if you are 65 or over and have lived in Canada for at least 10 years after turning 18. Apply for OAS six months before you turn 65 using an application kit available at Service Canada Centres or their website. • If you are approved, you’ll receive your OAS pension payment during the month after your 65th birthday, the month after you meet the requirements, or during a month of your own choosing, depending on which month is the latest. • You are eligible to receive a full OAS pension if you have been a legal resident in Canada for at least 40 years after age 18. If your Canadian residency is less than 40 years, you may be approved for a partial pension, with the amount calculated and prorated on how many years of Canadian residence you have between 10 and 40 years. • The maximum monthly OAS benefit is $540.12. It’s reviewed each quarter against the Consumer Price Index and adjusted as necessary to keep up with cost of living increases. • An OAS pension is taxable income. Each tax year, you’ll receive a T4-OAS information slip to complete your income tax return. • Beware the OAS clawback! It kicks in when your yearly net income hits $69,562 and
MANAGING Your Money requires you to repay part of your OAS benefit at a rate of 15% for each dollar in excess of that threshold, with a full clawback at an annual income level of $112,772. (OAS income thresholds are adjusted annually.) OAS is an important source of retirement income – but it is only one component of your overall retirement and financial plan. Talk to your professional advisor about OAS and other benefits available to seniors such as the Guaranteed Income Supplement, the Allowance or the Allowance for Survivor – as well as how to make the most of your retirement income for all your retirement years.

Do it yourself wrecking yard comes to the South Okanagan It just became a lot more convenient for do it yourself mechanics in the South Okanagan - Similkameen to access auto parts . By Steve Arstad news@keremeosreview.com A-1 Auto Salvage in Penticton recently opened up “U-Pull A Part” yard in their salvage yard located at 1277 Commercial Way in Penticton. “We were finding that no one was coming in for parts for older cars,” said General Manager Ken Rodocker, “but that has changed since we opened the U-pull.”
The salvage yard changed ownership last May, and as a result all the inventory was cleared out of the yard. Since that time, 350 vehicles have been brought into the do it yourself portion of the yard, which opened up two and a half months ago, U-Pull A Part is based on the business model used by the Pick ‘N Pull yard in West Kelowna, which is widely used by backyard mechanics in the region. “We looked at the do it yourself yards in Chilliwack and West Kelowna, and based the operation of this yard on those,” Rodocker said. He studied all aspects of the business, including price lists, which he says are competitive with the u-pull operation in West Kelowna. A one dollar fee, good for the day,
is charged to enter the yard. Customers need to bring their own tools, but the yard provides such items as engine hoists, carry carts and wheelbarrows. No cutting torches or grinding tools are allowed. The salvage yard drains all fluids from the vehicles prior to setting them up on supports in the yard. “We semi-test the engines,” Rodocker added, “to the point that we can say they are running or not.” The yard is open seven days a week from 8:30 a.m. until 5 p.m., including holidays. Phone number is:250-4933232. The website: WWW.PENTICTONUPULLAPART.COM has a price sheet on it, with a vehicle inventory list still to come.
Have a safe and happy holiday!

upgrade its electrical grid by exchanging close to 115,000 manually read meters with advanced meters and incorporating the supporting hardware and software. The project is expected to cost approximately $48 million and save customers $19 million over the life of the project. Meter exchanges would begin in 2014 and be complete by the end of 2015. “FortisBC believes this project will provide enhanced customer service and better value for our customers,” said Tom Loski, vice president of customer service at FortisBC. “When the project is complete, our electricity customers will have a chance for the first time to see in near real-time how much electricity they are using and will be able to make more informed decisions regarding conservation.” Project highlights include: - $19 million in savings over the life of the project helping to keep rates lower for electricity customers. - Enhanced information to help
customers manage their electricity consumption, including the ability to see how much power has been used since the last bill. - Improved ability for FortisBC to detect and restore power outages. - Reduced electricity theft – FortisBC estimates that $3.7 million of electricity is stolen annually – revenues that would otherwise reduce customer rates. FortisBC notes the timing of the project also corresponds with new standards from Measurement Canada requiring greater meter accuracy. The enhanced accuracy requirements will require FortisBC to exchange approximately 80,000 electromechanical meters with digital meters whether the AMI project goes ahead or not. FortisBC is evaluating the business case for advanced meters for natural gas, but at this time has no plans for a similar deployment of remote gas meter reading technology.

Billboard campaign aims to keep focus on MP pension reform Many Canadians are now aware of the current disconnect between MP pension plans and Canadian economic reality, but few know what, if any, effective measures can be taken to ensure that our MP’s get the message about pension reform when Parliament resumes this fall. The Canadian Taxpayers Federation, who has been one of the staunchest advocates of pension reform, recently embarked on a billboard campaign to bring the message to mainstream Canada as well as to provide them with a means to communicate their message to Ottawa. Canadians are encouraged to text “TAX” to 212121, so they can sign the CTF’s petition, email the Prime Minister and learn more about the MP pension plan. The CTF fears that, if left to their own intiative, parliamentarians will only make minor, inconsequential reforms to their plan, which currently takes $24 from taxpayers for each $1 of MP contribution. The CTF is calling on MPs to shut down the current MP pension scheme and join a new $1 for $1 matching RRSP-style pension plan - which is pretty much standard for most Canadian plans. Here’s hoping that the CTF campaign will provide Canadian taxpayers with the means with which to express themselves. If the campaign to bring fairness to MP pensions is successful, it may provide the momentum for further reforms to public sector payroll inequeties at provincial and municipal levels.

MLAs must stop procrastinating on transparency By Jordan Bateman Canadian Taxpayers Federation A man looks lazily up from the couch at his wife. “I’m the leader of the greatest nation on earth,” he says. “Procrasti-nation!” B.C.’s 85 MLAs have become that little man from one of my favorite cartoons, putting off any effort to become transparent with their expenses. Now that procrastination is coming back to cost them— B.C. Auditor General John Doyle recently released a scathing 17-page report on Legislative Assembly spending, showing that the Legislative Assembly’s books were a hopeless mess and casting doubts that MLAs are spending our money wisely. Doyle and taxpayers simply don’t know what we don’t know. Because of shoddy bookkeeping by MLAs, political staff and the Legislature’s comptroller, no one—not even Doyle and his expert team—can tell if money is missing or not. Bank balances don’t
match up with Legislature records. Proper paperwork doesn’t exist or has gone missing. Doyle was ruthless in his assessment: “If the Legislative Assembly were a public company, it would be delisted,” he said. “This audit has taken more effort and energy in regard to my staff doing this work than some of the largest organizations in this province. We had to restrict ourselves eventually to just correcting the errors rather than delving even deeper into the financial transactions, and that’s what I propose to do at some time in the future, is to actually dive deeper into the transactions to make sure that they’re all appropriate.” That’s our money Doyle is talking about—taxes paid by British Columbians in good faith that they would be used efficiently, effectively and accountably. MLAs have no one to blame but themselves for this public spanking. If they had followed Doyle’s 2007 recommendations
or heeded the call of the Canadian Taxpayers Federation and posted detail expense records online for the public to see, none of this would have happened. Instead, they delayed, ducked, dodged and dithered until Doyle had enough. Audits like this became necessary following significant political spending scandals in the U.K. and Nova Scotia, where elected officials used taxpayers’ money to dredge castle moats and buy a copy of the Dance, Dance Revolution video game. Is that happening in B.C.? Who knows? Without proper records it’s impossible to tell where MLAs are spending our money. That’s why complete transparency is the only way for politicians to fully regain the trust of taxpayers. Some MLAs have made a few steps toward transparency. Cabinet ministers post monthly travel reports, but this is high level information with no breakdowns—the devil is
in the details which taxpayers haven’t been allowed to see. Independent MLA Bob Simpson posts his travel expense sheets, which gives taxpayers some sense of his spending. B.C. Liberal MLA John Rustad posts expense totals on his Facebook page, but again, no details. These are tiny steps, albeit important ones. But the time has come for B.C. MLAs to go rogue, ignore their party brass and pressure from other politicians and start posting their own detailed expense reports. Toronto City Hall should be the model B.C. MLAs follow. Toronto’s mayor and councillors post every receipt of every expense they charge taxpayers. One can see, for example, that Mayor Rob Ford’s office spent $80.88 on three black ink cartridges on August 9, 2011. Taxpayers can make their own decision as to whether that money was spent wisely. Enough procrastination. Who will be the first B.C. politician to become completely transparent?

Responding constructively to Canadian firefighters To the Editor: When you dial 911 to get help in an emergency, you fully expect a quick response. In the vast majority of cases – from traffic accidents to heart attacks, from hazardous spills to burning buildings – the first to the rescue will be firefighters. People’s lives depend on them and they put their lives at risk for the rest of us every day. For several years, Canada’s firefighters have been asking three simple things from the Government of Canada. They deserve a decent response. That’s why I’ve introduced Private Member’s Motion M-388 in the House of Commons. It comes up for debate and a vote this fall. On average, 18 firefighters die in the line of duty every year. But there is nothing in place to help provide for their families if they are killed or become permanently disabled while on the job keeping Canadians safe. So Motion M-388 proposes a one-time $300,000 benefit for firefighters (and for other “public safety officers”) who perish or become disabled. In their work as “first responders” during public health emergencies, like influenza pandemics, firefighters will often come into contact
with infected individuals. Like doctors, nurses and other front-line health workers, they need priority access to vaccines and other medications to keep them as safe as possible in the line of duty. Federal guidelines don’t currently provide for this. Motion M-388 corrects that defect. Finally, while most people get out of burning buildings as fast as possible, a firefighter’s job can be the exact opposite. To save lives, they sometimes need to run right into the teeth of a blaze. Certain building materials and techniques can result in fires burning faster and hotter, thus endangering firefighters’ lives, especially during search-and-rescue operations. Motion M-388 calls for firefighter safety to become an objective of the National Building Code. These are three modest proposals. They respond to thoughtful, rational requests coming from Canadian firefighters. Please encourage your Member of Parliament to support Motion M-388 – to help look after the courageous firefighters who look after all of us in times of emergency. Yours sincerely, Hon. Ralph Goodale, PC, MP Deputy Leader, Liberal Party of Canada

Fight brewing between B.C. and Alberta over oil pipeline To the Editor: A real cat-fight is developing between Alberta Premier Allison Redford and B.C. Premier Christy Clark. All the public hears or reads of late is Enbridge and it’s crusade to spoil, with oil, what’s left of once supernatural B.C. The former disgraced Premier Gordon Campbell who blew a breathalyzer DUI to the tune of Tiny Bubbles, along with yes you guessed it smiling Christy Clark and puppets have to be stopped from selling our home province out completely. I believe it’s high time once again for we the people who reside in B.C. take over making all major decisions and let the two girl premiers go play with their dolls in the sandbox (aka) the tar sands of Alberta. Money isn’t everything unless you are a porko politician - or associated with one. The B.C.Liberal party still doesn’t get it and can’t seem to understand as in HST NO does not mean Yes.
By the way - this oil pipeline no - brainer idea isn’t worth discussing or the powder may arrive to blow a future Enbridge pipeline to hell before Enbridge can load the line. Another disaster which would send our home and province to the hell of no return. All political porkos don’t seem to understand they are only elected for the short time and their children and theirs - like all creatures on land and in the sea will bathe in an oil - slick forever. With due respect - cough - cough Christy and Allison know about as much about oil as the bum on the park bench if they weren’t briefed before their spin and lip service spout a geyser. Remember one can’t eat oil or money. When the food chain goes the way of B.C. Rail, Fast Cats and just about everything a B.C Liberal MLA touches - smells or tastes like pork it goes up for a garage sale price. Maybe a Clint Eastwood film - a sequel of two million dollar babies chirping while floating in a tub of Alberta oil.? Tom Isherwood, Olalla

Oil transport involves different cleanup scenario than other goods To the Editor: Alberta’s Premier needs to consider the following hypothetical headlines and then give her head a shake: “Grain spill cleanup begins in B.C.” and “Oil spill cleanup begins in B.C.” The environmental and the cost implications of these two headlines don’t even begin to compare.
The same can be said for almost any other products shipped through B.C. from Alberta and vice versa. When was the last time anyone heard of a softwood lumber spill in Alberta that resulted in catastrophic environmental devastation and a multibillion dollar cleanup? Monika Bonney, Burnaby
It doesn’t matter how much government receives, it’s still wasted To the Editor: It only took a day to read about another “Deadly hit-and run driver appeals ban,” in the Penticton Herald, Monday, July 30. A different case of DUI slaughter perhaps but the end result is somebody lost their life and not being a real Monty I hope the appeal feeding lawyer’s have as much chance of success as a snowball in hell. The number two disgusting read in the Herald happened on the same day as above. “Should liquor stores open on Sundays?” My opinion is why not? - complete the circle as everything else that was sacred is either there or on it’s way to hell.
Perhaps consider selling booze at all Sunday sermons as it may add another octave to the hymn Amazing Grace as clogging and a real live hootnanny could lighten up the atmosphere and the cracks in the floor. No matter how much money liquor and oil pipelines etc. add cash to government coffers it would be squandered in no time by the proven dim bulbs who manage the people’s government. It would come as no surprise to me if the sad sacks decided to install a retractable roof over the entire city of Vancouver thus giving bragging rights of having the greatest big - top in the entire world. Ninth Avenue resident down in the dumps after bylaw action Village reaction to illegal dumping creates another form of pollution with unsightly signage By Steve Arstad news@keremeosreview.com A single incident of illegal dumping has Ninth Avenue resident Shane Jensen upset with the way the village handled it. A small pile of what appears to be grass clippings and related yard waste was dumped on the edge of some overgrowth across the street from a row of condominiums on Ninth Avenue recently. Responding to a complaint, the Village of Keremeos’ bylaw enforcement officer made an appearance on the street, knocking on doors to warn residents that they could face stiff fines for dumping. Following the bylaw officer’s visit, three signs were posted on the street warning residents not to dump. “The Ninth Avenue residents are now faced with this ‘visual pollution’ - all because of one complaint, Jensen said. Jensen said other residents on the street were equally
upset about the reaction, noting that no one knew who actually dumped the waste in the first place. Jensen said he was not pleased with the response he received from the village office when he spoke to staff about the signs. Ninth Avenue resident Wilf Miller said that he wrote the village several weeks ago, complaining about the dumping after he saw someone - who appeared to have come from the area behind Ninth Avenue, closer to the river. “People shouldn’t be doing that, Photo by Steve Arstad he told the Review. “I don’t have a complaint about the signs - except that maybe they could be lower, closer to Three signs warning against illegal dumping recently posted by the Villlage of Keremeos are considered an eyesore to some Ninth Avenue residents. the ground. It’s not only Ninth Avenue residents, a question about the signage. but others in the neighbourhood who are dumping on “It also creates a fire hazard. Young writers and players day camp at Keremeos Grist Mill Contributed by Dave Cursons
Similkameen Family Literacy Outreach is offering it’s Summer Day Camp August 20-24, from 9 a.m. to noon. This year’s camp will work and play with folks 9 to 15 years. There is an open invitation to older youngsters and parents to join in as volunteers. As in 2010 and 2011 the week long camp will happen in the grounds of the Keremeos Grist Mill and Gardens. Mill operators, Jim and Brenda Millar, are once again offering a welcome to area youngsters. Pea sized hail hammered Keremeos and area around 5 p.m. on July 27 in what seemed to be an endless round of hot, humid days followed by an afternoon of potentially violent, unsettled weather conditions. Storm clouds began forming early in the afternoon, but the rain - which began just after 4:30 p.m. in Keremeos - fell suddenly, and fell extremely hard, followed by a transition to hail, which lasted only a couple of minutes. It was the second Friday in two weeks where the afternoon was interupted by violent storms. Many agriculturalists in the region are beginning to feel the effects of this highly unusual late July weather - and so are crop insurers, as claims continue to climb. The long range forecast appears to offer some relief from the atypical weather in the next week as the forecast calls for temperatures in the 20’s to low 30’s, and mostly sunny conditions.
Mail campaign urges public to express support for hospital ambulatory care tower Hospital board urges citizens to write to the Premier to express support and ask for commitment Contributed The Chair of the RDOS, Dan Ashton, Walter Despot, former Chair of the RHD and Janice Perrino (current RHD Chair) recently conducted a mass mail out through the RDOS-RHD to enlist the help of the communities in the South Okanagan and Similkameen to encourage the Provincial Government to put the PRH Ambulatory Care facility at the top of their priority list on the up coming provincial budget. The letter has been sent out to every service club and organization this week and in the coming weeks to as many businesses as possible. It is the hope of the hospital board that people read the letter and write a letter of support or sign the draft letters of support and mail them all to the Premier’s office. They will be distributed to the Premier, the Minister of Health, the two MLA’s in our region and the Chair of Interior Health. A copy of the letter to the Premier is shown below: Ms. Christy Clark Premier, Province of British Columbia Room 156 Parliament Buildings Victoria, BC V8V 1X4 Dear Ms. Premier: RE: Request for Support - Penticton Regional Hospital Patient Care Facility The Okanagan Similkameen Regional Hospital District (OSRHD) has made application to the Province of British Columbia, through Interior Health, expressing great concern about the deteriorating state of the undersized Penticton Regional Hospital (PRH). A number of the core PRH programs, including ambulatory services, [medical day care and clinics], procedural services, [inpatient surgery, endoscopic and minor surgical procedures], central supply and
outpatient diagnostics do not have the physical space to safely handle the patient volumes that arrive daily from the South Okanagan and Similkameen. PRH operates at 110 per cent of its capacity. A Hospital Master Plan, a Functional Program Report and the Concept Plan have clearly identified the urgent need and are completed. Interior Health has acknowledged the PRH - Patient Care Facility as the highest priority in their Capital Plan, subject to funding. The Project is being submitted to the Minister of Health in September, 2012. The OSRHD, in addition to paying for the Business Plan, has committed to fund their 40 per cent share of the capital cost for the project, much of it already in reserve. The South Okanagan Similkameen Medical Foundation has committed to raise $20 million for medical equipment and their donors have expressed commitment to this project. Society expects healthcare to meet appropriate objectives for all citizens, including our rural areas. We must have ambulatory medical day care programs and clinics improved in Penticton. Approximately 90,000 residents in the South Okanagan and Similkameen rely on the Penticton Regional Hospital to meet their health care needs. It is clearly our turn! Six municipalities, eight electoral areas and the four Indian Bands have come together to support this application. We have done everything required and we are ready to proceed to construction. We add our full endorsement for the request to the Province for the Penticton Regional Hospital - Patient Care Project and we look forward to your commitment now. Sincerely, c.c. The Honourable Michael de Jong, Minister of Health The Honourable Bill Barisoff, MLA Penticton J o h n S l a t e r, M L A B o u n d a r y Similkameen Mr. Norm Embree, Chair, Interior Health Authority

ROOMY TWO-STOREY HOME This roomy two-story Craftsman-style home, with three bedrooms and a den, cleverly combines the more formal requirements of entertaining with lots of family space for today’s relaxed lifestyle. The covered entry, with a generous porch to the left, leads into a compact foyer. A powder room is tucked into the angle of the L-shaped stairway, with a display case for collectibles along one wall and a coat closet nearby. Directly ahead is a formal dining room, separated from the kitchen by a door, with a partly vaulted ceiling. French doors open to the front porch and a built-in buffet provides storage and a serving area. No cook will feel isolated in the open-plan kitchen, which flows into a nook for informal family dining, as well as into the great room beyond. It boasts a prep island, a pantry and a step-saving U-shaped counter configuration. Both nook and kitchen enjoy access to a covered outdoor area, as well as a generous patio, for al fresco meals. The great room features a fireplace and windows that look out on the back garden.

Grist Mill Gardens hosts Shakespeare Aug. 11 & 12 By Dave Cursons Grist Mill Heritage Club Two evenings of theatre out of doors happens this August at the Keremeos Grist Mill and Gardens. Bring a blanket, pillow, some light snacks, even a festival chair, if you like, and relax on the grassy slope above the Grist Mill Garden. Below, the Penticton Chamber Theatre will perform the comedy, As You Like It, by William Shakespeare. The play is a comedy involving family rivalry, treachery, loyalty, revenge, romance and, of course, true love. There’s music and song and some wildly extravagant gadabouts.
Most scenes happens in the legendary Forest of Arden making The Grist Mill and Gardens an ideal setting for As You Like It. The Keremeos performances wrap up the tour of As You Like It that includes Penticton, Summerland and Okanagan Falls. As You Like It is a benefit provided by the Penticton Chamber Theatre in support of the Grist Mill Heritage Club. Admission is by donation with a suggested minimum of $10. Doors at the Grist Mill Visitors’ Centre open at 6:30 p.m. and the garden performance starts at 7 p.m. Inquiries, call 250499-5417.

Garlic and onion growers workshop at Cawston Hall Control of pests and pathogens highlight of workshop as local acreage under production continues to increase Contributed by Tamara Richardson There will be a workshop at 9 a.m. August 8 at the Cawston Hall for garlic and onion growers. As the amount of garlic going in the ground locally continues to increase yearly, reports of pests and pathogens in garlic crops are becoming more frequent. For example, we have been receiving several reports of damage to garlic caused by the onion maggot fly. These insects are strong fliers so your management practices will affect your neighbors and vice versa
so this is a problem that needs to be managed on a community basis. The vegetable specialist from BC Ministry of Agriculture and Lands in Abottsford will be attending in addition to the regional entomologist and pathologist from BC Ministry of Agriculture and Lands in Kelowna. There will be presentations and discussion in the morning. Workshop topics will include information on identifying pests and pathogens of garlic, cultural practices and how to manage problems both organically and conventionally. Feel free to bring in samples of your garlic. We will also visit one or more garlic plantings. Refreshments will be served. The cost of the workshop is $15 plus HST. If you have any questions please contact Tamara Richardson at (250) 502-7546.

Let’s make this memorable!
Take Advantage of this opportunity to attract your friends, neighbours and tourists!
Water Works with Jeremy By Jeremy Auger - Patry Given the previous unusual weather, outdoor water use was a bit less of a concern. The Keremeos aquifer does not rise in proportion to the amount of precipitation that the Similkameen receives. We can therefore always look at our indoor water consumption. The biggest water waster in the average Canadian home is the toilet. There is a rebate program in place by the Keremeos Irrigation District and the Village of Keremeos that provides residents with a $50 rebate for purchasing a low-flow toilet and a $25 rebate for converting a toilet to dual-flush. However, if you do not need to or wish to replace your toilets, there is an easy and free method to decrease the amount of water your toilet uses. Fill an empty, plastic container (such as a milk jug)
Contact Sandi with sand or stones and place it in your toilet tank. The container will displace that amount of water and your tank will fill up with less. The other big water wasters in your home are your dishwashers and washing machines. There are rebate programs in place by Fortis BC for purchasing efficient dishwashers and washing machines, check the Fortis website for details if you are are interested. Fortis BC has also provided free kits through its Tap to Tap program. These kits contain low-flow showerheads and aerators for your sinks. They are available anytime at the village office and are worth trying out for two reasons. First, they are free; you have nothing to lose by picking one up and secondly, if the showerheads and aerators are to your liking, they will save you hundreds of dollars off your energy bills in the long run.

Tying all the the physics theories together
Our remote ancestors lived in a scary world. Plagues, invasions, crop failures, earthquakes and floods turned up unpredictably, and there was usually little that could be done about them. It is not surprising that they rationalized all this by assigning the major forces of nature to a bunch of squabbling, capricious gods and goddesses. It was a great step forward when Greek philosophers proposed that the universe follows consistent rules, and it should be possible to deduce at least some
of them. This was probably the most important development in the development of science, because it made it worth doing. Before that revelation, why try to work out rules the gods could change on a whim? When we decided that science was worth doing, it began as a process of trying to understand little bits of what we saw the universe doing around us, and slowly joining those bits of the puzzle together to make some sort of bigger picture. We like to present the idea of a steady progress, but really it was more a matter of a lot of little steps, some right, some wrong and some backwards. Today it is widely held among scientists that all we see around us today is based upon a small
and coherent set of natural laws, not a bunch of disjointed processes. A lot of progress has been made in that direction but there are major issues that are not resolved, such as difference between how things work on the everyday and large scale, and how things work in the realm of the very small. At the end of the 19th Century, many scientists believed that physics was all over bar the shouting, and that the only work remaining to be done was to sharpen up the ideas already developed. Itís funny how we let hubris carry us away, despite the number of times we have been proved wrong. It was back then that two dramatic new ideas came along. The Theory of Relativity shook the world of the very big, and the Quantum Theory did
the same thing for the world of the very small. The first one has made many things we see out there in the universe more comprehensible, and the second has made it possible to understand processes at the atomic level. However, the two theories don’t mix well and we are still trying to connect them. Now we have to come to terms with everything we are familiar with making up only four per cent of the universe. The rest is Dark Matter and Dark Energy, neither of which we understand or can observe directly. However, the Holy Grail of tying it all together remains, but we still have a very long way to go. We’ve found that twiddling the physics even very slightly gives rise to a universe without stars, or with stars that blow
up before anything else can happen, or where the chemistry of life cannot work. This begs the question as to whether we are here because the numbers just happened to come out right at the Big Bang, or whether those values were chosen. That is a question that science alone will probably not be able to answer. It’s unlikely we will ever know everything about the universe. However, if we did, who’d want to live in such a place? Mars and Saturn are now getting low in the west after dark. Venus and Jupiter lie close together in the eastern sky in the early hours before dawn. The Moon will be full on the 1st. Ken Tapping is an astronomer with the National Research Council’s Dominion Radio Astro-physical Observatory, Penticton.

health DENTISTRY AND BONE CHEWING Bones: Something to Gnaw On By Dr. Moira Drosdovech PART I
Teeth cleaning accounts for a significant proportion of what veterinarians do on a regular basis. There are even veterinary dentistry specialists that will do crowns, root canals and even install braces on your pet’s teeth! By far the biggest source of problems is in periodontal disease, a very common problem in our pets. When our modern pets breathe on us, it is sometimes all we can do to stop from keeling over from the smell! But why is it that pet owners are having to get their dogs’ and cats’ teeth cleaned under general anesthetic more so than ever before? If we take a look at diet, I think we will have the answer. When we consider that raw-bone-chewing pets and zoo-kept wild carnivores do not need regular dental treatments, the answer is staring us right in the face. Dr. Lonsdale, a graduate of the Royal Veterinary College at the University of London and author of Raw Meaty Bones, claims pet food diets based on processed m e a t and cereal are making animals sick by causing dental disease, which can lead to a range of debilitating and often fatal conditions, such as kidney failure and cancer, even imj mune system failure. “Modern processed diets are known to be responsible for periodontal or gum disease, which affects more than 85 per cent of domestic cats and dogs over three years of age,” he said.
MARRIAGE: MAY BE GOOD FOR YOUR HEALTH We often mention ways of reducing your risk of medical problems. One you don’t hear about often is marriage. Evidently if you are having coronary bypass surgery, you have a greater survival rate if you are married. It may have something to do with handling stress better or that more married people are nonsmokers. HEAT THERAPY Using heat therapy for sore joints can be very soothing and effective. The length of time heat should be applied is 20-30 minutes per session. Heat is helpful in reducing muscle spasms and arthritic back and neck pain. Heat shouldn’t be used on a new injury, open wounds or infections or swollen or inflamed areas. EATING OUT Since 20% of Canadians’ weekly food intake comes from restaurant meals there is a move to have more nutritional information available on menus or for the asking. Since some meals are high in calories and sodium and since hypertension and obesity are real health problems in Canada, this information may help people make better choices when eating out. ZINC OXIDE Zinc oxide gives the best protection against both UVA and UVB light rays that can damage the skin. A 20% zinc oxide paste provides this protection but it is visible after application and not too acceptable to many people.
